FIRE

Fire Extinguisher Use

Emergency evacuation procedure

When the fire alarm sounds, all building occupants must evacuate the facility immediately using posted evacuation routes or the nearest exit.

Assist disabled individuals in your vicinity and inform safety officials of their location. Refer to the box below.

Walk (do not run) to the designated or nearest exit as quickly as possible. If designated exit is blocked, proceed to alternate exit.

Do not use the elevator.

In case of inclement weather proceed to alternate building for shelter and/or first aid.

Building occupants should stay a minimum of 150 feet from the building and not hamper the Fire Department’s operations.

DO NOT ATTEMPT TO RE-ENTER THE BUILDING UNTIL SAFETY PERSONNEL ALLOW RE-ENTRY. Caught in smoke

Crawl toward the exit. Breathe through your nose, cover your mouth and nose with a shirt or towel.

Trapped in building

• •

Close all doors and windows.

Attempt to signal people outside of the building, and call for help using a cell phone or land line.

Wet and place cloth around and under the door to prevent smoke from entering.

Improper use of a fire extinguisher can increase the hazard. If you have any doubt of your ability to fight the fire, exit immediately. If you must use a fire extinguisher, place yourself between the fire and your exit from the area. Discharge the fire extinguisher using the PASS method: Pull the pin. This will break the tamper seal, if one is provided. Aim low, pointing the extinguisher nozzle (or the horn or hose) at the base of the fire. Squeeze the handle to release the extinguishing agent. Sweep from side to side at the base of the fire until the fire is out. Watch the area. If the fire re-ignites, repeat the steps above.

Assisting people with disabilities • Always ask permission to assist individuals with disabilities.

For a person in a wheelchair, several people must carry the individual down the exit stairs. This is usually only possible when the person is in a manual wheelchair. If the person and chair are too heavy it may be necessary to carry the person down separately. (Make sure to use proper lifting techniques e.g. bending knees, keeping back straight, etc.) For a person with visual disabilities, give verbal instructions while assisting in an evacuation. Do not grasp a visually impaired person without asking permission first. Ask them to hold your hand or arm as you exit. For a person with auditory disabilities, get the attention of the person by eye contact or touch. Gestures and pointing are helpful, but be prepared to write a brief statement if that person does not seem to understand.

MEDICAL EMERGENCIES • • •

Remain calm and do not move the person unless his/her location poses a possible danger. Immediately notify or ask someone to call 911 and BSC Campus Safety & Security 224-2700. Let responding emergency personnel know if the person: • Is unconscious • Has trouble breathing. • Has chest pain or pressure. • Is bleeding severely.

Care for life-threatening conditions and provide first aid only if you have the proper training. Send someone outside to escort emergency personnel to the scene.

RISK MANAGEMENT •

Any time an incident that is out of the ordinary occurs, (e.g., an employee, student, or visitor slips, falls, is injured, etc.), even if the individual does not seek medical attention, a Risk Management Incident Report needs to be completed.

If an employee becomes aware of an incident with a student or visitor, it is the employee’s responsibility to notify BSC Campus Safety & Security and assist with completing a Risk Management Incident Report.

All Risk Management Incident Reports will be done at the BSC Campus Safety & Security Department to ensure all paperwork and questions are answered properly.

WORKFORCE SAFETY & INSURANCE – WSI (WORKERS COMPENSATION) •

If an injury and/or incident occurs and the individual seeks medical attention, a Workforce Safety & Insurance Form (WSI) also must be completed.

If the injured individual requires medical attention, seek medical attention first and fill out the necessary paperwork later. All Workforce Safety & Insurance (WSI) reports will be done at the BSC Campus Safety & Security Department to ensure all paper work and questions are answered properly.

It is the employee’s responsibility to contact BSC Campus Safety & Security. Call 224-2700 to complete via phone, set up an appointment time or just stop by our office in the BSC Meadowlark Building, and one of the staff will be able to assist you.

