By Laura Coleman It was love at first sight for Bernard and Judy Briskin, who met as newly single parents through their school-aged children attending Hawthorne. Like so many people of the day, both purchased homes in the City during their first marriages for the excellent schools and to become part of the tight-knit community. But it was pure serendipity that led them to each other. “We’re so lucky,” said Judy. “There’s not a community that is like Beverly Hills.” The philanthropic Beverly Hills couple, whose five children all went to Beverly Hills schools, recently celebrated 43 years of marriage. The draft MND was circulated July 31-August 20. The City received many comments. Though the vast majority were in support, some, including those from local synagogues, oppose the dog park. By Victoria Talbot On Thursday, the Planning Commission recommended changes to a Mitigated Negative Declaration (MND) for plans to renovate the L'Ermitage Hotel. The renovation includes modifications to the rooftop venue that involves noise and increased usage weekends and evenings. Some residents nearby have expressed concern.
The hotel is a multi-family residential zone, with condominium buildings on either side of the building. The renovation project involves several modifications that will include the addition of an external elevator from the street to the rooftop, moving the existing seating area without increasing seating, upgrading the mechanical equipment (see ‘L’ERMITAGE’ page 22)

‘Literary Feasts’ Brings Bestselling Author Michael Connelly To Beverly Hills By Matt Lopez Literary Feasts, a celebrated event amongst the Los Angeles Community for the better part of the last 18 years, came to Beverly Hills to celebrate bestselling author Michael Connelly (Lincoln Lawyer) and the release of his new book, The Crossing. The evening’s 24 guests was hosted in the beautiful Beverly Hills Paul Williams Monterrey Colonial home of Stuart and Louise Korshak, along with Ali Kasikci (regional managing director of Belmond North America, Mexico and the Caribbean, and longtime supporter of The Council of the Library Foundation), and his wife Donanne. Guests mingled with Connelly and enjoyed treats from two of Belmond’s iconic U.S. properties, Belmond El Encanto (Santa Barbara’s only Forbes Five-
Star resort) and 21 Club in New York City. To begin the evening, Belmond El Encanto and 21 Club served their halibut ceviche and steak tartare. Chef Sylvian Delpique from 21 Club greeted guests to other specialties from the restaurant, including a peppered veal carpaccio and longtime favorite Dover sole, while Belmond El Encanto’s Chef presented avocado gazpacho with cucumber and mint along with the resort’s signature dessert, the Enchanted Floating Island. The event was one of 48 dinners hosted across the area by the Council of the Library Foundation, benefitting the Los Angeles Public Library’s Educational Programs that focus on children, teens, technology and adult literacy.

Beverly Hills Traffic & Parking Commission Sets 2016 Priorities By Matt Lopez The Beverly Hills Traffic and Parking Commission looks to have a busy 2016 on the horizon and confirmed its top priorities heading into the new year at its November meeting. The commission will focus on three main topics in the new year, all of which have been deemed top priorities by the City Council. Those topics include Santa Monica Boulevard Reconstruction & Traffic Mitigation plans, Metro Purple Line Extension coordination and Moreno Drive
Traffic Mitigation. “The reality is, we’re going to have our hands full with Santa Monica reconstruction and mitigation,” Commission Chair Lester Friedman said. Also at its meeting, the commission OK’d a resident request to bypass a resident-initiated petition for a City-initiated process to modify the existing Monday-Friday 8 a.m. to 6 p.m. permit parking regulations in the 100 block of Moreno Drive. The potential change would add Saturday to the parking restrictions.
Former Publisher Clif Smith Takes On Metro For BHUSD On Pro Bono Basis By Laura Coleman On Thursday, a smaller local publication wrote of The Courier’s former publisher Clif Smith: “Smith has a new job: appellate attorney for the BHUSD (Beverly Hills Unified School District) in their losing Metro case.” “As usual, the [Beverly Hills Weekly] gets it wrong,” Board of Education President Brian Goldberg said. “Clif Smith is providing services to the board pro bono so we can exhaust all our remedies in preparation for our eminent domain case.” Smith is licensed to argue before the California Supreme Court, and the board unanimously opted to retain Smith as cocounsel to Murphy & Evertz on the BHUSD/Metro case to work on a possible Petition for Review to the California Supreme Court.
According to Smith, fewer than 10 percent of such petitions are granted. Although Smith specializes in mergers and acquisitions, Goldberg said that bringing Smith on as the principal attorney to prepare the petition was a skillful move. Smith approached the district and offered to represent them pro bono in its final efforts to sway Metro from running a subway tunnel under the high school after the Court of Appeal ruled on Oct. 22 that it was affirming the trial court’s denial of the City and school district’s joint challenge to the environmental review of the Metropolitan Transportation Authority’s Westside Extension (Purple Line). Smith said that whatever future role he might take with respect to the Metro case would be left up to the Board of Education.

