EFFICIENT DUAL-ENERGY NEW HOMES CAN NOW COST EVEN LESS TO BUILD
The SoCalGas® Energy Efficient New Homes Program, which offers energy efficiency rebates to builders of eligible new single-family and multi-family projects, has been updated for 2021. The Energy Efficient New Homes (EENH) Program provides energy efficiency rebates to builders of eligible new residential construction projects that exceed State of California Title 24 Energy-efficiency Standards and are equipped with qualifying natural gas appliances and controller devices. Only production and custom single-family homes and lowrise and high-rise multi-family projects built in the SoCalGas service territory and served by SoCalGas may be eligible. Cash rebates are offered for qualifying natural gas appliances. For some appliances higher rebates are available for more efficient models. Qualifying appliances include: • Natural gas water heaters • Natural gas space heaters • Natural gas clothes dryers • Qualifying clothes washers when paired with natural gas clothes dryers and water heating • Natural gas pool heaters • Thermostatic restriction valves for baths and showers when paired with natural gas water heating • Demand-control recirculating pumps for multi-family projects • Boiler controllers for multi-family projects

Born to Run I don’t know about you, but I thoroughly enjoyed watching this year’s Summer Olympics. Although far from normal for both the athletes and those of us watching at home, it was great to witness such incredible athleticism and competitiveness among the world’s finest athletes. One of the most intriguing aspects of the games is watching the track runners and sprinters approach their respective competitions based on the nature of their race. The 10,000 meters requires a deliberate and steady pace, with runners making several tactical moves throughout the race that ultimately result in success or failure. On the flip side, the 100-meter hurdles is a blinding dash, with sprinters jumping over one hurdle after another as they bolt towards the finish line. I couldn’t help but find these contrasting races akin to the challenges faced by BIASC on a regular basis. Thanks to the outstanding team put together by our CEO Jeff Montejano, BIASC has the skill and agility to run the 10,000 meters, the 100-meter hurdles, or many times both at once! In 2021, team BIASC has continued to put forth a gold medal-worthy performance. We’ve resumed hosting inperson events, all of which have had a phenomenal member turnout. This includes BIASC’s Housing Policy & Leadership Summit in June, which included the first joint meeting of our chapter boards and our regional board. And if you haven’t already done so, make sure you register for BIASC’s annual Building Industry Show, September 29-30 at Pechanga Resort and Casino. Most importantly, our legislative advocacy efforts continue to be successful, with two major victories this year. This past Spring, we alerted you to the threat posed by Senate Bill 12. This harmful piece of legislation threatened to open

the doors to an avalanche of new regulations by giving far-reaching regulatory powers to an obscure state agency regarding the approval of new housing developments throughout the state. As a result of the tireless work by BIASC, CBIA, and our private and public sector partners, Senate Bill 12 failed to make it out of the Assembly Committee on Housing and Community Development. One of the driving forces behind this important victory was the willingness of BIASC members to respond to our digital call-to-action, which ultimately led to thousands of emails to state legislators asking that they oppose Senate Bill 12 as proposed. You spoke, and they listened! Also, BIASC and our coalition partners worked to stop the implementation of a far-reaching database of private properties across Southern California, known as the SoCal Greenprint. Overseen by the Southern California Association of Governments (SCAG), the SoCal Greenprint raised several red flags, including the potential for abuse by anti-housing activists intent on stopping new home construction. As a result of our collective advocacy efforts, SCAG voted to delay moving forward. This will allow BIASC and our industry partners to work with SCAG to ensure that the SoCal Greenprint does not become another obstacle to the already burdensome process of building new homes. These are just a few examples of our incredibly active year so far. Unlike the Olympics, there is no closing ceremony for BIASC. There are always new races to run. Rest assured, we will continue to work to support our members with the same passion and vigor that BIASC is known for.

It’s been a good year for homebuilding thus far, and we hope you are enjoying the financial benefits that being a part of our industry affords you.
and in the worst case, national builders would be forced to leave the state for less regulated markets and local builders would have to cut back or close.
Unfortunately, this is an “Enjoy the good times while they last” message, because there is a regulatory Perfect Storm descending on us. You’ve heard warnings like this before, but the threat now is so dire that if it hits us with its full strength, it threatens to put most California homebuilders out of business. The storm’s four converging new threats will ravage builder’s profits,
BIA exists for challenges like this, but this is the biggest challenge we have ever faced. To succeed in beating back any of these threats, we will need our Builder Members, our Associate Members and their employees to join us. Just read this brief summary of the four threats that are poised to deluge our industry in crippling costs, lawsuits and delays:

