That’s why third time round, they’ve not bothered. With the CPA’s final Sep 26 submission for the river’s future safely kept away from Duangrit and his kind, construction is set to go ahead as early as January. See page 6. The BTS is overrun with Hi-So insects They come in yellow packets and have taken over the billboards at BTS Chit Lom. Or rather one billboard, because, as the other two say, “These two banners are not advertising anything, because Hi-So bug snacks are so delicious they’re already selling out too quickly.” That’s right, Bangkok’s latest snack trend is for deep-fried crickets and pupal-stage insects packaged under a brand called Hi-So. Available in three delicious flavors: cheese, barbecue and nori.

Someone at Dean & DeLuca was watching, and messaged the owner asking how she made those perfect white dots. Imagine her shock then when polka-dot milkshakes turned up on the menu at Dean & DeLuca, complete with perfectly circular spots. Social media outrage ensued, and soon the whole city knew her secret: they’re only marshmallows.

Celebrated Chiang Mai-based artist and filmmaker Apichatpong Weerasethakul, 46, visited Bangkok last week to kick off a project at library-slash-art-space The Reading Room called “Soldiers/Senility.” As part of the venue’s ongoing “Sleepover” series of talks, he invited retired soldiers to discuss the military’s role in Thai society, followed by a second talk which discussed the topic of aging with a group of senior citizens. What drew you to the topic of “Soldiers/Senility”? It’s my personal interest. I turned 46 this year, and have felt a lot of changes physically and emotionally, as well as with my memory. As I grow older, and in view of the fact Thailand will become an aging society over the next few decades, I want to share my thoughts with senior citizens about what we have to face in the future as we grow older. I’m curious about the illusion painted in the media that senility is dreadful and that we must try and slow down the aging process. What most interests me is that we live in a highly youth-oriented society and yet we’re always ruled by old people. Is that because Thailand is so often under military rule? Sure. We’re so often ruled by junta governments and it keeps circling back. We need to communicate about the Thai military no matter which side we’re on. I feel that the military is like a black hole: and we have no idea what’s inside even though it’s so important. They’re our rulers. What kind of system created that mindset in them and “attitude adjustment” towards others? I feel it’s dangerous and we need to talk about it. It’s really confusing when I try to explain our constitutional reform with foreign friends. Thailand might be the only country in this world that is now ruled
by a junta, yet we always try and say we’re democratic only it’s a different kind of democracy. Why do we lie to ourselves? You’ve mentioned Thailand being a hybrid between North Korea and Singapore, and feeling safe under tanks and guns. I personally see that people might feel safe because the military is billed as one of Thailand’s institutions: nation, religion and monarchy. The military is like a part of the nation. It’s an institution, not individuals. The military exists in Thailand as the fence of the nation. Children can climb on tanks and play with guns on Children’s Day, which helps secure the feeling that we need the military. When people see corruption in civilian governments, they point to individuals. When it’s the military, the feeling is different. It’s as though it’s legitimate for them to hold power. As a thirdworld country, it’s pretty risky to have a non-transparent junta government. Artists have been monitored a lot lately when their works relate to politics. How do you feel about freedom of expression in Thailand’s art scene? I think it’s about how artists communicate their message. We’re in an era where you can post anything, so saying something straightforward
isn’t art anymore. Art is rebellion. So it’s a question of how artists feel, address and convey their message. For me, the greater concern is about how everyone, not just artists, have to self-censor their views on politics. People can’t talk openly about politics anymore, which is so wrong. No matter how our thinking might clash, we should have a space that lets us learn and make up our own minds. You recently decided not to put your new movie, Cemetery of Splendor (2015), up for classification from the Thai film board. Did you feel this was unfair to local audiences? I’m sorry with this decision too. As a filmmaker, I want to share my movie on a giant screen. But we have limited freedom here; it’s not 100 percent. Ten years ago, the situation wasn’t like this. It has driven me to not want to participate at all with the Thai film board. It would take too long to deal with everything: the censorship, the scene cutting. I just don’t want to go through this process any more. Interview by Monruedee Jansuttipan

