Looking Back While
Moving Forward It’s my pleasure to be writing to you for the first time as incoming BIASC Chairman for 2021. I want to thank my colleagues on the BIASC Governing Board for entrusting me to serve as your Chairman for 2021. It’s a tremendous honor, and I am humbled by your support. I want to begin by taking a look back on 2020 by first thanking BIASC’s outgoing President, Tom Grable of TRI Pointe Homes. In a year that has brought about unprecedented challenges, Tom’s steadfast leadership has been vital in steadying the BIASC ship in the rockiest of waters. From all of us, thank you Tom! I’d also like to salute BIASC CEO Jeff Montejano and his outstanding team, who have risen to the challenge time and time again throughout the year. The BIASC team has been remarkable in their ability to successfully advocate on behalf of the homebuilding industry at the onset and throughout the ongoing Coronavirus pandemic. BIASC and its regional chapters stopped numerous cities from shutting down services critical to our industry, such as reviewing construction plans, issuing permits, and conducting inspections. BIASC has successfully increased member engagement through its new digital advocacy program, which has generated over 150,000 emails to state and local policymakers on behalf of the homebuilding industry. We’ve also seen a concerted effort to bring about a greater level of awareness regarding the value of BIASC and the importance of the homebuilding industry. This has been accomplished through extensive media outreach, our virtual events and

programs, the launch of our new digital magazineSouthern California Builder, and on our social media channels. As we move forward into 2021, I can assure you that BIASC will remain steadfast in our commitment to fight for our members. Regardless of what challenges we may face, advocating on behalf of the homebuilding industry at the local, state, and federal levels of government will always be our top priority. To continue to be effective, it’s essential that we grow our overall membership in 2021. Our members are the lifeblood of the BIASC. By increasing our numbers, we will be that much more powerful in the ongoing battle to protect our industry. This means that we need to continue to provide value to our members by ensuring that membership has even greater advantages than it has had in the past. You can learn about all of BIASC’s exciting member initiatives by visiting www.BIASC.org and following us on social media. Finally, I’d like to close on a note of optimism for 2021. Although this has been a trying year for everyone, I would encourage all of us to take a moment to appreciate the many things that we are grateful for. I want to wish you and your family a happy holiday season, and I look forward to serving as your Chairman this coming year.

To Our Building Industry Association of Southern California Members, It has been my true honor and distinct privilege to have had the opportunity to serve as your President of the BIASC in 2019 and 2020. I am grateful and humbled by the trust you placed upon me, and the other volunteer members of our illustrious Governing Board, who have been a huge part of leading our association. Honestly, during much of my 34-year career in the homebuilding industry, serving as President of the BIA of Southern California was a position I never imagined, nor sought. Now, having served in the position for the past two years, it is something I highly recommend. To those of you who are among our industry’s current top and emerging leaders, please, put it on your essential professional accomplishments “To Do” list. It is an opportunity to make a difference, to play a vital role in shaping the political and physical landscape of Southern California. You actually do have influence and affect policy decisions of local and regional governmental jurisdictions when it comes to them providing housing opportunities for us all. Building homes is a truly noble profession. We provide necessary shelter for families. But by doing so, we change people’s lives in the process. It is a privilege to do what we do. Ours is the only profession which affects our customers’ lives on a daily basis. We build the homes where families lay their heads down at night and awaken to start their next day. We build the infrastructure around them— the roads on which those families drive, the parks in which they play, the schools their kids attend.

Ours is a relationship business. How many of us enjoy getting to work with many of our close industry friends on complex, world class teams? Ours is a business of innovation and constant reinvention—from first identifying that new property to acquire, to understanding who our customer will be, and designing a home product to maximize value for all. Ours is a business of theater, of performance art. We set a stage, invite in our guests to enjoy what comes next, and proceed to knock their socks off. We create audiences of raving fans of the customer experience we provide them. Construction, while it is our backbone and our muscle, retail merchants are what we are. And design, marketing, merchandising and sales is at our essence—our heart and soul. The past two years have been those of monumental change for the BIA of Southern California. Last year, we undertook and conducted a comprehensive LongTerm Planning Committee process, the first in over 10 years. That process led to a restructuring, realignment and reinvigoration of the BIASC’s organization and affiliated chapters. Our main focus now is as a buildercentric association with an emphasis on advocacy, advocacy, advocacy. This is not to suggest that we minimize the other important functions of our association and what they provide —industry education programs and networking and business development opportunities —for all our associated members including our trade partners.

This year, the year of the COVID 19 Coronavirus pandemic, has unfolded to be a surprisingly incredible new housing market. However, it has proved to be an extremely and especially challenging year for our trade association. As with other areas of our lives, we all ceased being able to gather at the myriad of member events our chapters and councils normally put on each year. BIASC’s revenues plummeted and our cash flow quickly became a trickle of what it was projected to be. We had to reorganize our BIASC regional and chapter staffs. We now have a virtual office where most of our staff works remotely for the time being. Despite these challenges, the BIASC, working in concert with CBIA—the California Building Industry Association up in Sacramento—played a vital role in our industry here locally in being designated as an “essential business” so that we could all continue working to supply homes and meet the demand for new housing by our customers. This was amidst the other crisis in our state—the still ever-present housing crisis. The BIASC retooled and redeployed its internal and external resources to take on several project-level advocacy efforts on behalf of our builder members. The BIA was instrumental in assembling and leading a coalition of business and industry groups throughout Southern California to quell a regional governmental housing and transportation plan proposed by the SCAG—the Southern California Association of Governments—that could have negated project entitlement approvals that builders had already obtained. Many of you participated in the highly effective digital e-mail advocacy campaign that stopped SCAG in its tracks and present us with a seat at the negotiating table. In this process we were able to obtain positive amendments to a significant portion of that ill-conceived regional plan that would have made it otherwise far easier for opposition groups to file CEQA lawsuits to stop our builders’ approved projects. These have provided real value to every member of this organization. And they are just a couple of

