Welcome to the 7th edition of RailCONNECT, a quarterly publication available online at www.railconnect.co.uk and in print format. We hope all of our readers are finding this publication a useful industry communication tool, to bridge the gap between buyers and suppliers in the rail industry. In this edition, we have our regular features from Christian Wolmar; a writer and broadcaster specialising in transport. He has covered the railways since privatisation in the mid-1990s and writes regularly for national newspapers and magazines. In this quarter, following Transport for London’s announcement of the four contenders for the Crossrail operating concession, Christian looks at who could be running the trains in 2018 and what services will be on offer, on pages 04-06. Scheduled for completion in 2019, the Northern Hub will allow up to 700 more trains to run each day and provide space for 44 million more passengers a year. Christian writes about the upgrading of services in and around Manchester, increasing capacity and improving reliability, on pages 18-19. Remember Red Star? For a while it was an emblematic name, with a logo as well recognised as British Rail and now the idea of using spare space on passenger trains to carry urgent parcels seems like a winner, especially in these environmentally-conscious times. Christian reveals on pages 20-21 that a couple of companies are now attempting to revive the concept with sustainability. And finally, Christian investigates the back office schemes to deal with penalty fares, and the rules and complexity involved, on pages 22-23. he reality of Crossrail is fast approaching as the tunnelboring machines have now created more than a quarter of the 42km network underneath the capital. However, the first experience of Crossrail for passengers will not be the new tunnels that will link Liverpool Street with Paddington but rather the Crossrail-branded trains operated under a new franchisee as soon as 2015, four years before the full service is due to start. The reason for this is that the franchise for the operations will start that year, long before either the tunnels or the rolling stock are ready. This rather strange arrangement has been devised to give the successful bidder the chance to bed in before the full service starts and the franchise process has already begun with four bidders – National Express, Keolis/GoAhead, Arriva and MTR. All these companies have experience of operating in and around

London. National Express has the C2C franchise operating out of Fenchurch Street and did run the East Anglia until that was passed to Abellio in February last year. Keolis/Go Ahead operate two of the three ex-Southern Railway franchises, while Arriva (part of Deutsche Bahn) and MTR (of Hong Kong) jointly run the London Overground system for Transport for London. However, there were two unexpected omissions: FirstGroup, which runs the services out of Paddington, and most surprisingly, RATP, the French operator of the RER cross-Paris services, which are very similar to those which Crossrail will operate. Remarkably close comparisons can be made between the RER Line A and Crossrail, which makes the decision not to include RATP extremely surprising. Both are just over 100km long, though the French system has only 25km of tunnel compared with 42km in London.

They both have 46 stations and the expected use of Crossrail will be roughly the same as the 60,000 peak demand on Line A of the RER. One operational difficulty highlighted by the French experience is long station dwell times. Although the rolling stock on the RER has particularly wide doors, accounting for about 23 per cent of the train length, delays at busy stations caused by the sheer volume of passengers remain common. The introduction of platform doors, which will be deployed at every tunnel station on Crossrail, will help to address this problem but nevertheless it remains a key operational issue for whoever runs the service. The new trains will be provided by one of the three shortlisted bidders Bombardier Transportation, CAF and Hitachi Rail Europe (Siemens having withdrawn) and part of the reason for the early allocation of the franchise is to allow close co-operation between the train builder and the operator.

As well as taking delivery of new stock, which even if it is off the peg rather than a completely new design will need to overcome the normal teething problems with a new fleet, the signalling poses particular difficulties. Unlike the RER, which has the same system throughout, Crossrail trains will have to cope with three different types of signalling. The western side will, by the time the line opens, be fitted with the most modern signalling in the UK, known as ETCS Level 2. This involves information being sent to the cab of the driver and therefore requires no lineside signalling at all. The middle section under London will use Communications Based Train Control (CBTC), which is a semiautomatic train operation system. And thirdly, on the eastern side, the conventional UK system, using the Train Protection and Warning System to avoid signals passed at danger will be used. This will pose a remarkable challenge to the train manufacturers and will require robust commissioning for both trains and signalling systems. One can only imagine the headlines

in both the Evening Standard and national press, given the high profile of Crossrail, if there are failures during the early days because of its complex nature.

The revenue risk is not being passed on to the operator, which will also not brand its trains. These will instead have the nowfamiliar Crossrail logo, which has similarities with the old BR sign. The winning bidder will be known early in the New Year and therefore in 2015 Crossrail-branded trains will be operating. The first trains will be the services between Liverpool Street and Shenfield, currently part of the East Anglia franchise, but these, of course, will consist of existing rolling stock. Crossrail will be the highest-profile railway launch since Eurostar, with the big difference that it will immediately be a vital part of London’s transport system and therefore, all eyes will be on a successful launch. That is why the introduction of the various services are being staggered. The exact opening strategy for Crossrail has yet to be finalised but the current programme is for Heathrow to Paddington – using the existing ground level platforms – to open in May 2018 when the Crossrail concession takes over the Heathrow Connect service. Then the tunnel section will open with the Paddington to Abbey Wood section in December 2018 and the Paddington to Shenfield line in May 2019. Finally, the full through service, currently envisaged as terminating at Maidenhead but may change, will open in December 2019.

INVESTMENT IN GROWING RAILWAY DELIVERS £3.2BILLION BOOST TO BUSINESSES ACROSS BRITAIN Investment in a bigger, better rail network generated more than £3.2billion of work for businesses across Britain over the last year, according to new figures released by Network Rail. More than a third – around £1.2billion – of the money spent in 2012/13 went to small and medium-sized businesses, helping support economic growth and jobs across a range of industries from telecoms suppliers and glazers to solar energy engineers and security providers. This investment has sustained over 90,000 full-time jobs nationwide in addition to the 34,000 people directly employed by Network Rail, generating significant financial returns to central government through tax revenue and savings on benefits as well as boosting local economies. The enhancement schemes carried out by Network Rail’s major projects division included the redevelopments of King’s Cross, Reading and Birmingham New Street stations, Crossrail, the Thameslink Programme upgrade plus dozens of other schemes to improve stations, lengthen platforms and build new railway. TFL CONFIRMS SHORTLIST OF BIDDERS FOR TICKETING AND FARE COLLECTION SERVICES Electra contract will take London’s ticketing systems into the next decade. Following the issue of the OJEU in March for the contract to take the capital’s transport ticketing systems into the next decade, Transport for London (TfL) has announced the shortlisted bidders. The shortlisted bidders are: Cubic Transportation Systems Ltd LG CNS Co CNF Scheidt & Bachmann GmbH The shortlisted bidders will be invited to submit detailed bids with the contract awarded by October 2014.