Pirapong Saicheua has been personally responsible for overseeing the riverside project as the BMA's Permanent Secretary. Despite the CPA design’s glaring similarities to Foster + Partners’ work, he still insists it was entirely original. The Chao Phraya Landmark was our idea, to place valuable information studied during the design process in a new museum. The drama about the copycat design [Norman Foster's Crystal Island in Russia] and the monument modeled after the head of a naga [a mythical serpent-like animal from Buddhist folklore] is just too much. Who owns the naga copyright? Anyway, we’ve already scrapped that landmark plan. Now we’re waiting for approval from the committee to build the promenade.
The Study Team Antika Sawasri is assistant manager and spokesperson for the CPA. She was involved both with the design work and controversial seven-month environmental assessment. We accepted this project because we saw the benefit of a publicly accessible river promenade. Sure, there will be some effects. Some communities will be relocated as they intrude on the river. We might have been working within a short time frame, but we have a large team which covered everything: water engineers, historians and architects. Our study found out that the promenade won’t affect people that much. You can’t view the Chao Phraya romantically anymore. People don’t wake up and take a bath or paddle their boat in the river these days. We should have more contemporary ways for people to use the Chao Phraya. But there is genuine historical value to a community, like Mittakham 1, then the public should be able to admire it.
The Opposition The Controversy For almost two years, the Chao Phraya River Promenade project, which will see a 14-kilometer (seven kilometers on each side) stretch of the river turned into a cycle lane and public walkway, has been headline news for all the wrong reasons. The drama came to a head last month when Chao Phraya for All (CPA), the design and environmental assessment team led by King Mongkut's Institute of Technology Ladkrabang (KMITL) and Khon Kaen University (KKU), released its new plans for the river promenade including the Wiman Phra Indra museum. The conical building bore an uncanny likeness to world-famous British architects Foster + Partners’ design for Moscow’s Crystal Island—a point made publically clear on Facebook by local architect Duangrit Bunnag. The Bangkok Metropolitan Administration (BMA), who commissioned CPA, dug its heals in, insisting the design was original despite the glaring similarities. Eventually the design was dropped, though no action will be taken against the CPA for alleged plagiarism. On the contrary, they were kept on board and submitted their final Chao Phraya Promenade design on Sep 26. Exactly what these plans look like has never been made public, but the BMA still plans to move ahead with them as early as the beginning of 2017.

Founder of Shma design Yossapol Boonsom is an architect and key member of Friends of the River, who are at the forefront of the opposition against the river promenade. This project is not created from a macro picture of what the Chao Phraya really needs. The prime minister said he wanted a bike lane and no one dared to ask him why. These are our taxes. If a study was set up transparently and conducted in a proper time frame, after which people said, ‘Yes, we want a promenade, but just one kilometer,’ then OK, let’s build it. But this conversation never happened. KMITL just followed TOR order to study and design a river promenade then forced people to accept it. The government is using top-down policy to reorder the riverbanks to look the same as other countries. The Chao Phraya for All’s designs might be gorgeous, but it’s clear they don’t at all look like the Chao Phraya. It will destroy the river, making it look like somewhere completely different.
The Historian Reputed anthropology and historian Srisak Valipodom sat on the 19-member National Reform Council in 2010. The editor of Muang Boran Journal, he also lectures frequently on Thai history. This promenade has nothing related to Bangkok’s history. The capital was built by communities along the river. The project will destroy the sacred cultural landscape, where temples are the center of faith. They want to erase the communities and turn the Chao Phraya into an irrigation canal. Even their Wiman Phra Indra, the landmark slated to become the Bangkok History Museum, is totally ridiculous. It uses a naga as an icon, but the river has no historical relation to the naga, unlike the Mekong River. Actually, the animal which is historically important to the Chao Phraya is the crocodile, which used to live in the Chao Phraya in ancient times.

Chao Phraya River Rim The proposed 14-kilometer promenade might already be controversial, but according to the Office of Transport and Traffic Policy and Planning (OTP), they have an even larger project planned. The Chao Phraya River Rim (www.chaoprayariverrim.com) will be a 140-kilometer passageway along the river bank, passing Pathum Thani, Nonthaburi and Bangkok before ending at Bang Krachao in Samut Prakarn province. The five-year plan is broken into five projects. Scheduled for 2016-2060.
The government has claimed it will reorder and limit intrusions on the river, which means some communities will get relocated, even old communities that have lived here for generations. Unfortunately they don’t have any documents proving their age. The new 2016 constitution can’t even protect them because it includes a clause that allows the government to decide whatever it wants. Many of these communities don’t know their rights and decide to move out when they’re offered compensation or get help finding new homes within government housing projects. The promenade also violates the rights of people who legally live on the riverbank. The construction may make them feel unsafe, as it puts a passageway in front of their homes.

