Welcome to the 10th edition of RailCONNECT, a triannual publication available online at www.railconnect.co.uk and in print format. We hope all of our readers are finding this publication a useful industry communication tool, to bridge the gap between buyers and suppliers in the rail industry. In this edition, Christian Wolmar reports on ‘the miracle of Dawlish’, and how two months after TV images of the track hanging by a thread filled our living rooms, the line is now fully back up and running [4-6]. On pages 8-9, Sarah Reeves, Consultant at Transport Research Laboratory, discusses how failing to properly consider climate change resilience can lead to further expensive infrastructure failure and disruption across the network. Deborah Ramshaw, Director at Bond Dickinson, provides us with our regular law feature on pages 22-23, looking at ‘the new procurement directive and its implications for TOCs.’ David Hawkins from the Institute for Collaborative Working and Mike Pollard, Network Rail Head of Collaborative working, report on the progress of collaboration at Network Rail [24-25]. Christian continues on pages 26-28, giving us an update on Crossrail as it nears completion, highlighting the recent decision on rolling stock and its benefits for the UK. In addition, on pages 30-31, Christian reviews the growth of electrification and how the UK is finally competing with the rest of Europe, with several new projects under way or in the pipeline. Jon Leach, Project Engineer at Atkins, gives a behind the scenes look at the everyday life of a Signalling Engineer [32-33]. Furthermore, Christian investigates the less appealing topic of raw sewerage being released on the tracks, a problem that has remained since toilets were first installed on trains in the 19th century [34-35]. Terence Watson, Alstom UK Country President & Transport Managing Director, returns to feature in our Q&A following his article on collaboration in our March edition [36-37]. On pages 38-39, Alan Price, Director of Railway Planning and Performance at ORR writes about, ‘ensuring delivery of a better railway through greater transparency.’ Plus, Arnab Dutt, Managing Director of Texane Ltd & Public Member of Network Rail, offers his opinions on partnership and investment and how both are essential to saving lives [40-42]. Vernon Everitt, Managing Director of Customer Experience, Marketing & Communications at Transport for London, looks at how wi-fi has changed the game when it comes to providing passengers with up to date travel information [44-45]. And finally, on pages 46-47, Sean Newman, Security Evangelist for cyber security vendor Sourcefire, discusses the importance of keeping track of threats in order to protect future attacks on the rail network. Please also make use of our convenient and up to date directory that covers a range of companies and breadth of products and services available to the rail industry [51 onwards]. FEATURE: REPAIR OF THE DAWLISH WALL
THE MIRACLE OF DAWLISH
Two months after TV images of the track at Dawlish hanging by a thread filled our living rooms, the line is fully back up and running. It proves how quickly the industry can respond when it has to, as well as providing vivid evidence of the level of environmental challenges the railways face.

hen the storms destroyed the sea wall at Dawlish in February, cutting off much of the South West rail network, both politicians and railway managers vowed to restore services as quickly as possible. The importance of reopening the main Great Western line was illustrated by the fact that the Prime Minister, David Cameron, travelled 150 miles to be there for the celebrations. He had at the outset promised that cost would not be a barrier to the line’s reinstatement and the bill is now at least £35m and rising, as further shoring-up work was required even after the reopening ceremony. It was indeed cause for celebration. There have been other major line closures over the years – including one earlier this winter on the Cambrian Coast, which lasted between the beginning of January and the end of April – that have been more serious but few have been on such a strategically important part of the railway. The line was cut by the terrible storms of 5th February, which left the rails hanging over an abyss carved out by the wild sea, an image that travelled widely across the country and ensured the repairs would be given priority. Worse was to come when a storm on Valentine’s Day caused further damage to the embankment, despite the fact that it had been widely predicted and protective measures, largely in the form of containers filled with stone, had
been taken. The TV images of the way the huge containers were tossed about were a vivid illustration to the public of the forces of nature that the railway has to withstand. All this meant that train services to much of Devon and all of Cornwall were completely cut off and while a shuttle service did operate between Penzance and Plymouth, the lack of a through connection to London was deeply damaging to the local economy.
There was no time to draw up contracts or detailed specifications... It was all done on a gentleman’s agreement and a handshake. The cost of the line break to the local economy was reckoned to be up to £20m a day, and while such estimates are very much back-of-the-envelope calculations, there is no doubt that the lack of through trains would have played havoc with the summer holiday trade, a vital industry for the South West. That is why work started immediately to repair the line and continued night and day for much of the two-month closure. How does
the local team respond to such a catastrophe? The answer, according to Paddy Gregg, the Network Rail man in charge of the work, is that: “The railway is good in an emergency. We know how to respond.” Gregg says the first thing was to ascertain the damage and draw up safety rules, both for contractors and for the world’s media, which descended on Dawlish. The station waiting room was commandeered as a co-ordinating centre and four contractors, all with experience of the area, were called in. “There was no time to draw up contracts or detailed specifications,” Gregg continues. “We had a very mature meeting on how to proceed and allocated the work according to who was best placed to carry it out. It was all done on a gentleman’s agreement and a handshake.” In fact, the contracts were not sorted out until halfway through the reinstatement process. It was not just the 120 metres of the collapsed embankment at Dawlish that caused the failure of the line. Further down the track, the Network Rail teams had to remove 25,000 tonnes of collapsed cliff at Teignmouth, following a landslip on 4th March. They used a variety of methods – high-pressure water cannon, fire hoses, helicopterborne water bombs, a specialist roped access team and “spider” excavators – to create an artificial landslip to ensure there would be no further collapse once the line reopened.

Within three days, teams of up to 300 engineers – 200 on the day shift, 100 at night – in their orange high-vis jackets were shoring up the embankment with concrete working 24/7, and by 17th February, less than two weeks after the collapse, foundations were being laid to rebuild the sea wall. The lead contractor of the hastily cobbled together team was BAM Nuttall, while other contractors involved included Sisk, AMCO and Dyer & Butler. The sheer numbers provide a measure of the scale of the work. Nearly 5,000 tonnes of concrete were used to install 120 metres of wall (the breach was actually 100 metres but was widened to give added strength); 200 metres of track were laid; and 13 miles of cable were installed. The perilous nature of the sea wall in the face of increasing storms resulting from climate change has been all too obvious to rail passengers for many years. Indeed, the Voyager trains obtained by Virgin to run CrossCountry services (and inherited by Arriva) had trouble after they were introduced in 2001 in passing through Dawlish on days when there was salty sea spray as it caused numerous electrical failures. In the aftermath of the collapse, there was considerable discussion about the possibility of a diversionary route but none of the possible
alternatives would be easy or cheap to build. In the 1930s, a new alignment between Exeter and Newton Abbot was considered but work never proceeded, which is now seen as a great missed opportunity. It is reckoned this would cost in the region of half a billion pounds. Although three different alignments have been suggested, none would be any cheaper. A lessexpensive idea is to reinstate the old line between Exeter and Plymouth via Okehampton as much of the alignment survives. However, this would be a windy, single track-route that would not be usable as the main line. Even after the line reopened on 4th April, much work still remained to be carried out for the £35m repair. The rubble-filled containers that had given temporary protection to the site had to be removed and Brunel’s stone wall had to be rebuilt, using recycled original stone. The final task was the reinstatement of the “lost” Riviera Terrace, the road shown by the TV images as largely destroyed, to enable residents to regain their homes. Many local people doubted that the route could be restored so quickly
but it took precisely two months, an achievement rightly praised by Network Rail’s new chief executive, Mark Carne, as “an amazing job”. The only disappointment was that Cameron did not take the train all the way down to Dawlish – he flew to Exeter and then went by rail. However, there is no doubting that regular users of the line were delighted at the reopening and the high priority given by Network Rail and the Government to ensure this was achieved as quickly as possible. Network Rail believes the line is now far better protected than it was previously but it is nevertheless examining the alternatives, which will be set out in a report to be published in the summer. Even if a new alignment is approved, the old route will need continued investment and it is bound to be kept open even if only to serve local communities. Even before the collapse, £500,000 had to be spent on maintenance annually, a figure now likely to rise in the face of the increased strength and frequency of storms. Dawlish will stay in the news for a long time.

he most frequently quoted definition of sustainability development from the Brundtland report is “development that meets the needs of the present without compromising the ability of future generations to meet their own needs” and is most commonly interpreted as balancing economic, social and environmental aspects both today and in the future. Climate change clearly affects this balance and if not addressed can increase the future costs and disruption caused by weather impacts. Without consideration of the impact of the future climate, no development can be considered truly sustainable. The impacts of the flooding from earlier in the year on the railway network have demonstrated that our railway infrastructure, mostly built in
Victorian times, is not always able to cope with today’s extreme weather. We know that the climate is changing, and although some of the details are uncertain, climate projections indicate that we can expect more extreme weather in the future exerting yet more pressure on the network. Over the last decade awareness of the potential impacts of climate change has grown. However, climate change resilience has yet to become fully incorporated in the rail industry or properly valued as an essential part of constructing and managing the network. Resilience (and sustainability) is still viewed as a luxury that can be cut when funding is tight or something to be dealt with at some undefined future point. Yet, failing to properly consider climate change resilience can lead to expensive infrastructure failure
and disruption which cascades across the network causing misery for millions. Together with other aspects of sustainability, climate change resilience needs to be fully embedded throughout the industry, so that when producing the infrastructure that fulfils a defined function for today’s needs, its future life and the wider economic, social and environmental impacts are also considered. For this to occur, climate change resilience needs to be included throughout the planning and design of new infrastructure; in the management and operation of the network and in the governance and regulation of the industry. For example it needs to be in design standards, asset policies, procurement procedures, project management

