CHAMBER EDC STRATEGIC PLAN
The Chamber EDC’s 2020 – 2022 Strategic Plan is broken down into four individual goals with associated objectives and action items. The Strategic Plan guides our efforts and quantifies our value proposition to the more than 1,200 members who support us. In other words, it tells our members exactly what their membership investment was used to accomplish. Each of the Strategic Plan’s four goals are listed below along with highlights of what we’ve achieved to address each of those goals.
GOAL:

POSITION BISMARCK-MANDAN AS A DESTINATION FOR BUSINESS & TALENT
OBJECTIVE:
Expanded Talent Attraction & Workforce Development Efforts
ACTION ITEM:
Strengthen the Chamber EDC’s talent attraction efforts with a focus on social media, online and printed marketing materials.
RESULT:
During the 2022 Holiday Season, the Chamber EDC launched a social-media based talent attraction campaign that generated more than 750,000 impressions in an effort to bring more talent to Bismarck-Mandan.
OBJECTIVE: Rural Area Focus
ACTION ITEM:
Promote and/or assist with rural area focused business and infrastructure assistance programs, including the Morton County Development Fund, to aid in projects within the rural areas of Burleigh and Morton counties.
RESULT:
New Salem-based meat processor 6-in-1 Meats was awarded a grant from the Morton County Development Fund to expand their operations only a few years after first being established with assistance from the Chamber EDC.
GOAL: OPERATIONAL EFFICIENCY
OBJECTIVE: Organizational Efficiency
ACTION ITEM:
Regularly and during times of Staff transition, evaluate job duties and responsibilities to ensure maximum efficiency.
RESULT:
After a review of the Chamber EDC’s existing Staff and mission, a new position was created to specifically to serve our small business members and lead the organization’s member retention efforts.
OBJECTIVE: Be an Information Resource
ACTION ITEM:
Regularly review Chamber EDC publications for areas of improvement, change, etc.
RESULT:
The Chamber EDC reviewed several existing publications and have made provisions to revise both the Chamber EDC’s Membership Directory and quarterly Community Partner Market Updates.
GOAL:
Serve As An Advocate For Business
OBJECTIVE:
Represent Members through Collaboration and an Effective Advocacy Strategy at the State & Local Level
ACTION ITEM:
Utilize the Government Affairs Committee and subcommittees to guide legislative agenda development while sustaining communication with local legislators throughout the year, including monitoring and attending interim committee meetings to assist in the creation of the 2023 Legislative Agenda.
RESULT:
The Chamber EDC continued a process by which the Government Affairs Committee met quarterly with the Bismarck-Mandan Legislative Delegation to develop the organization’s 2023 Legislative Agenda.
OBJECTIVE:
Be an Active Voice for Business on Federal Policy
ACTION ITEM:
Provide opportunities for North Dakota’s Congressional Delegation to interact directly with Chamber EDC Members.
RESULT:
In 2022, the Chamber EDC held business roundtables with all three members of North Dakota’s Congressional Delegation for Bismarck-Mandan business leaders to directly convey their comments, concerns and questions.
GOAL: RECRUIT & RETAIN CHAMBER EDC MEMBERS
OBJECTIVE:
Recruit & Retain Chamber EDC Members
OBJECTIVE: Provide Services & Programs Relevant to Our Members
ACTION ITEM:
Formalize the organization’s membership retention strategy and increase the utilization of Chamber EDC Board & Staff.
RESULT:
2022 was the second straight year in which the Chamber EDC set the record for number of new members gained and the second straight year in which the Chamber EDC grew, overall.
ACTION ITEM:
Regularly review all Chamber EDC programs and events to identify areas for change & potential improvement.
RESULT:
As a result of post-event survey results and feedback from Chamber EDC Members, changes were made to several Chamber EDC events which saw increased or record attendance at events such as the Indoor Golf Scramble, Brats w/ the Brave, Celebrate Bismarck-Mandan and State of the Cities.