I want to be able to ride a bicycle around here. It will also allow people to get close to the river for free without having to pay for fancy boat rides. I’m not worried about privacy or security, we can protect ourselves. Anyway, the people can’t win against a government decision. If something’s good for the country and doesn’t obscure the river view then why wouldn’t we want it?
Udom Khamging, 67, Mittrakham 1 community I’m afraid that this project will expel us from our home. I have stayed here for 50 years. It was a giant floating market before it became a settlement. I’ve dived in the Chao Phraya River all my life to find antiques and sell them to feed my wife and disabled son. I’m 67 and only graduated fourth grade. I don’t know how I would make a living if I had to move away from here.

The original idea for the Chao Phraya Promenade stems from the current military government led by Prime Minister Prayuth Chan-Osha. He is said to have personally initiated the proposal after coming to power in May 2014. In Dec 2014, the cabinet accepted a plan for a 2.5-meter-high, 19.5-meter-wide passageway that included a bike lane. The development would span from Rama VII Bridge to Phra Pinklao Bridge, a total of 14 kilometers (seven kilometers on each side). On May 12, 2015, the cabinet voted to build the Chao Phraya river promenade in 18 months, starting Jan 2016. Following strong public outcry, the process was delayed, with no private sector contractors submitting their bid. To ease public concern, the BMA hired KMITL and KKU in Jan 2016 at a cost of B120 million to study and design the river promenade in seven months under the project name Chao Phraya for All. Now, that study is complete, and being reviewed by commissions from all related departments, including the Interior Ministry, Marine Department, Bureau of Budget, Office of the Council of State, Office of the National Economics and Social Development Board, as well as the BMA.

Laduree Salon de The French patisserie Laduree brings its luxurious tea house to the heart of Siam. The buzz: This French big-name patisserie brand caused long queues a couple of years back with its macarons. Now it looks to introduce a full Parisian tea-room experience to Siam Paragon with dishes that go beyond dessert. The decor: The pastel-green facade and incredibly ornate details mimic the Laduree on Paris's Avenue des Champs-Elysees. Belying the mall location, out front offers a terrace-like vibe for dessert and afternoon tea. But inside is where you get the full white tablecloth experience, complete with heavy curtains and chandeliers. To match the plush surroundings, the service staff do a great job making you feel first-class.

The food: On top of brand staples like omelets (with a wide choice of toppings, B280-300) and French toast (B350), the menu covers delicate and prettily-presented dishes like duck foie gras with mango and pistachio (B650), which combines foie gras terrine with mango chutney and pistachio in three forms (puree, paste and macaron). Heavier mains include grilled beef with potato mash (B900) and free-range chicken vol au vent (puff pastry stuffed with chicken, B750), served with wild mushroom sauce. Despite helming such a rigid kitchen, French chef Benoit Fossiez also manages to roll out his own daily specials like lobster bisque with crab wontons. As well as the colorful macarons (B120), you’ll find a vast spread of pastries like Mont Blanc (pureed chestnuts topped with cream, B290) and millefeuille (puffed pastry with pastry cream, B290).
The drinks: The house-brand tea blends are priced at B220/ pot, while there are also fancier concoctions like Romantique (mixed tea, violet syrup, raspberry nectar and pineapple juice, B280). Booze covers cocktails (B420-450) and wines starting from B350 a glass. Why you should care: Proving there’s more to the Laduree brand than macarons, this is about as close to a grand bourgeois Parisian experience as you’ll get in a Bangkok mall. Opened mid-2015, Shanghai-born Revolucion cocktail bar brings a taste of Suk 11-style nightlife to Sathorn Soi 10. Even those not completely enamoured with the bar’s showy barmen, club-friendly sounds and unbuttoned dress-shirt crowd will still find plenty to like at this upstairs restaurant. Clandestino Cantina features similar Cuban-chic decoration with murals brightening up the industrial space. Yet the feeling is more easygoing and casual. In serving Latin cuisine, Mexican chef Gabriela Espinosa takes cues from Italy, France and Spain. The small plates, in particular, go for fun interpretations— with lots of success. Take the deconstructed Spanish tortilla (fried egg with potatoes, B190), which comes in the form of potato mousse, served in a little jar with sweet onion confit. If you have a vegetarian friend, chances are they know or regularly dine at this restaurant. Open for four years now, May Veggie Home is a favorite of non-meat eaters thanks to no-frills, meat-free comfort food that packs in flavor. We visited on a Saturday for lunch and there was a thick crowd of both Thais and foreigners. Sitting apart from the healthy food trend often associated with vegetarian food, this restaurant is not afraid to add calories in pursuit of flavor. Dishes like oily fried minced tofu (B129) with holy basil would be hard to find at any serious healthpromoting eatery, and while not lean, still manages to be a pleasant, full-flavored kaprao. It’s the same story with their shiitake spring rolls (B99) and cauliflower “spicy wings”
elevated by a deep-fried egg yolk that’s crispy on the outside but still runny inside. The scallop salmorejo (B390) also reveals a deftness of touch, seeing pan-fried scallops wrapped in Iberico ham and served in a cold tomato puree that’s like a creamy gazpacho. Light yet multidimensional, the dish is more than the sum of its parts. Ultimately, these appetizers set the bar just too high, with mains treading a more familiar path. A perilla (South American-style charcoal grill) is used to cook churrasco en chimichurri (beef striploin with chimichurri sauce, B590). The beef is everything you want at this price point—juicy and well-charred—but the chimichurri lacks that pungent punch. Another safe enough option, the seafood paella (B410) comes piled with clams, calamari and prawns, but the stodgy, risotto-like rice makes it hard to finish. We do love the sprinkling of fiery chorizo, though. The drinks menu is the same as the bar downstairs, meaning plenty of Latinorigin wines and classic cocktails with creative tweaks. There’s plenty to get excited about, though we’re on the fence about the aged negroni (B330), which is closer to sangria, served in a stemmed glass with fresh fruits and soda. Visiting on a Friday night we were lucky to find a table. Indeed, Clandestino Cantina ticks the boxes for a solid pre-party spot. With careful ordering, the food impresses, too.

