Green light on the way

A 131-lot subdivision at Maiden Gully is a step closer to fruition, following the City of Greater Bendigo’s move to adopt Planning Scheme Amendment C193 and to forward the amendment to the Planning Minister for approval. The subdivision is to be established on 14.4 hectares of land at 428 Calder Highway, Maiden Gully, bordering Sparrowhawk Road and Doles Road, and includes the rezoning of land from the Farming Zone to General Residential Zone. As a condition of the permit, access to the new subdivision will be via Sparrowhawk Road and Doles Road. Most lot sizes will be between 600 and 750 square metres, with some smaller lots to be developed adjacent to a proposed public open space, and about 4200 square metres set aside for medium density development.

THE state government has started its promised review of the Estate Agents (Exemption) Regulations 2014. The regulations under review were introduced by the former coalition government and are due to begin operating in the new financial year, and involve the removal of the requirement for real estate agents to be involved in large

commercial property transactions. The state government says concerns were raised by stakeholders last year, including the Real Estate Institute of Victoria, and that the reforms would have a significant impact on consumers and small businesses. The Labor Government says it will review the regulations to get the balance right between reducing red tape and protecting consumers. Consumer Affairs Minister Jane Garrett has appointed Acil Allen Consulting to undertake the review. “The Andrews Labor Government will work with key stakeholders in the property industry to ensure that we have standards in place to best protect consumers,” she said. “Getting rid of red tape is important, but we need to make certain here that these changes are not coming at the expense of local businesses and consumers.” The review has started working with key stakeholders. TWENTY additional poker machines will be slotted into Golden Square’s Foundry Hotel complex to fund a redevelopment of the venue. City of Greater Bendigo councillors have approved plans for the introduction of the Electronic Gaming Machines (EGMs), to pave the way for 15 serviced apartments. The plans mean the complex will have a total of 45 EGMs. Despite council’s gaming policy disallowing additional machines within the CBD, Drayton Manor Pty Ltd approached the Victorian Commission for Gambling and Liquor Regulation (VCGLR) in 2014 to approve the EGMs. Council was invited to make a

The focus of the exhibition, Ned Kelly’s armour is among the most striking exhibits. Here is the basis of the legend, the amazing colonial version of a knight’s armour which was apparently made for him by a local blacksmith from ploughs and mouldboards. The dark rectangular shapes

which comprise the armour are the shapes and angles which Sidney Nolan placed in the Australian landscape with a truly dramatic impact. Kelly’s legend also provoked responses from Nolan’s contemporaries Albert Tucker, Arthur Boyd and Norman Lindsay whose work is also on display. The legend of Ned Kelly also inspired modern artists such as Adam Cullen, Guan Wei and street artist Haha. Of the 70 objects several include artefacts such as the Jerilderie letter, weapons, newspa-

per reports and books. But the most affecting item is the death mask which was made after Kelly was hanged. His beard is shaved and his head drops forward, no doubt because of his broken neck. He is diminished and exposed, brought undone by his persecution, execution and the mythology which he himself, helped create. Imagining Ned will run until June 28. Council stumbles over report

3From Page 1 Cr Helen Leach moved the alternative motion at Wednesday’s meeting to put the report out for public comment for six weeks with Mayor Peter Cox using his casting vote. “I think we do it for every other strategy and it is in the community interest and we need to be getting a fair result,” Cr Leach said. “We want the public to know about the report and for them to share their ideas about how a separation or partial separation of the City Future Directorate could work.” According to the report, City Futures has secured $58.57 million in major government grants and philanthropic donations since 2006.

But it only achieved a 38 per cent self-sufficiency level in 2013 to 2014. If separated, Bendigo Tourism Board’s membership fees would increase, the Bendigo Art Gallery would not have free admission to permanent collections and The Capital Theatre would be unable to subsidise community groups’ use of the facility. The report called for greater support for small business, more business and industry initiatives and major developments, securing decentralisation of government services and employment. A new centralised office was also suggested to improve council’s efficiencies. Cr Elise Chapman said the report had “missed the mark” and needed to go out for “public scrutiny”.

The report predicted the best result would require council to subsidise the separate entity no more than $4.4m to $5.1m and rising by year five. But the combined running costs of a separate entity and functions remaining with council would not fall below $10.1m and increase to $11m to $11.4m in year five depending on the scenario. Yet the City Futures Directorate cost council $10.22m from 2013 to 2014. The Bendigo Trust was offered as a “potential governance model”, but the report highlighted its failed ambitions to be a separate, selfsufficient entity. But Cr James Williams sided with the recommendation, calling for constructive, alternative solutions.

Councillors in spotlight

A PETITION has called for yet another independent review into the City of Greater Bendigo council’s conduct. Julie Hoskin approached the councillor’s table twice this week to hand Cr Helen Leach the petition calling for an investigation into their handling of eight matters. The petition described council’s perceived lack of transparency during events such as Cr Mark Weragoda’s drink-driving incident, Cr Elise Chapman’s tweet and the AMICUS investigation. The findings will be sent to the

The second 2224-signature petition, signed by 526 Greater Bendigo residents, served a “notice

of no confidence” in council and the executive committee. It called for the sacking of all staff, except for Crs Chapman and Leach. A flurry of petitions were also given responses, including a 2600-signature petition against council’s provisional decision to close the Home and Community Care program. The City decided to extend community consultation for another week to April 2 and include the petition in the feedback. “This is a decision that has been made and acted upon. We

tic initiative that will provide many opportunities for both students and the Bendigo region,” she said. “The training provided in Bendigo will enable businesses within the area to have access to locally trained and skilled graduates. In the past, students have had to travel long distances to study which has hindered their ability to follow a career which they were passionate about.” Bendigo TAFE plans to continue to build similar industry partnerships to support student learning while meeting best practice and employer needs within the veterinary sector.