systems, performance indicators etc. so that its consideration becomes part of normal business. Most importantly of all, there needs to be a change in culture in the industry, so that the initial cost is better balanced against the value of future benefits. Often a laudable desire to obtain the maximum from the available budget, results in a focus on initial cost that neglects to take account of the risk of future costs due to increased weather impacts, or the wider economic and social costs failure of the network could bring. The rail industry, as with much of our society, is driven by short-term targets and control periods that make it difficult to justify decisions based on long-term benefits. In addition, the fragmented nature of the industry means that the organisation responsible for improving resilience may not be the one who benefits, providing little incentive for adaptation. Creating a culture where long term benefits are valued as much as short term costs is not easy. It requires an industry where organisations and individuals are incentivised and empowered to consider the longterm risks and not just initial cost. Decision-makers need the information and understanding to make more informed choices when balancing today’s budget against future
WWW.THECONNECTSERIES.CO.UK
If we are to have a robust, cost-effective railway system in the future, we need to think more carefully about how we make today’s decisions and the infrastructure legacy we leave. economic, social and environmental impacts. This requires an awareness of the types of potential climate impacts and the consequences to the network, generated through a combination of training and support from experts. They also need to be supported by a system where future benefits are valued and where policies, performance indicators, project management systems etc. support this type of decision-making. Policy-makers, planners, engineers, contractors, train operating companies all need to be incentivised to contribute towards climate change resilience. This could be through motivation to align with government policy, reduce future maintenance costs, meet contractual requirements, achieve performance targets or comply with regulations,
depending on the appropriate driver for each party. In this way affordable safeguarding of the rail infrastructure can be achieved. This means an industry where climate resilience is not implemented at any cost, but neither is it ignored. Where informed decisions are made based on what risks are deemed acceptable, and the long-term costs and benefits of actions. In some cases there may not be a business case for adaptation action, or decisions can be legitimately deferred until a later date, but a better understanding of the risks involved will enable better planning and budgeting. It is hoped that the flood events earlier this year will instigate not just remedial actions in the specific areas affected, but a more comprehensive review of how climate change resilience can be embedded in the industry. If we are to have a robust, cost-effective railway system in the future, we need to think more carefully about how we make today’s decisions and the infrastructure legacy we leave. Are we producing a railway which is truly sustainable and fit for future purpose? Or are we only fulfilling today’s needs with insufficient thought for the future or wider impacts of the decisions we make?

NETWORK RAIL AWARDS £100M CONTRACT FOR THE GREAT WESTERN ELECTRIFICATION PROGRAMME A consortium of ABB, the leading power and automation technology group, and UK Power Networks Services (UKPN Services) constructor, owner and operator of critical transport infrastructure in the UK, has won a contract worth in the order of £100m to work in partnership with Network Rail’s Great Western Electrification Programme (GWEP). This will be the first large new electrification project delivered by Network Rail in more than 30 years and forms a key part in its national electrification programme for the UK. The ABB and UKPN Services equalshare consortium will be responsible for the turnkey delivery of more than 30 new traction power substations (25-0-25 kV) that will play a vital role in the upgrading of one of Britain’s oldest and busiest railways, providing better connections for major towns and cities across southern England and South Wales. The programme will create about 100 new UK jobs helping with the continued development of both
line (conventional); switches and crossings; and plain line (high output). Following a competitive procurement process, three bidders – Babcock, Carillion and Colas – have been successful in winning work across seven geographic lots to deliver conventional plain line track works worth around £375m in total over the five year period. Steve Featherstone, Network Rail track programme director, said: “Today, there are a million more trains on our network than a decade ago and that number increases every year. Working with our delivery partners, we will deliver a massive programme of work to maintain, renew and enhance thousands of miles of track over the next five years, with the goal of providing a more reliable railway for passengers and freight.”
Crossrail is looking for innovative ways to bridge the gender divide in the engineering and construction industries with the launch of a new competition. The challenge Crossrail has posed is aimed at young women aged 16 to 19, and asks them to come up with innovative and compelling ways to attract more women to the industry. While almost a third (29%) of jobs at Crossrail Ltd are filled by women – compared to that of just 20% of job roles across the UK construction industry – the project wants to explore ways to leave a lasting legacy for the sector. From the entries, 30 will be selected and take part in skills training and speednetworking sessions with some of the UK’s leading women in the engineering and construction. The top five winners will also get a mentor for a year that will provide virtual support and advice. The UK has the lowest representation of women engineers of any European country, making up just 8.5% of the workforce. Ailie MacAdam, Crossrail’s Central Section Director said: “Attracting young women into the sector is key to the industry’s future. We’re in a unique position where we can speak to industry and talk about ways in which we can make engineering and construction a valid option as a career path. There is no quick fix to this issue; but we want to make inroads into the matter so we can ensure the UK has a thriving skilled workforce from all backgrounds.” William Akerman, MD and Founder, MyKindaCrowd said: “Getting more young woman engaged and attracted to engineering and construction is vital for the future of the industry. The industry needs to work hard to encourage young engineers of the future and create an equal work force.” The unprecedented demand for new skills will result in more than 1.8 million engineer jobs opening by 2020. To meet this demand, the UK needs to double the number of people with engineering qualifications.

consortium partners’ apprentice and graduate programmes. Stewart Dawson, Director of UKPN Services, said: ‘This is a great opportunity for both our companies to build on an existing long, successful relationship and demonstrate our complimentary areas of expertise and to support Network Rail’s investment in infrastructure projects.’
NETWORK RAIL ANNOUNCES TRACK DELIVERY PARTNERS FOR 2014-19 INVESTMENT PROGRAMME Network Rail has announced the preferred bidders for the delivery of its £800m conventional track renewals and enhancements programme for the 2014-19 funding period, as well as a change to the way the company’s growing ‘high output’ track programme will be delivered. Britain’s railways are busier than ever. Not only are there more trains than ever before, they are also heavier and faster – meaning more frequent maintenance and renewals are needed to keep the tracks in the right condition. Over the current funding period, which runs from April 2014 to March 2019, Network Rail will renew more than 7,000km of track – enough to stretch from London to Mumbai – as part of a £25bn investment programme to build a bigger, better railway for Britain. Network Rail’s track strategy is split into three specific work streams: plain

ORR PUBLISHES OCCUPATIONAL HEALTH PROGRAMME The Office of Rail Regulation (ORR) has launched its Occupational Health Programme for 2014-19, which focuses on embedding the health and wellbeing of people working in the railways into the culture of the industry. The programme, published on Workers’ Memorial Day, sets out the importance of health and wellbeing across the whole sector, highligting industry progression in recent years. More organisations have adopted a health and wellbeing strategy and ORR has seen an increased focus on how organisations manage health in the workplace. The programme recognises the need for a more consistent approach to health across the industry and ORR will particularly focus on ensuring legal compliance while encouraging the industry to adopt best employment practice. It identifies four priorities for ORR and industry to deliver this: Excellence in health risk management; Greater engagement with employees and others; Better efficiency and reduced costs from people suffering work-related ill-health; Enabling improvements in competency, information, co-ordination and control. Ian Prosser, HM Chief Inspector of Railways said: “The health of thousands of people employed across the rail industry is crucial to our industry’s success. Since ORR first launched its occupational health programme four years ago we have seen improvements and successes, but the industry must do more. ORR’s Occupational Health Programme for the next five years, highlights our focus on ensuring that the health and wellbeing of people working in the railways is embedded into policy, culture and practice at all levels across the whole industry.” Alongside the programme document, ORR has also developed a shorter summary leaflet setting out the key areas of ORR’s approach with industry. The documents can be found on the ORR website at orr.gov.uk/what-and-how-we-regulate/ health-and-safety/occupational-health along with further guidance and practical case studies to help organisations and individuals to manage risks to health.

COST-EFFECTIVE DISPLAY SOLUTION FOR EUSTON Key to providing customers at London Euston Station with real time information is the large mainboard overlooking the main concourse which was installed in 2002. The installation has proved to be extremely reliable over this 12-year period but some of the original internal components have become obsolete and can no longer be replaced. Network Rail returned to Infotec who manufactured the existing mainboard for a cost-effective solution to replacing it that could also remove any operational risk and bring it in line with current compliance rules under the Equality Act 2010 (formerly the Disability Discrimination Act). Infotec presented three solutions with the most cost-effective and beneficial of these being to replace the internal components rather than the entire display. Agreement by Network Rail to proceed has now seen the renewal of the main board successfully completed. The solution replaces all of the electronics and uses Infotec’s current D Series technology, bringing it in line with all the other Infotec
displays currently deployed at Euston, a major commuter hub connecting London and the Northwest. The renewal work has breathed new life into the displays which make up the mainboard and Infotec and Network Rail hope this would last another 12 years if required. To ensure minimum disruption and to keep people informed during the upgrade, parallel data feeds were put in place with the existing to provide a seamless transition between old and new over the two-week installation period. The 14 Next Train Indicators (NTIs), two subsequent departures and one special notices panels making up the display may not look very different to most regular commuters, but the upgrade has brought the technology completely up to date, provided some important improvements and made it compliant under the Equality Act. It also benefits from a new five-year warranty from award-winning UK-based display manufacturer Infotec.

To fulfil the needs of tomorrow’s passengers, it is important to continually monitor the latest technology developments and to try and anticipate the needs and demands of the future. Demands for on-board entertainment are not the same today as they were a few years ago where on-board entertainment in trains was largely restricted to a movie playing in a loop every two hours on a few screens dropping from the ceiling. Today, passengers increasingly want to take personal control of how they are entertained and as technology ‘shifts’ accelerate & become more radical, it is becoming increasingly difficult in a climate of resource and budget constraints to find solutions that not only meet the demands of passengers today but also remain relevant for tomorrow. FOCON strive to keep a close eye on passenger requirements of the future
and are confident they can fulfil this by introducing their highly-innovative “Bring Your Own Device” (BYOD) infotainment concept to the market. The solution reduces problems normally associated with unstable internet connection allowing passengers to access without interruption rich and valuable content in “offline” mode and thereby enabling the existing Wi-Fi connection to benefit from more bandwidth capacity. Passengers use their own devices and have access to a media library which is fully stored on a portal server. Passengers can choose from a range of themes including movies, music, current affairs, sports and games which can be provided either free of charge or at a small cost depending on the operator’s business model/strategy. BYOD is a proven, flexible, easy and affordable platform helping operators to increase customer satisfaction, enhance customer loyalty and improve the overall performance of their business. The concept is built on a vision that suits any operator who truly values every part of the passenger experience.

