Julian Gold Takes Gavel As New Mayor Of Beverly Hills By Victoria Talbot Lili Bosse turned over the gavel to Dr. Julian Gold, M.D. Tuesday at a ceremony that saw Gold installed as Beverly Hills’ new mayor. The event at the Academy of Motion Picture Arts and Sciences, ablaze with colorful spring flowers, brought together the community of residents, City staff, businesses and stakeholders in a celebration of City government and the Democratic process. At the evening’s start, fellow councilmembers paid tribute to the
year past with Mayor Bosse at the helm. Her Healthy City Initiative culminated in a Walk with the Mayor on Monday morning that drew nearly 400 people. Lili Bosse promised to give 110 percent four years ago. “I think you’ll agree. I kept my promise,” she said, adding, “I still believe the best is yet to come,” looking to Gold. For her last act as Mayor, Bosse took the nominations from the council for Mayor. All went to Gold and he was elected Mayor of Beverly Hills. (see ‘NEW MAYOR’ page 31)

By Laura Coleman Today, Children’s Hospital Los Angeles announces that longtime Beverly Hills residents Kirk and Anne Douglas have committed $2.3 million in new funding to CHLA to purchase a da Vinci surgical robot for the Division of Pediatric Urology in order to offer a less invasive surgical treatment option for children. “Because children are our future, we are particularly concerned with their welfare and education,” Kirk Douglas said. “We have supported CHLA over many years, close to two decades if I recall correctly, but the purchase of the Da Vinci robot is our (see ‘CHLA DONATION’ page 30)

The proposed Ordinance would amend various sections of Chapter 3 of Title 10 of the Beverly Hills Municipal Code regarding development standards for large-scale multifamily development projects for the purpose of providing flexibility in the minimum front setback modulation requirement. The proposed Ordinance would establish provisions for a request to be granted, through the issuance of an R-4 Permit, for a large-scale multi-family building to have less than 60% of the front façade to be built to the front setback line. A resolution recommending City Council adoption of the Ordinance was previously reviewed and adopted by the Planning Commission on January 8, 2015.

Beverly Hills High School Academic Decathlon Team Is Among Top 1-Percent In U.S. By Laura Coleman
For a fourth year in a row, the Beverly Hills High School Academic Decathlon team ranked among the top 1-percent of schools across the nation at this year’s U.S. Academic Decathlon National Finals, which was held over the weekend in Sacramento. The ninemember team’s score of 51,511 was the second highest in school history and meant it finished #6 in California and #11 in the nation out of 1,200 schools. “The BHHS program is recognized nationally for its academic excellence, and in cumulative scores in the last 4 years, we rank #8 in the U.S.,” said Dr. Phil Chase, who has coached the BHHS team for the past four years. Last year, the BHHS team came in fourth at county and took fifth place across the state. The team placed third at this year’s L.A. County competition, which was held last month at USC’s Galen Center. “Once again, our team improvement from regionals to state finals was the highest by far of any team in California,”

