If approved, the Zone Text Amendment would establish provisions for an alternative fee structure for in-lieu parking. This request has been made by the owners of Spaghettini Restaurant which proposes to locate at 184 North Canon Drive. At the March 28, 2013 Planning Commission meeting, the Commission adopted a resolution conditionally approving participation in the City’s in-lieu parking program and approved an extended hours permit for the property located at 184 North Canon Drive. The Planning Commission resolution granting the requested in-lieu parking and Extended Hours Permit shall not become effective unless and until the proposed Zone Text Amendment and an InLieu Parking Agreement have been adopted by the City Council and taken effect. The City Council considered a previous Zone Text Amendment regarding the City’s in-lieu parking standards on May 7, 2013, and sent the proposed ordinance back to the Planning Commission to consider revisions to the ordinance. This project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. The project qualifies for a Class 5 Categorical Exemption for minor alterations in land use limitations, and the project has been determined not to have a significant environmental impact and is exempt from the provisions of CEQA. Any interested person may attend the meeting and be heard or present written comments to the Commission. According to Government Code Section 65009, if you challenge the Commission's action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City, either at or prior to the public hearing. By Laura Coleman Beverly Hills Bronte Henfling, 8, has been awarded a $1,000 scholarship toward higher education by Kohl’s Cares Scholarships Program as a result of her volunteerism. Prompted by her love of reading, Henfling collected more than 1,000 children’s books and donated them to underprivileged children and area homeless shelters. She is one of nearly 200 youth volunteers awarded scholarships this year through the department store chain for her philanthropic efforts, and was one of only 10 children from the Los Angeles-area chosen from more than 35,000 nominees nationwide for making a positive impact in their local communities.

CHLA Emergency Department 1 of 9 In U.S. To Win Lantern Award Susan Cline, RN, could barely sit still, as she waited for two weeks to surprise the Children’s Hospital Los Angeles (CHLA) Emergency Department (ED) team with news that its application had resulted in it being awarded a Lantern Award from the Emergency Nurses Association (ENA). This year, 38 applications were submitted and only nine awards were given to EDs across the nation for outstanding performance. The award recognizes the department’s leadership, advocacy, education and research initiatives. “I am extraordinarily proud of the ED Team—this award is so well deserved,” Cline shared in her email to senior leaders. UCLA Health System Named Among Nation’s ‘Most Wired’ For the first time, the UCLA Health System and its hospitals have been designated among the nation’s “most wired” institutions in recognition of their implementation and use of information technology in their health-care delivery systems. The annual “Health Care’s Most Wired Survey,” sponsored by Hospitals And Health Networks magazine, measures a hospital’s level of adoption of information technology (IT) relative to other hospitals and health systems. The survey data is distributed, collected and analyzed by Health Forum, an American Hospital Association company, that develops industry-standard benchmarks for IT adoption. On Cell Phone Addiction, Avoiding Lying To Yourself Q. Dear Dr. Fran: I wanted to reach out to you and see if you would be able to offer some professional insight on cell phone/smart phone addiction. My questions are: 1) How can you tell the difference between someone who checks their phone regularly (job-related e-mails, breaking news content) to someone who is an addict? 2) Why do people often reach for their phones when they’re in a public setting and don’t know anyone around them? 3) What would you say are the common warning signs to look for in someone who suffers from a cell phone/smartphone addiction? Walter J. A. Dear Walter: Cell phones are addictive in the same way slot machines are. The immediacy of response, gratification, and excitation combine to make the user want more and want more now. When contact with your cell phone takes the place of human-to-human contact, you know you’re in trouble. Many parents complain that when they take the family out to dinner their teens are constantly on their cell phones and not relating to their families at the table. Parents need to set clear limits and not be afraid to retrieve cell phones when they are prohibited. Cell phones are an antidote to loneliness. People reach out to their cell phones in a public setting when they don’t know anyone so they don’t have to feel the pain of loneliness and isolation. It is not simply rudeness. It is out of discomfort. Here are some of the warning signs to look for in someone who may suffer from cell phone addiction: impulsivity, rapid