DFT AWARDS THE NEW THAMESLINK, SOUTHERN AND GREAT NORTHERN FRANCHISE TO GOVIA THAMESLINK RAILWAY LTD Three new state-of-the-art electric train fleets will mean more services and seats, faster journeys and better connections across many of the busiest rail routes in London and the south east after the government announced its intention to award the new Thameslink, Southern and Great Northern (TSGN) franchise to Govia Thameslink Railway Limited. The 7 year franchise – the largest ever let in terms of passenger numbers – will help deliver the government’s multibillion pound investment in the region’s rail network, opening up new routes across London and improving services to scores of destinations, including: Brighton, King’s Lynn, Peterborough, Cambridge, Bedford, Luton, Gatwick Airport and Moorgate. Nearly 1,400 new electric carriages will be rolled out across the new franchise, providing 50% more capacity and 10,000 extra seats every weekday into central London during the morning peak by the end of 2018; delivering quicker, cleaner and more reliable journeys for passengers and businesses. In addition, the new franchise will see millions invested in improving stations and staffing, a simplified ticketing structure and tough new targets for Govia to improve punctuality by reducing delays by around a fifth and improve cleanliness. The TSGN franchise will play a crucial role in delivering the government’s
ENERGY AUDITS TO HIT ALL BUSINESSES The government’s decision to implement energy audits on all non-SMEs before 5th December 2015 will cause a headache for every company relying on road transport – regardless of their size. Nick Radcliffe, MD of FreightArranger, warns that the new Department for Energy and Climate Change directive will put pressure on the transport sector to cut emissions, but there are minimal savings left to be made on road vehicles and alternatives will need to be sought. The transport sector is listed as the second largest contributor to total UK

£6.5bn Thameslink programme – a major programme of infrastructure work that is helping create 8,000 jobs and will allow 24 trains per hour to travel in each direction from Blackfriars to St Pancras. New tunnels will link Peterborough and Cambridge to the existing Thameslink route providing easy access across London via St Pancras to Gatwick and Brighton. The franchise will introduce 1,140 new carriages – already under construction – on the Thameslink network, including the introduction of new cross capital services and a connection at Farringdon to London’s newest railway – Crossrail. In addition, Govia will order a new fleet of 108 carriages for the Gatwick Express service, replacing the current 25-year-old trains with a fleet better suited to the needs of airport passengers. It will also secure 150 new carriages to replace the 40-yearold trains currently operating on the route between Moorgate, north London and Hertfordshire. That means the total number of carriages in service will grow to 2,631 by 2019 – an increase of 27%. It will also release some existing electric carriages to be used elsewhere in the country. Govia will invest significantly in improving stations, including free wi-fi at more than 100 stations, better retail and catering facilities and improvements to customer information systems. Staffing hours will also be extended so that at
more than 100 of the largest stations there will be staff available from the first train in the morning to the last train at night. Demanding contractual obligations on the operator will deliver cleaner and more spacious trains and improve passenger satisfaction. Tough new benchmarks for performance, train and station cleanliness and customer service information have also been agreed. The operator will also develop website, smartphone and tablet apps that will make door-to-door travel easier for customers, including planning journeys, buying tickets and booking onward taxis. The TSGN franchise will replace the existing Thameslink and Great Northern franchise (operated as First Capital Connect) from 14th September 2014 and will include the South Central franchise (operated as Southern and Gatwick Express) when it expires on 26th July 2015. A small number of services and stations will also transfer from the South Eastern franchise by 21st December 2014. Following the announcement, and in accordance with usual procurement practice, there will be a standstill period of 10 days before the department will be a position to enter into, and complete, the formal contractual documentation and make the award to the successful tenderer.
carbon emissions, emitting some 120 million tonnes per year, or a quarter of the UK total, and will be a target for businesses looking to reduce their output. And not just large businesses directly audited, but also those in the supply chain. Radcliffe says: “Much has been done to make road vehicles more fuel efficient through improved aerodynamics, improved engine efficiency and less resistant tyres. However, basic economic theory tells us that although further improvements can be made, each additional step yields a smaller benefit. “Rail freight, however, helps considerably in reducing fuel consumption: metal wheels running on metal rails are near-frictionless. The result is to reduce fuel consumption per tonne mile by some 67%. Heavier commodities such as coal and aggregates achieve even higher savings.”
Use of rail freight is a mode which is growing, but is still relatively unexplored with fewer than 10% of freight tonne miles in UK being by rail. Radcliffe also contests the perception that businesses need to be really large or to have a train load of freight to consider using rail: “With intermodal freight, this is not so: consignments as small as a single 20 foot container can be taken. “When fuel use is being squeezed and monitored more than ever before, it is time for companies to look to explore new ways of undertaking tasks and I would strongly encourage them to look to rail as a simple and effective method of slashing fuel consumption.”

RAIL FREIGHT DELIVERING £1.5BN A YEAR BENEFIT TO BRITAIN British businesses are saving £1bn a year – or £2.7m a day – by using rail to transport goods, according to a new report published by the Rail Delivery Group. A further £500m a year of economic, environmental and social benefits come from rail freight reducing the number of lorries on roads. Last year, more than 7.6 million road journeys were saved by transporting goods by rail, the equivalent of around 7,000 HGVs driving from London to Edinburgh every day, says the report based on analysis carried out by accountants KPMG. Since freight was opened up to private competition and investment in the mid-nineties, billions of pounds have been invested in the sector, including on more efficient, longer trains which each carry an average of 50% more cargo than 10 years ago. Investment has helped rail freight in Britain grow by 70% in the past 20 years and increase its share of the market for transporting goods, in contrast to some still largely European state-run railways. The sector is now vital to Britain’s economic competitiveness. It transports over £30bn worth of goods and helps ensure British manufacturing can compete globally by sending products on the first leg of their global journey, connecting factories with container ports. Peter Maybury, chairman of Freightliner and the RDG freight group, said: “High levels of private sector investment and innovation matched by significant infrastructure improvement are now helping rail freight to bring £1.5bn a year of benefits to Britain’s businesses and the wider economy. “Rail freight helps keep shop shelves stocked and the power on while taking thousands of lorries off the roads, reducing harmful emissions and keeping Britain competitive in the global economy. “Rail freight has been transformed over the past two decades and is set to keep growing. By continuing to drive efficiency and improve performance, operators could help more than double the size of the sector over the next three decades and increase the economic benefits of rail freight to over £4bn a year.”

BADGEMASTER THROWS DOWN LOWER PRICE CHALLENGE Leading international supplier of name badges, Badgemaster, is citing technological advances as the reason behind its new, lower prices. For over 22 years the company has placed keen emphasis on investing in the most up to date manufacturing and order processing systems which coupled with consistent volume growth, has always enabled economies to be passed on to customers. “We’re now in a position to complete even the shortest runs extremely costeffectively”, says Managing Director John Bancroft MBE, “so we’ve overhauled our price list to make lower quantities of badges accessible at the same discounted rate previously reserved for higher volumes and are able to offer further significant savings for larger users-and the product quality is better than ever.” John believes competitors will be hard pushed to match Badgemaster’s combination of product quality and pricing and invites buyers to check out their current deal against his company’s offer.
“Every order is backed by our best price guarantee, and we never compromise on quality. We are confident of providing the best value and the best service in the marketplace, because we’ve invested in the resources which support competitive pricing long term.” As an example John points to Badgemaster’s most recent innovation designed to improve efficiency for the benefit of customers; a unique online reordering facility which is accessible via the Badgemaster website. “We’ve saved both time and cost by removing the need for operator input as well as the possibility of supplier generated spelling errors, as all text is entered by the customer and downloaded directly to our computerised systems,” he explains. “It all contributes to lower operating costs, lower prices and faster service even for customers wanting just one badge.” For more information or to put Badgemaster to the challenge, contact the sales office on 01623 723112 or visit the website: www.badgemaster.co.uk

DURA COMPOSITES LOOKS AT THE RISE OF COMPOSITE WALKWAY SOLUTIONS Stuart Burns, Director at Dura Composites
Composite products are now becoming more widely specified as the advantages of fiberglass materials in particular are recognised by clients and contractors alike. Whilst traditional materials will always have their place, as the emphasis on speed and durability increase, fiberglass reinforced plastic (FRP) engineered composites products will become more and more mainstream. Let us consider the reasons that many contractors are already choosing FRP grating walkways – quality suppliers can provide square mesh structural flooring systems rated to high load capacities that will not rot, fade or warp, can be worked on site and are light enough to be man handled as required. Further, the material is non-sparking, nonconductive, fire resistant and also offers one of the highest slip resistances ever measured for a walking surface. Warden Bridge across the River South Tyne has recently been decked with Dura Grating 50mm in a grey colour to provide a safe walking surface to allow maintenance access in all weathers. Crucially, it was installed without significant additional equipment keeping possession time to a minimum.
Another such beneficiary of a new safe walking surface is The Grand Sluice Railway Bridge in Lincolnshire. Completed in 1885, this Richard Johnson bridge is listed and is of national significance and is still in use. This particular project required much preparation to ensure that suitable fixings were used to suit not only the particular configuration of the bridge from a structural perspective, but also from a conservational point of view. Another instance where a composite flooring product solutions have been adopted to great effect is at ReadingTrain Care depot where Dura Slab trench covers were selected to allow quick maintenance access to Pre Cast concrete trough utilities with a bespoke packing system to ensure the trench cover finished flush with the surface level. Multiple DuraSlab Trench Covers were engineered to suit various trough designs to meet Network Rail requirements with EN 124 Class B125 as one of the main criteria. The solution had to be developed to allow a rapid installation process as the project required 3km of Dura Slab FRP anti-slip structural trench covers. Both Queen Adelaide Bridge and Cookspond viaduct (pictured below) have benefited from recent refurbishments due to the weathered condition of the traditional wooden walkways. A Dura Grating pedestrian walkway panel was supplied including

all the necessary parts to complete the install including Anti-Vibration Fixings. There are exciting times ahead for suppliers, contractors and end clients alike as companies such as Dura Composites invest in innovative new technology to bring new and better solutions to the market that were once the preserve of traditional materials. For example, tens of miles of FRP Ballast Retention Systems have been supplied by Dura Composites and installed across the network by appointed specialist bridge works contractors to facilitate easier and more effective Hidden Critical Element inspections. Once again, the crucial criteria was speed as well as the durability and longevity in the face of major pressure loadings and frequent vibration.