By Laura Coleman In an effort to give guests a truly exclusive experience, this month Luxe Rodeo Drive Hotel scrapped its curbside restaurant and interior bar in order to create a sleek new Residence Club Lounge, which is slated to open Jan. 1. Luxe General Manager Adam K. Sydenham said the forthcoming bespoke experience that guests can expect (a $35 per person room surcharge will be added to the bill) will complete the quintessential “Rodeo Drive experience” for those who stay in one of the hotel’s 88 rooms. “Our new Residence Club will set up a guest experience that can only be found on Rodeo Drive in Beverly Hills,” said Luxe Hotels founder Efrem Harkham. The club is intended to give guests a “members only” feeling in a modernday boutique hotel where guests can
relax, gather and converse over a selection of beer, wine and spirits, and innovative food offerings. In addition to breakfast, guests will be able to enjoy a lunch and dinner tasting created by Chef Olivier Rousselle, as well as drinks from the house bar from 5-10 p.m., all of which is included in the surcharge. Varying daily, evening tastes will consist of crostini, artisan sandwiches and seasonally-inspired salads. Afternoon fare will include house-made dips, chips and seasonal chilled soups. Sydenham said guests would be able to arrange for their visitors to purchase $35 guest passes to join them for the experience. But if you’re a local resident or business person, he said the notion of offering a club membership is currently still being discussed. Visit www.luxehotels.com for more information.

ARTS & E N T E RTA I N M E N T Jewish Women’s Repertory Company To
Present Fiddler; Locals Producing, In Cast Long time resident Neely Margo Irwin is finally getting to play Tavey. She stars as the beleaguered milkman in the Jewish Women’s Repertory Comapandy (JWRC) Neely Irwin upcoming production of the classic musical Fiddler On The Roof next weekend at the Nate Holden Performing Arts Center. It’s been a childhood dream, she says, since she saw BHUSD GATE teachers Gary and Diana Gordon in the play. “It opened my musical theater eyes, “ she says and Irwin went on to take part in performances at Beverly Vista and BHHS. Another long-time resident, Margy Horowitz, “a frustrated performer,” she says, founded the group in 2005 after hearing about a similar goup in Chicago that “performed plays exclusively by women for women.” Active in the Jewish community, Horowitz was aware of the orthodox restriction against a man listening to a woman sing. “A lot of women in that community are fantastic performers who have no outlet for their talent or way to express themselves artistically. And this is a safe environment.” So the company officially began with a production of The Mikado in
BHHS Salter Theatre. It was in public domain so there were no licencing fees, Horowitz got kimonos from eBay and accompanied the performers on the piano. The group outMargy Horowitz grew the school’s Peters Auditorium and now fills the 400-seat Holden Center. Horowitz now rents sets and costumes and has sound and lighting techs, the only men allowed (plus boys under bar mitzvah age) because they are working. A program downloaded to her laptop and connected to the theater sound system allows her to simulate a full orchestra. “People are always surprised that our shows are so good,” Horowitz says. A production of Les Miserables (sans the turntable) had an especially memorable Jen Valjean and Javert, Horowitz reports. The shows make enough money each year so the JWRC can support the Family Violence Project, a program of the Jewish Family Service of Los Angeles. “It’s important for us to support a battered women’s shelter that helps women in need,” Horowitz says. Irwin, who previously was Cinderella’s stepmother in In The Woods, is trilled to be playing “an icon of the theater,” she says. “When Margy announced (see ‘FIDDLER’ page 16)