THREE blocks of floor space are required in the Bendigo’s CBD to meet future office, retail and hospitality demand by 2021. The draft Commercial Land and Activity Centre Strategy was accepted for public comment at this week’s council meeting. The draft strategy guides the future development of shopping and office areas in the city in new and existing blocks including sourcing an additional 1600 square metres of department store floor space. The health, education and professional service sectors require 24,000 sq.m of floor space to expand. “This ensures that we and developers know where we want to put our energies into developing commercial land. That is quite important,” Cr Rod Fyffe said. “It does cover right across the municipality and it allows the expansion of those commercial areas in an ordered, well-developed manner.” The draft strategy divides the municipality into five hives of activity; city centre, activity centres, neighbourhood activity centre, local centre and township/rural centre. Bendigo’s CBD remains the most important while activity centres including Eaglehawk and Heathcote are seen to have significant economic, social and some civic activities. The neighbourhood activity centres service their immediate surrounds and include Golden Square and White Hills, while local centres such as Flora Hill and Spring Gully have a “cluster of shops”. Township/rural centres equate to the

scale of a neighbourhood activity centre but service suburbs such as Axedale and Marong. “It is not just about what us councillors can see, it’s about the community saying what they can see for our city,” Cr Lisa Ruffell said. “This is our time, this is your city, so let’s plan for it.” Under the draft strategy, council will support small businesses with a platform to market and sell products online. The document also encourages the expansion of existing supermarkets and the construction of new ones in central Bendigo, activity centres and in township/rural centres. But new supermarkets will not be supported outside of the designated areas, including industrial areas. Existing underdeveloped sites, zoned commercial, have also been identified to be rezoned residential. The draft strategy will be out for comment until May 6.

Bendigo TAFE is now running animal studies and veterinary nursing courses – the first time these courses have been offered in central Victoria. Bendigo TAFE will offer Certificate II and III in Animal Studies and Certificate IV in Veterinary Nursing. The courses have been positively received by animal lovers wishing to pursue a career in the industry. The Department of Environment and Primary Industries’ Nicole Broe said the response has been impressive. “Forty-five students have enrolled and there have been more than 150 enquiries to

Childcare should not be considered in terms of profit and loss. It is an investment in the ed-

ucation and development of our community,” SBELC spokesperson Naomi Evans said. “The decision is a clear failure by councillors to deliver on the values and vision to which they aspire and to which they were voted in to serve.” But council maintained that the centre will close by December. Council also responded to a 2600-signature petition calling for rate rises to be capped to the Consumer Price Index at 2.6 per cent. Councillors will consider the petition in the 2016/17 budget in addition to the state government’s policy to cap rate rises.

Hard line on violence

A SPECIAL squad of six police officers are dedicated to stopping family violence. While they work hand in hand with other agencies in central Victoria such as the Centre for Non Violence and the Department of Human Services, the Central Victoria Family Violence Team is basically working on the front line – the gritty edge when a victim and her family are in danger. Here is what a woman can do if she feels unsafe or threatened – for an immediate response, ring triple zero. If you are aware of someone else who is suffering from domestic violence you can also ring triple zero. And here is a list of the key powers that the FV Unit has under 2008 Family Violence Protection Act. 1. Enter a home 2. Direct people to follow their instructions 3. Arrest perpetrators 4. Search for and seize firearms and firearms licences DOMESTIC and family violence occurs in all sections of our community, across all cultures and in all types of relationships (e.g. lesbian, gay, heterosexual). THIS year’s Festival of Cultures with its dazzling array of culturally diverse performances, forums, youth based activities and a sell out Latin Dinner Dance, has demonstrated that the festival has settled into part of our yearly calendar. Bendigo historian and writer Bill Clyde was particularly impressed. “From the opening in the Library Gardens to the closing Family Day at Sidney Myer Place, organisers and volun-

teers poured their vision, energy and time into creating a diverse festival,” he said. A significant presence was that of Victoria Police who appreciated being able to enhance relationships and recruitment opportunities with the diverse cultures in our community. Victoria Police participated in Harmony Day, the Multi-Faith Forum and Dinner, Family Day and a soccer game against the Karen Youth Team.

“Attending the festival events this week, it was clear to me that people ... enjoy educating the community about their history and culture, illustrated through their dancing, singing, enjoying the wonderful food and general interaction with the community,” Senior Sergeant John Dalton said. And the last word should go to Noemi Cummings who said the 2015 Bendigo Festival of Cultures exceeded all her expectations.

The golden pedallers SOME years ago there was the call for “seniors” to hop on their bikes. Marg recollects reading an article in one of the local papers stating that the council was interested in helping to form a cycling group for “oldies”. “It mentioned ‘mature’, ‘seniors’ or ‘over 50s’ or something similar, which initiated my interest,” Marg, who answered the call said. “Maybe, it was seniors’ week, as there were other activities happening at the lake – it all seems a haze in the past now.” So Marg ventured out after dusting down her bike, which hadn’t been used for about eight years, and took herself to Lake Weeroona. To Marg’s surprise and delight there were a dozen others who had done the same. There they were greeted by the City of Greater Bendigo council’s Carol Blake with show bags of information and goodies and a barbecue lunch. Nine years later only Marg and

one other rider remained of that original group, but the group continues. It has left from Foundry Park in Golden Square each Tuesday and Thursday, a 9am start most of the year and 8am during summer. Although Marg has now retired through illness, 11 regular riders form the group and an average of seven meet on a Tuesday and five on a Thursday. The average age of the group is around 66 years young. Marg was quite clear in making the following point: “Our pace is set by the slowest rider on the day. “It’s about exercise, but, for most of us, more about fellowship and fun.” Riding an average of around 28 kilometres they always stop for a chat and a cuppa from their BYO supplies in an attractive park or bush environment. Hills are not welcome. There are not many on or off-road flat tracks this group has not covered

Art market a new high

ONE essential item needed for this year’s 144th Bendigo Easter Festival is the 16-page printed program which is now available from the Bendigo Visitor Centre and City of Greater Bendigo offices. Festival advisory committee chair Rod Fyffe said the program is a great way to plan Easter in Bendigo. “This year’s festival will feature a range of new activities and entertainment for the kids including the Bubble Muffin

