legislation to put an end to the contract dispute. Neil Thompson, president of the Campbell River District Teachers’ Association, said the legislation is in the process of being drafted and will be complete sometime this week. Continued on A2

Foul play is not suspected, say police, after a man was found dead on the beach Saturday morning. According to Campbell River RCMP, the body was discovered by a pedestrian around 10 a.m., in the 1800 block of South Island Hwy. The deceased man was found amongst a large pile of driftwood on the beach and it’s unlikely he was carried in with the tide or exposed to the water. The area was closed off to the public for about three hours while Mounties investigated. “All human deaths must be treated as suspicious until it is proven otherwise,” said Const. Ian Gammie in a news release. It is believed the man died during the night. An autopsy will is expected to determine the cause of death. The investigation is now being handled jointly between the RCMP and the BC Coroners Service. The man’s name has not been released. The pedestrian who discovered the body has been in contact with Campbell River Victim Services.

“We have an escalation vote on Wednesday (today),” Thompson said. “The BCTF (teachers federation) has said if it wants to escalate beyond Phase 1 it would vote on that. We have already gone to the Labour Relations Board to see what we can do within the essential services ruling to escalate (job action).” Thompson said the teachers federation is willing and ready to negotiate but the employer has a mediator with a zero mandate, meaning the province holds all the rights to any bargaining – not a mediator

nor the employer. “I don’t know how you can call that bargaining when they put handcuffs on the mediator,” Thompson said. Teachers are seeking wage increases in line with other provinces, as well as improved classroom conditions and the right to negotiate class size, which the B.C. Supreme Court has ruled should be part of teacher negotiations. The employer says the teachers came to the table with proposals costing $2 billion, including significant increases to salary, benefits, preparation time, and leave time.

A day of powerful healing First Nations gather to get past painful memories of residential schools PAUL RUDAN CAMPBELL RIVER MIRROR

moke and sunshine intertwine at the top of the Kwanwatsi Big House. The smoke represents healing. The sunshine is hope. The smoke is on its way out, the burned remains of terrible residential school memories. The sunshine, a single brilliant ray illuminating one of the four carved house posts, brings reassurance and faith. This is a unique gathering of First Nations bands from across Northern Vancouver Island, residential school survivors, their families and more than 100 local high school students. On Monday afternoon, they’ve come to the big house on the Campbell River Indian Band Reserve to begin a healing process and to remember those who passed on and

were never able to fully recover. Some, like James Quatell, 63, and Trudy Smith, 55, have spent a lifetime trying to heal. “I came back here in 1962 and now it’s 2012. I finally have that feeling of being welcomed back home. I’ve been waiting for this for a long time,” says Quatell, who was taken from his family in Campbell River when he was 10 years old and spent the next four years at the residential school in Alert Bay. “When I came back,

it was like I was a stranger…it was like I had the plague.” Smith was just a Grade 2 student in Port Alberni when she was forcibly removed from her family and sent to the residential school on Kakawis Island near Tofino. “I was taken away in 1965 and lost everything, language, culture, my family…” she recalls of six horrific years on the island. “When I came home, my mom collapsed when she saw me. (My parents) were told I didn’t exist. They

lived in fear and isolation just like me.” As a child, Smith didn’t understand why the nun would come into the dormitory at night and lead one of the other girls away. And then it was her turn to be sexually assaulted and beaten. “A Sister abused me right away…I was sexually abused for years,” she says softly. Somehow, Smith found an inner strength to shelter the younger girls arriving at the school. She would take their place to suffer more sexual and physical abuse. “I would fill in for them, take the beatings and take the pain for them. I didn’t want them to be touched. I was protecting them.” For Smith and Quatell, this day of healing brought back painful memories, but they’re glad to be here, especially with all the young people attending. It’s important for them to understand what their parents and grandparents went through. “I thank the Creator they didn’t have to go through what we did,” says Quatell. Today, Quatell is a cultural leader and one of the organizers behind this healing process called “Imagine Campbell River.” But it took years before he was able to fully re-embrace his culture.

