NEW BUILD TO BECOME REALITY? Words: Penny Lees

EDF Energy, Horizon Nuclear Power and NuGeneration continue to develop plans to build new UK power plants in the period to 2025, but success for the Hinkley Point project is seen by many as key to unlocking a realistic probability of several new reactor projects for the country. It moves steadily forward but several issues could halt progress. EDF Energy achieved three key milestones at the end of 2012, to cap a year of considerable progress. Hinkley C was granted a Nuclear Site Licence by the Office for Nuclear Regulation (ONR) in November – the first to be granted in the UK for 25 years. Then, the ONR and Environment Agency approved the Generic Design Assessment (GDA) for the EPR reactor, confirming the technology to be safe and environmentally sound.

Thirdly, the Planning Inspectorate (PINS) made its recommendation to the Secretary of State for Energy and Climate Change and his decision is expected on 19th March as NuclearCONNECT goes to print. Richard Mayson, Director of Planning and External Affairs, Nuclear New Build, at EDF Energy, explained next steps: “After significant progress last year, a robust business case for Hinkley C is within our reach. Agreeing an electricity strike-price with Government through a ‘Contract for Difference’ is at the heart of that case and rapid progress on this is imperative to unlock the investment potential of the project.” EDF Energy Chief Executive Vincent de Rivaz is clear: “We hope to make a final investment decision at the earliest opportunity and reiterate that EDF stands shovel-ready to deliver

the UK’s first next generation nuclear power plant.” Meanwhile the supply chain continues with project preparation and negotiation, many ready to start operations once the green light is given by Government and the private sector. Plans are also moving forward in Suffolk where over the next decade, EDF Energy wants to build Sizewell C adjacent to the existing plant at Leiston. Two EPR reactors capable of generating electricity for up to 60 years would supply around five million homes.

Richard Mayson discusses progress: “The initial 11-week consultation on Sizewell C has been highly successful in engaging with local people, organisations and business. We will now thoroughly review all the feedback from Stage 1 and start the process of refining our plan ahead of further consultation around its detail in the future.” As the consultation drew to a close earlier in the year, Sizewell C held its first supply chain event, involving over 200 businesses. The event encouraged the supply chain to get involved with the project, which offers huge opportunities for local businesses. The construction phase creates 5,600 jobs on-site and once operational will support around 900 permanent direct jobs, plus many more in the supply chain. EDF explained plans to the

business community and highlighted the opportunity for local companies, not only within the plant footprint, but also associated infrastructure. The project could take nine years, with up to 3,000 construction workers housed on a new local ‘campus’. EDF Energy also wants to create two park and ride sites near the A12 to facilitate communication. EDF Energy procurement manager Chris Squires explained: “We want businesses to be aware that 80 per cent of a new nuclear power station isn’t nuclear, which means there are opportunities for all manner of businesses across the supply chain.” Many of these opportunities could begin in the next few years. He added: “Hinkley C, which is 3–4 years ahead of Sizewell C, is already engaging local businesses. Official nuclear build is yet

to begin but EDF Energy has already awarded £61m worth of contracts across the south west, with £25m going direct to firms in Somerset and 128 local companies associated with the project.” EDF Energy and its local supply chain engagement partner Suffolk Chamber of Commerce encourage companies to seek involvement with the “biggest major infrastructure project ever proposed in the East of England”. To register interest in becoming part of the Sizewell C supply chain visit www.sizewellsupplychain.co.uk Meanwhile Horizon Nuclear Power completed its sale to Hitachi Ltd of Japan for £696m last November, after agreement with former owners E.ON and RWE. The company, its assets and 100 staff acquired by Hitachi as a going concern is now moving forward with plans for future operations at sites on Anglesey and South Gloucestershire. During much of 2012 the Horizon team focused on a programme of stakeholder interactions, ongoing site study and ecological survey projects. The next phase encompasses programme development work, details of which Horizon expect to share by mid-year. Hitachi-GE Nuclear Energy Ltd (Hitachi-GE), owned 80.01 per cent by Hitachi and 19.99 per cent by GE, is now the technology provider and delivery team leader for Horizon’s developments at both Wylfa and Oldbury. In January, the Department of Energy and Climate Change (DECC) asked the nuclear regulators to begin formal discussions regarding the Generic Design Assessment (GDA) of the UK Advanced Boiling Water Reactor (ABWR), as part of a potential four-year licensing process.

“The ABWR is a proven operational technology which we believe brings significant benefits to the UK. Hitachi has a world-class track record; all of its ABWR have been constructed to time and to budget. We plan to replicate that success in the UK.”

‘BUILDING NEW NUCLEAR: THE CHALLENGES AHEAD’ REPORT PUBLISHED

The Energy and Climate Change Committee has recently released its report ‘Building New Nuclear: The Challenges Ahead’. The report is the result of the Committee’s inquiry last year in which it invited written evidence from interested parties addressing key questions around nuclear new build, including barriers to construction, feasibility of timelines, lessons learnt from recent new builds elsewhere, consequences of failure to deliver a first new nuclear power station by 2019, contingencies, and prospects for extending the lifetime of existing reactors. Chair of the Energy and Climate

Change Committee, Tim Yeo MP, said: “If new nuclear power stations are not built on time, our legally-binding climate change targets will be extremely challenging and much more expensive to meet … Ministers need to urgently come up with a contingency plan in case the nuclear industry does not deliver the new power stations we need.” Industry has outlined plans that would deliver 16GW new nuclear power stations by 2025, but new build projects in France and Finland have experienced serious delays and cost overruns. Although the Government and industry have learnt some important lessons from this process, there are still a number of obstacles which could delay new build projects in the UK. The MPs support the Government’s use of Contracts for Difference (CfDs) to help make new nuclear power stations easier to finance, but are concerned at the lack of transparency around the price negotiations between the Government and industry. The new contracts must provide value for money

for consumers and should not be offered at a price that is higher than other low-carbon sources of energy, such as offshore wind, which is hoped to be around £100/MWh by 2020. Tim Yeo MP said: “Unlike gas-fired power stations, nuclear power stations are expensive to build but cheap to operate. It is right that investors should be given confidence that they will recoup their money by providing them with long-term contracts. But at the same time long-term price guarantees for new nuclear power stations need to deliver value for money to consumers.” The report also recommends that the Government should consider providing more support to local community groups so that they can engage better with the planning process, and that there should be benefits for communities that host new nuclear power stations.

NDA ACTION PLAN TO SUPPORT SMEs NDA Chief Executive John Clarke

The NDA has recently published a threeyear plan to support greater opportunities for smaller businesses seeking to work in the UK’s decommissioning market. The Small and Medium Enterprises (SME) Action Plan builds on initiatives already underway across the NDA estate and meets a Government requirement for all departments to develop proposals that will help to increase the proportion of public contracts awarded to the SME community. The NDA’s plan, which has now been approved by the Cabinet Office, sets a target of 20 per cent of annual subcontract spend (both direct and indirect) – at least £300m – to SMEs by 2015, almost doubling the currently reported level. NDA Chief Executive John Clarke said: “Our spend is a significant proportion

of DECC’s budget and it will be a challenge for us, together with our SLCs and Tier 2 companies, to raise the SME proportion from the current 11 per cent figure to hit or exceed the 20 per cent target. We are all fully committed to ensuring that the £1.6bn spent annually by us and our Estate delivers as much value as possible to the UK economy, and through SMEs, to deliver benefits to local economies.” Ron Gorham, the NDA’s Head of Supply Chain Optimisation and SME Champion, added: “We, together with our SLCs, have already been working over the last few years to create improved opportunities for the smaller businesses and this challenging but realistic target is part of those measures. The plan is to exceed the target in subsequent years, and continue with the initiatives now being implemented.” The Action Plan will require the NDA, SLCs and the top-level Tier 2 contractors to consider the ‘SME friendliness’ of their procurement plans, strategies and processes to support SMEs in the supply chain. Among the measures now in place are:

Simplification of the sub-contract flowdown requirements to make it less onerous for suppliers contracting in the NDA estate. The NDA requires its SLCs to incorporate fairly comprehensive contract terms into all its sub-contracts – these are the ‘flowdown’ provisions. Raising the level at which flowdowns apply from £50,000 to £150,000. Formation of a National SME Steering Group supported by five Regional Groups. Access to contract opportunities via the Government’s Contracts Finder website as the single portal for NDA Estate opportunities. Inauguration of an annual supply chain event organised jointly by the NDA and its SLCs.

