Services listed are applicable for ICAO-mandated National civil aviation security programmes (NCASP), Airport security programmes (ASP), and Commercial air transport operator programmes (CATOP). 2. Covert testing operations are conducted in full confidentiality, with the sole purpose of identifying critical weaknesses within the audited airport’s security system. These operations are planned and prepared in consultation with the airport’s ranking security officer. Blacklight AVSEC employs Blacklight Group consultants with special military backgrounds in intelligence and counter-terrorism to conduct all covert testing.

Blacklight Assistance and Sustainment Advantage Packages (ASAP) National Civil Aviation Security Programme We play a key role in the development and implementation of National Civil Aviation Security Programmes (NCASP) in emerging and developing countries worldwide. Our customized service packages ensure that ICAO Standards and Recommended Practices (SARP) are invariably met and surpassed by your country. In addition to the services listed on the opposite page, we include mentorship and assistance in forming national civil AVSEC committees, national quality control and training programmes, and expert advisory on the integration of national legislation. “Each Contracting State shall establish and implement a written national civil aviation security programme to safeguard civil aviation operations against acts of unlawful interference, through regulations, practices, and procedures which take into account safety, regularity and efficiency of flights.”

Airport Security Programme Once a functioning and compliant NCASP is in place, ICAO further mandates the creation and sustainment of security programmes at the individual airport level (both domestic and international). Our customized service packages include all of necessary service modules needed to assist your airport in rapidly achieving ICAO compliancy (Annex 17 and Security Manual Doc 8973), while increasing your marketability towards major airlines. “Each Contracting State shall require each airport serving civil aviation to establish, implement and maintain a written airport security programme appropriate to meet the requirements of the national civil aviation security programme.”

Commercial Air Transport Carrier Security Programme ICAO and IATA mandate commercial air transport carriers to implement and sustain security programmes of their own. We offer cost-effective solutions to meet and surpass the minimum requirements set by such standards, regardless of the size of your airline operation. Our packages can be customized to include threat and vulnerability assessments of destination airports and cities, and AVSEC awareness and specialized training.