The two-sided A3 menu goes on to other Thai and Isaan dishes, including somtam and a tomsap (spicy Isaan soup with mushrooms, B129) which for us tastes like a hybrid of tomsap and tomyum. But it’s their attempts at foreign cuisine that result in one of the restaurant’s star dishes: the May Veggie burger (B159). Served between a griddled English muffin, the wel l- spiced bean patty is perfectly crispy on the outside and dense in the center—arguably one of the best veggie burgers around. The sesame-mint dressing that accompanies the avocado salad (B179) is also worth mentioning for its refreshing aroma, balanced taste and clear, non-oily texture. They also serve faux meat here. The holy-basiltopped, deep-fried “chicken steak” (B220, served with mashed potato and blanched veggies) made from soy possesses convincingly meaty fibers and even a faux skin—shame the taste isn’t there, too. We recommend you end the meal with a coconut-based ice cream from Cocomuch (B45/scoop) rather than one of the dry vegan cakes. If you’re looking for a meat-free meal that’s not necessarily healthy, May Veggie Home makes a safe choice.

OUT OF TOWN Karma Kamp This Oct 15-16 the Karma Klique party crew throws a weekend-long musical voyage into the wilderness featuring two stages of music from some of the biggest names in Bangkok’s clubbing scene, including Sunju Hargun, Dan Buri, Nemo Cools, Boris Rubin, Unda and Marine Caillat. On top of that, there promises to be lighting installations by Zieght, live paintings and visuals by Charles Clapshaw and fire performances throughout the night. By day, expect plenty of opportunities for outdoor sports like swimming, kayaking, biking and rock climbing, before calling it a night at the pre-arranged tents on-site. Last week The Paradise Bangkok Molam International Band made an appearance on celebrated online music broadcasting platform Boiler Room, and we're stoked that molam—the rhythmic brand of Isaan folk music—continues to make big waves globally. But now here's something a little different. "Don't Cry" is the latest single from Srirajah Rockers which sees the Thai dub reggae band team up with rising molam singer Rasmee Wayrana. You might think reggae and molam make for a slightly weird mix, but actually we love the song's super-chill, easy-listening vibe, which is complemented by a suitably retro music video. The track's mellow, dubbed-out nature pushes Rasmee's impressive molam voice right to the front—and she's never sounded smoother, delivering her lyrics in the Northeastern dialect.

The series involves 10 interactive art pieces, displayed alongside a set of backscratchers that viewers can purchase. The backscratchers can then be used to scratch off two large pink circles, resembling breasts, in order to reveal an artwork underneath.
