he consortium between Babcock International Group, CH2M HILL and URS is tackling the difficult technical and programme management challenges involved in this major clean-up and closure programme, through the application of international decommissioning and site management skills, plus proven technologies new to the UK. By setting these new standards for decommissioning delivery and safety, the Partnership is seeking to establish Dounreay as the European reference site for nuclear decommissioning and closure.

My earlier messages about the vital need for innovation still stand and I call upon the supply chain to help BDP meet target costs through applying experience and ideas for working smarter and to greater advantage. This request applies across all work streams, but especially around the massive Shaft and Silo project.” The Shaft and Silo decommissioning project, which is valued at £80 to £100m, includes the design, build, operation and decommissioning of plant and facilities to retrieve and treat the legacy waste.

The agreed Procurement Strategy sees DSRL as the prime contractor, with responsibility as Design and Construction Manager for: Concept and Scheme Design; Design Integration; Safety Case; Environmental Documentation; Procurement of Work Packages; and Construction. held securely in above-ground stores at the site. Solid low level radioactive waste will be encapsulated in the LLW disposal vaults adjacent to the site.

decommissioning at Dounreay is moving into the next, highly demanding, phase. The Dounreay team now faces a further, significant, challenge – to tackle the destruction of the hazardous alkali metal remnants inside the reactor vessel which could not be extracted for disposal in the purpose-built chemical processing plant. The project will apply innovative approaches to address the challenges, while drawing on proven techniques and experience, and lessons learned, from other sites worldwide. Equally, the approach taken and knowledge gained from the Dounreay programme will contribute valuable experience and expertise to future alkali metal breeder reactor decommissioning. Once the DFR and PFR vessels are empty, each reactor shell will be disposed of as a single unit, or cut up as necessary. The PFR complex will be demolished to foundation plinth level by 2021 and the DFR complex the following year.

“I urge any company that considers it might be able to help the management team deliver the Dounreay decommissioning targets to get in touch.” Decommissioning of the fuel cycle area is already underway, and higher activity liquid waste is being conditioned and cemented. The high active liquor tanks will then be decontaminated and disposed of as low level waste (LLW), and ancillary items including gloveboxes and ventilation support systems as well as shielded process caves, 6

cells and vessels will, after detailed characterisation, be decontaminated, dismantled and disposed of as LLW. The remaining structure of the facilities will then be demolished and remediated using conventional techniques. Additionally, as Dounreay continues to be decommissioned, decisions are being made by the NDA about long-term storage locations and treatment options for the 100 tonnes of specialist fuel and nuclear material it inherited at the site. A key task is to condition all the radioactive waste for safe long-term storage or disposal by 2022–25, so that by that time the circa 15,000 cubic metres of higher activity waste is solidified in self-shielded containers and

Roger Hardy continues: “The journey to closure, to reach the interim end-point by 2022–25, requires a well-coordinated effort by every member of the Dounreay community and supply chain, and will be accomplished in three phases – minimally contaminated, moderately contaminated and heavily impacted areas of the site. The process for clearing the land once the decommissioning and demolition are complete then includes land characterisation, land remediation, and site restoration. When the interim end-point is declared, all restoration work will be complete, and the site will be ready for a new life.” He appealed to the supply chain for their continued input going forward: “I urge any company that considers it might be able to help the management team deliver the Dounreay decommissioning targets to get in touch, investigate our current plans for removing legacy waste and suggest any viable improvements.”

HORIZON COMPLETES TRANSITION TO HITACHI At the end of November Horizon Nuclear Power was sold to Hitachi Ltd of Japan, after agreement was reached with E.ON and RWE. Hitachi confirmed that it intends to progress with Horizon’s plans to build between two and three new nuclear plants at Wylfa on Anglesey and the same at Oldbury in Gloucestershire. In total this new infrastructure could generate power equivalent to up to 14m homes over 60 years. The first plant could be feeding electricity into the grid in the first half of the 2020s. With Hitachi’s strong commitment to the UK supply chain, about 60 per cent of the value of the first plant is expected to be sourced from within the UK, more for subsequent units. Rolls-Royce and Babcock International have already signed memoranda of understanding with Hitachi, who has confirmed it intends to establish a module assembly facility in the UK. Hitachi has also committed to develop the workforce in the vicinity of the build sites. Up to 6,000 jobs are expected to be directly supported during construction at each site, with a further 1,000 permanent jobs at each site once operational. Horizon Chief Operating Officer Alan Raymant said: “We’re delighted that the deal has completed. It secures the future of Horizon, and represents a huge economic opportunity for the UK and in particular the regions around our sites at Wylfa and Oldbury.” “Hitachi have a world-class track record; all of its Advanced Boiling Water Reactors have been constructed to time and to budget. We plan to replicate that success in the UK. Now the sale has completed we will focus on developing our programme and strategy. We look forward to providing further information on our approach in the New Year.” Raymant also thanked Horizon’s former shareholders: “E.ON and RWE developed this project extensively over three years. EDF ENERGY UK COSTS INCLUDE LESSONS LEARNED FROM FLAMANVILLE Following a recent update by EDF Group in France on the Flamanville construction costs, EDF Energy has released a statement in the UK saying that cost estimates for the Hinkley Point C construction already include lessons learned from the French project.

The company remains focused on having the main components of an investment case in place. The Nuclear Site Licence (NSL) has already been granted – the first in 25 years in the UK, the Design Acceptance Certificate (DAC) has now been issued to close the EPR GDA, and the company is now awaiting a recommendation for permission to construct to the Secretary of State by the Planning Inspectorate.

• EDF Energy’s 800-strong team for Hinkley Point shares experience from 50 global nuclear projects, as well as delivery of the Olympics and Terminal 5. The project is ‘shovel-ready’ and key contractors are already closely involved in the project. • A detailed engineering plan which means that the project will start when all elements are ready for the work to continue without interruption to the finish. • The intense process in the UK to complete a Generic Design Assessment (GDA) for the joint regulators. More than 800,000 hours of engineering studies have already been completed on the EPR design, which will give the project a stable design with known costs. • Work done in France to recreate the industrial capability in new nuclear,

The objective remains to have the relevant agreements in principle on the CFD in parallel. All these elements must be in place to reach, at the earliest possible date, the final investment decision. AREVA PARTNERS WITH UK COMPANIES AREVA has signed memoranda of understanding (MOUs) with 25 UK-based companies for the supply of components and services for new EPRTM nuclear reactors planned for the UK. These companies cover a wide range of products and services, including forgings, valves, pumps, cranes, electronics, piping, tanking and refrigeration units. Together with agreements with Rolls-Royce, the scope of work could be worth up to £400m to British industry. In all, AREVA has already identified 50 companies based in the UK with potential capability to meet the scope. Of these 50, the 25 companies who have signed MOUs are pre-qualified and for the other 25, AREVA is committed to start a prequalification process once it receives a firm order from EDF Energy. The Governmentbacked Nuclear Advanced Manufacturing

Research Centre has agreed to support all 50 UK companies, to pre-qualify, qualify and then bid for work. The agreements relate to the two EPRTM reactors planned by EDF Energy at Hinkley Point. The collaboration could also extend to other EPRTM reactors including those planned at Sizewell. AREVA has furthermore taken additional actions to enlarge the number of suppliers beyond the 50 already identified at this stage. Philippe Knoche, AREVA’s Chief Operating Officer, said: “We are committed to making as much use as possible of the UK’s excellent engineering skills in the construction of the EPRTM reactor and to develop these skills further. NEW NUCLEAR SUPPLY CHAIN ACTION PLAN The Government has published its Nuclear Supply Chain Action Plan, developed in partnership with industry, to ensure the UK supply chain is competitive and ready to deliver. Actions from the Plan, which builds on the revised manufacturing strategy (2008) and takes account of the NIA’s recent Capability Report, include: • setting up the Nuclear Industry Council – which will hold its first meeting in the first quarter of 2013; • improving supply chain communication, including upgrading the SC@Nuclear website to create a ‘market access portal’;

NEW NUCLEAR INDUSTRY COUNCIL TO HELP REAP ECONOMIC BENEFITS The Department for Energy and Climate Change has announced the creation of a new Nuclear Industry Council. The Council will play a strategic role in helping ensure that the UK’s nuclear industry can build on its strengths and develop the new capabilities needed to compete in a competitive global market. It reflects the Government’s desire to build a strong industrial strategy in partnership with industry across a range of key sectors. The Council will be chaired jointly by government and industry representatives, with Energy and Climate Change Secretary Ed Davey (or Energy Minister John Hayes) and Business Minister Michael Fallon representing the government and Lord Hutton, Chairman of the Nuclear Industry Association (NIA), leading the industry side.