How to Avoid Slips, Trips, & Falls at Work Fall prevention tips: •

Don’t text and walk.

Clean up all spills immediately.

Stay off freshly mopped floors.

Secure electrical and phone cords out of traffic areas.

Wear shoes with good support and slipresistant soles.

Never stand on a chair, table, or other surface on wheels.

If you fall backwards, make a conscious effort to tuck your chin so your head doesn’t strike the ground with full force

When icy, be prepared to fall and try to avoid using your arms to break your fall.

When icy, use care when entering and exit vehicle – use vehicle for support.

When icy conditions exist, take short steps and walk at a slower pace.

Report slippery/icy spots to Buildings & Grounds Dept. so the area can be properly sanded/salted.


ACTIVE SHOOTER If an armed shooter/intruder incident does occur, the following actions are recommended. You may need to alter the following suggestions depending on the situation. • If you think you can safely make it out of the building, then do so. Notify anyone else you may encounter to exit the building immediately, but do not sound the fire alarm. This may place everyone in potential harm as they try to exit the building.

If you do not feel you can safely exit the building, go to the nearest room or office. Do not stay in an open hallway. Close and lock the door and turn off the lights, silence your cell phones and any audio equipment. Barricade yourself in the room with furniture or anything you can push against the door. • Lock the windows and pull down shades/close curtains. • Stay away from the windows. • Stay calm and be as quiet as possible. Do not answer the door. Call 911 if it is safe to do so and be prepared to provide the dispatcher with essential information: • Your name and location of the incident. • Number of shooters. • Identification or description of the shooter(s). • Your exact location and injuries to anyone, if known. Wait for police or emergency personnel to assist you. Obey all commands from the police and wait for further instructions.

ASSAULT/ACTS OF VIOLENCE • • • •

If you witness or are the victim of an assault or act of violence, immediately call 911, then BSC Campus Safety & Security at 224-2700. If it is safe to do so, stay at the location of the incident to provide officers with a full account of the events and direct them to any evidence. If known, provide officers with any information regarding the perpetrator(s) of the incident. In order to ease the effects of any trauma that you may feel regarding the incident, on-campus and off-campus resources are available. Refer to the resources identified in the box on the side.

Sexual Assault: Victim Response

Get to a safe place as soon as you can. Get medical attention as soon as possible to make sure you are physically well. Try to preserve all physical evidence. Do not wash, use the toilet, or change clothing if you can avoid it. If you do change clothes, put all clothing you were wearing at the time of the attack in a paper, not plastic, bag. Collect important evidence in the event you may later wish to take legal action. Contact BSC Campus Safety & Security or Bismarck Police Department to file a report. Talk with a counselor who will maintain confidentiality, help explain your options, give you relevant information, and provide emotional support. Contact someone you trust to be with you and support you.

HARASSMENT Any employee who becomes aware of a complaint or harassment/sexual misconduct is required to report it immediately to the Title IX Coordinator, BSC Campus Safety & Security Department, or any member of BSC Title IX Team. The college is responsible to:

Take immediate and appropriate steps to investigate what occurred, regardless of whether or not the victim makes a complaint or asks the college to take action. Take prompt and effective action to: - Stop harassment. - Remedy the effects. - Prevent recurrence.

Bystander Intervention Bystanders play a critical role in the prevention of sexual and relationship violence. They are individuals who observe violence or witness the conditions that perpetuate violence. They are not directly involved but have the choice to intervene, speak up, or do something about it. We want to promote a culture of community accountability where bystanders are actively engaged in the prevention of violence without causing further harm. We may not always know what to do even if we want to help. Below is a list of some ways to be an active bystander. If you or someone else is in immediate danger, call BSC Campus Safety & Security and/or 911. This could be when a person is yelling at or being physically abusive towards another and it is not safe for you to interrupt. • Watch out for your friends and fellow students/employees. If you see someone who looks like they could be in trouble or need help, ask if they are ok. • Confront people who seclude, hit on, and try to make out with, or have sex with people who are incapacitated. • Speak up when someone discusses plans to take advantage of another person. • Believe someone who discloses sexual assault, abusive behavior, or experience with stalking. • Refer people to on or off campus resources listed in this document for support in health, counseling, or with legal assistance.

