Five per cent rates rise and 25m pool

THE City of Greater Bendigo has released its draft 2015/16 budget, which calls for a five per cent lift in rates and would deliver a 25-metre indoor pool facility at Kangaroo Flat. The forecast rates rise is the lowest for five years. Mayor Peter Cox confirmed on

Wednesday that Council intends to build a 25m, eight-lane swimming pool that will be accessible year round, along with additional features including an indoor splash play area, learn to swim pool, hydrotherapy pool, wellness centre,

spa and sauna, gymnasium, multipurpose rooms, and café. The decision reflects the objectives outlined in the 2010 Aquatic Facilities Strategy, which recommended a new aquatic centre be built in Kangaroo Flat to serve the

local community and wider region, but flies in the face of a February 2012 adopted motion to support a 50m option. The Kangaroo Flat Community Enterprise Group immediately described the decision as an embar-

rassment to the community, but Cr Cox said council had a responsibility to deliver a facility that enhances people’s health and wellbeing, provides water activities for people of all ages and abilities, and responds positively to our residents’ overall recreation needs.

Hitting back at bigotry

SHADOW Multicultural minister Michelle Rowland has taken a stand against the knee-jerk bigotry shown towards minority cultures in Bendigo. During her first tour of the city, Ms Rowland met with cultural groups to show her support for diversity and inclusion. Ms Rowland said a small group of locals had expressed anti-Islamic sentiments in opposition to the proposed development of the mosque. “There has been a lot of discussion about the proposed mosque which is currently at a

Theatre plays host to supporters

THE curtain is up on the new 1000-seat Ulumbarra Theatre. Tonight is the official opening of the newest theatre in Australia. A range of activities have been planned to celebrate this important occasion in Bendigo’s history. “Ulumbarra has created a buzz in the entertainment, education and major event industries as there is nowhere else in the world that has adapted an old gaol into a state-ofthe-art 1000-seat, two-tier theatre,” manager David Lloyd said.

Five thousand tickets have been made available to this free, but ticketed, opening day event. The opening day will feature guided tours, market stalls and a range of entertainment to celebrate the official opening of the new theatre. Another event is taking place at the theatre from 10am to 4pm on Sunday, April 26. This is not ticketed and is another opportunity for members of the community to inspect the new theatre complex. This event will include entertainment by local community members and artists and guided tours.

PREMIER Daniel Andrews joined local Labor MPs Jacinta Allan and Maree Edwards on Friday to tour Bendigo’s new, 1000-seat Ulumbarra Theatre ahead of its official opening tonight. The Victorian Government invested $10.5 million in the construction of Ulumbarra Theatre, which is located within the Old Bendigo Gaol and also houses music, dance and theatre studios and other learning spaces.

Ulumbarra is a Dja Dja Wurrung word meaning “gathering together”. The unique development bearing the name will be an asset for local students and the creative arts community. The vision for a state-ofthe-art theatre within the Old Bendigo Gaol began during the Bracks Labor Government, which decommissioned the gaol in 2006 and handed the site to Bendigo Senior Secondary College.

The school, which is the largest senior secondary curriculum provider in Australia, will co-manage the theatre complex alongside the City of Greater Bendigo, which contributed $3 million towards its construction. The 1500-plus students at Bendigo Senior Secondary College will use the complex as part of its performing arts curriculum. It will also house school assemblies, graduations and awards nights.

Ulumbarra will enable performance art in Greater Bendigo to flourish, complementing the productions and shows on offer at the 485-seat Capital Theatre which is unable to cater for large touring groups and gatherings. “Bendigo Senior Secondary is one of our state’s biggest schools, and the new Ulumbarra Theatre will sit at the very heart of its modern curriculum. This is the future of education in Victoria,” Mr Andrews said.

Fury over pool cut

THE Kangaroo Flat Community Enterprise group says it is disappointed, but not surprised at the City of Greater Bendigo’s decision to opt for a 25-metre pool as part of the Greater Bendigo Indoor Aquatic Leisure and Wellness Centre project. In a statement released on Wednesday, KFCE president Jack Lyons said the budget decision was yet another example where councillors had embarrassed the ratepayers they claimed to represent. “The communities, schools, sporting clubs, welfare groups and health organisations of Kangaroo Flat, Golden Square, Big Hill, West Bendigo, Maiden Gully, Marong and everywhere in between have a few more weeks to convince this council to change its mind and support the 50m plan they want,” he said. Mr Lyons said it was ‘astounding’ that council can make a decision like this without any public support whatsoever. The KFCE has previously presented a petition to the council con-

taining over 2700 signatures to support the push for a 50m pool. “That is why we are sticking to our guns. The KFCE and the local community are prepared to wait around for a progressive council to be elected, one that thinks more about Bendigo’s future than the next election.

Councillors were not prepared to sacrifice the other projects “We will make a submission to the budget process to show council that community support only exists for the 50m plan. Part of that submission will be lobbying the state government which, so far, has been supportive of the 50m plan, to show them a 25m plan does not have community support.” Mayor Peter Cox said there had been criticism of council about being seen as always catering for those people that want to play structured sport, but that the budget takes some different points of view, from different locations and caters for

CITY of Greater Bendigo councillors voted to release their draft 2015/16 budget for public comment this week. Lockward ward councillor Rod Fyffe said there had been “very active, vital and robust discussion” around the councillors’ table. “The $62.8m in capital and major works is a major investment in our community. We have a strong and vibrant community and we need to ensure that the future,” he said. “We need to build our capacity into the future. If we don’t provide services and facilities, people will not come here.” Cr Barry Lyons the draft budget was the product of much “compromise and balance” among councillors. Mayor Peter Cox said the council plan informed the budget and could not be read in isolation. Whipstick ward councillor James Williams said it was the “biggest and most comprehensive piece of reporting”. Cr Williams said the proposed 25m pool halved ongoing operational costs while still meeting most of the community’s needs. “He added the additional “left over funds” should be used to upgrade the Peter Krenz centre and the 25m pool at Eaglehawk. Cr Williams was also pleased the Bendigo airport’s 1600 metre runway was funded in the draft budget. But Cr Elise Chapman said the budget needed further scrutiny and did not agree with plans for the smaller pool. Cr Helen Leach voted against the draft budget, saying the rates rise should be equal to the 2.3 per cent Consumer Price Index.