Kids Cooking Club from Friday to Sunday,” Cr Fyffe said. “This is a fully interactive program that teaches valuable healthy eating, cooking and lifestyle lessons. “The Wild Action Zoo blockbuster stage show on Easter Saturday is also set to be a crowd favourite with displays of Australian wildlife such as a koala, wallaby, kookaburra, snakes and crocodiles and more to get up close and personal with.” Festival visitors will also be

entertained by roving entertainment in Rosalind Park including exciting new stiltwalkers and Uptown Brown with his Goodtimes Gyratorscope music machine – a one man band who plays multiple instruments at once. The festival offers something for everyone and adult festival visitors can enjoy live music and wine tastings from Heathcote Wine Growers in the Bull Street precinct. “This is just some of the new

entertainment on offer this Easter and is in addition to the festival’s regular favourite activities,” Cr Fyffe said. All entertainment to be featured this year is in the program or on the Bendigo Easter Festival app which is available to download free from Google Play or the App Store. NEXT week’s Bendigo Easter Art and Craft market has already set new records and will be the biggest market ever seen in Bendigo. Rotary Club of Bendigo Sandhurst president, Cathie Miller, said the treelined Bridge Street/Park Road market site would have more stalls than any other market in the region had ever achieved. It was now believed to have become the largest market of its type in regional Victoria. “Our club has taken 241 site bookings, with more to come, that’s already 80 more than last year’s record. “Stall holders are coming from all over Victoria, partly because Bendigo’s art and craft market is the only one in the entire state on Good Friday.” There had also been enormous interest in Easter Sunday’s market in the same area. Ms Miller said the 2015 Rotary Club of Bendigo Sandhurst art and craft market underlined a resurgence in art and craft and cottage industries. “Some of the products people are creating in their own homes are just inspiring,” Ms Miller said. “There’s an amazing range of products booked for this year, including recycled timber craft, art from places such as Tibet, Nepal and Zimbabwe, boutique food products such as handmade chocolates, preserves and wines, jewellery and fruit.” The market will operate between 9am and 4pm on Good Friday and Easter Sunday, and late stall bookings can be made through rcobs@gmail.com.

EASTER IN BENDIGO Showtime for textile artists THE Bendigo Textile Artists Group is rolling out the red carpet during the Bendigo Easter Festival. The small hall at the rear of St Andrew’s Church, Myers Street will play host to their biannual exhibition of bunting, banners, and bollards. Displays will be on the theme of showtime, aiming to entice the audience. “Imagine a ringmaster calling you in to see thread defying acts of beauty, fearless feats of fashion, finesse with fibre, and card-tastic creations from Bendigo’s most passionate performers of the textile arts,” the group’s Nikki Knighton said. “While many members specialise in a particular craft, they come to the monthly meetings to

dabble, learn, and share in a range of techniques, sharing cheeky humour and a tendency to avoid or break the rules. “I originally joined the group after the last exhibition, to have a regular time to work on a few unfinished projects. Two years on I’ve gone on a few tangents, found some new talents, and some wonderful friends.” The show will highlight the creativity of the group in a diverse range of techniques and media, often combining approaches for unique results. Colourful work to be shared THE Strathdale quilters have been busy again and are ready to share their work. Their biennial quilt exhibition is on again at Easter in Bendigo. The four day exhibition of members’ quilts will be at St Andrews Hall in Myers Street and will showcase

more than 100 quilts. “It will feature a variety of styles of stitchery being the culmination of work by more than 120 of our members,” committee member Jane Leahy said “Our quilt group has recently celebrated our 25th anniversary and there

will be a display of small and large quilts, a member’s challenge, a raffle quilt and a sale of handmade items on the Valkyrie stall. “All proceeds are distributed to local charities. Many visitors to the Bendigo Easter Fair come specifically to view our highly regarded exhibition.”

TWO Marong SES members were awarded Victorian SES life memberships for more than 20 years of service. Husband and wife duo, Bert and Kath Roberts, were presented the awards last Thursday night for their dedication to the unit and the organisation since 1994. Assistant Chief Officer (Regional Manager, NW Region) John Parker commended the couple for their unwavering support. Within a year of joining, Mrs Roberts became the unit’s

administration officer and the following year Mr Roberts became the unit controller. SES Marong controller Kevin Cahill said the couple set about changing the unit into a “modern enterprise” with updated vehicles and equipment. “They conducted membership drives to increase member numbers. They extended the ‘shed’ out the back to form a much need training and meeting room,” he said. “It was this hard work over numerous years that has placed the Marong unit in the position it is in at the moment;

a new building, three modern rescue vehicles, a boat, a mule, trailers, financially secure and members exceeding 30. “I would like to thank Bert and Kath for their hard work and commitment to the Marong Unit and wish them all the best for their well-deserved retirement.” The Roberts stayed at Marong SES until February 2011 before leaving to join the newly formed Regional Support Unit (RSU). Mr Roberts took the role of RSU deputy controller in 2012 and remains in the position.

The Roberts gained exceptional operational knowledge through their involvement in the 2007 Alpine Fires, 2009 Black Saturday, 2011 floods and interstate deployments. Mr Roberts also helped in the NSW hailstorms and Queensland cyclone Yasi. Unit Controller Kevin Cahill and four volunteers, were also given a Certificate III in Public Safety (SES RESCUE) on the night. Locals wishing to join the unit can attend their training night each Thursday at 7pm or visit www.ses.vic.gov.au/volunteer to find out more.

