Bill 22 prompts escalated job action By Lachlan Labere MARKET NEWS STAFF
B.C.’s teachers are ready to escalate job action in response to the provincial government’s intent to legislate an imposed contract. The B.C. Teachers’ Federation (BCTF) has received approval from the B.C. Labour Relations Board to go on
strike for up to three days in the first week, with advanced notice to parents and students. The BCTF will be voting this week on the walkout, which could occur as soon as Monday. Teachers in the OkanaganShuswap were out on the streets Monday afternoon for a “day of action,” protesting
Education Minister George Abbott’s decision to proceed with legislation that would bring an end to the yearlong teachers contract negotiations. “He’s showing poor direction – we’re standing up for the bigger picture. This is about the erosion of democracy,” commented Salmon Arm Secondary theatre in-

Abbott announced Friday that he would be directing staff to prepare a bill or bills that would bring about a “resolution” to the collective bargaining dispute between
the BCTF, the BC Public School Employers’ Association (BCPSEA) and the province. On Tuesday, Abbott tabled legislation that would forbid any strike action. “From my perspective, it is unacceptable that this situation continue,” Abbott said See Court on page 2

Continued from front in a press conference Friday. “The parties have been at the table now for one year, there have been 78 face-toface bargaining sessions and the parties remain as far apart today… as they were one year ago, and I am not prepared to see this go on very much longer.” The BCTF responded with demands for a mediated settlement, to which the BCPSEA has since agreed. “Our employer, BCPSEA, agreed to mediation on Friday, so I’m concerned that the minister is a little bit ahead of himself as far as legislation,” said North Okanagan Shuswap Teachers’ Association president Lynda Bennett. “We feel it would be respectful if he put legislation on the side so that we could give mediation a try.” Abbott initially dismissed the notion of using a mediator to settle the monetary issues. He said it is not an appropriate assignment for a mediator to attempt to bridge the $2 billion gulf between the two parties. The minister is now open to mediation provided it is within the province’s net-zero mandate. The education minister’s announcement Friday followed the release of a report on the status of collective bargaining between the teachers’ federation and the BCPSEA by assistant deputy minister of industrial relations Trevor Hughes. The report concludes that it is unlikely a negotiated agreement could be achieved, with wages being the key sticking point. Abbott said he was very concerned with how the absence of report cards and of collaborative meetings between teachers and administration have left some children vulnerable, and special needs students at an increased risk. WINTER DRIVING
#Teachers Karen Andreassen, Lynn Ritchie, Donna Rollier and Jaana
Mainprize get ready to take to the streets in a show of solidarity Monday. ry Council (DPAC) president Jennifer Cook says there are indeed students who have been impacted by the teachers’ job action who will be repeating some grades as a result. But she notes the overall impact varies from school to school. At some, she says, it’s been business as usual, while at others, she says she’s heard from parents who are hearing more now from teachers than they did in the past. Part of the issue, she says, is parents maybe not realizing they can still communicate with teachers. “A lot of parents think, with this job action going on I can’t speak to my teacher, and that’s not the case. Teachers are encouraging parents to come to them more and get more information,” says Cook. What has had an impact on students, says Cook, has been the elimination of recess, and the collaboration between teachers and administrative staff that might have kept some students from falling through the cracks. School District #83 Superintendent Dave Witt has seen this as well. “We’re starting to see some signs of concern in terms of parents losing touch with their student’s progress, especially at the secondary level, so there have been areas of concern,” says Witt. “I know principals and vice-principals have really missed being able
to consult with teachers as a group on a variety of school direction issues. So those pieces have all had their impact.” Witt says he would welcome an end to the teachers’ job action, but that it’s unfortunate it will not be through a negotiated collective agreement. While Abbott says the province will not budge on its net-zero mandate, the B.C. government is required to come up with a solution to the issue of class size and composition, which Bennett says is the number-one issue for teachers. In April 2011, the B.C. Supreme Court ruled that provincial legislation limiting the right of teachers to negotiate class size and composition was unconstitutional. The court gave the government until April of this year to address the matter with new legislation. What Bennett has seen so far hasn’t inspired confidence. “I took the issue to George on Wednesday – a class of 30 that has 21 kids who have huge needs – and what (he) said was, that class is not acceptable,” says Bennett. “On other classes, he said the composition wasn’t fair. So I said to him, if you say that these aren’t acceptable and aren’t fair, what are you going to do about it? And he has no answer other than, if we fix

teachers, if we make them better, that will address the problems.”

