through commercial flights, the Commonwealth will directly seek to mitigate that by upping, wherever possible, those commercially facilitated flights that the Commonwealth is pursuing.

“I would note in recent days and weeks that we have seen demand for those facilitated flights run by the Commonwealth having actually dipped and so those flights we have been bringing in have not been full because there hasn’t been the demand to take those up.

“I suspect that will change now with the commercial flight restrictions, then we will see that supply being fully taken up.”

The arrival cap decrease will be implemented by July 14, but Morrison flagged some states might move to reduce their cap earlier.

“But as you imagine, we want to try to minimise the disruption for people with already planned flights over the next couple of weeks,” he said.

The cap is expected to remain at 50 per cent until at least the start of next year.

NSW Premier Gladys Berejiklian earlier said her heart goes out to the thousands of Australians who are still waiting to come home.

“Just because you reduce the number of people coming in, doesn’t mean outbreaks aren’t going to happen,” she said ahead of Morrison’s announcement.

PAThWAy OUT OF COVID

Morrison also announced a new plan out of the pandemic that will be COVID being treated as “an infectious disease like any other in our community”.

The four-phase plan will see lockdowns being used “only as a last resort”.

Australia is currently in the first phase, “the suppression phase”, Morrison said.

The next phase will be reached “once we reach a threshold of vaccination to be determined by the modelling process we’re currently engaged in”.

“The third phase is called the consolidation phase,” he said.

“That is to manage COVID-19 consistent with public health management of other infectious diseases.

“That basically means that the hospitalisation and fatality rates, that you would see from COVID-19, would be like the flu.”

Morrison said the fourth stage could be described as Australia being “back to normal”, where measures may include opening the border to vaccinated people.