City says farewell MORE than 430 people packed into Bendigo’s historic Town Hall on Monday afternoon to celebrate the extraordinary life and achievements of former mayor Daryl McClure. Mr McClure’s place in this city’s proud history is assured, thanks largely to his efforts to protect, preserve and enhance many of its rich heritage icons. A former television presenter, state politician, company director, councillor and mayor of

Greater Bendigo, Mr McClure was also one of the driving forces behind the establishment of the Bendigo Weekly back in 1997. The large crowd of people keen to pay their final respects to the community champion heard tales of Mr McClure’s humble upbringing in White Hills, his early entry into serving the community, his vision, hard work ethic and his love of Bendigo. But it was his love for his family and his loyalty

to and support of those closest to him that were the endearing trademarks of a man otherwise best known for his involvement in saving some of this city’s strongest links to its past. Politicians past and present and from both sides of the political spectrum, together with many current and former mayors and councillors, were among the crowd. Among the many speakers who paid tribute

to Mr McClure were his sister Roma, long-time friend and confidant, James Lerk, as well as the personal reflections from son Trent and daughter Denita of the man who they knew as simply their dad. Mr McClure passed away on Sunday, March 15, aged 68. He is survived by his wife Elaine, daughter Denita and son Trent, four grandchildren, sister Roma and their respective families.

Marist College opens Marist College Bendigo will be officially opened and blessed at a ceremony beginning at 11.30am today. The first building of the Maiden Gully school accommodates Years 7 and 8 will be named the Montagne Centre, and will be opened by Brother Michael Green FMS, the National Director of Marist Schools Australia. The building will then be blessed by the Most Reverend Leslie Tomlinson DD Bishop of Sandhurst. The college has been operating this term with 222 students in Years 7 and 8 and 24 staff,

The honourable thing Congratulations to Councillor Leach as it appears she may be the only Bendigo councillor who realises the important consequences of Cr Weragoda’s recent conduct. It is essential for this matter to be reported to the Councillor Conduct Panel with the Municipal Association of Victoria so that they can decide on his suitability to remain as a member of the Bendigo Council. The drink driving charge was serious enough, but the denial that followed may make him unsuitable to continue any longer as a councillor. Against duck hunt I am writing regarding the 2015 duck shooting season. More than 120 Coalition Against Duck Shooting rescuers attended several Victorian wetlands for the opening of the recreational duck shooting season on March 21, and 22 and teams will continue searching for wounded birds every weekend of the three month shooting season. In two days more than 110 dead or wounded birds have been recovered including three freckled ducks which are said to be among the 10 rarest waterbirds in the world. A protected musk duck and Eurasian coot are being treated for serious injuries. Injured birds have been treated at Melbourne Zoo and are under care at Healesville Sanctuary or with wildlife carers. I am disheartened that the Andrews Labor Government has allowed our native waterbirds to die slow, agonising deaths from recreational shooters who only make up 0.4 per cent of Victoria’s population. Professor Richard Kingsford’s latest aerial survey has shown that waterbird numbers have declined by some 60 per cent. More than 87 per cent of Victorians are against the shooting of our native waterbirds for recreational purposes and together with the Greens, believe it should be banned. Duck shooting has been banned in WA, NSW and Queensland. Not only is duck shooting unsustainable, it is also brutal. Shotgun pellets scatter widely resulting in three out of four birds sustaining injuries. This figure comes from US ballistics expert Tom Roster. As a result, many birds die slow, agonising deaths from starvation, infection or predation. Why has NSW, WA and Queensland deemed it nec-

A passionate Bendigonian As Mayor I pay tribute to Daryl McClure on behalf of the citizens of Greater Bendigo as a follow up to your story “A Life Well Lived”. Daryl was a passionate Bendigonian who worked hard all his life to improve the quality of life for all residents. He had a lot of common sense in the way he went about his work. In his inaugural speech to the Victorian Parliament he spoke glowingly about Bendigo’s “old world charm” and he worked diligently throughout his life to ensure that our magnificent heritage was protected for future generations to enjoy. He fought to protect Rosalind Park as if it was his own backyard and as councillor and mayor always offered alternative solutions. Daryl’s interest in local government never waned and he never shied away from letting council know if he felt it was on the wrong track. I will miss Daryl’s wisdom, knowledge and experience built up over a lifetime as will many who enjoyed his discussions and forthright comments. Thank you Daryl for a lifetime of work for Greater Bendigo and the State of Victoria. Your inspiration will live on in many of us to do things differently and for the greater good. Making the point Point1: I wish to endorse David Arscotts’ comments about your newspaper allowing our citizens to debate the pros and cons of many issues including the Kangaroo Flat Aquatic and Wellbeing Centre fiasco. I note Peter Kennedy’s comments in the February 20 issue regarding whether council had approved the development of the pool on February 8, 2012. On page 148 of the council minutes states: “Council resolves to: ”Adopt option 2 as the model to proceed with the Aquatic Facility at Kangaroo Flat based on the adopted Aquatic Strategy, including amongst the suite of components a 50-metre pool”. Option 2 included the closure of Golden Square pool. A strong community response to the closure of the Golden Square pool resulted in a Committee of Management running the pool and the pool remaining open. There is no reason why a similar community reaction to potential

rate increases resulting from the proposed building of the Taj Mahal at Kangaroo Flat shouldn’t be expected. Nothing should be set in stone and unable to be changed simply because a council decided. Any motion can be rescinded especially when there are more equitable options of expenditure across higher priority community needs The second part Peter refers to, captures the concerns of consultants who, incidentally, were not supporting a 50-metre pool, they were in fact were suggesting a 25-metre pool. In addition the consultants were concerned about the major negative effects that such a large project as this would have on council’s finances and capital works programs now and into future years. In their opinion it could not be afforded. In the reports the consultants expressed concerns about the viability of the pool, that there was not enough population to support such a development and obviously the costs. Council officers appear to ignore these concerns. Point 2: The CEO Craig Neiman, completely misreads what I and other commentators are saying. We are not arguing over the timing of the building of the Taj Mahal. We don’t need a Taj Mahal at Kangaroo Flat at all. What is needed is a pool that meets the needs of the community’s residents and ratepayers. A nice pool, even a 50-metre one, could be built for about $11 million. Why not put the State Govern-

with other countries who liked to convince their population that everything was an entitlement and then needed other countries to bail them out. The fruits of the Irish system are an army of university graduates trawling the world to find a job that matches their education and lifestyle requirements. It is a waste of time and money providing a free university education if you fail to match the educational standards with employment prospects to suit. Is Ray saying we should go down the same path? Ireland also is home to many private fee charging colleges so even it recognises that not everything is free, giving people a choice. Choice is something an ever increasing number of Australian families are making in their children’s education, according to the statistics. The majority of hypocritical Greens supporters pay to send their children to private schools. Apparently when it comes to education its do as they say, not as they do. A truly fair, cohesive and successful society is one that is made up of people from various backgrounds who have taken advantage of the ability to make a choice. Not a society that forces its people to take only what the government offers. It is the gelling together of people from a variety of backgrounds that make us the nation we are. AGED CARE ENJOY LIFE