The new contract will commence from August 2015 upon the expiry of TfL’s current contract for ticketing systems. The Electra contractor will assume responsibility for the provision and maintenance of front and back office revenue collection systems for all of TfL’s services at 400 Tube, DLR and London Overground stations, 250 National Rail stations in London and an off-system retail network of 4,000 Oyster agents. This includes ensuring that all of the gates are maintained and available, that Oyster readers on buses and at stations, platforms and retail outlets are working reliably, that the systems transferring transactions from the Oyster readers to the back office are operating efficiently and

that systems are integrated to support TfL’s plans for the widespread use of contactless payment cards across the network. The Electra contract term is for seven years with an early exit option at five years and extension options of up to three years. Matthew Hudson, TfL’s Customer Experience Head of Business Development, said: ‘We now have a shortlist of bidders for the Electra contract and we will be providing further information to them about our detailed requirements over the coming months. ‘One of the key things we will be looking for from the successful bidder is a contract that delivers the high quality of service and value for money that our customers demand.’

CROSSRAIL ARCHAEOLOGISTS HAVE DISCOVERED RARE EVIDENCE OF HUMANS LIVING ON THE THAMES 9,000 YEAR AGO, IN SOUTHEAST LONDON The discovery of a Mesolithic ‘toolmaking factory’ which included 150 pieces of flint, among them blades, were found at Crossrail’s tunnelling worksite in North Woolwich. Archaeologists believe prehistoric Londoners were using the site to test, divide and prepare river cobbles used to make flint tools, before transporting them to another site to complete the tool-making process. Crossrail Lead Archaeologist Jay Carver said: “This is a unique and exciting find that reveals evidence of humans returning to England and in particular the Thames Valley after a long hiatus during the Ice Age. It is one of a handful of archaeology sites uncovered that confirms humans lived in the Thames Valley at this time. The concentration of flint pieces shows that this was an exceptionally important location for sourcing materials to make tools that were used by early Londoners who lived and hunted on Thames Estuary islands.” At Liverpool Street, Crossrail archaeologists are also uncovering layers of London’s history including the 16th Century Bedlam burial ground and Roman London. Archaeologists have also uncovered an exceptionally well made Roman road, where a strange find of human bone in the foundations has surprised archaeologists.

DROP IN UNEMPLOYMENT HELPING RAIL TRAVEL SUSTAIN PASSENGER GROWTH Rail journey numbers rose by 5% over spring and early summer this year as unemployment fell and passengers continued to take advantage of good value train tickets. New figures from the Association of Train Operating Companies (ATOC) show that passenger journey growth continues to build on the 1.5billion journeys made in 2012/13, the highest yearly total since the 1920s.

Jay Carver continued: “This location in the heart of Liverpool Street holds a rich deposit of archaeology that provides an insight into London’s history over the last 2,000 years. Work to relocate local utilities is providing us with a tantalising glimpse of important finds just a few metres below street-level. We plan to excavate the Bedlam burial ground next year and carefully remove up to 3,000 skeletons as well as excavate a wider area to unearth Roman London.” Among the latest Crossrail finds is one of the UK’s richest deposits of 17th Century crafts. Local craft manufacturers appeared to have used the burial ground for fly tipping during the 1600s, providing archaeologists with an understanding of how east London manufacturers made expensive crafts for wealthy Londoners. The finds include rare and exotic tortoise shell and elephant teeth which were used to make crafts such as expensive fans for London’s wealthy.

The research shows that: There were 16.4million more journeys made in April to June this year than last – a 5% rise during those three months, the biggest rise was in the commuter heavy London and South East market, where the number of journeys rose from 222.8million last year to 235.8million in 2013 – a 5.9% increase The increases coincide with a drop in unemployment figures. Data from the Office of National Statistics (ONS) shows that unemployment figures for March to May 2013 were down by 72,000 on last year, and the number of people in employment was up by 336,000. ATOC’s research also shows that the number of journeys made on discounted fares rose by 8% over the last quarter, as passengers increasingly recognise the benefit of travelling on cheaper tickets and using Railcards and other discounts. Michael Roberts, Chief Executive of ATOC, said: “The rise in rail journeys reflects the upturn in the job market, which is good news for the economy. The continued growth is also down to more people snapping up good value tickets outside peak hours. By attracting more people to the railway, operators have helped generate an extra £1.3billion for the Government to invest back into the railway.”

RAISING THE ROOF AT MANCHESTER VICTORIA STATION Passengers using Manchester’s Victoria station are only one year away from enjoying a newly revitalised, lighter and brighter station as part of a £44million investment programme being delivered by Network Rail. The project to rebuild the station includes replacing four sections of the old, leaky steel roof which will be recycled and replaced with a stunning new roof which will flood the station with natural light. Dyan Crowther, Network Rail route managing director said: “Rebuilding Manchester Victoria is an integral part of our investment plans for the North which will help provide over £4billon worth of wider economic benefits to the region. The refurbished station will be safer, brighter and more spacious and will transform Victoria into a transport interchange able to cope with the expected increase in passenger numbers in the north.” Lee Wasnidge, Area Director for Northern Rail said: “As the old roof is dismantled and a new Manchester Victoria starts to appear, our customers will be able to see the station transform before them. This refurbishment project will not only help provide additional

rail capacity to the city but will also preserve the heritage of the station while providing a bright and modern environment for our customers.” Councillor Andrew Fender, Chair of the Transport for Greater Manchester Committee, said: “The new roof for Victoria is one of the most striking changes being made and something that regular passengers will no doubt welcome with open arms. It’s key to the transformation

of the station to a welcoming, world class facility and I very much look forward to its completion.” Demolition teams are working throughout the summer to remove the old roof and will shortly be installing new steel beams up to 120 meters long which will support the new roof structure. The roof is due for completion in summer 2014 with the station refurbishment scheduled for completion early in 2015.

A project to improve connectivity east and west of Manchester and increase capacity generally, originally mooted in the Seventies, is finally bearing fruit under the new name of the Northern Hub. It comes not a moment too soon.

he Northern Hub project might have been left on the shelf had it not, ironically, been for the 2008 financial crisis and subsequent recession. Its origins lie in the old Regional Development Agency, Northern Way, and a report prepared by David Begg, the transport academic and director of several transport companies. The report published in 2009 recommended better connectivity in the Manchester area, which is a bottleneck for train services, particularly those in an east-west direction, and suggested investment in a ‘Manchester hub’. While the idea attracted the support of various local authorities in the region, no funding materialised and it seemed it would be forgotten since it was not the type of fashionable big ticket scheme in the South-East which appears to obtain most of the money available for rail. Network Rail, in response, produced a consultation paper last year on the proposal. It argued that “fast and reliable links between the North’s city regions are essential to support growth of jobs and businesses”, especially improved links to ports and airports and that ‘growth in rail commuting into the North’s city centres will support their sustainable growth’. According to Network Rail, ‘the Northern Hub will stimulate economic growth by allowing the cities of the North to work much better together’ and ‘these benefits will be felt across the North, not only where the improvements are made’. There was, though, little interest until the Coalition government’s response to the downturn pushed the project up the political agenda because of growing concerns over the north south divide. Suddenly it did tick all the right boxes and the

