Existing and Emerging Security Initiatives Customs – Trade Partnership Against Terrorism (C-TPAT) Launched merely two months following 9/11 by US Customs and Border Protection (CBP), C-TPAT has grown from an initial 7 certified American companies, to over 10,000 in the world today. Though still a voluntary programme, it’s membership benefits have come to far outweigh its implementation costs for companies wishing to conduct trade with the US.
Canadian Partners in Protection Programme (PIP) Created as early as 1995 by Canada’s Customs Border Service Agency, the PIP programme was overhauled in 2008 to enhance compatibility with US C-TPAT and EU AEO. Canada’s version is however intended to equally target terrorism, organized crime, and contraband smuggling. It has become a prerequisite for companies wishing to participate in the FAST programme.
Authorized Economic Operator The European Commission (EC) conducted its first test run of the securitycentric AEO concept in 2006. This programme is designed to allow European Union (EU) Member States to grant AEO status to companies that meet the set requirements with regards to the following: customs compliance, recordkeeping, financial solvency, and appropriate safety and security standards.
ISO 28000 Specifications for Security Management Systems for the Supply Chain The International Standards Organization launched its 28000 series of standards for the first time in 2005, and published a first revision in 2007. Authored by ISO’s TC 8 (Technical Committee Ships and Marine Security), the World Customs Organization (WCO), and others, it was designed to be fully compatible and closely aligned with ISO’s 9000 (Quality) and 14000 (Environmental) standards.