examples of many, and merely scratches the surface, of the value that has been created and demonstrated by what your BIASC is doing for you now. Many more of these types of successes are on the way. The times in which we are living will pass. Fortunately, your BIASC leadership has set up us up for success in times like these. Your Governing Board had the foresight and fortitude of making necessary organizational changes. New priorities and goals were established and BIASC staff executed implementation plans at the end of last year that have proved to be prescient at the time. The BIASC is now set up for success, despite its COVID-related financial setbacks. Once we return to a new normal, our association is now geared up to rise with the industry’s tide and emerge bigger, stronger, and more influential than ever before. As I prepare to move over from occupying “The Chair” that presides over the activities of the BIASC, I have had a chance to reflect on what we have accomplished over the past two years. And I am heartened of where the BIASC stands now and am very optimistic of where it is going. Your next slate of leaders of our association is committed to furthering what we have started. Your next President will be Dave Bartlett, of Brookfield Properties. Dave currently serves on the BIASC Governing Board’s Executive Committee. He also previously served as President of the BIA Orange County Chapter during the turbulent years of the Great Recession. He is more than ready and capable of taking on our next set of challenges. There is much that we have been able to achieve the past few years. But, we have a lot more to do. I will not be riding off into the metaphorical sunset. I plan to continue being involved with the BIASC and its Governing Board to focus on a different aspect of our organization that needs attention. The strength of the BIASC is our members. We have prioritized advocacy as our most essential service, which our builder members have uniformly praised. While this has demonstrated real value and a positive return on investment, which, of course, equates to business

opportunities for all of our members, we still have a need to invest in programs that will boost and bolster our membership. I hope to reinstitute and develop a culture of BIA members doing business with BIA members only. And for those of you who know me well enough, you can expect a phone call enlisting your support and asking for your help. There are a number of key people I need to emphatically thank. First, a huge thank you to my friend Jeff Montejano and the rest of the BIASC staff—Craig, Laura, Karissa, Ana, Kaitlin, Lisa, Daisy and Michelle. Thank you, Chapter Executive Officers—Steve, Carlos, Diana and Lou. Thank you to our external consultant team—Rob, Chuck, Adam and Jennifer, Rich and Jordan, Chris and Soyla, Matt, and Mark. Thank you to all 21 members of the BIASC Governing Board for your time and commitment to our mission. Thank you to the members of the various chapter boards, councils, committees and programs for your dedication and participation, as well as your patience with us at the regional association level. Many thanks to my team at TRI Pointe Homes for

their extraordinary support of the time I have spent conducting BIASC business. I could not have done this without them. Once again, thanks again to all of you, the BIASC membership, for allowing me the opportunity to serve you and this incredible association. Looking Back & Ahead 1. What was most memorable about 2020? We had some great team wins for the industry and our organization due to the teamwork and unity among our BIASC chapters and the collective strength of our members working together to achieve common goals. Due to COVID, this was a year unlike any other, but our staff and members pulled through. This year is not something we ever want to repeat again, but it’s also something we should never forget. 2. Looking ahead, what can our members expect or look forward to next year? Our advocacy, communications and education programs have been completely revamped. Our goal for next year is to prioritize our membership and event programs. In terms of ideas, everything is on the table. We need to adapt and change to stay relevant and essential to best serve the needs of our members. 3. Why do you feel you need to change the membership program? Traditionally, our organization provides valuable networking opportunities and advocacy. However, we need to do more for our associate members. If a company does not renew or can’t decide why they should renew their membership, then we need to create more incentives and increase the benefits of membership, so that our members see the value of their affiliation with the BIA. 4. Who will help launch and manage these changes? The staffing is the easiest part. Last year we hired Kaitlin Radcliff from the Dodgers and transitioned

Lisa Meadows who came from Tilly’s to take charge of membership. Both are highly talented, creative and hard-working. Heading up this team is our COO, Craig Foster. His background in the building industry and years of experience in sales make him a true asset to BIASC. I feel lucky to be working with a solid membership team who is propelling our organization to the forefront of our industry. 5. So where does the team start? First, we’ll kick off the new year by providing more membership perks and better business opportunities for our tenured members. Our focus needs to shift from an emphasis on membership numbers to reinventing the membership experience by personalizing to meet the ever-changing needs of our members. These new programs are still in the planning phase, but once they are unveiled, there will be clear advantages of being a BIA member. Our goal is to make renewing BIASC’s membership a no-brainer decision. 6. Anything else you’re looking forward to in 2021? Working with our staff, TEAM BIASC. They did so much this year, words can’t describe everything they endured and achieved. Our team is also pumped about our new Governing Board. It’s an all-star team comprised of forward-thinking leaders serving in their first year, and solid veterans who bring their wisdom and experience to the table. We are also eager to continue working with our Past Chapter Presidents who share my enthusiasm to “make things happen.” We also can’t forget about our new Chairman, Dave Bartlett... His vision, energy and sense of humor will certainly keep us all on our toes!