Sounds like this could be a chance to be brave and face some painful truths. You will emerge stronger. People skills can be honed, but you must first acknowledge and accept that perhaps your personality style and sense of humor is out of the box or too quirky. Take

Here are my tips for keeping yourself on track and avoiding lying to yourself. • Commit to the belief that obstacles and disappointments in your life are opportunities to grow. • Do not try to sweep away, avoid, or protect yourself from wrestling with a challenge on your own. • Be brutally honest with yourself and own your feelings. • Define your boundaries. Know where your comfort zone is and be prepared to clearly and kindly articulate this when someone crosses the line. • Work on expressing anger when you feel it in the moment. Don’t be afraid to say it. It’s much better to be a straightshooter than a dishonest person. • Don’t be afraid to say: “I don’t know.” You can always come back and answer later but you can’t erase a lie told. • Always be curious and open enough to look within, becoming more self-aware. • Be kind and nice to others. • Do not strive for perfection. Be “good enough.” • We cannot shield ourselves from hurdles. The best we can do is give ourselves coping skills to deal with all that will come our way. • Praise every increment toward your own independence and take pride, as you should, in growing outward into the world.

According to a statement released Tuesday, Metro reviewed Kenney’s findings and concluded there is “no new information to support changing the location of the Century City Station from Constellation Boulevard to Santa Monica Boulevard.” The Constellation Boulevard station requires tunneling underneath Beverly Hills High School. The Santa Monica station does not. Kenney Geoscience’s report, detailed in the May 17 edition of The Courier, finds that the entire stretch of land between Avenue of the Stars and Century Park East contains no active faulting, making it a safe location to build a station. Kenney identified 11 possible active faults on or across Metro’s favored Constellation Station stop, set to be constructed on property owned by JMB Realty of Chicago. Kenney’s data, submitted to the California Geological Survey, relied on new trenching data from the excavations of the BHHS campus, 1000 Santa Monica Boulevard and reexamination of Metro’s own core samples. Kenney told The Courier Thursday that Metro appeared to misinterpret his revised map released in May. “I think Metro is presuming that my map should be interpreted as fault activity and it should not. It’s more of a guideline to understand the local structure, where faults might trend and potential areas where faulting might be similar,” Kenney said.

I also clearly say in the last sentence of my report that further studies need to be done to satisfy California guidelines,” Kenney said. “Metro behaves as if they fully understand the fault system. I approach it as I’m basically saying, ‘Hey we just started studying this thing, leave your minds open and do additional research. Don’t be so quick to jump to conclusions.” Kenney said that the area is “poorly understood” and requires much more research to be done. “I don’t see how they can dismiss Constellation Station based on the data I’ve reviewed.” Metro’s studies have stated that a fault must be considered “active” unless proven inactive. Under that rule, the faults discovered by Kenney Geoscience on or across Metro’s Constellation station are all to be considered “active” until proven otherwise. Kenney said he had only had time to briefly look over Metro’s rebuttal and would be crafting a more detailed response in the coming days. Dr. Miles Kenney has more than 20 years of professional geotechnical engineering and environmental experience. A large portion of portion of Kenney’s geotechnical expertise and research history includes Basin and Range extension, Paleozoic platform deposits, faulting in the Coachella Valley, slope evaluations, geologic mapping, cross-sections and the development of the San Andreas Fault System. Kenney was a Geology lecturer at San Diego State University from 1999-2005.

Saban Theatre To Present Staged What She Was Eating’ In New One-Woman Show Reading Of Holocaust Drama Actress and long-time resident Renée Taylor has been on hundreds of diets. She recounts her lifelong relationship with food and stirs in anecdotes about her life and famous people she’s met and worked with in her hilarious new one-woman show My Life On A Diet, now playing for groups at the Working Stage Theater, 1516 N. Gardner St. in West Hollywood. (Call 888932-0012 for information) The show is the outgrowth of her same titled book (with the subhead Confessions Of A Hollywood Diet Junkie), published in 1987. Some people remember events in their lives by what clothes they wore. Taylor remembers by what diet she was on and what everyone else was eating. It all began for Taylor, when