EDF Energy will extend the expected operating life of two of its nuclear power stations by seven years. Hinkley Point B and Hunterston B are now expected to remain operational until at least 2023, generating enough low carbon electricity for around two million homes.

Extending the life of the stations is good news for more than 1,500 employees and contractors at the two plants in Somerset and North Ayrshire. It will help maintain skills in the UK nuclear industry, and give the UK secure energy at a time when much generating capacity is due to close, says EDF Energy. The announcement was made as CEO Vincent de Rivaz re-opened the Visitor Centre for Hinkley Point B in nearby Bridgwater – part of an initiative to make the nuclear industry more open and accessible for local communities. He said: “We continue to invest £300m each year on capital expenditure in the nuclear fleet, and we spend an additional £350m on plant operations with 90 per cent of the total being spent in the UK. “Life extension does not replace the need for new low carbon generation. Even as we agree to extend the life of our existing plants, we are moving forward with plans to create the next generation of nuclear power stations.” www.edfenergy.co.uk

NDA INVITES MAGNOX AND RSRL BIDDERS TO ‘PARTICIPATE IN DIALOGUE’ Five global organisations have passed the first hurdle in the multi-billion pound competition to take over the management of 12 sites. Valued at around £7bn in total, the new contract will see ownership of the two Site Licence Companies (SLCs) Magnox Ltd and RSRL Ltd transfer to a new Parent Body Organisation (PBO). The Nuclear Decommissioning Authority (NDA) has formally invited organisations who successfully passed the pre-qualification stage to take part in a period of dialogue lasting more than six months. They are: Bechtel/URS; The Babcock Fluor Partnership; CAS Restoration Partnership (CH2M HILL, Areva, Serco); AMEC/Atkins; and EnergySolutions. The prospective bidders will begin a series of site visits and information gathering in January, to be followed by formal face-toface dialogue with members of the NDA’s competition team for further information gathering. The formal dialogue process, which runs from February to September, is designed to assist the prospective bidders in preparing final tender submissions. Following evaluation of the tenders, the preferred bidder will be announced early in 2014. Steve Dixon, the competition manager, said: “We are delighted by the level of interest that major organisations from both the UK and overseas have shown in the competition, and we are pleased to be entering the crucial stage of formal dialogue. This really is the crux of the competition process for all parties, and is vital in helping the participants in putting together their proposals. It will have a significant impact on making sure that we achieve the best possible outcome for the Magnox and RSRL sites.” The new PBO will take ownership of shares in the two SLCs and introduce a new senior management team to oversee decommissioning activities at the 12 sites. CAPENHURST SITE INTEGRATION The NDA has recently completed the transfer of its Capenhurst site in Cheshire to the private sector. Under the deal, Capenhurst Nuclear Services (CNS), a URENCO Group company, will take ownership of the land, combining it with an adjacent site it already owns to create one nuclear licensed site. Activities formerly carried out by Sellafield Ltd on the Capenhurst site will be transferred to CNS. This includes existing decommissioning and storage operations, as well as the processing of government-owned by-product/ legacy material from uranium enrichment (known as ‘Tails’) through URENCO’s Tails Management Facility. Most of this material was already in storage at Capenhurst. The deal marks a major milestone for the 60-year-old site, where the remediation of the legacy site has been largely completed, clearing the way for some of the biggest active area demolition projects ever undertaken in the UK nuclear industry. www.nda.gov.uk

NEW NDA WASTE STORAGE GUIDANCE The NDA has issued guidance on storing Higher Activity Waste (HAW) for organisations and businesses involved in nuclear operations and decommissioning. ‘The Industry Guidance for Interim Storage of HAW Packages’ was compiled over three years and addresses wide-ranging technical issues associated with both storing the packages and the stores. The process

included 12 months of road-testing by waste producers before the recommendations were finalised. The guidelines, which will continue to be refined as new practices are developed, involved a first-time collaboration between store operators across the nuclear industry. www.nda.gov.uk

NEW AUGMENTED REALITY TECHNOLOGY Costain is helping develop an innovative system for use in the nuclear industry as part of an initiative to bring forward new technology in the sector. The Government‘s Technology Strategy Board has provided £70,000 – together with internal funding from Costain – to allow the Group and one of its technology partners to develop an ‘augmented reality’ device. This is designed to help staff undertake maintenance work on existing nuclear power stations, construct new build stations or help decommission old ones. “The idea is that you go on to a site with a handheld computer or tablet, hold it up, stream what you can see through the device’s camera and it is overlaid with computer information,” explained Matt Blackwell, Costain’s Group BIM Manager. “For example, you would hold it up to a valve and it would tell you when the valve was last maintained, who maintained it and when it next required maintenance. It would also give

you a method statement on how to change the valve. “The idea came from work we’re doing on the London Bridge Station contract. There, we use augmented reality to demonstrate what aspects such as temporary works and hoardings will look like.” In decommissioning a nuclear plant, for example, the overlay could show which areas of a building or individual room had higher areas of radioactivity, so personnel could avoid them. Nuclear Development Director Alistair Smith added: “You could wear a head-mounted display to ‘see’ radioactivity. ur universities benefit industry by providing highly skilled people but they also deliver worldleading fundamental and applied research that creates opportunities for the development and application of new technologies – both vital for economic growth in the nuclear sector. The UK was a pioneer in nuclear energy and still retains world-leading expertise within its universities and businesses. However, many countries now invest heavily in nuclear R&D and new nuclear programmes abound worldwide. UK academia and industry must develop stronger links to re-establish the country’s status at the forefront of nuclear science and engineering. Manchester has a long and prestigious heritage of nuclear science and engineering: John Dalton’s development of modern atomic theory over 200 years ago; the discovery of the electron, proton and neutron; and Rutherford’s experiments on the structure of the atom. With nuclear of strategic importance to the University of Manchester, the Dalton Nuclear Institute was created in 2005 to further its world-leading research programmes and strengthen industrial partnerships.

These developments are designed to ensure the UK is in a position to be acknowledged once again as world-leading in its nuclear research and development capabilities. The recent House of Lord’s Nuclear Research and Development Report identified that the UK needs to enhance its nuclear R&D programmes. Research is focused on developing and demonstrating innovative solutions that deliver benefits to UK and international decommissioning and clean-up programmes. national laboratories and to cutting-edge university facilities would offer scientists across the UK the environment needed to extend the depth and breadth of their nuclear research. In response to the House of Lord’s report and to encourage an increase in opportunities within nuclear energy, the UK is seeking to maximise existing R&D potential and invest in new assets. These developments are designed to ensure the UK is in a position to be acknowledged once again as world-leading in its nuclear R&D capabilities. Areas of nuclear technology benefiting from recent investment include: materials development; manufacturing and joining technologies; radiation science; engineering decommissioning; and research using higher level radioactive materials. The University of Manchester and its partners are at the heart of the push to strengthen UK research assets with a range of strategic investments including: • the Dalton Cumbrian Facility (DCF) – a new £20m research base in West Cumbria created in partnership with the Nuclear Decommissioning Authority (NDA);

• the Nuclear Advanced Manufacturing Research Centre – supported by Government and the European Regional Development Fund to use an initial £30m investment and create facilities combining Manchester’s research expertise with the manufacturing excellence at the University of Sheffield; • the New Nuclear Manufacturing Programme, an £8m project to provide innovative manufacturing technology for future UK nuclear power plant created between the universities of Manchester and Sheffield, supported by £4m from the Engineering and Physical Science Research Council. To create stronger ties with industry the University of Manchester’s DCF, developed on Westlakes Science and Technology Park in West Cumbria, is at the centre of the greatest concentration of existing UK nuclear facilities, expertise and future development. Broadly, the DCF provides the base for research in the areas of radiation science and nuclear engineering decommissioning, incorporating detailed computer modelling capability, large-scale experimental laboratories and the infrastructure to support NuclearCONNECT

reprocessing’; ‘Radiation effects on process at water–metal interfaces in power systems’; ‘The electrochemical breakdown of radioactive organic waste’; ‘Characterisation of contaminated materials and decontaminated effluent’; and ‘Effects of alpha radiation on nuclear reprocessing process, safety and performance’. The opportunity for university students and academics to work alongside technical experts from industry on a licensed side is of enormous benefit in creating suitably qualified and experienced personnel and industry-ready young people and showcases the tremendous potential for them within the nuclear sector.