ENROLL YOUR TEAM IN BIASC ACADEMY'S SAFETY COURSES With California’s most recent updated Stay-At-Home Order, rigid workplace safety protocols are vital to keeping job sites open. Let your inspectors, city officials and residents know your team is tested and compliant. The BIASC Academy of Home Building Education is offering online classes and testing for to help ensure that your projects are safe and compliant for workers and residents. Upon completing the course studies, and passing a final exam, participants will receive a BIASC Certification verifying that they and their projects and communities are certified by the BIASC in “Safety First” protocols along with 50 stake signs to place around their respective projects that will have the builder company names and the BIASC endorsement as a “Safety First” project. Looking Back on 2020 (I know I know…) And Looking Forward to 2021 (Hey Batter!) History will record 2020 as a year most would rather forget, but there’s much to be gained from considering how BIASC responded to this crisis. Many of the programs we implemented will continue, and your Association will benefit from the new skills we unexpectedly had to learn when everything changed in March 2020. Given the Association’s experience with previous economic downturns, BIASC quickly cut operating expenses by 60 percent. Even so, during the year we saw our credibility as a formidable advocacy group expand across the state, starting with our successful effort to have home building sites declared essential services that would remain open despite COVID-19. Locally, our efforts on behalf of builder members increased as BIASC helped in numerous challenging entitlement efforts. Similarly, the local chapters adjusted to closed City Council chambers and city staff working remotely, and stepped up their advocacy on regional issues. Now, nine months after the state’s initial shut-down, revenue generators are coming back strong. Events bounced back from the shut-down with strong 3rd and 4th Quarters. Our New Home Showcase online marketing platform has proven to be an effective tool for builders, and the new Academy of Home Building Education is successfully educating builders and trades on COVID-19 best practices for a construction sites, helping to protect our essential services designation. And lastly, our flagship The Southern California Builder

magazine has been well received and has been quickly recognized as an effective advertising tool, as it is averaging over 2,600 reads per edition with an average reading time of over 10 minutes. The industry appreciated these efforts, as membership and Regional Sign Program continue to hold steady in spite of the pandemic and tightening of pocketbooks.. I would be remiss if I failed to acknowledge our Chairman, Tom Grable, who has been a tremendous steward, protecting this Association and its members and guiding staff to focus on members and advocacy, and our CEO, Jeff Montejano, for his vision and pinpoint execution of our various strategies. I am proud to have worked with both over the last three years to improve this Association. Looking forward to 2021 Our new Chairman, Dave Bartlett, will be a driving force for the BIASC agenda in 2021. It will be another challenging year, and we are grateful for his experience and the leadership he will provide. All of us at BIASC are glad he’s on board! Industry advocacy and project approvals will be our main focus in 2021 because helping get projects approved helps our builder members and means more business for our Associate Members. As part of this effort, we will be rolling out strategies to get associates more involved with advocacy, and a rewards program for those who do get involved. Membership will be a high priority in 2021 and I am very pleased that Tom Grable will be taking the lead

on this with me and our Director of Membership, Kaitlin Radcliff. As part of this effort, look for more collaboration between builders and associates, more access to builders and more incentives for associates to get involved. Another great membership benefit is the new marketing platform we are creating that will offer builders support with signage, advertising, billboards and online promotions. We plan for the first quarter to be light on events due to the virus, but as vaccines roll out, look for activities to gear up in the 2nd Quarter. Get ready to calendar golf tournaments, Meet the Builder events, and May’s Building Industry Show, with events ramping up even more over the summer. So, stay tuned for announcements in this magazine on our websites and in our newsletters. Also, in the first Quarter of 2021, the dynamic new Women and Diversity Council will kick off. Its purpose is to provide networking and support so its members can realize their individual leadership potential, and to be a forceful voice for broader diversity in the building community.

As I begin my time as President I’d like to first thank Jim Perry for his many years of significant service to the Baldy View Chapter. I would also like to express my sincere appreciation for the support of Brookfield Residential and the nomination to serve as the 2021 President by the Baldy View Chapter Past Presidents. A special thanks to my friends and colleagues for their support and their encouragement as I take on this role. Congratulations to our newly installed Baldy View Chapter Board of Directors. I am really looking forward to continuing to work with everyone in this group in the years ahead. And thank you to our sponsors, as we continue to support the great work of the Baldy View Chapter. As we reflect on the difficulties of the last year, I want us also to consider how important our industry’s success will be to rebuilding our economy out of this pandemic. Home construction has historically led the way out of the downturns of the past and if the second half of this year proves any indication, I’m optimistic that our industry will continue to led us in a strong economy into 2021. But with that said, our state was mired in the midst of a historic housing crisis before the pandemic. We are simply not producing enough homes, of all types

– whether it’s the market demand from middle class working families seeking to purchase their first home – or low income housing stock critical to addressing our homeless crisis. Without thoughtful input and close watch by our industry, the housing crisis will go from bad to worse as the mounting regulatory requirements continue to increase construction costs and NIMBYs continue to intimidate and kill housing projects. We will continue to see families leaving California in pursuit of a more affordable and attainable place to call home. That’s why the work of BIA is so important. My commitment to you is to continue our laser focus on Government Affairs advocacy, which is the hallmark service and purpose of BIA. In 2021, the Baldy View Chapter will continue our relentless pursuit of public policy reforms desperately needed to address the housing crisis. We also will need to think outside the box and find new strategies to bolster our industry advocacy and support our valuable trade partners and contractors. The BIA remains ground zero to restore the American Dream and our economy. Thank you for your continued support of BIA and we look forward to working with you in 2021!