BOMB THREATS A bomb threat may come to the attention of the receiver in various ways. Please DO NOT attempt to notify or evacuate an entire building as this could consume valuable time that would be better used to gather important information. Please keep in mind that the vast majority of bomb threats are false and are primarily intended to elicit a response from the building occupants. For threats made by telephone • Stay calm.

If your phone has caller ID, record the number displayed and write down details of the phone call.

Gather as much information using the Bomb Threat Information Card (BTIC) in the box to the right. Follow BSC Campus Safety & Security and/or Bismarck Police Department instructions. Do not search for bomb.

If you receive a bomb threat, try to ascertain the following through questions and observations: *If the caller hangs up, do not use the telephone on which the threat was received.

Suspicious object A suspicious object is defined as any package, parcel, container or other object that is suspected of being an explosive device because it is out of place or unusual for that location and cannot be accounted for, or because a threat has been received. If someone on the campus observes a suspicious object or potential bomb on campus, DO NOT TOUCH THE OBJECT, clear the area and report it to BSC Campus Safety & Security and/or Bismarck Police Department. Evacuations due to bomb threats will be determined on a case by case basis by the BSC Crisis Management Team.

Tape record call if possible, write down caller ID, time call received, and time call ended. Then call 224-2700.

Questions to ask:

MENTAL HEALTH

Mental Health Resources

Mental health emergencies include suicide, attempted suicide, threats of suicide, and other behaviors that directly endanger the affected individual or others.

If it appears that an individual has caused harm to him or herself or others or is in need of immediate medical assistance, call 911, then call BSC Campus Safety & Security (224-2700). Every attempt or statement about suicide should be taken seriously. Don’t try to evaluate the validity of the threat on your own. If it appears that an individual is threatening to cause harm to him or herself or others, call BSC Campus Safety & Security immediately (224-2700) and/or 911 if appropriate. Once on the scene, safety officers will make an initial evaluation and render first aid as needed until support arrives. If possible, provide responding personnel with any pertinent information you know about the victim.

In order to ease the effects of any trauma you or others might feel regarding the incident, refer to the Mental Health Resources box on the side. SUICIDE: HOW TO HELP

1. Specifically ask the person if they are thinking about suicide. This is the most important intervention! It is a myth that talking about suicide will lead to a suicide. 2. Listen to the answer. If the person tells you they are thinking about suicide, talk to them openly. • Make statements that suicide is not a good solution and suggest alternatives to suicide. • Focus on solutions to problems and the strengths of the individual.

Acknowledge the individual’s pain but encourage them to find a better way to decrease the pain in their lives. • Offer hope and encourage thoughts of a happier future. 3. Encourage them to seek help. Ask them if they would like to be taken to the hospital, a counselor, a physician, a clergy member, or a family member. Go with them if possible and never keep suicide a secret from others. 4. 5. If you feel the individual is in immediate danger, call the police and ask them to conduct a welfare check. Remove weapons or pills from the home if you have access to them. Also, notify another person in close contact with the suicidal person and enlist their assistance. 6. Suicide Survivor’s Support Group (Bismarck chapter) can be reached at 701-255-4227.

WEAPONS ON CAMPUS In the event of an obvious threat of imminent bodily harm to the public, call 9-911 to report this threat to the Bismarck Police Department. Person armed with a gun or weapon (immediate threat) In the event that you are confronted by a person armed with a gun or other weapon, the following procedure should be used: • Remain calm. Do not raise your voice to avoid upsetting the armed person. Your tone and demeanor will strongly influence the outcome of the crisis. • Avoid sudden moves or gestures.