An informed call TO go it alone, or not go it alone?… that is the question. Recommendation eight of the independent review into the City of Greater Bendigo related to the future of the much fancied City Futures directorate headed up by Stan Liacos. The review recommended council investigate separating the Economic Development Unit, the Bendigo Art Gallery, Bendigo Tourism, the Capital and major events into a separate entity. At least some of this stems from concerns from the community over the level of ratepayers’ funds being spent on the arts and other associated projects. But in a nutshell, it seems the response to any move to separate the operations of the City Futures unit would essentially mean there is no future. Grassroots community theatre, school concerts and a host of other independent and not-for-profit initiatives that currently find a home at venues such as the Capital would not be able to meet the steep fees the standalone entity would have to charge in order to maintain its

Further financial modelling undertaken by council points to an inability to achieve self-funding for any new entity, meaning it would remain reliant upon City of Greater Bendigo funding to fund its operations. counter-productive ‘’and contrary to the review’s objective of encouraging greater focus on economic development work”. It’s very difficult to put a value on what the Bendigo Art Gallery achieves for Bendigo, but there’s no doubt when it does something well, it pulls a crowd and it brings vibrancy, and dollars, to our city. Similarly, those many major events that occupy the events calendar bring competitors, their families, exhibitors and interested onlookers to Bendigo throughout the year. If we do nothing, we gain nothing. Council documents describe the City Futures directorate as ‘’the economic development and jobs growth machinery of council”. If we accept that, then any change must be delicately handled, if there be any change at all. The status quo may well be the only response to the suggestion to separate City Futures, but at least now, according to the City of Greater Bendigo, it’s a considered and informed one.

THERE’S an underlying current of discontent brewing in our community, and it’s something none of us should take for granted. Recent council meetings have begun with noisy, rowdy and at times out of control situations where frustrated, angry and concerned citizens have used the public question time as an opportunity to express their feelings about the state of municipal affairs. Taken one way, this is democracy in action. Freedom of speech. And that’s all good. But taken another way, there’s a lot of people who are very unhappy, and who are making a lot of noise to let the rest of us know about it, and that’s what needs attention. It seems a good number of vocal Bendigonians have lost respect for our elected councillors, and while no elected official ever enjoys the support of everyone, this is a worrying phenomenon that is increasing in its proportions,

and not just at the local level. There are important decisions to be made in coming weeks that need to be made. Some of us won’t like it, but the decisions must be made and then implemented. That’s what governments do. Of greater concern is the fact that a lot of voters don’t

A drip under pressure A simple task turned into a soaking for hapless Steve

A

S we place ourselves into autumn, I looked at the list of jobs to do. The long-suffering Mrs Kendall is a big one for lists, and I am coming round to it myself as I am at that age where I forget things. This past weekend the list was enormous, and I dutifully worked through the various little tasks that build up when you have fences and sheep to worry about. Towards the end of the day I had decided I would empty the 1000 litre water tank that was ready for the fire season. Our glorified fire truck is a little saggy in the bottom, after a life with its previous owner hauling rocks. So it now carries the water tank and pump in case the fire comes our way. Still sagging at the back end, but with enough life to take it in the general direction of a fire should the need arise. Rather than waste the water, I decided to put it into the water tank which supplies the stock troughs. Every little bit helps, so I carefully placed the fire ute near the tank.

I fiddled around with the fire pump and sort of rolled out the hose. I had removed the sieve off the stock tank and had a ladder placed ready to put the hose in. This was really a two-person job, but Mrs K was cleaning something. I started up the petrol-powered pump and the hose filled, but it twisted and proceeded to wind itself around itself and get a bit knotted, all the while the pressure was building and the thing was like an angry snake. Rather than switch off the pump I fought to untangle the hose, which is one of those proper canvas numbers.

I finally managed, and decided next time I would roll it out properly first. So with the hose fixed and spurting I climbed the ladder and stuck the nozzle into the stock tank. Easy. About half way down, the pick up hose in the fire tank floated above the water level and the pump ran dry. I rushed down the ladder, hopped up on the ute and tried to get it flowing again. Failed. I left the pump running and tried to fill the sump to make the pump work again, I did this by pouring water into the cap at the top. It filled and started full bore... water at high

pressure hit me in the chest and face and the cap flew off somewhere. At this point I turned off the pump, as I should have done when the pressure went. I screwed on the cap, fired up the pump, and the hose under pressure whipped around until I stepped on it and dragged it up to the stock tank again. By this point I had added a kilogram of mud to each boot and the ute and me were awash, but at least most of the water was in the stock tank. The rest was in my clothes and boots. - Steve Kendall

I used to be known as the Princess of the Party or the Queen of Extreme but of course I have settled down now. And I am often referred to as Miss Moderation. But one thing I abhor is mean spiritedness in the social conviviality stakes. If you have a restricted diet, and I do appreciate that some people out there can only drink cider or are off the grog, I think it is the done thing to also bring a bottle of white or red wine to share at the table as well. And as for those people who sniff at your food and tell you they are on a low fat diet or the paleo diet or that they are vegetarians, I think Dante should have reserved a special place in hell for them. Don’t come and embarrass your hosts by telling them you can’t eat their food. A discreet phone call

You then apologise and say ”I’m awfully sorry but I have been having some problems with the accelerator which occasionally gets stuck. Do bear with me while I have another go”. By this time the lights should have gone back to red again, the same colour as your apoplectic road-rager.