At the heart of DCF’s radiation science research programme are extensive irradiation facilities, including a 5MV particle accelerator and a self-shielded Cobalt-60 gamma irradiator, complemented by a wide range of high-end analytical and surface inspection equipment. This provides the opportunity to deliver fundamental research into radiation chemistry and radiation damage to materials, applicable across the nuclear fuel cycle. Replicating the damage caused by extended exposure to high levels of radiation in a research environment increases understanding of how materials behave in real nuclear applications and allows development of predictive models for industry. The nuclear engineering decommissioning capability incorporates both fundamental and applied research. Research is focused on developing and demonstrating innovative solutions that deliver benefits to UK and international decommissioning and clean-up programmes. This requires a collaborative approach involving universities, the supply chain, National Nuclear Laboratory (NNL), Site Licence Companies and the NDA.

A robotic crane is to be used to extract radioactive waste in what is believed to be the world’s deepest nuclear clean-up.

he remote-controlled crane and grabber will be lowered into the 4.6m diameter, 65m deep shaft to retrieve the waste, as part of the Shaft and Silo project, which is one of the UK’s most significant nuclear decommissioning and engineering challenges. The Babcock Dounreay Partnership (BDP), responsible for the decommissioning, demolition and clean-up of the Dounreay nuclear site, and the Dounreay site team briefed the supply chain in autumn 2012 on potential opportunities for involvement in the Shaft and Silo project (one of the key elements of the Dounreay site programme), including opportunities to tender for remote-controlled robotic crane and grab systems to extract waste from the shaft. Radiation levels are too high for man-entry, so robotic equipment will be used to retrieve, analyse, shred and package the waste. The shaft (originally excavated in the 1950s for removal of rock spoil during undersea tunnelling, and authorised as the UK’s first Intermediate Level Waste (ILW) disposal facility in 1958) and nearby wet silo (a concrete-lined and roofed vault some nine metres into the ground) were used for ILW storage until 1977 and 1998 respectively. They now contain an estimated 1,500 tonnes of mixed solid waste and sludge which needs to be removed and processed for long-term interim storage, representing one of the biggest clean-up challenges in Europe.

The use of limited-life construction in preference to heavily engineered long-term structures (being less costly to build and decommission), and use of modularised plant and equipment systems (for ease of commissioning and enabling critical items to be more easily substituted in the event of failure) are key features, as is using self-shielded waste containers for on-site storage (thereby avoiding the need for high capital investment to construct shielded waste stores with remote handling). A further key feature is the use of commercially available off-the-shelf equipment wherever possible, such as remote vehicles and remotely operated equipment, cranes, shredders, waste treatment and more, and adopting methods and techniques proven in the nuclear and other sectors such as water treatment and mining industries.

Commenting on the project ahead, BDPâ&#x20AC;&#x2122;s Shaft and Silo Project Director Bo Wier said: â&#x20AC;&#x153;We believe we can deliver the decommissioning on an earlier time-scale and at lower cost than previously thought by combining proven, off-the-shelf technology with innovation in design. By 2021 we aim to have all the waste safely packaged for long-term storage above ground, and both facilities left in a condition that do not pose a hazard to future generations. This is significantly earlier than previous estimates, and offers substantial savings to the Nuclear Decommissioning Authority.â&#x20AC;? With concept design finalised, and detailed design completed in 2013, construction work is scheduled to begin in the second half of 2013 and take up to three years to complete. Waste retrieval is expected to take 18 months at the silo, and 30 months at the shaft, before both facilities are back-filled with concrete. www.dounreay.com

Once retrieved the waste will be segregated, characterised and processed for interim storage. The waste will be sorted using ROVs with power manipulators and various end effectors for sizing and handling waste items, and segregated into solid and effluent waste streams, using equipment including NuclearCONNECT

ack in January this year I was asked by the Welsh Government and the Head of Service for the Isle of Anglesey County Councilâ&#x20AC;&#x2122;s Economic Development Unit if it was possible for me to support the Anglesey Energy Island Programme, in particular to prepare a report on regional supply chain development, with a focus on small and medium enterprises (SMEs). Over the past seven months I have been working within the Energy Island Programme on a part-time basis to produce the report, which, in final draft form, has been issued to the Welsh Government for review and comment. This article is designed to present an overview of the report and the key areas it identifies in relation to SMEs. My current post as Interim Director of the North Wales Procurement Partnership is focused on developing and supporting collaborative procurement in a number of areas, including construction, transportation and elements of social care across six North Wales local authorities. My last few years have been spent within local government procurement, which is complemented by several years in the private sector. My previous experience is within engineering, project and programme management across a number of sectors including nuclear power generation, oil and gas and mobile telecommunications. As a Cabinet Office-accredited High Risk Programme review team member I have been on a number of change and transformation-related reviews for the Welsh Government.

Effective intervention within the supply chain is essential, with consideration given to effective interfaces at, for example, political, strategic and professional levels. Any new build at Wylfa will be a different proposition, in that the build will be undertaken by the private sector. The strategic approach adopted will have significant impact on the supply chain structure, e.g. ‘turnkey’, or the letting of separate contracts.

The two basic types of water-cooled nuclear reactors were called Pressurised Water Reactors (PWRs) and Boiling Water Reactors (BWRs).

ith Hitachi’s recent acquisition of Horizon Nuclear Power, there are now three designs of reactor potentially in line for introduction into the UK, namely the European Pressurised Reactor (EPR), the Westinghouse derived AP1000 and the Advanced Boiling Water Reactor (ABWR). Soon after the dawn of the nuclear age, two very flexible types of nuclear reactor were designed, in which (conveniently available) water combined the essential function of ‘moderating’ the nuclear reaction with acting as a medium to transfer heat away from the nuclear reactor to form steam to drive electrical generators. 28

In a PWR the heat is transferred out of the reactor in a primary circuit. In this circuit the water remains in the liquid state throughout, and the heat is transferred in a heat exchanger to a secondary circuit in which water is boiled to generate steam for the electricity generating turbine. The two circuits operate at different pressures; the lower pressure secondary circuit is the one in which the water boils to produce steam. In the Boiling Water Reactor (BWR) there is no intermediate heat exchanger,

and the water is boiled in the nuclear reactor itself to generate steam to drive the turbine. The PWR is the more compact design; by avoiding the generation and separation of steam in the reactor itself, the physical size of the reactor is much smaller – which is what made the design so convenient for the propulsion of nuclear submarines as well as electricity generation. The division into two circuits separates off the nuclear reactor and avoids the steam equipment and turbine becoming contaminated with radioactive material. By contrast the BWR avoids having two separate circuits and does away with the need for the technologically complex steam generators. PWR and BWR designs have WWW.THECONNECTSERIES.CO.UK

been very successful commercially, and the existing worldwide fleet of nuclear power stations is split fairly evenly between the two types. The extensive operating experience with this fleet gives confidence that new examples can be built and operated successfully. The two basic designs have been evolving gradually since their inception in the late-1950s/early 1960s.