Diabetes Awareness Vital For CHLA Doctor, Patient During National Month, And Always November as National Diabetes Awareness Month has even added importance for Dr. Jamie Wood, medical director of Children’s Hospital Los Angeles’ (CHLA) Comprehensive Diabetes Center, and patient Vivian Bui. At any given time, Wood reports there are approximately 2,000 children in the center; about 1,700 with Type 1, an autoimmune disease where the body attacks and destroys the cells in the pancreas that produce insulin, and 300 with Type 2, associated with obesity, a sedentary lifestyle and insulin resistance. And incidence rates are increasing Wood says, with a study showing a 20-percent rise in Type 1 and 30-percent rise in Type 2 over eight years. An authority on Type 1 diabetes, she urges parents to be aware of symptoms including increased thirst and urination, weight loss, fatigue and bed wetting in children who had stopped. “If a child is experiencing flu like symptoms of vomiting and dehydration, it could be diabetes,” says Wood. Awareness is vital, Wood says, “because we’re seeing some very, very sick kids and some are
dying.” Undiagnosed and untreated, the result can be diabetic ketoacidosis “where blood sugars go very high and the blood becomes acidic,” she says. Dr. Jamie Bui, now Wood 15 and attending Francisco Bravo Medical Magnet High School near USC, was diagnosed at 10, when her mother became concerned about her being tired all the time and “too skinny.” Now Bui’s one of the many patients who must monitor her blood sugar eight times a day, count all the grams of carbohydrates she eats, give herself insulin and adjust the amount relative to how much food and exercise she gets each day. Bui has benefited from options and advances in treatment like the insulin pump she carries her back pocket. “I make people guess what it is,” Bui jokes. “A lot of people think it’s an MP3 player.” If Wood and other doctors continue to work in the field, patients could see an

City Seeks New Vendor For La Cienega Park Snack Bar By Victoria Talbot The City of Beverly Hills is looking for a vendor to operate the snack bar at La Cienega Park. The snack bar was opened in February 2012 with Delicious Snack Company, serving hot and cold foods seven days a week. The lease was terminated, effective Sept. 1. Sales were not sufficient for owner Dean Joffe to recover his investment in improving the location and continuing to operate the snack bar. In May 2014, the City Council approved a restructuring of the rent from a flat fee of $666.66 monthly to 10-percent of monthly gross sales, but Joffe was still unable to recover $20,000 in permits, improvements and fixtures. The City paid $5,000 to repossess the space and
retain the equipment. Now, the City is seeking a new vendor to fill the space. The snack bar is located between the children’s playground and the ball field, and peak hours of operation are 4-9 p.m. weekdays, and 8 a.m.-5 p.m. on weekends. The space includes a grill, refrigerator, soda fountain machine, fryer and other amenities. A small area in the front serves as outdoor seating. Currently, a remodel of La Cienega Park and Community Center is under consideration, and the City is actively seeking community input on the matter. Interested parties should contact the front desk at the La Cienega Park Community Center, 8400 Gregory Way, or call 310-285-6810. THE BEVERLY HILLS DOG –Sir Monté de Blanc, a MinPin that belongs to Beverly Hills attorney Tamara Kurtzman, lives in his own castle. “Nothing in the marketplace came close to my vision of a proper house for Monté,” said Kurtzman. “It seems I would need to build it myself.” The 34-year-old business strategist is known for creative problemsolving and her love of Monte Blanc pens. Handcarved panels of distressed wood covered in thin layers of cement to look like stone, custom stained-glass windows, a night light and a castle flag with a coat-of-arms completed the project. Kurtzman’s law firm reflects the out-of-the-box thinking, having raised more than $100 million for clients from equity and debt financings.