her mother, a frustrated actress herself, became convinced her daughter would be a film star. She even Renée Taylor named her after Renée Adorée, because she thought her baby looked exactly like the French silent-film star. “I was built like a sugar cube,” recalls Taylor, so her mother, a health and fitness fanatic, cut out columns by Photoplay’s “Sylvia of Hollywood”— who wrote about movie stars’ diets and exercise—and pasted them around the house. She was on her first diet at 11; and then onto the next pop-

ular trend or fad. Though she’s found success as a comedienne—”it was easier to get a job”—Taylor started out as a dramatic actress and found her “spiritual home” at Lee Strasberg’s legendary Actors Studio in Manhattan. There she encountered the likes of James Dean, met Marlon Brando, studied with Marilyn Monroe and began her lifelong study of what her beauty icons ate. “I thought if I ate what they ate, I’d be beautiful like them,” Taylor relates in her show. Monroe’s secret? Grapes, Taylor reveals. “She said she had a sweet tooth and ate grapes of every color—often frozen. And she took baths in Vaseline; her skin was translucent, like a peach. So I ate grapes and slipped out of the tub.” When she met Joan Crawford, she learned Sylvia had prescribed raisins for the latter’s iron deficiency. So Taylor ate raisins. Grace Kelly’s diet secret, she learned, was yogurt chased by lots of water. The play incorporates slides to show the makeup of the diets‚ some of them dangerous. On The Last Chance Diet, followers drank two ounces of liquid protein three times a day, until reports of deaths began to trickle in. “I read that in the paper and I called my friend Lainie Kazan who was on it with me and told her we had to get off it. Big Band Of Barristers Sets Disney Hall Concert For July 20 “Gary Greene and His Big Band of Barristers” is busy preparing for its upcoming Walt Disney Hall concert on Sunday, July 20. Actress June Lockhart has taken on a new role of spokeswoman or “band chick,” as she has been lovingly dubbed by the group—a “big band” comprised of L.A. lawyers—many of whom actually played with Tommy Dorsey, Count Basie and the Glenn Miller orchestras.

“I was there in December 2011, when Beverly Hills attorney Gary Greene brought 17 of his colleagues together for the first rehearsal,” said Lockhart. “I simply fell in love with the group. And, I wasn’t the only one.” During the rehearsal at a member’s home, neighbor and actress Diane Keaton, was walking by. “The door was open and hearing the wonderful music, she stopped in and sat on the sofa next to me as they played their heavenly music,“ recalls Lockhart. With only two more rehearsals, the group debuted in January for the Radio and Television News Association’s Golden Mic Awards dinner. This was followed immediately by others for the BH Bar Association and the Association of Southern California Defense Council, before entering and winning its first competition. That left turn lane turns into an alley between Rodeo and Beverly Drives, an alley often used by both customers and service trucks for the street’s various merchants. Removal of that turn lane, according to the Rodeo Drive Committee, would prove a major hardship for Rodeo Drive merchants, 50 of whom signed a petition opposing the proposal. Many spoke out against the proposal at Thursday’s meeting. “This is totally and completely illogical for an additional three parking meters,” Rodeo Drive Committee President Jim Jahant said, before pointing out that trucks would have to make four to five more turns than normal to get to the alley. The request comes from Sunny Sassoon, partial owner of a commercial building on South Santa Monica Boulevard which claimed it would benefit from the additional three park-

The commission, however, saw the potential conflicts too great to ignore. “The merchants, building owners and patrons served by this alley are a large population of folks that would be significantly inconvenienced,” Commission Chair Alan Grushcow said. “It defies credibility that the addition of three parking meters is going to have any material effect whatsoever on the merchants of those buildings.” Grushcow said it would make more sense to reexamine the four parking spaces Sassoon’s building currently has and that an effective solution may be shortening the parking time. Currently, the spaces are primarily 1-hour parking throughout the day. According to Director of Parking Operations Chad Lynn, three new parking meters would yield Beverly Hills approximately $15,000 annually. Not including City staff time, the City has already paid $6,083.14 to Fehr & Peers Transportation Consultants to conduct a feasibility study on implementing the proposed additional parking meters, which would require the permanent removal of the left-turn lane serving the alley west of Beverly Drive.