Lots of heroin, meth on streets By Martha Wickett MARKET NEWS STAFF
It’s getting tougher to be a drug dealer in Salmon Arm. Police have made three major arrests in as many weeks, and are encouraging the public to help by providing tips. Last Tuesday, Feb. 21, police arrested a man behind the Save-On-Foods parking lot for possession for the purpose of trafficking of both heroin and methamphetamine. Police report that the suspect is known to them and had been recently released from jail after serving time for being caught in a stolen vehicle. “The male was found to be in possession of heroin, methamphetamine, Canadian currency, and a gold ring that was recently taken in a break and enter from a residence in Salmon Arm,” said Sgt. Carlos Tettolowski. The suspect, Jeremy Robert Minion of Salmon Arm, has been charged with two counts of possession of heroin and methamphetamine, as well as one count of possession of stolen property. Just two days earlier, on Feb. 19, police stopped a vehicle for speeding on the Trans-Canada Highway across from Buckerfield’s. Consequently, a Lower Mainland man is facing drugrelated criminal charges after officers discovered what they are terming a “fair amount” of methamphetamine. Cpl. Luiz Sardinha with the Salmon Arm Drug Section says police have arrested three of the town’s top dealers in the past three weeks, one of whom
was a 63-year-old woman. With all of them, calls to their cell phones kept coming in after they were arrested from people shopping for drugs. “We’re taking 10 to 20 calls after the arrest in one to two minutes,” Sardinha said, explaining they were all “dial-adope” where users simply phone and then meet up with the dealer. “They’re dealing it right out in the open, behind Askew’s, behind the dance hall, behind Save-On-Foods, behind Zellers,” he says. Sardinha came to Salmon Arm just over a year ago from a northern town and he’s been surprised with the amount of hard drugs like heroin and methamphetamine. “It seems like there’s a lot more meth and heroin in this town. It’s bizarre in this town. It’s here and it’s growing.” In some towns there’s a monopoly where just one person controls who gets to deal dope, but not in Salmon Arm – it’s equal opportunity drug dealing. “We take one or two guys out and two new guys move in.” At the same time, Sardinha notes that the increased police focus on drug dealing is being felt by the dealers. “We’re having an impact, people are looking over their shoulders – and we’re coming.” He encourages the public to report any suspected drug activity to the drug section, and callers can remain anonymous. “Give us a call – any information is helpful and might corroborate our last piece of information.

Suspects nabbed in tractor-trailer thefts It didn’t take long for a semitrailer thief to get back in business – a business that led police to a large cache of stolen vehicles and will likely lead the thief right back to jail. Recently released from prison after serving time for stealing a tractor trailer loaded with lumber from Kamloops, a suspect and accomplice were arrested in the Salmon Arm industrial park Friday, Feb. 24 with the keys to a white Kenworth low-bed trailer and Caterpillar 308 D excavator, stolen from an Edson, Alta.
company the previous day. En route to the industrial park, police received another call advising them that a man was attempting to get into the stolen vehicle. Upon arrival, officers discovered a man and woman and the licence plate to the stolen semi in the back of their black F-350 vehicle. The two, both known to police, were arrested at the scene for possession of stolen property over $5,000. A further search led to the
discovery of the keys to the stolen tractor and excavator in the pants of one of the suspects. Search warrants executed on two Sorrento properties owned by one of the suspects led to the discovery of stolen property worth approximately $300,000. The stolen excavator was found, along with a ’98 GMC truck stolen in Salmon Arm in January. Further searching led to the discovery of another 2011 Dodge pickup, stolen from Edmonton in January.
Public warned to stay off ice, no matter what
JAMES MURRAY/MARKET NEWS
# Ice thickness can vary widely in a small area and is affected by many environmental factors, so people are advised to stay off.
No matter how safe it looks, don’t take the chance. People have been observed walking on Shuswap and McGuire lake ice lately, to their peril. While the ice might be safe in one spot, that doesn’t mean it’s safe just a few feet or yards away. “What people need to understand, ice is rarely uniform in thickness. It may be a foot thick in one place and a few
inches a few feet away,” says Mike Bailey, assistant fire chief with the Salmon Arm Fire Department. Earlier this month, a father died in Wood Lake near Kelowna after the ice collapsed while he was playing hockey with his son. Bailey notes a lot of factors affect ice safety, such as water depth, fluctuations in water level, the size of the water body, currents,
chemicals that might have entered the water, and any type of debris in the water that absorbs heat from the sun. Whether ice fishing, walking or cross-country skiing, ice should be a minimum of four inches (10 centimetres) thick in order to support a person, he says. Bailey also points out that people often mistakenly think snow on top of ice can make it stronger. It actually makes it weak-
er, he says, by creating an insulating layer that can thin the ice. The best advice at this time of year is to stay off the ice, Bailey warns. “Especially in the spring when the ice starts to thaw, the thickness of the ice can’t be determined – there’s no way to tell. Ice may look solid, but because of currents and the way ice melts, ice can be strong in one place and weak in another.”

