Rupert council joins anti-pipeline crowd By Alan S. Hale THE NORTHERN CONNECTOR
PRINCE RUPERT - The Prince Rupert city council voted unanimously on Monday night to formally oppose the Enbridge Northern Gateway Pipeline, making it the third northern BC local government to do so over the past few weeks. The council has adopted the same resolution that the Skeena Queen Charlotte Regional District (SQCRD) did over a week ago: “Therefore, be it resolved that the City of Prince Rupert be opposed to any expansion of bulk crude oil tanker traffic as well as bitumen export in Dixon Entrance, Hecate Strait and Queen Charlotte Sound in British Columbia. “And be it further resolved
that the City of Prince Rupert petition the federal government to establish a legislated ban on bulk crude oil tanker traffic and bitumen export through the Dixon Entrance, Hecate Strait and Queen Charlotte Sound in British Columbia.” The public gallery was packed with people who had come out to support anti-pipeline presenters for the council’s Committee of the Whole – a special meeting in which people are allowed to raise issues with or asks questions directly to council. The Prince Rupert Environmental Society asked the city council to adopt the resolution. “The reason we’re here is to ask our council to pass a resolution opposing Enbridge’s Northern Gateway Pipeline,” said Ian Dobson, from the environmental
society. Up until now, Prince Rupert has remained carefully neutral on the subject of the pipeline. In a written submission to the Joint Review Panel which examining the controversial project, the city steered well clear of opposing the project directly, but rather focused on the importance of a clean environment to Prince Rupert’s economy and people. That neutrality came to an end last night when councillor Jennifer Rice said it was time for the city to take a clear position. The Enbridge Joint Review Panel, she argued, has already been asking the city for their opinion on the pipeline anyway. “A lot of other municipalities have been weighing the pros and cons of taking a neutral stance versus actually taking a posi-
tion. I think since they are soliciting for our input, we should take a formal position and we should adopt the resolution that was passed by our neighbours at the SQCRD,” Councilor Rice said to her fellow council members. She found very little disagreement from her colleagues. “Right now, when I look at that particular project, I really believe that the City of Prince Rupert is not really getting anything out of it, and I think the risks very much outweigh the benefits that are coming forward,” said Councillor Anna Ashley after declaring that she would be voting in favour of Rice’s motion. Ashley also said she was philosophically opposed to the idea of exporting unprocessed bitumen to Asia along with all the jobs that could result.

Oil tanker route passes review KITIMAT - Transport Canada says its TERMPOL review of the Northern Gateway project “has not identified any regulatory issues or gaps or the need to consider any new regulatory requirements at this time.” TERMPOL is short for Technical Review Process of Marine Terminal Systems and Transhipment Sites. Transport Canada explains, “TERMPOL is an extensive, though voluntary review process in which proponents involved in building and operating a marine terminal system for bulk handling of oil, chemicals and liquefied gases can participate.” Enbridge did take part in the process and “would be expected to fully implement its commitments and intentions” detailed in its submissions to the process. Transport Canada said the Canadian Coast Guard reviewed the waterways the oil tankers would use, the size of the largest tankers, marine traffic density and factors affecting manoeuvrability. And found that the proposed route complied with national and international regulations and provided “the required clearances for good vessel manoeuvrability and allowances for very large crude carriers (VLCC).”

It noted that was consistent with the results from simulations undertaken by Enbridge. Transport Canada went so far as to say that those results showed VLCCs “are capable of navigating the entire route unassisted.” In other words, escort tugs are not necessary, which Transport Canada says is consistent with the opinions of Pacific Pilotage Authority Canada and BC Coast Pilots . However, Enbridge has committed to the use of such tugs and, as mentioned above, would therefore be expected to live up to that commitment. The BC pilots had pointed to some narrow spots “as warranting caution for two-way traffic.” And the Canadian Coast Guard had noted the Lewis Passage-Wright Sound area “warrants some caution as a result of multi-directional traffic.” However, in practice the pilots organisation would “adjust a vessel’s speed to avoid meeting other vessels in these areas.” The report also pointed out that with increased shipping, there could be an increased threat to the “well-being of marine populations [ primarily whales] along the shipping route. And that Enbridge has said it would take steps “to avoid contact with mammals.”
Transport Canada’s summary concluded with, “While there will always be a residual risk in any project, after reviewing the proponent’s studies and taking into account the proponent’s commitments, no regulatory concerns have been identified for the vessels, vessel operations, the proposed routes, navigability, other waterways users and the marine terminal operations associated with vessels supporting the Northern Gateway project. “Commitments by the proponent will help ensure safety is maintained at a level beyond the regulatory requirements,” it added. All that said, Transport Canada points out its decision in no way is a green light for the project, pointing out its process is not one “to approve or reject the Northern Gateway project. The proponent must obtain any such approvals from the appropriate regulatory authorities in accordance with their own specific processes,” an apparent reference to the Joint Review Panel. ***** The TERMPOL process got under way seriously in May of 2009. Since then Enbridge has completed 16 studies and submitted nearly 3,500 pages of surveys, technical data, analysis and other information. The final report included 15 recommendations, including points