scheme has now built up a real head of steam. Network Rail took the lead and the project morphed into a wider concept, the Northern Hub, as a way of attracting support from both sides of the Pennines. The various stakeholders – MPs, local authorities, chambers of commerce and so on – rallied round and with George Osborne even being a rare Northern Tory MP, government support was forthcoming. It was an infrastructure project that would create jobs in the North and therefore even became acceptable to the Treasury. Moreover, the benefit cost ratio – the methodology used to assess projects – was massively positive; at about 4, in contrast to, say, the far larger HS2 project, which is struggling to get above 1.4. Osborne, therefore, got behind the scheme and announced it in his Budget statement in March 2011. But details still remained rather vague as to what precisely was being promised. The Hub is, in effect, a series of relatively small projects designed to speed up journey times for rail travellers in the North, as well as creating much needed extra capacity. According to Martin Jurkowski, its lead programme development manager, “Lots of people think this is a massive programme, but in fact it is relatively modest, worth eventually around £700million”. In fact, while there will be a few minor improvements on the other side of the Pennines, “Manchester Hub” would probably be a more honest name for the project. The main issue to be addressed is the fact that services from places west of Manchester, such as Chester, Liverpool and Blackpool, have poor links with those to the east, such as Bradford, Leeds, York, Hull and Sheffield. It is not only a capacity issue, but also one of journey times.

One of the main constraints is Manchester Piccadilly itself. Through trains, which do not terminate there, are served only by platforms 13 and 14 at the bottom end of the station and have an overall capacity of 12 trains an hour, which includes one freight service. By adding a couple of new platforms this will be raised to 16 trains an hour with two paths being allocated to freight trains, most of which serve Trafford Park. The railway corridor at the increasingly busy Oxford Road, which serves parts of the city centre as well as the university, will be widened in order to accommodate the extra trains. This will allow longer and more frequent trains. The other crucial part of the scheme is the long mooted construction of the

This was an alternative to the more expensive idea of having a flyover across the throat of the main Piccadilly station in order to increase east-west capacity. With the new Piccadilly platforms also being in commission by then, that date will mark the start of the first phase of the hub improvements.

Given that the LiverpoolManchester line is also being electrified, the disgraceful state of the world’s oldest intercity line will finally have been addressed, with journey times being cut from 40 minutes to 30 and frequency increased to four trains an hour. In a separate announcement, the Trans-Pennine route, too, is to be electrified by 2018 and will therefore allow more frequent and faster services linking Manchester and Leeds. Another key aspect of the scheme is to make better use of Manchester Victoria, the city’s second mainline station, and this is the focus of the second part of the Hub to be completed by 2019. Station improvements will include a new roof and the complete refurbishment of the interior, which was reckoned to

be one of the most rundown mainline stations in the system. There will be new platforms for additional services, improved access to the Manchester Arena and better retail and dining facilities. Passenger numbers at Victoria will nearly double to 12 million annually in 2019, from the current level of 6.6 million. While the Northern Hub is considerably smaller and cheaper than major schemes in the South such as Thameslink or the improvements to Reading station, it would be wrong to underestimate its importance or its local impact. As Martin Jurkowski said: “This is the biggest investment in railways in the North for a generation.” Manchester’s rail passengers, who have endured poor travel conditions for decades, can hardly wait.

emember Red Star? For a while it was an emblematic name, with a logo as well recognised as the BR one, but it became a victim of rail privatisation. Facing increased competition from newcomers and the disruptive effect of the fragmentation of the rail industry, it was sold and then closed down. However, the idea of using spare space on passenger trains to carry urgent parcels seems like a winner, especially in these environmentally conscious times, and now a couple of companies are attempting to revive the concept, with sustainability very much a key driver. The main trouble with the old Red Star was that it was a stationto-station service, rather than a doorto-door one, which is what people expect these days. Indeed, both attempts to revive the idea recognise this and want to use sustainable methods to link the station with the ultimate destination, such as bikes and electric vehicles. The first of these companies, 5PL Ltd, has already started operations on a limited basis. After a trial run, it now takes parcels and other small consignments from Nottingham and Leicester to London. The company takes the deliveries to the station from consolidation centres in those two cities, using cargo bikes. At the other end, they are picked up by couriers who take them to their final destination. The operator, East Midlands Trains, was originally worried about delays being caused to its services, especially at Leicester, which is not a terminus station. However, the trials showed that this was not the case and the service has been operating on what managing director Jeff Screeton says is “a small basis”, for the past two years. It uses spare space in Driving Van Trailers on high speed trains and there is a secure compartment available on the Meridians, too, which are also used on the route. Screeton now wants to expand the service, initially on the East Coast line and other InterCity routes.

Screeton is pleased with the smooth working of the service so far: ‘We’ve only had one occasion when the courier failed to meet the train and the consignment went back up to Nottingham from St Pancras,” he says. “It was actually false teeth that needed to be fitted the following day, so thanks to the fact that we kept track of the consignment, we managed to get it to the customer on time.” Despite his satisfaction, 5PL would ultimately envisage managing the journeys both to and from the stations directly, ensuring a unified service and removing the risk of using third party couriers.

Screeton sees these moves to make better use of the railways in a wider context, as a way to stimulate discussion on how the rail industry can encourage greener behaviour. Screeton reckons that a key market could be food: “There are lots of restaurants in London who want to source from small outlets, but it is too expensive because the volume is too small,” he says. Lincoln is a key potential market, given the large number of individual producers of highquality food in the area. The second company, based in Bristol, has actually managed to regain the Red Star Parcels name. Run by Daniel Casey, it is hoping to operate services between Bristol and the capital, again using the empty space on Driving Van Trailers. Casey says: “Our initial intention is to take parcels between London and Bristol using the terminating HST services. This could provide a service for government departments and businesses, as well as offering a public-facing service. The long dwell times at either end also give us the most initial flexibility for loading and unloading parcels,

and the cheapest operation for the new organisation.” Casey would then like to expand the service to take in intermediate stations, though he is conscious that there would be concerns over increased dwell times – which he is sure could be overcome. The operator, First Great Western, is sympathetic to the idea. As with 5PL, sustainable transport methods will be used for the journeys to and from stations. Casey explains: “Our vision is of a rail-based inter-urban trunk transit network, integrated with electric van/ cargo/bicycle urban logistics for a door-to-door service where requested.” A system of cargo bikes is being launched in Bristol in conjunction with the plan. Screeton sees these moves to make better use of the railways in a wider context as a way to stimulate discussion on how the rail industry can encourage greener behaviour: “The key thing here is debate around how the railway industry per se plays a greater role in supporting a more sustainable and competitive economy and on how the industry can become more creative and commercial rather than just accepting the status quo. At the same time industry needs encouragement to think differently and better understand its position in the tough dynamic global environment.” One huge issue looming over these schemes is that within a few years, the new trains that replace HSTs will not have a Driving Van Trailer. There would, nevertheless, be plenty of space off-peak to carry the goods but that would need flexibility to allow, for example, seats to be taken out. Screeton has discussed this with at least one operator who was prepared to remove seats, but it would require considerable co-operation amid fears, again, that delays might be caused. He is, nevertheless, hoping that the concept ticks so many boxes in terms of environmental issues that it could be included in future franchise agreements. Indeed, the Department for Transport is thought to be very keen on the idea and could write such plans into future franchise deals. That means Red Star would glow again.