I think it’s to the councillors’ credit that we’ve actually been able to do that.” Mr Lyons said he hoped the KFCE group would be able to see the business case for the proposed aquatic facility, to allow for a transparent submission process. ‘’We will not support ratepayers’ money being wasted on a project that nobody wants. Council was going to spend $13m on a 50m pool. It is now going to spend $13m on a 25m pool,” Mr Lyons said. “How is that legitimate? We will be asking more questions about that soon. Our communities are sick of being treated as second-class, and will not support a second-class facility.”

The Bendigo Stadium redevelopment works will also start, while Cr Cox was also quick to downplay concerns about the impact of the state government rates cap policy to be introduced in 2016/17. ‘’The early indications about the rate capping, for me is about curtailing the big expenditure of the big rate increases in metropolitan Melbourne. We know that rural councils are finding it very difficult and regional cities… you know five per cent is quite reasonable. “If the state government comes down with a three per cent rate rise cap, over the coming years we are able to demonstrate to the ESC a case that our population is growing and we’ve got a strong record of developing Bendigo.”

Pool backflip ‘disappointing’

FORMER City of Greater Bendigo mayor Lisa Ruffell said this week the pool backflip in council’s draft 2015/16 budget was disappointing. Cr Ruffell said it was concerning that the proposed Greater Bendigo Indoor Aquatic Leisure and Wellbeing Centre had been reduced from a 50 metre to 25m pool. “The most disappointing thing is the proposed pool. We have the hard slog over the last six years, we have done the study and the community asked for a 50m pool. That’s what we should be delivering. If that is not going to happen, there is no way known I

Lisa Ruffell is planning to stand down from the City of Greater Bendigo council. The Whipstick ward councillor exclusively told the Weekly that she would not run at the November 2016 local government elections, but until then would continue to work for the community. “I have not lost my passion for this community, I have just lost my passion to be in a council environment with the councillors. I will get out at the next election in November 2016,” she said, just hours before she drove to her son’s wedding. “I have worked 110 per cent for the community in my whole time in council. I have put the community before my family.” Speaking to Cr Ruffell at her kitchen table, she told the Weekly she did not feel comfortable sharing her views around the council table. “I have some great ideas and I am passionate about the city. But I don’t feel confident that I can share my views and visions to the people around the council table because I don’t feel they share that too. That is pretty scary,” she said. “That is why I can honestly say that I will not stand again next year. That is it for me. “I have devoted eight years and unless I was guaranteed that we weren’t going to get the same lot in, I couldn’t go in. “It is alright to have a debate and have your own thoughts, as you should, but at the end of the day when

I abide by majority rule, I move on and I forget. will support anything else,” Cr Ruffell said. “We are not saving a great amount by going to a 25m pool and even if we were, I probably wouldn’t have agreed because I still believe in respecting the community’s thoughts. The 50m pool will sell us in the regional world and bring swimming carnivals here. “We have some elite athletes here and if we don’t have an elite pool to show it off, it’s not needed. We don’t need another pool that is the same.” Cr Ruffell was unable to attend this week’s council meeting to release the draft budget due to attending her son’s wedding in Adelaide. She said while councillors were undecided on their group’s vision, they should instead borrow money to address the backlog of works. “We should be fixing our drainage, repairing our footpaths and getting everything done – that’s what we should be doing,” she said. “I really believe that if the 50m pool isn’t going ahead, we have the opportunity to fix the backlog of works. “I don’t think council can fulfill its vi-

We need to stop doing major projects, focus on the bread and butter things and if anything, start redressing old facilities.” Cr Ruffell said the draft budget’s only saving grace was more money for drainage and footpaths. “Unfortunately, when people see a rates rise they see their rates are being paid outside their door. They want to see what is outside their house and that is what needs to be done,” she said. Cr Ruffell said she was frustrated at the constant change in council’s direction, and that mayor Peter Cox was a major factor. “I think the mayor likes the debate and discussion. He likes to challenge and question things which is fine but sometimes we just need to accept, especially when we have already decided,” she said. “It would be great if we had a council that had a four-year plan and stuck to it. But we keep changing. “We need to give the CEO, directors and their staff purpose of what this council wants to do in four years’ time. All we have done is change mayors and give it a different direction each year.” She said councillors needed to show more leadership in their decision making. “The 50m pool had been council’s number one priority. It might not have been the number one priority for three councillors but it was for the majority of councillors,” she said. “I abide by majority rule, I move on and I forget. I just wish others would do the same. That’s the disappointing thing about

Therefore I am just over it all. “I don’t hold this personally to them, I just hold it in their decision-making. I think they should show stronger leadership for our city.” Cr Ruffell admitted there was often a split decision with councillors Chapman, Leach and Cox voting as a block against the others. “But they might think the same in reverse too. I do think the three of them are doing it more together. But as I say that, I voted for the mayor. I wanted to see him lead and act, I thought he was going to be a change. He had done his duties and his

second term so why not,” she said. “I think Cr Cox has found (the challenges) I did in the first year but at least he has our support because I have been through it. I had not support from him. I was hoping that he could change things, but in my eyes he hasn’t changed anything.” Cr Ruffell said had been forced to keep quiet due to legal proceedings but was now able to again, publicly push for the community. “From now on, I will be saying exactly as I feel. I will not be holding back. I think it’s about time I spoke up,” she said. “I now need to start showing my community what I am pushing for. I have been for it behind closed doors but now I’ll be loud.”