NEC TO HOST RAILTEX 2015 The venue and dates for Railtex 2015 are now confirmed – the show will take place from 12th to 14th May next year at the National Exhibition Centre, Birmingham. The 2015 show will be the 12th Railtex, and aims to build on the success of the last exhibition in 2013. That event was visited by more than 8,200 industry professionals, an increase of 19%. It was also the biggest Railtex since 2007, with 434 organisations from 17 countries taking part. Rail investment in the UK is now running at levels unprecedented in recent times, with Crossrail in London, main line electrification, major rolling stock procurement programmes and expansion of the capital’s network among significant
projects generating market activity. Network Rail has published its £38bn spending plans for the next five years and confidence remains high that the HS2 high-speed project will go ahead. This all paints a positive picture for the supply industry. Exhibition Manager Heidi Cotsworth said: “There is no doubt that there are great business opportunities for companies targeting the UK rail market. And because Railtex is so well regarded throughout the industry, we strongly believe the show can help firms by offering an excellent environment in which they can introduce their products and services to the widest possible audience.”

LAW: BOND DICKINSON
THE NEW PROCUREMENT DIRECTIVE AND ITS IMPLICATIONS FOR TOCS Words: Deborah Ramshaw Director, Bond Dickinson
For many years, train operators have grappled with the potential application of the Utilities Contracts Regulations 2006 to them. In this article, Deborah Ramshaw of Bond Dickinson considers the impact of new directives passed by the European Commission and assesses how they change the procurement landscape for train operators and those who supply such operators. In December 2011, the European Commission announced ambitious new plans to modernise the existing EU procurement rules. Following two years of intense negotiation, debate and various revisions, new directives covering the public and utilities sectors are now in force as well as a brand new directive covering concessions in both sectors. The Cabinet Office has previously indicated that it plans to introduce new regulations in England, Wales and Northern Ireland quickly (possibly by 1st October 2014, though this date has not been formally announced), with a view to enabling rail operators and others subject to the procurement rules to enjoy the benefits of the new provisions as soon as possible. It is also expected that the Cabinet Office will draft the regulations in accordance with the “copy-out” policy, namely the majority of the provisions will be copied out word for word with any amendments restricted to where necessary.
22
RailCONNECT
Aims of the new rules
Key changes
The original objectives of the new rules included:-
There are a number of changes being introduced by the new rules, the key ones include:-
a general simplification and “flexibilisation” of the existing rules to try and increase the efficiency of public spending to ensure the best possible procurement outcomes in terms of value for money; more efficient procedures to benefit all economic operators, but in particular to try and facilitate increased participation and access for SMEs; allow procurers to make better use of public procurement in support of common societal goals such as protection of the environment, higher resource and energy efficiency, combating climate change, promoting innovation, employment and social inclusion; and improving legal certainty by clarifying certain provisions (including creating a whole new directive just dealing with concessions) and codifying well established European case law (such as the case law on “material changes” to existing contracts).
Award criteria – all award decisions are to be on the basis of the most economically advantageous tender, which can be identified on the basis of things such as pricequality ratio. The award of a contract on “lowest price” only is no longer permitted. Frameworks – framework agreements must not be longer than 8 years unless there are “exceptional cases duly justified, in particular by the subject matter” of the agreement.
Adoption of the new directives reflects the end of a long legislative road for the European institutions. However it is just the start for operators as they now need to familiarise themselves with the proposed changes.
LAW: BOND DICKINSON
New procedures – utilities will be able to use the competitive dialogue procedure (which has previously only been available to the public sector) though it is expected that most operators will continue to use the competitive negotiated procedure. There is a completely new “innovation partnership” procedure intended to be used to allow the development of an innovative product, services or works with one or multiple partners and dealing with the subsequent purchase of the outcomes of such development. Time limits – the general mandatory time limits for procedures have been reduced. Incorporating case-law – codifying the Teckal, Hamburg Waste and Pressetext case-law on in-house awards, public-public co-operation and substantial modifications of existing contracts respectively. Reflecting market practice – specific provisions dealing with potential conflicts of interest, prior involvement in a procurement process and the potential for preliminary market engagement, all of which are common situations in practice. E-procurement – plans included to work towards the mandatory use of e-procurement, although this is working
WWW.THECONNECTSERIES.CO.UK
to a separate and extended deadline for full implementation. Revised and simplified “Article 30 Exemption” – the provisions relating to an application for certain activities to potentially be excluded from the scope of the directive have been revised and simplified. Special and Exclusive Rights – of interest to train operating companies will be the clarification around the concept of “special and exclusive rights”. This definition has been substantially extended so that it is clear ‘special or exclusive rights’ do not arise where an entity has been granted rights on the basis of objective criteria following a transparent process. Therefore a contract or franchise awarded to an operator via an open competition such as the current DfT franchising process should not, within the meaning of the new directive, amount to ‘special or exclusive rights’. This is in line with previous clarification from the Commission on this point. Separate rules for concessions – likely to be of interest in respect of, for example, advertising concession contracts, is a separate directive covering concessions and how they are to be procured.
Summary Adoption of the new directives reflects the end of a long legislative road for the European institutions. However it is just the start for operators as they now need to familiarise themselves with the proposed changes. On a final note, the Commission has indicated they will now be turning their attention to a review of the remedies regime. Looks like no rest for procurement lawyers and practitioners.

And did you hear? At the beginning of April, Ed Miliband suggested that a Labour government would look for “innovative solutions” in respect of rail franchises. In particular, the Labour leader said he was interested in different models for rail franchises and that might include a “public option”. This may mean allowing a “public sector” bid to compete against private sector bids for a franchise. Where there is a public sector bidder alongside private sector bidders, the public sector procuring authority would clearly need to carefully manage conflicts of interest and confidentiality issues and generally take steps to ensure that there is a ‘level playing field’ for all bidders.

rior to the publication of the McNulty report in 2011 Network Rail engaged with the Institute for Collaborative Working (ICW) as part of its programme to integrate the use of BS 11000 the world’s first standard for collaboration. Since then ICW has worked closely to support the deployment of the standard in support of delivering greater efficiency. From that early stage the decision of Simon Kirby was to set the standard within the rail industry by taking Network Rail on the route for certification with British Standards Institute (BSI). His aim was to send the message that collaboration starts at home and by bench marking themselves they could underpin wider engagement. The response from the industry was to welcome change and the majority of the prime contractors have also adopted the approach. Most have valued the rigor the standard places on them and the benefit of a common framework for a different way of working. The initial pilot was run across five specific projects in order to evaluate the impacts and benefits against a variety of commercial models.
The initial certification was achieved in April 2012 and in 2013 it was agreed with the BSI that certification would be extended across Infrastructure Projects, subject to the fact that this is operated within a defined collaborative relationship programme of identified projects and programmes. This portfolio now includes projects/programmes with a value approaching £3bn. The programme was led by David Hawkins, ICW Knowledge architect, and Neill Carruthers from Network Rail. More recently the role of Network Rail Head of Collaborative working has been enthusiastically taken on by

Mike Pollard but with no loss of pace and in fact a broadening of the focus to address tier two and three contractors where it is appreciated that much of the future efficiencies will come from. Most recently Network Rail has been instrumental in the creation of ICW Collaborative Capability Pathway as a means of introducing smaller organisations to the benefits of collaboration. As a starting point Network Rail has endorsed and is recommending the ICW online self assessment tool as a low cost introduction to the principles of BS 11000 to help the cascade across the industry. So has collaboration made a difference internally? David Hawkins says from an external perspective, certainly. “When we first talked with Network Rail people they recognised the value of collaboration but perhaps were sceptical, based on history, that it could make an impact. What we hear today from those projects and programmes that are deploying the standard is that it has changed the vocabulary, the us and them has gone and value creation is seen as a joint goal and responsibility’’.

Collaboration is not easy and there still have to be robust discussions on occasions but these are now more focused on solutions not blame. When you consider complex projects like Reading Station this could not be achieved without Network Rail, the contractors and the wider stakeholder community working together. The Hitchin Grade Separation was another of the BS 11000 pilots where in the early days the alliance team themselves decided they should deliver ahead of schedule and worked to bring the programme in 4 months early by working with the partners. David Hawkins comments, “it was exciting to be there when the team came up with the idea themselves and to go back and see it achieved’’. Mike Pollard, who recently inaugurated the Collaborative Working Academy with representatives from across the Infrastructure Projects major programmes and regions, is now pulling together the practical experiences and approaches from the project teams. “At one stage the perspective was that alliancing was the answer irrespective of the question. CROSSRAIL: A NEW WEEK, A NEW MILESTONE
The line was first mooted just after the Second World War but now, finally, London’s east-west underground railway is nearing completion. n a decision that has long been expected, the Government announced in April that Crossrail is being extended to Reading, rather than having its terminus at Maidenhead as previously planned. This is part of the process that is seeing the project change from being just a drawing on the map to becoming a reality, which means that detailed operational decisions, such as the precise route, need to start being made. Oddly, the line will still end at Abbey Wood in the east as originally planned, rather than connecting with HS1 at Ebbsfleet, which would make more sense. The Crossrail project is now achieving milestones regularly. Until this point, its scale and potential impact had not been understood by most Londoners. They see the various worksites, such as the one at Tottenham Court Road, taking up space and causing some traffic disruption but few understand the real impact the scheme will have. The kind of obstacles put in its way – and which HS2 will similarly face – have ranged from the allencompassing to the bizarre, such as concern expressed by a peer,
Lord James of Blackheath, about the dangers of disturbing ground where meat contaminated with anthrax had been dumped, and sites where bubonic plague victims were buried, thus causing fresh outbreaks. Now all that is forgotten as the scheme enters the final phase of the tunnelling. As at the end of April, 33kms of tunnel had been finished, two-thirds of the final total, and the project overall is reckoned to be halfway to completion. The most important recent milestone was the announcement of the award of the rolling stock contract by Transport for London (TfL) to Bombardier, which beat off competition from Hitachi, CAF and Siemens. (The last, however, has won the contract for signalling the route.) The rolling stock contract is for 66 new trains, which will be purchased directly by TfL rather than involving a complex PFI arrangement such as that with the Hitachi deal for IEP trains for use on InterCity services. The contract is estimated to be worth roughly £1bn and will also involve the construction of the maintenance depot at Old Oak Common.