1. Vehicle Miles Traveled. A study by the San Diego County Board of Supervisors found that as currently written, VMT would add as much as $2 million to the cost of a house. That’s the worst case, but when the better-case adds $200,000, it’s still enough to kill projects. Here’s just one VMT mitigation measure the study identified: The developer would have to buy transit passes for every resident of the development for every year in the life of the development – typically 50 years! 2. Stormwater. New statewide stormwater regulations will cost the industry hundreds of millions of dollars by requiring water quality tests upstream and downstream from all construction sites. Our modeling shows that it would cost a four-year construction project $250,000 or more to comply. Failure to comply would result in fines of $56,460 per violation per day, even though technology doesn’t exist to meet the new standards. As if that’s not bad enough, the Legislature is talking about halting all construction during the wet season – from October through May! 3. SB 12 and Wildfires. We stopped this bill this year, but it will be back next year with another tragic wildfire season pushing it forward. This bill gives the anti-housing Office of Planning and Research control over development approvals in high fire risk areas – even though new developments are subject to fire safety standards that make them effective fire breaks that often protect existing homes. The 2021 version of the bill acknowledged that up to 49% of the regulations it triggers don’t even need to be reasonable – just “a majority” of them have to be! 4. The SCAG SoCal Greenprint. Finally, we are threatened by a secretive, sole-sourced contract issued by the Southern California Association of Governments (SCAG) creating the SoCal Greenprint. Promoted as a “conservation mapping tool,” the SoCal Greenprint imposes new development constraints on land already approved for housing by local governments. Without the protections proposed

by the BIA, anti-housing groups and ambulancechasing attorneys will be able to misappropriate this database to bring litigation against developments just because they don’t conform with anti-growth/NIMBY views. If the four storm fronts of this perfect storm are allowed to flood over our industry, projects will fold, followed by companies fleeing the state, cutting back, or shutting down – even though Gov. Newsom tells us that California is supposedly committed to building 3.5 million new homes before 2030. Job losses will follow, possibly including yours. To help you help us fight this perfect storm, BIASC is developing a Perfect Storm education and action campaign. On the education front, we will be holding in-person and Zoom meetings with BIASC member companies to educate company leaders and their employees on the risks and how to fight them. On the action front, we are creating new and easy tools you can use to find out when flash points in the storm are coming - and then advocate for homebuilding through a userfriendly letters and calls program. All this will be backed with new educational materials and an aggressive social media and lobbying effort. And, because building industry people love a good competition, there will also be an awards program so that your activism can be recognized and rewarded! To prevail against this perfect storm, we need numbers, big numbers, on our side. That means we will be urging our Member Companies to give us access to all their employees for our Perfect Storm education sessions, updates and materials. Direct access is preferred, but access through company HR Departments will work too. And once we have our toned and talented team of heavyweight storm fighters, we’ll be ready to take on whatever Sacramento throws at us next because, unfortunately, we’ve learned all too well that there will always be another storm.

Straight From the Capitol: Sacramento Legislative Update As we conclude the legislative summer recess and begin the final weeks of the California Legislative Session, we are pleased to report that due to a strong collective effort we were able to stop the passage of SB 12 (McGuire); a “fire protection measure” carefully disguised as a powerful NIMBY tool to stop hundreds of thousands of already planned homes. The collective effort of the CBIA, BIAs, the Realtors, California Chamber, and numerous other allies resulted in the stopping of this flawed measure in the Assembly Housing Committee on a 4-2 vote with 2 members abstaining. Although a solid victory for developers, homebuilders, and homebuyers this battle is far from over. While the state burns during another record fire season, insurance coverages are evaporating, and environmentalists are promoting urban infill and opposing master planned communities, the battle to stop bills like these and build more housing is just beginning. During the recess, CBIA worked full time to execute strategies, including grass roots and media efforts, to push back on SB 727 (Leyva) in what is a Carpenters Union overreach effort to punish builders/contractors who hire subcontractors who fail to pay their employees. This bill would effectively punish the builder (and not the subcontractor) up to 17 times the amount of wages owed to the unpaid workers. Efforts by CBIA to create a workable enforcement system on subcontractors has been met with arrogance and indifference by the Union sponsors. We are working at all levels to amend this in the legislature or defeat this measure in the legislature, and if necessary, on the Governor’s desk. Thankfully, it has not been all defense. Our outstanding code team of Chris Ochoa and Bob Raymer have had numerous successes in pushing back on moving too quickly to require all new homes to be all-electric. Together they have effectively avoided mandates to install electric space and water heaters and found tens of millions of dollars in