The team, which is made up of three sets of ‘A’, ‘B’ and ‘C’ students (honors, scholastic and varsity), earned perfect scores in the Super Quiz (six subjects in one test), as well as in math and interview skills, in addition to earning medals in economics and science. Since starting to train in summer, the BHHS Academic Decathlon competitors have spent hundreds of hours in mastering the 10 subjects of the Academic Decathlon: art, economics, literature, math, music, science, social science, essay-writing, interview and public speaking.
The team was led by senior Douglas Wu, who scored 8,952 points, and earned medals in economics, math (perfect score), science, and the Super Quiz (perfect score). Sophomore Sam Schwartz scored 8,572 points and earned perfect scores in the interview and Super Quiz categories. Senior Alexandra Lee brought in 8,318 points for the team, which also included senior Danny Park, juniors Eric Choi, Jonathan Gunn, Sabrina Halavi and Mary Yoo, and sophomore Grace De Lee.
Louise Luis came to America from the Philippines with promises of a well-paying bakery job that would put her high-level pastry chef skills to use. Instead, she and 10 other Filipino workers claim in a labor-trafficking suit filed last week in California Superior Court that they were underpaid, forced into long hours of menial labor, and threatened with retaliation at L’Amande French Bakery’s locations in Beverly Hills and Torrance. The workers allege they were lured to the United States on little-known E-2 work visas for their specialized pastry chef and management skills, but in-
stead were forced into menial labor, working long hours seven days a week for as little as $3 per hour. The complaint alleges the workers were “forced to work... in illegal, oppressive and discriminatory conditions as domestic servants.” The E-2 vista allows temporary work authorization for immigrants who possess specialized or supervisory skills, employed by a foreign national investing in a U.S.-based business. Wanda Group Gifts $200K To Beverly Gardens Park Restoration By Victoria Talbot The City of Beverly Hills and the Friends of Beverly Gardens Park (FOBGP) will honor The Wanda Group today at a 4:30 p.m. ceremony to take place at the newly restored Lily Pond between Beverly and Canon Drives. Mayor Julian Gold will preside and the public is invited to attend. Wanda Beverly Hills Properties LLC and the group’s chairman, Wang Jianlin, have given the gift of $200,000 to jump-start the restoration of the park. This money will be slated for the Whittier gateway block of Beverly Gardens Park between Trenton and Whittier Drives. In a press release, the City said: “This lead gift marks the beginning of Wanda’s relation-
ship with the City of Beverly Hills. The donation will be used to restore the portion of the park adjacent to Wanda’s property located at 9900 Wilshire Boulevard. Together, Wanda’s eight-acre property and Beverly Gardens Park, form the City’s western gateway – welcoming hundreds of thousands of visitors to Beverly Hills annually.” Other major contributors to the effort include Hershenson Investments, Steven Gordon Family Foundation, Kennedy Wilson, Lili and Jon Bosse, Larry Field, Robert Zarnegin, Geoff Palmer and Cartier. Steve Gordon, founder of FOBGP, said it is hoped that the organization will create a trust that will take the parks into the next century. Beverly Hills Teen Will Head To France In May To Screen Her Film At Cannes Film Festival By Laura Coleman
When Beverly Hills High School (Class of 2012) graduate Devi Veysey started entering films in the Campus Movie Fest while a freshman at Whittier College, she never dreamed she would be attending this year’s Cannes Film Festival in May to watch her third year entry be shown at the Cannes Short Film Corner in the South of France. “I had no idea that was an opportunity that would come,” said the Beverly Vista alumna who created I Don’t Know for this year’s CMF competition. Veysey said: “My school brings this Campus Movie Fest film festival every year to school...We have a week to create a five-minute film...So
my film was about me trying to decide what I want to create.” The top 30 CMF movies will screen at the Short Film Corner at the 68th Cannes Film Festival, from May 13-24 in the prestigious French Riviera “Sister City” to Beverly Hills. Veysey’s short film is a clever assemblage of her response to having no idea about what to do and taking an existential stab at making a movie, hence: I Don’t Know. Veysey, who is hearing impaired and has been wearing two hearing aids since she can recall, said her impairment also helps drive her to undertake projects often just to prove to herself that she is capable of accomplishing what she undertakes. Beverly Hills Mayor, School Board President To Attend Southwest Homeowners Meeting By Matt Lopez Southwest Beverly Hills residents will have a chance to let their voices be heard on hot-button issues they are concerned about at a special meeting next Wednesday. The Southwest Beverly Hills Homeowners Association meeting will be Wednesday, April 1 at 7 p.m. at the Roxbury Park Community Center’s multi-purpose room. Mayor Julian Gold, Beverly

LA City Council Approves Interim Control Ordinance; Bel-Air Residents Grateful By Victoria Talbot The Bel-Air Homeowners Alliance (BAHOA) commended Los Angeles’ City Council for unanimously approving the city’s Interim Control Ordinance (ICO), by a 15-0 vote, that will affect 15 neighborhoods with an historic preservation overlay zone (HPOZ). The ICO was carefully crafted to each neighborhood to protect sensitive areas from the impacts of Mansionization. In Bel-Air, the ICO says,
“No building permit shall issue for a project in Bel-Air on a hillside area lot where the exempted grading … exceeds 6,000 cubic yards.” This temporary ordinance is meant to put a moratorium on overdevelopment while the city planners study ways to fix problems with the Baseline Hillside Ordinance. Loopholes do not allow developers to increase height, but they may excavate without restriction. Homes are thus being built two-thirds under-
ground. They only require hauling permits to remove the dirt. 6,000 cubic yards is still enough dirt to require 1,200 truck trips to export the soil, it is still a limit on the excavaton export in the once-peaceful hillsides. “We thank Councilmember Koretz and his staff for their leadership in advocating on behalf of Bel-Air and all the residents of Los Angeles,” said Dan Fisk, chairman of the Alliance. Beverly Hills’ first residence, the 104-year-old mansion and gardens of Virginia and Harry Robinson, finished up its latest restoration this week thanks to the efforts of Spectra Company, which specializes in restoring historic properties. “It’s conservation first,” said Spectra President Ray Adamyk, who emphasized that it’s important that historic properties look their age without having the structural maladies that come with time. “With that comes some character [and] we want people to look at it and know that it’s not new.” The 30-year-old Pomonabased restoration company, California’s largest contractor for historic structures, has also