EPR and AP1000 features The EPR and AP1000 are evolutionary examples of the basic PWR design, and both variants benefit from learning from previous experience. Examples of these upgrades are the ‘core catcher’ in the EPR design, designed as an ultimate barrier to prevent escape of molten radioactive material in a severe accident scenario, and WWW.THECONNECTSERIES.CO.UK

the ‘passive safety’ features of the AP1000. Through the publicity following accidents at Three Mile Island and Fukushima, we have all now become familiar with the problems of overheating which can occur in a severely damaged water-cooled nuclear reactor, even after the nuclear reaction has been shut down. Traditionally PWR and BWR designs have extensive active automatic safety systems and back-ups which kick in in the event of an accident, in order to prevent overheating. By contrast the AP1000 design has special design features which address this problem by cooling the reactor through natural processes (convection, reflux, etc.) even in the event of severe damage. In simple terms this feature can be described as releasing by gravity a large volume of water (like a swimming pool) to immerse the reactor and

cool it in the event of an accident. The water boils within the fully contained building and the steam condenses on the surface of the building and runs back into the pool. In this way the reactor’s residual heat can be safely dissipated through the building walls without the need for human intervention or active safety systems. This in turn avoids the need for a lot of back-up equipment, making the design simpler and cheaper to build. The disadvantage is that it is difficult to ensure this type of passive safety for the very largest outputs of reactor power, and hence the AP1000 has a rather lower electric output (1100MW) compared with the EPR (about 1600MW). Nuclear power stations normally benefit from economies of scale, hence the largest possible output from a single unit is an important economic objective. NuclearCONNECT

On the other hand, the two PWR designs have been through the GDA process, whereas the ABWR has not. The ABWR has, however, successfully been through the USNRC licensing process, which may allow some streamlining of its passage through GDA. The EPR is the primary candidate for the Hinkley Point site in Somerset, whereas it seems likely that the ABWR will be the design of choice for the Horizon sites at Oldbury in South Gloucestershire and Wylfa in Anglesey. All designs should be able to have an extended operating life of at least 60 years. ABWR The ABWR is an evolutionary version of the original BWR design having about 1,300MW output â&#x20AC;&#x201C; one of the major changes being the reactor recirculation system. In a BWR the rate of heat output from the reactor is so great that water has to be forced through the reactor core as it boils to produce steam. In old designs this was achieved with reactor coolant pumps and pipework sited on the outside of the reactor vessel which drew water from the reactor vessel and pumped it back in through the core. In the ABWR the required recirculation is all carried out within the reactor vessel. This has important advantages in keeping things clean, contained and preventing potential sources of leakage.

GDA process Before introduction to the UK all potential designs have to go through the Generic Design Assessment (GDA) process, undertaken by the UK Office of Nuclear 30

Regulation (ONR). This assessment examines the designs in great detail to ensure that they can be built and operated safely and according to the requisite UK standards. The United States has a similar licensing process conducted by the USNRC (Nuclear Regulatory Commission). The ABWR has more operational experience than the two PWR designs, whose earliest examples are currently in the construction phase, for example at Olkiluoto in Finland and Flamanville in France (EPR) and Sanmen and Haiyang in China (AP1000). The first ABWR unit came into service at Kashiwazaki-Kariwa in Japan in 1996, built to budget and to time, with several following after.

As the preliminary work progresses, such as the recent approval of a temporary sea jetty at the site, we are seeing renewed local interest in the development. Local Somerset capacity will not be enough. Significant gaps in capability and capacity present additional opportunities for British companies outside of Somerset and for attracting highly skilled, nuclear-related global businesses to the county. It’s also an opportunity for developing business partnerships between Somerset and non-Somerset companies. To assist the recruitment drive, in partnership with the Somerset Chamber of Commerce, inward investment organisation Into Somerset is actively supporting businesses in the county as they partner businesses from further afield in order to improve their chances of being selected for Hinkley project contracts. One of our key roles is to encourage skilled inward investment and we are speaking with a number of companies considering a move to Somerset to engage more fully with the Hinkley project. Almost a thousand Somerset businesses, spanning civil engineering, building trades, transport and storage, mechanical contracts, professional and technical services, administration and support services, have registered on the Hinkley Supply Chain portal, and £60m of contracts to over 150 South West businesses have already been awarded.

Q&A: KIRSTY ALEXANDER

What brought you into the industry/your position?

Many of you will know Kirsty, who joined the Nuclear Industry Association (NIA) in April 2012 as Head of Communications. Kirsty is responsible for NIA’s strategic communications, including PR, stakeholder relations, events and media. The NIA is the trade association and representative voice of Britain’s civil nuclear industry. It represents more than 60,000 UK nuclear workers across more than 260 member companies involved the industry.

As a communications specialist I have always worked on environmental and sustainability policy, whether in government, as press officer for the Deputy Prime Minister John Prescott, or as a consultant. So when the Department of Energy and Climate Change (DECC) invited me to head up communications for one of their directorates a couple of years ago, I leapt at the chance, only to balk when I realised it was for the Office for Nuclear Development. By chance I had recently been given ‘Sustainable Energy without the Hot Air’, by Professor David MacKay (he is now Chief Scientist at DECC). In this book he makes a compelling case for nuclear as a large-scale low carbon technology and busts a bunch of myths on safety and risks along the way. Now, having reviewed the evidence, I am a strong advocate for nuclear power and was delighted to join the NIA earlier this year to represent the industry. WWW.THECONNECTSERIES.CO.UK

We have just published our Capability Report, which shows the potential for UK manufacturing and industry to help deliver this huge programme over the course of the next decade. What developments do you expect to see in the next five years at the NIA?

The industry could be less shy about highlighting its many benefits, especially in terms of affordability, reliability, world-class professional standards and keeping the air clean.

I would expect to see our membership continue to grow, representing a national industry that provides consumers with value for money whilst making a real contribution to keeping the lights on and air clean. The British nuclear industry already directly employs around 60,000 professionals in the UK – many of them in regions where jobs are hard to come by. A major nuclear new build programme will lead to substantial industrial and employment benefits – including considerable opportunities for the UK nuclear supply chain and a boost for UK manufacturing and construction.

What projects/initiatives is the NIA working on currently?

I have been very fortunate to work with some wonderful people on some wonderful projects. In government I was seconded to work in No 10 in the Prime Minister’s press office. Riding in the motorcade through London was a thrilling experience!

It is a wonderfully exciting time to be in the nuclear industry. In the UK we need to replace much of our ageing energy infrastructure with clean, reliable sources of power. We very much support the Government’s Energy Bill, which is intended to provide much needed investment certainty, whilst keeping the lights on, household bills low, and reducing our carbon emissions. Nuclear energy ticks all these boxes, helping to reduce our dependence on imported fossil fuels whilst providing industrial-scale low carbon electricity for millions of people. What is your greatest career achievement to date?

I am proud to have run the award-winning PR campaign, ‘Lights out London’, for Capital FM, which persuaded three million people, including residents of Buckingham Palace and Canary Wharf, to join in switching their lights out and send a climate message to the world. Piccadilly Circus switched off its lights for the first time in over 70 years. At DECC I ran the national public consultation for the National Policy Statements for Energy. We ran exhibitions and public meetings at all of the proposed new build sites. It was great to meet so many well informed local people who, despite many being daunted by the scale of the construction, largely appreciate that nuclear makes a good neighbour and brings significant jobs and economic opportunities to local communities.

What do you enjoy most about your job?

If you could change anything about the industry what would it be and why? The industry could be less shy about highlighting its many benefits, especially in terms of affordability, reliability, world-class professional standards and keeping the air clean.

What law/legislation would you like to see introduced/changed? We need a 2030 decarbonisation target to be set across Europe, alongside much stronger efficiency standards. With reports that the permafrost is thawing, the world needs to transition urgently to low carbon energy.

Where do you see the UK nuclear industry in 10 years? Thriving, with new plants operating and more on the way. Using the new build programme as a springboard, we will also be very active overseas. In the UK, new nuclear will be a major engine for growth. Each project is equivalent in scale to the Olympics and is expected to create around 25,000 jobs. At the other end of the fuel cycle, the British nuclear decommissioning industry will be prospering. It is world class, highly skilled and generates more than £1bn of business per annum for UK GDP. recent decommissioning market survey1 showed that around 12 per cent of those surveyed (and respondents were from all tiers in the supply chain) said that the single biggest challenge for the sector is “the lack of opportunities for SMEs to break into the industry”.

If we add to that the views of 69 per cent of the same respondents that the future will bring “increased strain on resources throughout the supply chain”, we have a pretty compelling argument for more efforts to go into unleashing the skills, innovation and know-how that sit within smaller companies.

HM Government has itself announced a policy intention to award 25 per cent of its contracts to SMEs and the European Commission sees SMEs as vital in terms of its Europe 2020 policy. So amongst vendors, purchasers and policy makers alike there is no doubt that SMEs need to play a greater role in increasing innovative service provision and driving economic recovery.

