2023 BSC Commencement Ceremony

Created in 1939 in response to a community need for a local college, BSC was originally known as Bismarck Junior College (BJC). The first students started classes on Sept. 4, 1939, on the third floor of Bismarck High School with 107 full- and part-time students and 12 instructors. By the late 1940s, a new location became increasingly urgent as college enrollments soared with GIs returning from the war.

In 1951, the North Dakota Legislature responded to an appeal from community leaders to grant the college 15 acres on the Capitol grounds for a campus site. BJC moved into its own building at 900 Boulevard Avenue in 1955.

Within a few years, the college had outgrown the Capitol site, and in 1959, Harold Schafer, a local entrepreneur and founder of the successful Gold Seal Company, offered the college land overlooking the Missouri River at the northwest edge of Bismarck. Classes began on the new campus in the fall of 1961 in a single building, Schafer Hall.

That windy hill has been transformed over the years with the addition of dozens of buildings and residential halls, countless landscape improvements, the MDU Resources Community Bowl, parking lots, sidewalks, walking paths, and more. The most recent addition, the BSC Health Sciences building, brought a state-of-the-art virtual hospital to campus to train students for healthcare careers.

BSC has two satellite campus locations across the river in Mandan. One campus is a training facility for the Mechanical Maintenance Technology Program, and the Lineworker program campus provides an outdoor forest of poles for hands-on learning. Over time, BSC has also developed

satellite education sites in six rural hospitals in North Dakota and Montana to allow nursing and medical laboratory technician students to stay in their community, obtain their degree, and join the workforce in their hometown.

After operating as part of Bismarck Public Schools for many years, BJC joined the North Dakota University System in 1984 and changed its name to Bismarck State College in 1987. BSC has always maintained a strong focus on affordability and highquality transfer programs, even as the mission expanded.

In 2018, BSC became North Dakota’s Polytechnic Institution, expanding its technical program options and enhancing its focus on hands-on learning, industry partnerships, stackable industryinfluenced certificates, and K-12 pathways that lead students to degrees in high-priority occupations. In 2021, BSC unveiled plans for the region’s only polytechnic education center to be built on campus to encourage project-based learning, collaborative work environments, and skill building that will result in workforce-ready graduates.

As North Dakota’s Polytechnic Institution, BSC is the third largest institution in the North Dakota University System and offers over 100 technical and transfer program options that are flexible, affordable, and accessible. By linking talent with opportunity, BSC builds workforce, drives the economy, and contributes to the strength of the communities we serve at a local, national, and global level.

BRENT SANFORD

Brent Sanford is an American politician who was the 38th lieutenant governor of North Dakota from 2016 to 2023. A member of the Republican Party, he previously was Mayor of Watford City from 2010 to 2016.

Sanford graduated from the University of North Dakota with a bachelor’s degree in accounting in 1994. He is a Certified Public Accountant. He worked for Eide Bailly LLP from 1994 through 2002, and then became the chief financial officer of Transwest Trucks in Denver, Colorado. He moved back to Watford City in 2004, taking over his family-run car dealership. He was elected to the Watford City Council in 2006 and became mayor in 2010.

Doug Burgum chose Sanford as his running mate in the 2016 gubernatorial election. The ticket won the general election. They won a second term in the 2020 election. On December 20, 2022, Sanford announced his resignation as lieutenant governor, effective January 2, 2023, in order to return to the private sector and spend more time with his family.

Sanford and his wife, Sandra, have three children.

Student Speaker

JENNA RUST

Jenna Rust, a multi-sport student-athlete at Bismarck State College, is graduating with an Associate in Arts, an Associate in Science, and an Associate in Applied Science degree in Agriculture Industry and Technology. Jenna has already launched her agriculture career as a sales agronomist with Horizon Resources in Fairview, Mont.

Jenna is a five-time President’s Honor Roll awardee and was named the 2022-2023 BSC Outstanding Agronomy Student. During her time at BSC, she was named the MonDakota Player of the Week in basketball. She was also awarded the Frank Bavendick Leadership Award and was designated All-Conference in volleyball. Jenna was recognized as an Academic All-American in both basketball and volleyball. In Fall 2022, Jenna was a member of the Mystics Volleyball team that advanced to the NJCAA DII National Tournament for the second time in Mystics history, and she was crowned BSC’s first Homecoming Queen in 37 years when the college resurrected the coronation tradition.