Following the contract for Thameslink trains going to the German Siemens, Bombardier, the only train manufacturer with a permanent long-established base in the UK, has confirmed that the new trains will be manufactured and assembled at its plant in Derby. This contract will support 760 UK manufacturing jobs plus 80 apprenticeships, meaning that about three-quarters of contract spend will remain in the UK economy. The construction of the depot will involve 260 jobs and when fully operational will support 80 jobs to maintain the new fleet of trains. The decision to extend to Reading was widely predicted since there was much criticism of the plan to terminate the line at the much smaller town of Maidenhead. Crossrail is presenting this as a cheaper alternative. The Crossrail trains, which will use the slow lines, will stop at more than a dozen intermediate stops between Reading and London and consequently the journey time will be 50 minutes to Paddington, almost twice the high speed train time but about eight minutes faster than today’s slow services, thanks to electrification and the new rolling stock.
Crossrail managers accept that few people are likely to use the whole service between Reading and Paddington – although a strange anomaly exists whereby holders of Freedom Passes, the free Oyster cards given to people over 60 in London,
‘Bombardier, the only train manufacturer with a permanent longestablished base in the UK, has confirmed that the new trains will be manufactured and assembled at its plant in Derby.’ will be able to travel free all the way to Reading because Crossrail will be part of the TfL network. They will, however, be charged on the faster trains. Pensioners aside, it will be people using intermediate stations who
are most likely to use Crossrail. A spokesman said: “Crossrail will deliver greater choice for passengers travelling into London and provide a direct link to London’s main employment centres. Extending Crossrail to Reading will provide passengers with more journey options and create better connections between Reading, Maidenhead, Slough and Ealing Broadway but also destinations across London without the need to interchange at Paddington.” Like the London Overground, Crossrail will be operated as a London Rail concession of TfL. Londoners will get their first view of its services in May 2015, when trains start operating on the existing route between Liverpool Street and Shenfield. They will then be extended to other parts of the route during 2018 and 2019 after the original plan, to open fully in 2017, was abandoned because of costcutting. It will be precisely 70 years after the first proposal for the eastwest railway under London was proposed just after the end of the Second World War. It has been a long wait.

EARTHWORKS USE LONG REACH SOLUTION
WM Plant Hire has been involved in railway civil engineering operations for over 20 years now – with the largest excavators in the UK, reaching out to a massive 32m and weighing up to 115 tonnes. Recent projects have included both planned and emergency earthworks, where the prolonged wet weather has caused huge disruption in early 2014. Their machines have been working on a major slip in East Sussex near Stonegate and Wadhurst together with essential maintenance work on a rail embankment near Chipping Sodbury. These projects required the use of long reach excavators to complete a major re-profiling exercise. Machines with a massive reach in excess of 25 metres were used to remove several thousand tonnes of material and install deep counterfort drains on the rail slope. Designers of the scheme reduced the angle of the cutting to safeguard against future land slippage, with the addition of drainage to get the water away effectively and reduce the risk of the ground failing. The specialist machine supply to the rail industry includes long reach excavators ranging from 4 to 115 tonnes and a reach of over 30 metres. Using their own experienced PTS Operators, the methodology and planning has provided minimal disruption to the train operations with the works programmed under line blockages. The sequence of excavating material at night and drainage installation during the day has proved most effective. Their machines have been used on the huge Crossrail project since 2009 on deep excavation works including the station box at Tottenham Court Road. LET THE SPARKS FLY

T
here has been a major U-turn by government over electrification. After years during which it was deemed too expensive or unnecessary, many lines are being electrified. Two big projects are already under way, the North-West (possibly spreading eastwards, too) and the Great Western, with several more on the stocks. The advantages of electrification are well known and include better acceleration, cleaner trains and cheaper operation. The improved service leads to increased passenger numbers, justifying the investment. Indeed, this “sparks effect” was first noticed between the wars when the Southern Railway electrified many lines, and was also apparent when electrification revived passenger numbers on the West Coast after it went under the wires in the 1960s. However, the long hiatus since then, during which very few electrification
projects were carried out, means that Britain lags behind much of the rest of Europe in terms of its proportion of electrified lines. Now this is about to be remedied, and there is, moreover, a kind of creeping electrification with further projects – such as the plans for the Cardiff Valleys network and various extensions in the North-West – having been given the go-ahead. This is because the more lines that are electrified, the less sensible it is to leave the remainder operated by diesel. The first scheme in this new era to see wires going up has been in the North-West, where first the line between Liverpool and Manchester was given the go-ahead and now the electrification of several other sections of the network have been granted funding. Already part of the line linking Liverpool and Manchester has been completed, with electric trains now travelling from Manchester Piccadilly to Scotland via Chat Moss.
FEATURE: ELECTRIFICATION UPDATE
Overall, the plan is to electrify the line between the two cities (ironically the first major railway built in the world) by the end of this year. Then PrestonBlackpool and Manchester – Preston will follow suit in 2016. Funding has also been made available for Oxenholme-Windermere and WiganLostock, as well as along the crossPennine route Manchester-Leeds/ York. The possibility of extending this scheme to Hull is also under consideration.
The advantages of electrification are well known and include better acceleration, cleaner trains, cheaper operation – all leading to increased passenger numbers. Work has started, too, on the Great Western, where the wires will first go to Bristol and Cardiff and later all the way to Swansea. The final financial arrangements, however, remain to be settled and the Government and the regulator will need to be convinced that the project offers value for money. This is, nevertheless, expected to be a formality, given the prominence of the scheme and the fact that the new IEP trains for the line will be expected to run using electrical power most of the time, although the trains also have diesel engines. Already £300m has been spent on the Great Western project (which ultimately is expected to cost well over £1bn), with piling having been carried out around Reading as part of the extensive improvements in the area, including a new station. Once the go-ahead has been formally given, the 16-mile main line between Reading and Didcot will be fitted with wires to provide a test track for the new IEP trains as they come into operation.
The system being used, which will be capable of 140mph running has been commissioned from a Swiss firm, Furrer+Frey, and will be installed by a remarkable new works train that will greatly speed up the operation. There are five processes, all of which can be carried out by the train, which is adapted for each job: piling, installing the main part of the pylons, fitting the small parts that hold the catenary, running up the wire and finally testing it all. Robbie Burns, the Network Rail manager in charge of the Great Western line electrification, says that a safety system has been devised to ensure that work can be carried out on one track while the other continues to operate at full line speed. “We went to Germany to see how the system worked and after a few modifications, the process has been accepted by the regulator and this will ensure that there is much less disruption and fewer line closures than there would have been otherwise,” he says. The work does not only involve fitting the electrical equipment but also raising large numbers of bridges. Burns says that more than 100 are required to be raised on the line up to Cardiff and some 50 more on the Valleys lines. “This is a very tricky part of the work,” he admits. “We need a 52-hour possession to raise the bridge but that comes after up to three months’ preparatory work when cables are moved and substantial other work carried out. We also have to ensure there is minimum disruption to local traffic, as sometimes diversionary routes are very long.” All of this goes to show that it would have been so much better to have carried out the work a long time ago when the railways and roads were far less congested. At last, though, the UK is catching up with the rest of the world and further schemes are likely to be put forward for Control Period 6, the five year investment period which starts in 2019. After years of being neglected, electrification programmes have now become part of the DNA of the railway.

O
ver one billion journeys are made by rail in the UK each year. Every day, each train makes its way down the line, getting the all clear from green signals, passing over axle counters and stopping at red signals. It is likely that as these journeys occur, no-one realises that the work of signalling engineers has played a part in getting them to their destinations. With investment in major resignalling projects such as the National Signalling Framework and the Cardiff Area Signalling Renewal (CASR), the demand for signalling engineers has never been greater. Signalling systems that have reached the end of their useful life need to be replaced with the latest equipment to keep the network running smoothly. It is the signalling engineer’s responsibility to design, test and bring into service a new, reliable system. To find out more about the work that signalling engineers do, we spoke to Jon Leach from Atkins who is working as a project engineer on the CASR. Jon joined Atkins’ rail business in 2006 as a graduate and during the past seven years has worked on a range of re-signalling projects from Port Talbot to Rugby and Nuneaton to Newport. He has gained experience in all aspects of signalling engineering (design, test and commission) and is now taking a project engineering role for the CASR. When asked why he decided to work in the rail industry he said: “While finishing my electronic engineering degree at university I applied for different graduate positions. When I found out about what it would be like to work in Atkins’ rail business I realised that it would be the best fit for me as I wouldn’t be tied to my desk the whole time and there would
be opportunities to get out there and work on big projects.” A typical day for Jon consists of a variety of tasks from client meetings to being one of the main points of contact for all technical queries. “My job relies heavily on communication skills,” he said. “I have to make sure that our design, test and construction teams are integrated so I communicate the project requirements and any changes to them all. I also liaise with our supply chain so that we have all the materials we need for each phase of the project and look after all the interdisciplinary checks to ensure everything from civils to signalling works together in a design.”
“I liaise with our supply chain so that we have all the materials we need for each phase of the project and look after all the interdisciplinary checks to ensure everything from civils to signalling works together in a design.” The CASR project has given Jon and the entire project team interesting challenges to sink their teeth into. Stretching across 192 route miles of track between Newport and Port Talbot, the scheme is one of the first major re-signalling projects to use innovations such as plug couplers and the Frauscher train detection system. As a member of Atkins’ fabric improvements team, which is