Government sells two houses used as grow op locations By Margaret Speirs THE NORTHERN CONNECTOR
TERRACE - Two homes police said were the locations here for marijuana grow-ops have been seized and sold by the provincial government. It’s the first time a law has been used here permitting the province to seize through civil court action and then sell property or items believed to be used for illegal activity or acquired through illegal activity. But while the proceeds of seizures elsewhere have been put back into law enforce-
ment or related operations, the Terrace seizures didn’t return a profit to the province. One home was sold for a $1,000 loss and the other a $1,000 gain after respective sales costs, including paying down mortgages, were factored in, said an official from the provincial public safety ministry. Tasha Schollen said the main motivation for the seizures through her ministry’s Civil Forfeiture Office (CFO) was public safety. “When there is strong evidence and strong public interest
(safety concerns of the police and community) then the CFO will accept the file even knowing from the outset it will not be financially viable to do so,� said Schollen. She stressed that any civil action through the forfeiture law is entirely separate from any criminal charges. The former concentrates on property while the latter concentrates on an individual or individuals. “Specifically, civil forfeiture works to deter unlawful activity by taking away instruments used to further that activity, and the proceeds
of unlawful activity,� she said. In civil law, one party’s case need only be more probable than the other, while in criminal the state must prove something beyond a reasonable doubt, Schollen added. “All it means to the new owners is that they bought it (the residence) from the Crown,� said Terrace RCMP Constable Angela Rabut of how the homes are sold after being seized. One home at 4740 Soucie Ave. home sold for $112,000 and another at 3515 King Ave. sold for $88,500, said
Schollen. On Jan. 27, 2009, police executed two search warrants for grow-ops: at the residence on Soucie Ave., officers found 26 pounds of harvested marijuana and a hydro bypass and at the King Ave. address, officers found 200 plants and a hydro bypass. Criminal charges were not approved on the King Ave. bust. Charges at the Soucie Ave. address were stayed one week before trial in September 2010. The two houses
were the city’s first successful civil forfeiture actions, but not the first in the northwest. Other forfeitures have taken place in Smithers and Prince Rupert. Revenues after ex-

NEW AIIYANSH - Lisims/Nass Valley RCMP busted a third drug operation in Laxgalts’ap (Greenville) the last weekend of February. Police executed a search warrant at a residence in the 500 block of North Road Cres., which is well known to police, that was a brisk, street level, marihuana sales operation, said de-
tachment commander Sgt. Donovan Tait in a release Feb. 28. “Our goal is to ensure safe homes and safe communities for our Nisga’a villages. Marihuana use and the criminality that surrounds it harms our youth and those struggling with addictions in the nation,� said Tait. KITIMAT - Rock against cancer - that’s the theme for this year’s Kitimat Relay For Life. What better theme than rock ’n’ roll – it spans the ages from the 50s to today. No matter what the age, everyone has loved rock ’n’ roll and hates cancer. We want the teams to decorate their tents, wear costumes, and come with any other ideas that would fit in. Let’s really make this a “Relay to Remember”. I know that most
people have 8-foot snowbanks outside their windows, but spring is coming and it’s not too early to be getting into gear for Relay. This year’s event will be on May 5 at the MESS track. We already have seven teams registered and some have set their fund raising goals very high. I, for one, have no doubt that those goals will be reached. Team packages are now ready to be picked up from Margaret Ferns at 39-863 Lahakas Blvd. – evenings are best. Team Captains who have their team and 75
per cent of their participants registered by April 15 will have their name entered for a draw. Every day it seems that we hear of someone being diagnosed with cancer and all too often we hear of another person losing their battle with it. The Canadian Cancer Society is the largest
charitable funder of cancer research in Canada, with nearly $50 million invested each year for cancer research focusing on reduced incidence of cancer, reduced mortality due to cancer and improved quality of life for people who have cancer. Eighty per cent of the funding is directed to reduced mortality research. And research is providing results: today more than 60 per cent of Canadians diagnosed with cancer will survive. In the 1940s, survival was about 25 per cent. In late 2012 the Kordyban Lodge will