EXCELLENCE The nuclear new build, operational and decommissioning programmes in the UK offer massive opportunities for world-class nuclear construction industry. It is the latest in a series of successful construction programmes which started with Terminal 5 at Heathrow and the latest of which was the widely-hailed Olympic Park in East London. Constructing Excellence is a national, regional and local movement in the UK and internationally to deliver industry improvement through collaborative working. Clients, contractors, consultants and suppliers subscribe to fund research, benchmarking, task groups, guidance, training and influence, and other funding comes from the government and some commercial sales. Constructing Excellence established its Nuclear Task Group in 2009 to focus on promoting best practice to enable sustained improvement and enhanced value in nuclear construction.

n 2011–12 the group held quarterly meetings focused on the learning themes of collaborative working, delivering productivity and ensuring project delivery. It engaged with the major nuclear client organisations EDF Energy, Horizon, Centrica, Magnox, Sellafield, MOD and the Nuclear Decommissioning Authority, and had guest contributions from the Young Generation Network, BRE, HSE, BSRIA, NSA Nuclear, colleges and universities, and other government departments and industry representative bodies including the Nuclear Industry Association (NIA).

We must first deliver well in the UK to provide the track record for developers, constructors and supply chains to rely on. Some key messages have emerged from our discussions: • To succeed, constructing nuclear power stations needs to incorporate the principles and practices of collaborative working as promoted by Constructing Excellence. • Productivity is a top-to-bottom challenge with clients enabling the right physical and cultural environment to enable potential productivity to flourish. • Learning lessons is all very well, but how many will be re-learned again if we cannot institutionalise what we have learned. Others sectors have found ways to do this and so must we. • Solidly developed programmes need to be established and delivered by committed organisation with interfaces well understood to ensure all the desired outcomes can be met. We need to ensure for the reputation of our industry that these messages are understood, and help the industry understand what needs to be done to accomplish that. Industry tour to Japan In March 2011 Constructing Excellence and the NIA took a party of 20 from the UK nuclear construction industry to Japan to see how the most efficient construction industry in the world was delivering nuclear new build. The timing was not fortuitous; the earthquake and tsunami made our last two days ‘interesting’, and our thoughts remain with the people of Japan, but by then we had witnessed first-hand how a collaborative culture combined with the early involvement of the supply chain enabled the teams to plan-plan-plan together to lean the process and then not only deliver right first time but challenge themselves on how they could do better. It’s not just theory; the future was clearly seen there and there remain endless possibilities to explore – it is a future in which the UK nuclear construction industry can lead the world.

The UK nuclear new build programme presents massive opportunities for construction, which in turn may well lead to major export potential. However, we must first deliver well in the UK to provide the track record for developers, constructors and supply chains to rely on. We have an ambitious programme for 2013 where our task group themes include transforming and skilling a workforce to work collaboratively, developing a knowledge-led sector, and programme and project delivery processes. We will continue to reach out to other sectors and countries to learn wherever we can. We also wish to be more effective in supporting the sector in partnership with the NIA, Institution of Civil Engineers and others. which has been recognised as worldleading by other countries around the world. the uK nuclear sector needs the benefits on offer from these approaches, and there is plenty of evidence that clients have responded, both in the nDa estate, notably Magnox and Sellafield, and in the new build arena, where calls for improved productivity can only be met through collaborative working to provide the right conditions for lean and continuous improvement techniques. constructing Excellence defines collaborative working as working together in a seamless team to common objectives that deliver benefit for all, perhaps best summarised as ‘mutually-beneficial commercial alignment’.

FEATURE: CONSTRUCTING EXCELLENCE We have identified three overriding principles. Without these, there may be good project management practices but it is not full collaborative working. These are: • Common vision and leadership. Collaborative teams share a vision of what represents value for the project team, as well as the client and end users. This will likely be defined as some combination of operational performance, predictability of delivery on cost and time, no surprises, and absolute cost and/or time reduction. • Collaborative culture and behaviours. Collaborative behaviours include teamwork and joint problem solving, and participants live values such as trust, fairness, openness, no-blame, honesty and transparency. • Collaborative processes and tools. Critical factors for success are early involvement, selection by value, common processes and tools, measurement of performance, longterm supply chain relationships, and modern commercial arrangements.

Calls for improved productivity can only be met through collaborative working to provide the right conditions for lean and continuous improvement techniques. The benefits we have measured on major infrastructure projects include reliable and predictable delivery safely, efficiently, on time on budget, reduced waste in all its forms, improved site productivity, supply chain stability, shared risk and shared reward, fit-for-purpose build, and a lifetime costing approach. For the nuclear industry to realise these benefits, it needs to apply a modern approach to the contracting structures it adopts on its projects. Procurers of new nuclear power plants or other complex engineering projects on nuclear sites are keen to create an environment that encourages close collaboration between members of the supply chain to provide the best chance of the team developing the optimum design solution, methodology for construction and O&M strategy, which WWW.THECONNECTSERIES.CO.UK

should in turn reduce or eliminate accidents and defects. However, creating an environment where project risks are addressed collaboratively by all interested parties is not easy to achieve as commercial self-interest gets in the way. Developers are reluctant to step away from contracts that fix the supply chain with responsibility for the losses they cause and, as a result, when an issue arises the first thing a supplier does is check to see whether it may be liable under its contract. A radical departure from conventional contracting principles is required to change these behaviours. One form of ‘collaborative’ contracting which is receiving considerable attention is ‘alliancing’, which has delivered real value and benefits to developers in a number of sectors including the oil and gas and utilities sectors. An alliance could be established between members of the supply chain to deliver an integrated package of services to the procurer or between the supply chain and the procurer. A key feature of alliancing is the ‘no-blame’ culture, which means that an alliance member cannot be liable to any other alliance member except in extreme circumstances such as insolvency or wilful default. The alliance members usually agree that they will only take money out of the project to cover their costs and will defer claims for any profit or share in any project gains (if any) until pre-agreed milestones have been reached. If the project over-performs then the partners share the upside. If the project under-performs then they each share the loss without apportioning blame between themselves. By collaborating in this ‘no-blame’ environment the alliance members’ energies are focused on achieving the alliance’s objectives, and risks are managed more effectively due to the shared incentive to deal with them proactively. Another common collaborative structure is ‘partnering’. ‘Partnering’ does not have a precise legal meaning and therefore may take on different forms depending on the circumstances of the particular project and the preferences of the parties. However, all forms should be underpinned by a fundamental obligation on all partners to trust and cooperate with one another. Those core principles may be set out in a ‘non-binding’ charter or as binding obligations in the partnering agreement. The partnering agreement may also set out objectives in relation to key project issues such as health and safety, sustainability and avoidance of defects in the works.

Framework agreements may be considered by some to be ‘collaborative’ in the sense that they establish a longer-term relationship between the parties, although in practice commercial self-interest is likely to raise its head, particularly if the supplier is not receiving much work under the framework. The main challenge with these structures (particularly alliancing) is the major shift in attitude required from all stakeholders (including funders) to make it work way beyond anything previously experienced in the nuclear sector. It is therefore difficult to imagine those structures being adopted in their purest sense. However, we are already seeing some of the principles being adopted in both the new build and decommissioning environment through the adoption of collaborative forms of contract such as the NEC3 suite of contracts, which includes collaborative principles such as the ‘early warning’ and ‘risk reduction’ procedures as well as risk sharing procurement models such as ‘target cost’. How much further procurers are prepared to go will ultimately depend on how persuasive the supply chain is in advocating the benefits of these alternative models. Culture

The culture of an organisation is usually obvious the minute you walk in the door. The culture comes from the top, and what the leaders in an organisation say and do dictates the behaviour of others. The nuclear industry promotes a strong safety culture. If it also creates a strong culture of employee engagement then the road to nuclear new build will be an easier one. There is no doubt in my mind that safety culture and company culture are linked. When the staff buy into the company culture, they more readily buy into the health and safety culture.

he UK civil nuclear industry is about to enjoy a period of significant growth, as reinforced by the recent announcement that Hitachi are to buy Horizon. With this growth comes a significant increase in the number of people employed. Industrial relations is always a key consideration when a large workforce is being built through a combination of direct labour and the supply chain. Bearing in mind that it takes several thousand people to build a nuclear power station, the relationship between the employer/client and the workforce is key. Companies like EDF Energy, NuGen and Hitachi have a great opportunity with a blank sheet of paper in front of them to build strong and engaged teams. From what I’ve seen at Hinkley, EDF Energy have made a good start and, in conjunction with organisations like the National Skills Academy, the new build developers can create world-class UK teams. I believe that the starting point for modern industrial relations is strong employee engagement. Gone are the days of the big stick approach to staff management, but it’s not simply about the carrot either. Yes, people want to earn money and most people have aspirations to make life as good as possible for themselves and their families. However when it comes to staff engagement, money is not the only factor. Here are a few thoughts on staff engagement:

Leadership There is a strong correlation between strong leadership and company/team success. And I don’t mean ‘textbook’-style leadership; I mean where the leader and his or her board lead by example and believe in what they say. If you only pay lip service to what you say, your staff will quickly see through it.