That was a very, very ripe period for sociological songs.” Weil, a born writer, said she knew that first time she set eyes on Mann in 1960 that he was her future.

Fifty years ago, Bernie’s mother was a founding member of the Women’s Guild, with which Judy subsequently became involved (later serving as president) after marrying Bernie. “During the time of our involvement, Cedars-Sinai has grown from a local community based hospital to a state of the art, renowned institution,” Judy said. “For us, being part of that transition has meant staying proactive — rolling up our sleeves and doing whatever we can to help build an even better medical center for our community at large and future generations.” In addition to Cedars-Sinai, the Briskins have established themselves as important benefactors at Temple Israel of Hollywood, The Jewish Federation, The Los Angeles Jewish Home For The Aging, and The Venice Family Clinic, in addition to supporting many other worthy causes and organizations. Through educational Cedars for support in his battle against Multiple Myeloma. Recently, the Judy and Bernard Briskin Family Foundation gave a gift to launch the new Judy and Bernard Briskin Center for Multiple Myeloma Research at City of Hope. Originally born in New York in 1924, while still an infant, Bernie’s father moved the family out to L.A. for the motion picture business, where he served second in command in charge of production under Harry Cohn. Bernie said he never “felt the calling” to go into show business, but he was drawn to commerce and he had a keen eye for the state of world affairs. As a youngster, Bernie attended Black-Foxe Military Institute in L.A., then went on to study at Fairfax High School for 9th grade before going to a New England prep school. For his senior year, Bernie enrolled in Beverly Hills High School (class of 1943) using his uncle’s Beverly Hills address in order to qualify for residency. “It was the beginning of World War II and I knew I was going to go into the service,” he recalled. Starting in December 1942, he went on active duty in the Marine Corps, serving at Camp Pendleton and then later the Marine Air Base in Santa Barbara during his 33 months in the service. He went on to graduate from UCLA in 1949 with a degree in business administration before spending the next decade working as Norton Simon’s assistant where he was charged with oversee-
ing several companies, including the Ohio Match Company. Eventually, he went on to become the president of Arden Group Inc., the holding company for Gelson's Markets, among other businesses. He retired just last year and along with Judy (also recently retired) continues to focus on giving back. Judy, an L.A. native, first moved into Beverly Hills when she was 18 and a student at UCLA. Judy still recalls vividly just how small of a town Beverly Hills used to be: “I remember the five and dime store and eating at the counter; parking bikes on the street, never locking anything; front doors were always open; we never locked the car door.” Judy graduated from UCLA with a degree in Fine Art. However, it wasn’t until “landmark Beverly Hills realtor” Stan Herman came to her house in preparation of selling it that her true career path began to bloom. “He came to the house and asked who had decorated,” she recalled. “From then on, I became an interior designer.” Judy went on to work for Herman, his clients and scores of locals, creating peaceful interiors that she describes as both formal and intimate. “We believe in Beverly Hills and we love the area and we feel very fortunate that we’re able to live here,” she said. ”We feel we have to give back and that’s why we’re so philanthropic.”

Beverly Hills High Football Team Loses Season Finale To Culver City By Matt Lopez Early on in last Friday night’s 2015 season finale for the Beverly Hills High football team, it looked like the Normans might end the season on a high note and play spoiler for Ocean League champion Culver City. That’s when things got out of control. Leading 6-0, the Normans were threatening to go up by two scores, but an 18-play drive spanning nearly 10 minutes was cut off at Culver City’s 3-yard-line when Jake Wolken threw an inter-
ception. Culver City, looking to clinch the Ocean League title, jumped on the mistake and never looked back, scoring 41 unanswered points to end Beverly Hills’ season with a loss in a 41-6 game. Beverly Hills led early on a Joe Kolko 3-yard touchdown run, but were unable to recover from the second quarter mistake. Culver City scored twice in the second quarter to take a 14-6 lead into halftime, then scored two more touchdowns
in both the third and fourth quarters to effectively pull away. Kolko led the Normans offensively with 17 carries for 58 yards and his touchdown. Rashad Ysaguirre ran 11 times for 31 yards. At quarterback, Wolken completed 9 of 20 passes for 126 yards and an interception. The Normans, who ended the season 1-9, were unable to stop Culver City quarterback Bryce Lewis-Wolfe, who threw for 250 yards and three touchdowns.