Care cuts attacked FEDERAL Shadow Ageing Minister Shayne Neumann says the City of Greater Bendigo council must continue to provide the Home and Community Care (HACC) service. Mr Neumann slammed the council for its “lame excuse” to provisionally withdraw from the program. “Council should be doing the right thing by the local people. Greater Bendigo council has no excuse for cutting HACC funding in local areas,” he said. “In 2017, Victoria and Western Australia will transition into the Commonwealth scheme like the rest of the country but there is no excuse for not delivering the HACC services.” Mr Neumann said he was concerned about job losses and the reduction in the quality of care. “People in Bendigo want to get the care from the people they know and respect. If they cut that funding, who knows what profit-driven organisation will deliver the care,” he said. Despite council subsidising the HACC service to the sum of $1.3 million in the 2013/14 financial

MINISTER for Transport Jacinta Allan was side-tracked last week when unveiling the new bus for the Strathfieldsaye service which will be operated by Whitmore’s Bus Lines. While unveiling the $460,000 vehicle she said a new bus network will definitely be rolled out in Bendigo this year. This comes despite no date being set for the promised second round of community consultations about the proposed plan. The revamp, initially released by Public Transport Victoria (PTV) in November, drew the ire of residents from across Bendigo. It featured a number of changes, including a direct route from Epsom to Kangaroo Flat, a shuttlestyle service between the CBD and La Trobe University, but also left large areas of Spring Gully, Eaglehawk and Huntly with significantly reduced network access. A statement from Ms Allan announced in February that consultation dates would be announced in “coming weeks”, but nearly two months down the track neither she, nor PTV, can confirm a concrete timetable for the sessions. Ms Allan was noncommittal about a timeline, saying only that the sessions would be held in “coming months”. “Further consultations will be

Carers cut loose BENDIGO Technical Education College celebrated young carers in the community and National Youth Week on Wednesday. BTEC Youth Worker Mim Grundy said the week is all about recognising young people’s achievements and contributions, and celebrating what young people, particularly young carers, bring to the community. “The mini big day out style event

featured a range of activities, including henna tattooing, a photo booth and tie dying t-shirts,” she said. The event focused on the work young carers at BTEC and in the community do. “A young carer is a young person, who can be as young as eight, who cares for a family member who may have a mental illness, a disability or other health issue,” Ms Grundy said.

“There are 105,000 identified young carers in Victoria, roughly 3-4 in every classroom. And there are at least double the amount of young carers in this state who haven’t identified as being a young carer.” “The event was an opportunity for students to have some fun, network and gain important information about the services available to them and access to more support.”

Splash out to help team READY to take on the world, three disabled men are waterskiing for Australia this September but need help raising funds. Local Jason Sleep will compete and coach his team after they qualified in the top 100 to represent Australia. A motorcycle crash survivor, Mr Sleep has been skiing since 2004 and coaches slalom to people with disabilities. Mr Sleep won his gold in slalom and second in trick at the national competition in Easter. Despite having T4 paraplegia, Will Kelly, aged 24, won bronze in the slalom and trick events in his division. Three time Australian slalom champion Vaughn Hogan, aged 44, also won gold in his division at the nationals. The trio are raising $30,000 to help them compete at the waterski world championships in Sacramento in September. Wife and fundraiser organiser Sam Sleep said Jason was honoured to have

Eaglehawk remembering THE people of Eaglehawk still keenly remember the 900 men and women who enlisted in World War I. Of these 900 souls, 100 died and 10 of these deaths occurred in the first five days of the Gallipoli campaign. Such is the locals’ depth of feeling for the Anzacs, they successfully obtained funding from the Centenary of Anzac Fund to pay homage to the soldiers who fought so valiantly 100 years ago. The chairman of the Eaglehawk Anzac Committee Paul Penno said the overall theme of the two projects they subsequently developed was Remembering Still. “Many families still grieve the lost and wounded and talk about them. Their stories are passed on through the generations. The memories are so powerful I believe because of the degree of the trauma that occurred at the time. The trauma was so profound that it reverberated

through the generations,” he said. “We hope that the projects will help all the affected families.” The first project is a photographic exhibition in the Eaglehawk shopping strip featuring 30 storyboards of the Anzacs of Eaglehawk. The project was developed by the Eaglehawk Heritage Society with the hard work of local historians Aylene Kirkwood and Bev Hanson. “The storyboards have photographs, memorabilia and stories of the Anzacs’ particular wars,” Mrs Kirkwood said. “The displays are in the shop windows and we can’t thank the business houses enough who gave us the space to remember these incredible people.” Maree Bolding of Bolding’s Bakery who has a display of her great uncle James Pianto in her shop said it has been amazing watching the emotional re-

action of people who view the story boards. “People are extremely moved by what they see,” she said. Sam Williams, with his wife Dianne, was also touched by the display of Sam’s great uncle, John Edward Wood, who died in France in 1917, leaving his wife and daughter bereft. The second Anzac project has also been developed with the same theme of Remembering Still. It consists of six short films which explore the impact of World War I on Eaglehawk families. Made by local film maker Jamie Roberts and produced by the Bendigo District RSL and the Department of Veteran Affairs, the intensely moving films will be screened at the Star Cinema on Thursday at 7.30 pm. FOR 100 years our family have revered four men of the Borough of Eaglehawk: Mervyn, Frank and Ben Esposito, and John Schumacher. Ben was my grandfather. The photographs of these men are displayed in our homes and their stories proudly told. Mervyn joined up in the initial surge of patriotism and was in the first wave at Gallipoli while John and Frank followed to Europe in early 1916. These were brave men and as for all in that war, their stories are harrowing and tragic in the telling. My grandfather’s war was always spoken of with awe by his family. He, however, would have no heroic tales or praise come his way, he always deflected war stories by praising his brothers and John, who would have been his brother-in-law. My grandfather earned a place in Bean’s monumental History of the AIF in France. What ultimately led to a laconic carpenter from Eaglehawk to make a stand, shielding wounded men and shooting waves of German troops as they poured from the tunnels beneath Mouquet Farm, on the Somme? Ben’s war service began with enrolment in the 21st Battalion – a Battalion raised as the official history states, by older men who had made a more considered decision to enlist which set them apart from those who left in the heady enthusiasm of 1914. Here Ben met the other legend of our family, “Billy”. Bill Verdon and Ben were boon companions and larrikins together. They proved to be excellent shots and were trained as specialist marksmen. On September 2, 1915 their troop carrier the Southland was

torpedoed. Ben in a letter home, with his usual droll humour, said he got sick of swimming so headed back to the ship. In fact, he helped save many of his companions. They landed at Gallipoli and Ben and Billy were ordered to flush out snipers, shooting their enemies’ periscopes when they ran out of live targets.