While it is my distinct honor to be serving, yet again, as your 2021 Orange County Chapter President, I cannot adequately stress how important it is for our industry to build upon our advocacy accomplishments of this past year. Just for a moment, imagine a 2020 where residential construction was not deemed an essential activity. Without a doubt the financial impacts would have been devastating to not only our economy, but also to our member companies. At a time when everything was being shut down, this was and remains an accomplishment that cannot be understated. This could not have happened without the diligent work of the BIA at the state, regional, and local level. The lobbying effort was coordinated and most importantly effective. Thank you to BIA staff. This achievement highlights the importance of advocacy, which has been, and will continue to be my focus while serving as your president. Advocacy is a battle on many fronts. • Advocacy means fighting the policy battles. We will continue to fight Impact Fees, Inclusionary Zoning, Unreasonable Project Approval Timelines, Field Inspection Issues, and a whole host of policy issues that impact our ability to provide desperately needed housing. • Advocacy means fighting to get projects approved. We cannot let those opposed to housing be the loudest voice in the room. We will continue to mobilize our members and ensure that our message and voice is heard. • Advocacy means fighting the political battles. Ensuring that we have elected officials who bring with them a reasonable approach to new housing is critical. We will continue to support those who support housing. While it is the tireless efforts of our staff that deserve all the credit for our success, it is the support of our membership that enables their work. So thank you to the Chapter’s incoming Executive Committee and Board of Directors for your selfless donation of time, and thank you to you, our members, for your continued support in 2021.

My first year as President may have gone more differently than anyone could’ve imagined; however, despite our initial challenges, I’m proud to say that our Chapter is stronger than ever. The perceived difficulties we’ve experienced turned into opportunities to more innovatively and creatively serve our membership. This pivot would not have been possible without the dedication of our Executive Committee and Board Members. Thanks to their tenacity and resolve our Chapter benefits, advocacy and programing have remined successful and intact. I’m proud to announce that nearly our entire Board will be returning to serve another year and have allowed me to embark on my second year as Board President. I look forward to expanding on the upward momentum that we have created up to this point. As we prepare for 2021 this Board is moving into the new year more focused and intentional. 2020 took us all by surprise and forced us to move in a rapid-fire pace; we are now better equipped to capitalize on 2020’s successes. Over this year, we have addressed a barrage of negative housing policies, beginning with a potential shut down of residential development due to COVID-19. Thanks to our state and local advocacy we were able to maintain building as essential, keeping our industry and the economy going. The threat to development did not stop there, we were also able to avert a vacancy tax, maintain wood construction, delay two different art fees, and eliminate regulatory barriers. Our advocacy fights are far from over, but these victories have better positioned us to protect homebuilding and development.

In 2020 we’ve been able to hold over 30 meetings and committees, and even hosted three in-person events, ranging from golf to a Trap Shoot Tournament. We have utilized technology and worked within safety protocols to allow for networking and business development. In 2021 I hope to bolster these efforts. Also, we will purposely endeavor to expand out Member-to-Member business relationships. Never has there been a more important time to come together as a unified front by working and partnering with BIA members on projects and service needs. I’m grateful to continue this Board’s long-standing commitment to excellence and maintaining quality service to our LAV Members. I’m humbled by your confidence in my leadership and am proud to represent the Los Angeles/Ventura region. BIA members are community builders, job creators and, ultimately, provide a place for people to call home; with this in mind, we should all be proud that we are part of an organization created to protect those things. BIA Riverside Chapter President
As we say goodbye to the rollercoaster of a year that was 2020, I’m excited for all that 2021 has in store for us as a BIA Riverside Chapter. I look forward to continuing the legacy of this Chapter and the strong efforts of this Board to make our communities and industry even stronger. With that said, the following are some key goals and expectations for 2021 that will help move our Chapter forward in a more positive direction: 1. Keep political advocacy efforts as the top priority: BIA Riverside has experienced huge successes on the political advocacy front in 2020, and we want to keep the momentum going into 2021. As local governments emerge from COVID-19, it is likely that they will be faced with very difficult decisions regarding funding sources and staffing. As a Chapter, we need to remain focused as the voice for the home building industry in Riverside County to ensure development fees remain fair and city staffing levels remain in place to adequately approve builder plans and projects. 1. Grow our membership: Membership is the life blood of the organization. Participation as a member or in sponsorship funds is more critical at this time than ever as we use these sources for our political advocacy efforts. We hope to develop a membership campaign that will incentivize all members to recruit another member to the Chapter. 1. Increase events as quickly as safe to do so: The typical revenue generated from events has been totally loss in 2020 due to the inability to have gatherings in response to COVID-19 safety protocols. In 2021, we are planning a robust schedule of events including member mixers, meet the builder, governmental affairs luncheons, 2 golf tournaments and our annual winery event. Most of the events in Jan-Mar are set to be virtual, but will expand to live in person when safety protocols allow. 1. Partner with the Baldy View Chapter to build regional strength: Most of our issues in the two county areas are similar and our Board have a great deal of over-lap. We will consider ways to build regional strength and networks for the industry. Again, I look forward to have a great year in 2021 working with all Chapter members, city and county officials as we work toward a common goal of making our communities a better place. Greg Shaia