a group dedicated to investigating new improvements to operations, Jon wrote the initial business case for plug couplers on CASR as the innovation could save both time and money. From there, he worked closely with the client, Network Rail to develop product specifications and introduce this technology onto the UK railway network. “Plug couplers are simple in theory,” Jon said. “You attach a plug onto one end of a piece of signalling equipment and then plug it into a location case on the side of the track. This significantly reduces the amount of time that engineers have to spend trackside installing equipment. It has taken us a few years to get to this point but it has been worth it; plug coupler technology was installed for the first time during CASR’s initial commissioning in March 2013 and continues to be rolled out as the project progresses.” The introduction of the new Frauscher digital axle counters (FAdC), has also been another technical challenge. Like plug couplers, this product can be installed in just minutes as it does not need to be drilled into the rail web, giving it a huge advantage over solutions which have been used in the past. FAdC requires a modern communications system to work so Jon’s role involved working with the engineering team to draft what the
WWW.THECONNECTSERIES.CO.UK
new architecture for the Frauscher system would look like. As one of the technical points of contact for FAdC, Jon is involved in ensuring the product meets with the contract requirements and reviewing system performance. The new system is designed to meet one failure every 26000 hours (three years) in the worst case or every 52000 hours (six years) in the best case. This is a major improvement on the current system which experienced 191 failures over the last 12 months. Jon said: “Working on innovations is my favourite part of the job. I get to work across the project from checks and reviews to helping out with the design. I like looking at a system and working out how to make it more reliable.” Since completing his degree Jon has found his job very rewarding and strongly encourages school and university students to consider a career in engineering. “An engineering degree opens doors, you can work in any industry and will find an interesting job wherever you go,” he said. “My advice to anyone considering a career in engineering is to go for it, you won’t regret it.” Atkins’ rail business has a range of exciting career opportunities available, to find out more visit the website.

NO DUMPING ON THE TRACKS
Raw sewage on the tracks has been a problem since toilets were first installed on trains in the 19th century and retention tanks are still by no means ubiquitous. There are new moves afoot, however, to address the issue – and not before time.

t is time to clean up the tracks. That’s the view of a very senior civil servant at the Department for Transport (DfT), who says the idea of working on the filthy track bed and under trains covered in faeces is deterring young people from taking jobs on the railways. “This is a very serious issue in 2014,” my source told me. “Young graduates, who are vital to this industry, are frankly deterred from working in the rail environment because of the sanitation issue.” The late Bob Crow, head of the RMT union, was another strong advocate of ending the longestablished practice of simply allowing faecal matter to splash onto the rails. He launched a campaign a couple of months before his death in March: “Workers are being sprayed with raw sewage because it doesn’t just fall out, these trains are going at 100mph. I don’t need to draw you a picture. They are literally wading through it in some places.” Crow’s union sent out press releases with some unsavoury images of messes at main-line terminuses, too, as people routinely disregard the notices not to flush in stations because they assume they all have retention tanks. Since the toilets are in the same place in all trains parked at the station, certain areas become particularly unpleasant and even, in summer, smelly. This is, indeed, as the civil servant points out, “unacceptable in this day and age when we expect dog owners to do the business by picking up their mess, and yet we see tracks at our mainline stations that look like open sewers”. While everyone in the industry would like to see retention tanks fitted
universally, there has been no overall guidance from the DfT and the process has so far been haphazard. However, it does seem that the Department, along with operators, have begun belatedly to realise that the situation of allowing sewage on the tracks is no longer acceptable. Nevertheless, funding remains an issue. The rolling stock companies are prepared to undertake the work but they have to be reimbursed through higher leasing charges. Alternatively, the Department could provide a grant to train operators for carrying out the work. The operators are not really in a position to fund work that is unlikely to bring in extra revenue. Abellio, which has recently been granted an extension for the Greater Anglia franchise until October 2016, is undertaking a programme of fitting tanks. The Mark III fleet, used on the InterCity route, is being “refreshed” and part of that is the installation of “controlled emission toilets”, the official term, thanks to extra funding from the DfT. The work on the 119 vehicles is expected to be completed by the end of the short-term franchise.
‘Even as late as the 1870s, shops near major London stations sold medical appliances called urinals which could be used to cope with the lack of toilets on longer journeys.’
The company has also recently fitted retention tanks on its 156 fleet. With the rest of its trains already fitted, this leaves only Class 317 and Class 153 fleets without retention tanks. A spokeswoman said: “Any decision regarding these trains depends on rolling stock decisions made in the longer franchise from October 2016. We recognise that fitting the tanks is the right thing to do.” Overall, according to the Rail Delivery Group (RDG), there are about 1,460 carriages out of 12,350 across the whole network that do not have retention tanks. However, given that many suburban trains do not have any toilets at all, that means more than 20 per cent of toilets do not have tanks. Historically, the personal needs of train passengers have long proved a problem for the railways. Even as
WWW.THECONNECTSERIES.CO.UK
FEATURE: WASTE RETENTION
late as the 1870s, shops near major London stations, such as Euston, sold medical appliances called urinals which could be used by passengers to cope with the lack of toilets on longer journeys. It was not until the 1880s that compartment trains became commonplace, allowing toilets to be fitted, but they all emptied directly onto the tracks. It was only relatively recently that retention tanks became the norm on new trains and remarkably even the 1980s many new trains did not have them, which is the cause of today’s problem. According to the RDG, it was only in the mid-1990s that they became mandatory. The cost of fitting tanks is not insuperable and should not really be a factor, given modern expectations. According to industry sources,
WWW.THECONNECTSERIES.CO.UK
straightforward adaptions can cost as little as £20,000 per tank with the more difficult ones costing about £70,000. There are, though, some technical difficulties with certain types, notably Class 142 (Pacers, which in any case ought to be phased out) and Class 153s and Mk 3 coaches (which have difficulties on some of the toilets) proving difficult or even impossible to adapt. But even if a few classes of trains were left until they were scrapped, adapting those trains where it is possible will ensure much of the network no longer has sewage running on to the tracks. There are also costs associated on fixed parts of the railway: retention tanks are no use unless there are facilities to empty them at all the right places as otherwise toilets get out of order causing inconvenience (literally)
to all passengers. None of this, however, appears impossible. A source at one of the rolling stock companies reckons that if there were the will to get rid of the problem, it could be sorted before the end of the decade. He said: “One thing that is helping is the PRM [Persons with Reduced Mobility] legislation which is due to come into force in 2019. The work carried out to adapt trains will include the fitting of retention tanks’. So, if all goes according to plan and there are no derogations – which so far there have not been – from the PRM legislation, before long faeces-free tracks will become the norm – though one suspects there will be no announcement to the effect that ‘there is no longer any of the wrong sort of cr*p on the tracks’.

TERENCE WATSON ALSTOM UK COUNTRY PRESIDENT & TRANSPORT MANAGING DIRECTOR Images: © Alstom – partners.alstom.com

