Let’s give thanks and be grateful to be involved in an industry where we have the opportunity to positively change and impact people’s lives. Planning new communities and building new homes for families is a privilege that we all have been granted by being a part of the Building Industry Association of Southern California. I would like to take a moment to thank our associate members because without you, we would not have the industry we have today. The expertise, products, and services you deliver truly makes our organization tick. Another big thank you to all the Chapters and their leadership over this past year. Also, I’m very thankful to the Governing Board for strategically guiding the direction of this organization collaboratively, with passion and commitment to effect positive outcomes for our industry. Our focus on policy and advocacy over the last few years has procured many victories as we create stronger and more strategic partnerships to help broaden and strengthen our industry platform. It seems like much more than a year ago when my letter to you, which ran under the headline “When the going gets tough, the tough get going,” concluded by saying, “We all know that 2023 will be a challenging year for our industry. It’s not our first and it won’t be our last and we know what to do when the going gets tough. Let’s stay together, be strong pro-housing activists, give our business to BIA members … and make some time for fun at BIASC and local Chapter events.”
that politics is a brutal game. So is golf. We learned that at the first annual Builders vs. Associates Golf Tournament in October, when the Associates were very, very much on the winning end. All were friends again two weeks later though, when the Building Industry Show kicked off on the deck of the U.S.S. Midway in San Diego and wrapped up with the BIS Scream and Shout party at The Shout! House in San Diego’s Gaslight District. Most of the folks I talked to said this was the best BIS ever, and I tend to agree.
So, unfortunately, I was right – it was a tough year for the industry, but in the face of the many challenges that 2023 threw us, we stayed together, we were fierce advocates for housing, we supported each other’s businesses, and through it all we had a heck of a lot of fun. To recap:
We wrapped up the 2023 BIASC calendar with the Centennial All Regional Installation Gala at the Rancho Mission Viejo Riding Park, gathering together and swearing in the BIASC Governing Board and the Boards of all our Chapters and Councils at an unforgettable speakeasythemed event. Also that evening, the first inductees to BIASC Hall of Legends were inducted. There’s more on both events inside this issue.
We started the year with a float in the Rose Parade designed by our Junior Builders – a great kick-off to our Centennial Year. The new year also marked the launch of the Builders for Better Communities Foundation, our nonprofit dedicated to supporting education and awareness programs that provide positive social, environmental and economic impacts to help shape our communities of the future. In April, the Nixon Presidential Library in Yorba Linda was the site of our Special Evening with Industry Leaders, with Randal Lewis (Lewis Management Group), Michael Battaglia (The New Home Company), Greg McWilliams (FivePoint) and others analyzing the economy and the housing market. A month later, we were at a very different venue, The House of Blues in Anaheim to honor our 2023 Hall of Fame inductees, Adrian Foley and Leonard Miller. Another successful annual PAC Gala was held in September at the Balboa Bay Club in Newport Beach, featuring superpundit Frank Luntz, who made it clear to all in attendance

The end of the year cannot pass without extending the deep thanks of everyone at BIASC to Dave Bartlett of Brookfield Residential for his excellent leadership as BIASC Board President during a challenging year. Fortunately, in 2024 our Association’s leadership will be in the very capable hands of Nicole Murray of Shea Homes, so you can be assured that with her and her seasoned and capable Governing Board at the helm, your Association will continue to represent you with strength and conviction. If you attended the Installation Gala, you saw for yourself that this excellence in leadership extends to the Boards of our Chapters and Councils. The talent pool in this industry is deep indeed! Finally, as I wish you a joyous holiday season and a prosperous and healthy New Year, I’d like to tip my hat in thanks to those who help me put this magazine together – my assistant editor, Karissa DiStefano, my production editor, Randy Carver, and my hardly-a-cub reporter, Laer Pearce.