From November 19th through December 10th the BIASC, Chapters and Greater Sales and Marketing Council showcased the leadership, the honorees and the peaceful transition of power across the region. These Virtual Events aired kicked off on November 19th with a tribute to Tom Grable who completed his term serving as the 2019/2020 BIASC President. Under Tom’s leadership and direction, the association was able to navigate many local and regional challenges, restructure and position the organization for strength, and guide us through the challenges of 2020. Also released on November 19th – The 2020 SoCal Honors recognized the Building Industry Association of Southern California’s members for their efforts and fortitude in 2020. But the celebrations continued, on December 4th, as the four BIA Regional Offices released their Installation and Annual Awards Honors. Recognizing Builder of the Year, Associates, Volunteers and others within their membership who made a difference to the industry and association. Each Chapters Virtual Event also included the review of the important initiatives achieved, the Chapter Officers message and the installation of the 2021 Board and Leadership. If you have not already, take a moment to learn more about the challenges faced, the successes and the new leadership and vision for 2021. BIASC Tribute to Tom Grable Baldy View LA/Ventura Orange County Riverside Our final event of the year culminated in the Installation of Dave Bartlett and the Governing Board of the BIA SC. BIASC 2021 Installation – Dave Bartlett As Dave says, “It’s been a very unpredictable year, and who would have guessed, this would be such a strong year for our members…you cannot say anything good about the pandemic, but we should all be very grateful that in 2020, the year was manageable and resilient in most our markets. And in some ways 2020 was a year that we grew together. It seemed we went from “my team” to “our team” and I would like to thank Jeff and the team and the governing board for this important cultural transition. In 2021 we will have some work to do but we have a lot going for us. I’m looking forward to being part of this journey with you and thanks for your support of the Building Industry of Southern California. . Let’s got out there and get to work and bring home some victories for our members…

As we head towards the end of 2020 it’s hard to even picture how the year began. So much has changed in the world, our country and in our daily lives. There are plenty of lessons to be learned from this tumultuous year, including the stark reminder that everything can change in an instant. Through all of the adversity we have experienced, I’ve been inspired by the strength, determination and ingenuity of our fellow Americans. Our frontline health care workers have courageously stepped forward to battle an unknown virus, saving countless lives in the process. Our scientists have raced to develop safe and effective therapeutics and vaccines with unprecedented speed in order to shield millions and help us restore our nation. Congress came together to pass the CARES Act to ensure our health care workers and scientists had every resource necessary to keep Americans healthy and find a vaccine. For the first time in decades, we’ve had to combat a public health crisis while simultaneously confronting one of the biggest economic shocks in our history. Several business sectors have been forced to entirely shutdown or operate with revenue-crushing restrictions. To address this loss of business income, which was no fault of their own, I joined my colleagues in Congress in passing the Paycheck Protection Program and other fiscal relief measures that were aimed at helping small business owners

and workers get through this difficult stretch until the restrictions on our economy are eased. In this challenging moment, the imagination and tireless work ethic of the American entrepreneur has shined. With unprecedented restraints on economic activity, small businesses have adapted to keep workers and customers safe – and find ways to keep their doors open. I have always felt that our government can learn a lot from the private sector, and the response to the pandemic is yet another example of how nimble and responsive our businesses can be. After a year like 2020, it’s hard not to be optimistic about 2021. With improved therapeutics and vaccines becoming more of a reality than a dream, we can start to see the light at the end of the tunnel. Additional economic relief measures from Congress will be necessary in the short-term, and I believe we must reject any attempts to raise taxes or other efforts that would be another setback for American job creators. The great American comeback will be fueled by the same passion and unyielding force that helped us step up to combat this virus. I look forward to working together with the Building Industry Association to construct a safer, stronger and more prosperous future for our nation.

C9 Balloons I’m Rick Rodriguez, founder, and owner of C9 Balloons. For over 25 years, C9 has been providing beautiful and vibrant balloon décor for large and small events as well as location marketing products and services for the New Home building, retail, grocery, restaurant, and retail auto/ RV industries. C9 Balloons helps our builders and retailers increase their visibility and foot traffic by up to 75% or more! For the last 20 years C9 Balloons has been providing balloon décor, aerial advertising spheres/blimps, temporary signage and other weekend visibility/way finding services to the new home building industry. While some of the work was done directly with the builders, the majority was as a sub-contractor through various event companies, marketing companies, ad agencies and sign companies. During the height of the home building boon C9 was servicing over 300 builder sites per weekend throughout all of California, Nevada, and Arizona. Although being a sub-contractor had benefits as far as consistency and frequency of work, not having control of the client/end user relationship itself presented its own set of challenges. If a client of ours lost their relationship with the builder/end user, we then also lost the work and there was very little if anything we could do to control that. Finally, about a year and a half ago, we realized it was time to come out from behind the shadows and meet the builders. I was already familiar with the BIA as we had been hired several times over the years to provide balloon décor for their various events. The same day we made the decision to change our business model and pursue the builder industry

