Hold Your Water By Matt Lopez “Brown is the new green,” declared Councilmember Nancy Krasne last week. Since then, it has become the rallying cry in reference to harsh new laws on water restrictions hitting Beverly Hills and other parts of Southern California. The Beverly Hills Unified School District is prepared to put that to the test. The school board gave direction Tuesday night to immediately cease watering the lawns at all five BHUSD schools – yes, including
the iconic front lawn at Beverly Hills High. The move came at the urging of student boardmember Josh Schenk, who asked the item to be added to the agenda after claiming many of his fellow seniors at Beverly Hills High had been discussing ways to cut back on water usage on the heels of new laws drastically cutting water usage in the City by 36-percent. “We have directed staff to stop watering our lawns at each (see ‘BHUSD WATER’ page 16)

By Matt Lopez Believe it or not, one of Beverly Hills’ oldest luxury retailers actually started in England. That’s the story of David Orgell, the high-end jewelry, timepiece and gift shop that has graced Rodeo Drive since 1958. That 57 year history is just the tip of the iceberg for David Orgell, however. The store’s history dates back to the late 1800s in England, where the Orgell family developed a clientele that included, among others, the Royal family. The Orgells immigrated to the Rahim, Zahra and Korosh Soltani (see ‘DAVID ORGELL’ page 16)
By Victoria Talbot The planned closure of the Scout House and subsequent demolition and takeover of the property by the Los Angeles Country Club has hit a major snag. Digging into their 80year relationship with Beverly Hills Unified School District and their shared lot lines has turned up some skeletons in the closet, including questions about ownership of the three cabins and the property beneath them. In closed session Tuesday, the Beverly Hills Unified School District spoke with Scoutmaster Joel Ordesky of BHSHA Inc., the Charter Organization for Troop 33 representing the troops and the El Rodeo Scout House and Cultural Heritage Commissioner Noah Furie. Now, it seems, under scrutiny from Joel Ordesky for BHSHA Inc., the School Board, the Los Angeles Country Club (LACC), preservation organizations including Beverly Hills Heritage and the Beverly Hills Cultural Heritage Commision, the City of Beverly Hills and
the Boys and Girls Scouts, the situation has grown complicated, indeed. After receiving information from Furie and Ordesky, the board directed the counsel to look into boundary issues and if necessary, obtain a surveyor to settle any disputes over property rights, reported Board of Education President, Brian David Goldberg, PhD. “The board is committed to working with the Scouts, the City of Beverly Hills and the Los Angeles Country Club on a solution that maintains the Scout House and accommodates the needs of the country club. We hope for a speedy resolution that allows this important resource to continue in its present location for the scouts and school district,” said Goldberg. Goldberg was responding to a surprise twist that seems to have revealed issues with encroachment from the LACC on El Rodeo-BHUSD property. Beverly Hills High entered program improvement status in October because of California High School Exit Exam (CAHSEE) scores that failed to meet the requirement of 100 percent proficiency. By Matt Lopez The long-simmering war between Bel-Air residents and 901 Strada Vecchia, one of the most notorious megamansion’s in Southern California, could soon be coming to a head. 901 Strada Vecchia and its celebrity developer Mohamed Hadid will come before the Los Angeles Department of Building and Safety Commissioners for an appeal hearing on Tuesday, June 2 at 9:30 a.m. The address is 201 N. Figueroa St., Room 900, in downtown L.A. After months of delays, the LADBS finally cracked down on the project in April, ordering the site to demolish and remove any and all unapproved construction.