FAMILY VALUES: Ben Esposito. Family mythology has it that he and Billy just missed out on the sniper who shot Simpson. He and Billy were on the last boats to leave Gallipoli – volunteers were balloted, according to Ben’s story – and they were proud to provide cover for the last men off the peninsula. When repatriated to Egypt he went in search of his brother Mervyn, who he thought was ill in a Cairo hospital, only to be directed to his grave. The 21st eventually arrived in the fresh hell of France. Ben and Billy, now corporals watched each other’s backs and

were famous in the battalion for their bravery and support of their men. Ben was jailed at one stage for abusing a sergeant for not feeding the men properly. They were the back troops at Pozieres and were then ordered into the confusion of Mouquet Farm. Here he won his Military Medal, cited as “encountering greatly superior hostile numbers”. He succeeded in holding up their attack until he had established the remainder of his party in a fresh position which he then held. Bean reports him “emptying his magazines into oncoming Germans”. Billy was mentioned in dispatches. Billy was sniped a few days before Christmas 1916. Ben, against orders, crawled through no man’s land and carried his body back while under fire and bombardment. He wanted “the best friend who ever lived” to have a proper military burial. The last two years of the war saw him grief stricken and battle hardened. He was shot in the hand yet returned to the fighting at Ypres following surgery. He told them he could shoot with his left hand. Gassing and leg wounds did not stop him. The 21st Battalion could barely muster a company after Ypres. When told to merge with the 24th battalion the men mutinied, refusing to fight under any other banner. They would not betray the memory of their dead mates. By October 1918 it was over for the Battalion. Ben was repatriated to England and made a First Lieutenant. We have his commission signed by the King, and his medals so valiantly won. We kiss his memory. Our Uncles and Billy we have not forgotten you.

Avenue of honour IT has been a bit of a battle in itself, but the war is won. The Kangaroo Flat RSL Avenue of Honour is now a reality, but it was not an easy victory. There were skirmishes with red tape and fights over traffic, and there was even full blown warfare over the disputing of facts. But the signs are up and the flagpole is there, marking Bendigo’s southern entrance. Push on for cyclists Bike Bendigo continues its push to transform Bendigo into a bicycle friendly city, partnering with The Squeaky Wheel to deliver Bendigo Pushy Women, a oneday social training course for women this Saturday. Bike Bendigo Committee member and local coordinator of the Bendigo Pushy Women program Cath Armstrong said the group wants to see Bendigo become a bicycle friendly city. “For that to happen we need to get more people on bikes and specifically more women riding for everyday activities, whether it’s riding to work or school, to the shops or simply for enjoyment,” she said. “This program will take 22 women, who already have a little riding experience, build their confidence in a supportive environment with things like riding on roads, planning trips and basic bike maintenance. “It’s also intended to be fun and enjoyable and the women who are joining us will come away having shared stories and experiences and made new social connections. We’ll finish the program with a casual ride along the Bendigo Creek trail.” The four-hour program will be delivered by all female Austcycle accredited teachers from The Squeaky Wheel, supported by women from Bendigo who ride bikes. Bendigo’s response to the program has been extremely positive, booking out all places in a matter of days. As places in the program are no longer available, women who are interested in the program are encouraged to contact bikebendigo@gmail.com to go on a waiting list or be informed of future courses.

Karlee Thorpe isn’t sure if she will be able to run or walk the four kilometres in this year’s Mother’s Day Classic but of this one thing she is sure – she is so happy she will be there. Sixteen months ago Karlee was diagnosed with an aggressive form of breast cancer. Two weeks later, in what was a dark and harrowing time, Karlee had a double masectomy, followed by the removal of the lymph nodes from one arm. After that there was five months of chemotherapy, five weeks of radiation, hair loss, depression and constant illness. “I’m not totally out of the woods yet,”Karlee said. “They tell me I have a 20 to 30 per cent chance of the cancer returning, but I still think those odds are pretty good.” When Karlee broke the news to her husband Pete he cried. “We married when we were 18, we’ve been together now for 20 years. “Pete was wonderful, awesome. We have a business so he had to keep that going as well as look after me and the children. “And there are some things you only say to your husband in the middle of the night. Pete listened to me and held me and helped me. “One night when I was half way through the second round of chemo I woke up and told him

that I didn’t think I could do it anymore. I was in a bad place but he helped me through it. I could not have asked for a better husband.” Karlee was also faced with telling her children, Amity 10 and Rhys 8, that she had breast cancer. “The children were frightened because their grandmother had recently died of cancer and they associated it with death. I just tried to reassure them as best as I could,” she said. Karlee is a strikingly attractive woman who glows with energy. But the image she presents is for public consumption. “You become an expert on putting on an act. You don’t want to let everyone down or upset them. On the inside I still feel like crying. There has not been a day that has gone by since my diagnosis that I wake up without remembering what has happened and I worry. “I have had counselling and I’ve learnt that I have to re-think things. I have to put myself first. This condition has changed me. I used to be a perfectionist, highly strung. Now, I don’t sweat the