Police make drug bust in Hazelton By Staff Reporter THE NORTHERN CONNECTOR
NEW HAZELTON - On February 24, the New Hazelton RCMP received information of a male involved in trafficking cocaine at a liquor establishment in Hazelton. As a result of the information, an investigation was conducted where two plainclothes officers arrested the male for possession for the purpose of trafficking cocaine. The male was found with a quantity of cocaine in his pocket and later released on a court date of June 15th. The suspect is a 21 year old male who is from the Gitanmaax area and well known to police. The male’s name is not being released until charges are approved by Crown Counsel. The New Hazelton RCMP are requesting the publics assistance in identifying individuals who are suspected of trafficking drugs. Anyone with information can con-
tact the New Hazelton RCMP at 250-842-5244 or Crimestoppers at 1-800-222-TIPS where callers can remain anonymous. On February 22nd, the New Hazelton RCMP received a complaint of a sand truck that had been stolen from the Gitanmaax Band Office and it was located a short time later on Highway 62 near the Hagwilget Bridge. The vehicle is a white GMC bearing BC licence plate BY2324 and was suspected to have been stolen sometime over night. The vehicle was seized and towed to a compound where Forensic Identification Section examined the vehicle for fingerprints in an attempt to identify a suspect or suspects. The investigation is still ongoing as of this date. Should anyone have any information on any suspects or witnesses to the theft of this vehicle then please contact the New Hazelton RCMP. On February 23rd, the New Hazelton RCMP received a com-
plaint of a theft of money from a residence in Gitsegukla. The complainant had followed the alleged suspect and contacted the police. The complainant stated that nearly $400 was her bedroom and accounted for minutes before the suspect had entered the room and then the suspect was observed fleeing the room a few minutes later. The suspect is well known to police and was subsequently located with the complainant who provided the police with up to date locations while following him. The suspect was arrested and the money was subsequently found hidden in the suspect’s shoe. The suspect admitted to stealing the money and it was returned to the complainant. The suspect is a male in his early 20s from the Gitanmaax area and was released on a future court date. The investigation into this matter is still ongoing.

BC Forest Service celebrates 100 years THE NORTHERN CONNECTOR
VICTORIA – B.C. Forest Service staff shared a cake with former ministers and deputies at a ceremony at the legislature Monday to mark the service’s 100th anniversary, before politicians resumed their bitter debate about the state of the province’s forests. NDP forests critic Norm Macdonald said the recent auditor general’s report highlighted the need to update B.C.’s forest inventory, 70 per cent of which is out of date. But he said last week’s B.C. budget reduced spending on forest health over the next two years. Forests, Lands and Natural Resource Operations Minister Steve Thomson replied that his budget includes a $10 million fund for this year to update the Crown forest industry in priority areas, particularly those affected by the mountain pine beetle infestation in the B.C. Interior. Thomson said that effort responds to Auditor General John Doyle’s recommendations on upgrading the forest inventory. But Thomson rejected Doyle’s conclusion that industry-led reforestation of logged

Forest service seed orchards select the best stock for each elevation, soil and climatic zone, providing seed to forest companies responsible for replanting logged areas, Thomson said. The forest service has two seed orchards near Vernon, one near Salmon Arm, one near Prince George, on in Saanich and a research station at Cowichan Lake where scientific tree selection began in 1912. Brian Barber, director of the ministry’s tree improvement branch, said in an interview it is in forest companies’ interest to plant the best tree stock available for each site, as quickly as possible after harvesting. Strong, fast-growing trees outpace underbrush more quickly, saving money on brush treatment and meeting the companies’ legal obligation to establish “free growing” trees on Crown land. Barber said the broad areas of lodgepole pine susceptible to beetle kill were created in part by decades of forest fire suppression, which allowed stands to live