School Board Talks Issuing Third Set Of Measure E Bonds By Matt Lopez The Beverly Hills Board of Education took a big step toward issuing the third series of Measure E bonds at its meeting on Tuesday. The school board majority came to an agreement on issuing the third series of funds in an amount not to exceed $76 million. Because the public must have the opportunity to hear the pro-

By Victoria Talbot In the wake of the announcement by Beverly Hills Unified School District that they will turn off all watering, residents are asking what the City of Beverly Hills is going to do with the City’s parks and medians. With the iconic Mormon Temple lawn going brown in the parched landscape, the City’s urban parks and recreation areas remain green. Last week at budget hearings, Councilmember Nancy Krasne asked what the City was doing to cut back on watering. Beverly Hills Urban Forester Ken Pfalzgraf explained that the City has cut back watering at parks to two times per week, a 33-percent cut.
More important, however, when the fields at Roxbury Park were renovated last year the City “made a sizeable investment in the baseball fields.” The turf was replaced with a hybrid Bermuda grass of the type typically used by golf courses. This grass requires far less water, and will live through the AugustSeptember heat with less. It will turn brown as the weather heats up, said Pfalzgraf, but with minimal watering, the roots will not die and it will come back in December and January. Pfalzgraf modified the fields to drain better and added a type of soil that retains nutrients better. The areas surrounding the buildings were modified to drip systems. BHUSD Examines Leasing Home When Woods Departs By Matt Lopez With BHUSD superintendent Gary Woods set to resign from his post, the district is making plans for the future of the district-owned home he currently lives in. BHUSD Board of Education president confirmed to The Courier that Woods, who will resign effective June 30, is scheduled to move out of his district-purchased home at the end of the month. The district purchased the home for $1.5 million in June 2012 and negotiated a rental agreement with Woods. Goldberg said with Woods leaving the home, the district will look to lease the property at fair market value. “We're going to go through the property and get it prepared and put out a request for qualifications, open to all brokers,” Goldberg said.
“The board will review any responses to that request and make a decision on who will represent us in leasing that property.” Goldberg said the district would look to lease at fair market value and hope to reach a number that would cover its monthly payment that he estimated was around $4,200, and possibly even result in a small profit. Chief Administrative Officer La Tanya Kirk-Carter did not respond before The Courier’s deadline with what that exact monthly payment is, but said it is a “municipal financing” and not a mortgage. Goldberg was board president when the home was purchased and said at the time that even if Woods didn't end up renting the home, he still considered it a sound investment for the district.

Beverly Hills Kid On Mission To Save Channel Islands Fox SINGING FOR SUCCESS–The Beverly Hills Unified School District Honor Choir received a gold rating at the Forum Music Festival last week, which took place at Fullerton College. The choir was graded in six categories related to choral ensemble music standards. Dr. Sheridan Ball, choral director of Cypress College gave the BHUSD team a score of 95 and John Tebay, music faculty of Fullerton College gave the team a score of 92. At the festival, the choir sang three songs: Al Tambor (Panamanian folk song), Das Blümchen Wunderhold by Beethoven in German and Kimineero (Nova Scotian folk song).
Beverly Hills Hosts Its 41st Annual ArtSHOW This Saturday And Sunday By Victoria Talbot Beverly Hills will be very busy this weekend, as artists from across the nation bring their best work to display along Santa Monica Boulevard for the annual Spring ArtSHow. The ArtSHOW is four blocks of fun, featuring over 240 artists from fine arts to crafts, including oil, watercolor, mixed media, glass, jewelry and more. The ArtSHOW is always a family-friendly affair with children's activities, food trucks and for the adults - beer and
wine gardens. Parking is conveniently located at the Crescent parking structure across the street. Among the show's artists are three featured Beverly Hills residents. Marlene Zimmerman will exhibit her Two-Dimensional Mixed Media work and October's “Best of Show” winner, Michael Harnish, will feature his work in Still Life, Abstracted Floral and Figurative Paintings and MacKenzie Fisk us a young animal portraitist. Resident Zale Richard Rubins will also be there with his