in Bel-Air. The historic home was built in the late 1930’s by world-renowned architect Paul Revere Williams on two acres of prime lower Bel Air property.
Once owned by singer Kenny Rogers it was named Liongate for the two lion statues placed at the gate, indicating Rogers to be a Leo. Rogers’ remodel removed many of the original features, now painstakingly restored for the estate’s current incarnation. Expanded to 24,000-square feet by local architect Dean Larkin, no expense was spared. Trudeau learned something —increasing the square footage did not necessarily add to the value of the property. “We learned that extra square footage did not make more money. Many clients said it was ‘too big.’” Competition for buyers came from homes nearby, featuring the Modernist Movement style. Trudeau said that the historic significance of the home was an advantage. “It was really why the client decided to go with this house. There is no better feeling you can get than living in an historical home.” The home has retained its allure for almost a century.“In 20 years, this proper-
ty will still be equally desirable. I believe the modernist movement is like a different type of art. But I believe people will always love wide-open spaces with big vistas. needed to protect the character of our neighborhoods; halt detrimental environmental impacts on our communities and keep are roads safe.” “The L.A. City Council’s action today was the direct result of the alliance’s efforts to solve this problem,” said Fred Rosen, president/CEO of the al-
liance. “The city of Los Angeles needs to halt the mega-development currently happening in our communities before irreparable damage is done to our hillsides and before anyone gets hurt.” At the BAHOA meeting last week, Rosen pointed out there are currently 70 projects exceeding 20,000 square feet in progress in Bel -Air. Rosen raised the specter of last year’s Loma Vista accidents in Beverly Hills. “In neighboring Beverly Hills, unregulated hauling and construction have caused life-ending accidents of two policemen,” he said. The two areas share the same hazardous conditions. Downtown at City Council last week, the Bel-Air Beverly Crest Neighborhood Council and several other organizations
spoke in favor of the ordinance. However, at the recent Planning and Land Use Management Committee (PLUM) meeting, when the ordinance was being approved to be sent to the L.A. City Council, Bel-Air Association (BAA) President Ron Hudson spoke out against the ICO. In a weird spin, the BAA came out with a press release Wednesday afternoon, apparently unaware that the council had already passed the ICO on Tuesday. The contents took credit for the ICO, which they had publicly previously
opposed. Ignoring history, the BAA claimed that: “The Bel-Air Association has helped to redefine the law to finally focus on the devastating truck traffic that has been endangering our community.” The ICO will be in force for 45 days awaiting L.A. City Council extension. It is likely to be extended for up to 22 months while the city of Los Angeles examines loopholes in the Baseline Hillside Ordinance and the Baseline Mansionization Ordinance.

The Almeidas appealed that ruling and an appeal hearing is scheduled to be heard in May. The suit was filed on behalf of the workers by Asian Americans Advancing Justice–Los Angeles and Latham & Watkins LLP. In addition to $1 million in back pay, the suit also seeks immediate immigration relief for the workers. “As victims of labor trafficking, coercive labor practices, and potential persecution if they return to the Philippines, the bakery workers deserve the protection of our laws,” said John Trang, an attorney at Advancing Justice - LA. A call for comment placed Thursday afternoon to the L’Amande Bakery was not returned before deadline.