SME STEERING GROUP FIRST The meeting of the first of the NDA Regional Steering Groups was hosted by the Welsh Government at its offices in Llandudno Junction on 4th March. The Welsh Government confirmed its support for the NDA initiative at the NIA Decommissioning Working Group event in Anglesey in September 2012. The Welsh Regional SME Steering Group is one of the five Regional SME Steering Groups supporting the National SME Steering Group to improve access and opportunities for SMEs within the NDA Estate. Further Regional SME Steering Groups are being set up in Cumbria, Scotland, the North and Central/Southern England. The Regional Group Chairs will sit on the National SME Steering Group. The meeting was chaired by Matt Tuck (Matom Ltd), with support from Vice Chair Gareth Davies (Burges Salmon) and Ron Gorham and Sam Dancy from the NDA, Magnox Ltd (the NDA Site Licence Company – SLC – for Trawsfynedd and Wylfa), Tier 2 suppliers to the NDA Estate and SMEs from the Wales region. SMEs will form the majority of Steering Group members.

In addition to the Chair and Vice Chair, the Group comprises: Peter Walkden (Magnox Ltd); Ian Mowatt (Anglesey Energy Island); Chris Scott (Costain); Peter McNaughton (Doosan Babcock); Richard Heaton (Read Construction); Andrew Samuel (Mon Maintenance Services); Andy Slaney (Provelio); and Simon Gledhill (LM Engineering). Mike Barcroft of the Welsh Government attended as an observer. In delivering its purpose, the Steering Group will focus on various activities and provide a forum for strategic engagement between the NDA, the SLCs, Tier 2 suppliers, and SMEs within the NDA Estate supply chain. Meetings will be held quarterly at locations across Wales and the South West. The agenda included an overview of the NDA’s initiatives, introduction to the scope of opportunities for SMEs within the sector, discussion on the Terms of Reference and decisions on the way forward. The members put forward key priorities for action, with emphasis on delivering results.

NIA DECOM GROUP MEETING ON WASTE MANAGEMENT The recent Nuclear Industry Association (NIA) Decommissioning Group meeting in Newcastle in February attracted more than 100 attendees. The theme for the Newcastle meeting was Waste Management, with attendees given excellent presentations from a wide range of speakers from RWMD, AWE, Nukem, Sellafield, Areva, Redhall Nuclear, Studsvik, MMI Engineering, Doosan Power Systems and Centronic Limited. Among the various methods it uses to engage with the wide range of organisations interested in the nuclear sector, the NIA holds regular Working Group meetings (including New Build, Decommissioning, Exports and Quality) and participates in supply chain initiatives across the country. The themes for each meeting change to reflect current industry issues. The Groups meet prior to meetings for an ‘icebreaker’ reception, which provides both a social and networking platform for member companies. These Group meetings are free for NIA members. COSTAIN SECURES SECOND PACKAGE ON MAGNOX FRAMEWORK Costain Nuclear Process has secured another work package with Magnox Ltd, its second contract in a strategic framework to deliver to construction, infrastructure and maintenance work across ten nuclear decommissioning sites. The Safestores Strengthening Project involves reinforcing the upper structure of the Safestores, or reactor buildings at Trawsfynydd Power Station, in order to make them safe before they are reduced in height at a later date.

The power station stopped generating power in 1991 and all fuel has been removed from the twin reactors. The project is worth around £2.7m and includes improving the integrity of the structures with specially designed steel sections attached to the internal surfaces of the safestores buildings. At a total height of almost 170 feet, the job includes the careful design and provision of scaffolding and access platforms, putting in place intricate lifting plans and all executed with due

consideration to the possible existence of asbestos. Work started on the mobilisation phase of the project in early January, and construction is now underway. Costain was awarded a place on the £288m Infrastructure, Construction and Enablers (ICE) Framework contract with Magnox Ltd in September 2012.

LAST FLASK OF FUEL LEAVES CHAPELCROSS The last consignment of spent nuclear fuel has left Chapelcross site for reprocessing at Sellafield, marking the completion of a four-year programme to deal with more than 38,000 individual fuel elements. Since generation stopped at Scotland’s oldest nuclear power plant in 2004, various decommissioning work has been undertaken, including the high-profile demolition of the landmark cooling towers in May 2007. A major piece of work was carried out before defueling could get underway, including the design, manufacture, installation and commissioning of a £30m upgrade to the plant. Following the ONR’s formal permission to start defueling in July 2008, the first flask of fuel left the site in April 2009, and over the next four years 38,075 fuel elements in 257 flask shipments have

been systematically and safely removed from all four reactors. In the last year, all four reactors have been completely defueled, beating the original target of June 2013 by four months and the revised NDA target of March 2013 by six weeks. Funded through Britain’s Energy Coast and the Nuclear Decommissioning Authority, the programme will offer Cumbrian innovators connections to market demand, access to world-class facilities, funding, technical skills and business support through its key delivery partners, The University of Manchester and the National Nuclear Laboratory. OLDBURY GENERATOR TRANSFORMER ON THE MOVE The first large item of plant has been taken off Oldbury site as part of its decommissioning programme. During operation, the generator transformer played a vital role in converting the electrical output from the station to make it suitable for distribution to homes and businesses across the UK. Mike Heaton, Oldbury Site Director said: “The completion of this project safely and ahead of schedule marks the first successful step in consigning major waste items from Oldbury. Income from recycling the scrap metal will help pay for the UK nuclear decommissioning programme.” The transformer weighs in at over 170 tonnes, contains more than 30 tonnes of copper and around 120 tonnes of steel, and measures over four metres high, nine metres long and four metres wide. Following detailed preparation work, the transformer was transferred to Sharpness Docks on a specialist low-loader where it will be sent for recycling.

DYE-PENETRANT ULTRAVIOLET INSPECTION The fluorescent dye-penetrant technique is a visual inspection aid used for the detection of small surface defects that may not be visible under normal white-light visual inspection conditions. These defects may be cracks, inclusions, voids, or other types of defects which are inherent or caused by processing or service. Examples include manufacturing faults in an automotive chassis assembly, micro cracks in turbine blades or weld defects in pipes and other structures. Large surface defects which are easily visible to the naked eye will usually not retain penetrants and consequently will not reveal indications under white-light visual inspection for detection. In use, a fluorescent dye is applied to the part and allowed to penetrate any defect. The excess dye is removed from the surface of the part and then the part is dried, except when using water-wet developer.

A developer is applied, and time is allowed for the developer to absorb penetrating oil from the defect. After excess developer is removed from the part, the part is inspected under ultraviolet (UV) light, where defects become visible indications.

The use of UV LEDs in the tip of the scope allows for a much more compact, simple to use system. Recognising the benefit and wide use of this technique, Olympus have recently developed a number of UV LED Tip Adaptors for use with their Olympus IPLEX Videoscope system. These adaptors are available in both 4mm and 6mm diameter, enabling UV illumination of defects in

confined or restricted areas. Both side and forward view adaptors are available to suit almost any application. The use of UV LEDs in the tip of the scope allows for a much more compact, simple to use system. The lack of requirement for a separate light source, and any fibre optic carrying system, means that the system is more versatile, regardless of distance and length of insertion. Light output is a constant, and as such will remain the same. These benefits, including cost, size, simplicity and performance allow for a well-rounded, effective choice for all UV inspections. he prestigious new awards recognise the importance of businesses both large and small to the nuclear clean-up mission, highlighting the value of joint working and innovative thinking. Innovations that provide savings and benefits are a key focus for the NDA Estate, whether through a new product or process or the adaptation, for nuclear decommissioning, of existing technology from other sectors. Innovations come in all shapes and sizes so this NDA award category was split into two awards, for SMEs and larger suppliers.