Though he has never seen one, he has decided to do his part to save the Channel Islands’ fox. The fox lives only on six of the eight Channel Islands. They are found nowhere else on earth and each island harbors a unique subspecies unique to the island. The fox population there declined rapidly in the 1990s due to a combination of predation by golden eagles and human activities, their fragile populations dwindled to endangerment. The golden eagle is four times the size of the fox. Generations of livestock grazing had removed the natural grassland habitat, making the foxes vulnerable prey. For the last decade, the eagles are being relocated to the mainland. A fox breeding
program, ecosystem restoration and a program to vaccinate against canine distemper

has also helped. The population had gone from 6,000 to 16 and is now back up to 1,660. Now the foxes face another hazard – trash cans. The fox can climb in – but because they are so small – cannot get out. And the old roadside bins encourage the fox to cross roads. The BHCC offered industry professionals a place to recreate and engage in sports and social activities denied to them by other early Country Clubs in the area. Actually located in Cheviot Hills, the club was close to Fox Studios and the MGM lot (now Sony Studios). Members such as Errol Flynn, Humphrey Bogart, Cesar Romero, Jack Lemmon, Edie Adams, Ann Sothern, Ernie Kovacs, Robert Montgomery and Oscar Hammerstein played golf and tennis on the fouracre location.
The club has been owned since 1985 by L.A. Partners. The purchasers are Singerman Real Estate from Chicago, and Meriwether Cos. of Boulder, Colorado. ‘We’re very excited to be acquiring the club,’ said Managing Partner of Meriwether Cos., Graham Culp. It has rich history dating back to 1926. It is in need of renovation and we have committed an excess of $10 million for it.” Meriwether will be hosting two cocktail receptions to introduce themselves and solicit input and feedback from the members in coming weeks. Mark National Therapy Animal Day On May 18 May 18 is the inaugural National Therapy Animal Day created by nonprofit Pet Partners (www.petpartners.org) to recognize the exceptional therapy animals who partner with their human companions to bring comfort and healing to those in need. Providence Health & Services has animal therapy programs at all six of its Southern California hospitals, including Providence St. John’s Health Center which will celebrate the day with a special event from 10 a.m. -2 p.m. Nine of its regular volunteers and their therapy dogs will be on-site and visitors are invited to learn more about the benefits of animal therapy, enter a drawing for a gift basket full of dog-related items, and interact with the dogs. “Humans and animals have always shared a strong bond,” says Grenda Pearlman, Providence St. John’s director of volunteer services. “Throughout history our pets have given us companionship. It’s only natural that this gift is now being used to help those who are sick and at their most vulnerable. This event is just one way to celebrate the amazing work of our volunteers and bring awareness to animal-assisted therapy.” Mitch McKnight, Los Angeles firefighter with the CERT Disaster Preparedness unit, has been bringing his dog, Sparky, to Providence Tarzana Medical Center for six years. “Sparky gets really e x c i t e d when I put her service animal vest on,” says McKnight. “It’s like she’s s a y i n g , ‘We’re going to work.’ But, once we get to the hospital she gets more serious, like she knows she has a job to do and
she’s ready.” McKnight says that his job teaching disaster preparedness demands that he remain calm and emotionless, but as soon as Sparky and him get to the hospital and see all those kids, all bets are off. “I still remember this one little boy who was too sick to get out of his hospital bed,” says McKnight. “I brought Sparky in to see him and he tried to reach down to pet him, but just couldn’t quite reach. I asked his mom if it was okay to put Sparky on the bed with him. As soon as I did, Sparky started licking him all over his face. I said, ‘He’s giving you kisses.’ The little boy smiled and said, ‘Now I have a friend.’ Moments like that that are priceless.”