Once the first L’Amande Bakery in Torrance opened in 2012, Luis says her pay was bumped to $1,000 per month, but she was often forced to work 14 hour days, seven days per week. Workers who cooperated with state labor investigators in a 2013 audit of the businesses were fired or threatened with retaliation and financial burden. Luis and Romar Cunanan, who worked at the Torrance location, both told The Courier they were persuaded to sign a document they didn’t fully understand, that essentially said they would owe the Almeida's $11,000 if they ever left the bakery, or told others of the working conditions. “(Ana) would say I don’t want to hear any of you complaining or telling me that you

City of L.A. To Unleash More Traffic Gridlock In Westwood By Matt Lopez Residents attending the Bel-Air Beverly Crest Neighborhood Council meeting on Wednesday night were stunned to learn of new construction plans coming soon to their area. In the midst of the usually horrid traffic in the area, and with the 2015 Special Olympics and UCLA Summer Session set to be in full swing, reps from the city of Los Angeles dropped the bomb Wednesday night that starting in June, major water pipe construction would be taking place at the intersection of Sunset Boulevard and Hilgard Avenue. The project calls for the installation of approximately 385 feet of 36-inch welded steel water pipes. This would make Hilgard, south of Sunset, a one-way street heading north, while a section of Sunset im-
mediately west of Hilgard would be just two lanes, one in each direction. Construction is set to run from 7 a.m. to around 4-6 p.m. on weekdays only. Staffers on hand, including L.A. Councilman Paul Koretz’ aide Jay Greenstein, noted this was the one and only meeting to inform Bel-Air residents of the construction, which is expected to run through mid-January 2015. “I was shocked and saddened by the reaction from Greenstein,” said Courier President/Publisher, and Bel-Air Homeowners Alliance boardmember Marcia Hobbs. “Again, the residents have been totally ignored and the inconvenience will be monumental, with no sense of how we will access our markets, banks, pharmacy, library and other services in Westwood.”

Beverly Hills Salary Survey - What It All Means Note: the majority of City employees work a 9/80 (nine eighty hour days every two weeks) or 4/10 (four 10 hour days per week), meaning they get off either every Monday/Friday, or every other Monday/Friday. PERS: Public Employee Retirement System. Beverly Hills grants employees retirement benefits equal to 3-percent of their highestever compensation multiplied by each year of service to a maximum of 30 years. “Legacy” CALpers members
(those in the PERS system prior to January 2013) may retire at 55, while new employees after January 2013 can retire at 62. An employee with 30 years service receives 90-percent of highest pay, plus health benefits, plus cost-of-living adjustments. “PERSABLE Pay” is pay used to calculate annual retirement pay. CalPERS requires an annual contribution of 8-percent of the employees salary toward their pension fund. City employees will now begin
paying their full 8 percent contribution, in accordance with new CalPERS regulations, but received a pay raise to “make up” for the burden of having to contribute to their own retirement. •Retro PERS/Retro Non-PERS: “Retro pay happens when after an employee group contract ends, sometimes it takes a while to come to terms on a new contract. Once that new contract is in place, if it was agreed to pay any increase
retroactive to the last contract end date, that generates the retro pay.” City CFO Don Rhoads told The Courier last year. •Cafeteria Plan: An employee health benefits plan that allows an employee to chose from a variety of benefit plans. What the employee doesn’t spend on a health plan, they get back in the form of additional wages. This column is what the employee gets back after money is not spent. •Leave Payoff: When an
employee has an excess amount of vacation time, beyond what is needed on the books, it can be paid off in a lump amount. •PERS Overtime vs. Overtime: Some overtime, mostly public safety, falls under PERS rules, while other overtime doesn’t. •Pay for Performance: “It’s a program for our management, professional and executive folks based on performance, goals and objectives that are set up at the beginning of the year.

