Downed tree responsible for power outage in Trail

Trail briefs Last Wednesday a tree knocked power out for 2,900 customers at around 3 p.m. FortisBC linemen quickly got service back for downtown, Glenmerry and Casino residents but some West Trail customers had to wait for power to be restored later in the evening. “We’ve had a lot of windy days for a while and we haven’t had

because he feels the BC Nurses’ Union (BCNU) is ready for a new leader. “To me, I think it’s the voice of nurses on the frontline that need to determine the direction of the union and I also believe that the union’s strongest voice is a frontline member,” he said. “Our current president came out through the ranks and was a very empowered frontline

Unhealthy projected deficit for SD20 A rash of extra sick days being coughed up by school district staff could infect the district’s already feverish $1.4 million budget deficit, according to projections from SD20 administration. With the teachers contract labour dispute still unresolved,

School District 20 (Kootenay-Columbia) is feeling some pressure with the replacement budget that covers teachers on call (TOC) and other staffing substitutes. SD20 secretary treasurer Natalie Verigin told the board of trustees recently only 31 per cent ($317,024) of the district’s $1.02 million total budget remains for substitute expenditures, money

“Chicken Day” makes a return SUBMITTED

After a successful first year operating the area’s only licensed poultry abattoir, owner Judi Morton is beginning the new season with an educational event. “Chicken Day” will be held March 10th at the Vallican Whole Community Centre. It will feature an introductory session for beginners as well as sessions for experienced poultry producers and planning for group orders of chicks and feed. Morton is expecting a busy second

season for her abattoir. “We have a great crew who take pride in our convenient and humane service. We have updated our website with tips for commercial producers and backyard hobbyists alike (www.passmorepluckers.ca).” The site also has the schedule, booking instructions and prices. Locally-raised poultry is popular and profitable. Morton hopes her abattoir will support growth of sustainable farming in the area. Chicken that has

been processed in a licenced facility can be sold legally to a wholesaler or direct to retailers, restaurants or consumers. Every bird in Morton’s abattoir is examined by a Canadian Food Inspection Agency inspector. Morton says, “Our CFIA inspector was really impressed with the quality of poultry raised in this area.” The abattoir is located in the Slocan Valley so poultry travel less than two hours from anywhere in the West Kootenay. Consider-

ate treatment of the birds is important for Morton. “Short travel distances are best for the birds. Most go from the producer’s farm to the customer’s fridge or freezer in the same day. We help producers plan their delivery to get the optimum value from the birds and create a safe delicious product.” Chicken Day will be held at the Vallican Whole 9-3 p.m. on Saturday March 10th. Grads and students labour for habitat SUBMITTED

Selkirk Students & Graduates Pitch In On Habitat For Humanity Project In Castlegar Students from Selkirk College’s School of Industry and Trades training recently helped make the Castlegar community stronger by helping with a Habitat for Humanity West Kootenay (H4HWK) project. Carpentry students have helped with every Habitat for Humanity project throughout the region in recent years. Construction of the home on 11th Avenue in Castlegar began September 2011 and students from Selkirk’s Carpentry Program helped early on with pouring the foundation and framing the building. In

January 2012, graduates of Selkirk’s Electrical Foundation and Electrical Apprenticeship Programs who are now journeymen, volunteered four days of their time and expertise to help install wiring in the home. “When the opportunity to have students participate in the construction of the Habitat for Humanity house came along, the timing couldn’t have been better,” says Selkirk College Electrical Instructor, Tom Babott. “Students were just completing six months of intense training and this was an excellent opportunity for them to truly demonstrate the skills and knowledge they had gained through the program, as well as giving something back to the broader community.”

“Having the Selkirk students participate was a tremendous help because they did the complete wiring,” says Ken Benyon of H4HWK, construction superintendent for the project. “Tom (Babott) was able to get virtually all the materials donated . . . so all we’re paying for is the electrical permit. That’s a $5,000 or $6,000 contract. That’s a tremendous support for the project.” H4H provides families who have stable employment but are unable to save enough money to make a down payment on a home with a no-interest with no money down. In place of their down payment, they donate their time to the community. “We try to select somebody that’s got a steady income but

can never get past the rental cycle,” says Benyon. “So it’s not a donation. It’s a hand up, not a handout.” In this case, the 11th Avenue home will be sold to a working single mother with two children. Benyon says the goal of H4HWK is to keep building costs to a minimum so the money used from selling the homes can be used to build more houses and Selkirk’s support helped a great deal with that. “This is an excellent example of education in the community and for the community, a real team effort that included the support of the local International Brotherhood of Electrical Workers (IBEW) 1004 union and Bowick Electrical” Babott explains. more to do with the card’s reverse than its front: it bore a 1907 postal cancellation from Perry Siding. The Slocan Valley community’s post office actually opened that year. It only ever had two postmasters: P.M. Schonberg from 1907-10 and Gordon Hamilton from 1910 until its closure in 1949. The postcard is addressed to Ella Sword of Maple Lake Station, Ontario and reads: “Dear Ella: Rec’d your pretty card and thanks very much. I think you are mistaken about me owing you a letter. You have dreamed that. However I will try and write you one of these days. Love to all, yours as ever, Maggie.” The seller was in Toronto. * A nice lithographed postcard of the BC Copper Company’s smelter at Greenwood sold recently for $48.50 US. The smelter was one of three operating in the Boundary until shortly after the end of World War I. The others were at Boundary Falls and Grand Forks. The ruins of the Greenwood smelter, including its brick smoke stack and slag piles are now part of Lotzkar Park. The seller was in Port Perry, Ontario and the buyer in Nelson. • Turns out Arrow Lakes historian Milt Parent’s grandfather is depicted in that 1909 postcard of the Comaplix baseball team we told you about last week. Eugene Leveque, the team’s catcher, is second to last on the right, next to the team manager. The postcard, which sold for $113.50 US, also caught the attention of CBC’s Radio West, which interviewed Parent about it last week. Parent said his