OPINION Voters turned off by dirty tricks Every time an election rolls around there is plenty of hand-wringing and angst-ridden postulating about getting more people out to vote. How to we engage more of the electorate? How do we engage more youth in the political process? The easiest way would be for our politicians and the minions who work for them to stop doing what they’re doing. Two separate incidents have come out of Ottawa this week that should enrage the Canadian public but will, more likely, just result in them tuning politics out. The first is the revelation that a Liberal party staffer was responsible for the Vikileaks website. This was the one that was Tweeting personal details about Public Safety Minister Vic Toews’ divorce. The excuse that the information was readily available public information falls flat in light of Vikileaks’ purpose – to smear Toews. Then comes the so-called Robocall scandal. This is where calls made on election day from a firm hired linked to the Conservative party were directing people away from polling stations. This, if proven to be true, is a lot worse than trying to smear a politician. It’s election tampering and those responsible should spend some time looking out from the inside of one of the Conservatives’ new prisons. While political careers may be damaged or destroyed, the real damage is to our political system. We all want people to become more engaged in our political system but who in their right mind wants to get involved in this kind of despicable chicanery? Sadly, this is what politics has become so those who don’t want to stoop to gutter-sniping and dirty tricks avoid politics – and that’s a shame because our country suffers for it. -Prince George Free Press

Mystery writers come out of woods It would seem that more and more mystery writers whose books are set in the great outdoors (or plot’s involve fly fishing) are coming out of the woods, so to speak. Last week, I did a column on female murder mystery writers. This week it’s male murder mystery writers. Either way, there are a lot of really good, wellwritten, interesting murder mystery books out there that take in the wilds. David Leitz’s (Fly Fishing Can Be Fatal, Dying to Fly Fish, Casting in Dead Waters, Hooked on Death and The Fly Fishing Corpse) main character, Max Addams, runs the Whitefork Fishing Lodge. What can I say? I only wish it were me. During the course of his day, Addams fly fishes, unravels murder mysteries and works hard to save his favourite trout streams. His books are interesting, witty and, well, for some reason I just relate to them. John Galligan (The Nail Knot and The Blood Knot) is another murder mystery writer who incorporates fly fishing into his books. His
THE GREAT OUTDOORS James Murray main character, Ned “Dog” Oglivie is a dedicated fly fisherman in Wisconsin who, while fishing, also happens to stumble upon the occasional dead body and subsequently has to solve the mystery and find the killer … “and in doing so, comes to rediscover what it means to care about another human being, whether living or dead. The Nail Knot is a terrific mystery that rivets the readers attention from beginning to end.” Steve Hamilton’s Alex McKnight series of murder mysteries (A Cold day in Paradise, Winter of the Wolf Moon, North of Nowhere, Blood in the Sky, Misery Bay and The Hunting Wind) take place in and around the small, rural town of Paradise on
Michigan’s Upper Peninsula – mostly in winter. They are gritty, fast-paced and a great read for cold winter nights or weekends out at the lake. To say that C. J. Box’s books (Force Of Nature, Cold Wind, Blood Trail, Open Season and Winterkill) are clever or well-written would not do them justice. To say they are a wild ride, riveting and a force of nature themselves would be a bit more accurate. Box’s main character, game warden Joe Pickett, is the antithesis of most modern murder mystery protagonists. For one thing, he is happily married with two daughters. For another, he does not have excess emotional baggage or a dark past that haunts him. Pickett works hard and tries sincerely, to do the right thing. He doesn’t talk much. He’s a lousy shot. He’s human, and real, which means he sometimes screws up. Most of Phillip R Craig’s books (A Beautiful Place To Die, The Woman Who Walked Into The Sea, Off Season, First Light and Vineyard Blues) are set in the Martha’s Vineyard area. They involve
interesting plots, fishing, real characters and fishing. What more can I say? Ken Goddard (Prey, Wildfire, Double Blind, First Evidence and Outer Perimeter) is the lab director of the National Fish and Wildlife Laboratory in Oregon – the only wildlife forensics crime lab in the United States. While most of his books are set in the wild, some have an other-worldly twist. I highly recommend First Evidence and its sequel Outer Perimeter. Mark Sullivan only has two murder mystery books that I know of, Purification Ceremony and Ghost Dance. What a shame. Both are great reads, that like Goddard’s, have a bit of a supernatural twist. The one mystery, to me at least, that has arisen out of writing the last two columns about murder mystery writers is how many more female writers there are than men. The must be 20 times more really good female writers who books are set in outdoor environs. But, like I said at the beginning – either way, there are a lot of really good, murder mysteries out there.