HEN Wolfmother take to the stage in Bendigo next month, lead vocalist and guitarist Andrew Stockdale will have his band with him. Stockdale, with his sidekicks – bassist and keyboard player Ian Peres and drummer Vin Steele – will play tracks from their latest album New Crown at Groovin the Moo (GTM) Festival on May 2. “Some people love the new album and some people just don’t,” Stockdale said from an LA studio. “I think we are getting back to a band in a room sound with lots of songs having a driving rifts which satisfied a lot of listeners’ requirements. “I am working on a new album now which is more classic rock and moving away from the stoner rock... it’s like horses galloping through the forest.” Despite a stack of band line-up changes since Wolfmother formed in 2004, Stockdale said the band was still in its prime. “The music is the way it has always been. If I am honest with myself I’ve always written some rifts, vocal melodies and am trying to write lines that rhyme,” he said. “(Previously) I wasn’t aware of it and I didn’t know what I was doing. But now I can reflect on the process

and can sort of see the approach.” Embarking on a regional Australia tour for GTM 2015, Stockdale said he thought the touring life was in his blood. “A lot of this stuff happens selfconsciously and perhaps in another life I was a roadie in a band,” he said. Although unwilling to prescribe to a specific genre or sound, Stockdale admits he plays songs he knows the audience will like. “I don’t have an extensive knowl-

edge of metal and I don’t consider myself a metal head. But I know what they are looking for and it’s grooving the rift,” he said. Stockdale said he has a few tracks up his sleeve including reggae and country tracks, and has been given “experimental licence”. “You shouldn’t really submit to a genre. I don’t have to conform to a genre. You want people not to have to fit in,” he said. “I love playing to a crowd and I

enjoy that I can play in New York to India to Bendigo. It’s a good way of keeping the band and everyone in it for the right reasons and remaining humble and not getting carried away with yourself. But sometimes it’s fun to get carried away.” With tickets sold out to GTM in Bendigo, it is expected a crowd of loyal and upcoming followers will mosh on. USIC acts Bonjah, Jakubi and My Echo will get the Easter long weekend under way next Thursday from 5pm in Rosalind Park. The City of Greater Bendigo’s FReeZA youth events team Mic Up Productions and headspace Bendigo are presenting the free outdoor gig. Mic Up Productions’ Tom Cook said the gig was held for the first time last Easter and was a great success. “This is a great way for music fans to unwind and get in the spirit of the Easter holiday,” he said. “Bonjah is a fantastic act that has played at major festivals, been featured on Triple J’s Like a Version and toured with The Who. This event is the band’s first stop on its international national tour. “Jakubi released their first single in 2013 and haven’t looked back. It will also be good to see some local bands take to the stage and rev up the crowd before the headline acts perform.” The gig runs from 5pm to 9pm and people of all ages are welcome to attend. The FReeZA program is a Victorian Government initiative and forms an important part of the City’s Youth Strategy. The program has assisted in offering this fully supervised drug, alcohol and smoking-free event. headspace Bendigo provides, at no cost, early intervention mental health services for young people aged 12-25 years.

ITH religious significance tracing back to ancient Greece, Easter’s hot cross bun tradition has attracted many stories and legends. Traditionally, hot cross buns are to be consumed during Lent – the week leading up to Easter, and on Good Friday. Historical stories also declare that hot cross buns should stay fresh for a whole year, could expel bad spirits and were decreed in 1592 by Queen Elizabeth I as being far too sacred to eat on any day except for Good Friday, Christmas or for burials; with penalties for those caught baking at other times. Easter is the busiest time of the year for the team at Bendigo’s organic sourdough bakery The Good Loaf, who have their own story about how their secret

bun ingredients have been refined over the past five years. Affectionately referred to as the Power of Seven by the team, the winning formula was discovered accidentally when a bakery apprentice added seven times the required quantity of pureed fruit and secret spice mix to a hot cross bun batch. Realising the error only after the buns were baked, alarmed owners Cheryl Martin and Laurie Whelan were so concerned that the recipe wasn’t correct that they gave away the whole batch; only to discover that their customers loved the new flavour. The Power of Seven is now a standard part of the bakery’s recipe for both semi-sourdough and full sourdough buns, and is

clearly a winning formula for customers with the number of buns baked over Easter in 2014 exceeding 7000. This year the bakery plans to bake even more buns, in an effort to raise funds for the Bendigo Health Foundation through a hot cross bun drive at the hospital. Hospital employees can place their Easter order with the Bendigo Health Foundation, and the bakery will contribute $1 for every packet sold. The hot cross buns are made from organic ingredients without any artificial flavourings, colourings or preservatives and customers are encouraged to place orders in advance for both the buns and for bread required during the busy Easter period by calling the bakery direct on 5444 2171.