RailCONNECT
What brought you into the industry/your position?
What do you enjoy most about your role?
I think it’s fair to say that I didn’t have a traditional route in to the rail industry. I was brought into what was then GEC Alsthom at a technology level to help set up a European traction systems organisation after the merger between CGE and GEC. We were inventive and ahead of the game and produced products that were first in class and which we were able to export all around the world. I then moved to Paris in an international role but was asked to deliver the successful WCML bid for Virgin. It was the largest privatisation deal ever conceived to that date. I joined the Alstom Transport board back in 2001. I came to my current role back in the UK because, when this opportunity arose, I was able to take a fresh look, after 15 years in Europe, at the reviving British railway and saw it still had huge potential and was open to new ideas. I saw a still-growing market and an Alstom team – and customers – who really wanted to do things differently, to take on board new ideas. I thought then we had a real chance to take advantage of markets that we traditionally hadn’t been much involved in before, such as infrastructure and turnkey systems.
I really enjoy the people side of things – developing young people within the organisation and, generally making sensitive difference between doing good in business rather than just doing good business. So what we do has to have a sustainable angle, and we have over 6,000 staff in the UK who depend on us. I never can forget that. I enjoy plotting what a larger firm needs to be shaped like for the future and where it should invest. Also, I do enjoy being involved with a team that takes a completely different view as to what a challenge is, and what our expectations should be. They, in fact, push me. I find that really motivating.
What does your role involve on a day to day basis? Theoretically, once you’ve settled on a strategy, got the right teams in place and made sure you’ve got the right resources, you should just steer and wait for it to deliver, but it never ever works like that. We have over 40 live projects in Britain and are deployed in over 30 sites, so every day something happens that keeps me grounded and alive to the risks and potential impact all our projects can have on Britain’s infrastructure and our citizens. I also carve a day to cover Country President duties which are
mainly focussed around political and government liaison. As UK president I also have to be aware of what’s going on in the power side of the business and make myself available on that side. It makes the whole job fascinating.
From your experience of working outside the UK, how does the UK rail industry compare with other areas of Europe? Simply put, we really do compare brilliantly. Forget the angst, that’s a consequence of too many interfaces in a private system and of a more creative environment. It’s messier, more in need of daily tuning, but time has proved, beyond doubt, that a privatised railway drives investment, and can be efficient because it wants to get the job done. I’ve worked in Europe for years and, for me, it’s an absolute fallacy that
I enjoy being involved with a team that takes a completely different view as to what a challenge is, and what our expectations should be. They, in fact, push me.
Q&A: TERENCE WATSON, ALSTOM
Europe does it any better than we do – anyone who says that a high speed network in Italy or Holland is better than the WCML is simply wrong. Britain is as good as, or better than, the rest and it’s also growing the fastest, and on a mainly Victorian infrastructure at that.
What key initiatives/projects is Alstom working on at the moment? I think many people – even within the industry – still think of Alstom as a train manufacturer, even though we haven’t built a train in the UK for some time. OK we do support a third of the whole fleet here, which is quite a legacy, but the fact of the matter is that we’ve quite radically changed our emphasis in the UK over the last few years. While we still look after Virgin’s Pendolino fleet and the Northern Line’s trains (and will still sell you a train if we’ve got something suitable) we’ve refocused on the really significantly growing markets and also formed some extremely strong partnerships to offer ‘one stop’ solutions for a range of infrastructure projects. We’re working with companies like Babcock, Costain, Taylor Woodrow and TSO on a range of projects, including fitting out Crossrail’s tunnels, extending Nottingham’s tram network and Network Rail’s electrification programme.
What advice would you give to someone starting out in the industry?
I can certainly see that infrastructure partnership model continuing for a number of years – hopefully on to construction projects for HS2 for example – but we also recognise that there are going to be massive UK rolling stock opportunities in the coming years that we’re extremely keen to be part of.
First, get a mentor. Second, be willing to work overseas. Third, make sure you can see opportunities to be a leader in the industry because we’re going to need leaders who can take the industry forward and there’s room for you.
What developments do you expect to see in the next 5 years at Alstom?
If you could change anything about the industry what would it be and why?
We’ll be looking at a broader and more competitive product range, including rolling stock and new signalling technology, some of which will be designed specifically with Britain in mind. We’ll also be looking more at sustainability and the resilience of the supply chain, as well as seeing what more can be done locally. I’d expect to see more partnerships and new embedded technology that, as a knock-on, means we’ll have to future proof everything that we do from train service to turnkey systems.
We must find a way to accelerate the rate at which new technology, like driverless trains, tram-trains, and traffic management and communications systems, enters the market. We can’t run a railway on Victorian infrastructure and make any more big steps; much has been done but we have to put 50p out of every pound that we spend on the railway into technology. Can we better target strategic technology and supply areas more aggressively and faster with larger investment? I think so.
Britain’s railway is as good as, or better than, the rest and it’s also growing the fastest, and on a mainly Victorian infrastructure at that.
I think we need to take a look at the legislation that we already have and see what we can do without. If you put in new technology like ERTMS then we should be able to re-legislate to operate safely at closer headways but the legislation currently stops us doing that. Clearly we can only do that when we can completely trust the technology but we need our legislators to accept that things have moved on.
Alstom has received over 500 applicants for its 2014 apprenticeship scheme, how important is training for the future?
Where do you see the UK rail industry in 10 years?
Education – as someone recently said – is the whole ball of wax. Training is going to be the number one or number two priority for Alstom over the coming years and we currently have 150 STEM ambassadors going into local schools and colleges encouraging young people to follow a career in engineering. However, Alstom will not be alone in prioritising education and it will be an area that most technology companies in the world will need to address for the foreseeable future. How we achieve it is a question that I think most people are still trying to work out.
What law/legislation would you like to see introduced?
I think we’ll see a safer industry, more joined-up, but also, in many respects, one still going through big change. In 10 years’ time there’ll be an awful lot that’s in a state of flux – Euston, and other London termini will all be in redevelopment, HS2 not even at midpoint, the electrification programme will be more than half complete and there will be more passengers than ever travelling. Thanks to the industry’s success so far, a whole generation is now deciding not to go for car ownership, so they’ll expect a lot more from us. But, I also believe that we have the right vision for the railway and I’m confident this vision will come to fruition.

n April this year, Network Rail embarked on a new five-year plan with challenging targets to deliver a safer, higher performing and more efficient railway by 2019. This multi-billion pound plan builds on the growth and success of Britain’s railways in recent years, which has seen safety and punctuality improve – prompting record rise in passenger numbers and freight movement. The Office of Rail Regulation (ORR), working with industry, has further developed Network Rail’s five year plan to include a £2bn saving on the day-to-day running costs of the rail network; closure of over 500 highrisk level crossings across UK; nine out of 10 trains running on time for all regional, London and South East, and Scottish routes; £12bn worth
of enhancements to the network; and significantly improved asset management. Network Rail has agreed with ORR how and at what pace it will deliver its plan for a better railway by 2019. The challenge now is to make sure it is properly implemented and the company succeeds in bringing about a real improvement in the way the network is run, managed and upgraded.
Opening up performance data To ensure that over the next five years Network Rail achieves its targets, the regulator will closely monitor the delivery of its plan, making certain that every penny is made to count towards meeting what users and governments want from Britain’s railways.
FEATURE: OFFICE OF RAIL REGULATION
ORR is adopting a new approach to monitoring and supporting delivery of the strategic plan, Network Rail will now be more transparent than ever before. For the first time, it will have to publish information on key aspects of asset management, regional performance statistics, and detailed proposals on improving performance on the rail network.
For the first time, Network Rail will have to publish information on key aspects of asset management, regional performance statistics, and detailed proposals on improving performance on the rail network. Network Rail’s performance will be assessed against 58 regulated targets set by ORR to cover all areas of performance between 2014 and 2019. New targets have been introduced for Network Rail’s asset management, particularly focusing on how it manages, maintains and renews the rail network. The company must move from a ‘find and fix’ approach to maintenance to a ‘predict and prevent’ way of working, helping to boost capacity and improve performance on the network. We will also put additional checks in place to monitor the company’s progress on making the network more resilient to bad weather and climate change.
data will also be available on rail replacement buses, delays due to overrunning engineering work and temporary speed restrictions. Asset management – Network Rail will publish new regional asset information, including volumes of work taking place and the condition of assets such as track, bridges, buildings, earthworks, signalling and telecoms equipment. Safety – ORR will report annually on Network Rail’s work to improve safety, including progress in delivering £250m worth of new equipment and safer working practices for track workers, and £99m of ring-fenced funding to close and upgrade over 500 levels crossings. Climate change and resilience – Network Rail will provide plans for all routes by September 2014 listing specific and critical works required for improving resilience to weather. ORR will scrutinise Network Rail more closely and report on its progress by publishing bi-annual reviews with detailed data and commentary on how it is delivering against the targets. These reports will focus particularly on key areas where there is a need for improvement with a report at yearend which will include a scorecard presenting ORR’s assessment of how Network Rail has performed in the context of the whole rail industry. By publishing timely and regular data, we want to provide clarity to taxpayers, farepayers and governments on precisely how Britain’s railways are being improved, where their money is being invested and what it is delivering.
New data will be available on: Rail performance – New routebased data on train services will be made publicly available, including right time punctuality, cancelled trains, journey times and average lateness. Disaggregated

very day, somebody tries to commit suicide on our rail network, and tragically 200 people each year succeed in ending their lives that way. As well as the personal tragedies, these incidents result in terrible trauma for the victims’ families and huge disruption to services, which represent a significant cost to the taxpayer and businesses, not to mention significant inconvenience for passengers. It’s also very traumatic for rail staff. Network Rail, with the help of the Samaritans, is trying to do something about it. Working in partnership with the Samaritans, Network Rail aims to reduce the number of rail suicides by 20 per cent by 2015. Four per cent of all UK suicides take place on our rail network. More than four fifths are men aged 30 to 55. In times of economic hardship, the figures go up, as financial difficulties trigger stress or exacerbate mental health conditions. Working with the Samaritans and the train operating companies, Network Rail has been working to raise awareness and provide training
to station staff – how to identify tell-tale signs such as noticing the person waiting on the side of the platform but not boarding a train. The Samaritans teach station staff how to approach individuals and start a supportive dialogue. This allows time for professional help to be called and qualified counselling to be given. The number of suicides on our railways dwarfs the number of accidental deaths, but here too Network Rail is taking admirable action. Mark Carne, the new CEO of Network Rail, like Sir David Higgins before him, has put safety front and centre for our railways. The tragedy at Elsenham where two young girls lost their lives on a level crossing, and the subsequent court judgement, created a huge amount of public exposure for the issue. Without wanting to discount the significance of that incident, I hope that it does not create the idea in the minds of the public that our railways are unsafe. That is far from the case. In 2012, 1765 people were killed on Britain’s roads. By comparison, in 2012-13, nine people were killed on level crossings.

The admirable response from Network Rail to the Elsenham incident has been to close 800 out of 6000 level crossings, to invest in new technology, regular maintenance and oversight, and to implement an education campaign that raises public awareness of the potential danger of level crossings. This campaign is spearheaded by a national level crossings team, which includes the mother of one of the young girls that lost their lives at Elsenham. Network Rail provides educational resources to primary and secondary schools to enable teachers to run thought provoking assemblies and create lesson plans around rail crossing safety issues. It publishes advice on rail crossing safety on its website, including a downloadable fact sheet for parents to help them to educate their children on crossing safety. Network Rail has also launched Rail Life, a campaign created by young people for young people to raise awareness of crossing safety and other safety issues. It will build on work in schools and with youth organisations. The campaign’s high impact youth website www.rail-life.co.uk contains facts, videos, advice and information on rail safety for 11 to 17 year olds.
The vision for the campaign is that it will become the go to web site for young people and the professionals who work with them, providing insights and information not just on safety but on many other aspects of the railway – from careers, to general information about Britain’s transforming rail network.
The Parliamentary Advisory Council for Transport Safety (PACT) reported figures that show the UK has half the injuries or deaths of the EU average. So how does the UK compare with its European peers on rail safety? The Parliamentary Advisory Council for Transport Safety (PACT) reported figures that show the UK has half the injuries or deaths of the EU average. In terms of total rail safety, the European Rail Agency reported the UK rail network has the lowest fatality rate
at level crossings at a rate of 19 per billion rail kilometres. The Office of Rail Regulation has also stated that Network Rail is on target to reduce level crossing fatalities. The UK rail network is not only one of the busiest in the world – it’s just about the safest. Even so, the UK rail industry does not believe that is good enough. It can do better, and with a complete focus on safety for all stakeholders, the UK rail industry is setting a standard of continuous improvement that other countries could do well to emulate. This is a cultural shift started by Sir David Higgins, believed in and taken to heart by the rail industry, and now being led by Mark Carne at Network Rail. On a personal note, as a Public Member of Network Rail overseeing corporate governance on behalf of all stakeholders, it has given me great satisfaction and pride to witness the evolution of a safety culture at Network Rail and throughout the British rail industry. I believe we are on the journey to making our railways the safest they can be for everyone and an international exemplar. Network Rail will spend £38bn in CP5 with safety at the heart of the investment programme.