Sorrento prepares to celebrate 100 years Studying the history of our community is one of my pastimes, this year in particular with Sorrento celebrating 100 years as an official mark on the map in BC. There is a committee busily organizing events for tourist season, with historical references incorporated. Louise Barber is one of those on the Sorrento 100 committee. Barber has been actively making improvements to the Notch Hill Cemetery, with help from enthusiastic volunteers. She is also putting together historical background on various points of interest within the South Shuswap area for the Sorrento 100 celebration.
OUT AND ABOUT Lynda Hooper Barber has a voluminous collection of resource material, with anecdotal accounts published in various local chronicles. Barber stopped by to chat and share what she had found so far, and together we poured over a 1912 survey map of Notch Hill, reviewing names as noted on various parcels of land. We talked about the sternwheelers as

major transportation in the area. Trappers Landing was a stopping point for the boats on Shuswap Lake near Sorrento. The exact location is unsure, as some say it’s down Buckley Road, some say Gillespie Road, some say Shuswap Marina, while others say at the Reedman park access. Barber would like some input on the location of Trapper’s Landing near Sorrento, help in determining the real truth. Give Barber a call at 250-253-5776, if you have some facts on Trappers Landing, she’d like to hear from you.

How important is dietary fibre, and do we get enough in our diet? The average daily intake of total fibre for adults in North America selecting a Western Type Diet is 13g, well below the recommended amount of 38g for men and 25g for women. Dietary fibre promotes selective growth of beneficial intestinal bacteria, which in turn helps inhibit the growth of other, diseasecausing bacteria. Dietary fibre prevents constipation, may lower the risk of heart disease, obesity, diabetes and also help reduce blood cholesterol levels. Check out our Bulk Section with great selection of dried beans which provide up to 10 g of dietary fibre per 1/2 cup. Did you know that a 1/4 cup of Almonds has 4.5 g of fibre?