Beverly Hills-Based CureCervicalCancer Team Returns From Ethiopia After Establishing Four New Clinics After a year of planning with its ground partner, the Ethiopian Ministry of Health, a team from Beverly-Hills based nonprofit CureCervicalCancer (CCC) has returned from Ethiopia. The CCC team, led by Patricia Gordon M.D., founding director and board chair, established four new permanent and sustainable cervical cancer clinics in Addis Ababa with St. Paul’s Millennium Medical College (“DeeDee and Donna Clinic”) as the main clinic and Alert Hospital (“Mary II Clinic”), Felege Meles Hospital (“The Dake Family Clinic”), and Kolfe Hospital (“Victoria O’Connor Clinic”) as the satellite clinics, that will continue to screen and treat women for pre-invasive cervical cancer lesions for years and years to come. “Thousands and thousands of lives will be saved,” Gordon says. In just one week, the team screened 618 women and 115 were treated with cryotherapy. The team also revisited and re-supplied its first existing clinic in the Tigray region in the northern part of Ethiopia about 800 kilometers north of Addis
Ababa in Mekelle—“For Our Mothers and Sisters” clinic at Ayder Referral Hospital, the largest medical teaching hospital in Ethiopia. “With great pride, we witnessed what CCC has always thought possible— to see the clinic thriving and see that our trained nurses Sara and Tsehay are now teaching other nurses at Ayder in the “See and Treat” procedure was a dream come true.“ “See and Treat” is a method for cervical cancer detection, prevention and treatment. “It is a well known fact that cervical cancer equals maternal mortality rates for women in Ethiopia,” says Gordon. “Rates are extremely high, and this silent epidemic is 100-percent preventable with this simple yet elegant technique. JEAN TILEM PASSES–Jean Berenson Tilem, a long-time resident of Beverly Hills and wife of former BH Mayor Joseph Tilem, died last Sunday at age 86. In addition to her private practice as a licensed psychotherapist, she was a tireless supporter of the Maple Counseling Center, working as as a volunteer supervisor for many years. She was a PTA board member at El Rodeo Elementary School while she was raising her three children, Renee, Douglas and Alex Berenson, all of whom graduated from El Rodeo and Beverly Hills High School.

The tail is 4-11 inches long, compared to a gray fox averaging 10-17 inch tails. They weigh between 2.2 and 6.2 pounds. An average chihuahua weighs 5-6 pounds. Each island’s fox has genetic and phenotypic distinctions, such as differing numbers of vertebrae. They live on San Miguel, Santa Rosa, Santa Cruz, San Nicolas, Santa Catalina and San Clemente Island. Efforts to rebuild the population have been largely successful. When the “Celebrate Israel“ festivities kick off Sunday at Rancho Park, (http://www.celebrateisraelfestival.com/LosAngel es/en/) the Jewish Community Children’s Choir (JCCC) will be center stage. The group, made up of 712 year olds from all kinds of Jewish schools from the Westside and valley areas, will open the day-long festivities singing both the Israeli and American national anthems. Founded four years ago, the choir has grown to 52 members, according to director Michelle Green Willner. “A community that sings together stays together,” is the slogan and idea behind the choir, a program of the Schulweis Institute. Members come from local private Jewish day schools like Harkham Hillel Hebrew Academy, Sinai Akiba Academy and Sinai Temple Religious School, charter schools and public schools like Horace Mann. All different expressions are represented including reform, conservative orthodox and unaffiliated. “This is a lovely inspiring group of young people that just

Scout House ineligible for historic designation. The buildings’ history and Master Architect would not be enough. The building lacks important architectural and historical significance as defined in the revised Cultural Heritage Ordinance. In a letter delivered to Ordesky, former LACC General Manager Kirk Reese explained the Board’s position that their liability was onerous, given the condition of the buildings. The District had failed to maintain them. In addition, the District had lent the cabins for unauthorized uses “including use for BHUSD adult education and even as a polling place for the City of Beverly Hills”. Therefore, wrote Reese in a letter Dec. 8, the LACC Board wished to terminate the lease and demolish the buildings. However, The Courier obtained a letter to the Board of Directors of LACC dated May 11 in which Ordesky revealed a trove of missteps that may render the LACC request to vacate difficult to enforce. In a meeting last November, Ordesky said that Reese told he and Goldberg that the Club “needed every inch of space for the 2023 US Open” and events leading up to it. But, wrote Ordesky this week, “My research has shown . . . the land upon which the Scout Houses sits can be of no use to the Club as it is too close to the existing Elementary School (and subject to strict set
back regulations) or is zoned for School use only.” Ordesky also pointed out that the “Beverly Hills City limit lines which run north along Whittier and include your gate/driveway to the north of the Scout House are zoned for School use according to the Beverly Hills Department of Community Development. But, said Ordesky, the LACC does not own the buildings. “When the Rotary Club relinquished the charter of Troop 33 it was required to and did hand over all assets of the troop to the subsequent Charter Organization. Today those assets are owned by the BHSHA.” The district was never the Charter Organization and so the BHUSD had no authority to agree that should the lease end, the land would be returned to the club with the improvements included. And because BHUSD “defaulted through non-payment of the ($1-peryear) lease payment and failure to maintain the property as specified that lease therefore is no longer binding.” Ordesky also explained that he is “obligated to pursue” historic landmark designation as the chair of the 501c3 with “a mission to support the Scout Houses,” which includes state and federal preservation, in addition to Los Angeles and Beverly Hills. The Los Angeles Country Club did not return calls.