That happened in 1993, when the Campbell River Indian Band launched their 45-footlong canoe, the first ocean-going canoe to be carved locally in more than 70 years. “That canoe was a unique gift,” he says. “Up until then, I felt like an outcast…when I came back (from residential school) I didn’t want to be First Nations. There was a battle within myself and I fought like hell.” The bitter memory fades from his eyes and the warm smile returns as Quatell reflects on this afternoon of healing. The students have learned the importance of the traditional First Nations village where people take care of each other, as well as resiliency. “We need to move forward and let the country move forward,” says August Johnson, a member

of the Homalco First Nation. The healing will continue Thursday and Friday, next door at the Thunderbird Hall when the survivors come forward to tell their stories during the “Truth and Reconciliation” process. Smith will tell her story and so will Quatell. “It’s so sad for those who’ve never had these feelings of being welcomed back,” he says. “The voice I’m speaking with isn’t blaming, it’s what I feel. “Some people call it healing, I call it my voice.” As the day comes to a close, everyone gathers around the fire at the centre of the big house. On pieces of paper, each writes a sentence or two of things they want to leave behind. The papers are gathered and collectively

burned. Then, they write some more, of things they want to reclaim for their community. These are placed in the Gildas treasure box. “We leave today committed to our new path of healing,” Kathi Camilerri tells the group. “Love, kindness, respect and generosity, these are things that help us heal. “This is how we’ve healed forever.” The bitter memories have gone up in smoke and now the participants gather around the dying fire to say a prayer at the day’s end. A peaceful calm comes over Darren Matilpi as he gets up to join hands in the circle. “Powerful healing took place here today,” he says. paulr@campbellrivermirror.com

City eyes business fee hike to generate revenue KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

The city is considering increasing business licence fees. The change would affect not only new, but existing businesses too. “Council has identified an increase to business licence fees as a potential way of increasing revenue,” said Sara Brodie, the city’s land use services supervisor. “Given that these fees have not changed since 2007, there is merit in adjusting the fees to account for ongoing inflationary cost increases.” An increase would directly impact roughly

2,000 businesses operating within the community. The city is proposing to increase the fee to $140 per year, up from the current rate of $120 per year. The rate is the same, no matter the type of business, and the licence is valid for a one year period and renewed on an anniversary date system. The city is struggling to balance the 2012 budget which carries a $3.6 million deficit. A $20 increase in business licence fees would, if adopted before April, generate $290,000 in revenue for 2012 – an estimated $40,000 more than the current licence fee

charge brings in. The suggested increase amount is based on an annual inflationary increase of three per cent per year applied to the current fee. “A more comprehensive review of the city’s business licence process and bylaw could be undertaken during 2012, however, this will require additional time for consultation and comparison with practices in other communities and it is not anticipated that recommendations would be in hand in time to effect 2012 collections,” Brodie said. Increasing business licence fees is just one

of several service cuts the city is looking at to pare down the 2012 budget. At the city’s last financial planning meeting, on Feb. 14, council considered those options and, at a regular council meeting last week, Coun. Andy Adams requested city staff bring forward a report to show what a business licence fee increase would look like. The increase would not impact residents or result in a change in service levels to either the business or residential sectors of the community, according to a city report to council.

The owners of a controversial pole peeler operation submitted a report Friday with possible solutions to the noise that has area residents up in arms. After receiving complaints from 45 people living near the Duncan Bay Road plant, the city conducted sound tests and found the plant to be in violation of the public nuisance bylaw. As a result, pole plant owner Northern Pressure Treated Wood, was forced to hire an independent sound consultant to come up with options for sound abatement. The city gave the company a Feb. 24 deadline to come back with a report. Peter Wipper, city clerk, said the owner submitted a report to the city late last Friday. “I was pleased they provided it within

the timeline we gave them,� Wipper said. “Staff are reviewing it right now and will forward it to council for its consideration at the next council meeting on March 6.� Wipper confirmed the report, done by BKL Consultants Ltd. out of North Vancouver, does include “things that could be done to the plant to lower the noise� but said the contents will not be made public until the council meeting. Neighbours say the pole peeler, which began operating on Jan. 23, emits a highpitch screetch that has ruined their quality of life.