Getting the right glide “I used hairies. What did you have?” “Purple wax with a red stripe but I hear waxless worked fine for some.” “I almost bit it on the big hill!” “Kind of a grunt going up the last rise into the finish line!” These were comments heard at the finish line at the BC Championships two weekends ago hosted by the Larch Hills Nordic Society. Margaret Kitchen, who had been at the finish line throughout the Saturday races as collector of the racing bibs, chuckled at the discussion I was having with the other masters skiers who, like me, had just finished our 10-km race and were having the usual hobnobbing session at the finish line. “No matter what the age of the skiers, from the pee wees to the masters, the talk is the same – What wax? Hairies? Hills, falls, exciting details . . . quite funny, actually.” It had been a challenging day for waxing – snowing earlier in the day, then warming up later. With the first of 360 racers starting at 11 a.m. and individual starts at 15-second intervals, beginning with the youngest skiers, my start time as one of the older masters competitors was 13:17:15 which meant that my wax would necessarily be different from the racers that went out two hours
TRAIL TALES Marcia Beckner before. Tricky it was. The Larch Hills Nordics waxing tent was set up for the event and the coaches and parents had been busily waxing the kids’ skis to get the best grip and glide for each racer. Thankfully, there were a few fellows available in the tent to confer with re: wax when my start time came near. What was being suggested was “hairies” when waxes and waxless skis weren’t working for the skier. I was happy to do anything that would give me grip for the hills – but without compromising the downhills terribly. Hairies worked just great for me. After cleaning the grip zone with wax remover, George Jackson took the power sander to the grip zone, then topped it with a silicon rub. It was the first time I had ever used hairies. They gave me both the grip I needed to get up the hills and glide for the downhills. I’m a convert. Pretty exciting that the Larch Hills Nordic racers brought the club championship trophy to the Larch Hills for these
two years running. Previously, the Larch Hills had won it twice – 1983 and 1997. The challenge will be to bring it back to LH next February when the BC Championships will likely be hosted by a northern club. With five amazing coaches, 55 junior racers, and a cadre of supportive parents, the LH Nordics could well do it again. In sharp contrast to this racing weekend, last week the Wednesday Wenches took a lovely “bog tour” – off- set track. Breaking trail up Sky Trail we ran into an “almost hail” storm then broke out into sunshine at the North Hub. Wending our way
through the forest we came out onto the first bog. Gorgeous! Sometimes moose are sighted in the bog area but we weren’t that lucky. For folks interested in trying off set track skiing the bogs are a good choice – flat, accessible from the main trails. Good to have fat basket poles for the trip. Good luck to the LH Junior racers taking in the BC Midget Championships this weekend in Kelowna. Larch Hills Nordic Society annual general meeting is Tuesday, March 6, Room 1, SASCU Rec Centre, 7 p.m. Happy skiing!!

Leon attributes his win to a number of successes over the past few years, including various projects and programs. “Getting people involved in jobs and the economy.” His focus for next term will be “more communication and community involvement in a number of the decisions on our table
right now. Of course, we have our comprehensive community strategic plan and some of the implementation of some of those goals.” Leon said he thinks the new council will work well together. “I think it changes the dynamic and in a very positive way. The girls made a paper chain, each link representing a guiding country or promise, and sang an action song. Subs, cookies and juice were enjoyed by everyone. A craft called “Guide Girl” with colourful beads was made to pin on their camp hats. The event closed
with all the units singing their closing songs and each girl receiving a World Thinking Day crest.

Musings on options for education in the province In this economy where few are getting raises, especially in the private sector where rising prices can mean an immediate reaction from customers in a competitive market, are teachers out of line? Since the beginning of the school year, B.C. teachers have taken action, refusing to do what they call non-teaching activities. It seems to me that marking exams and filling in report cards are methods of assessing student performance, helping to guide what to teach next. There are learning alternatives such as the distributed learning model and home schooling. There is always talk about privatizing government-funded programs; perhaps it’s time to privatize the publicschool system. Schools could be
VILLAGE VOICE Lynda Hooper smaller, closer to home, with less bus travel for students. Operating hours would be flexible, as could a speciality like language immersion focus, or music and arts, or sports. Existing facilities could be contracted out to a variety of groups in the neighbourhood, including educational. Are we ready to get away from the institutional model? There would likely be a need for a shuttle service so bus drivers would maintain em-
ployment, perhaps driving smaller vehicles. Children might have better options for their individual needs. Principals and administrators would be required, but could telecommute for the most part, actually more like a school trustee. School records actually could be submitted online with the district trustee. The Fraser Institute ranks B.C. schools against past performance with comparison to all other schools in the province, using Foundation Skills Assessment (FSA) scores collected each year. FSA tests grades four and seven students, the results are collected and chartered by the Fraser Institute in addition to providing each school with a measurable standard. The current round of FSA tests are nearing
completion. Haldane Elementary School in Chase has shown a small but steady improvement in its rating since previous years, ranking 454th of 860 schools in B.C. Chase Secondary School has been consistent in performance over the years, placing 273 of 274 provincial high schools. School district trustee Denise Harper says teachers will need ‘healing time’ to get over the pending legislated contract imposed by Education Minister George Abbott. Abbott says the contract would conform to the B.C. Liberal government’s net-zero mandate of no wage increases for public-sector employees for the next two years. There were no striking teachers when I drove past schools in Chase, not too much
to get overly excited about. A calm approach to change is better for everyone in the long run; emotion will short circuit a good plan in no time.