enalty fares are a thorny issue for rail passengers. They are often perceived as unfair and imposed arbitrarily, so there is a need for a proper independent appeal procedure. In one of those obscure, tidyingup exercises necessitated by rail privatisation, the appeal system ended up with a company called Revenue Protection Support Services. The bizarre outcome was, for administrative convenience in the rushed privatisation, that RPSS was acquired by SouthEastern Trains, which is one of the Govia franchises. Given that the appeals process should be independent, this appears a little strange to some passengers but RPSS insists there are strong Chinese walls around its penalty fares appeals procedure. As part of their franchise agreement with the Department for Transport (DfT), train operating companies (TOCs) are required to have an arms–length process for passengers wishing to appeal against penalty fares. Initially there was only RPSS, but a decade ago a group of railway managers decided to form a rival company, Independent Transport Associates Limited (ITAL), in order to give train operators a choice over the appeal system they used, given that there were concerns about the independence of RPSS because of its connection with Govia. After jumping through various hoops and having to plough through the bureaucracy of the DfT and the Strategic Rail Authority, ITAL managed to obtain approval from the Department to run an appeal system that was part of a wider package it was offering. While train operators are free to operate their own penalty fares systems without using a third party, they must use ITAL or RPSS for the appeals procedure.

Gordon Hay, ITAL’s commercial director, says: “It is quite complex. While penalty fares systems are not regulated, and it is up to the train operators what they do, the appeals systems are tightly regulated.” In fact, several companies do not charge penalty fares, notably train operators on intercity routes or who run very rural services where the norm is to pay on the train. ITAL has been consistently building up its business over the past decade, having gained about half the market. Contracts tend to come up every three or five years, and also when franchises end, but given the delays in the refranchising process, there have been few changes. RPSS tends to be used by FirstGroup and also, not surprisingly, by Govia franchisees. The decision of what action to take when a passenger does not pay the fare is entirely up to the staff on the train and this is where ITAL offers a bespoke service: “The inspector has to decide what to do when faced with a passenger who may either be a serial non-payer or may genuinely

have had a problem in obtaining the right ticket.” That’s where ITAL’s phone service provides a rapid solution. The inspector can call in and the operator will immediately be able to ascertain whether the name and address given by the passenger is in the system and in what circumstances. These calls are dealt with by one of the 70 or so operators who, thanks to the use of the latest technology, work from home rather than from the company’s HQ. ITAL’s directors are very proud of the fact that the company uses the very latest technology to keep down costs and provide a quick service. Overall, ITAL, which works for about a dozen train operators, handles a third of a million calls per year and there is a staff of 30 at the company’s office in Petersfield, Hampshire, who handle payments and correspondence and deal with appeals and prosecutions. There is always a right of appeal when a penalty fare is imposed. ITAL handles appeals for several TOCs (as well as other transport operators such as Transport for London and Tyne and Wear Metro). They do this for a fixed charge per case, which means the cost to the TOC is the same whether the appeal is upheld or rejected, and therefore, there is no incentive to find in favour of the TOC. Given that there have been complaints about the relationship between RPSS and Govia, ITAL does stress its independence. Derrick Bilsby, the company’s managing director, said: “We’re not owned or controlled by any railway organisation: all our shareholders are individuals, most of them employees or directors of the business. Our only relationship with railway organisations is as a supplier of services.” One oddity of the current situation, says Gordon Hay, is that there “is no consistency about the punishments imposed by the court. The train operators always get the fare, obviously, but costs vary between £30 and £100, and the fines imposed are also within a wide range, stretching up to £100 or more”. And the best excuse for not paying the fare? According to Gordon Hay, it is that “The ticket is in my mother’s pocket and we buried her this morning.” It is, perhaps, apocryphal but it is reckoned to be the best with several worthy runners-up such as “I thought the railways were free on Sundays” and “I’ve never paid before, so why should I pay now?”

HOWARD SMITH, OPERATIONS DIRECTOR AT CROSSRAIL What brought you into the industry? After leaving LSE with an Economics and Urban Geography degree, there were a few possibilities. Both my parents worked in public transport; my dad for London Transport and my mother for the railways in Derby, so there might have been some subconscious attraction - but if so I wasn’t aware! I narrowed it down to teaching or joining the British Rail Management Training Scheme. The advantage of BR was that it was a great mix of theory and hands-on, and at the end you had your own group of stations and staff, which in those

days included trackside as well, so not an opportunity to be missed. The selection was over two days at the Grove Management Training Centre in Watford, then a rather decrepit stately home - today a 5 Star Hotel, famous for conferences of world leaders and the place where Rio Ferdinand let off the fire extinguishers whilst England were staying.

What developments do you expect to see in the next 5 years with Crossrail? A lot! In the sense of the physical project we will be transforming London, continuing and completing

the vast engineering programme that will deliver an extra 10% to London rail capacity, along with new, world class, stations and architecture and the systems to support a metro railway on a level beyond anything we have done before. In terms of operations, May 2015 sees us take over the services from Shenfield into Liverpool Street. In May 2017, the first of our new trains will enter service and the following year will be the crescendo as we start running trains through the tunnel. After that, upwards of 200million passengers a year will have their journeys transformed - so plenty to keep us busy.

Q&A: HOWARD SMITH What is your greatest career achievement to date? In railways, like many other fields, you only achieve things working as part of a team. Perhaps the greatest experience to date, and there have been many great days, was playing my part in the planning and delivery of the 2012 Games. I was involved on the day we won the bid, then in Beijing looking at what was coming our way in four short years, at the openings of numerous projects: DLR; London Overground; Emirates Air Line in the build-up and then, finally, helping to deliver the phenomenal service that exceeded expectations. The closing ceremony of the Paralympic Games brought a sense of loss, as well as relief and tremendous pride.

What do you enjoy most about your job? I enjoy the variety as railway operations brings together a huge range of activities and skills; from engineering, to customer service, from planning to process management to psychology. If you are involved in projects - as I have been - there are two other bonuses; firstly the story moves on, every day brings new challenges. Secondly, you play your part in something that has real value and permanence, ‘bring the grandkids to see’ stuff. From my office in Canary Wharf I can look out over DLR, Emirates Air Line and even south to the London Overground at New Cross Gate and think ‘I did that’ (with a lot of friends of course!). Back to my urban geography days - to play a part in shaping the fabric of the greatest city on earth is quite a buzz.

If you could change anything about the rail industry what would it be and why?