In honor of Meehan’s gift, the landmark Beverly Hills Post Office, which has been undergoing extensive preservation, will bear the name of Paula Kent Meehan. The historic building is currently in the process of being transformed into a flexible 150seat Studio Theater, a theater school for young people, café and gift shop. “Paula has always been a visionary and as one who has lived and worked here for many years, she fully appreciates the importance that this project will mean for generations to come,” said Jerry Magnin, Chairman of the Board of the Wallis Annenberg Center for the Performing Arts. Nederlander “on a completely out of tune piano.” “I’m thinking the Actors Fund is really onto something here with this lobby series concept. I can see taking it on the road,” said Frank. In 1999, Wildhorn became the first American composer in 22 years to have three shows running simultaneously on Broadway: Jekyll & Hyde (with four Tony nominations), The Scarlet Pimpernel (with three), and The Civil War (with two). Talks Books Don’t ask Roger Lefkon, author of The World Is A Really Scary Place: Confessions Of A World-Class Phobic, to step on a crack, it might just be one of his phobias. You know “break your mother’s back”? What are some of his phobias and how has he kept friends when one of his fears, after fear of failure, is making new friends. How funny to read under “Everyone is Afraid of Something” is “Fear of Being Bugged.” In another era, the government would want to know why and when did he become afraid? A few weeks ago, he should have alerted the Homeland Security folks who might have used this information. Oddly enough some of his phobias are not unique. Who hasn’t had a fear of reunions— especially high school reunions. And family reunions during the holidays, with the big shots who belong to the best clubs and have a second summer home. Who hasn’t had a fear of law officers when they shine their lights on your car and that eerie voice says: ”Pull over and keep your hands on the wheel.” To all of his fears, universal as they may be, Lefkon adds a humor

twist. I can’t share his fear, under authority figures, of a proctologist, but I do fear making a decision on buying a new car. His writing on buying a new car brings back memories of the late Robert Benchley or the mind of Woody Allen. Unless you are age 15 or younger, you can skip his fear of technophobia and Smart Phones. Even if you ask that juvenile to write down their explanation, you won’t be able to read their hand writing. Then, like Howie Mandell and a few others, there is his obsessive fear of germs or as he writes: “I also make a point to never touch a faucet, hand dryer, or ATM button without first slipping on a pair of surgical gloves.” Heaven help the hospital that his doctor sends him to and the prescription drugs he has to take. As for death, he most likely will refuse to go. I have noted that we all share some of his fears, phobias and mishegas, (fear of misspelling foreign words) but Roger Lefkon wins “Best All-Around Camper for Phobic Fears” and the main question is how does his better half—Phyllis Klein—cope with him? Roger, by the way, was a long-time television writer/producer in New York, a former top executive with Merv Griffin Entertainment, and has contributed numerous phobia columns to The Courier. BEVERLY HILLS’ LOBBYISTS Every level of government has paid lobbyists who are hired by special interests in order to influence government policy and new legislation. In Beverly Hills, these lobbyists are called “legislative advocates.” In recent years, many of our former mayors have become paid lobbyists after they are off the City Council. However, anyone can become a lobbyist subject to registering at the Beverly Hills City Clerk’s office. Thus, other registered lobbyists in Beverly Hills are mostly attorneys and some private citizens, all of whom know what they can and cannot do, but some choose not to follow the rules because they think they are special. Much of the lobbying efforts are behind closed doors and not in view of the public. Therefore, to be effective for clients and in order to generate new business, a lobbyist must have strong relationships with City officials, including City staff and current decision makers. This is why many special interests favor our former mayors who seem to have unlimited free access to City Hall with favored treatment, unlike our residents. Currently, former Mayor Steve Webb has been lobbying for a Beverly Hills landlord named Sunny Sassoon. Mr. Sassoon owns four small retail shops on the north side of South Santa Monica Boulevard between North Beverly and North Rodeo Drives. Mr. Sassoon wants the City to add three new metered parking spaces in front of his property. The problem is that the three parking spaces can only be added if the City restripes South Santa Monica to eliminate the left turn lanes for westbound traffic on that street into the southbound City-owned alley between the 400 blocks of North Beverly and North Rodeo Drives. (See June 21’s Courier story entitled “Will City Block Access to Rodeo Drive Stores?”). However, Mr. Sassoon’s property already has adequate parking, including two-hour free parking at the City’s D lot, Crate & Barrel, plus parking in the City lot immediately adjacent to the north of his property. Left turn lanes into the southbound alley between South Santa Monica Boulevard and Brighton Way behind North Rodeo and North Beverly Drives have been used by thousands of tenants, customers, and delivery vans since the day my grandfather acquired what is now the Brooks Brothers’ property on North Rodeo more than 100 years ago. This alley is used daily by approximately 900 vehicles which transport many hundreds of millions of dollars of goods and services to Beverly Hills customers. These sales also generate hundreds of millions of dol-