They are evaluated at the end of the year and depending on how well they met those goals and objectives, they would qualify for some amount of pay for performance, which can be all the way from one percent to 10 percent of a total pool of dollars. It’s the closest thing we have in the government sector to performance plans and that sort of thing.” - City CFO Don Rhoads. •Merit/Bonus: If an employee does something “particularly meritorious”, according to Rhoads, there is a provision where a bonus can be given.
•Other Pays: Generally falls under the Family Medical Leave Act (FMLA), which allows an employee to receive funds in a different category while they are out on personal leave. • D e f e r r e d Compensation: A matching deferred contribution between the City and Employee, where the employee contributes a certain amount of their paycheck, tax-deferred, which is matched by the City. •Administrative Leave: Rhoads says: “Generally speaking, it’s used in cities for management employees.
Management doesn’t get overtime pay, so it’s typically used for those employees in recognition of the fact that they don’t get overtime pay. It basically says ‘we’ll give you a certain number of hours per year that you can use administratively.’ It can be used much like vacation time, or can be used for whatever personal leave they have.” •Explanation of the L e a v e / Va c a t i o n / S i c k Categories: Rhodes says: “These hours don’t add any additional cost to the other columns. The only way they add cost is if someone does-
n’t use all their leave at the end of the year, so they want to cash it out. That would generate additional cost outlay, which shows in the ‘leave payouts’ column. If someone used their leave time, it would be recorded in the salary column.” •Total Cost of Employee: All forms of income each City employee receives combined with the retirement, health care and deferred compensation benefits the City contributes to provide a more accurate look at the total cost of a City employee to the taxpayer.
•RHS Health: Is an employee Retirement Health Savings plan. •Bargaining Groups: Listed as “Bargain” on the chart, this displays the “bargaining group” that each City employee is lumped into. Celebrating 20 years of bringing hope to so many burn victims and their families, the evening honored community leader, humanitarian and philanthropist Lynda Wolfson Fadel with the “Giving New Hope” Award. In the past two years, CHLA expanded the scope of its program to include children as young as four months. CHLA president/CEO Richard D. Cordova said the Da Vinci robot will create more hope and better treatment outcomes for thousands of children where surgery is an option. Anne Douglas recalled: “I didn’t want to become a movie star’s fling. I had a full life and a career, but I finally took the job (handling publicity for an Act of Love.) Kirk and I became friends, but I kept it strictly business until the night he was to attend a charity fundraiser and needed me to go with him. It was black tie. Kirk participated in the show which was at the Cirque d’Hiver, the circus. Kirk’s “act” was to clean up after the elephants with a pooper scooper. He won me over that night
with his ability to laugh at himself. And, of course, he was madly attractive and charismatic.” Kirk Douglas added: “When she visited me in Beverly Hills after the film, I knew I didn’t want her to go back to Paris. She embraced her new life with the same kind of energy and intelligence that had marked her old one. She didn’t just want to be a wife and mother. She wanted to change things for the better.” In 1990, the Douglas's sold their art collection by modern masters like Chagall, Miro, Picasso and Dubuffet to enlarge the scope of The Douglas Foundation, which enabled them to begin their ten-year commitment to rebuild all of the dilapidated and unsafe playgrounds in schools throughout the LAUSD. In 2012, the Douglas Foundation sent out multi-million dollar pledges totaling $50 million to five nonprofit organizations; the Motion Picture & Television Fund (MPTF); the

ty of Missouri, she left when World War II broke out, moving to Washington, D.C. to live with her brother as “all those boyfriends had gone to war,” she said. “I won so many more beauty contests in Washington that my brother said, ‘I’m going to take you to New York.’” There, she met John Robert Powers. “He saw me and uttered ‘Walk around the room young lady.’ I did and he said: ‘Sign her up!’” And thus began her career as a model. One afternoon while lunching at the famed 21 Club in Manhattan, a flock of Hollywood producers and directors came in for lunch, causing, she said, quite a lot of excitement throughout the restaurant. Then, a waiter slipped a note under her plate that read: “If you want to be in the movies, be in front of the Paramount building at 9 a.m.” She and her friends had a good laugh over it and the next morning she went to the Times Square building and signed a contract with Paramount and moved out to Hollywood with her mom, taking up residence in a Beverly Hills apartment. “I was very young and didn’t have experience with older men,” she recalled. “These producers and directors all wanted to get laid.” In the six years she worked in the industry, Selene made around a dozen films (Paramount changed her given name, Betty Flo Walker, to Se-
lene Walters) including Incendiary Blonde and The Road To Utopia, as well as the Kid From Brooklyn when she was a Goldwyn Girl. However, she never became a big movie star and quit Hollywood because “I didn’t want to sleep with everyone who wanted me to.” From the moment she touched down on the West Coast, the vivacious blonde was never at a loss for suitors or a good time. In the 1960s, The Courier’s Publisher March Schwartz tapped her to pen a weekly column for the paper, “On the Scene With Selene,” which she did for years, sharing stories about people and events that circled in and out of her Hollywood starlet life. Many years after her whimsical fancy prompted her to sell her furniture to embark on a trip to Paris, France to meet the Shah of Iran, and after she finally did catch up with him in Monte Carlo with Steve Crane (who co-owned the famed Beverly Hills Luau) and eventually spent a month with the Shah in Tehran, Selene met the love of her life in New York during the 1970s, the accountant Franklin J. Lamm. After they returned to Beverly Hills, they adopted three children who all eventually went to Beverly Hills schools, one of whom still lives with Selene today. They were married for 35 years until he passed away eight years ago at 92. “He was the love of my life,” she said.