the state budget to incentivize electrification as opposed to mandating it. This is critical, especially when the all-electric appliance marketplace is not prepared for this all-electric mandate due to supply chain and market penetration issues. On the regulatory front, we are still confronting serious and challenging regulations with the Board of Forestry that will potentially create as much havoc as SB 12 would have through regulatory overreach and complexity. Although much of our needed focus has been on the legislature, we are still not out of the woods with the Board of Forestry regulations (pun intended). We are also pushing back hard on the flawed and untenable Construction Stormwater General Permit (CGP) regulations where we presented in public hearings on August 4th our strong objection to these flawed and exorbitantly costly regulations. The partnership with BIASC and our labor friends at the California Alliance for Jobs has never been stronger, and with direct engagement with the Governor’s office we are requesting that the Newsom Administration substantially reduce the scope, cost, and complexity of these flawed regulations. Politically, California is facing another Governor’s Recall Election and September 14th will come faster than you think. Governor Newsom, in our opinion, is still poised to win this battle and CBIA has committed to his election efforts. Although not always making decisions we like in the housing space, we have made the business decision to support Governor Newsom and are committed to working with him to address our serious housing and homelessness crisis. Elected Official Spotlight:
Q & A with Assemblywoman
Sharon Quirk-Silva Since 2012, Assemblywoman Quirk-Silva has represented California’s 65th Assembly District, which includes all or part of the Orange County cities Anaheim, Buena Park, Cypress, Fullerton, Garden Grove, La Palma, and Stanton. Prior to that, the Fullerton native served on the Fullerton City Council from 2004 to 2012, including two terms as Mayor. Her top priorities are addressing homelessness and affordable housing, which she is in a good position to promote as she sits on the Assembly Housing and Community Development Committee. BIASC is grateful that she always has responded to our requests to discuss housing legislations and the issues our industry faces. She took a break on a busy Friday afternoon to talk to Southern California Builder. Southern California Builder: For our readers who aren’t familiar with you, please tell us about yourself and how you came to be such a successful politician. Assemblywoman Quirk-Silva: I’m now serving my fourth term at the State Assembly, but I started in local government at the City of Fullerton, serving as Mayor twice and on the City Council for eight years. However, I began my professional life in education, as an elementary school teacher. When I was in the classroom, I worked with some community-based programs, like coordinating with California State University, Fullerton’s optometry program on behalf of students who needed glasses. That sparked my interest in new ways I could help get things done. I served first on Fullerton’s Parks & Recreation Commission, because those are all community services like what I had been working on, and sitting on that Commission spurred my interest to run for City Council. SCB: As a member of the Assembly Housing and Community Development Committee, can you give us an insider’s perspective on the Governor’s and Legislature’s efforts to support new housing as a means to relieve California’s devastating housing crisis?

AQ-S: As you know, the Governor delivered a very robust State of the State speech in January 2020, right before the pandemic hit. As he mentioned the huge housing effort that he would prioritize, I and many other members on both sides supported his message. But then of course COVID hit and many of these efforts have fallen short. But even before his State of the State, we have sadly seen a steady increase in homelessness across the state. In Orange County, I believe the latest figures show there are between 7,000 and 10,000 individuals who are identified as homeless every night, a number that has doubled in the last handful of years. It isn’t only thinking about homelessness; it’s also thinking about housing for our Millennial individuals who are being educated incredibly in our UC’s and CSU’s, so we want them to stay here to work. But when they are priced out, whether on the rental market or with home ownership, we’re losing them. I have four young adults myself, 24 to 32. One is in the blessed group to have just purchased a first home, here in Fullerton; one is in Colorado and probably won’t be returning. The opportunities for young, educated people here in Orange County are diminishing very rapidly, as first-time homebuyers are looking at prices of $750,000 and over. That’s why this is an area I spend a lot of time working in. SCB: Are you optimistic? Do you think we will make some headway? AQ-S: I’m optimistic and hopeful, but also pragmatic. My hope is that we continue to prioritize this, not only as a state, but also in local government and counties, where we know that land use has always been a priority issue. We need to think about how we use our surplus land in the state, counties and cities – not just building homeless shelters, which are only a short-term tool that should not be looked on as a home – but also having our homebuilding production increase dramatically at all levels, with more entry-level homes and homes with smaller footprints so we can get out of this idea that temporary shelters are really a

solution. They are supposed to be temporary, but sadly we are seeing people stay there for a year or two, which is way too long. SCB: In the Assembly, you sit on two select committees on homelessness and have been a strong voice for the state’s homeless population. How important is increasing the state’s overall housing supply to addressing homelessness? AQ-S: We’ve got to build, build, build, and we have to build across California. One of the things we’ve seen with COVID is that in the few places where we did see some affordability, like Fresno, Bakersfield or the Inland Empire, because of COVID and the remote working opportunities that came with it, even those places are seeing prices increase rapidly. As people who were working in urban centers saw more opportunities to move away from those dense areas, it could become harder on those areas’ working class families, who may have to travel further or be shut out of a market. This brings up an important goal of housing: Communities of color and how we give them more access to home ownership. Our coastal communities and tourist communities need many, many employees to do the hospitality, retail and restaurant work, but if homes they can afford are not available, it could mean they’re travelling an hour or two each way. It is a very hard thing many of these hard-working people are enduring, and obviously the solution lays in increasing the number of homes and mix of homes available in all our cities, We have to continue to evolve, as we did with the ADU legislation, which has been very robust in the last few years. The narrative there was that there was going to be a huge run on ADUs, and everybody in your neighborhood was going to be building. I just checked in Fullerton, which has 140,000