By looking at the intricate designs of world-famous Russian jeweller, Carl Faberge, children will be inspired to create their own decorated egg to take home. This is an opportunity to explore various collage techniques, colour schemes and patterns by combining coloured or metallic balloons, textured and patterned papers, ribbons and sequins that can be added in various ways to the egg. Children can then finish off their work with a stylish stand made from colourful pipe cleaners. Each child will also receive a little Easter surprise to take home. This activity is aimed at children aged four to 10 years of age who must be accompanied by an adult. Sessions are of an hour’s duration on Wednesday, April 1 and Wednesday, April 8 at 10.30am. Into the public eye O

NE of the men intimately involved in the setting up and the overall administrative oversight of the Australian Swiss Manufacturing Company Limited here in Hargreaves Street, Bendigo, was Albert Staples. Mr Staples had been involved in various industries in Bendigo and his connection with Charles Melbourne Dawe was through their dual membership in the Advance Bendigo and Northern League, both being extremely active. This league, it will be remembered, did a great deal of promotion to attract industry to this district, and promote agricultural development. The critical years of the Great Depression, added to which the severe decline in the gold mining industry, during and following World War I, meant Bendigo was in a worse economic position than just being in the doldrums. Mr Staples became one of the best known citizens of Bendigo through his involvement in public bodies, including political ones. His father was in partnership with Henry Stringer of Ironbark, they were crushing battery screen manufacturers and hardware merchants. An interest in metals and

engineering led Albert into his career path. Albert was born to Michael and Catherine Staples in 1889, at Bendigo. He attended the Gravel Hill State School, now the centre for the Salvation Army’s operations in this area. Upon Albert’s completion of the eighth grade, he was fortunate to be privately tutored, this was possible as Michael’s business was flourishing. Albert was a very good student, and he matriculated at the age of 16. He next studied engineering subjects and also became interested in engine driving. In order to qualify as a steam engine driver for the mines, hundreds of hours of fully supervised practical driving had to be completed in addition to theoretical study. The theoretical study was completed at the Bendigo School of Mines and Industries. His father’s contacts within the mining industry, ensured that Albert, was able to gain a training placement, which was something that had to be volunteered for. The training on a mine site had to be approved by the mining company as well as the

supervising engine driver. These industries at that time were all exclusively male. At the age of 21 Albert qualified for his First Class Engine Drivers’ Certificate. At the commencement of the war, in 1914 Albert left Bendigo and joined the Defence Department as an examiner of metals, in this role his engineering knowledge came to the fore. Not content to be in an office and workshop, Albert sought to make himself available to the AIF. All the news at that time was dominated by the events far away. Much of the cream of Australia’s youth was keen to be part of the action. After an initial period of military training Albert was placed in the 52nd Infantry and on July 10, 1916, he embarked in Sydney on HMAT Ceramic A 40. Albert was to serve in Europe on the Western Front. He was wounded in action and after a period of convalescence he was repatriated back to Australia. In 1922 Mr Staples was appointed by the Victorian Government’s Mines Department to be an examiner for engine drivers. With the family business

in manufacturing under stress, he continued its operations having diversified the production. Mr Staples also had a very keen interest in the Australian Natives Association (ANA), and was a member of the very influential Bendigo Branch. It was not long before he was an ANA board member in 1929, and became secretary in 1934. He became president and served on the Victorian executive of the organisation. Not content with an increasingly busy schedule, Mr Staples stood for the Bendigo City Council in 1929 and was duly elected in his ward. When Mr Staples became Senior Vice Chief of the ANA, he addressed meetings far and wide, being a fluent and convincing speaker.

ERVING their country as nurses, farmhands, munitions workers or members of the Defence forces, Australian women made an outstanding contribution to World War II. In this engaging book Jacqueline Dinan highlights stories told by over 300 women or their next of kin. As she says in her introduction, the book is “a living history told at the eleventh hour by a generation that were there...” In 1940 the first contingent of army nurses travelled with the troops and were supported by Voluntary Aid Detachments (VADs) from late 1941. As hostilities escalated during 1941 and 42 the women’s services of the air force, army and navy were established, followed by the land army in 1942. Apart from a broad outline of the war, the book’s focus is on first-hand records gathered from these women. It is a great book for dipping into. On her way to train as a cypher assistant one woman, Jocelyn Davis, remembers travelling from Perth to Melbourne by train. On the train the women had to sleep top and tail on the bunks in second class carriages; the Australian troops slept

Fondly remembered by the women was the tradition of weekly dances which they tried to maintain despite their circumstances. CASTLEMAINE Last year – (3-15, ninth) Key additions – Justin Dorward, Mark Ramsey Key departures – Orry Cross, Kamen Ogilvie Castlemaine finished 2014 with some encouraging signs and will look to continue that trend in Shane Robertson’s second year in charge at Camp Reserve. The Magpies have not recruited heavily, but Newstead spearhead Mark Ramsey returns to the Magpies’ nest while Justin Dorward comes to the club from Spotswood. Midfielder Kamen Ogilvie and Orry Cross are the team’s main list omissions. Consistency between performances should improve as the side gets more valuable experience into its youth. Predicted finish – Eighth

EAGLEHAWK Last year – (9-9, lost in elimination final) Key additions – Matt Gretgrix, Tim Hill, Nathan O’Brien Key departures – Matt Gilmore, Justin Laird, Ricky Dudley Another side which has been greatly strengthened this season is the Two Blues. After investing in youth last season, coach Luke Monaghan has recruited strongly picking up gun full forward Matt Gretgrix and former BFL interleague defender Tim Hill, as well as Nathan O’Brien and Chris Hudson (Lockington-Bamawm) among others. The Borough have only lost fringe players for the most part, and the club’s younger brigade should continue to grow. Plenty of young talent, and the top end quality to go with it. Predicted finish – Fourth GISBORNE Last year - (13-5, lost in preliminary final) Key departures – Hamish Govan, Pat

The Dogs have not signed any recruits, but key forward Matt Knox and Matt Fitzgerald will be like arrivals after they combined for a combined four games last year, as will Scott Walsh. Attacking half back flanker Hamish Govan, ruckman Hayden Doricic and AFL draftee Pat McKenna are the Dogs’ big losses. Expect 19-year-old Isaac Trickey to continue on his standout 2014 season, possibly filling Govan’s role across half back. Finals finish would not surprise, but sides around them may have improved more. Round 18 clash with Kangaroo Flat may decide the final spot inside the top five. Predicted finish – Fifth GOLDEN SQUARE Last year – (10-8, lost in semi-final) Key additions – Travis Baird, James Sullivan, Ryan Herring Key departures - Rick Ladson, Shane Harris, Corey O’Brien Although their golden run came to an end last year, there is no reason to believe Golden Square will not challenge in 2015. Onballer James Sullivan is a more than handy arrival from Tatura, while swingman Travis Baird (Charlton) returns and former Subiaco full forward Ryan Herring crosses to the Dogs to add a focal point in front of goal. Forward Shane Harris showed promise during 2014 but could not nail regular senior action, while Ladson has signalled his intention to play at Macorna. Midfield including Jones, Simon Rosa, Jack Geary, Sullivan, Dale Lowry and Jack Daley as good as any in the competition. Predicted finish – Third