Orgell died in 1987 and in 1989, his wife Teddy sold the business to the Soltani family. Teddy remained working with the business for the next year or so before retiring. The Soltanis, much like the store’s namesake did before them, have kept the store in the family. The Soltanis came to America from Iran in 1971, first moving to Anaheim before coming to Beverly Hills in 1975. Current Vice President/Managing Director Korosh and his brother Ali attended Hawthorne and Beverly Hills High School. Korosh’s father Rahim ran the store when Korosh began
working after college doing deliveries and fell in love with the business. “David Orgell just goes with the City, it goes with Rodeo Drive like Nate ‘n Al goes with Beverly Drive,” Soltani said. “We take pride in being one of the only non-corporate, family-run stores on Rodeo Drive.” Korosh says that some of his most valuable experiences are visiting with patrons who pre-date the Soltanis’ ownership. “We had an 87-year-old woman come in last week who said she was registered here for her wedding in 1959 and still comes by,” Orgell said. “She just needed some glasses for her bar. Those are the kind of experiences that are really important for us. We are happy to be in Beverly Hills.”

With one third of the larger building in Beverly Hills, that leaves only a portion of one of the houses allegedly on LACC property. Maps also indicate that the LACC has been encroaching on the western boundary of BHUSD property. Ordesky said that Goldberg revealed the infringement had been discovered when the district took core samples for seismic studies last year at El Rodeo. Since the story broke in The Courier, there has been a furor of public outrage over the LACC decision to oust the Scouts and demolish the buildings. Across the country, the social media alarm has been raised. Thousands of Beverly Hills Scouts have expressed support and even Sen. Kate Sullivan from Lincoln, NE, whose grandson is a member of Troop 33, expressed outrage. The buildings, built by Master Architect William Gage (Beverly Hills City Hall architect), have been in continuous use since the Beverly Hills Rotary Club turned them over to Troop 33 in 1934, hosting four generations of Beverly Hills scouts. But Ordesky reported that Furie hinted that changes to the Cultural Heritage Ordinance (expected to come before City Council for approval in the next month) would make the