here is a rapidly growing demand for real-time service updates for passengers via tablets, iPhones and other mobile devices. Customers rightly expect as a standard part of their transport service instant access at all times to reliable real-time information about their journeys. They also expect to receive it in a way that matches the convenience that they are used to when dealing with the world’s best media, retail and other service companies. This demand means that organisations across the world are looking for the most efficient way in which to deliver real-time information as part of their wider strategies to improve customer service while reducing their costs. Increasing numbers of transport operators across the world have responded by making real-time service status data openly available, often free of charge, to the public. In return, app developers, broadcast media and others such as satellite navigation services are using it to provide high quality products which extend the reach of information to millions more people than would otherwise be the case. Data is made ‘open’ by means of an organisation sharing it on the web, often free of charge and with very few, if any, restrictions placed on its use. In short, the data must be: accessible; be in a digital machine readable format; and be virtually free of constraints on use or redistribution. TfL adopts a strategy of ‘free and open data by default’, working proactively with developers so that a range of apps are developed by the market where possible. Apps will only be developed by TfL itself where
the market cannot deliver business objectives or required levels of security. We make all of our information feeds freely and openly available to over 5,000 app developers who then produce products – over 200 in the case of London – which we would never have produced ourselves.
At the same time, we are seeing continued rapid growth in visits to our other information services: our website, for example, is now getting 8 million unique users a month and the number of people following our Twitter feeds has risen to over the 1 million mark.
A few examples are:
Why open data?
London’s Nearest Bus – allows the user to find the nearest buses and live departure times from their location. Users can also set individual bus alerts to trigger when a bus is due; Station Master – offers detailed accessibility information for every London Underground station; Tube Tracker – is a multi-service app that finds the nearest station to the user with directions. It also provides automatically updated live departure information, a journey planning function, first/last Tubes and Tube status alerts; Colour Blind Tube Map – displays the London Underground map in various formats for easier viewing by people with all forms vision impairments. A global survey of transport companies by the international association of public transport authorities (the UITP), shows that 54 per cent of transport operators are now making their data openly available, with only 6% levying any charge to developers. The industry is also seeing it as an important way in which to demonstrate openness and transparency to customers and stakeholders.
As a public body, TfL regards its transport service information as already owned by the public and our goal is to ensure any person needing travel information can get it wherever and whenever they wish, in any way they wish. Open data allows us to extend the reach of our information, allowing customers to make wise and informed journey choices and it also means that the capacity of our network is used in the most efficient way. There is also an economic benefit – open data saves customer time (up to £58m per annum according to a recent study) and facilitates the growth of small and medium sized technology companies, generating employment and a highly skilled workforce.

2007
Launched embeddable ‘widgets’ for live travel news, map and Journey Planner.
2009 It also encourages innovation – by having thousands of developers building applications, services and tools with our data and APIs, we stimulate innovation through competition.
How is data licensed? Each developer must register with us to gain access to feeds and APIs. This ensures that we can maintain a relationship with them and provide information about changes, maintenance or new services.
Our processes and resources are needed to support, answer queries and engage to deliver improvements to data and services. They are highly creative people and would prefer the feeds and data to be released early even if not perfect. They can still do great things with it and even improve it by giving us feedback. Open data is good value – emerging research indicates that open data provides ROI of up to 50x the sums invested in terms of customer benefit.
Applications can be created from the data and commercialised. The developer must not pretend to be TfL or use our brand. The developer must not ‘screenscrape’ login based services.
Open data saves customer time and facilitates the growth of small and medium sized technology companies, generating employment and highly skilled workforce.
Data presentation Data is presented in three main ways: Static data files (files which rarely change), Feeds (data files refreshed at regular intervals) and API (Application Programming Interface) – enabling a query from an application to receive a bespoke response. Data is presented as XML wherever possible. In addition we are moving towards the use of UK standards: NaPTAN and TransXChange.
Lessons learned We have found there is an inexhaustible demand for fast, accurate real time transport data – such as bus and train status and arrivals/departures.

T
hroughout the history of Britain’s railways a mechanical failure, a stray farm animal on the line and even the weather have all brought trains unexpectedly to a halt, but today there is a much greater threat – cyber crime. Hackers are no longer just stealing passwords and credit card numbers, or hijacking social media accounts. Many are now a part of sophisticated professional organisations, increasingly targeting critical national infrastructure – with transportation networks, utilities and financial institutions among those industries firmly in their sights. According to the Mandiant APT Report, released in February 2013, transportation was among the top 10 most targeted industries for a cyber attack. With an ever-increasing digital armoury cyber criminals are developing ever more complex attacks which have the potential to cause serious damage and have a huge detrimental impact on our everyday lives. Each day 24,500 trains travel along Britain’s railways, the vast majority of which are carrying passengers, with Network Rail as owner and operator of the rail infrastructure, responsible

for the tracks, signals, overhead wires, tunnels, bridges, level crossings and most stations. Technology is used across its network for everything from delivering power, signalling operations, and freight data, to maintenance, ticketing and passenger information. In March this year Network Rail announced it was to spend a hefty £1bn of its £38bn budget on IT over the next five years with more of the company’s technological operations being outsourced. Much of the planned investment has been earmarked for the company’s ORBIS programme, designed to improve the way it collects and stores information about the UK’s rail infrastructure and change how it analyses this data, as well as the replacement of old systems used for freight and a nationwide project to phase-out traditional signal boxes and create 14 regional operating centres across the network. Last August, technology company Telent secured a £27m contract to replace Network Rail’s electrical control systems with a new national SCADA (Supervisory Control and Data Acquisition) system to monitor real-time data of electricity usage across the network. Add to this 35,000
employees, all of which are IT users including, 12,000 maintenance staff that have iPhones, and the enormity of Network Rail’s IT infrastructure is all too clear, and with this comes huge responsibility in ensuring its protection from cyber attack. Earlier this year, business secretary Vince Cable warned of Britain’s vulnerability to cyber attacks. He maintained that more needed to be done to protect critical systems from what he described as “a serious and growing threat to British businesses” and that this could only be achieved through a partnership between government, the regulators and industry. He identified rail signalling as a potential target for hackers, along with mobile networks, banks and utilities – highlighting the need for “having efficient, nondisruptive cyber systems”. In May last year Dr Siraj Shaikh, a reader in engineering and computing at Coventry University, who also leads a research group into the development of security and safety for critical infrastructure, maintained that the rail industry needed to learn from other sectors to develop strong cyber security strategies and systems. He warned that while there had been
WWW.THECONNECTSERIES.CO.UK
SECURITY: SOURCEFIRE
advances in IT technology to improve security on the railways, increasingly integrated and interconnected operations meant gaps had opened up on the network with the potential for hackers to cause “serious physical disruption and violation”. Each year since 2011 there has been a 300% growth in malicious attacks with the 2014 Cisco Annual Security Report indicating that vulnerability and threat alerts are at their highest levels since they were first tracked by Cisco in 2009. There is no ‘silver bullet’ and the likelihood of being hacked is now more prevalent than ever. It is now, not a case of if you will be attacked, but when and how often. Attackers do not discriminate, exploiting any gaps in defences to achieve their objective, and therefore it is important that organisations put in place controls and policies to minimise the risks of their systems being compromised. This includes protecting mobile technology, including smart phones, tablets and laptops, with the number of employees adopting BYOD technologies expected to reach 9.5million in the UK alone, by 2016. Any attack has the potential to seriously impact productivity,
WWW.THECONNECTSERIES.CO.UK
competiveness, revenue and reputation, and companies should always prepare for the worst-case scenario to afford themselves the best possible protection. Whatever the method and motive of the cyber criminal to gain access, it is in the interests of every organisation to be vigilant and put in place strategies that are effective before, during and after any attack. Organisations need comprehensive, continuous, visibility of their complex, dynamic, IT environments to understand how they

use technology and what needs to be protected – only then can they tighten up the weaknesses in their defences and minimise the risk of compromise. Inevitably though, some attacks will get through, so organisations should look to solutions that enable them to quickly detect, understand and control an attack, ultimately minimising or avoiding any serious damage. Last September Network Rail released its Cyber Security Strategy, in which it recognised that protecting its railways from cyber attack was a key priority and, while it had experienced few cyber-related incidents, its systems are becoming more connected – meaning it needs to be better prepared, and evolve its defences, as the threat of attack grows. Clearly, cyber security will continue to pose challenges for Network Rail, and countering threats will become more significant, but by addressing the risks, managing and raising awareness of them, the rail industry can deliver the best form of defence to the network and its customers.

Wiper conversion kits... from just a few hundred pounds Pneumatic windscreen wiper systems have been around for decades. When new, they work well, but as time progresses they can become prone to failure due to system leaks. Failed wipers result in inoperable trains, causing service disruption (costing both time and money). Thankfully, there’s an economic alternative. With over 30 years experience producing complete wiper systems, PSV Wypers Ltd have developed a number of conversion kits specifically for older running stock. These are a direct replacement for your pneumatic system, they’re reliable, easy to retrofit and can save thousands in maintenance costs and lost operating time. We’ve already a number of highly satisfied key rail customers successfully using our ‘plug and play’ replacement systems. Our motors and assemblies start at just a few hundred pounds, and we can offer both ‘off the shelf’ and bespoke solutions to help you easily make the switch.