Enbridge responds to council decision

PRINCE RUPERT Prince Rupert’s city council decided to abandon its neutral position on the Northern Gateway Pipeline after being asked to do so by the Prince Rupert Environmental Society in front of a packed public gallery on Monday night. The Northern Connector contacted Enbridge Inc. asking for a response to the city council’s decision to formally oppose their project. The company’s chief representative, Paul Stanway gave the company’s position on Tuesday morning:
“Prince Rupert city council has expressed a position on the Northern Gateway project and that is their right. Surely the best time to make a decision in the public interest is when all the facts are known.” “The Northern Gateway is in the midst of an extensive federal review which will examine the project in detail and in public – as it should. We would hope that people will wait until they have an opportunity to hear the facts before making up their minds.” “Most of the communities along the corridor have taken a neutral position until this regulatory review has been
completed. This is fair to everyone, and it allows elected officials to get a full view of the project with all the facts having been aired through the review process – which then allows them to make an informed decision.” “Numerous communities – in Alberta, Saskatchewan and Manitoba who have a history of working with Enbridge – have written letters of support for the project and filed them with the Joint Review Panel.” “It is our view that the more people learn about the project, the more they tend to support Northern Gateway. A recent Ipsos Reid poll found that, among
British Columbians, those in the North are the most familiar with

For example, last year Seabridge participated in several community initiatives in northern B.C., including the Gitxsan Summit, the Smithers District Chamber of Commerce and the Northwest Community College job fair. The company also donated to the Stewart Christmas Hamper program, the Gitanyow family dance, the Mount Rainey Figure Skating Club and the Bulkley Valley Fall Fair. As for its proposed KSM Project, located 65 kilometres northwest of Stewart, Seabridge has visited local communities around the region to outline its proposed KSM Project mine plan and, more importantly, to listen to what citizens have to say about the development.
A common theme that arises is the need to create more jobs in the region, particularly for young people, many of whom are leaving their homes to look for work elsewhere. But, with the electri¿cation of Highway 37 and new development projects on the horizon, including Seabridge’s proposed KSM Project, the job prospects are starting to look a lot more promising. Canada’s mining sector is growing at twice the rate of the economy, with a forecasted shortfall of almost 100,000 workers over the coming decade. In B.C. alone, it’s estimated the industry will need 15,000 additional workers over the next 10 years amid ¿erce competition from other provinces and industries for labour with similar skill sets. Mining companies are responding by trying to attract under-represented groups to the industry, including members of Canada’s aboriginal communities, to ensure a strong provincial and national mining sector for years to come.

April 28, 1941 February 19, 2012 It is with great sadness we announce the sudden passing of Joe Meisters, husband, father and Opa. Joe was born in Hoensbroek, Holland on April 29, 1941 and passed away in Kitimat on February 19, 2012. Joe is survived by his wife of 48 years, Trudi, his children Kathy (Mike) and Joey (Tiffany), and his three grandsons, Jesse, Bradley and Ryan. His brothers Wim (Elly), Theo. His sisters, Enna (Peter) and Ina and many nieces and nephews. Joe was predeceased by his daughter Cindy and brother Leo. Joe lived his life with laughter, smiles and no regrets. If Joe wasn’t ďŹ shing the channel or painting the town, he could be heard talking about the elusive “dingasseâ€?. Everyone who knew Joe, knew of his love of talk (and talk and talk). He will be greatly missed but never forgotten. There will be a celebration of Joe’s life held this summer down the channel.