Photo: ANDREW PERRYMAN small stuff.” Having completed all of the most invasive treatments Karlee’s doctors have told her the best treatment for her now is to live as normal a life as possible. “I went back to work at the Bendigo Bank last February and while I was driving in there I was crying. It felt so good to be working again, to be in a routine.” Karlee said that friends and

family, her employers, medical staff, all of these people have been wonderfully supportive. Is it pure chance or a grand design? In reply to “Time for an answer” by Reg Jordan, Bendigo Weekly, April 10, a few brief comments. Yes, global warming/climate change has turned into a “monstrous business”, as he puts it. Many “experts”, government funded, with endless slogans and without a scientific basis singing in chorus. And, yes again, all you hear is that the “burning of fossil fuels on a worldwide scale has created a blanket of carbon dioxide in our atmosphere”. However, it is an incontrovertible fact that carbon dioxide levels are increasing; the big question remains to what extent this is due to fossil fuel burning. Because of the large number of variables in these studies, a precise and authoritative answer to this remains elusive. Few, for example, ever talk about the unmeasurable carbon dioxide/methane volumes spewed out by submarine volcanoes. And few appear to know or want to mention that water vapour in the atmosphere contributes 40-70 per cent to the greenhouse effect. Carbon dioxide’s contribution is 10-26 per cent. (How much Canberra’s hot air contributes is still under study) . Mr Jordan writes that he is “still waiting to find out who or what organisation discovered that carbon dioxide is a one way filter”. Well, no organisation has discovered this, but relevant science supporting it is basic and factual; just like a lot of natural phenomena, many of which could be mentioned. Visible rays of sunlight penetrate the earth’s atmosphere and warm the earth’s land and sea. This then leads to heat radiation in the longwave infrared spectrum. Part of this can only escapes the atmosphre and part remains trapped. Hence the warming, the “greenhouse effect”. Put simply, heat can get in but only partly out. Admittedly a simplified explanation. The physics involved are more complex but well established. One final thing – the earth’s natural greenhouse effect and the existence of carbon dioxide in the air make life as we know it possible. It is in fact one of a large number of finely-tuned balances absolutely essential for life on this beautiful planet. Pure chance or a grand design-

Recognise the signs and symptoms It’s fitting that this year, the theme of National Youth Week (April 1019) is “It starts with us”. We are all responsible for looking after our own mental health and wellbeing – and we should be keeping a watchful eye on how people around us are travelling – especially young people. The most recent Australian Bureau of Statistics figures show that in 2013, we lost 348 young people (aged 15 to 24) to suicide in one year. It’s a shocking fact that suicide remains the biggest killer of young Australians every year. Twice as many young people die as a result of suicide than as a result of car accidents. Further research suggests that three in four mental health conditions emerge by age 24 and half by age 14. Hope and recovery is possible and support is out there. Young people need to be aware of this and be able to recognise the signs and symptoms of mental health conditions such as depression and anxiety, so they can take action to help themselves, or others, if they need it. Adults need to know so they can step in to lend a hand if a young person is psychologically distressed and requires guidance. Was greenhouse letter a late April Fool’s joke? I am shaking my head with incredulity and dismay at a letter “Time for an answer,” by Reg Jordan, Bendigo Weekly, April 10 concerning carbon dioxide and terrestrial warming. I am unable to determine whether said letter was published as a late April Fool’s Day joke, or the letters editor was seriously remiss in devoting valuable column space to the ignorant ramblings of somebody who has either never attended school, or was not listening while he was there. Had Mr Jordan paid any attention he may have heard of “the greenhouse effect” in any number of subjects from any number of teachers. He may also have learned that

such an effect is one of the fundamental requirements for life on Earth and the current issue is that artificially (human created) CO2 increases threaten that balance. One reason for my dismay is that for my entire working life as a geography teacher, no individual who I taught ever questioned that a greenhouse actually worked. Ned and the Burqa The Imagining Ned exhibition is currently on at the Bendigo Art Gallery and has some thoughtprovoking paintings, tapestries, archives and commentary. One stand-out painting is titled “Ned and Burqa” and the two figures represent all those who have come from another country to live in Australia. They are a constant reminder to all non-indigenous Australians that we or our ancestors have all come from another country. Whether it’s a 19th century Ned or a contemporary Burqa woman, which one of us has the right to incarcerate those fellow humans who are desperately seeking asylum here?

Malcolm Fraser wisely warned us that the war against racism must be fought time and again through each generation. He also knew that public opinion was against accepting the (Vietnam) boat people, but he ignored it and said “we owed it to them”. How is the situation any different now, given that we (through John Howard, George W Bush, Tony Blair and Benjamin Netanyahu) meddled in Iraq and completely upset the apple cart that is the mess we have in the middleeast today, and yet our mob in Canberra prefers indefinite incarceration of asylum seekers and “war on terrorism”– at what human and monetary cost? The real war against terrorism should be to work to create a society where there is full employment, an adequately funded public education that is not inferior to privileged private schools, where housing is affordable and the vast wealth of the rich and multi-nationals is taxed fairly. Given Australia’s fantastic record of accepting people of diverse backgrounds and wonderful co-existence, it is critical now that we welcome our Muslim brothers and sisters and not succumb to the hysteria and fear mongering. Time to speak up THE draft 2015/16 City of Greater Bendigo budget is as much about compromise as it is about anything. It’s a massive compromise on the Greater Bendigo Indoor Aquatic Leisure and Wellbeing Centre, a compromise on the actual rate rise and a compromise on what is viewed as an acceptable rate rise. In his own compromise, Mayor Peter Cox, previously a self-professed supporter of four per cent rate rises, now accepts five per cent rate rises as the minimum, and maximum extra amount ratepayers should be asked to pay each year. The Council Plan that had called for a six per cent rate rise this year, and for each of the next three years, now reflects a compromise of five per cent extra each year for the future. Cr Cox says five per cent is reasonable, and that it’s what is required to run a growing city like Greater Bendigo. He believes the council has a strong case to put to the state government to be allowed to levy future rate rises of five per cent when the CPI cap is expected to be roughly half that. This is a budget that does distribute funds broadly and diversely, and while this will be seen by the budget’s supporters as one of the

Editorial Comment great successes, to its detractors, this will be viewed as the budget’s great weakness, especially when it comes to the watered down version of the Greater Bendigo Indoor Aquatic Leisure and Wellbeing Centre. But former mayor Barry Lyons, once a supporter of the grand 50 metre indoor pool option, now says the pool has reached a point where it’s either a 25m project, or it’s nothing. He also believes the pool dominates the debate too much, but at $26million for a 25m pool and the associated wellbeing centre in which it will be located, it was always going to. After all, at just $4m extra and as a $30m project, it has dominated discussions for a couple of years. Budgets are all about numbers, and getting a consensus around the council table is just as important a set of numbers to the overall process.