investigations and ultimately, rejections of potential sites, the City pursued this site. Across the street, the Amanda Foundation has been in that location for over thirty years. Dr. Ships Animal Hospital has been in that location since 1924.The Beverly Hills Small Animal Hospital has been in the same location next door since the 1930s. The area also once housed the City’s horse stables. The project proposal includes the demolition of the asphalt surface, toxic soil excavation and mitigations, and the construction of an off-leash dog park with basic amenities. It is expected that the halfacre project will be divided into a small-dog park and a large-dog park. There will be a few benches, bag dispensers, shade canopies and water fountains. The dog park has taken shape through several public meetings held by the Recreation and Parks Commission. The lengthy meetings meticulously examined the original draft MND and public comments, especially those by Rabbi Pini Dunner of Young Israel of North Beverly Hills (YINBH), who led the opposition to the park. The final recommendations to the City Council, which will be reflected in the
final draft MND on Thursday, include several conditions to mitigate noise respect the sanctity of the synagogues. The area comprises the corner furthest from YINBH, and, the entrance to the proposed park will be on Foothill Road, away from the synagogue. A wall will be erected between the dog park and the eastern side of the property as a noise barrier. Nevertheless, Rabbi Dunner insisted the dog park be closed on their sabbath and on Jewish high holy days, which many residents objected to. The Final MND will reflect all of the public comments, and all of the recommendations. It will be presented as an agenda item at the Nov. 17 City Council meeting for their approval. Depending on that approval, City staff will then seek direction about seeking Requests for Proposal from potential contractors to complete the mitigation and build the park. “I am thrilled that the council unanimously supported our community’s long awaited dog park,” said Councilmember Bosse. “I look forward to our meeting to address the negative mitigated declaration and design components for this exciting addition to our community.”

The hotel is also seeking modifications to the operational requirements to allow the hotel to use the remodeled rooftop and ground floor dining areas until midnight Sunday-Thursday, and until 2 a.m. on Friday, Saturday and evenings preceding holidays. Models from the architect show that the existing canopy would be removed, and the glass shield would resemble a “mansard” roof. However, planning commissioners expressed concerns about noise mitigation from the shield. “It is a residential neighborhood,” said Commissioner

The exterior elevator would run only from the street to the rooftop. Currently, guests use the elevator inside the hotel. “I have concerns over the pooling outdoors, with 1-200 people congregating to wait for valets,” said Commissioner Howard Fisher, pointing out that the numbers would increase to 3-400 during awards season. “I am going to see noise testing on an ongoing basis.” Chair Alan Robert Block said that concerns over noise, outdoor elevators and stronger requirements for the glass shield and parking mitigation must be addressed.
Lori Gordon. “That is different than other hotels in Beverly Hills.” Gordon expressed concerns about the affect of noise on residents. “For me, the request that two additional events during awards season, and 12 additional events during the year on non-weekend nights is a nonstarter. I would go so far as to limit parties that go beyond 10 p.m. Fifty-two events to midnight or 2 a.m. is too many.” “The whole premise of the noise calculations is flawed,” said Commissioner Craig Corman, who asked that the developer come back with another study, taking into consideration several technical irregularities in the materials given to the commission. Of particular concern was the valet parking. Commission-