In 1983, it became the first tenant of the City’s new landmark building and parking structure on Canon Drive, making them official tenants of the City of Beverly Hills. For Jeff Tilem, the store is personal. “A reputation is earned. You can’t buy a reputation,” he said, “But you can mess it up in five minutes. People trust us.” The store supplies many items not normally associated with hardware. “We are like the old general store,” laughs Tilem. “It’s a ‘convenience store.’” After the Northridge earth-
quake, Jeff left his commercial real estate business and took over the store. Born in the small town of Dexter, Missouri on Feb. 21 1924, she grew up poor and happy. Her parents divorced when she was young so she and her older brother were raised by their mother. She recalled one time, at age five, with her mom working as a clerk in a department store two blocks from their house, she’d decided to pay her mother a visit incognito. “My mother said, ‘Don’t disturb me,’” Selene explained. “One day I put a big box on my head and made some arm holes and I walked downtown....she was so mad!” That penchant for dressing up eventually translated into a career as a model and a Hollywood starlet. She recalled winning her first beauty contest when she was 10, representing her city in a statewide competition. After that, Selene’s mother kept entering her in beauty competitions, and she kept winning them. In high school, she was named the class queen for all four years. “In high school I had a very happy life and lots of boyfriends. Poems were even written about me,” she said. Mayor Gold was sworn in by a man he hardly knew, but who had given him a stem cell donation that saved his life in 2006. Darrell Weinberg illustrated the idea central to Mayor Gold’s initiative for the coming year, “Stepping Up.” He could not be at the ceremony. Weinberg swore in the mayor via video technology, as he could not attend the ceremony in person. In the video that followed, Mayor Gold highlighted people in the community who have stepped up to give of themselves to do something extraordinary to help make another person’s burden lighter. From bringing musical entertainment to senior citizens to teaching CPR, these people provide role models for citizenship that Gold sees as an extension of the Healthy City initiative. Gold plans to visit a neighborhood in the City each month for a town hall forum, to continue to bring government accessibility to the residents, a philosophy that has engendered such good will in the community. “This doctor will make house calls,” said Gold. And he has thrown down a sort of gauntlet, challenging everyone in the community to “Step up. Get involved. We need active participation.” Gold wants to “begin the discussion on Beverly Hills in
2020. What do we want it to look like?” Gold’s plans are visionary and sweeping, but they are very here and now. “The goal will be to create at least a 5-year vision.” These goals will encompass infrastructure, capital improvements, technology, financial stability, water capacity, unfunded liabilities, commerce and businesses and aging at home, a noble and ambitious set of issues. As with the 60-second shout-out to businesses, Gold would like to shout-out - to people who have made a difference in the community. There were three nominations for vice mayor following Gold’s speech, including Nancy Krasne, Willie Brien and John Mirisch. Vice Mayor John Mirisch was elected with three votes. Krasne abstained and Brien cast a vote for himself.

Obituaries Babette Meyers Frankenberg— known to her family and many friends as “Bobbe”—died February 28 at age 98, having lived a richly variegated and adventurous life that channeled her pioneering spirit as a feminist before her time.