One innovation, they said, “stood out from the rest, and typified the dedication needed to bring an idea to fruition” – and that was WallRover, winner of the SME category. The WallRover team, encouraged by Britain’s Energy Coast advisors, entered their remote-operated vehicle, whose unique wall-scaling ability and many innovative features make it lighter, quicker, cheaper and safer to operate than previous alternatives. The new design concept stretches back 14 years, the brainchild of Dr Gary Sewell to develop a wall-climbing ROV that could be manufactured from his

home county and used in decommissioning across the globe. Support since 2009 from Cumbrianbased Smith Engineering as manufacturing partner led to the creation of WallRover Limited in late 2011, with Richard Smith as Technical Director. His technical skills have been

paramount in the commercialisation of the WallRover ROV family, enabling rapid prototype development and refinement. Inspection or characterisation of man-made structures is an essential part of maintenance and decommissioning operations. Such structures can be many metres in height. Gaining access to these areas can take considerable time and be dose, labour and financially intensive to achieve. The WallRover wall-climbing vehicles are general-purpose robotic platforms, capable of carrying a wide array of payloads over extended periods. Powered via an umbilical cord, WallRover requires no prefixed safety lines and accesses difficult-to-reach places, whilst operated from a safe stand-off distance on the ground. The award-winning WallRover wall-climbing ROV – commissioned by Sellafield Ltd as a ‘look and see’ early inspection and characterisation tool – included on-board video capability, the world’s smallest USB-powered gamma spectrometer and a track system enabling precision manoeuvrability on multi surfaces. Alex Jenkins, Sellafield Limited Technical Specialist, worked closely with Gary and Richard during the development of WallRover and had this to say about their project: “It certainly delivered on innovation and their efforts and ingenuity deserve the award accolade.

This robotic technology will supplement our tool-kit for decommissioning, inspection and characterisation activities going forward.” Gary added: “We are delighted that our part in the supply chain is making a difference. The next generation WallRover ROVs further develop our capability and we look forward to the future.” Best Example of Innovation (large company) is ACKtiv Nuclear, a joint venture between Jacobs, Carillion and Atkins. The award recognised an innovative approach to risk reduction within the Isolations and Risk Reduction Project at the First Generation Magnox Storage Pond at Sellafield. The approach allowed for rapid progress to safely and effectively complete the isolation of a major site risk in an area of high contamination and radiation.

The partners adapted conventional water-jet cutting techniques from outside the nuclear sector for the removal of foam grout from delicate pipework at the site. The design of the remotely operated equipment was based on a unique assembly of proprietary ‘off-the-shelf’ items. The equipment was trialled at a local test facility allowing for input from all relevant stakeholders and conducted against an onerous schedule. The rigorously proven solution was then successfully implemented on-site, permitting the pipe isolation to be safely undertaken within programme time-scales. The NDA awards also recognised Project Time and Cost International Ltd (PT&C) as ‘Supplier Going the Extra Mile’. They carried out a project review at Sellafield, going the extra mile by providing a strong independent leadership role when faced with significant resistance to change, working with all parties to develop an alternative option that created more than £100m in savings.

The NDA enlisted PT&C to conduct a ‘rapid review’ of the Combined Inlet Export Facility and B873 options study being managed by Sellafield. The review covered the transfer of Intermediate Level Waste from the Legacy Ponds and Silos, including bulk material, miscellaneous beta gamma waste and residual fuels from these legacy facilities. The review encompassed a four-week schedule of project familiarisation, interviews, data analysis and site visits, leading to the development of recommendations to change direction. PT&C’s approach has been quoted as a benchmark for future review working, with the PT&C team supplying leadership, the ability to listen, build trust and generate collective commitment to the analysis process and alternative option development; the Sellafield team playing a key role in embracing the opportunity and ensuring flexibility of governance and review processes. The outcome was a change in strategy and proposal for significant modification to the site baseline plan. The approved strategy generates significant savings in capital investment, operational and maintenance costs, plus further benefits once the facilities are decommissioned. Awards also included ‘Best Examples of Collaboration’: ‘Across Borders’: Studsvik UK, ALE Transport, LLWR with Costain, Assystem, Doosan Power Systems, Wynn & Sons, Meriaura and Oceaneering. ‘Project’: Cumbria Nuclear Solutions Consortium, led by James Fisher Nuclear and including React Engineering, Shepley Engineers and WYG, supported by Custom Composites and Romar Innovate. Chair of the judging panel Ron Gorham, the NDA’s Head of Supply Chain and SME Champion, had this to say to the supply chain and its champions: “We are extremely impressed by the collaborative working, range of innovation and sheer dedication of our supply chain. These technically robust packages represent a new generation in design that provides significant advantages over earlier generation containers which relied predominantly on concrete for containment and high performance.

To achieve production-quality units, Croft has been working with specialist ductile cast iron (DCI) foundries, experienced in developing high grade DCI components for demanding industries. They have helped Croft to ensure that the Safstore packages meet the demanding levels of quality assurance expected of these types of packages and to deliver a level of performance that will guarantee safety during and after prolonged storage. The new range is designed for radioactive waste to be stored safely for up to 150 years, and still be proven secure for handling and transport after this period. Elastomeric-based sealing systems and DCI seal faces will degrade over time, but the Croft seal systems are testable, and Croft has designed them in such a way that they can be replaced and retested without presenting the operators with a significant radiation hazard, even after extended storage. Bob Vaughan, Managing Director at Croft, said: ”We have learnt a great deal developing these highly specialised units to production readiness. We are now in a position to supply customers with the means to transport ILW in IP-2 and Type B transport packages and we can help nuclear licensed sites, such as Sellafield, to accelerate hazard reduction, decommissioning and site clean-up. ILW can be stored in any container as long as it meets safety, transport and disposability requirements. The greater the capacity a container can provide, the more cost effective it is for the large quantities of waste that have to be managed.

THE CHANGING FACE OF LLW MANAGEMENT IN THE UK For Low Level Waste (LLW) consignors and their suppliers, the last few years have been a time of significant change and development. Stakeholder pressure to deliver real clean-up progress, along with recognition that the Low Level Waste Repository (LLWR) is filling up and repositories must be viewed as a valuable national asset, has encouraged the supply chain to create a number of new waste routes that weren’t available only a few years ago, including the use of overseas waste routes. In addition, there are strong regulatory drivers such as the need to follow the waste hierarchy and demonstrate best available technique (BAT). Words: James MacLeod Studsvik

he UK National Inventory includes 4.4 million m3 of raw LLW, which increases in volume to 6.4 million m3 when packaged (if disposed to LLWR). The maximum vault capacity of LLWR is 1.7 million m3, but it is possible to make the repository last until 2130 if we manage the space wisely through: recycling and volume reduction; and alternative solutions for Low Activity Low Level Waste (LA LLW) and Very Low Level Waste (VLLW). A fundamental concept in the reduction of the final volume of LLW sent to the repository is the ‘waste hierarchy’, which forms a key component of the Policy for the Long Term Management of Solid Low Level Radioactive Waste in the United Kingdom 2007 and is recognised as

being central to sustainability. The hierarchy of options for managing wastes gives top priority to preventing waste in the first place. When waste is created, priority goes to preparing it for re-use, then recycling, then other recovery such as energy recovery, and last of all disposal (for example landfill). The objective for LLW management plans should be to deal with potential arising at the highest practicable level of this hierarchy. However, Government recognises that there are limitations to the application of the waste hierarchy in the management of legacy wastes. EPR permits to dispose of radioactive wastes include an ‘optimisation requirement’ on the operator with compliance demonstrated through BAT. BAT for a particular process will change with time in light of advances, economic and social factors as well as changes in scientific knowledge and understanding. Statutory guidance

requires operators to use BAT to prevent unnecessary creation of wastes and discharges and to minimise waste generation.

Response to changes in LLW management In response to these changes, the supply chain has needed to create a number of new waste routes to divert LLW from the LLWR whilst demonstrating that they are BAT. Studsvik has been at the forefront of the response to these changes through: the development of indigenous metal treatment services; the use of UK and overseas waste routes; and the pioneering of large component treatment. In September 2009, Studsvik commenced active operations at our Metals Recycling Facility (MRF) in Cumbria, in doing so becoming the UK’s only private nuclear licensed site for LLW treatment. The MRF was designed primarily to serve the NDA/MoD decommissioning market based on unit processes undertaken by Studsvik for over 20 years internationally. All aspects of design, permitting, licensing and commissioning phases were undertaken in-house. The MRF’s EPR Permit and TFS Authorisation gives Studsvik access to a full range of disposal and treatment options for metals or mixed waste.