• •

Be observant to what the person looks like and is wearing, what he/she may say and what they are doing. This could be valuable in identifying the person should they leave before help arrives. Do not be a hero. If possible remove yourself, seek shelter, and call 9-911 and/or BSC Campus Safety & Security at 224-2700.

Weapon is discovered (no immediate threat) It should be noted that for incidents where a weapon is discovered and there is no immediate threat of imminent bodily harm to a person or persons, the following procedures should be used: • In all incidents where a weapon is observed or reported, BSC Campus Safety & Security is to be notified immediately at 224-2700. • At no time is the firearm/weapon to be left unattended.

Once notified, BSC Campus Safety & Security will assess the situation and determine if law enforcement personnel should be contacted. At no time is a BSC employee authorized to enter a vehicle to remove a weapon.


FIREARMS AND WEAPONS PROHIBITED Firearms “Firearms” include any device which expels, or is readily capable of expelling a projectile by the action of an explosive and includes any such device, loaded or unloaded, commonly referred to as: • Bazooka • Cannon • Gun • Machine Gun • Pistol • Shotgun • Revolver • Rifle Bismarck State College also prohibits the possession of replicas (firearms) and the use of black powder rifles, pistols, and shotguns. BSC also considers any weapon that will expel, or is readily capable of expelling a projectile by the action of a spring, compressed air, or compressed gas, including any such weapon loaded or unloaded, commonly referred to as a BB gun, air rifle, or CO2 gun; any projector of a bomb; any object containing or capable of producing and emitting any noxious liquid, gas, or substance as a dangerous weapon. Concealed weapons permits are not valid on BSC property or at sanctioned events per North Dakota Century Code 62.1-02-05.

WEATHER EMERGENCY Summer storm When notification of severe summer weather conditions are received, local warning sirens will be sounded for a period of three to five minutes. The sirens are for outdoor warning only and may not penetrate buildings and homes. Sirens are tested at 9:30 a.m. the last Friday of each month. One of the sirens is located on the roof of the BSC Armory.

Tornado watch/tornado warning A tornado watch means that the weather conditions are right for the development of tornadoes. If a tornado watch is broadcast by your local radio or television station, stay tuned for further advisories and be prepared to take cover. If a tornado warning is issued, it means a tornado has actually been sighted. Warnings are issued for individual counties and include the tornado’s location, directions, and speed. If you are in or near its path, take cover immediately. A tornado usually develops from a severe thunderstorm. During such weather, be alert for violent winds, hail, heavy rain, frequent lightning, funnel-shaped clouds and a roaring noise. When in doubt, take cover. Tornadoes are often hidden by rain or dust and can occur at night. Both tornado watches and warnings are issued by the National Weather Service through local radio and television stations. Many communities also have special warning systems such as sirens. Be alert to weather advisories and be prepared to take immediate action.

Siren signals A continuous steady warning signal indicates that a tornado has been reported within a 15-mile radius of the city. The sirens will continue to sound as long as a threat to residents exists. When sirens stop sounding, this indicates all is clear.

Winter storm The decision to not open the college due to winter weather conditions will be made by 6 a.m. The authorized employee will send a message out to the students and employees via the Campus Emergency Notification System. Return to normal working conditions shall be announced in the same manner. Closings may also be posted on the BSC home webpage.

WEATHER GUIDELINES If a tornado warning has been issued and you are INSIDE:

• •

Stay inside.

When possible, make sure there are at least two walls between you and the exterior of the building. Do not use elevators. Assist those with disabilities to a safe area on the same floor. Continue to monitor the weather via radio or television until the warning has been lifted.

Stay away from outside walls, windows, mirrors, glass and unsecured objects such as filing cabinets or bookcases. If possible, move to a below ground level floor, interior corridor, or room or office without windows. Crouch low with your hands covering the back of your head and neck.