This budget also reflects the diversity of opinion that exists among councillors. No one denies there’s been a lot of debate in the lead up to this week’s release of the draft budget. By some councillors’ own admissions, some of that debate has been heated, but in the effort to find common ground a lot has had to change. Council has secured a revised funding arrangement whereby the compromise 25m facility, estimated to cost $26m, will be funded by the state, council and the community. As to whether or not this week’s compromise on the indoor pool and associated leisure and wellness facilities turns out to have been the best thing in the long run, only time will tell. Whatever your view on the budget, the council wants your feedback, and we encourage residents to make their own submissions according to the guidelines provided on the council website. There’s no point any of us complaining, or wondering, about anything or everything, after the opportunity to have a say has passed us by, if we didn’t speak up in the first place.

HE mad pug lady is not my wife. The long-suffering Mrs Kendall and I have a pug, and could be considered mad for that fact alone, but the mad pug lady is someone who skulks out at the Weekly. I won’t name names, but this poor soul has a pug dress, a pug cup and even pug socks. I bet she has other pug garments we are not allowed to see too. To my shame I had a 40mm blonde hair growing from my lobe, a problem of old age I guess, the bigger problem was it seemed to have grown since the weekend. Age is creeping up on me in the form of hair.

My once red beard is now salt and pepper, and the hairdresser asks if I want my eyebrows trimmed, oh woe is me. On the plus side, my hair remains dark with not much receding, so I can at least pretend to myself to be in my 30s. So I plucked out the offending hair and cried a little with the pain, wondering how waxing became such a craze. If one hair causes that much angst, how can people willingly remove them by the thousand? It seems I will have to

work out a new regime of remaining tidy. My boots have a polish about every three months whether they need it or not, I prefer jeans to suits, and a tie is rarer than rare. I wonder if this is why I never get invited to events in Bendigo? “We can’t invite him, he has hairy ears.” Mind you, I suppose pugs have hairy ears, so I can try snuggling up to the mad pug lady if I’m feeling sorry for myself. Probably not a good idea, though. Mrs K the vet has some

very sharp instruments and various drugs which would pull me up in my tracks, and Mrs mad pug lady’s husband would most likely tattoo me in a way I’d never forget if he got the wrong idea. Best I just keep an eye on the mirror in the mornings and admit defeat to the oncoming years. I

T’S a long way from Bendigo to New York, but artist Denise Green has achieved a fascinating symbiosis between aspects of the central Victorian landscape and the more abstract forms of art she has been developing in her New York studio. Her exhibition, Form and Subjectivity as Paradox, which is currently showing at the Visual Arts Centre uses a variety of media, including photography and collages. Australia born, a major series in her exhibition is inspired by our common and or garden variety dams. “I was travelling to Bendigo by train a few years ago and was

struck by the how the dams riddle the countryside,” she said. Consequently, Green commissioned an artist friend from Castlemaine, Elissa Sadgrove, to photograph dams for her. “My pre-requisite was that the dams reflect trees or clouds,” she said. By placing the vertical poles of paper artwork over the photographs, Green is encouraging us to explore the connection between the form and the more subjective elements of the works. The imposed collages allow us to compare the colours and shapes of both mediums and in turn appreciate both the subject matter and our response to that

subject matter. When her current exhibition showed in New York Green said that viewers were amazed by the quality of the light. “They couldn’t believe it, but I told them that is the way it is in Australia.” Apart from the dam series, there are stunning, larger abstract pieces and three dimensional works in the exhibition which all play on the interaction between form and subjectivity and our emotional response to Green’s original vision. OU might have seen the FreeWheeling Fun tent down in Rosalind Park, across the creek from the farmers market. It’s where volunteers fix donated bikes and give them away to people needing them, chat about bike riding and support anyone wanting to give it a go. It all started with a question. Leading up to Ride to Work Day last year, community development teacher Ben Shue asked a group of colleagues and friends: what are we passionate about in terms of bikes? The ideas came tumbling out over a breakfast – captured in drawings on butchers paper – and FreeWheeling Fun was born. “I think collectively from those pictures, it was just everybody cycling,” Ros Woodburn said. Natalie Jacobson agreed: “We just wanted to get people on bikes – people who hadn’t been on bikes for a while, or people

using bikes to get from A to B,” she said. “If people don’t have a bike or don’t know how to ride or don’t have someone to introduce them to cycling, this is the grass roots first step. It’s a very practical thing to do,” Ben said. Giving away donated bikes quickly became one of the group’s key aims – sparked by Ben’s passion for getting bikes that were sitting in sheds out into use. Some recipients of those bikes have had no other transport. “Like a mum and young son who didn’t have a car,” he said. “I had a Karen couple learning English at TAFE who have five children approach me; and a family of four kids who make their

own way to school as mum works early hours.” The group’s physical presence in Rosalind Park provides an opportunity to engage the community about riding. “There’s a lot of talking that goes on,” Natalie said. “People talk about their anxieties, the barriers. We all look ‘normal’ – we don’t rock up in lycra.” When it comes to making a difference, FreeWheeling Fun is a small group doing big things. “It’s as much an opportunity to volunteer as it is about promoting and providing bikes,” Ben said. OT-for-profit regional food network Food Fossickers is working to implement a sustainable income stream which will bring increased financial benefit to local food producers, retailers and restaurants. The initiative will see the creation of a local food “picnic-pack” which will be sold at wine and food festivals, trade show promotions and corporate events, where a picnic hamper box will be filled with local produce, collaboratively supplied by members. The idea was first trailed last October at the Heathcote Wine and Food Festival with great success, resulting in continued requests for the packs which contain fresh local fare to be available at similar events and for private catering.