Since the theme of “Celebrate Israel” is “Jerusalem of Gold,” the choir will sing a medley of songs about the city, including that one, arranged by Green Willner. The festival, in honor of Israel’s 67th Independence Day is hosted by the Woodland Hillsbased Israeli American Council and runs 11 a.m.-6 p.m. at the Cheviot Hills Recreation Center in Rancho Park, 2551 Motor Ave. Tickets are $6 in advance and $10 at the door. The choir was asked back to the Israel commemoration after last year, and will be part of an opening 3:30 p.m. ceremony that will include dignitaries and an overhead flyover. Choir membership is a commitment, Green Willner says, with weekly rehearsals from 56:30 p.m. at the Workman Circle on Robertson. A new chamber group, for older and advanced singers, stays until 7 p.m. “Some kids come and they’re so shy, they don’t want to leave their parents,“ says Green Willner, “but it only takes a few rehearsals and they’re part of the group. “ Member Leila Balter, 12, enjoys the performances, and getting to know her fellow choir members who come from all parts of L.A., some from as far as Calabasas, she says. Children learn “with the music in front of them, how to sight sing, the relationship between notes and all things musical. “I love the music,” says Balter, a member of the chamber group. “Our director has very good taste.” Leila’s sister Hannah, 8, a member of the main choir is par-
ticularly fond of I Believe, a piece the choir has sung a Holocaust remembrances. Based on anonymous scratchings found on a concentration camp wall after the war, part of the song’s lyrics read, “I believe in God even when he’s silent.” “Harmony, balance and rhythm are what you need in life and in a choir,” adds Green Willner. “Members learn that everybody has a place, you need to listen to your partner, and listen to the group.“ Their hard work has earned the choir a strong reputation and busy performance schedule. Appearances this season have included Hanukkah concerts at both American Jewish University and Sinai Temple, where Green Wilner is director of the Sinai Youth Concert Choir. The choir took part in Holocaust commemoration days at both the Museum of Tolerance and The Museum Of The Holocaust, where members poised for pictures with L.A. Mayor Eric Garcetti. As proof of its popularity, the group was chosen to open an event for former president of Israel Shimon Peres at The Beverly Wilshire. “That was really exciting for the kids and the parents,” says Green Willner. The annual concert for the Jewish Home for the Aged is a much anticipated event for both choristers and residents. “We have to learn to give back,” says Green Willner. BHHS romped Wednesday in a 16-2 win over visiting St. Francis at BHHS in the first round of the CIF Division 1 playoffs. BHHS plays at Newport Harbor today at 3 p.m., although Coach Mike Margolin said the match could be moved to Saturday if rain becomes a factor. Johnny Barcohana swept in singles for the Normans, and Jack Harris nabbed two out of three in singles. St. Francis had a doubles team forfeit, helping BHHS dominate the final score in doubles. Track and field BHHS had a banner showing at Ocean League Finals at Lawndale High last week. Amanda Block won her third straight title in girls varsity pole vault with a leap of 110 and will head to CIF. Raehaan Poonja won the boys varsity 200 meter run in 22.20 seconds for the Normans. Rashad Ysaguirre won the

Beverly Hills Little League Awarded By Health & Safety Commission The Beverly Hills Little League Challenger league won the Health and Safety Commission Award given by the City of Beverly Hills. The BHLL will receive the award next Monday at City Hall. The award recognizes outstanding achievement in Health & Safety in our community. The Buddy Baseball Challenger Team is a recreational program for individuals with special needs that allows play-
ers to experience the magic of baseball in an inclusive and accommodating environment. When the program relocated from Chicago to Los Angeles last year, it wanted to bring this program to the local community. Organizers reached out to Beverly Hills Little League, which immediately got behind the program. The Challenger League played its first season this year between March and May.

The Discovery Fund is a new initiative for the foundation and encourages the pursuit of high-risk, high-reward research projects by providing scientists with funding upfront, thereby removing barriers to entry. The fund’s inaugural grantee is the Cedars-Sinai Samuel Oschin Comprehensive Cancer Institute.

By Victoria Talbot The fate of one of the last remaining examples of Googie architecture is in the hands of the Los Angeles City Council and the new property owner, Jason Illoulian, of La Cienega’s Norms Diner. Still full of customers, Norms coffee shop remains packed 24-hours a day. The iconic structure awaits historic designation that could preserve the monument for future generations. Supporters expected the designation vote at this week’s meeting of the Los Angeles City Council, but they were disappointed. The vote was postponed until May 20. At the restaurant March 19, 5th District Councilman Paul Koretz, Linda Dishman, Executive Director of the Los Angeles Conservancy, Matthew Weiner, creator of Mad Men, actor James Darren (a loyal customer), President of the Norms chain Mike Colonna, and a crowd of supporters celebrated the Los Angeles Cultural Heritage Commission’s unanimous vote to recommend designation for a Historic-Cultural Monument. The designation confers more robust protection for the property. The building has remained safe during the Historic-Cultural Monument designation process but the permit remains valid after designation. “I’ve received more comments about Norms than any other building,” said commission president Richard Barron. Koretz, who represents the Westside, led the charge. “We have torn down too much of our history,” he told commissioners. It is uncertain what the owner will do; but Colonna, who has been in talks with his new landlord, said that he is optimistic. “I believe the intent is to work with us.” On March 20, following the commission’s unanimous vote, attorney DJ Moore, a partner at law firm Latham & Watkins representing property owner JDM Holdings, said the