If a tornado warning has been issued and you are OUTSIDE:

• • • •

If you are in a car, get out of it. Never try to outrun a tornado. Look for a safe structure nearby for shelter.

• • • •

Move and/or stay indoors if possible. Only use a vehicle if absolutely necessary, and if so, use extreme caution. Monitor the weather via radio or television until the weather event has subsided.

If there is no shelter, lie down flat in a low area such as a ditch away from trees with your hands covering the back of your head and neck.

All other severe weather:

If outdoors where lightning is present, stay away from trees, tall structures, metal structures, poles, etc. If indoors when lightning is present outside, stay away from electronics, outlets, and anything else that may conduct an electrical charge if the building you are in were to be struck.

CIVIL DISTURBANCES Do not disrupt a demonstration unless one or more of the following conditions exist: • Interference with the normal operations of Bismarck State College. • Blocking access to offices, buildings, or other campus buildings.

Threat of physical harm to persons or damage to Bismarck State College property.

If any of the above conditions exist, and if there is no imminent danger, notify BSC Campus Safety & Security Department at 224-2700. If there is imminent danger, call 911 immediately.

SOLICITATION ON CAMPUS •

Solicitation has to be approved by the BSC Facilities Scheduling Office (224-5686). If you have any questions about something happening on campus, contact them.

Solicitation may only occur in areas approved by Facilities Scheduling. Solicitation may not occur in buildings or on the grounds of BSC. However, people are allowed to stand out on sidewalks within public right of way. If somebody is soliciting without proper authorization, do not confront them. Call BSC Campus Safety & Security at 2242700.

SUSPICIOUS BEHAVIOR • • •

All employees and students are expected to assist in making the campus a safe place by being alert to suspicious situations and promptly reporting them to BSC Campus Safety & Security Department (224-2700). Location of incident should be reported. Description of person involved and why they are suspicious should be reported.

Help Make the BSC Campus Safe: •

Be aware! Recognize your vulnerability.

Report all suspicious persons, vehicles, and activities to BSC Campus Safety & Security Department immediately (224-2700). Use the “buddy system” and watch out for your neighbor.

Keep your doors locked whenever you find yourself alone in a building. If you are the last one in the building, make sure you lock the building when you leave.

Report lights that are out and any hazardous conditions immediately to Buildings and Grounds Office (224-5790).

If you see someone being victimized, get involved and notify the BSC Campus Safety & Security immediately (224-2700).


MOTOR VEHICLE ACCIDENTS ON CAMPUS • • • •

If injuries exist call 911. If no injuries exist call the Bismarck Police Department at 223-1212 and then call BSC Campus Safety & Security at 224-2700. Do not move vehicles and wait for law enforcement to arrive. If a state fleet vehicle was involved, call BSC Campus Safety & Security. A Risk Management report will need to be completed.

MOTOR VEHICLE ACCIDENTS WITH STATE FLEET VEHICLE OFF CAMPUS • •

Call local law enforcement in whatever jurisdiction you are in to make a report. Refer to the instructions in the glove box or packet you were given by Department of Transportation. Call BSC Campus Safety & Security at 224-2700 to fill out a Risk Management report.

PERSONAL SAFETY & SECURITY ON THE BSC CAMPUS BSC publishes this guide, as well as other policy, procedural, and statistical information regarding safety on campus, which can be located in our Annual Campus Security and Fire Safety Report (ACSFSR). The ACSFSR is published in compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 USC § 1992 (f)) and provide notice of this publication annually to all students and employees. While the general mission of the BSC Emergency Procedure Guide is to provide operational procedural information for the responders and crisis management teams, it is recognized that educations of the campus community on personal safety and security on the campus is an essential responsibility as well. Therefore, BSC recognizes the annual publication of the ACSFSR as a means of providing additional information that individuals may be called upon to utilize in the event of an emergency or disaster.