people, and they’ve built about 100 through the year 2020. That’s more than they built a handful of years ago, but it certainly hasn’t been a run on ADUs. That leads us to access to capital and banking, whether it’s ADUs or other projects, like those where non-profits need access to capital. There are a few bills that have been moved forward but we need more because most people who own a home and build an ADU are taking a second on their home, and at the age of late 50s or early 60s, that’s not something they want to do because they fear taking on too much debt. There are ways we can support them, whether it’s veterans or vulnerable communities that have the property but don’t get the bank loans. SCB: BIA has done much to address homelessness, particularly through its creation of and its ongoing support for HomeAid. Do you see HomeAid’s approach as a good way to give homeless people a new start? AQ-S: I’m supportive of utilizing every tool in the box, not only supporting housing but investing to get more access, so I definitely support HomeAid. We want to see more work similar to the actions done through HomeAid. The Housing Committee wants to look at ways we can encourage housing production. We used to have redevelopment and there’s a lot of talk about the need to return to redevelopment, to get some support for local jurisdictions. We’re looking at the tax credits that we have at the state, at grant funding, at nonprofits who are doing an excellent job with building, but all the players in the housing umbrella need to come together and take steps towards the center – labor, developers, homebuilders, and local municipalities. The state can use a hammer, but all a local jurisdiction has to do is say no to a project and that derails it for sometimes two or three years. The capacity to say no to projects that are online, because

people who show up and say “We don’t like that height” or “We don’t like that size” or “It’s too much of this or that,” is crippling our production. So, it’s really a responsibility of all of us to start to say yes instead of no. There are also the narratives out there that are many times extremely false and cause panic and fear of development, like they’re going to build a 10-story building in a single-family neighborhood. They’re absolutely not true but are put out there and repeated until you have bills that are actually excellent pieces of legislation that are getting enough no votes to make it very close as to whether they’ll get out of committee. Then, if they do get out, they won’t have full support in the Senate or Assembly – not because of the bill itself but because of the narrative. NIMBYs are very happy with the way things are going because they don’t want to see additional buildings, and even if you ask them, “Don’t you have young adults who are struggling?” it still doesn’t register. They are going to make us lose those young adults to other, more competitive places. SCB: While BIA welcomes and supports Sacramento’s focus on creating more housing, we remain concerned that every legislative session brings new bills that would make new home development more difficult and new homes more expensive. California already has the strictest environmental regulations in the country – is it really necessary to increase regulation further? AQ-S: I certainly hope that we can dial regulation back, and I’m very interested in leading that as a Housing Committee member and also as a member that wants to see pragmatic solutions. That doesn’t mean wipe away CEQA, but it certainly means asking if we can amend and change it. We’ve seen some legislation under the cover of the homelessness crisis that exempts this kind of building, and we’ve also exempted other major projects from CEQA, like football stadiums. When there’s been the desire, we have been able to do that, so we have to get a coalition under housing, from labor to builders to developers, all willing to make some steps towards working together on this, because right now we’ve put up fences that have stalled so much production. I definitely want to continue these aggressive talks that are going to lead to more production, because production bills are being killed either in Appropriations or on their way to the Governor, and this has kept us from reaching the housing production levels that are needed across the state of California. SCB: How best can BIA work with its local representatives and Sacramento leadership to support appropriate levels of

regulation and oppose over-regulation? AQ-S: I appreciate your advocacy. I’ve been able to work closely with the building industry and your leadership does reach out. It’s important for legislators to hear from you early and often. Sometimes we hear of opposition or support when the bill’s actually being heard in committee or is on the floor, which is a little bit late in the game. As you hear of a bill that you really support or a bill that you have concerns about, get to the Housing Committee – that’s the first stop – but also get to other Legislators and let them know. Unfortunately, too often these report cards that are issued by the lobbying agencies, whether it’s the Chamber of Commerce or Labor, really will keep people planted in a vote because they want to be 100% with labor or 100% with the environment. When a few of their votes are needed, we get stuck with someone wanting to be 100 percent on some group’s report card. Their votes could severely impact the people you’re trying to help, and it’s a false choice to say if you support the environment you have to be against housing projects. You can do both. There’s this new cry that if you change zoning or doing anything that might change what’s perceived as a singlefamily neighborhood that everything’s going to fall apart. The truth is, if you look at some of our old neighborhoods – Sacramento is a great example – you have single family homes, you have duplexes, sometimes you have eight units. In Sacramento, I live in a 14-unit building, and within a block you’ve got single-family homes, you’ve got the corner market. This happened decades ago and it makes great neighborhoods, but now it’s essentially stopped by words like gentrification. SCB: When you were on the Fullerton City Council, you experienced the state’s efforts to increase their control over local land use issues. Now that you are in the legislature, how do you view the ongoing tug-of-war between cities and the state over local control? AQ-S: There is definitely a voice from local officials and their state organization that they don’t like state mandates that tell them what to do in their jurisdictions. I certainly understand that. The other side of that story is that as they say they don’t want us to tell them what to do, behind that there’s a wink-wink, “Help us out and give us the tools.” It is a tug-of-war, but we have to have some balance and the balance is to let local electeds choose what’s best for their city, but if they choose to do nothing, to deny projects or not play a role in solving the homeless problem, then yes,