State law requires that the names of contractors applying for prequalification status shall be public records subject to disclosure, and the first page of the questionnaire will be used for that purpose. All questionnaires are scored using a Board of Education rubric, which is available upon request through the Planning and Facilities Department 241 Moreno Drive, Beverly Hills, CA 90212, at (310) 551-5100, Ext. 2390. Requirements Prime Contractors and Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the Work called for in the Contract Documents. The Contractor and all subcontractors shall comply with the requirements set forth in Division 2, Part 7, Chapter 1 of the Labor Code. The District has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which this work is to be performed for each craft, classification or type of worker needed to execute the Contract. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are on file at the District, and are also available from the Director of the Department of Industrial Relations. Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered with the Department of Industrial Relations (DIR) and qualified to perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. Effective January 1, 2015: The Beverly Hills Unified School District has the duty to notify Department of Industrial Relations (DIR) when awarding a contract for a public works project, using the online PWC-100 form. This requirement, found in Labor Code Section 1773.3, now applies to ALL public works projects. Publication Dates: November 13, 2015 and November 20, 2015

LETTERS TO THE EDITOR During the recent Beverly Hills Unified School District’s Board of Education election cycle, some candidates and community members made negative references to a salary formula in the teachers’ contract with the district. Unfortunately, their arguments contain inaccuracies and omit some relevant facts. It is critical for the community to have a richer context for understanding the parameters of the formula, its effect on the district budget, and the benefits to the district of having the formula. Although its critics claim the formula directs 55percent of new property tax revenue to teachers’ salaries, the reality is that it directs only a portion of this allotment to teachers’ salaries based on the teachers’ share of all salary expenditures district-wide. As a result, the actual amount realized by the teachers is much less than the 55-percent and as of July 1, 2016, the amount would actually only be 37.7-percent of new property tax revenue. In 2014-2015, out of the $59.574 million in total expenditures, BHUSD spent $24.942 million on teachers’ salaries, or 41.9-percent of the budget. Since 37.7-percent is less than 41.9 percent, the formula actually directs less money to teachers’ salaries than is dictated by proportions and the district retains the surpluses, providing an ever increasing financial cushion. The same critics contend that, in the event property tax revenues decline, the district will be saddled with inflated salaries due to the formula and thus find itself in a financial dilemma. However, this line of reasoning suggests that the only way to avoid such situations is to refrain from giving teachers any salary increases, whether generated by a formula or not, even when revenues increase. Fortunately, the BHUSD understands it would be impossible to attract and retain quality educators under such conditions and has chosen a way to lure the best and the brightest to educate its students. The district receives most of its property tax revenue based on valuations across L. A. County, not necessarily inside the Beverly Hills City limits. It should be noted that, while it is possible property tax revenue could decline from one year to the next, this is an infrequent occurrence in the county in general and Beverly Hills in particular, due to incessantly high demand for housing. From 1983 to 2015, the yearover-year net change in assessed property valuation in L.A. County has shown a decrease only four times during this 33-year period. By contrast, such valuation has increased 29 times over the same period (for a cumulative, uncompounded 202.2-percent increase). (Source: http://assessor.lacounty.gov/annual-reports/.) Another important detail some critics do not mention is the fact that the contract language stipulates that, in any year when the top teacher salary in the district is the highest in L.A. County, the formula is suspended for that year (the teacher salary schedule is not enhanced) and the district retains the entire 37.7-percent that would otherwise have been used to provide a cost-of-living increase for the teachers. Finally, the best reason for the community to support the formula is that it enhances the mission of the district to provide high-quality education by injecting stability, certainty, and fairness into employer-employee relations. The historically robust revenue source of property taxes, based on assessed valuation, provides stability and confidence for the BHUSD’s budgeting process. Both the district and the teacher can project their respective school and personal budgets without waiting in limbo for often contentious salary negotiations to conclude. The formula is fair. It leaves the district with modest, annual, compounding surpluses in the salary expenses line of the