• Lack of measurement: Being measured in terms of what we do is vital. We all want to know how well we’re doing and most people want to know how they can do better. Telling someone that they’ve done a good job is the easiest thing to do and has a hugely positive impact. It never ceases to amaze me how few managers actually do this. • Irrelevance: The knowledge that whatever we are doing is relevant to the bigger picture is vital to everyone, especially for people close to the ‘coal face’.

There’s a story that during an unannounced visit by John F. Kennedy to the space centre at Cape Canaveral in the mid-1960s, he met a man in overalls and said, “What do you do here?” The man replied, “Mr President, I’m helping to put a man on the moon.” The man was a cleaner but he didn’t describe his role as a cleaner. He had bought into the vision. All our staff within the nuclear new build supply chain, no matter what their specific role, need to have the attitude that they are helping to build a new nuclear power

How people feel about their job Obviously there are a number of key factors that dictate how a person feels about their job. These include their well-being at work, how good their boss is, how they feel about their team, how fairly they are treated and of course their remuneration package. However there are plenty of people who are in well-paid miserable jobs. There are three underlying factors that will make a job miserable and they can apply to virtually all jobs regardless of the nature of the work being done. The three signs are obvious and easy to resolve but are largely unaddressed in most organisations.

NDA Chief Executive John Clarke points out: “Sellafield receives the lion’s share of our yearly £3bn for decommissioning 19 civil nuclear installations with site spend almost doubled over the last seven years. More people are employed at Sellafield, and higher funding allocated to solve its highly complex challenges, than the other 18 sites put together.” A rising number of Sellafield Ltd (SL) initiatives are seeking supply chain involvement to help ensure the NDA, SL management and individual companies are best able to deliver the programme ahead.

The survey also identified opportunities for improvement, and an action plan is currently scheduled for implementation into 2013. Voice of the Supply Chain Survey 2012 SL constantly strives to improve its business model and heralds feedback as a key factor in learning from experience. Earlier in 2012, SL’s Commercial Team invited members of the external supply chain to participate in a survey to measure its current commercial

performance. A ‘Voice of the Supply Chain’ questionnaire reached out to all firms currently providing products or services, directly or indirectly, as part of the site’s supply chain. It invited responses to questions across a range of themes: • working with and for SL • communication of SL commercial requirements • the effectiveness of SL’s and the supply chain safety culture • quality assurance arrangements • supply chain learning and innovation • commitment to socio-economic and ethics • suggested areas for improvement. The feedback received from 179 companies has now been analysed per supply chain area: that is, Tier 2, 3 and local SMEs. The key positive aspects from the survey included: • SL has an effective approach to managing safety. • Supply chain understands key safety requirements of products or services supplied to SL. • Supply chain staff would challenge a SL or supply chain employee if considered to be performing unsafely. • Positive recognition and support by the supply chain of socio-economic needs. • Supply chain understands and complies with the SL Code of Responsible Business Conduct.

A communication plan for business requirements includes work on the SL website by the end of 2012, followed by actions around Business Needs and the Procurement Plan (by end May), and Tender Pre-Qualification, Defining of Procurement Requirements, and Delivery of Commitments (all by end March). SL highlighted how the feedback contributed a wealth of positive information and opportunities for improvement to its efforts to build and maintain a capable supply chain delivering site requirements. Together with the analysis of survey results, the resulting output has been shared with SL Commercial Directorate, and the NDA plans to repeat the survey every two years and will be inviting input from members of its supply chain in March/April 2014. New contracts and projects Alongside this and other initiatives, such as a ‘Business Continuity Questionnaire’, to improve performance and strengthen delivery, SL has also announced a host of future contracting partners – Tier 2 companies who will help deliver future multi-million pound projects across a range of disciplines.

Further evidence of the scale of the opportunities on offer came with the October announcement for the £1.1bn Infrastructure Services Alliance for a huge range of services across the site for up to 15 years. A joint venture between Morgan Sindall and Arup was named as preferred bidder to deliver the project, in partnership with SL. Tasked with using their own skills and expertise, while assessing supply chain capability, they will deliver essential services like steam generation, chemical storage, drainage, roads and car parks. This announcement and the Design Services Alliance contracted with two joint ventures in April, worth £1.5bn over 15 years, are let by SL under its new overarching acquisition strategy introduced by PBO Nuclear Management Partners. Once contracts are signed, the companies involved will make detailed assessments of the work and demand, opening up potential opportunities for other supply chain companies. NDA Commercial Director Sean Balmer pointed to the estimated 120 projects worth more than £100m, each which could get underway in and around Sellafield over the next 20 years.

EXERCISE SATURN

EMERGENCY PLANNING FOR THE SAFE TRANSPORTATION OF RADIOACTIVE MATERIALS On a crisp, sunny day in September near Hartlepool Power Station, police sirens are ringing out, gaseous fumes are leaking out of a 2m diameter cylinder and a host of emergency services is rushing to the scene. This is not however a real-life scenario but part of Exercise ‘Saturn’, the 2012 RADSAFE demonstration for EDF Energy and URENCO to test the RADSAFE Plan. NuclearCONNECT was there to see the action and speak to EDF’s Phil McNamara to find out what’s involved in the drive for safety excellence. Words: Bryony Stuart

The RADSAFE plan The transport of radioactive material has been undertaken safely throughout Great Britain for over 50 years. The chances of a leakage happening in real life are slim to non-existent given the standards and testing that packages are subjected to. Containers built for irradiated fuel transport are specified to International Atomic Energy Agency standards, and if one were to find itself in the path of an errant high-speed train, the train would almost certainly come off worse. Nevertheless, companies transporting radioactive material are required by the Carriage of Dangerous Goods etc Regulations 2009 (as amended 2011) to have suitable emergency arrangements for dealing with accidents. 58

To help the nuclear industry meet this requirement and maintain its high level of performance, RADSAFE was formed in 1999 to develop a long-needed single transport emergency plan and act as a 24/7 emergency response scheme. As well as using the Civil Nuclear Constabulary call centre for notification of incidents, RADSAFE also provides training to interested parties and direct support to members through standards for response, personnel, equipment, performance, notification routes and reporting procedures, along with definitions of responsibilities for clean-up and press relations. Terry Kelly’s article on page 25 of edition 4 traced the development of this important framework. RADSAFE’s membership includes many of the UK nuclear operators, radiopharmaceutical manufacturers and source manufacturers/shippers. As a RADSAFE responder, EDF Energy is required to exercise the arrangements under the RADSAFE Emergency Response Plan on a regular basis. Participation in a realistic scenario involving fire, police, ambulance and local authority professionals is designed to help the company learn about its own roles and the roles of other organisations, test the communications chain, check the accuracy of its local plan and operational policies, and generally explore the issues around responding to a transport incident.

wanted to push the boundaries further and devise a scenario with a unique set of circumstances – management of an incident involving a consignment belonging to another RADSAFE member (URENCO) and involving a chemical hazard – which would lead to an even more stringent set of requirements.

RADSAFE was formed in 1999 to develop a longneeded single transport emergency plan and act as a 24/7 emergency response scheme.