Pole plant site manager Bill Boutilier said earlier this month the plant had already taken a number of measures to try and muffle the noise, including putting up vinyl strips in the doorway of the building, which encloses the debarker, and insulating the walls with plywood, both inside and out. Boutilier said his three-man crew were planning to put up more vinyl but decided to wait until the sound consultants came up with their own noise abatement options. Meanwhile, Duncan Bay Road neighbours are threatening to sue the city if conditions do not improve. “We are seeking legal advice and have been talking to lawyers,� said Corinne Matheson, who lives on nearby Gordon Road. “At this time I cannot confirm any action to sue the city, though it’s being considered, unless they relocate

the plant.� Matheson said she hopes, at the end of the day, the city will admit it made a mistake in allowing the pole plant (which is on industrialzoned land) to locate so close to residential homes. “I hope the city staff have the guts to do what is right and correct this very terrible wrong that has been forced upon this neighbourhood, by relocating this pole plant far away from any residential neighbourhood,� Matheson said. “I do not believe that trying to get the sound lower will help alleviate our stress, as even on rainy days when the sound is dampened quite a bit, it still sounds like a mosquito buzzing in my ear non stop. It is enough to drive me mental.� Neighbour Connie Cawley, after learning the city had requested the sound report, said the city’s efforts are too little, too late.

City council will consider closing the Sportsplex for two months this summer in an effort to trim its 2012 budget and erase a $3.6 million deficit. Council discussed closing the Sportsplex in July and August, as well as closing Centennial Pool, during its financial planning meeting Tuesday night after the Mirror went to press. The city said it would lose $67,000 in revenue but that would be offset by a savings of $111,000 by closing the Sportsplex for two months. The closure would e l i m i n at e ro u g h ly 29,800 visits; 1,000 hours of service; and approximately 160 outside rentals. According to Laura Ciarniello, the city’s manager of corporate services, if the Sportsplex closed in July and August, summer youth camps and sports camps offered at the Sportsplex would be cancelled and the weight room, squash

courts and racquetball ball courts would be unavailable. A total of 15 special summertime events such as Movies Under the Stars, Special Olympics Silent Auction, Canada Day skate park event, and slo-pitch tournaments would be cancelled. Service to users such as beach volleyball, mixed slo-pitch league play, men’s and ladies’ slo-pitch as well as Campbell River badminton and Taoist Tai Chi user groups would also be eliminated. A summer closure would also negatively affect city staffing and increase the risk of vandalism. “Closing the Sportsplex for the months of July and August would result in a significant disruption to human resources throughout the city as laid off Sportsplex staff would bump into other positions,� reads a city financial report to council. “We would expect an increase in vandalism and damage to the facility so staff would recommend con-

tracting security at a cost of approximately $16,000.� The city is also considering closing outdoor Centennial Pool, which would save the city $121,000 but result in the loss of 216 hours of swimming lessons, 2,160 participants and a total of 14,112 visits. The Campbell River Salmon Kings swim club would be especially hard hit by any closure and warn that closing the pool for one year could cost the city more in the long run. “I would be very concerned about damage to the pool tank which would require very costly repairs resulting in not just a closure this year but a permanent closure,� said Janice Scriba, Campbell River Salmon Kings president, in a letter to council. “The Campbell River Salmon Kings really care. The outdoor pool is our home from June to mid-August when our season comes to a close. I think you will see that our very existence relies on the annual opening of the

outdoor pool.� The Salmon Kings have collected signatures on a petition and have created a Facebook page in an effort to save the pool. To date, 289 people have lent their support. Scriba said losing the pool would be devastating to a club that last year had 90 swimmers and expects more this year. “This kind of investment is priceless,� Scriba told council. “I urge you to support on-going funding for operation of the pool. It’s the right choice for all the right reasons.� Council is also deliberating reducing the scope of programming at the Sportsplex and considering increasing drop-in fees, room rental fees and equipment rental fees at the Sportsplex, Community Centre and Centennial Pool. City staff have suggested a five per cent increase which would bring in $8,500 in revenue and a five per cent increase in fitness fees which would generate $10,000 for the city.