Housing Market Forecast After weathering the storm of rising interest rates, the Southern California housing market found its footing in 2023. In fact, the first half of the year brought stronger sales than the years leading up to COVID and price growth erased much of the correction seen in the second half of 2022. Is there reason to believe the worst is in the rearview mirror? Will 2024 usher in a return to more “normal” market conditions? We think so based on the following trends: • Low new home supply: Due to a dwindling lot/ land supply and entitlement hurdles, the number of new home projects are well below historical norms. Just 474 new home projects are selling in the region, which is below the 871 average over the last 30 years and just a fraction of the 1,539 average in 2005 – 2007. There are many submarkets, particularly infill, with just a handful of new home projects selling. In addition to fewer projects, the average size of a typical subdivision has shrunk over the last few decades from about 120 homes to only about 75 today. • Tight resale inventory: As of November, there was just a 2.5-month supply of resale homes for sale in coastal markets and 3.5 months in the Inland Empire. A 4-month supply is considered typical when demand and supply conditions are balanced. Low supply has helped prevent any significant price declines in the second half of the year, despite elevated interest rates, and driven buyers to the new home market. • Interest rates have likely peaked: After rising to over 7% in recent months, rates are unlikely to go
10
any higher. With inflation cooling, consensus is that the Federal Reserve will forgo any more interest rate hikes and may cut rates by Spring or Summer 2024. Lower rates will boost housing demand and ease affordability challenges. • Interest rate buy-downs: New home builders have benefited from buying down interest rates. This gives buyers access to lower interest rates, often below 6%, than available in the resale market. However, rate buy downs come with a cost to the builder, typically in the $20K - $30K range. • Job market still strong: Households with jobs buy homes and unemployment remains low. Although there are signs the economy may be slowing and consumer sentiment is somewhat gloomy, the proverbial “soft landing” is possible which would limit job losses. However, a recession would stifle demand and negatively impact prices and sales. • Foreclosures limited: An increase in distressed resale supply has historically put downward pressure on prices. The worry of a sharp increase in foreclosure activity associated with elevated interest rates has not materialized. Although up slightly over the last year, foreclosures remain near record lows. Despite most trends being positive, there are some risks that shouldn’t be ignored: • Poor affordability: As interest rates rose to 20year highs and prices increasing 20 – 30% since 2020, affordability has dropped to the lowest levels since the mid-to-late 2000s. affordability index as of the 3rd quarter, just 11% of households can afford the median priced home in coastal markets which is down from 23 – 28% in 2020. In the Inland Empire, 22% of households can afford the median priced home down from 46% in 2020. We regard poor affordability as a “red flag” with regards to future market health. • Election year: Historically election years have brought instability in the market. Uncertain of potential economic and political policy changes, buyers tend to sit on the sideline in the months leading up to the election. Expect a possible slowdown in sales activity starting mid-year. The best opportunities will be in infill locations with limited direct competition, and affordable single-family homes in suburban and some tertiary markets. First time buyers coming out of rental apartments will look to attached infill communities where price points are more attainable. Other first-time buyers wanting a single-family home will be forced to move outside

of core locations. Move-up buyer demand will likely remain somewhat constrained as most homeowners are locked in at sub-4% rates. However, the possibility of a significant drop in rates will unlock this buyer segment. Attached casitas and ADUs have become increasingly popular at communities throughout the region. These units help solve for affordability challenges by providing space for older children, parents, or extended family members. In some cases, ADUs can be rented out for additional income. We expect home prices to rise moderately in 2024, likely in the 2 – 4% range, assuming interest rates drift down slightly and the economy does not fall into recession. Although affordability continues to be a major concern, favorable demand and supply conditions should set the table for a stable housing market in 2024. Randy Carver
Building Southern California Builder Who’s behind the pages you’re reading now? Who’s been behind every page since Southern California Builder went digital in 2020? It’s the same person who’s behind many of the most successful new home marketing campaigns in the industry – Randy Carver of Kovach Marketing. In this issue of Southern California Builder, we decided to take him out of the background and put him front and center. Southern California Builder: Randy, what got you into marketing for the homebuilding industry? Randy Carver: I attended Cal State Fullerton, graduating with a degree in communications. My first foray into marketing and advertising was in 1996, my career start was found through the OC Register want ads. (My kids ask, “What’s a want ad?”) Thru the building industry, I met Jann Rowe, who worked at Kovach Marketing at the time, and she enticed me to join the Kovach Marketing team in late 1999. The rest is history. I began as an account executive working with Shea Homes, one of Dana Kovach’s first clients, and we still enjoy collaborating with the Southern California and San Diego teams today. Over the years as Kovach Marketing grew, so did my knowledge and experience. I’ve now attained the title of VP of Client Services, which means I manage client relationships, help with attaining new business, and keep the agency’s creative and production teams unified. SCB: What does the title entail? RC: My role includes overseeing activity for all the accounts and account teams. I remain constantly active as an account manager as well who gets involved with

the day-to-day business. I love what I do because it’s relationship based, and I value my clients. We all have our jobs to do and our work to do, but when you’re working with fun people, it makes the job more enjoyable. Knowing one another boosts my willingness to bend over backwards to get things done. We’re on the same playing field with the same goal. I’m proud to say I won the 2021 Associate of the Year award at the Southern California MAME Awards, which reflects my love and enthusiasm for what I do when your peers give you such a coveted honor. SCB: What is your philosophy as you look at your clients and what they need? RC: It’s about being on the same thought level as my clients because the important part of the work is the strategic planning and forward thinking. Meaning it’s important to get ahead of your clients needs so we can guide them where they’re needed. I value being a team player with my clients and help with the needs to open, sell, and close numerous communities. Also, I like to plan ahead and look over the horizon to avoid the last-minute trap; it’s more balanced between work and personal, and I definitely want that. SCB: Tell us about the history of the firm. RC: Kovach Marketing recently celebrated its 30th year in 2022. Kovach Marketing began in 1992 by Dana Kovach and she remains actively involved day-to-day and is intent on driving the pursuit of excellence on all facets of the agency. We are based in Newport Beach and have continually expanded our work with clients nationally,