The MRF has treated over 2,000 tonnes of waste successfully since operations commenced, requiring a trebling in workforce to meet customer demand. This includes waste from more than 20 different sites in England and three sites from Scotland, saving approximately 3000m3 of LLWR vault space, ensuring BAT is adhered to and delivering savings in disposal costs. In addition to metal treatment and recycling, the MRF is able to sort, segregate and sentence LLW to a number of UK routes such as: incineration; disposal of LA LLW via landfill; and as a last resort, disposal to LLWR. Studsvik has opened up overseas waste routes through our Swedish site that has on-site facilities for: melting and recycling of metal;

Future challenges Government policy indicates that there should be a presumption to early solutions, and that accumulation of waste is no longer an acceptable practice. As such, fundholders and site operators need to be planning to undertake a range of projects that lead towards site clearance, and not only focusing on high hazard reduction. A balanced portfolio of projects is needed to maintain stakeholder confidence in the industry, and the Berkeley boilers is a good example of such a project. Challenges remain to maintain momentum within the UK market with particular importance for: NDA funding for LLW management; and

incineration of combustibles; and a newly constructed pyrolysis plant.

further milestone has been achieved in the decommissioning and cleanup programme at Dounreay, with the successful on-schedule completion of the consolidation phase, enabling the new Dounreay lifetime programme to be implemented with full Nuclear Decommissioning Authority (NDA) approval, marking the formal end of the NDA competition. The nine-month consolidation phase has now culminated in the achievement of two critical objectives: the replacement of the previous Dounreay Life Time Plan (LTP) with the finalised plan put forward by the Babcock Dounreay Partnership (BDP), and the establishment of a projectfocused organisational structure, with the senior management team orientated around key projects that collectively deliver the mission, with a strong focus on closure. BDP’s Change Director, Alastair MacDonald, said: “Consolidation has been primarily about finalising the proposal and delivery time (having taken into account any differences in information on which the original proposal was based and the actual situation on the ground), getting the LTP embedded into the site programme and project management systems, and ensuring there is an

organisation in place of the right size, shape and skill set to deliver that LTP.” MacDonald points to a number of factors that have been key to the successful consolidation. One of these was the approach to integrating the new LTP. “Our approach was to go straight in with the new proposal, and modify it where required in light of reality on the ground, rather than modify the existing plan gradually. This got everyone on-board and immediately enthused, and made it easier to ensure that required changes were achieved,” he said. A further key factor was to retain existing systems and processes wherever possible – an approach that helped to maintain high levels of ownership with programme management. “Wholesale change was

with the site-based team). Equally important has been the strong working relationship including regular, open and frank communication with the NDA, and regulators such as ONR and SEPA, throughout the consolidation phase, as well as building good relationships with stakeholders. Having the consistency of one team from bid through transition to consolidation, and onward into execution, has also been valuable, as is the strong and experienced leadership, MacDonald underlines. Considerable time and attention put into due diligence during both transition and consolidation has also paid dividends. Commenting on the successful conclusion of the consolidation period, NDA Programme Director Dounreay, Nigel Lowe, said: “The workload to deliver completion of consolidation was considerable for both parties, yet was completed a few days ahead of schedule. A key enabler for this was the establishment of a professional and robust working relationship between the NDA and BDP. This now provides the basis on which we can empower BDP to deliver the contract benefits while holding them accountable for what they have committed to do.” MacDonald concluded: “The strategy has been to effect change in an orderly and systematic manner to achieve the goals without detriment to the health and safety of people, the environment or the security of the site. Accomplishing this successfully, while delivering the work on-site as planned, as a smooth-running process with minimal disruption to day-to-day activity, and on-schedule, has been a significant achievement for all the staff on-site. The mission now is to deliver the programme set out in our plans.”

ENGINEERING DATA MANAGEMENT IN NUCLEAR NEW BUILD

he world is in the midst of an infrastructure-building boom. Over the next 25 years, the International Energy Agency (IEA) forecasts nearly $38 trillion in investments in energyrelated projects. A significant part of this is the exciting renaissance in nuclear power generation, driven by our ever-increasing demand for electricity, concerns over the potentially catastrophic climatic impact of traditional fossil-fired generation and a growing realisation of the insecurity of other sources of energy supply. The UK is experiencing its own nuclear resurgence with new nuclear build construction; just around the corner potential developers are starting to look at the benefits that information technology can bring to reduce their risks and increase their project delivery certainty. Construction of these large, complex and tightly regulated assets carries a significant risk to project timescales and budgets. Not properly considering the impact of information management can lead to inconsistencies between what has been designed, what is licensed and what will be constructed. Like other large capital build projects, nuclear power plant construction is facing an increasingly complex challenge to efficiently and effectively manage the unprecedented amount of data, documents and drawings. This information must be appropriately managed to support successful project completion and, at the same time, demonstrate compliance with regulatory requirements.

Due to the high cost and technical complexity of construction this typically requires organisations to work closely together as consortia and to subcontract to EPC (Engineering, Procurement and Construction) and OEM (Original Equipment Manufacturer) organisations, resulting in multiple data producers and consumers and a correspondingly high velocity of data and complexity of data governance. Additionally, experience has shown that successful operation and maintenance of a facility after commissioning is dependent on acquisition and management of key information produced during the build phase.

Following construction completion, [technology solutions] also form an important role in improving the safety and operational performance of the plant and enable the capturing of lessons learned, thereby supporting the licenseeâ&#x20AC;&#x2122;s responsibilities for regulatory compliance. A nuclear power plant (NPP) ownerâ&#x20AC;&#x201C;operator is responsible for maintaining this information over the 60+ year lifetime of the power station, but without a modern application infrastructure this is time-consuming, expensive, prone to error and highly inefficient. For this reason, a highly robust technology infrastructure is required to manage the lifecycle data requirements of a facility. This would support the minimising of design

With foresight, technology solutions implemented early in a capital build project can help ensure that the facility is built as designed and approved by the various licensing agencies. Following construction completion, they also form an important role in improving the safety and operational performance of the plant and enable the capturing of lessons learned, thereby supporting the licensee’s responsibilities for regulatory compliance. New strategies to leverage technology are required, as the traditional approach of PDFs/drawings turnover from an EPC does not maintain configuration management in the global consortium and supplier ecosystem, nor does it support the owner’s review and acceptance process in a collaborative manner. Separating documents from data and utilising enterprise-wide systems for asset management, scheduling and product lifecycle management (PLM) can deliver automated data-based processes, and support crossconsortium use of data, thus capturing and managing a ‘single source of truth’. By example using Accenture’s EPDM model, we have the opportunity to move towards a robust Configuration Management environment to help drive operational efficiencies, manage engineering change and facility data through the lifecycle of the site. As with all these things there is a transition over time to the ultimate goal, but the foundations are laid at the start in a cost-effective and functional manner so as not to over burden the business with too much cost and change upfront.

that organisations can aspire to through adopting an advanced information architecture and robust technology infrastructure are: central ownership of core engineering and project data; ‘smart data’ mined from documents and drawings; process-based technology integrates from multiple design tools in a consortium; electronic cascading linkage and relationships defined; fleet training strategies deployed using data; multi-plant/fleet Configuration Management; cross-company collaboration; and continuous document turnover through interoperability. In the case of Configuration Management, this enables the standardisation of design processes

To conclude, a well-executed strategy for engineering data management will provide the NPP owner–operator structured data – or a ‘digital plant’ – achieved through continuous data handover throughout design and construction and leading to the creation of a single repository for data. In addition, the creation of the modern application infrastructure will support common data standards for interoperability between systems, internal and external (ISO 15926). Finally, and perhaps most importantly, the benefits in the longer term of readily accessible data across sites for troubleshooting and fleet design improvements will bring real plant improvement, asset performance and increased return for the operators. SELLAFIELD STEPS UP PROGRESS Decommissioning deadlines and costs at the UK’s most complex legacy waste site have attracted much attention in recent months. We investigate the drive by Sellafield Limited to further support its extensive supply chain via communication improvements, plus initiatives with companies best equipped to deliver project progress.

Sellafield Limited (SL) has announced improvements to a prime way it interacts with suppliers, recognising that communication of Sellafield’s business needs is central to enhanced engagement at all levels of the supply chain. The Supplier section of its website has recently been completely revamped, the final development phase of the new site launched in 2012 alongside ‘The Sellafield Plan’. Stuart Wilson, SL Supply Chain Ombudsman, explained to NuclearCONNECT, “The changes follow valuable feedback from our suppliers and stakeholders to help identify areas of potential improvement. The simplified website is easier to navigate, has clearer information and enhanced links to relevant guidance. It underpins a commitment to continually improve the way in which we engage with our supply chain.” Mike Nichols, Managing Director of PacTec EPS, observes: “This is a much welcomed improvement to the website Supplier section, and a step forward in facilitating easier engagement. SL are listening and taking on board feedback from the supply chain, but this needs to continue with unremitting interaction and dialogue with suppliers at all levels.”