Outside of the classroom and off the court, Jenna has showcased her leadership skills in BSC CRU, BSC Ag Club, and as a BSC Resident Assistant (RA). She has represented BSC and the student body in various public speaking engagements including legislative social events, testifying before the ND Legislature, and speaking on a student panel for the North Dakota Association of Student Financial Aid Administrators.

In her free time, Jenna volunteered with Furry Friends Rockin Rescue and as a guest speaker at Riverstone Church in Bismarck. Originally from Alkabo, N.D., Jenna is the daughter of Robert and Kimberly Rust.

LISA JOHNSON

Lisa Johnson is the Vice Chancellor for Academic and Student Affairs for the North Dakota University System. Her work is concentrated in program approval, policy and procedures, transfer and articulation, and matters that affect the health, moral and well-being of the system’s 44,000 students. She serves as the University System’s liaison to councils, task forces, internal and external advisory groups, and several collaborative interagency partnerships.

Lisa began her undergraduate studies at Minot State University while serving in the United State Air Force. She completed associate, bachelor’s, and master’s degrees from the College of Business at Minot State University and has continued her studies at the doctoral level in Institutional Analysis at North Dakota State University.

She served as a university registrar at Minot State University for six years and was instrumental in planning and transitioning to the current student information system before joining the University System in 2009.

DOUG JENSEN

Dr. Douglas J. Jensen became the seventh president of Bismarck State College in July 2020, in the midst of both a global pandemic and the college’s transition to a polytechnic institution. His extensive background and experience have been valuable in creating a polytechnic educational model that engages students and industry with hands-on, applied learning to develop workforce-ready knowledge, skills, and degrees.

Dr. Jensen brought over 25 years of experience in higher education to BSC and is a proud community college graduate, earning his Associate of Science degree from Community College of Allegheny County in Pittsburgh, Pa., his Bachelor of Science and Master of Science from Geneva College in Beaver Falls, Pa., and his Doctorate of Education from Edgewood College in Madison, Wis.

He and his wife, Karen, have two grown sons and enjoy exploring the region with their dog, Oliver.

DAN LEINGANG

Dr. Daniel Leingang is Vice President for Academic Affairs at Bismarck State College. He joined the faculty in 2000 as an assistant professor of mathematics and was appointed Dean of Academic Affairs in 2014 and later Dean of Humanities, Arts, and Sciences. He held that position until he was named Vice President for Academic Affairs in 2017.

Born and raised in Mandan, N.D., Dr. Leingang has a Bachelor of Arts in mathematics from Concordia College in Moorhead, Minn. He holds a Master of Science in mathematics and a Doctor of Philosophy in Educational Leadership (Higher Education emphasis) from the University of North Dakota.

Alumnus of the Year

GLENN BOSCH

Glenn Bosch was elected to the North Dakota House of Representatives in 2016 and is serving in his fourth legislative session as Assistant Majority Leader. Prior to his time in the legislature, he had a successful 35-year career in the visual communication industry, helping businesses across the country integrate technology to support their operations. He began his career as a bench technician and worked his way up through the ranks, retiring in 2017 as the Executive Vice President of AVI Systems. Honored to serve the citizens of North Dakota, Glenn has a passion for developing policies that lead to the success of our state. He has championed legislation that supports our energy industry, public safety, and education including the funding of the new BSC Polytechnic Institute. In recognition of his impactful legislative efforts, in 2022 he was named as a Hunt-Kean Leadership Fellow.

Continuing to invest in the lives of Bismarck families, Glenn worked with the Northwoods League to bring the Bismarck Larks to the community. As co-owner, he has strived to ensure that Larks baseball becomes a mainstay in Bismarck and a pillar for family entertainment. Glenn and his wife Julie recently celebrated their 41st wedding anniversary. They have three children and seven wonderful grandchildren.

Rising Star STEPHANIE

SCHRAMM LITTLE

Stephanie Schramm Little never dreamed she would pursue higher education. But in 2012, she graduated from BSC with an Associate in Arts degree. She continued her education at Minot State University, earning a bachelor’s in social work, and at Minnesota State University in Mankato, earning a master’s in social work. Currently, she serves as an assistant social work professor at Minot State University on the BSC campus while completing her PhD in Health Sciences and a Master of Public Health degree at the University of South Dakota in 2024. As a board member of the National Association of Social Workers, she contributes to their Advocacy Committee, Education Committee and Annual Conference Committee.