directly is the day I called the BIA. The representatives were extremely helpful in explaining the process to me as well as informing me about the various chapters and sub chapters that were available for us to join. Although it seemed a little overwhelming at first, we jumped in with both feet joining all 4 chapters of the BIA (LA/Ventura, Baldy View, OC and Riverside). We also joined the GSMC, San Diego BIA and SMC. We attended and sponsored as many events as we could, and there were many. The benefits we’re immediate. Having direct access and being able to socialize with the builders themselves resulted in a huge return on our investment. Ironically, even though we had been servicing most of the builders we were meeting for many years, very few had ever heard of us or knew who we were. I was always happy to explain our previous role, share our knowledge of their industry and explain to them that we had made the investment in joining the BIA and were eager to create direct relationships with them. In our first year alone of joining the BIA and its affiliates, we have initiated direct business with at least 10 builders that we did not previously have a direct relationship with. As with anything, you get out of it, what you put into it. We went crazy sponsoring and attending so many events as well as the year end BIS at the Pechanga and even put up a 60ft hanging spider that Ben Carson commented on. We also vigorously followed up with the builder contacts we made to make sure we stayed on their radar and were available for whatever they needed. Bottom line, if I knew then what I know now, I would have joined the BIA many years ago.

2020 has been a difficult and challenging year. The pandemic has upended everyone’s lives. However, ever since this crisis started, I have been amazed by the spirit of the American people. The community has stepped up by volunteering their time to help our vulnerable population, donate food to those in need, and provide personal protective equipment. Our healthcare workers have been fighting this pandemic on the frontlines. We are truly living in challenging times, but the spirit of the American people that I have seen is exactly why together, we will get through this crisis. I have hope for 2021 and I am excited about what the New Year will bring. I am excited not only about my election to the United States Congress and the opportunity to serve, but I am so excited about our incoming freshman class and the opportunity to work with them to effect some positive change and actually get things done for our community. We will bring much needed perspective to Congress and to our national conversation, and I know we will all fight for the American people and our districts, and make sure we can achieve results on the important issues facing our country.

We have a lot of work ahead of us. COVID-19 has upended everyone’s lives and have hurt small businesses so we need to fight COVID-19 and support small businesses by giving them the flexibility to be innovative and adapt to this crisis, and providing them with relief so that we can get our economy back on track. I am hopeful that we can make progress and get a lot of things done in the 117th Congress to get results that we need and make our government work for the people again. I look forward to working with you to be an advocate for our community to ensure that America comes back stronger than ever and that the American Dream that I was able to achieve is available for everyone and our next generation.

Our Council on SAGE (Shaping Advancements in Generational Environments) has provided educational programs for 30 year, covering various topics that shape the 55+ Senior Housing market. As we look back at 2020, we all faced a new reality that none of us could have predicted. We all had to adapt and adjust, and numerous changes will take shape once we come out of this pandemic. The Senior Housing segment has been hit especially hard during 2020, and we were able to bring virtual programs to our members that explain the changes in our Assisted Living Facilities. We also offered a webinar, talking to leading experts that have worked in the operational side for over 20 years. What we learned is that homes sales have been particularly strong in the fall of 2020 and the pandemic has not changed the size of the Active Adult OR its motivation. We finished the year by providing insights on the recent mall morphosis that is taken place and that has been accelerated by the pandemic. As a result, this can provide housing opportunities for Senior Citizens that will provide safe living conditions in a walkable & connected community!

The Greater Sales and Marketing Council owes its success to the hardwork and dedication of its members, and this month the spotlight is on our dynamic marketing duo - Gretchen Fuog, Senior Account Coordinator for Kovach Marketing, and Andrea “Drea” Villanueva, Account Director for Get Community, Inc. These take charge gals have been leading the pack in revamping GSMC’s marketing efforts the past two years and have implemented invaluable new resources for our members. Drea first joined the Board of Directors in 2019 and immediately made her mark by bringing in innovative ideas to the table. During her first year as part of the BOD, she was appointed Committee Chair of the Promotions and Membership committees for the 20182020 term and this past year, completely revamped the entire new GSMC website, (go check it out if you haven’t! www.greatersmc.com), as well managed the council’s membership retention.

Gretchen joined the BOD in 2019 and quickly hit the ground running taking over social media promotions for GSMC, including creating the instagram and linkedin pages for GSMC. She has made sure every event, sales award, and announcement is broadcasted to our followers. She also handled all of the social media marketing for this year’s SoCal Honors. Gretchen became co-chair of the Promotions and Membership committees with Drea and continues to bring in fresh ideas that will add more benefits to GSMC members. This year, the duo will focus their efforts on marketing as the 2021 Co-Marketing Chairs for the Council and will continue creating awareness and crafting new ideas for all GSMC Members (and future members!) to benefit from. “Being on the GSMC Board of Directors has given me the opportunity to learn from so many seasoned veterans in the industry and I continue to learn from them every day. I feel very blessed to work with such an amazing group of mentors who are always open to my new ideas and support me in every way possible. The NexGen Committee of the BIA OC Chapter is made up of building industry professionals (35 ish and younger) within the association. This group provides its members with professional development, educational workshops, and meaningful networking opportunities that directly impact their professional and personal growth. NextGen are the up-and-coming leaders in our industry and through the many types of events offered, really helps cultivate education, involvement and passion for the future of home building. As the leader of NextGen the past two years, I am pleased at the direction in which NextGen is going into the future. We’ve volunteered at over a dozen philanthropic events, many of which for HomeAid; a highlight was participating in Junior Builder and watching the future of the industry be hands on with building and designing at such an early age. We’ve learned about advocacy and held a few workshops about how to directly get involved and advocate for projects in our cities and our counties to help get projects approved. We’ve read books, hosted