“I think it’s way past time for a study,� Cawley said. “That should have been done before and they should have gone and seen other plants in operation, that’s part of (their) responsibility as a public official.�

Let’s take action against bullying Today is Pink Shirt Day in B.C. and other parts of Canada an annual anti-bullying event that raises awareness of the need for action against bullying. A 2004 study published in the Medical Journal of Pediatrics found that about one in seven Canadian children aged 11 to 16 are victims of bullying. It is important to recognize what bullying is and that it happens in many forms – verbally, socially, physically and one (cyber bullying). Wearing pink on Pink Shirt Day shows people are making the commitment to not let bullying happen. B.C. has seen its share of bullying tragedy. Fourteen-year-old Hamed Nastoh of Surrey jumped off the Patullo Bridge and killed himself leaving a note behind blaming constant bullying he endured

at school. Another fourteen-year-old , Dawn-Marie Wesley of Mission committed suicide by hanging herself after relentless bullying. The province has taken steps to address bullying in recent years, including a Ministry of Education resource brochure for parents in 14 languages that can be found online at www.bced.gov.bc.ca/sco. Key elements of preventing bullying include fostering self-esteem, social engagement, academic success, inclusion, acceptance, respect for self and others and connection to community. Let’s see what we can do to eradicate this problem.

‘Minor’ is the wrong term Last year the city of Campbell River allowed the development of 22 plus acres in a heavy industry zoned area (which also happens to be next to a residential area). They allowed this by issuing a “minor development permit.” The residents and adjacent owners, given the opportunity, would have certainly bitched and held things up if a regular permit were applied for. This is the now famous pole peeling plant issue on Duncan Bay Road. By using the “under one thousand square foot” rule of determining what is a “minor development” as opposed to a regular development, the municipality approved the development and issued a permit without any public consultation or warning. I submit that by using such a narrow definition of what constitutes a “minor development” and no other criteria, the municipality acted unreasonably, and failed to exercise the minimum duty of care to the public. Such a rule allows for massive earthmoving, trenching, berm building, and any other heavy industrial open air activity within the zoning that does not need a permanent building over 1,000 square feet, at least at the beginning of the project. Before this week’s budget debate is drowned out by the shouting over the teachers’ dispute, here’s a look at the main points and the arguments unfolding around them. The setting for Finance Minister Kevin Falcon’s first budget is what he dreaded when Premier Christy Clark handed him the job. Recovery is painfully slow, with mining and petroleum growing and forest products struggling to hold and build on gains made in Asia. This and the $3 billion dismantling of the harmonized sales tax moved Falcon to limit overall spending growth to an average of two per cent for the next three years. That means little or no increase to all areas except health care, education and social

assistance. Despite holding the line on public service pay and not replacing 2,000 positions over the next three years, Clark and Falcon had to postpone the elimination of the 2.5-per-cent small business income tax to get to a balanced budget by 2013. And Falcon has again dangled the prospect of raising general corporate income tax from 10 to 11 per cent, but not until 2014. Business experts applauded the hard line on spending, noting the contrast with Alberta’s big spending and Ontario’s big spending hangover. NDP finance critic Bruce Ralston says Falcon’s two-per-cent spending target is “unrealistic,” and the whole program is motivated mostly by two by-elections this year and a general

election next year. He said the proposal to raise general business taxes is a repeat of his effort to save the HST, and it won’t happen if the B.C. Liberals win in 2013. B.C. Conservative leader John Cummins made the bizarre claim that it’s an NDP-style “tax and spend” budget, and inaccurately accused Falcon of raising taxes on small business. He also joined the NDP chorus of outrage over ICBC, BC Hydro and medical premium increases. Some other hot topics in the budget: • Selling assets. The big one here is B.C.’s liquor wholesaling monopoly, run out of warehouses in Kamloops and Vancouver. Falcon insists the private sector does this kind of work

more efficiently, and union contracts will be protected in a bidding process. The NDP argues that selling off a monopoly puts this government cash cow at risk, and points to private retail stores with higher prices and lower wages. The proposed sale of 100 surplus Crown properties has raised cries of “selling the silverware to buy groceries.” But land sales are nothing new for governments, and Falcon prefers that to raising taxes. • Carbon tax. The last scheduled increase goes ahead in July, adding another penny on a litre of gasoline, followed by a freeze and review of the whole climate program. • HST. Asked what he would have done as finance minister, Ralston suggested getting rid of the HST sooner.