She is an editor for both the Health & Social Work and Health and Justice Journals and chairs the American Public Health Association Marketing Committee. She is active with the United Network for Organ Sharing as an elected representative for the Safety and Operations Committee and social work consultant for the Patient Affairs Committee and Ethics Committee. Her dissertation focus is on the social work implications of organ allocation and ethics, with specific aims meant to tackle roles in academia and scholarship by combining social work with community research and policy. In total, Stephanie is an active member in over a dozen organizations, stays involved in outreach education programs, donor registration events, and organizes bone marrow drives in rural North Dakota.

Legacy Family THE BAVENDICKS

From 1949-1950 Frank Bavendick attended BSC as a student-athlete competing in track and field. This started Frank’s love for BSC and started his and wife Joanne’s lifelong friendship with BSC spanning over 70 years. One of Frank’s last requests before his death in 2018 was to attend one of his favorite community events, a BSC Mystics Basketball game.

Frank and Joanne’s generosity to the BSC Foundation has provided academic, athletic, and energy scholarships, arts and humanities program funding, as well as contributions for many improvement projects within the Armory. Frank served as a BSC Foundation Board Trustee for many years. In addition to financial support, Frank was a loyal Mystic fan, cheering on the BSC teams at various sporting events. A frequent user of the Armory weight room, Frank got to know many athletes on a first name basis. Frank and Joanne’s tradition of personal support of the teams has been carried on by their son and daughterin-law, Greg and Yvette Bavendick. Greg also attended BSC, and both he and his wife continue Frank’s legacy of support of Mystic athletes by attending nearly all BSC Mystics sporting events and hosting team dinners. They are some of the biggest Mystics fans in the community.

Phi �eta Ka�a

Phi Theta Kappa (PTK) recognizes the academic achievement of college students and provides opportunities for its members to grow as scholars and leaders. Graduates with ФΘK preceding their names have achieved a minimum institutional grade point average of 3.5 and have completed 12 or more semester hours in residence at BSC.

BACHELOR OF APPLIED SCIENCE

The Bachelor of Applied Science degree requires a minimum of 120 semester hours made up of courses in general  education, major, and/or elective areas. Majors may be in Cybersecurity and Information Technology, Energy Management, Automation Management, Finance, or Mechatronics Engineering Technology.

BSC ACADEMIC MACE

The mace dates back to the Middle Ages, when it was used as a weapon of war. Over time, the mace was adopted as a regal symbol of authority. Academic maces symbolize an institution’s authority to grant degrees.

The Bismarck State College mace was first used in 2008 at the request of President Larry C. Skogen. Designed by Michelle Lindblom, Professor of Art, the mace was crafted through a community endeavor led by the Dakota Woodturners and several BSC alumni. It is carved from North Dakota Badlands cedar, a wood native to the state.

The staff on which the mace is carried represents educational stewardship. Its three rings denote important dates in the growth of the college: September 4, 1939, the first day of classes; February 12, 1951, the day the 32nd Legislative Assembly granted the college 15 acres on the Capitol grounds for a campus site; and April 27, 1987, the day the 50th Legislative Assembly changed the college’s name from Bismarck Junior College to Bismarck State College.

The three-sided pyramid signifies BSC’s commitment to serve the community, state, and nation. Each side of the pyramid contains symbols of BSC: the college seal, the tree of knowledge, and the state Capitol building. The top of the pyramid is adorned with a bronze prow representing lifelong learning.

BJC/BSC LEGACY CORDS

The Bismarck State College National Alumni Association honors graduates who have a shared legacy with parents, grandparents, or siblings who have also graduated from BJC or BSC. These graduates are recognized today by wearing the green and gold legacy cords.

PHOTOGRAPHY

Please feel free to take photos of your graduate from your seat. Guests are not permitted on the arena floor during the ceremony. After the ceremony, you may join your graduate on the arena floor and use our designated photo area to capture memories of this special day.

LIVESTREAM

The BSC Commencement ceremony is being livestreamed at bismarckstate.edu and on the BSC Facebook page. After May 15th, the recorded ceremony will be available at bismarckstate. edu/commencement.