John passed away peacefully as Shuswap Lake General Hospital of Feb. 22, 2012 with his daughter Caroll and son in-law Brian at his side. He was 91 years of age. Born on February 27, 1920, John was the eldest of seven children born to David and Hazel Steele, homesteaders in Shaunavon, Saskatchewan. He was pre-deceased by his loving wife, Dorothy in 1972, his parents, his sister Elva, brother Joe, brother Elvin, sister Hazel and his second wife Kay in 2011. John is survived by his son Scott Steele (Louise), daughter Caroll Cassidy (Brian), his brother Ken Steele, sister Iona Francis, grandchildren Aryn Steele (Chris), Lauren Steele (Tony), Caleigh Cassidy (James), Ian Cassidy, Riley Cassidy and many nieces and nephews. Sharing in our grief are Kay’s children who he loved as his own, Jean O’Brien (Bert), Rob Thiessen (Louise), LaVaune Ellis, Kay’s brother Jim, many grandchildren and many, many dear friends. John was extremely well-read with a great passion for history and the arts. His memory was incredible with a mind we jokingly referred to as a “Steele” trap. An accepting, humble, good humoured soul, John made friends easily and will be sorely missed by all who knew him. John served in the Canadian Army from 1939 to 1946 during World War 2 in Italy and northwest Europe. Battle’s o’er, dear Daddy. Rest in peace. The family wishes to thank the staff and residents of Piccadilly Terrace – most especially, Darla Girard, the staff at Shuswap Lake General Hospital and Dr. Weicker for the compassionate care and help in giving John a peaceful end to a long, well lived life. A celebration of life service was held a Five Corner’s Pentecostal Church on Monday, February 27, 2012 followed by a second family service at a later date in Shaunavon, SK where he will be placed to rest beside his beloved Dorothy. Memorial donations in John’s name can be made to the Salvation Army. Arrangements entrusted to FISCHER’S FUNERAL SERVICES & CREMATORIUM LTD. Salmon Arm (250) 833-1129. In Loving Memory of our son, COBY WILLIAM CROSS Coby, born in Olds, Alberta March 19th, 1988, was suddenly and unexpectedly taken from us on February 23rd, 2012. He was raised on our farm for the first six years of his life where his lasting enjoyment and enthusiasm of the outdoors and sports activities were cultivated. Our family then moved to Salmon Arm, BC where he began to excel at hockey, golf, baseball, skateboarding (his favourite activity) and most of all his education. After graduating from Salmon Arm Senior Secondary in 2006 he continued to work for us at Carri’s Restaurant for the next year where he became a fantastic cook. At that time he decided to go to university at UBCO in Kelowna where he studied Business Management all the while working part time at restaurants like Earls, Cactus Club and the Okanagan Golf Course to help pay his way. In his spare time he enjoyed skateboarding, snowboarding, playing hockey and listening to and mixing the music he loved. In 2010 Coby met Brittany with whom he developed a very close relationship making him and everyone around him feel very happy that he had someone so special to him in his life. Coby will be fondly remembered for his wonderful smile and the way he made everyone around him laugh. He had hundreds of friends and was easily liked by everyone who had the pleasure of meeting him. He is survived by his parents, Lynne and Barry of Salmon Arm, his sister Breanne in Kelowna, girlfriend Brittany Murphy in Calgary as well as his aunts and uncles, Wayne Hammer - Calgary, Sandy (Bill) Brosnan - Australia, Heather (Chuck) Hansen - Newmarket, Randy (Linda) Cross - Medicine Hat, Julie (Norm) Roe Red Deer, Jacquie (Dennis) Charlton - Cochrane, Greg Cross - Calgary in addition to numerous cousins as well as all of his many dear friends. The memorial service will be held at the Shuswap Community Church (formerly the 1st Baptist Church) on Wednesday February 29th at 1:00pm with Pastor Myron Crown officiating. In lieu of flowers, donations to the BC Children’s Hospital Foundation, 938 West 28th Avenue, Vancouver BC V5Z 4H4 or ALS Society of Canada, 3000 Steeles Avenue East, Suite 200, Markham, Ontario L3R 4T9 would be greatly appreciated.