KANGAROO FLAT Last year – (9-9, sixth) Key additions – Jeremy Lambden, Josh Keogh, Ryley Barrack Key departures – Luke Lougoon, Dylan Clohsey, Corbin Fleming Following a resurgent 2014, Kangaroo Flat is eyeing its first finals appearance since 2009 after picking up a host of players. Inclusions Jeremy Lambden, Josh Keogh, Joel Osbrough, Ryley and Jayke Barrack, former Golden Square standout junior Jackson Hart and Tom Verbeek add depth at Dower Park. Luke Lougoon has gone to Mitiamo, while Matt Tregenza and Corbin Fleming have also left Dower Park. Corey Greer will co-captain the Roos alongside Nick Lang, and is set for a big season after battling injury in his first year at the Flat. Consistency against the top sides will be key if the Kangaroos are to see September action. Predicted finish – Sixth KYNETON Last year – (6-12, seventh) Key additions – Alik Magin, Rhys Magin, Joel Morrison Key departures – Kane Ransted, Luke Edmondson The Tigers made a splash last year on their return to the BFNL before a fade out in the second half of the year, but the roar has no doubt been restored to the Kyneton Showgrounds. Kyneton made the recruiting move of the offseason, picking up the highly coveted signature of former Gold Coast Sun Alik Magin, as well as his brother Rhys. The Tigers also added young forward Joel Morrison, but lost the versatile Kane Ransted and Luke Edmondson. Skipper Michael Rainey should be back at full fitness after an injury riddled 2014. Depth perhaps the Tigers’ greatest challenge, but not left wanting for star power. Right in the finals fight. Predicted finish – Seventh MARYBOROUGH Last year - (5-13, eighth) Key additions – Jarrod Burman Key departures – Luke Bucknall, Ty-

son Macilwain, Lachlan Edwards One of the big surprise packets last season, it looks as though 2015 will be a tough year for the Magpies of Princes Park. The club has seen several regular senior players depart, including captain Luke Bucknall and BFNL interleague mainstay Tyson Macilwain and Lachlan Edwards. No additions of note have been made to the Magpies’ 2015 squad, however former Collingwood forward Chris Tarrant will line up in round one and young star Coby Perry looms as a shining light. Lack of top end talent and depth a worry. Predicted finish – 10th SANDHURST Last year – (16-2, runners up) Key additions – Adam Parry, Alex Pollock, Zac East Key departures – Ryan Maldenis, Pat Jennings, Billy Evans Heartbreak in last year’s grand final will spur the Dragons to go one better in season 2015, bolstered by extra midfield depth. New era for Pioneers From Page 40 “The boys have worked really hard, as every club has, and I don’t think we are going to be short on effort this year. If we can keep that up, we’ll be competitive, and if you are consistently competitive you can win games,” he said. “We have got a bit of an onus on being a bit more defensive this year so hopefully that will come through in our games so that our effort is rewarded and we can make other sides rush decisions and feel the pressure we are applying. “If we can do that, other sides will not have control of the ball which means they will not have control of the game. That is the kind of level we want to be at defensively.” The likes of Lachlan Atherton, Jayden Burke, Billy Mahony, Josh and Lachlan Ryan and Tom Cole all

played senior finals in the Bendigo Football League last season, and Henderson expects that experience to pay off. “(That experience) is vital, the more senior football these boys play, the better they will be,” he said. “I think it allows them to perform against men and if they do well they come back and their confidence levels should be much higher. “I don’t think you can play your best footy without being confident and hopefully those guys learnt a lot and gained some confidence out of that because I really think it is important for their development that they play senior football when they can.” The Pioneers play their first home game against North Ballarat Rebels at Epsom Huntly Reserve on Good Friday.

The event, running from Saturday until next Thursday, took out the best Australian ranking Points tournament at the Australian Tennis Awards in January. Local Isaac Watson is among 89 entries in the AMT Mens Singles event – and is the under-16 Men’s number one seed – while 55 entries have been accepted for the AMT Women’s singles. Daniel Byrnes will enter the Men’s draw as the number one seed. Nicole Collie will be the number one Women’s seed. Pioneers ramp up By JOEL PETERSON

BENDIGO Pioneers coach Brett Henderson wants his side to be more competitive in season 2015, as the club embarks on its TAC Cup season opener this weekend. The Pioneers take on Murray Bushrangers at Benalla in Henderson’s first game in charge of the club. Off-field the team is also embarking on a bold new era, with former Golden Square president Steve Sharp set to take over from outgoing region manager Ray Byrne and joining Henderson at the Pios. Sharp has long been highly regarded in football circles for his administration work with Golden Square. He also coached Golden Square’s under-16 side last year. In the last four years, the Pioneers have won 11 games, and Henderson has an eye on improving the club’s fortunes in the win column this season. “I think we have a pretty solid list, and one that is capable of playing competitive football,” he said. “We are reasonably happy. It is a region that is geographically bigger than France to recruit from which brings its challenges, but we think we have done well with the list.” Henderson comes to the club from VFL side Williamstown where he was a development coach after a stint at Echuca coaching the club’s under-18s to a flag in 2008 and taking the reins of the senior side in the Goulburn Valley Football League for two years between 2009-11. The former school teacher said this week he aims to have his sides play attacking football with possession of the ball, but stressed that defensive pressure and effort will be equally as important.

MANDURANG completed an undefeated Emu Valley Cricket Association season on Sunday, claiming the 2014/15 premiership in a thrilling finish against Sedgwick.