What a collage of politispeak bafflegab Kudos to Paul Rudan for his comments regarding Rivercorp in last Friday’s paper. The front page article in that same paper titled “Rivercorp chief appeals for more funding” got me tense to say the least. What a collage of politispeak bafflegab. It’s a good thing I did not have to read it out loud because I would choke on phrases such as “... introduce a full scale business and retention pro g ram focused on nurtuting and supporting existing businesses,” – It’s dedicated work because you have to go out and personally talk

to them – “assemble information and materials as well as identify specific businesses as targetted industry sectors”, “focus on the primary job of advancing the economic agenda”, and “investigate “generational economic engines.” Sounds like a recipe for an agenda that would lend itself completely to an inability to be subject to a performance evaluation. In the article, Mr. Goodman was credited with stating that Rivercorp had failed (under the previous CEO) to complete the Downtown Revitalization Plan.

While completing that task may be percieved as a priority by the some of the businesses affected, the transitions experienced by older “downtown” businesses are not unique to Campbell River. They are shared by virtually all growing communities. I will be amazed if Rivercorp can find the “silver bullet” that will solve the core business community problems. Re g a r d i n g t h e “Regional Asset inventory,” why not simply call City Hall, ask for business licences, and ask the helpful person to print you a list of

each of the categories of business that you are interested in? And the best idea? Let’s create a hotel room tax so we can squeeze some more money out of the people that we can convince to come and visit our community. Give us a break! Please Mr. Mayor, ponder Mr. Rudan’s suggestion. Save the City a pot full of money. Shut down Rivercorp. Have one Economic Development Officer work for the City. Let it be a renewable term position. Let that person report to one of the city managers. Let there

be some measurable parameters for their employment, with performance reviews, and without fat severance packages. Make no mistake, This city will continue to grow. It doesn’t really matter what the big question is, a huge part of the answer is visible in the mirror in the form of grey hair. Campbell River needs to encourage development that is inviting to the retiring population. That’s not just housing, it’s the infrastructure that will make growing old in Campbell River a pleasant experience. Ted Maxwell

get to say anything before it was approved. By basing approval of potentially massive industrial operations or perhaps other unsavory projects on this one rule, the city has removed its own ability to use common sense, reasonable judgment,

and fulfill its duty of care to adjacent property owners, nearby tenants, or the community in general: The people who rely on some sort of fair process to review or comment on developments that affect them. The usage of

Students win $3,000 contest KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

École Mer-et-montange students have beamed themselves into the future and in the process, won $3,000. Te a c h e r C h a n t a l Rousseau’s Grade 4,5,6 split class designed a graphic novel, using the computer program Comic Life, depicting their lives in 2025. The class chose to set the scene at its 20-year reunion. The concept was one of 10 winning entries in a contest sponsored by the Centre de la Francophone, which received 80 projects that were judged by an international panel. Rousseau said the contest was a valuable learning tool for her students who each had to decide where they would be living, what occupation they would have, and what presentday obstacle they were able to overcome in 20 years. “This is one of the most rewarding projects I’ve done,” Rousseau said. “No kids said they wouldn’t be speaking French in 20 years, so I think it’s pretty positive.” To show themselves in their future settings, the students pasted photos of themselves into scenic pictures of places such as Australia, the Dominican Republic, and New Brunswick.