But Illoulian just hopes to keep a 24-hour restaurant. Koretz has said that he would like the restaurant to stay. Architects Hodgetts + Fung in Century City are considering a two-story development with an underground parking area. In a recent interview, Hodgett called Norms, “an iconic reference without a hint of nostalgia.” He doesn’t believe most of the future restaurant’s potential clients have ever been there. Eldon Davis and Louis Armet built Norm’s in 1956 with the “Space Age” architecture aimed at customers steeped in the car culture that dominated the era. The sweeping lines have been catching the eye of motorists ever since. The fanciful Jetsons architecture, reminiscent of Tomorrowland, has an almost cultlike retro appeal. Once popular throughout Southern California, the style permeated Los Angeles with sharp angles and sweeping spaceship curves throughout the 1950s. Jack Colker’s 76 Station, located at the corner of South Santa Monica Boulevard. and Crescent Drive, is another great example of this Googie’s. Norms first location was built on Sunset and Vine in 1949, but the 470 N. La Cienega Blvd. structure is the oldest surviving Norms. The restaurant’s status is listed “urgent” on the Los Angeles Conservancy website.

PUBLIC NOTICES Ordinance No. 15-O-2676 AN ORDINANCE OF THE CITY OF BEVERLY HILLS AMENDING THE BEVERLY HILLS MUNICIPAL CODE TO EXPAND THE IN-LIEU PARKING PROGRAM THE CITY COUNCIL OF THE CITY OF BEVERLY HILLS HEREBY ORDAINS AS FOLLOWS: Section 1. On February 12, 2015, the Planning Commission held a duly noticed public hearing after which it adopted Resolution No. 1742, recommending that the City Council amend portions of Title 10 (Planning and Zoning) of the Beverly Hills Municipal Code to expand the in-lieu parking program by creating new in lieu parking district areas (collectively, the “Amendments”). On April 21, 2015, the City Council held a duly noticed public hearing, received public testimony, and thereafter introduced this Ordinance. Section 2. This Ordinance and the Amendments were assessed in accordance with the authority and criteria contained in the C a l i f o r n i a Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. The City Council finds that adoption of the Amendments will not have a significant environmental impact and is exempt from CEQA pursuant to Section 15305 of Title 14 of the California Code of Regulations because the Amendments represent minor alterations in land use limitations and do not result in any changes in land use or density. Further, the new in lieu parking district areas have average slopes of not more than 20%. Section 3. The Amendments are consistent with the objectives, principles, and standards of the General Plan. General Plan Policy “LU 9.2 – Mitigation of Existing Commercial Residential Conflicts” calls for the development of consolidated parking facilities to serve commercial areas deficient in parking, or commercial areas which have no alley access to the rear and would require numerous curb cuts if parking were provided on individual parcels. The expansion of the in
lieu parking program would contribute funds for the creation of consolidated parking facilities and would reduce the number of curb cuts along several commercial corridors in the city. Additionally, General Plan Policy LU 11.4 “Parking in PedestrianOriented Districts” calls for minimizing driveways in pedestrian oriented commercial districts to avoid interruptions in the continuity of the pedestrian shopping experience. Michael D. Antonovich Amphitheater Opens At Los Angles County High School For The Arts Donors, parents, students and friends of the Los Angeles County High School (LACHSA) for the Arts joined in the celebratory opening of the Michael D. Antonovich Amphitheatre on Tuesday evening. It was also a celebration of the 30th birthday of LACHSA, which was founded in 1985 by Supervisor Antonovich, Caroline Ahmanson, Stuart Gothold and Michael Newton. It has become the premiere arts high school in the country and has received the following awards and recognitions: One Of America’s Best High School’s (Newsweek), California Distinguished School, ‘Exemplary School, Art School’s Network’, GRAMMY Signature School, among many more. LACHSA is hosting a Summer Arts Conservatory program, which includes quality training to enhance artists, studying with teachers and alumni and exploring multiple arts departments with each session culminating in a final showcase performance.