Bobbe was also an outdoors woman and athlete, fishing and riding horses. She skied and played tennis competitively, often against men. She raised and trained dogs and was a sports car enthusiast, well-known for the rainbow-painted Porsche in which she made her real estate rounds. Bobbe traveled widely throughout Europe, Asia, Africa and the Americas. As a patron of the arts she greatly enjoyed classical music and in recent years, Lady Gaga. Her rapier wit and playful sense of humor was matched by her care and concern for others. Never one to talk about herself, Bobbe focused her incandescent personality on whomever she was with; her joyful presence absorbed as much as her quiet smile radiated. Bobbe leaves behind friends and classmates from Beverly Hills High School (1935, Class President), UC Berkeley and UCLA (1939, BA European History). She will be dearly missed by her family, including her niece Jeanne Meyers (Richard Carr) and nephews Charles Franklin (Susie) and Wayne Franklin (Susan); her grandnieces and nephews, Elissa (Clark Middleton) and Lucas Meyers (Margaret); Zachary Franklin (Sofia Zander), Seth Franklin (Kristin), Judd Franklin (Tybe Goldberg); and Jason Franklin, Barrett Franklin (Lea) and Shannon Hegarty (Terry); as well as by her great grandnieces and nephew, Ellington and August Meyers; Molly Franklin and Clara Zander; and Adena Franklin. Bobbe was predeceased by her younger brothers Benny (Ben Jr.) (same day as Bobbe, February 28, but 1973) and Maynard Franklin (2011). Beneficiaries of Babette’s profoundly philanthropic nature include several health and educational institutes. She and her brother Maynard left the gem and mineral collection originally amassed by their parents, Ben and Clara, in Bisbee, to the Los Angeles County Museum of Natural History, where it can now be seen by all.

She found great success in commercial and residential real estate as well as in public relations. In the 1950s she handled Mark Taper’s PR for his ambitious Lakewood development. With Coldwell Banker, Bobbe sold many of the more remarkable Los Angeles homes of her time— remarkable both for their lavishness and their residents.

LETTERS TO THE EDITOR In answer to a March 19 article in The Wall Street Journal, “The Race to the $100 Million Spec House” with a mix of disappointment and bemusement. In glorifying the huge mega-mansions being built in Bel-Air and other similar communities, I believe the paper missed the much greater story – the toll these commercial scale mega-projects take on existing residential communities and the great lengths the greediest of developers are willing to take in order to get them built. I was surprised to read in that article that Mohamed Hadid plans to list his Strada Vecchia mansion for $200 million when it “is completed next year.” You see, that project had all its building permits revoked by the city of Los Angeles in Sept. 2014 because the project was built based on multiple misrepresentations and completely violates the site’s zoning. No legal construction has been allowed for about half a year now, and the home will likely never receive a certificate of occupancy because of all the illegal construction. Yet Mr. Hadid’s fantasy of completing this home next year made it into print. 901 Strada Vecchia has completely destabilized the hillside above my home and, at 67-feet in height, looms over the entire neighborhood like the Starship Enterprise. As far as my neighbors and I are concerned, we won’t rest until this atrocity is torn down. You owe it to The Wall Street Journal readers to correct the record and perhaps even print a real photograph of the project—not the fake rendering that was printed and that Mr. Hadid misled us and the city of Los Angeles with before construction. Joe Horacek, Bel-Air Editors note: Mohamed Hadid has personally threatened two members of the public this week, one of whom is in a wheelchair. ****** I had no idea the Beverly Hills City Council was so radical to the extent that 10 p.m. is the required hour for people to stop the outdoor music at their parties even on the weekend. Now I know after the Bat Mitzvah of my two granddaughters was ended on a Saturday night, although I was lucky it was not until later. It appears that a “good neighbor” in the 600 block of Hillcrest Road decided to call the police. The mere thought that same call could have been made at 10:01 p.m. is frightening. It is interesting that although the music came from the north side of Sunset and noise rises, how bad could it be to affect people two large blocks south. It is the theory of Barry Brucker and Lili Bosse and two others that 10 p.m. is the magic hour. In fact, I must agree with Dr. Willie Brien who believes that B.H. residents must decide such an issue. At minimum a litmus test is needed to determine if one “bad egg” can cause so much damage. Apparently the people living close-by are neighborly and it only takes one unhappy person to file a complaint and the party is over. Now, as regards noise being such a concern, we have asked for years that muffler noise caused by motorcycles along Sunset Boulevard be addressed and stopped. So councilmembers take note.... ours is not a “noise-free” City. In particular, the noise is horrendous every Wednesday night between 10:30 to 11 p.m. when motorcycles pass by the dozens along the boulevard. If members of the council are looking for our peace and quiet and good traffic flow, then how do they block off part of Crescent Drive for weeks for the Oscar event? That could have been done in houses which are available to rent for those charades. Another disturbance was the noise created early Sunday morning by helicopters as they were covering the L.A. marathon. I didn’t notice any police hovering over them.