on ways to bring that group back to the level they were at before the pandemic. Understanding that these women are the ones doing the hospitality and custodial work, when you include them in your diversity efforts, you find that some things we wouldn’t even think about, like laundry, can be major issues for them. If they live in an apartment building that doesn’t have laundry services, then they have to spend a half-day just doing laundry, when some of us take that for granted.
at the state level we’re going to have that hammer to say that these are the scenarios that you may be facing. Nobody wants to be told what to do, but the truth is, if you’re not moving on housing production, which is in the local government realm of authority, we will see this at the state level and respond. There are legislators at the state, like me, who have written laws that say, “Let’s move on this. Let’s start building.” We’ve got to do something. Sometimes the state can step in and be more aggressive, but municipalities can avoid it by acting responsibly. My #1 thing to say is that if every city, whether it’s Newport Beach or San Clemente or La Palma does something to address homelessness, or partner with their surrounding cities to pay into a shelter, then Orange County would have the capacity to really turn this tide around. But if their solution is to do nothing and put it on to other cities, that is going to turn out to be where we’re stuck with needing the state to come in, because Santa Ana, Fullerton and Buena Park should not have to be carrying the brunt when there are 36 cities. SCB: BIASC formed a Women and Diversity Council this year as part of our commitment to realizing the benefits of greater diversity. Do you think enough is being done to open doors for women and members of minority groups and disadvantaged communities, or is there more to be done? AQ-S: I’m happy to hear about the Women and Diversity Council. I think that’s an important step. At the state, we continue to focus on what we call bringing in voices that have not been heard. For example, there’s a Select Committee on what is called Unseen Latinas. We know this is one of the growing workforces, and it’s also the workforce that was hit the hardest by the pandemic, with many of them being sidelined and losing jobs. As you can imagine, childcare is a major issue here. We need to work with them

Understanding comes from walking in someone else’s shoes, and BIASC, by understanding and making an effort to learn more and get more diverse inputs, is really doing something important. We know that in disadvantaged communities something as simple as lighting can be much more important than we think. I did a walk-and-talk as Mayor in Fullerton in one of our neighborhoods, the Maple neighborhood, where people always complained about lighting. I walked out there and saw that they have some of the oldest street light infrastructure, which creates a dangerous situation because impacted communities have issues with gangs. Some of these basic things, like laundry, lighting, public bathrooms, water infrastructure, are things a Diversity Council could address and talk about so that when future building does happen you understand what’s important to different communities. If you don’t have more diversity in your inputs, you’re not going to hear about it. SCB: What do you see ahead for yourself? Are there goals you have not yet achieved, and offices or positions that could help you to achieve those goals? AQ-S: I would like to be the next chair of the Housing and Community Development Committee of the State of California. There may be an opportunity as the current chair may be appointed to a position in San Francisco. I believe a Latina from Orange County with local and state experience would be a great candidate. But my big hope, whether that materializes or not, is simply that California does what it says it needs to do, which is we must do more to house Californians. SCB: Is there anything we haven’t covered that you’d like to talk about? AQ-S: It’s a privilege to serve California as a State Assembly Member and to play a role in the most basic of human aspirations, which is to own a home.

Past, Present, & Future The Building Industry Show, or “BIS” - as the show is most known to industry veterans - is BIA of Southern California’s biggest and most anticipated event of the year. As one of the best-known building trade shows in Southern California, BIS is consistently a valuable source for the introduction of key industry connections and new leads for business growth. BIS is a 2-day conference that is equally valued by all BIASC members; from large to small builders, trades, associate members, BIASC’s Governing Board, Chapter Boards and our NextGen/Emerging Leaders/Leaders of Tomorrow (LOT) members – there is something for everyone to take home from BIS.

Classic, catchy and enjoyable as an 80’s song, the Building Industry Show has been around for just as long. Over the last 20 years, the show has taken place in Long Beach, Anaheim, Riverside, and Costa Mesa. Here’s a quick throwback to our last 3 shows:

Building Industry Show (2017) – Orange County Fair Center – “Acres of Fresh Ideas” Hosted at the spacious Orange County Fair Center, the 2017 BIS show featured a show floor that included luxurious exhibitor walk-in trailers. Guest Speakers and panelists included Industry Legend Bert Selva (President & CEO, Shea Homes), Motivational Speaker William Wagasy (Special Operations Chief, US Navy Seal), and NextGen Economist Ali Wolf (Then - Manager of Housing Economics, Meyers Research LLC; Now - Chief Economist, Zonda), Industry Icon Larry Webb (CEO, The New Home Company), and Strategist Peter Zeihan (Geopolitical Strategist, Thinker, Futurist). Attendees rocked the night away at the post-BIS Battle of the Bands rock show.