The new commercial section features video links aligned to how SL does business, the overarching acquisition strategy and details of work in collaboration with all tiers of the supply chain. Stuart Wilson records a valuable Q&A session with representatives from supply chain company Hudson Swan, explaining, “The website has all the information that new or existing suppliers need to understand our engagement procedures and how to identify procurement opportunities directly with SL or via our lower tier partners.” In one clip, Keith Case, Nuclear Management Partners (NMP) Commercial Director for SL, emphasises the importance to the success of SL decommissioning projects of utilising expertise at all levels of the supply chain. “SL buys goods and services it cannot supply itself and many are critically important to our mission. We spend close to £1bn of taxpayers’ money every year and have a duty to make sure we get value for every penny.” “We use acquisition strategies which are designed to maximise safe, effective delivery and value for money. We use a competitive process to make sure that we select the best contractors and suppliers.

FUSION ENERGY: OPENING DOORS OF OPPORTUNITY FOR UK INDUSTRY

Dan Mistry, Fusion and Industry Manager at the UK Atomic Energy Authority, highlights how current fusion projects like the prestigious internationally-funded ITER, as well as fusion activities here within the UK, are providing a real boost for UK companies.

n rural Provence on a site the size of 60 football pitches, one of the biggest scientific and engineering projects in history is taking shape to finally determine whether nuclear fusion can become a major part of the world’s energy supply. ITER, a partnership between Europe, the US, China, Japan, India, Russia and South Korea, will be the first industrial-scale fusion experiment. Decades of research around the world have proved that fusion – the joining together of atomic nuclei in a hot plasma to release huge amounts of energy, mimicking the process that drives the stars – is technically feasible. However, present-day machines are unable to produce more energy than they consume, and a larger device is needed to demonstrate that fusion can be a viable option for future commercial power stations. That is where ITER comes in; designed to produce 500MW of power with a net energy gain of ten, its success would open the way for the first fusion power plants towards the middle of this century. The building of ITER is an incredibly complex, €14bn project involving a plethora of engineering disciplines. Procurement is being shared between the ITER partners, who are all responsible for supplying specific components to be assembled on-site at Cadarache, near Aix-en-Provence in France. Europe, as the host of the project, has a larger share of the procurement. This is good news for UK companies, who can compete for many contracts totalling €5bn over the next seven years. Already, British firms have won over €200m in ITER

contracts, and many more opportunities are on the way, from construction to general and specific engineering, including: development and manufacture of high heat flux components; high power electrical engineering; vacuum and pumping systems; remote handling; multimegawatt particle beams and radio frequency wave heating systems; laser and optical diagnostics; a wide range of instrumentation; nuclear systems; and computing, data acquisition and control systems.

We regularly alert businesses to upcoming opportunities, so my advice is to get in touch with us so you don’t miss out.” Notable UK successes so far include: Amec, Jacobs, Atkins, Halcrow, Oxford Instruments, Babcock Nuclear, Doosan UK, Oxford Technologies, Tessella, Nuvia, DBD Nuclear and many more. Several companies have either formed consortias or have secured work on their own merit. For example Atkins partnered with French and Spanish companies in the Engage consortium to win the Architect Engineer contract; others like Tessella Ltd are providing software support for the ITER organisation. Recently, AMEC were awarded two key contracts on design of blanket modules that will test tritium fuel production in ITER. Closer to home, there is significant industrial involvement in the fusion research programme at Culham. Europe’s premier fusion experiment, the Joint European Torus (JET), is hosted at the site and is regularly upgraded to test new technologies for ITER. Furthermore, the UK’s own research device, the Mega Amp Spherical Tokamak (MAST) is about to embark on a £30m overhaul which will keep Britain at the forefront of

Supplying these programmes is an excellent way of establishing a reputation in the sector with a view to picking up business on larger projects such as ITER. Although the attention of the UK nuclear supply chain is understandably focused on new build of the next generation of fission power stations, it is worth keeping an eye on fusion’s prospects. With some energy experts forecasting a 30 per cent share of the world electricity supply for fusion by the year 2100, and compelling advantages (near-limitless fuel supplies, inherent safety features and an absence of long-term radioactive waste), achieving commercial power is seen as one of the grand challenges of our century.

In a fusion reaction, energy is released when two light atomic nuclei are fused together to form one heavier atom. This is the process that provides the energy powering the Sun and other stars, where hydrogen nuclei are combined to form helium. To achieve high enough fusion reaction rates to make fusion useful as an energy source, the fuel (two types of hydrogen – deuterium and tritium) must be heated to temperatures over 100 million degrees Celsius. At these temperatures the fuel becomes a plasma. This incredibly hot plasma is also extremely thin and fragile, a million times less dense than air. To keep the plasma from being contaminated and cooled by contact with material surfaces it is contained in a magnetic confinement system. Magnetic confinement is the approach that Culham and many other laboratories are researching to provide energy from fusion. A plasma of light atomic nuclei is heated and confined in a circular bottle known as a tokamak, where it is controlled with strong magnetic fields. In a magnetic fusion device, the maximum fusion power is achieved using deuterium and tritium. These fuse to produce helium and high-speed neutrons, releasing 17.6MeV (megaelectron volts) of energy per reaction. This is approximately 10,000,000 times more energy than is released in a typical chemical reaction. A commercial fusion power station will use the energy carried by the neutrons to generate electricity. The neutrons will be slowed down by a blanket of denser material surrounding the machine, and the heat this provides will be converted into steam to drive turbines and put power on to the grid.

The tokamak The tokamak is the most developed magnetic confinement system and is the basis for the design of future fusion reactors using this method. It was invented in the Soviet Union during the 1960s and soon adopted by researchers around the world. The Joint European Torus (JET), located at Culham Centre for Fusion Energy, is the largest and most powerful tokamak currently operating.

The main tokamak components and functions are as follows: The plasma is contained in a vacuum vessel. The vacuum is maintained by external pumps. The plasma is created by letting in a small puff of gas, which is then heated by driving a current through it. The hot plasma is contained by a magnetic field which keeps it away from the machine walls. The combination of two sets of magnetic coils – known as toroidal and poloidal field coils – creates a field in both vertical and horizontal directions, acting as a magnetic ‘cage’ to hold and shape the plasma. Large power supplies are used to generate the magnetic fields and plasma currents. Plasma current is induced by a transformer, with the central magnetic coil acting as the primary winding and the plasma as the secondary winding. The heating provided by the plasma current (known as Ohmic heating) supplies up to a third of the 100 million degrees Celsius temperature required to make fusion occur. Additional plasma heating is provided by neutral beam injection. In this process, neutral hydrogen atoms are injected at high speed into the plasma, ionized and trapped by the magnetic field. As they are slowed down, they transfer their energy to the plasma and heat it. Radiofrequency heating is also used to heat the plasma. High-frequency oscillating currents are induced in the plasma by external coils or waveguides. The frequencies are chosen to match regions where the energy absorption is very high (resonances). In this way, large amounts of power may be transferred to the plasma.

THORIUM: NUCLEAR FUEL OF THE FUTURE? A pivotal change in the way we generate nuclear energy has both potential and problems according to industry. We investigate the story behind the thorium fuel cycle with the National Nuclear Laboratory.

urrently, 440 worldwide nuclear reactors produce energy by splitting uranium and plutonium atoms through fission. The process releases large amounts of energy, usually by slowing down or ‘moderating’ the neutron produced by the fission. Each fissioning atom produces neutrons which cause other atoms to split – the ‘chain reaction’. Almost 100 per cent of the world reactors rely on slowing down neutrons to ‘thermal’ energy levels through collisions with lighter atoms of hydrogen (in water) or carbon (in graphite). Operating in this way greatly simplifies the reactor design, which is why thermal reactors dominate the current global fleet. Uranium occurs naturally and contains two main isotopes, U-235 and U-238. Plutonium, which does not naturally occur, also contains isotopes, including Pu-239. This is produced when one or more neutrons flying within the reactor is captured by a U-238 atom, converting it to plutonium. As well as U-235, another useful uranium isotope which fissions and

gives off energy is Uranium-233, produced from a different element – thorium. Thorium-232 can capture a neutron and convert it to U-233 – so putting thorium into a conventional reactor allows another form of fuel to be generated. This is important as it creates an additional source of nuclear fuel as well as mined uranium reserves.