Sherrin Gale MacDermid September 8, 1943 - February 27, 2012 Sherrin went to be with her Lord on Monday, February 27 at the Kitimat General Hospital. Born in Winnipeg, Manitoba, Sherrin moved to British Columbia as a child, living ďŹ rst in Princeton, then Vancouver, and ďŹ nally Kitimat. “Cricketâ€? was well known for her tireless volunteer work with Mountain View Alliance Church, the Kitimat Food Bank, Friday Night Alive, and the Rough Acres Bible Camp. Left to mourn her passing is her husband of 46 years, Grant; her son Stacey; daughter Renetta (Peter) Rickey; her cherished grandchildren Zackery and Mya; her brother Graham (Jo-Anne) Anderson; sisters-in-law Joan Gustafson and Margot MacDermid; and many nieces, nephews, and many, many dear friends. She was predeceased by her parents Jean and Ed Anderson and her brothers Richard, Rocky, and Douglas. A celebration of her life will be held at Mountain View Alliance Church in Kitimat on Thursday, March 8. Viewing at 1:00 pm, funeral service at 2:00 pm, with a reception to follow. Prince Rupert midget reps new zone champs Contributed THE NORTHERN CONNECTOR
PRINCE RUPERT - The Canadian Fishing Co. Midget Rep Seawolves are the proud champions of the Skeena Valley Zone Championship hosted by Terrace. In their first game, the Seawolves were down 3-1 in the first period against Smithers with a lone goal from Josh Kierce. Things started to heat up at the end of the third period as Jordan Weir got the second goal and Kierce tied it up at the 3:38 mark. The two teams settled for a 3-3 tie and one point each. The Seawolves took to the ice later that night to play Terrace, the number one ranked team, and took a healthy first period 2-0 lead with goals from: Brady Ward from Weir, Kierce and Weir from Greg Loroff. Terrace responded by tying the game by the end of the first period. The two teams battled in the second period, but goal tenders denied any scoring opportunities, with Colby Hogman in net for Prince Rupert. At the 6:50 mark in the third, Rupert took the lead with goals from: Marcus Atchison from Tyler Ostrom, Weir from Kierce, and Jaden Archer from Bryce Meers. Terrace responded with another goal with 4.7 seconds left on the clock however, Rupert took the game 5-4. Sunday started at 8 am with the Seawolves taking on Kitimat. The Seawolves took an early lead of 3-1 after the first period with goals from: Ward from Kierce and Sten Sundin, Kierce from Ward, and Weir from Ward. The second period Kitimat came back strong scoring 3 goals, however Rupert added a couple of their own with help from: Ostrom from Atchison, and Josh Kierce unassisted. Rupert responded at 8:47 by another unassisted goal by Josh Kierce. Tyler Girbav sealed the deal at the 2:59 mark with an unassisted goal to end the game in the Seawolves favour 7-5. Rupert was now going to the final with 2 wins and a tie, playing once again Terrace for its final game. After resting, the Seawolves took to the ice Sunday afternoon to
play Terrace. They had beaten them once in this tournament but could they do it again. Terrace opened the scoring at 14:28 and 7:45 and took the lead over Rupert 2-0. However, with 3:52 left in the first period, Ward and Meers made a nice pass to Atchison who buried the puck, ending the period 2-1 for Terrace. The second period Rupert came out strong scoring with yet another
goal by the now beloved Josh Kierce from Sundin and Ostrom and Jordan Aubee from Atchison and Ostrom. Talk about a nail biter, after the second period the score was now 3-2 in favour of Rupert. As always, the Seawolves came out strong in the third period, (thanks to Linda and Cheech) and Kenny Ree-Hembling got a key goal assisted by Jordan Vendittelli, bringing Rupert ahead 4-2. However, Terrace responded at 16:52 with
a quick goal and then tied the game 4-4 at the 7:45 mark. With 1:31 left on the clock the dazzling duo of Kierce and Weir made a pass back to their D-man, Tyler Ostrom who took a big slap shot and scored. For the second time, once in 2006-2007 and now in 2011-2012, this team brings home the Zone Championship Banner. The Midget Rep Seawolves will be off to play in the Provincials on March 18-25th in Osoysoos B.C.

KITIMAT - The growth of CGRT (Corner Grass Racing Team), began in 2011 with the addition of Ben “the Giant Killer” Rego. Prior to getting his feet wet at the inaugural Canadian Enduro Championships in Blairmore, Alberta in 2009, the quiet man from Kitimat had only raced a handful of times. Ben earned CGRT support with his 7th overall finish in the 2010 CECs. He continued improving, splitting the 8-round Royal Distributing Canadian Enduro Championships with four 4th place E2 class finishes and four 3rd place finishes, earning 3rd overall in class for 4th overall in the series. Ben competed in his first endurocross in Everett, Washington, where he took the Open Amateur win.

TERRACE - The Terrace bantam rep girls hockey team dominated at local zones, earning the right to represent the region in provincials. Held at the Terrace Sportsplex, it was Terrace and Houston facing off for the northwest zone championship title on Feb.18. In a best-of-three scenario, Terrace swept the first two games, winning 3-0 in the first game and 1-0 in the second. Coach Mario Desjardins said it was an exciting weekend of hockey. “Houston’s team improved a lot from when we saw them last in Prince George,” he
said, noting the team reminded him of Terrace’s team last year. Provincials will be held in Victoria March 18 – 21. Desjardins said the team has an excellent chance at finishing in the top three in the province. “This year we have a good offensive and defensive team, with quality goaltending from both of our goalies,” he said. Desjardins said it was nice to earn the provincial berth this season through a win, as opposed to last year, when the team went to provincials on a bye, due to a lack of competition. “Having another team in the north is a great sign for the development of female hockey in our area,” he said.