The Building Industry Show 2.0’s theme “Expect the Unexpected” proved to be just that – BIS with thrilling unexpected twists. Impressive balloon displays and haunted
Building Industry Show (2018) – Pechanga Casino & Resort – “Innovation” Re-imagined and re-invented, the 2018 BIS was the first show to be held at the newly remodeled and expanded Pechanga Casino Resort in Temecula. BIS was no longer just a trade show – it truly became an experience with
discounted rates on luxury hotel rooms to maximize both days of BIS. Keynote speakers included American Icon Joan Lunden (Today Show Special Correspondent and Good Morning America Former Co-Anchor), White House Appointee Brigham McCown (Chairman, Alliance for Innovation & Infrastructure), and speakers from Amazon and Microsoft, in addition to breakout speakers, and our first Utility Boot Camp. Entertainment included vodka tasting with Ketel One CEO Bill Eldien accompanied by an interactive performance by Kevin Viner (Penn & Teller Mentalist/ Magician) on night one and an 80’s Rooftop Party featuring 80’s Rock Band Pop Gun Rerun, Ketel One Vodka specialty cocktails – plus a special appearance and photo opportunity with iconic Star Wars characters.

In addition to the show floor, BIS 2.0 offered attendees a variety of additional activities including a golf tournament, wine tour, and Utility Boot Camp, and a Builder Roundtable exclusive to BIASC and Chapter Leadership with US HUD Secretary Dr. Carson. Entertainment included an exclusive tasting by Whistle Pig Whiskey at our Builders Reception on night 1, and a Monsters of Rock Show on night 2 – complete with costumes worn by all – on night 2.

This will be our second year at the show. We did the 2019 show and were so impressed with the attendance and quality that we signed up right away for the 2020 show AND increased our booth size. We have been eagerly waiting for the show and are so excited to be back for 2021!
Connect with more builders in our service locations, educate builders on the high quality, affordable, and fun options that are available for play and site furniture and meet new people that come from property management to show them how we can help rehab existing spaces.
2) What were your favorite things about past shows, and what were your strongest take-aways from BIS (most enjoyed moments, new connection you made, etc)? The people! Everyone was so nice, friendly and it seemed like a big party or reunion of friends. We were new but we were so welcomed. Loved that there were so many decision makers in attendance, giving us the chance to demonstrate the quality of our products. 3) What will your company be featuring this year? (Product launches, a new service, etc.) We will be featuring our SmartPlay designs from Landscape Structures and our new site furniture from Dumor. I think everyone will love the “mini” home we will have on display that is actually play equipment. Perfect for new developments targeting young families.

5) Tell us why it’s important to you that our BIASC members need to be at BIS this year: We lost that one on one connection last year. Yes, we were able to adapt to an online platform, but nothing can compare to face to face meetings. To see and feel a product and have genuine conversations in person. We need to get back to “normal” and the best way to do that is to attend a show like BIS….it’s fun and so worth it! 6) Did the challenges of 2020 without the ability to network face-to-face affect your new business development goals? If so, how did you mitigate these challenges?

Yes, it definitely gave us a challenge to reach new people. We tried to mitigate that challenge like everyone else… go to virtual. We held a successful series of educational sessions last year that allowed us to meet new people. It was a great experience, but in the end, we prefer the live events.

If so, how did you mitigate these challenges? Absolutely! We like to stop into offices and stay in touch with business partners personally. Through covid its was literally nonexistent! There was really not an easy way to mitigate, and we looking forward to getting back to normal.

(Product launches, a new service, etc.) Schlage will be featuring our new luxury Black Stainless finish that is available in a wide range of products, as well as new Schlage Custom products and our “Product Of The Year” Encode WiFi deadbolt. 4) What are your three main objectives for participating at BIS this year? Our three main objectives for participating in this year’s show are to showcase our product offering, learn about other trends and new product from various industry vendors, and have the chance to meet and connect with our building community IN PERSON!
6) Did the challenges of 2020 without the ability to network face-to-face affect your new business development goals? If so, how did you mitigate these challenges? It absolutely did. Not only did we have new hires, but we had employees that were new to the industry all together. There is only so much connection that can be made with phone calls and virtual meetings. We are social beings and face-to-face interactions are vital for networking and business development. We were able to navigate the challenge by keeping in touch with clients via phone calls and emails, but also setting up business reviews and trainings virtually using Microsoft Teams, so there was a small sensation of in-person interaction.