I’d kick out some of the game players who forget we are here because people pay fares and taxes for us to provide a service - simple as that. Railways are complex but not as complex as we sometimes make them and the closer we keep hold of the fact that people want safe, frequent and reliable services at reasonable cost, the better we will build trust in the industry.

What’s the best advice you’ve been given? I’ve had plenty of good advice from some great bosses and leaders - too numerous to mention. One thing I would pick out - initially from my Channel Tunnel days, is to look around

- and visit - other industries and other countries. Railways are still quite insular. In thinking about Crossrail some of the best insights come from drawing on worldwide expertise and also from other industries - so get out there and look.

What advice would you give to someone starting out in the industry? Firstly, remember how lucky you are to be joining a growing industry that people want more of, that’s moving forward technologically and prospering worldwide; it is a fantastic starting point! After that, take your time. The beauty of railways to me is the range and variety, so take the time to learn things properly and enjoy the experience, not just seeing a job as a ‘step on the ladder.’

What inspires you? People - leaders, mayors, managing directors, both old and new, who make things happen - like the 2012 Games and like new infrastructure. Secondly, some of the brilliant staff who do difficult, sometimes thankless jobs with both enthusiasm and resilience.

What law would you like to see introduced? Possibly some changes to the planning system. Firstly to improve the linkage between infrastructure funding and land values. We would get more built if we were better at tapping the value we create. It’s not easy, but we need to move further and faster. Secondly, a less adversarial regime whereby people are more incentivised to support projects rather than oppose them tooth and nail. If we get more of a ‘production line’ approach rather than seeing every project as a heroic one off, before starting again five years later, we will get much better - and hugely cheaper infrastructure.

Where do you see the UK rail industry in 10 years? Still growing - especially in London and the major cities. There’s a strong case to say the younger generation have fallen out of love with the car and, given decent alternatives, will continue to move towards public transport. In cities, we need more rail infrastructure. In less busy areas, we need to find ways of making railways cheaper or we risk having less of them. I’d love to see more light rail which, applied to the right locations, is hugely popular, but we may need to find ways of making that cheaper too.

t the Office of Rail Regulation (ORR), for the past few months, we’ve been extensively analysing and verifying the numbers and proposals in Network Rail’s Strategic Business Plan (SBP) for the railways between 2014 and 2019. The plans include proposals for funding and improving the rail network as required by the Westminster and Scottish governments. It builds on the growth and success of Britain’s railways over the past decade, which has seen safety, punctuality and services improve – and prompted record rises in the number of passengers and the amount of freight carried. In June 2013, as part of our draft determination, we identified over £2billion savings compared to the SBP which will enable Britain’s railways to achieve continued growth and increase rail capacity over the next five years. Our assessment shows that over the next five years the day-to-day cost of running the rail network (between 2014-19) should be £21.4billion, compared to the £23.3billion Network Rail proposed in the SBP. Britain’s railway is a major success story due to the remarkable progress it has made in the last decade. The challenge now is to sustain this progress and retain support as well as confidence in this growing industry.

In order to do so, the industry must continue to improve its efficiency and reduce its dependence on public subsidy. Through the draft determination, ORR has set out what Network Rail and its industry partners need to deliver between now and 2019 not just for passengers and freight customers, but also for train operators and taxpayers. We see these savings coming from implementation of new technologies, better management of the railways and more collaborative ways of working. These savings will not come at the expense of safety and we have protected Network Rail’s maintenance expenditure so that the delivery of a high-performing railway is not compromised. There is also additional funding to improve the condition of civil structures (bridges, tunnels) as well as to upgrade and close level crossings. With rail passenger numbers expected to rise by a further 14% by 2019, ORR has approved a £12billion programme of enhancement projects to boost capacity on Britain’s railways. These exciting projects will breathe new life into the passenger experience for rail users by providing much needed upgrades such as new stations and platforms. They will improve punctuality particularly on the worst-performing lines through more investment in renewing cables, bridges and track.

£67MILLION ORR has approved £67million funding to upgrade and close level crossings in England and Wales.

£12BILLION ORR has approved a £12billion programme of enhancement projects to boost capacity on Britain’s railways.

However, nearly £7billion of these projects are in very early stages of planning. To safeguard taxpayer interests, before releasing funds for these schemes, ORR is requiring Network Rail to provide well-developed plans to ensure they represent real value for money. The regulator also proposes that Network Rail seeks input from train operators, stakeholders and passengers to demonstrate these plans address the real needs of rail users. In addition, we are proposing that rail users should have more say in what enhancements to the railways are delivered and how to ensure they are getting their money’s worth from their railway. We’ve also set new and tougher regulatory targets to drive an increase in levels of train punctuality with at least nine out of ten trains running on time on every route, higher standards of network infrastructure management and improved safety for passengers and railway workers. By the end of 2019, ORR will require Network Rail to achieve: Improved performance for passengers - An average of 92.5% of trains on all routes up and down the country must arrive on time, with the difference between the best and the worst performing routes narrowing. At least nine out of ten trains must run on time on all routes. Delivery of projects to increase capacity and levels of service on the network - Many of Network Rail’s proposed enhancements to the rail network are in very early stages of planning. ORR has allocated funding to see these projects develop as fast as possible. The regulator is proposing that rail users and train operators are given a bigger role

to shape the specification and delivery of Network Rail’s projects. This will help put passengers at the heart of decisions on how the railway is improved. Better management of the network infrastructure (assets) - Network Rail will have better and more up-to-date data on the condition of its tracks, bridges and other assets so that problems can be identified and fixed before they occur, significantly reducing delays caused by asset failures. The regulator will specify how progress is measured and ensure the company is working to stretching new regulatory targets. Network Rail will also improve the resilience of the network to climate change. Improved safety for rail passengers and workers - ORR has approved £67million funding to upgrade and close level crossings in England and Wales. Network Rail must reduce the risk of train accidents and work towards eliminating fatalities and major injuries. Greater efficiencies and value for money - ORR’s analysis shows that Network Rail can deliver what the governments want by spending £2billion less than proposed. Through more effective incentives, ORR is encouraging train operators, Network Rail and the supply chain to work together to create further opportunities to save money. We believe that the targets set in this determination are stretching but achievable. We are keen to see Network Rail and the entire industry use these robust incentives to build on past successes to do even better than the challenges we have set them.

RAIL DEVOLUTION: LOCAL RAILWAYS FOR LOCAL PEOPLE?

Following the Brown Review into rail franchising and cross-party support for rail devolution, lawyers David Rewcastle and Kevin Bell of Bond Dickinson consider the prospects for control over rail services moving out of Whitehall and into local hands.

evolution, decentralisation and localism. Three ideals that have become the cornerstone of the Coalition government. They are about putting local communities back in control of the decisions and services that affect their lives, and they are increasingly influencing rail policy. However, bringing a more localised approach to decision making on the railways is not straightforward.