lars of tax revenue to our City. After Mr. Webb was retained and made his request to our City staff, the staff commissioned an “independent feasibility assessment study” at a cost of approximately $6,000 to the City. The study concluded that there have been no accidents caused by the left turns into the alley, contrary to what Mr. Webb has claimed. Also, the report states that left turn lanes are legal in accordance with the California Vehicle Code, also contrary to what Mr. Webb has claimed. I was present when he said that he was not a lobbyist at a meeting of the Government Affairs Committee at the Chamber of Commerce, even though Mr. Webb is registered as a “legislative advocate.” When word spread about Mr. Webb’s lobbying efforts and that the City’s Traffic & Parking Commission was actually considering this bad proposal, affected merchants and property owners, including this author, became outraged. The Rodeo Drive Committee, which is made up of some 80 retailers, landlords and hotels, sent a letter to the City Manager stating that “tenants and landowners in the area are in total opposition to the measure.” The City also received countless letters from tenants and landlords. Only two tenants–tenants of Mr. Sassoon– are in favor of this measure. The opposition does not want more traffic on North Beverly Drive, Brighton Way nor North Rodeo Drive, and also does not want to be inconvenienced for the benefit of only one landlord, one lobbyist, and two tenants. To learn more about Mr. Sassoon’s proposal, I had my attorney obtain all of the documents in the City’s file on this issue pursuant to a Public Records Demand. After the City produced the documents, we learned that Mr. Webb was afforded special treatment in that he was given advice by staff. In addition, Mr. Webb received opposition documents without making a written Public Records demand, which is required by the City for the general public, including residents. The Traffic & Parking Commission will have met on this issue yesterday. Rather than deny the request, the commission is expected to kick the can down the road with the final decision to be made by the City Council. The bottom line is that one landlord and his paid lobbyist have wasted too many hours of paid staff time and scarce City resources. Editors Note: On Thursday morning, the Traffic and Parking Commission voted unanimously against the proposal that would add three parking spots and remove the left hand turn lane. The proposal could still go before the City Council, but only by appeal from the applicant.

For some, it is the soggy tabloid mess they throw away after the gardener has drenched it while watering. For others it is the eagerly awaited weekly peek into personalities and reports of our little urban island completed surrounded by greater Los Angeles. We look for the stories and images of our neighbors. We scan the row of locals whose birthdays and politics cannot be found elsewhere. We learn the identity of our neighbors and read their letters to the editor which tell us much about what concerns our neighbors behind their closed doors. We come to know which of our neighbors take a close interest in what is happening in our schools and businesses. Some names become well known to us because we see their faces in the row of birthdays of the week. What will happen to the extension of the planned subway from downtown L.A. and whether or not it will affect the Beverly Hills High School. The Courier is the place where the arguments about such developments can be aired. The Courier is the place where Publisher Clif Smith can take editorial stands, Janet Salter can display her witty cartoons, and even I get a opportunity to express my opinions. We are truly privileged to have such a local newspaper. So, if your copy gets wet for some reason, do dry it again