Absolutely! Instead of face to face the good old telephone became a good source of connecting. Hearing people’s voices is almost as good as seeing their face and certainly better then interpreting an email or text. I cannot wait to shake hands and re-connect at BIS this year.
The big keynote speakers are always fantastic! Joan London was really good and of course Dick Cheney was very entertaining. Meet the Builder is always a blast! Speed dating is always fun for this happily married lady of 20 years. And of course, the evening pub crawls or tasting parties are always worth it. The relationship you build with people after the workday is done are priceless. 3. What are your three main objectives for participating at BIS this year? Making new connections. Learning more about our political advocacy efforts and hearing about all the new projects at Meet the Builder.

“If you’re not at the table, you’re probably on the menu.” It is so important to be a part of the conversations in our industry to know the latest trends, understand the bigger role we all play in the national importance of “home,” and collaborate toward higher levels of innovation and success. BIS is an excellent opportunity to meet and network with local leaders and peers in pursuit of these goals – especially as we, hopefully, continue to put the pandemic in the rearview mirror.

What were your favorite things about past shows, and what were your strongest take-aways from BIS (most enjoyed moments, new connection you made, etc)? Who could forget the trade partner-sponsored beer garden?! But in all honesty, the excitement and learning opportunities of meeting new colleagues from other BIA groups (not just the hyperlocal chapter – BIAOC for me) can’t be overstated. The intimate setting of the venue makes networking easy. I also enjoyed learning about new products and services from the exhibiting vendors. 3. What are your three main objectives for participating at BIS this year? 1. Reconnect with friends, colleagues, and fellow BIA members in person again! 2. 5. Did the challenges of 2020 without the ability to network face-to-face affect your new business development goals? If so, how did you mitigate these challenges? Initially, yes. I consider so many of the people I meet through the BIA as personal friends of mine, and not being able to see them as often (or at all) certainly took its toll. It can be difficult to build new relationships in an industry that really is dependent on the strength of the bonds we develop while networking at or attending events, conferences, and seminars together. As much of the world did, our company naturally pivoted to a larger online presence. We also made sure to stay devoted to ensuring our existing customers were receiving the best customer experience possible – the power of referrals from delighted existing customers should never be underestimated! Thankfully, I didn’t have to learn any TikTok dances to keep our clients and partners entertained.

Southern Californians Need
Affordable Energy Options,
Not Bans

There is a worrisome trend occurring in many California cities and counties regarding the adoption of new housing policies that will pave the way for higher home prices and an increase in the overall cost of living for residents. Close to 50 municipalities have passed laws that severely limit or outright ban natural gas hookups in new home construction. This means appliances such as gas ovens, stoves, and heaters will no longer be allowed. The rationale behind these misguided policies is based on the argument that eliminating natural gas in homes will help meet California’s ever-increasing greenhouse gas emission goals set by Sacramento.
Make no mistake, these local regulations are just the first step in the effort to eliminate the use of natural gas, not only in newly built homes, but in all homes. This is precisely what has happened in San Francisco, where the Board of Supervisors proposed retrofitting over 240,000 gas-powered homes to make them electric only. What they failed to consider was the cost to implement such a monumental undertaking, which is estimated to be as high as $5.9 billion.
This coordinated effort to strip residents of their freedom to decide how to power their homes fails to acknowledge the negative consequences brought about by such stringent measures. This begins with the fact that amid California’s dire housing crisis, banning natural gas in new homes will directly increase the cost of new housing. All-electric mandates can add as much as an extra $3,500 in construction expenses, leaving builders no choice but to pass these added costs on to homebuyers.
Once again, we are witnessing the continued effort to impose new government regulations designed to control how and where we live. The crusade to ban natural gas is driven by the same ideology that pushed forward California’s latest set of onerous housing regulations known as Vehicle Miles Traveled. This deeply flawed approach to new home construction rests on the idea that significant reductions in vehicle-generated greenhouse gas emissions can be achieved by compelling the construction of expensive high-density housing in neighborhoods close to jobs and public transit. This would force people out of their cars, creating a greater dependence on government-run mass transit systems like crowded buses and trains.
Beyond increasing the cost of housing, a ban on natural gas will lead to additional increases in California’s already skyrocketing cost of living. A report by the UCLA Institute of the Environment and Sustainability found that whole house electrification programs will worsen daily peak electricity loads, thus increasing household utility bills.
To date, the vast majority of cities and counties that have passed laws restricting the use of natural gas are located in Northern California. In contrast, over 140 governmental bodies across Southern California have passed resolutions urging state policymakers to safeguard the ability of Californians to choose natural gas, propane, or electric appliances for their homes.
And who will be the most impacted by these added costs? According to the UCLA report, “Low-income residents of disadvantaged communities, who have the least flexible work schedules, the least access to high-efficiency appliances and energy management systems, and inhabit the most poorly insulated housing stock, will be most adversely affected by these changes.”
All utility companies, gas or electric, should be able to pursue California’s emission goal standards while providing customers with the most affordable options under their local government authority. Whether through the passage of formal resolution or statute, elected officials at the local and state levels need to make it clear that eliminating natural gas in our homes is simply bad public policy. Our communities deserve affordable energy options, not added expenses.