Food Fossickers membership coordinator and co-owner of Heathcote’s Willow Room restaurant Jody Loam said the goal is to generate additional revenue for members and to assist Food Fossickers to continue to support our food region. “The packs contain produce and dishes from many of our members which we buy from them and distribute within the pack on their behalf,” she said. “The recipient receives a hamper of the very best local food available, including meats, cheeses, salads, breads, condiments and desserts, plus the businesses involved can promote themselves to key customers that they may not have been able to access otherwise.” The Food Fossickers organi-

PAP therapist Haley Maher from Bendigo Sleep Lab has helped hundreds of Victorians enjoy a better night’s sleep. Just like one of her recent clients who was suffering from both sleep apnoea and insomnia who had been referred to Bendigo Sleep Lab after her initial diagnosis. “She found her insomnia getting worse,” Haley said. “She reached the end of her sleep trials more sleep deprived and more determined than ever to get her insomnia under control.” It was then Haley suggested she try the

Blue Light Therapy to help alleviate her insomnia. Blue Light Therapy increases the production of melatonin, a chemical produced naturally to prepare for sleep that can be reduced by inadvertent exposure to blue light. Blue light can be found radiating from appliances such as televisions, computers, mobile phones and florescent lighting. Insomnia can result especially in those whose melatonin levels are low. “To help increase her melatonin levels I recommended she wear special orange lensed glasses for a couple of hours before bedtime,” Haley said.

AST week I started to tell a little about the early life of George Victor Lansell, son of the Quartz King George Lansell. Ten years before the outbreak of World War I George Victor Lansell was already an officer in the newly formed Australian Infantry Regiment. He was promoted quite rapidly in the Infantry having risen to Captain by 1909, and in 1916 he was commissioned as Captain in Bendigo’s own 38th Battalion of the Australian Imperial Force (AIF). Lansell had a rigorous well disciplined upbringing which had included a great deal of physical activity and he had been involved as a military cadet when attending as a boarder at Melbourne Grammar School. Early in the life of the 38th Battalion at Epsom, in late March 1916, there was a major disruption to the training with a serious outbreak of cerebro spinal meningitis. Because of the disease outbreak those men unaffected were then immediately transferred to another military training camp at Campbellfield. Upon the Epsom Camp

being cleared of the meningitis, the 38th recruits returned to their home base. Late in the month of November 1916 after having further military training in Britain, the 38th Battalion crossed over into France. George Victor Lansell’s military career in the trenches of the Western Front in France was rather brief. After only the second day in battle on December 1, 1916 he was wounded. Hospitalisation in Britain followed, and he was invalided back to Australia in March 1917. He was discharged from the AIF, in August of the same year. Upon the cessation of hostilities, Lansell kept his connection with the 38th Battalion, by 1923 he was to become a Major and thus in command of his original battalion. Four years later in 1927 he was promoted to become a Lieutenant-Colonel. His work with the returned soldiers is the material of legend, he quietly used some of his inherited wealth to assist many of these returned men and their children, as the social security net at that time was only in its infancy. To say that Lansell was

loved by the diggers and sailors would not be gilding the lily. For many decades he was the president of the Bendigo sub-branch of the Returned Sailors’ and Soldiers’ Imperial League of Australia (RS and SIL of A), later to be re-named the RSL. With the work that Lansell had done with the returned service personnel, as well as his strong involvement in the RS and SIL of A, he had become very well known in the whole of the region. It came as little surprise to many citizens that when Lansell was approached

to stand for the Victorian Legislative Council in 1928 he became the successful candidate. He was knighted in 1951 primarily because of his dedicated work for ex-service personnel, continuing to hold his Bendigo Province seat as MLC until 1952. Promoting Bendigo and improving its employment opportunities was also very much on his mind. While taking his family on a world tour, he used the trip as an occasion to attract industries to Bendigo. Meetings in various European capitals with industrialists were high on his agenda, it was through these meetings that Bendigo gained two industries, Hanro Knitting Mills and the Australian Swiss Manufacturing Company. The Australian Swiss Manufacturing Company as stated in an earlier article was established in Hargreaves Street, Lansell being one of the larger share holders and consequently among the local directorate. The company produced all kinds of watch cases and up until 2001 some of these could still be found in various nooks and crannies of the building.

There is dark humour, irony and many laugh-out-loud moments, especially in the dialogue – the gangsta-rap of Barwon brings his character to life. You can’t help cheering on the underdog, Merv, as he

dreams of being a folk hero when he arrives back home. This book has a sense of adventure and is written with a light touch that belies a serious purpose. The environment and climate change, human interference and the idea of “owning” water are overriding concerns, which impact on the lives and livelihood of people we meet. Families and communities matter – Merv, Em, Bridget and Barwon become a close-knit family as they share experiences traveling south. Compare this with Barwon’s home life – marked by welfare dependence, drunkenness and family violence. Many of the rural families and communities we meet are broken down by circumstances and suicide is common. Merv understands the flood as the last pulse of a dying river system. He envisions an opera based on his story. The humour and deeper social and political comment make this a standout Australian novel in the tradition of The Castle. - Kaye Poole

Crushing the Rush

WINNERS: The victorious Bendigo Braves under-14 boys team.

An unbeaten run BENDIGO’s under-14 boys basketball team took all before it at the Victorian Country Championships in Shepparton at the weekend. A total of 32 teams entered the competition from all across the state, but Bendigo remained undefeated throughout its 10 games and eventually ran out 31-21 winners in the final over Traralgon. The team’s run included a 62-8 thumping of Sale, a 32-point win over Wanga-

ratta and a 23-point win over Warrnambool in the semi final. Dyson Daniels led the team with 14 points in the decider, while Riley Bouwmeester added eight. The team will fly to Perth in September to represent country Victoria at the national titles. The Bendigo under-14 girls team also enjoyed some success at the tournament, making a strong run to the semi-final where they were knocked out by Traralgon 28-25.