The story so far… Decentralisation is hardly new. Indeed, there is already some decentralisation of decision making on the railways. The results of which have generally been seen to be positive. In Scotland, the responsibility for the Scotrail franchise was transferred from Whitehall to Holyrood. In recent years there has been the continued delivery of the Edinburgh Glasgow Improvement Programme and the construction of the Borders Railway extension. The current Scottish government is keen on seeing further investment in the network. London has also experienced heavy rail decentralisation. Transport for London (TfL) gained control over certain routes of the old Silverlink franchise together with the extended East London Line to create the London Overground, which was awarded to LOROL in 2007. The concession is

For all the benefits of a local approach, huge reserves of experience of franchise letting and franchise management reside within the Department. widely regarded as being popular with passengers, with relatively new trains and improved track. Passenger numbers have soared and, as a result, service frequencies have increased and additional carriages have been ordered. Mayor of London Boris Johnson is keen to continue the experiment. His efforts to gain control over part of the Southeastern rail franchise are looking increasingly unlikely to be successful. However, TfL has recently confirmed details of the decision to hand City Hall control of some of the services currently operated by the West Anglia rail franchise. Parallel to this, in January this year, the independent Brown Review into rail franchising called for the specification and oversight of franchises to be managed ‘by authorities that are closest to their communities and local economies’.

In its response, the Department for Transport (the Department) welcomed the review’s support for devolution and outlined the on-going talks that could see powers transferred to local transport authorities.

One size fits all? The consultation document “Rail Decentralisation: Devolving decision making powers on passenger rail services in England” was issued by the Department in March last year. It considered a wide range of models for decentralisation and how they might apply or be appropriate to particular parts of the country. These models ranged from co-signatory status (which is the position with the present Northern Rail franchise) through to the devolution of an entire franchise to a grouping of PTEs or Local Authorities. Yet each model raises its own issues and complexities. Take, for example, the franchise for Merseyrail Electrics. So far, Merseytravel is the only PTE that has been given the responsibility and control of an overall franchise process. However, replicating this particular model for other PTEs is not a simple matter. The chances are that other networks will operate local, regional and freight trains, whereas Merseyrail is virtually a self-contained network. The responses to the consultation document, therefore, highlighted that ‘no one size fits all’. No one model can be expected to work for all areas but needs to be developed on the basis of local issues and circumstances. The appropriate devolution model for a particular area will depend on local geography, the structure of the network and service patterns.

The challenges ahead The Department has been at pains to point out that the new franchising timetable does not prevent franchises being placed under local transport authority control and that devolution will be looked at on a ‘case by case’ basis.

However, decentralisation is not without its challenges. Take, for example, the rail services in the North of England. A consortium, known as the ‘Rail in the North’ group, comprising Transport for Greater Manchester, South Yorkshire PTE, West Yorkshire PTE and York City Council (and which has recently been widened out to include Merseytravel, Nexus and Local Transport Authorities across the North) have already submitted detailed proposals to the Department to take on devolved responsibilities. There is a suspicion that at least parts of the consortium favour merger of the Northern Rail and Transpennine Express franchises. There is also obviously scope for plenty of debate and dialogue over the most appropriate devolution

and franchise management reside within the Department. Even with this experience and expertise, rail franchise procurement can be a difficult game. Somehow, the benefit of the Department’s know-how should be accommodated within any decentralised structure. There is of course the continuing challenge to reduce the ‘whole of rail industry’ costs. Rather than encouraging bespoke and local solutions, this can promote ‘economies of scale’ with a consistent approach that is readily understood by the industry, template solutions and strategic coordination of the entire network by central government. Which brings us to perhaps the major stumbling block to rail devolution – money.

The appropriate devolution model for a particular area will depend on local geography, the structure of the network and service patterns. model between the many interested stakeholders. That can take time and effort to undertake properly. Time, however, may be a luxury that the Department cannot afford. The refranchising timetable is already demanding. February 2016 (when the current Northern Rail and Transpennine Express franchises are expected to come to an end) may seem some way off, but the overall procurement and bidding process will have to start soon. Then there is the issue of ensuring that the interested parties in the ‘Rail in the North’ consortium are all singing from the same hymn sheet. Concerns have already been expressed about democratic accountability. Query also the Department’s appetite to let go of so much power to a supra-PTE. As part of the Comprehensive Spending Review in June 2013, the Department’s day-to-day budget has been cut by 9%. George Osborne indicated that TfL’s grant would take a major hit, and the government would also “bear down on the running costs” of rail administration. The Department will doubtless, and quite rightly, expect that any decentralised rail services bear a fair share of any ‘pain’. Clearly, therefore, any decentralisation will be accompanied by some potentially bruising financial negotiations between the Department and the relevant local bodies. Which rather begs a question. Will the local bodies be quite so keen on taking over control of rail services if there is no money to, say, replace tired old rolling stock, refurbish rural stations or generally enhance rail services? We’ll see…

n the 1980s, when I was finishing my final year at Manchester University, I remember attending Director of The the university milk-round. It was an intense, if somewhat disappointing, process with precious little advice leading up to it and even less feedback afterwards. Nearly thirty years later, and having finished a major piece of consultancy for a large aerospace client, exploring how to improve their processes in attracting the specialist engineers It has been widely reported that the UK needs 31,000 new graduate engineers every year for the next five years to meet industry demand.

they need to take the business forward, I was struck by how little the process had changed. I had just completed a process of interviewing a large number of newly qualified engineering graduates and the results indicated that, whilst some employers had developed very sophisticated processes for engaging with and attracting graduates, there was general disillusionment amongst students with the traditional careers fair. The variety of companies exhibiting meant that there tended to be inefficient processes for students, with most undergraduates only genuinely interested in only a very small number of the companies exhibiting. Many of the companies that were of real interest were not at all fairs; understandably, given these companies have their own resource limitations to manage and have to make choices.

These fairs also had limited value in terms of employability training, with poor quality advice on CV writing, preparing for interviews, what to expect in assessment centres and how to make the choices that followed offers. Additionally they were seen as ‘tired’ as there was precious little to stimulate the interest of students. Undergraduates may have walked out with a few freebies, but little else. For employers as well, the returns from individual events could be poor. Graduate events did not tend to specialise by industry, with engineering employers randomly distributed amongst many other diverse employers. “Situated somewhere between Abercrombie and Lidl”, as it was once described to me. In short there was no cluster effect. They were both outcome – poor and resource-heavy, and their wide geographical distribution meant that a choice had to be made about which universities to visit; unavoidably meaning that many universities missed out on some key employers attending. Following this work, an idea emerged that was to culminate in The Graduate Engineer Show, to be held on October 30th; an event aimed at bringing together 50 of the UK’s major engineering employers, with over 1,000 of the UK’s engineering undergraduates and post graduates in one space. And what a space! The Roundhouse in Derby; a magnificent series of truly iconic buildings that have a worldrenowned status in railway history, now an award-winning venue, providing the iconic bridge between the engineering heritage of the UK and its future. The idea for The Graduate Engineering Show fell on fertile ground. Many of the UK’s leading engineering employers, including BP, Rolls Royce, Jaguar Land Rover, Siemens, Thales, Airbus, Bombardier and Shell confirmed as main exhibitors in an event which sold out of exhibition space within 3 months of the show’s launch. Being able to bring a large number of the prime engineering employers in one space makes the difficult job of ensuring over 1,000 engineering graduates attend somewhat easier. The cluster effect of ensuring a high density of relevant companies attending means that the traditional dissatisfaction with the diluted relevance of traditional events is addressed.