discussions and had mentors to teach and guide us as best we can into the future. We’re grateful to learn and be mentored by seasoned, experienced veterans who have great insights and knowledge to pass down. As I hand off the leadership of NextGen, I have every confidence that these two individuals will lead the group successfully into the future.
Tim Huynh, Land Acquisition Manager for Meritage Homes and the 2020 CoChair of NextGen will take the reins as NextGen Chair in 2021. Tim has served on the Exec Board for a few years, as Social Chair then as CoChair this year. I asked asked Tim what his goals were for 2021; he said:

“My goal for 2021 is to try to re-engage young people in our industry. Our age group unfortunately experienced two recessions with the current pandemic and the great recession. There has been a lack of young builders involved in NextGen, and my goal is to change that. We can offer fun networking opportunities as well as educational workshops targeted towards the millennials. We currently have a good group of involved NextGen members so this goal is very achievable!”
Lindsay Hezmalhalch, Senior Associate, Director of Client Services at WHA Inc, will step in as the CoChair of NextGen in 2021, and lead the group as Chair in 2022, and has served on the Exec Board for a few years as well as Social Chair and other supporting roles. “Coming out of 2020 I think we can all agree that the best attitude for preparing for the future is to be open and flexible. While this year brought many hardships, there have also been many successes. This has been a pivotal time for us to rethink the old model Lindsay Hezmalhalch and create something fresh that works more efficiently. With things changing daily, Senior Associate, Director, we need to adapt quickly and still provide relevant and engaging events. NextGen is Client Relations and emphasizing the importance of knowledge and education to advance our members to Development be valuable assets for their firms. By offering educational lunch and learns, round table discussions with industry leaders, and advocacy training, we are giving our members the tools they need to have a well-rounded skill set with a strong network.” I know the group is in good hands with these two leaders as we move to the future. As the pandemic has catapulted homebuilding forward with use of technology, virtual tools and creative design, I can’t wait to see what the Next Generation brings to homebuilding in the future. Letter from the CBIA:
At the beginning of 2020, the California Building Industry Association (CBIA) was heartened as California Governor Gavin Newsom commenced the year with a State of the State address solely focused on solving our state’s housing and homelessness crisis. Great anticipation was sensed by having the state’s top leader focused on addressing the need to build more housing units of all types. As 2020 comes to a close, we will all remember this year as the year of the great pandemic, with everything taking a backseat to this deadly virus. And although we were pleased that the Governor honored our request to keep residential construction an “essential business,” we are frustrated by a missed opportunity to see real housing reform–especially when the Governor’s main priority was for everyone to “Shelter in Place.” As the Los Angeles Times quoted me, “It’s hard to ‘Shelter in Place’ if you have no shelter.” Even after the unfortunate defeat of Senator Wiener’s Senate Bill 50 in the State Senate in January— which would have made it easier to build urban infill development projects near Transit Oriented Districts—

Senate President Pro Tempore, Toni Atkins, kept her promise to make the housing crisis a priority. Despite the compounding challenges presented in the midst of the pandemic, she ultimately delivered on her promise. The Pro Tempore gathered a core group of Senators who came up with a number of incremental but positive measures to address challenges in building more homes quickly and affordably. Unfortunately, nearly all of these measures were stalled, defeated, or delayed; not because of COVID-19, but because of the Building and Construction Trades’ insistence that all of these projects only be built by a card-carrying member of Labor and only if prevailing wages were paid. This mantra effectively denied any meaningful housing reform in 2020. 2020 was not a total loss for CBIA in its effort to help home builders and developers. Combined with our efforts to keep housing essential, the CBIA advocacy team, led by Michael Gunning, was able to get enacted AB 1561 (C. Garcia and Grayson), which retroactively to March 4th, 2020, and prospectively to December 31st, 2021 extends all entitlement approvals. and prospective extension of project approvals has changed what at first appeared to be a dismal year for housing into one of the best markets for new home construction in many years. The Legislature is not the only venue that CBIA has to watch for challenges and impediments to building in California. Regulatory expansion and overreach was not challenged by COVID-19. In fact, most of us frustratingly joked that the only thing COVID-19 cannot defeat is regulatory expansion. Since March 1st, 2020, Governor Newsom’s administration has implemented or launched the Waters of the State regulations, Vehicle Miles Traveled regulations, Stormwater General Permit Regulations, four speciesrelated listings and is flirting with pushing for all electrification of housing in 2023 even though we suffered blackouts this summer. It is the constant policy schizophrenia (we need more housing – we need to save the planet at all costs) that makes the challenge of homebuilding in California a growing concern.