In a perfect world, the thorium fuel cycle offers benefits over current cycles – but things are not straightforward. Using thorium, along with ‘spare’ neutrons in a reactor containing conventional uranium and plutonium, allows industry to make U-233 and so open up a brand new, alternative nuclear fuel cycle. This fuel cycle is known as a ‘breeder’ system, using up one form of fuel while simultaneously generating new atoms to fission. Since

the dawn of nuclear in the 1940s, it has been a goal to establish breeder reactors, developing more efficient use of natural fuel resources and potentially holding the key to a longer-term nuclear future. If thorium breeder reactors became widely established, it could significantly reduce concerns over future availability and the price of uranium and make nuclear far more sustainable in the long term. Another advantage – the thorium cycle generates far smaller quantities of transuranic elements that contribute to long-term radioactive hazards in spent fuel and high-level waste. In a perfect world, the thorium fuel cycle offers benefits over current cycles – but things are not straightforward. There is the potential for the thorium fuel cycle to be more proliferationresistant than the uranium/plutonium cycle, but this needs confirmation. Claims that thorium is more economical may be true, but are currently unsubstantiated. Offsetting these potential benefits are challenges! Achieving the full benefit of a thorium breeder reactor requires reprocessing and recycling of

all the fuel – more complex than reprocessing uranium fuels. Difficulties in thorium fuel fabrication arise from high concentrations of Uranium-232, which has a radioactive decay chain involving a very energetic gamma ray. This means thorium fuel production lines need shielding to protect operators, which is not required with uranium fuels. Given the considerable advantage of its breeding potential in a thermal reactor, why hasn’t thorium been used in commercial reactors to date? The main reason is that the full benefits of thorium require re-designed reactors. Irradiating thorium and developing new reactors demands major investment and financial risk that power companies have been unwilling to embrace. As things stand, uranium is readily available in sufficient quantities, and at affordable price. The cost of buying and processing uranium remains a relatively minor component of overall generating budgets. One country already undertaking major investment in thorium research is India. Here the nuclear industry is heavily dependent on government support and is not fully commercialised, as in many nations. India has some of the world’s largest thorium reserves, a particular incentive to establishing thorium fuel to secure energy independence and generate export opportunity. UK nuclear utilities currently regard thorium research as a very long-term government investment. As a future strategic option, such research could be highly justifiable, especially around advanced reactor systems such as the Molten Salt Reactor (MSR).Theoretically, MSR technology allows exploitation of a breeding thorium fuel cycle to full potential, with fewer constraints than conventional solid fuels; but requires considerable R&D before future commercial deployment. National Nuclear Laboratory (NNL) has produced a Position Paper on the benefits and challenges for thorium; see www.nnl.co.uk. Director of Fuel Cycle Solutions, Fiona Rayment, summarises: “Nuclear power, renewables and energy efficiency are all important means to help the UK and the rest of the world decarbonise energy production. That doesn’t mean simply sticking with today’s technologies. We must keep an eye on the opportunities offered by future further research. Research into advanced fuel cycles,

including thorium, is important to help ensure the UK can make informed decisions about the best route to a safe, clean, secure and affordable energy future.” “Nuclear power is a complex technology and while thorium can possibly alleviate some of the technical issues involved, it will not provide a short-term magical solution to all!” The Weinberg Foundation’s David Martin offers NuclearCONNECT his thoughts: “Thorium, which is 3–4 times more abundant than uranium, offers significant advantages, particularly in next-generation reactors. MSRs offer increased safety, much higher burn-up rates, reduced radiotoxic waste and can operate at high temperature. We welcome China’s efforts to develop thorium MSRs. Even in LWRs thorium could offer increased safety margins as well as additional plutonium management strategy. We believe the thorium and MSRs are sufficiently promising to merit much further research in Europe and the UK.” Thorium fuel cycle R&D activities currently underway nationally and internationally include:

NNL is progressing a strategic assessment study for the Department of Energy and Climate Change to indicate whether high-level strategic limitations of conventional fuel cycles also apply to thorium. OECD-NEA plans a comprehensive review of the thorium fuel cycle. The Sustainable Nuclear Energy Technology Platform (SNETP)’s Strategic Research and Innovation Agenda, setting direction for future EU fission research, now specifically includes thorium R&D. Q&A: ADRIAN WORKER

ADRIAN WORKER CH2M HILL Adrian Worker is Vice President Business Development for European Nuclear Programmes at CH2M HILL, which he joined in April 2012. Prior to that, he worked for six years in senior commercial roles at AMEC, focusing on the UK’s nuclear new build market. More generally, Adrian has over 20 years of experience in developing businesses and delivering complex high-value programmes across the defence, aerospace, electronics, marine and nuclear industries within Europe, North America and worldwide. He is also currently Chair of Constructing Excellence Nuclear. What brought you into the industry/your position? My background has been mostly in the defence and aerospace industry, which has many elements of crossover with the nuclear industry. For the last seven years I have focused exclusively on the nuclear new build sector, where I found I was able to contribute to solutions to the developing energy crisis – which has now become a passion of mine. I joined CH2M HILL, one of the preeminent programme management companies in the UK with a successful Olympics behind it, to specifically encourage the best programme management practices within the nuclear sector.

What projects/initiatives is CH2M HILL working on currently? CH2M HILL is working on some of the UK’s most iconic infrastructure programmes including High Speed 2, Thames Tideway Tunnels, Crossrail and, as mentioned, was one of the leading partners in CLM, Delivery Partner to the Olympic Delivery Authority for the London 2012 Olympic and Paralympic Games.

Internationally within the nuclear sector, we are working on some of the world’s most complex and significant programmes, including the largest nuclear environmental clean-up programme in the US at the Hanford nuclear site in Washington State, the world’s largest civil nuclear power programme – the Emirates Civil Nuclear Power Programme with ENEC, and the new nuclear power plant programme in Poland with PGE. Closer to home we are part of the Parent Body Organisation working on decommissioning at Dounreay in northern Scotland. We are supporting AWE and Rolls-Royce on nuclear facilities and starting to support the MoD in managing nuclear submarine programmes. We are also undertaking a number of engineering and design projects for EDF’s Hinkley Point C, Magnox and Dounreay.

What developments do you expect to see in the next five years at CH2M HILL? By then we will have made significant progress in decommissioning Dounreay and delivered some significant engineering work for EDF at Hinkley Point C, which I have personally been

involved in since 2008 and want to see succeed, and working on Sizewell C. Rolls-Royce at Raynsway will have their new facilities that will support new core production for the UK’s Successor Submarine Programme. CH2M HILL is working towards contributing significantly to a number of large nuclear programmes in the UK that includes Magnox decommissioning, Horizon and Nugen’s nuclear new build projects to benefit the UK’s energy independence, as well as further developments within the defence sector. We are also expanding into some of the European programmes, particularly the new build area, building on our experiences with the Emirates Civil Nuclear programme and in Poland with PGE. In all, we are seeing significant opportunities to support clients confidently achieve desired outcomes. That should result in significant growth in our nuclear business across Europe and in all sectors, particularly noting the significant demand anticipated for nuclear new build capabilities in many countries.

Q&A: ADRIAN WORKER

I’d like to see the nuclear industry modernise more and grow into a more agile and flexible industry, like construction and aerospace has had to do. What is your greatest career achievement to date? Improving and sustaining organisational on-time delivery. This resulted in a clearly focused and motivated workforce, improved customer satisfaction – which was key for me – and significant improvement in cash flow – which was key for the bank. This was accomplished by achieving clarity on what needed to be delivered and the introduction of incentives across the full workforce.

What do you enjoy most about your job? For me, it’s all about the people. I enjoy working with interesting people and addressing complex issues using simple tools.