With an Employability Zone, with industry experts providing workshops on how to maximise undergraduates interview techniques, a state-of- the -art Simulator Zone, competitions, free trips to the Rolls Royce Heritage Museum and free travel to and from the show , the event seeks to address many of the issues that have limited the effectiveness of the traditional milkround. Registration to the show by engineering undergraduates, and the level of interest from universities keen to promote employability of their students has been very high. It is of course democratic. The show is open to all undergraduates from every university, as long as they have an interest in engineering. It has been widely reported that the UK needs 31,000 new graduate engineers every year for the next five years to meet industry demand. Currently, just 12,000 engineering students graduate annually. The shortage of UK educated graduate engineers, particularly women, emerging from universities in the next decade is alarming, and is likely to lead to a significant intensification of the competition for these graduates over the next few years. Employer branding is increasingly a key strategic objective of major companies. Corporate recruiters have to be smarter about their attraction, selection and keep-warm strategies to ensure that they create and generate loyalty amongst undergraduates. Hopefully, The Graduate Engineer Show will play a part in providing companies and undergraduates with a far more effective mechanism for making contact and developing relationships, ensuring that more of our undergraduate engineers choose to continue their careers within the engineering industry.

I

t is no secret that the UK rail industry is facing a skills shortage, particularly with respect to the number of qualified signalling engineers dealing with installation and maintenance tasks. This is an increasingly severe issue which seriously needs more active participation in order to avoid the rail industry grinding to a complete halt in the not so distant future. A distinct demise of rail specific skills and a general underinvestment in new recruits has resulted in an ageing workforce and a genuine threat to future improvements and technological upgrades within the infrastructure. This ‘skills set’ shortage is as a direct result of underinvestment in training. This in turn naturally breeds a culture of ageing, highly qualified engineers who are unwilling to share their expertise at the risk of reducing the over inflated premium rates

that they increasingly demand. The fundamental existence of the rail industry is built around knowledge, competence and innovation. At present, a declining number of individuals hold on to this knowledge with neither the opportunity nor the will to encourage further development in others. This creates a ticking time bomb for the industry where skills will eventually be totally lost. By no means are we suggesting that the industry technicians and engineers don’t deserve to be rewarded for their qualifications and experience, but I am sure that everyone appreciates the lack of sustainability in an industry where the front line staff dictate the value of their ability. I appreciate that not everyone aspires and/or has the correct aptitude to become project managers, team leaders etc., but the point is, I believe that the opportunity must be made available to all regardless, and this can

only be achieved by the rail industry as a whole investing in a lot more future training. Another big concern is the lack of occupational standardisation with regards to qualifications and competences within the rail industry. This issue is currently being tackled by NSARE and the introduction of the ‘skills passport’ will hopefully see a continuity of quality improvement being delivered from accredited training providers throughout the industry. However, even despite the ambitions of NSARE, an industry standard can still only be achieved as a result of companies and individuals investing time and money in their own future training. The responsibility for this investment should ideally be welcomed by all organisations within the rail industry, and an appreciation for the long term effects of short term cost cutting is highly recommended.

So why hasn’t there been a willingness to invest in signalling engineering training? Skills usually have general, occupational and firm-specific elements; so much training is in transferable skills which are of use to several firms. In these circumstances, some firms may seek to avoid the costs of training and try to secure already trained workers from other firms. There is thus a threat to the training firm, and this will dissuade such firms from future training. This is essentially the poaching problem. Another common issue is if firms and individuals have insufficient information about the likely returns of training. For example, an individual may not know whether his/her training will be seen through to the end by the employer – the employer may lay off trainees because of business conditions or may go bankrupt. Similarly, a firm may underestimate the benefits and overestimate the costs of training. Finally, firms and individuals may wish to invest in training, but lack the necessary funds. In this case they should be able to approach lenders such as a bank to borrow funds. However, the potential lender may well lack the necessary information to calculate the payoff of the training and therefore will be hesitant to lend. So how do we begin to break down these barriers and solve these issues? The current improvement in availability of apprenticeship schemes which are partially funded for employers is needless to say a positive step. These schemes will help to ease some of the problems raised earlier by introducing new blood into the industry. There is however still a responsibility needed from employers where unfortunately reluctance still exists. One other way forward is the introduction of a rail industry levygrant system. If it is guaranteed that all organisations in the industry will train themselves, or at least pay a training tax, then all firms will be ‘in the same boat’, and no one will feel disadvantaged. If a levy is established in such a way that potential trainees

know that, rather than a single company, a whole industry will support them during their period of training, and they will be more likely to enter onto a particular course or development program. Similarly, if a levy agency provides information on costs and benefits of training then this will in turn make the registered companies more willing to train.

The responsibility for this investment should ideally be welcomed by all organisations within the rail industry, and an appreciation for the long term effects of short term cost cutting is highly recommended. Usually levy-grant systems involve some sort of governing body to provide a strategic oversight and operational management system. As only companies approved by NSARE would be expected to be part of any such levy scheme, it would make sense for the responsibility of these procedures to be dealt with by them. A levy-grant system has been used within the construction industry since the early sixties. The success of this setup over the years can serve as testament to the benefits a levy system can offer the rail industry. As a training provider with an ‘outstanding’ audit report from NSARE, we are constantly striving to do our part for the rail industry’s future development. Obviously this can’t be achieved by a relatively small group of participants. Hopefully all organisations in the UK rail signalling sector will realise the importance of having a long term training development plan before it is too late and the industry suffers beyond repair. MAKING A DIFFERENCE WITH SECURITY OFFICERS

I

t seems to be a common occurrence in the press today that yet another suicide has taken Chief Executive, place on the railways. The violent Accent on Security end of one person’s suffering marks (AOS) the beginning of anguish for many others. When a tragic incident like this takes place, it is vital that the security personnel, particularly on a railway station, respond in a professional and calm manner and manage the extreme distress that this can cause passengers and train operating staff until the appropriate support services arrive. The Samaritan suicide statistics report shows that the highest number of suicides in the UK are males in the age group 40-44 years; for females the age group with the highest rate is 50-54 years and approximately 5 times Jumping under a train accounts as many male as female for around 3.5% of all suicides commit suicides. and statistics show that typically The suicide strategy one person a day tries to take produced by the their life on the railway. Jumping under a train accounts for around 3.5% of all suicides and statistics show that typically one person a day tries to take their life on the railway, which is simply because of the general accessibility of this highly lethal method. Railway suicides can have serious consequences for drivers, station staff, passengers and security officers, as well as causing serious disruption for the train operating companies.