The exercise was driven by EDF Energy’s Dangerous Goods Safety Advisor Phil McNamara and URENCO’s Emergency Planning and Fire and Rescue Service Manager Dave Dowling and managed by duty standby staff and additional support personnel. Participants included representatives from EDF Energy’s Emergency Control Centre (ECC) at Hartlepool, their Central Emergency Support Centre (CESC) in Gloucester and the Hartlepool Power Station RADSAFE Response Team, who would attend an incident under RADSAFE, plus URENCO, who as ‘Consignor’ would also be required to send a response/recovery team and establish an Emergency Control Centre. Westinghouse UAM Ltd participated as ‘Carrier’ and provided the package – a real uranium hexafluoride (hex) cylinder (albeit empty) – and the lorry and trailer combination to move it. The Emergency Services and Hartlepool Borough Council also took part to ensure a level of reality as well as using the exercise as an opportunity to test their own plans. ‘Umpires’ were assigned to monitor rescue and damage assessment teams going into the accident zone, to give radiological and visual feedback on what the teams were encountering. The incident, a road traffic accident, was enacted on a ‘to-scale’ mock-up of the incident site, and simulations were used as far as possible to enable realistic actions to be taken. This included a car that had crashed into a lorry trailer, a ‘leaking cylinder and a third vehicle with the driver affected by the hex vapours (see box overleaf). The radiological and chemical hazard was such that the emergency services and EDF Energy had to take necessary precautions to protect the public and response staff.

Going ‘beyond reality’ Exercise ‘Saturn’, held on 5th September at EDF Energy’s Hartlepool power station site, was therefore a full-scale presentation of their RADSAFE response, carried out according to their local plan. This year EDF Energy WWW.THECONNECTSERIES.CO.UK

The exercise was in two parts: a ‘response’ exercise by EDF Energy up to handover to the URENCO response team, at which point the EDF Energy response stood down along with the bulk of the emergency services; followed by a ‘recovery’ exercise by URENCO and a small core group to develop a plan for the onward movement of the cylinder and remediation of any environmental damage at the incident location.

The play for today: scenario details A shipment of natural uranium hexafluoride (UF6 or ‘hex’) is being carried in a 48Y cylinder on a flatbed trailer lorry from Capenhurst (UUK) to Almelo (UNL) in the Netherlands via Hartlepool docks. The incident occurs when a stolen car collides with a lorry trailer while crossing a roundabout. The effect of the collision, combined with wet roads and failure of the restraining mechanism, results in the hex cylinder coming off the trailer and landing on the roundabout island. A steel spike punctures the cylinder causing the release of a small amount of hydrofluoric acid vapours. The car driver has a knock to the head, chest injuries and cuts to the face, and he needs cutting from the vehicle. The lorry driver suffers whiplash injuries, plus a knock to the head, and he needs treating at the scene. The release of vapour lasts about half an hour (or less if sealed by fire and rescue teams). Several vehicles pass through the plume before the roads are closed. One driver stops and observes the incident, then suffers from violent coughing fits and stinging eyes and needs treating at the scene. None has radiological contamination. The wind direction is such that the gaseous release is being blown away from the crashed car (from 310 degrees, 1 m/s).

Smooth orchestration For Phil, exercise planner and director for the day, there was a fine line between creating a sense of realism, going ‘beyond design basis’ to have a radiological release of sufficient magnitude to consider effects on responders and the public, and knowing what would work on the day. “You have to think like Steven Spielberg…” he jokes, “then cut back!” Choice of location was a key challenge in designing the exercise: so as not to disrupt the road system around Hartlepool and infringe on the day-to-day goings on of the local population, the incident was staged on EDF Energy land near the power station. Holding the exercise on-site also meant that unexpected obstacles were avoided – for instance, if a real emergency at the power station had occurred, the resources were already at hand to be deployed. Also, if any of the emergency service vehicles had to be called away for a real incident, the station could potentially ‘backfill’ using its own site fire brigade or medical personnel. Although planning for this type of exercise isn’t quite on the scale of planning for an offsite nuclear release exercise, the devil is in the detail, and EDF Energy started making arrangements some six months in advance,

ensuring all the emergency services and local authorities were on board. Phil explains, “Some details need to be sorted before the exercise starts so that key objectives can be achieved and we don’t get sidetracked due to missing telephone numbers or ‘actors’ not being thoroughly briefed.”

Learning from exercises just helps us to ‘polish the product’.” Polishing the product To promote shared learning, RADSAFE consortium representatives from Sellafield Ltd, the Health Protection Agency, GE Healthcare and Magnox Ltd observed the exercise, as well as other interested people from the participating organisations. Feedback from participants and observers obtained on the day and after the event was then evaluated to identify learning points for the RADSAFE consortium as a whole. Areas for improvement included notification procedures and timescales, technology issues, press briefings and senior management visibility at local emergency centres. As Phil points out, “The members of RADSAFE are professionals and the training they receive to act as professionals is what will make a response to a RADSAFE incident work on the day. Learning from exercises just helps us to ‘polish the product’.”

In terms of planning for a similar exercise where timing and continuity are of the essence, EDF Energy would recommend allocating plenty of time and allowing the exercise to run its full course, especially if the communication chain is being tested. This may just involve simple things like providing a snack van in stead of breaking for lunch, or holding debriefs on the following day. “There is a balance between letting a scenario unfold in a realistic timescale and having people waiting around for their turn to play and then getting anxious or bored, or letting the exercise run on to properly test the other parts of the response, when those in the first part of the response get bored and start packing up for something to do!” says Phil. Liaison with emergency services is a crucial part of the Command and Control communication chain specified by RADSAFE. Whereas responder Emergency Controllers are responsible for overall Command and Control in an offsite nuclear

vapours, one of the most corrosive substances known to humans. We had to do some interjects on the day just to remind people of this. This is one of the problems with simulations – I couldn’t really have real HF floating around and using a substitute wasn’t really practical either, as there are a couple of chemical factories surrounding the Hartlepool site.”

“When the Hartlepool Responder commented, ‘There was so much equipment and people involved on the day, I forgot I was in an exercise’, for me that made it all worthwhile.”

emergency, in a RADSAFE incident – especially where the responder is responding to an incident and is not the package owner – they essentially become part of the support chain. “It’s the police in charge, not EDF Energy; this is a challenge for some of us to get our heads around,” says Phil. With hex the dose rate increases as the leak goes on, which gave the emergency services a lot to think about. “Always expect the unexpected,” advises Phil. “Even though the emergency services have all the necessary equipment and information, they will do whatever they need to do on the day! “One of the effects of a leaking hex cylinder is that it evolves hydrofluoric acid WWW.THECONNECTSERIES.CO.UK

Notifications took a little longer than expected, and an interject was needed to keep the exercise moving along. Phil explains, “There is a lot of information that needs to be passed through to various agencies, especially at the start of an incident, and this needs checking both for accuracy but also using ‘three way comms’. This takes time; longer than most people realise.” One recommendation would be to hold a communications exercise in advance of the main exercise to check all the ‘links’ work, even if this means giving away part of the scenario. EDF Energy would also advise looking at company IT security protocols to ensure that staff using mobile phones and other

equipment are permitted to include images as part of the information they send to other centres. “In an age of Facebook, Twitter and Skype, it’s unfortunate that modern communication tools are often rendered useless by a company’s IT security procedures”, says a somewhat bemused Phil. EDF Energy is now addressing this by setting up a dedicated IT service straight to its control centres.

Pushing the boundaries for safety With the spotlight held firmly on safety issues, especially post-Fukushima, exercises like this that go beyond ‘normal’ transport expectations are important in maintaining regulator and public confidence in the safe transport of radioactive materials. And as the nuclear industry continues in its pursuit of safety excellence, putting training into practice helps to identify weaknesses and develop the flexibility and confidence to deal with a potential incident as well as any unanticipated ‘curveballs’. “Putting the effort into organising an exercise on this scale avoids any complacency on the part of the responders by taking them out of their comfort zone and challenging them with a situation that shouldn’t happen in real life,” says Phil. “I would like to thank Cleveland Police, Cleveland Fire and Rescue, North East Ambulance service, Hartlepool Borough Council, URENCO and Westinghouse UAM Ltd for their efforts in bringing this exercise together.” “I worried on the day about how things were progressing and not being able to see everything that was going on. But when the Hartlepool Responder commented, ‘There was so much equipment and people involved on the day, I forgot I was in an exercise’, for me that made it all worthwhile.” www.radsafe.org.uk

IMPROVEMENTS IN DOSE MANAGEMENT

orking in a hazardous environment presents a number of challenges, which adds an interesting dimension to any construction project. Understandably, companies that regularly work in radiologically controlled areas are subject to strict IRR99 regulations, where manual intervention is required.

on-site. Each job is assessed prior to starting work to identify the best way to minimise and manage exposure in accordance with the ALARP principle. An estimate is made on exposure levels prior to any work being carried out and included in the safety documentation pack. Where necessary, and particularly for work in high-dose areas, extensive planning and training for the tasks to be delivered should be undertaken on mock-ups in non-active areas.