budget while simultaneously allowing teachers to share in the district’s revenue growth. The formula embodies the spirit of a team effort and leaves completely untouched the Joint Powers Agreement (JPA) revenue the district receives from the City of Beverly Hills. With this formula, the district manages to be fiscally prudent while also being proactive in recruiting and retaining quality educators, in providing an outstanding educational experience for its students, and in safeguarding the interests and expectations of the Beverly Hills community. Christopher Bushee– BHHS Science Teacher ****** The Bel-Air Homeowners Alliance (Alliance) was formed because of the ineptitude and lack of competence of the Bel-Air Association (BAA), a community organization which stopped serving the community. While monstrous homes were being built, and more than 1 million cubic yards of dirt were being removed
from the hillside–the BAA looked the other way and did nothing. When the huge home on Airole was being approved, the BAA failed to notify the entire community and attempt to remediate its impact. The first community alert mailed out was to complain about our group–referring to us as troublemakers–as opposed to concerned, capable residents motivated to bring rationality and safety to the development that was going on. All public organizations have a right to hear from their constituencies. From AARP to the NRA. supporters are galvanized to write to their congressmen to strongly express points of view–which is their constitutional right. Anyone who holds public office or has run a public company gets emails and letters from their constituency, some of which would practically singe your fingers. That's part of the price paid for having responsibility. There's one other salient fact everyone should be aware of–-the Alliance now has more than a few hundred supporters. They all have been made aware of the majority of communications to the BAA and its boardmembers and its executive director–and no one has written nor called me to say I have been wrong in my approach and strongly agree with the criticisms expressed. They all want the BAA's board replaced and a new executive director hired–one who can bring the community together. The vast majority believe it's the community that has been harassed and abused by the non-action and incompetence of the BAA and its executive director. Why did the BAA not produce an annual financial statement the last 8 or 10 years? The executive director cannot claim good governance, when the BAA board of directors consisted of five people or less–when the by-laws called for 25? Why did the organization lose its way that resulted in constant turnover of the board–and being unable to galvanize the community to participate? Why is the executive director afraid to sit in a room with us?–where's the logic in that? Having been a CEO for more than 20 years of my life, I was always willing to sit in a room with anyone–even my most difficult adversaries–he worst that happens is that you spend a few hours of your time–and in many cases, you actually clear the air and resolve issues–but that can't happen if you continually duck responsibility. The Alliance is open to all points of view–that's what keeps an organization vibrant and relevant–not stagnant and declining–which is been the BAA's arc for the last five years. When the executive director of the BAA hides in her office surrounded by three bodyguards at a community meeting instead of interacting with her constituents, then it’s time for her to be replaced. Fredric Rosen– President/CEO Bel Air Homeowners Alliance ****** Last Saturday, the LADWP Advocacy Committee meeting tackled the subject of excessive water us by some properies in Bel-Air. I am a supporter of the BelAir Homeowners Alliance and, because there was a history of LADBS lack of tracking how many construction sites and hauling routes are in our area of Bel-Air and the cumulative impact , it was determined by the Alliance to prepare a construction site survey or our own area and the cumulative impact (safety and health) these ambitious sites cause for the residents. I was part of that survey project and the reason why I have information on these sites. Personally, I am concerned about current dialogue and news articles that publicize that Bel-Air houses the top five water users in L.A.—articles that incite anger at Bel-Air residents. I am deeply concerned—in particular—about the threat of publishing names and addresses of those residents who may be using an excessive amounts of water. It would be prudent for LADWP to form a task group to approach each property in question to help troubleshoot the excessive water problem. Bel-Air has larger lot sizes and is in a hillside fire hazard area (where some areas need to remain green to protect some aspects of a property, As for what the future holds for our Bel-Air community and water usage, the City needs to carefully examine and change building codes. The permits that should be scrutinized are for those out-of-scale speculative developments that have permits for multiple pools and water features — as many as five pools for a “single family dwelling.” It is these few large speculative sites ((e.g., 901 Strada Vecchia - Mohamed Hadid) that deem it unnecessary to follow current codes and ignore LADBS directives and conditions.