THE Bendigo Lady Braves got their season off to a perfect start last weekend in a mixed weekend for the club with a crushing win over the Ballarat Rush. While the Braves men went down to Ballarat Miners in their season opener, the Lady Braves thumped the Rush to the tune of 32 points. The 83-51 victory was highlighted by the team’s terrific defence, scoring 24 points off Ballarat turnovers. Backcourt trio Tessa Lavey (22 points) Kerryn Harrington (21 points) and Kelly Wilson (15 points, 10 assists) led the way for Bendigo in the win, showing that the threeguard system will be one that coach Jonathan Goodman can rely on throughout 2015. Stacia Robertson (16 points and nine rebounds) also showed that the Lady Braves frontcourt has plenty of talent. Bendigo’s defence was undoubtedly the catalyst for its victory, the Lady Braves holding the rush to 32 per cent shooting from the field and a paltry three-of-18 clip from beyond the arc. The Rush also only attempted four free throws in the entire game. In the night’s second game, the Braves men did not fare as well, going down to a strong Ballarat lineup by 10 points. was the key for the hosts, his double-double of 24 points and 10 assists complemented by 21 points from Kobi Augustus and Anthony Fisher’s 14 points and 12 boards. Tony Lewis had stuffed the stat sheet for Bendigo (18 points and 13 rebounds) but endured a tough shooting night going six-of-21 from the field as the Braves shot a dismal 30 per cent as a team.

Grant Johnson’s four-of-18 shooting line was masked by his ability to get to the foul line, the reigning Big-V MVP going 12-of-13 at the stripe to tally 21 points. The Braves and Lady Braves travel to Albury to take on Albury-Wodonga tonight. The Bandits women will be making their season debut, while the Albury men thumped Canberra by 40 points in round one.

Carnival brings out the best CATHOLIC College Bendigo students took to the La Trobe University Athletics Complex this week for their athletics carnivals. The students battled it out to earn points for one of the college’s six houses, and be crowned overall champion. Track events included were the 100-metre sprint, as well as

the 800m, 200m, 400m, 1500m, hurdles and relays. Field events were also on offer, including long jump, triple jump, high jump, discus, shot put and javelin. Year eight and nine students were in action on Tuesday, while year sevens took to the track on Wednesday.

Storm squares up Dogs

City FC hits form BENDIGO City FC progressed another round into its first FFA Cup campaign after a 4-1 win over Brunswick City on Tuesday night at Epsom Huntly Reserve. After suffering another defeat in the National Premier Leagues Victoria competition last weekend, City bounced back in fine fashion, netting three first half goals including a Corey Slevin penalty right on half time. The hosts scored again before Brunswick scored a late goal in the 85th minute, but Bendigo was never under threat and the hosts coasted to victory. After two successive defeats in the NPL leading

into Tuesday’s game, City’s bounce back performance came at a critical time City takes on regional rivals Goulburn Valley Suns this weekend in the NPL. Goulburn’s Valley’s attacking potency will cause headaches for a Bendigo defence that has conceded nine goals in its last three games. The Suns have scored 23 goals and have only conceded six this season, their goal difference of 17 almost double the 10 goals that Bendigo has scored in total. City takes on the Suns at Epsom Huntly Recreation Reserve from 3pm on Saturday.

THE two remaining undefeated sides in Bendigo Football will go toe-to-toe this weekend when Golden Square hosts Strathfieldsaye at My Jet Oval on Saturday. Neither side will be at full strength, the Storm’s injury list is longer than any club’s, while Golden Square was without key contributors Comanche Walls, Travis Baird and Corey Jones last week in the win against South Bendigo. Storm pair Lachlan Sharp and Matt Johnston both face extended stints on the sidelines, while David Gallagher, Ash Trollop, Luke Marchesi, Kellan Smith, Tom Bartholomew, Sam Mildren, Nick Smith and Vinnie Flood were among those missing in Strathfieldsaye’s comfortable round two victory over Eaglehawk. TRIPLE Olympian William Henzell and defending Women’s champion Lay Jian Fang continued their dominant run at Bendigo Stadium, taking out the weekend’s K-Sports 2015 ITTF-Oceania Cup. The first ever international table tennis event to integrate able-bodied and para table tennis, the 2015 tournament wrapped up on Sunday, with Australia recording a clean sweep of titles. Henzell and Women’s winner Lay Jian Fang both qualified for the 2015 ITTF World Cup by virtue of their wins in Bendigo. The winners of the two para events both qualified directly for the 2016 Rio Paralympic games. Henzell and Fang both entered as the top seeds in their respective draws and did not disappoint, both claiming 4-0 victories in the two grand finals. Henzell overcame compatriot David Powell 11-5, 12-10, 11-7, 12-10 to score his fifth consecutive win at the ITTF-Oceania Cup, making him the sole men’s singles title holder ever since the event inaugurated in Adelaide in 2011.

After his historic victory, 33-year old Henzell praised tournament organisers and said he was delighted to be heading back to the world cup. “I’m proud to have earned the right to represent Oceania at the World Cup later this year, which will be a very important event in the lead up to qualification for the Rio 2016 Olympics,” Henzell said. I’ve been back in training for the past

three months and I’m pleased about my form at the Oceania Cup. “The Bendigo Table Tennis Association along with the ITTF did a fantastic job to run the most professional event we’ve seen in Australia since the 2000 Olympics.” In the Women’s gold medal match, Lay repeated her success a year ago defeating New Zealand’s Li Chunli 11-5, 12-10, 11-6, 12-10. Australia also swept all four titles on offer

at the ITTF-Oceania Para Table Tennis Championships: the Women’s Singles Class 3-5, Women’s Singles Class 6-10, Men’s Singles Class 3-5, and Men’s Singles Class 6-10. While in the Pacific Cup, New Caledonia’s Laurent Sens and Ornella Bouteille are the newly crowned champions after defeating Vanuatu’s Yoshua Shing and Melveen Richmond in the Men’s and Women’s singles respectively.