1. How long have you worked for BIASC?
I started with BIA in Dec of 2015. It’s been 5 great years!
2. What’s your background?
I’ve worked in accounting for 13 years. I started off in medical billing for 4 years learned coding and went from there. I took on jobs with smaller accounting teams to be able to get as much experience and be involved in the accounting process from beginning to end. I had the book knowledge but wanted the experience, this helped me become very diverse in my job.
3. What got you into accounting?
My interest started when I was 16, my Dad owned a small business and was having a hard time keeping up with the accounting part. I worked closely with his bookkeeper and learned a lot from him I enjoyed the challenge of making everything balance.
4. What’s your favorite part about working for BIA?
I have a couple, first it’s the people I get to work with everyone is amazing. Also, BIA allowed me to grow and learn so much I’m thankful for the opportunities & the support I’ve received and its fun!
5. What’s a fun fact about you that no one at BIA knows?
I was also a cosmetologist, I use to do hair and makeup for weddings and glam shots on the weekends. At first, I wanted to own a salon or a beauty bar.
6. OPTIONAL QUESTION: Are there any exciting BIASC updates you can share with us on the horizon? (Not sure if we would want to mention the audit or not…?)
We’re in the middle of our annual audit, and this is our first year fully in QuickBooks - which is so much more efficient than our previous software for accounting.

After FMA, I launched a small conference production company with a partner in San Juan Capistrano, focusing on the emerging technologies in the early ’90s of telecom, tower sites, and broadband. We grew our emerging conference series from regional conferences throughout the US to worldwide expos throughout the US and abroad. Our largest event attracted over 20,000 worldwide enterprises and organizations with over 600 exhibitors. We later allied growth with Landmark Communications and sold the company to UBM’s British Conglomerate, in 2006.
Traveling and being a part of successful, engaging events is where I found my true passion for staying in the events industry.
In March of 2020, I joined the BIS of Southern California to focus solely on our annual live event, The Building Industry Show, known as BIS. I work with all our exhibitors and sponsors to achieve the highest ROI at our most anticipated annual event!
2. What’s your background?
I am pleased to have celebrated 30 years in the events and conference production industries, all B2B events for world-renowned event producers in a variety of markets such as Flooring, Home & Décor, Gift, Surf & Water Sports, Broadband and Wireless, and Political Action Committees such as CPAC.
3. What got you into events and trade shows?

Since Southern California real estate, homebuilding, architectural and interior design have always been a lifelong passion, I was a perfect fit to join BIA’s Events Team when Craig Foster reached out to me about managing growth and sales efforts for their annual industry event, BIS.
I enjoy the synergy and compassion our team has for our members and am passionate about assisting our members to grow their reach and expand their brands and services at our events.
We are a hardworking & fun group, and I’ve enjoyed meeting some of you; and can’t wait to meet more of you this September 29-30th at the show!
Shortly after college, I found my niche while serving as a Marketing Manager to a Landscape & Master Planning firm based in Tustin during one of the greatest real estate development booms of the century. Our team of architects and land planners worked with developers of master-planned communications, with a specialty in residential, golf, commercial, and hospitality land uses. Our team designed golf courses at world-renowned resorts, such as Pebble Beach, CA, The Boulders Resort in Scottsdale, and throughout the Mexican Rivera. I worked our booth at many events, showcasing the designs of our Golf Courses to attract new developers to our firm.

to take place. In that time, I have grown to develop close relationships with many of our vendors, and what I hear most often is, “We just can’t wait to see people face-to-face again.” I couldn’t agree more!
5. What’s a fun fact about you that no one at BIA knows?
One fun fact is that I am an identical twin, a complete surprise to my parents. We won “Most Identical Twins” at a baby contest in Santa Monica, CA, where we were born and raised. The only way to tell us apart is the gap between my front teeth, so if you see my twin at the show or around town (Laguna Niguel), you’ll know which one is me!
Nothing replaces face-to-business and live events. Virtual events do not bring the ROI our members need to conduct critically needed business! Our Building Industry manufacturers have been working all year to showcase their new product lines and service offerings! Our Builders are eager to source new products and meet the needs of their product-hungry customers.
I hope to meet you at the show! Or, as I often say, Let’s Get Back to BIS!
6. What are you most looking forward to about the Building Industry Show 3.0 on September 29th – 30th, 2021 at Pechanga Resort and Casino?
Since we have had three postponements to BIS throughout 2020 and the restrictions and lockdowns, it’s been a long 16 months of preparing for this event