The key starting point to planning work to be undertaken in a radiologically controlled area involves the use of the principles of ‘as low risk as possible’ (ALARP) and a hierarchy of controls including time, distance and shielding factors on nuclear licensed sites. Supervisors of work in high-risk radiological controlled areas must be SQEP as competent persons and ideally appointed as Radiological Protection Supervisors. Experience in the application of ALARP is an obvious part of the SQEP assessment for people to work on a nuclear licensed site and indeed even within specific facilities. Crucially, dose management is seen as an essential part of safety management 62

ortable technologies are now enabling a wide range of companies to make accurate measurements in places that were previously not possible or profitable. This is true for the manufacturing supply chain but also particularly relevant to companies working in maintenance and refurbishment. On a nuclear site it is very important to minimise the exposure of the operator, to limit the set-up time before measurement commences and to be able to provide fast, actionable information in a potentially hostile environment. Due to all these factors, conventional survey equipment has generally been used along with stick micrometers and piano wires that could take a very long time and perhaps not provide the accuracy required as they relied heavily upon the operator’s interpretation. With portable measurement machines, such as the Leica Absolute Trackers and ROMER Absolute arms provided by Hexagon Metrology, measurements that used to take days can now be done in minutes.

Hexagon Metrology’s technology has been used to help customers improve accuracy and efficiency, validate processes and improve monitoring techniques. It helps UK manufacturers optimise processes to make things faster, more reliable and with less waste.

The beauty of the new generation of portable measurement machines is that they can start measuring almost as soon as they are turned on and some can be controlled by remotely via video meaning that it is not necessary to enter the harsh environment at all.

Another recent project with Newburgh Engineering helped them investigate new instruments and techniques to cut production costs by 30 per cent. Good measurement helped validate these new techniques, which ultimately enabled Newburgh to secure a major global contract. With preliminary construction works underway at Hinkley Point C, the recent announcement by Horizon Nuclear Power that it has found a potential new owner in Hitachi and the continued progress by NuGen on its site in Cumbria, this is a good time to consider legal developments since Sizewell B.

This article focuses on dispute resolution, how construction law in this area has evolved over the period and how these developments may impact on nuclear new build in the UK.

Perspective of construction disputes In the procurement of complex power generation plants it is inevitable that disputes with contractors and consultants will arise. If not properly managed these can result in delays to completion, higher costs for the project and deterioration in working relationships. Most construction disputes concern cost and time overruns or defective works. On complex power generation projects, these disputes can be very significant, as has been seen recently with the Olkiluto 3 project in Finland, where developer (TVO) and the main contractor (Areva-Siemens) have been involved in a significant multi-billion Euro arbitration.

Historically, construction disputes have been resolved by arbitration or litigation. Arbitration is a private method of resolving disputes, where one or a panel of Arbitrators is appointed by the parties to reach a binding decision. Litigation, on the other hand, involves issuing a claim at Court for a judge to assess the dispute and hand down a judgment. From the late-1970s to the early 1990s the number of construction disputes being settled by the Courts rose dramatically and it was not uncommon for parties to have to wait over two years for a trial to be heard. Such delays in achieving a resolution were not ideal where the parties were still working together on a project and often had the effect of starving the supply chain of vital cash flow. The rise in disputes and the increase in contractor liquidations during the early 1990s led the Government to commission a report into the state of the UK construction industry. The Latham Report was published in 1994, which led to the Housing Grants Construction and Regeneration Act 1996 (commonly known as the Construction Act) coming into effect.

Adjudication In an attempt to reduce the number of disputes reaching Court, and the length of time it took to resolve such disputes, the Construction Act introduced adjudication as a new quick and cheaper form of dispute resolution. In an adjudication the parties appoint an independent Adjudicator, who considers each party’s written submissions and, if necessary, convenes a meeting. The Adjudicator generally reaches his or her decision within 28–42 days. Unless agreed otherwise, each party bears its own costs. If the Adjudicator’s decision is not complied with, the ‘winning’ party can apply to the Court under an accelerated process to enforce the decision. The Adjudicator’s decision is binding unless a Court or Arbitral panel later re-examines the dispute and comes to a different conclusion. Adjudication is mandatory for all ‘construction contracts’ (as defined in the Construction Act) and the ability to refer disputes to adjudication cannot be avoided, even by agreement of the parties. If a construction contract does not contain adjudication provisions, default statutory provisions are automatically implied into it. In the nuclear industry, adjudication was not initially a relevant concern because, following lobbying from industry, the Construction Act excluded most construction work on sites whose primary purpose involves nuclear processing or power generation. Accordingly a significant number of construction contracts on nuclear new build projects are not caught by the Construction Act and its mandatory adjudication procedure. However, recent trends suggest that the industry is starting to voluntarily embrace adjudication. The main reason for this is to increase standardisation across contracts that are caught by the Construction Act and those which are not, aligning the dispute resolution procedures. This allows related disputes to be considered together, decreasing costs and avoiding inconsistent decisions.

Litigation The introduction of the Civil Procedure Rules (CPR) in 1998 streamlined the litigation process. Parties are actively encouraged by the Court to resolve their disputes by alternative means at an early stage, for example by way of mediation or negotiation and, if this is not possible, by reducing the time and costs involved in the litigation process, with the main objective of ensuring the dispute is managed in a proportionate manner.

Arbitration During the same year as the Construction Act was introduced, the Arbitration Act 1996 also came into force. The primary purpose of the Arbitration Act was to standardise the law surrounding arbitration and to make it more accessible and user-friendly. Despite improvements made to the litigation process, arbitration still remains a popular method of dispute resolution, especially on larger-scale projects involving international parties where a more independent tribunal is sought or where the need for privacy is a key factor e.g. contracts for the supply of key technology. It will be interesting to see how arbitration and adjudication interact on any disputes which arise on the nuclear new build projects in the UK.

The future The developments in dispute resolution over the last 25 years together with the way the UK industry has embraced alternative methods of dispute resolution procedures, particularly adjudication, should ensure that parties involved in the construction of new nuclear power plants in the UK are able to resolve their disputes more swiftly and cost effectively than their predecessors. DIGITAL LEARNING TO INFLUENCE BEHAVIOURS In the end, it’s the individual that makes the difference.

n the nuclear power industry, the challenge for ‘training across the fleet’ is, by the nature of the industry with the variations in plant design and operational functionality, significantly different to other industries. For example, induction training for one site does not necessarily provide a sufficient degree of knowledge to work safely on another. While the hazards may be similar, the point of work risks can be very different. Various initiatives have tried and failed to provide standardisation of the safety training required to gain access to, and work safely on, nuclear sites. One proven and successful approach to induction training has been to identify the generic aspects within the training and to produce general induction modules supported by site-specific modules. This has proved effective in covering the basic knowledge to gain safe unescorted access to site and is widely used. However, whilst these induction training courses are technically correct and fit for purpose, such training is not designed to address the cultural, behavioural and professional

requirements that are key to safe working within all nuclear installations.

In the longer term the cost to businesses can be significant if the audience doesn’t engage with the primary subject matter and the behavioural standards and expectations presented within the material. Human performance training is widely recognised as the key to safe and efficient operation and it begins with a simple common sense principle; that of ‘a healthy unease’, sometimes called a ‘questioning attitude’ – if something feels wrong, then you should look into it. As individuals we are encouraged to take full responsibility

for our actions all of the time but there is no tick-box formula for this. Completing a basic safety course doesn’t automatically protect you from the inherent risks in your working environment. This is where people need to be engaged on a level that can influence their behaviour.

So how can digital learning help? The truth is that digital learning is not the ideal solution in every case, but in many cases necessity dictates that it’s the only viable solution. Digital learning can be effective if the content is designed and developed in a way that is relevant to the user and will engage the user. How individuals respond to this is dependent on the organisational culture and the quality of training design. Many companies regard what used to be called ‘safety training’ as an integral part of their company ‘safety culture’. When we talk about a safety culture we need to consider the very broad range of ability within the workforce involved and the high degree of engagement required at every level. It is essential that any training initiative is positively and effectively communicated to the target audience. WWW.THECONNECTSERIES.CO.UK

The reality today is that ‘content is king’ and almost any type of content can be developed to fit within a digital learning strategy.