while staying current on regional markets and the goals of diverse builder and developer clients. The national reach of the agency is empowering and exciting for the entire team. SCB: Is it focused entirely on the homebuilding market, or are you more diversified? RC: We have over 35 years of specialized work for builders, developers, planned communities, mortgage companies, landscape firms, award and gala firms, and various industry trades. We use our niche positioning to enhance the success of a specialized industry segment. Kovach Marketing is well known and has wonderful clients, many of them being long-term relationships which says a lot. Our specialization and extensive, multi-market experience gives our clients access to the knowledge and foresight they need to compete and succeed in their respective business. SCB: Your agency has been very involved in BIA – tell us about that. RC: All of the Kovach Marketing account team are BIA members and go to the various events throughout the year. In addition to being members, we also work with Craig Foster and his team on the Association’s PR campaign, the BIS Show trade show, and various smaller events throughout the year such as the BITA Wine Event, providing the marketing creative, signage, and various needs on the marketing level. And of course, there’s the Southern California Builder Magazine of the BIASC. The initial digital launch was in 2020 and again, work with Craig Foster and Karissa DiStefano with the BIA, as well as Elain Basiliere, one of the designers at Kovach Marketing. It is a group effort to produce such a magazine to the members of the BIA. The BIA is known for the quality and high standards of their marketing and we are proud to have a hand in that. SCB: Is it pretty crazy putting the magazine together?
mandated to remain relevant and attentive to the needs and wants of its members. We assist with that, assuring that BIA meets its mandate. Ongoing refinement and improvement is also one of our goals for BIA Magazine in every issue. We enjoy doing this work and are grateful for the opportunity to do it. SCB: How are your clients reaching their customers most effectively now? RC: We keep a keen eye out for how our clients’ customers search, use online marketing as well as social media. We strategically stay ahead of the curve, devoting much of our budget to online ads, geo-fencing, and online relationship building through targeted emails, etc. Driving customers to the client websites, where today’s consumers make informed buying decisions. There still is the need for print ads, depending on the location and buyer demographic. If it’s a 55+ community, we’ll do local advertising and direct mail to build awareness, with a compelling message and keep promotional events in the forefront. Consumers still visit the model homes saying they first saw the community in The OC Register, so print still works on an ad needed basis. The dynamics of marketing are ever changing with consumers relying on their phones to get their new home search started. SCB: Looking forward, what sort of changes do you see in new home marketing? RC: Online, mobile and digital marketing are here to stay and will continue to evolve in remarkable ways. Look how people shop on the daily. I am curious when a home shopper will be able to purchase a home and all the various selections online? I feel we are getting to that point as that is what the consumer will be demanding. Home shoppers can already can find everything they need to know online – floorplans, customizing options, general prices, and more. We stay on top of it. We’re never comfortable stopping and saying, “This is it.” We have to remain proactive and innovative to maximize every opportunity for our client’s success.
RC: It was the first few times, but three years later, it’s part of what we do as a marketing firm. The BIA is

Centennial All Regional Gala On November 10th, the Building Industry Association of Southern California (BIASC) celebrated its centennial year in grand style with the Centennial All Regional Gala at the Rancho Mission Viejo Riding Center. The event brought together all four BIASC chapters for an evening of 1920s prohibition fun, marking the culmination of a year-long celebration of the association’s 100th anniversary.
BIASC also took this opportunity to recognize outstanding members and industry partners with the Century Awards. These awards celebrated individuals and organizations that have made significant contributions to the building industry in Southern California.

“Our goal has always been to provide the customer with high quality products at competitive prices with service continuing to be our highest priority.” History In 1971, Reliable Wholesale Lumber, Inc. was founded by Anna Higman and her two sons, Jerome and Daniel, in Temple City, California to serve the mobile home industry, as well as residential contractors. In 1974, the Higman’s purchased ten acres in Huntington Beach in order to serve their Orange County customers and to increase sales. In 1980, the growing corporation purchased and opened its doors on a thirteen-acre site in Fontana. This yard was established to serve the San Bernardino and Riverside markets; at this time the company diversified their product line and entered the truss and engineered wood products business. During the period of 1985 through 2007, Reliable Wholesale Lumber expanded and contracted to match demand by opening additional distribution yards on leased properties in Santa Ana, Anaheim, Highgrove, San Diego and Stockton. In 2005 the company distributed a record 560,000,000 board feet through its seven locations. 2008 would start a new chapter going forward when the Higman’s
purchased a new fourteen-acre dual rail served and reload facility in Riverside, CA. The Riverside Reload Center also came with 100,000 square feet of fully enclosed warehouse space along with boxcar and van unloading docks. Present Reliable Wholesale Lumber is a major distributor of forest products serving both contractors specializing in residential tract work and wholesale lumber sales throughout the western United States. From its distribution yards located in Huntington Beach and Riverside, the company has the ability to ship 600 million board feet of lumber, panels and engineered wood products annually. Future Reliable Wholesale Lumber, Inc. is still family owned and operated. After many years of service, the Higman family is committed to maintaining the company’s substantial presence within the marketplace.