Network Rail announced a number of years ago that they were working with the Samaritans to reduce the number of suicides on the railways. As a responsible security company, AOS have taken the same initiative as it believes that Security Officers must be trained appropriately in order to manage suicidal circumstances. It is therefore vital that security officers receive proper suicide awareness training to ensure that the officers correctly recognise the potential risk of a suicide. Through their training, the officers are also equipped to support those working on the railway who have been affected, by managing the sensitive issues, responding with confidence to a distressed person and making available the appropriate support services. As with any incident that occurs on the railway, the security officer follows the procedures that are in place to officially document and report the incident and they can also provide valuable feedback to improve suicide prevention. Prevention and control are not easy and, inevitably, there are occasions when it is impossible to prevent a suicide happening. This is a terrible waste of a life, a tragedy for those left behind and extremely upsetting for all those people who have witnessed the incident. Up to 30% of people who witness a traumatic event then go on to experience some of the symptoms of post-traumatic stress disorder (PTSD). A person with PTSD will often relive the traumatic event through nightmares and flashbacks and may also have problems sleeping. The symptoms can often be severe and persistent enough to have a significant impact on the person’s day-to-day life. Therefore the welfare of security officers who have witnessed such an incident should be taken very seriously and a strong support structure and process is essential. The support should take effect as soon as the incident is reported and in such circumstances, a manager should attend site immediately to offer support to the

officer. In addition, an employee welfare line for confidential support should be available 24/7 so that the officer can receive confidential counselling during this difficult time. The officer concerned in the incident should be carefully monitored by management. The Samaritan training of security officers has already proven its worth, as demonstrated by the AOS Officers who continue to identify potential suicide situations and provide calm, professional support in such circumstances. Without a doubt, the train operating companies recognise the role that the security officer can play in these situations, provided they are fully trained and competent. Historically, the railway environment has always been potentially dangerous and the railway industry, together with such organisations as CIRAS, has worked hard to make it safer. Regulation and technology continually improve the situation for passengers and staff.

The role of a security officer has changed considerably in recent years. The role was once seen as a form of policing, ensuring regulations were enforced and property protected. Today’s security officer’s role is rather more complicated. In addition to protecting the environment, passengers and staff, the officer has to be more aware of technical advances within the industry and become more customer focused responding to the needs of passengers by, for example, providing train information, directions and general customer care. The needs of people have changed over the years and AOS have responded accordingly. Sadly, the pressures of life today can sometimes lead to people taking desperate measures and therefore constant training of security officers is necessary to help them cope with all eventualities.

LAYING THE TRACKS FOR GLOBAL HIGH SPEED EXCELLENCE

T

he need for effective and efficient connectivity is essential to strengthen world economies. As one of the enablers to economic growth, the world market demand for high speed rail is set to increase rapidly. The market is estimated to be worth hundreds of billions of pounds worldwide and in the next decade or so over 15,000 miles of new high speed track will be required, with significant opportunity in America, India, China and the Middle East. As such, there is a very real need to create a platform to share knowledge and practical innovation to deliver transformational railways that people actually want to use. Atkins and Heriot-Watt University have just taken a significant step to invest in the research and development needed to provide practical innovation by signing a Memorandum of Understanding for the creation of a Centre for Excellence in High Speed Rail. The Centre, based at HeriotWatt in Edinburgh, aims to push the boundaries of railway track research beyond high-speed into the realm of ultra-speed (400 kmph) by advancing track technology and its interaction with high-speed trains. The challenge The previous UK Transport Secretary, Justine Greening, said that the development of High Speed Rail will become the “most significant transportation infrastructure project since the building of the motorways… laying the groundwork for long-term, sustainable economic growth.” However, as the UK continues to develop its plans for the next phase of high speed rail, other parts of the world are already steaming ahead, but many lack the scientific testing behind them to guarantee the safety and sturdiness of the ballast and concrete slabs supporting high and ultra-fast railway travel. Reports from high speed developments in China and France record failures to run the trains at their intended speeds due to the impact it causes on the track structure. Trains can now run at very high speeds; the issue is whether current track technology is able to support them in the long-term. For example, tests on a modified French train recorded a speed of 574 km/h, but this one-off time was achieved with serious damage to the ballasted track. Track technology has simply not advanced enough to support the high speeds. Observations from China suggest that trains are being run below ultra-speed because not enough research has been performed in soil strengthening, ballast reinforcement or bridging technology- it is therefore not yet safe enough to use ultra-speed technology to its full potential. For train speeds to advance any further there needs to be an understanding of the engineering issues caused by vibrations and pressure on the soil due to high speed. It is clear that significant research is required to develop design

guidelines on which track type is best suited for a particular application and speed. Advancements in track technology would also have the ability to improve noise and vibration, the documented problems of high speed rail. There is therefore a real opportunity for British research and development through the new Centre of Excellence, leading to an increase in UK and international railway consulting and construction opportunities. This could see the UK become a world leader in a high growth area that would benefit the rail industry and revenue returns.

The future Facilities at Heriot-Watt University already include the GRAFT II test rig, a unique NDT laboratory and railway test bed which is the largest in the UK. It provides valuable data for clients

on a variety of factors, including the movement of track, calculating lifecycle costs and looking at how carbon footprints can be reduced. In the first instance it is intended that the centre will continue to focus on track issues, however our ultimate vision is to extend it to be able to examine the complete rail system and its interfaces. It also creates an environment in which we can fully understand the checks and balances within the system and sub-systems rather than in isolation and be able to create design solutions which ultimately achieve whole life cost benefits - ensuring the railway is both affordable and sustainable. Clearly there also has to be consideration of the question; how fast is fast enough? In the UK, higher speeds will inevitably mean fewer stops given the fact that trains need

to have long runs to reach very high speeds, but when looking at huge continental networks across China or Russia it becomes more feasible. As such the Centre’s research will help inform the economic case as well as the technical requirements for ultra-high speed which, it is hoped, will be used by railways worldwide. For example, how can you reduce land take by efficient design (and in turn increase a project’s value case) or reduce environmental impact by managing noise through utilising different reinforcement techniques? The team aim to construct the largest test rig in the world (GRAFT III) at Heriot-Watt and double the number of academic staff on site, as well as utilise expertise from across its international campuses in Dubai and Malaysia. Atkins already has over

100 staff working on high speed rail in the UK and combining these skills into a commercial offering presents significant competitive advantage to both partners as well as UK Plc. In terms of practical innovation for HS2 in the UK, test rigs could produce data for 20, 30 or 40 years of life of a new track in just a few weeks which is extremely useful considering the different geotechnics HS2 would run over. In a world where we have to dream, because issues such as population growth and climate change demand game-changing solutions, vision and aspiration must be harnessed and delivered effectively and efficiently. The establishment of the new Centre of Excellence for High Speed Rail is a very practical way of trying to achieve that.