The students communicated with one another on the pages with word bubbles. One student explained how when he was in elementary school it was difficult to find French learning tools. A classmate expressed to him how, 20 years later, it was so much easier to find those resources as now she could order everything she was looking for online. Rousseau said it tur ned out to be a “beautiful project” all made possible because of the technology the school offers its students. “All the teachers have a Macbook and Continued on A12

when they’re in Grade 4, each student gets a Macbook,” Rousseau said. “Technology is a big part of francophone schools in B.C.” Rousseau said each page was made by the

students, who were in charge of writing their own script and then putting everything together on the computer. A big part of the project also included photography. The story starts

with a before and after scene. The first picture shows the students in present time, in front of their school. In the ‘after’ photo, the students are dressed up in their occupational outfits, attending

their 20-year reunion. “We took over 250 pictures for the project,” Rousseau said. “They were taken around school. We decorated the school for the 20th reunion and we had a cake with 2025 written on

it, we had a buffet of food and the kids did posters and we had balloons. It was really, really fun.” Rousseau said the project also gave the students an opportunity to reflect on who they are as a

francophone and on who they will be in 20 years. As one of the winning schools, the students will get $3,000 to spend on books, CD’s and DVD’s. “The kids are really excited, they’ve asked

April 1, 1961February 21, 2012 It is with great sadness we announce the sudden passing of Corina Zylstra. She was predeceased by her grandmother, Corine Zylstra and her father John Zylstra. Corina is survived by her mother Erika Zylstra, sister Tanya Balatti(Mike), brother Mitch(Melanie), spouse Mitch McKay, daughter Jessica(Jesse) and son Ryan. Corina had two nieces, Katie and Maddison, four nephews; Darren, Kyle, Jake and Jason, and three grandchildren; Braydon, Geordyn and Jayda. Corina spent most of her life in Tahsis, BC, where she enjoyed baseball, fishing and gardening. She had a beautiful personality and infectious laugh. Corina will be greatly missed by all who loved her. You can shed tears that she is gone, or you can smile because she lived. A celebration of life will be held for friends and family on Saturday, March 3, 2012 on Quadra Island at the Royal Canadian Legion at 1 p.m. While flowers are gratefully accepted, donations to the SPCA would be much appreciated.

She is survived by her loving husband, Doug, son David (Tara), daughter, Kimberly (James), granddaughter, Carter, Mother in law, Della Bryson, her siblings Debbie (Ian Wells), Valerie, Diane (Mike Jarvis), Larry (Sandy), Dan, James (Jennifer), niece Tanya, nephews Mike, Eric, and Jason. She was a valued employee of School District 72, working primarily in the Student Special Education Department for nearly 20 years, a job she loved. The No. 1 Auto Body Bantam A Tyees are Island Champions after sweeping the Alberni Valley Bulldogs in two straight games. Tyees Travis Goodwin and Grady McInnes each scored twice as Campbell River took the opener 9-4 Saturday evening in Port Alberni. Singles went to Josh Coblenz, Devyn Grant, Kurtis Scriba, Cole Rennie, and Austin Simper. The Tyees got off to a fast start, scoring on their first shot on goal. Paint and cruise the B.C. coast Renowned B.C. artist Gaye Adams will lead a painting cruise on the beautiful Columbia III May 27-May 30. Participants will have the opportunity to paint some of the most beautiful and remote coastal locations in B.C. with instruction and guidance from Adams. Adams is a master pastellist and member of the Oil Painters of America who has won awards at the international level and had images featured in numerous publications around the world.

She works often with well-known artist Robert Genn and paints in various global locations, from Spain to California. She currently resides in Sorrento, B.C. where she is inspired by the beautiful scenery. Adams will be working in oils, but pastellists, watercolourists and acrylicists are most welcome to take part in the cruise. Coaching will be geared to the experience level and personal style of each artist. Adams will work with students to

help them find strong design elements within the landscape. Daily demonstrations will punctuate each day aboard the Columbia III, a luxurious 68’ vessel featuring gourmet food. The annual coastal painting cruise is one of the seasonal highlights for Mothership Adventures, which provides a wide variety of coastal adventures on the Columbia III. Steven Page, former lead-singer for the Barenaked Ladies, known for his heartfelt lyrics and up-beat song writing, performs on Quadra Island, Sat., March 10 at 8 p.m. at the Quadra Community Centre.