If you could change anything about the industry what would it be and why? I’d like to see the nuclear industry modernise more and grow into a more agile and flexible industry, like construction and aerospace has had to do. I say this because the construction industry has addressed many issues it has faced and continues to do so through initiatives like Constructing Excellence, which promotes excellence in every area. Similarly, the aerospace industry has transformed itself over the past 25 years by becoming leaner yet technology-based and managing its supply chain more effectively. While the technological challenge in nuclear is critical, I think the biggest challenge is organising and mobilising significant numbers of skilled personnel, equipment and materials in an effective, efficient and reliable manner to a defined purpose without compromising quality. Hence why programme management is critical and needs to be addressed within the industry if it is to attract the investment required.

What is the best advice you’ve been given? I will share the top three tips I have received: When you say you’re going to do something, make sure you get it done. Don’t expect perfection – it’s neither necessary nor cost-effective. Always use facts and data – don’t manage on perceptions.

What advice would you give to someone starting out in the industry? If you’re an engineering student, it’s always easy to get lured into other careers. One thing this country is desperately short of is high-quality, highly-skilled engineers. Stay in the industry but do get a diverse experience. The nuclear power industry is going to need a sustainable and reliable pipeline of qualified technical resources to fill the gaps in nuclear engineering.

What inspires you? As mentioned, I recognise that the energy crisis is a significant challenge for the UK and the economic performance of the UK. Furthermore, it is going to have a major impact on my child’s life – I’d like it to be a positive one. So I would like to be able to say to him, “The energy you’re using today is there because I helped put it there.”

I would like to see a similar comprehensive integrated UK national energy and nuclear plan; otherwise we are leaving a rather lot to chance. What law/legislation would you like to see introduced/changed? As I have seen in South Africa, Malaysia and other countries, many developed and developing countries now have a defined national energy plan which identifies the country’s needs over time and clearly states what needs to be done to meet that energy requirement. I would like to see a similar comprehensive integrated UK national energy and nuclear plan; otherwise we are leaving a rather lot to chance.

Where do you see the UK nuclear industry in 10 years? Ideally, in 10 years, the UK will be playing a leading role in the renaissance of nuclear energy worldwide. That means Hinkley Point would be operating, Sizewell would be close to coming online, Wylfa would also be close to coming online and other nuclear new builds ongoing. We would have made significant progress with the legacy, decommissioning and clean-up issues in the UK, including seeing a number of plants decommissioned to a safe state and the hazard profile at Sellafield reduced significantly.

Following Hitachi’s acquisition of Horizon Nuclear Power in November 2012, it has already described their commitment to Anglesey as one which will last for a hundred years, leading to 6,000 jobs during construction and around 1,000 permanent jobs during operation. The recent announcement by the UK Government further demonstrates the commitment to nuclear new build at Wylfa. They have asked regulators to begin formal discussions with Hitachi-GE Nuclear Energy (Hitachi-GE) regarding the Generic Design Assessment of its UK Advanced Boiling Water Reactor (ABWR). Already licensed for use in Japan, the USA and Taiwan, the ABWR is proven operational technology.

Grwp Llandrillo Menai, formed by the merger of Coleg Llandrillo and Coleg Menai last year, is now one of the largest further education establishments in the UK – with an annual turnover of over £70m and supporting thousands of students across North West Wales. They are fully committed to the Energy Island Programme and ensuring that the area can take full advantage of the new build development at Wylfa and other low carbon developments in North Wales. Further proof of this commitment is in the Grwp’s announcement that it is moving ahead with its planned Heavy Plant Training Centre at Coleg Menai’s Llangefni campus on Anglesey. This new facility will be adjacent to its Construction Craft and Energy Centres, which both opened within the last five years.

The location is just what the engineers ordered – close to the arterial A55 but with plenty of open space for learning the craft and there is no doubt that it is a craft! A highly skilled operative can make a huge contribution to getting major projects underway, and creating the platform for the subsequent stages. Once fully trained, a company will have the requisite skilled personnel to support and complement the major investment in the machinery.

10 per cent of the UK capacity in the plant operative sector would be required to deliver Horizon’s proposed facility at Wylfa. A study by Cogent, the National Skills Academy for Science Based Industries, estimated that 21,200 person years of activity will be required to build and commission a new nuclear facility. Heavy Plant Training Centre was further strengthened when a study by Construction Skills identified that 10 per cent of the UK capacity in the plant operative sector would be required to deliver Horizon’s proposed facility at Wylfa. This project will also create demands for further infrastructure upgrades, including housing, transport, retail and leisure facilities, all requiring heavy plant operatives in their provision. Work has already started on the Centre, which is expected to be open for business by July 2013. The facility will replicate the varied conditions and equipment expected in the early stages of major projects, focusing on the use of large tracked and wheeled excavators and earth movers. Fully accredited programmes will be delivered in conjunction with the National Construction College – the main training provider for heavy plant in the UK. Setting up the Heavy Plant Training Centre is not a cheap option, but it is another vital addition to the skills base of North Wales – another element in the campaign to show investors that we

Anglesey Enterprise Zone The Energy Island Programme (EIP) works very closely with Welsh Government in its work to support proposed energy developments and inward investment. The Anglesey Enterprise Zone provides the access to Welsh Government support mechanisms to help businesses wanting to develop and set up businesses in Anglesey.

Solar farm plans approved Isle of Anglesey County Council’s planning and orders committee recently approved plans for a 70 acre development in Bodorgan, which could generate electricity for up to 4,500 homes for an initial period of 25 years.

Developers Bodorgan Environment Management Ltd will install 3,200 solar modules. Approval was based on recommendations that adverse impacts, such as traffic disruption, noise and dust, will be confined to the construction and decommissioning phases of the project. Both national and local planning policy provides a presumption in favour of renewable energy development as a means of contributing positively to the wider sustainability agenda.

THE CONTROL OF RADIOACTIVE MATERIAL IN SCRAP METAL: AN IAEA DRAFT CODE OF CONDUCT Words: Gareth Davies Burges Salmon

he recycling of scrap metal and its movement has become an important global industrial activity. Some estimates put the worldwide annual consumption of scrap metal at around 500 million tonnes. Regarded as being socially and environmentally beneficial, in that it conserves natural ore resources and energy, there is however a potential downside – accidents resulting from radioactive material (or sources) being inadvertently collected and mixed with scrap metal destined for recycling. The risk from this is the potential harm to people and the environment from the effects of ionising radiation; in addition there are the economic and financial implications. Should radioactive material become ‘mixed’ with scrap metal during the recycling process then users of any subsequent contaminated products risk harm, and expensive clean-up operations would inevitably need to be undertaken. It is the international dimension that in some respects creates the challenges. Scrap metal originating in one country may be transported and processed in another country; radioactive monitoring however varies widely among States, as do the acceptance criteria for radiation levels in scrap metal. Furthermore, if radioactive material were discovered at a border, and onward shipment was refused, the return shipment may not then be made in accordance with the IAEA’s Transport

Regulations, and the opportunity to bring radioactive material back under regulatory control would be lost. Instead a ‘re-orphaning’ of orphan sources (NB – in this respect, orphan sources are radioactive sources that were never subject to regulatory control or that whilst initially regulated were abandoned, lost or removed from authorisation) may result, transported without the application of radiation safety provisions.

Whilst non-binding, it is expected that the Code of Conduct’s implementation will assist national authorities in discovering contaminated scrap metal and subsequently managing it within the appropriate safety framework. In response to growing concerns, the ‘International Conference on Control and Management of Radioactive Material Inadvertently Incorporated into Scrap Metal’ took place in Spain in February 2009 to

share experience and progress in resolving key issues. In September that year the IAEA took up the cause and in Vienna in July 2010 the Secretariat held a Consultancy Meeting to explore the development of some form of international agreement. The first Meeting of Technical and Legal Experts on the subject was held a year later and concluded that a non-binding instrument on the transboundary movement of scrap metal inadvertently containing radioactive material should be progressed through developing a Code of Conduct. A third Technical Meeting is planned for Spring 2013, where it is anticipated that the draft Code of Conduct will be progressed for approval by the IAEA Board of Governors in time for endorsement and adoption by the General Conference. Whilst nonbinding, it is expected that the Code of Conduct’s implementation will assist national authorities in establishing consistent standards for monitoring contaminated scrap metal and subsequently managing it within the appropriate safety framework. The draft Code encourages cooperation between the State, Regulator, Industry and IAEA in specified roles working together, and addressing the responsibilities of those bodies in monitoring for radioactive material, responding to any discovery, and then managing the recovered material. An objective of the Code is also greater harmonisation in approach by all States.