Thanks to CBIA’s political leadership under Joaquin Pons, CBIA won 87% of our key Independent Expenditure races, including the re-election of Senator Wiener and the election of Senator Dave Cortese. We were also successful in re-electing all of our targeted prohousing Republicans and Democrats in the Assembly. Finally, we do plan to move forward with a robust policy agenda in 2021. Housing and homelessness are still the number one issue in California by a 2-1 margin, even over the pandemic. We will engage on high development fees, passing another school bond, addressing the hardening of homes in fire-prone areas versus banning homes, and bringing sanity to the “all electrification” mandate. Our plate is full, but we are up for the challenge. By partnering with BIASC and our other local BIAs, I am sure we can achieve our goal of Housing for All as every Californian deserve a place to call home.

2021 Is Expected To Be
Another Good Year For Housing
A new round of uncertainty has hit the economy as COVID-19 hospitalizations reach all-time highs, but the new shutdowns reinforce one thing: the importance of home. 2020 has been a year of surprises, including the rise and fall and rise again of the U.S. housing market. Businesses in the home building industry are looking at their successes this year and wondering if they have just pulled demand forward, or if this yearâ&#x20AC;&#x2122;s strength will remain through 2021. The Zonda team analyzed the countervailing forces in housing and provides its forecasts below. Forecasting has never been easy, but throw in a pandemic, a rocky presidential election, and the potential for a double-dip recession, and you get an even more convoluted picture. The forecasts given today will be subject to change as we learn more information about what COVID-19 will do to the economy in the winter months, review an anticipated new stimulus bill, and see the results from the Senate runoff races in Georgia on Jan. 5. In the meantime, we have created our forecasts with certain assumptions in mind about the economy and housing market. As we lay them out, remember where we are coming from: Both single-family housing starts and sales reached highs not seen in over a decade this year.

Looking forward: Our single-family sales forecast calls for 850,000 transactions on an annualized basis, representing a 3.7% growth rate from 2020 to 2021. The last time the housing market was this strong was 2006. The risk is to the upside on our sales forecast and we could see a number closer to an annualized 900,000 if builders are able to better match the demand landscape and affordability woes donâ&#x20AC;&#x2122;t stunt growth. We are calling for a 12.6% increase in singlefamily home starts in 2021 over 2020, hitting a 1,075,000 seasonally adjusted annualized rate. The outperformance of starts over sales is partly due to the backlog builders are entering 2021 with. Our mild forecasts are both commentary on the strength we have seen so far in 2020 as well as the push and pull factors that will continue into next year. The demand side of the new-home market is extremely strong, driven by a variety of tailwinds including favorable demographics, a change in lifestyle due to COVID-19 that has caused the home to become the focal point in our daily lives, low interest rates, and an expanded buyer pool as people relocate or move out of rental communities. A major consideration in our forecast has been the challenges builders are telling us they are facing going into next year. We asked division presidents of home

BUILDING INDUSTRY SHOW 3.0 building companies across the country what their biggest concerns are going forward, and their top three answers (in order) are gapping out/running out of lots, land prices, and new home affordability. In fact, our New Home Lot Supply Index shows lot inventory is down 9% year over year, and we expect that will only get worse in the coming months. All three of these concerns are pull forces that could counterbalance the so far undeterred demand. As such, we expect the first half of 2021 to reflect this seemingly insatiable demand, with new-home sales figures likely up double digits from 2020. While the sales pace is set to continue to perform at record levels at the beginning of the year, the market will eventually run into a limited supply environment. As we move into the back half of 2021, we will run into unfavorable comps due to 2020â&#x20AC;&#x2122;s decade-high figures, as well as the aforementioned supply and affordability problems. Demographics were great heading into 2020, and this solid backdrop will be with the housing market for years to come. We acknowledge, however, that low inventory, limited lot supply, eventual affordability concerns, and economic risks are push factors that will come even more into play in the next year. Given the amount of uncertainty heading into 2021, we will continue to monitor the housing fundamentals as well as the latest economic developments, especially with the vaccine right around the corner, and will adjust our forecasts accordingly.

While 2020 may not have been the year we all hoped for, it provided us time to pause and reflect on the things that matter most. In difficult times, it is easy to develop a negative outlook and lose sight of what is important. As an association, it is important that we remain united and for us at BIASC, the resilience of our members inspired us to maintain a positive mindset and to view the challenges we faced as opportunities to innovate and improve. When the stay at home order initially went into effect, one of the main challenges we faced was how to continue supporting and providing value to our members without the ability to meet face to face. When heavy restrictions were in place, BIASC hosted various webinars and virtual networking events to keep members socially connected despite being physically distant. These webinars featured enriching, educational content, as well as virtual happy hours, such as The Mentalist Show with Kevin Viner. As restrictions began to lift, we carefully started planning the return of in person events, keeping the health of all members, volunteers, and staff our number one priority. With your help, we were able to safely host three Golf Tournaments, two outdoor networking events, and an exciting Trap Shoot Tournament. The success of these events would not have been possible without the support of our loyal members, sponsors, and volunteers. As we look to the new year ahead, we have a lot to be excited about! We will be rolling out many new membership benefits, as well as an affinity program to further enrich your membership with BIASC. We have installed underground utilities for the entire project, and are currently laying down 16 foundations.