During 1998/99 more than 195 sources and 1,500 radioactive materials were discovered. In the UK, the Health and Safety Executive (HSE) produces guidance for those managing and operating metal recycling facilities where there is a potential for radioactive materials to be found in scrap metal consignments. Exposure to ionising radiation may occur either internally after ingesting or inhaling radioactive particles, or externally from a radioactive source. To ensure workers and the public are not harmed from activities involving the use of artificial sources of ionising radiation, it is regulated by the HSE. Where radioactive contamination is found in scrap metal for example, The Ionising Radiations Regulations 1999 (IRR99) Approved Code of Practice (ACOP) will apply. The Management of Health and Safety at Work Regulations also require employers to assess the risks of their work activities, which would for example include carrying out an appropriate risk assessment exercise when handling of potentially radioactively contaminated material is being considered. Unless any incoming consignment can be assured free of

radioactive contamination, an employer may need to install a portal monitoring system for scrap consignments to minimise any risks of employee exposure. Equally important is having systems in place covering emergency situations on discovery, and procedures in place for the safe return of contaminated consignments to suppliers. There are numerous incidences worldwide where radioactive materials have been found in the scrap metal supply chain. During 1998/99 more than 195 sources and 1,500 radioactive materials were discovered. Following the accidental melting of a caesium source in a Spanish steel mill in 1998, the voluntary ‘Spanish Protocol’ was signed in 1999 (national authorities, industry, trades unions and some 90 private companies) to address and define the radiological inspection of scrap metal rights and obligations of signatories. In the first five years of that Protocol, nearly 500 pieces of contaminated scrap were found.

An objective of the Code is also greater harmonisation in approach by all States. According to the UK HSE, the radioactive material tends to originate from: ‘orphan’ radioactive sources,

naturally occurring radioactive material (NORM) or low specific activity (LSA) scale nuclear material originating from the nuclear fuel cycle (particularly from countries with lower levels of control), and imported steel. It is apparent that given the truly global nature of the market, to prevent contamination of scrap metal, controls need to be in place not just at the national level but also at the international level through common approaches and standards, and greater co-ordination. National protocols can be effective, particularly if coupled with orphan source retrieval campaigns, and international efforts in harmonising standards, coupled with stricter screening and initiatives to raise awareness, should all contribute to reducing the risks of radioactive contamination in scrap metal. The new Code of Conduct will go some way to bringing about these changes, particularly when combined with existing national law and regulation.

NUCLEAR ISLAND How the intensive civil training programme, a strategic collaboration between UK industry and universities, is providing students with hands-on experience of a new build construction site – plus details of plans afoot for a new M&E module.

ince October 2010, Cogent Sector Skills Council has been leading the development of innovative undergraduate learning modules for the nuclear new build industry. This sector is one of the UK’s major areas for strategic growth and Government and employers have identified critical skills for the development of the future workforce. At peak demand over the lifetime of the nuclear new build programme, 5,000 graduate-level jobs will be required, with 60 per cent of these roles in the construction industry. The ‘Nuclear Island’ concept and programme was developed over three

consultations between October 2010 and March 2011 with seed funding from The Royal Academy of Engineering through the National HE STEM programme. The Nuclear Island project established partnerships between nuclear industry stakeholders and higher and further education providers, to develop an outline agreement on the critical future workforce needs for the nuclear new build industries which were identified in ‘Next Generation: Skills for New Build 1 Nuclear’ (Cogent, 2010) and based on best practice from ‘Engineering 2 Graduates for Industry’ (2010) . Nuclear Island is a week-long experiential module aimed at encouraging engineering students to consider a career in nuclear construction industry and providing them with hands-on experience of what it is like to work on a construction site in nuclear new build. The experience places an emphasis on project teamwork, health and safety, quality and regulatory compliance in nuclear construction. The second stage of the development was funded by the National HE STEM programme and focused on civil engineering. A partnership led by Cogent Sector Skills Council and Imperial College London, in association with Constructionarium Ltd, Think Up, the Engineering Construction Industry Training Board (ECITB), National Skills Academy Nuclear and John Doyle, established a pilot event run by Constructionarium Ltd at the National Construction College in Bircham Newton, which was evaluated by The Royal Academy of Engineering. Industry and academic observers were very pleased with the depth and scope of the learning

Imperial College and London Southbank University are participating and seeking industry partners, and interest has been expressed by Plymouth University and the University of Leeds. Universities wishing to provide these excellent learning opportunities for their students need to find a construction industry partner who can support the delivery of the week-long programme.

Cogent Sector Skills Council is currently developing a similar learning module for mechanical and electrical (M&E) engineering, following on from the success of the civil engineering pilot. EDF Energy requested the new development to address the skills needs for nuclear plant construction and commissioning and decommissioning of vessels, pipe work and pumps. Funded by the UK Commission for Employment and Skills, the M&E module is being developed in collaboration with Techne Consulting, Think Up, ECITB, Bridgwater College and the University of the West of England. The pilot event will be staged at Bridgwater College in June 2013 with a group of students from UWE. Following a successful trial it is planned to roll out the M&E module to universities throughout 2013 and 2014. Bridgwater College partnered with EDF Energy will be a prime location for the delivery of the M&E

module and other locations are being considered. The University of Southampton, Aston University, Coventry University and the University of Derby have all expressed their desire to send students onto the programme. The M&E module will be transferable to other sectors including waste management, chemical processes and conventional electricity generation. The development partnership is also investigating the possibility of using the development for employee CPD and apprentice training. The Nuclear Island civil and M&E programmes present some of the best value-for-money high-profile opportunities to develop long-term strategic collaborations between UK industries and university engineering faculties. The future growth of the UK is vested in the calibre of young graduates entering the engineering profession. WHAT’S IN A NAME? Bonds are commonly used on construction and engineering projects, including those in the nuclear sector. They provide the employer with a fund to draw upon in the event of the contractor becoming insolvent or failing to perform his duties and the employer suffering loss as a result.

Bonds are usually provided to secure the obligations of the contractor during the works phase and the defects warranty phase of a project. The main contract will provide an obligation on the contractor to provide a bond from a bank or insurance company (called a bondsman), usually in a pre-agreed form. If the contractor fails to perform and the employer suffers a loss, the employer may claim under the bond up to a specified limit (typically 10–15 per cent of the contract price).

It is crucial to look at the substance of a bond to determine what its terms are, rather than rely on its title. Types of bond Bonds are often given a variety of names, for example performance bond, guarantee bond, default bond or surety bond, but confusingly the names are often used interchangeably and can be misleading. On-demand bond – This is a promise by the bondsman to pay the employer up to the bond amount on presentation of a written demand.

Times have changed and contractor insolvencies are now all too common … It is therefore crucial to get bond wording right so that it does what it is supposed to do if the worst happens. There is no requirement on the employer to prove a default on the part of the contractor. On-demand bonds contain wording such as, “The bondsman irrevocably and unconditionally promises to pay to the employer on the employer’s first written demand an amount not exceeding £X.” On-demand bonds provide the best protection to the employer but are effectively an undated cheque and accordingly make the project more expensive. For this reason they are often resisted by contractors. Default bond – This is a promise by the bondsman to pay the employer up to the bond amount upon the employer proving that the contractor is in default. To do so, the employer usually has to obtain a final decision from a court or arbitrator or, in some cases, an adjudicator. Default bonds contain wording such as, “The bondsman guarantees to the employer that in the event of a breach of the contract by the contractor, the bondsman shall satisfy the damages sustained by the employer as established and ascertained pursuant to the contract.”

Default bonds provide less protection to the employer, who has to prove a breach of the main contract and wait longer for his money. However, they are generally cheaper and easier for contractors to obtain.

Why worry about bonds? Before the ‘credit crunch’, relatively little attention was paid to the terms of performance bonds, with much greater emphasis given to the terms of the main contract itself. Contractors had plenty of work and employers had plenty of cash, so contractor insolvency was not perceived as a significant risk. Times have changed and contractor insolvencies are now all too common. In such circumstances the performance bond is often considered to be an easy way of reducing the employer’s financial exposure. However, on close scrutiny the true meaning of the bond can come as an unpleasant surprise. It is therefore crucial to get bond wording right so that it does what it is supposed to do if the worst happens.