grandfather did a lot of ballplaying in his native St. Boniface before moving to Comaplix around 1908. He later came to Nakusp. “When I was a kid I used to play in his basement,” Parent told host Rebecca Zandbergen. “He had a whole bunch of bats and mitts and things.” However, after Leveque died, none of the equipment was saved. Comaplix itself vanished after fires in 1914 and 1915. • The abovementioned postcard wasn’t the only item in this column to earn some airtime on CBC Radio. Greg Scott appeared on Daybreak to discuss that leather-covered bottle that Nelson’s St. Saviour’s Anglican Church auctioned off as a fundraiser. The bottle, which dates to around 1890, came to Nelson via the Nigerian port of Old Calabar, Victoria, and Grand Forks. Since the mid-1970s,

You’re out camping or hiking and your dog gets hurt – would you know what to do? Trail St. John Ambulance (SJA) is proud to announce its inaugural Pet First Aid course, to ensure our four-legged family members are cared for in the event of an emergency. Veteran Pet First Aid instructor Maureen Seig is travelling here from Vernon to assist Trail SJA’s own Therapy Dog Program Coordinator, Jeanne Shaw, in delivering the course. “The first aid we teach covers a wide range of possible situations, including how to administer CPR to an animal,” Seig says. “It’s not intended to replace veterinary care, but rather to stabilize your pet until you can reach proper medical care – just like first aid for humans.” She said there are differences though,

like how to manage CPR with a muzzle instead of a mouth (using a mask, of course), and wound care when you’re also coping with a furry pelt. Seig added the class is primarily geared toward dogs and cats, with only a small amount of information pertaining to pocket pets like gerbils and hamsters. Branch Administrator Kyra Hoggan said she thinks the addition to local St. John Ambulance offerings is a perfect fit in the Kootenays. “People here just adore their pets, and take them everywhere – camping, boating, hiking, skiing. I know that I, for one, would have no idea what to do if my dog got hurt or had a heart attack,” she said. “I think lots of us would appreciate the peace of mind that comes with knowing how to handle those tough situations. She also said the course is an ideal compliment to St

John’s Therapy Dog Program, a volunteerbased program that has trained, certified dogs with certified handlers visiting hospitals and long-term care facilities, as well as helping kids with reading difficulties. “I like the idea that these animals are doing all this important work in our community, and now we’re giving back to them by ensuring pet owners know how to keep their furry friends safe and healthy,” she said. “St John Ambulance is the oldest humanitarian organization in human history, and I think people care that money spent with us is fed back into the community through our volunteer Brigade and Therapy Dog Program.” She said there are still spots available in the class, which is slated for Saturday, March 3 from 9 a.m. to 3:30 p.m. For more information or to register, call 250-364-2067.

New exhibition opening at Castlegar’s Kootenay Gallery SUBMITTED

The Kootenay Gallery will open the exhibition season on March 9 with The Language of Drawing, a show of works submitted by ten artists who live and work in the Columbia Basin. Drawing, whether used as a ‘means to an end’ or an ‘end in itself ’ is a significant aspect of every art practice. The works that make up this exhibit will challenge our traditional definition of drawing. As curator, Helen Sebelius states, “All of these visual stories speak about the artists’ hands-on and highly personalized involvement with their subject matter and materials. Whether created with unconventional materials such as ballpoint pens, gel pens,

markers, recycled paper, or the traditionally accepted conté, charcoal, graphite, oil stick, gouache and

pastel, their work is visceral in nature, at times obsessive, and always evident of an intimate engagement

with their art.” We typically think of drawing as images on paper created using pencil or charcoal

to formulate ideas or concepts that lead to works in other mediums. Carl Schlichtings quick sketches

used in designing his three dimensional work or George Koochin’s classic figure drawings fit this traditional definition. Yet, Deb Thompson renders her drawings in paint, Don Mabie uses gel pens and Wendy Toogood creates her ‘journals’ in watercolours and ink. As materials vary so does subject matter. While Guy Hobbs focuses on wildlife drawings and Peter Velesik primarily on landscapes, Deb Rushfeldt creates familiar images of rural life. Heather MacAskill’s intricate abstracts contrast the highly realistic portraits of Brigitte Desbois. The Language of Drawing illustrates how ten artists interpret the practice of drawing, one of the oldest forms of visual

expression that has played a crucial role in the work of artists throughout history. This exhibition runs from March 9 to April 21 with an opening reception on Friday March 9 at 7 p.m. There is no admission charge and the public is welcome to attend. The artists and curator will be in attendance providing an opportunity to ask questions and learn about why they have chosen this particular form of drawing and how it informs their art practice. A man who’s turned his Ross Spur property into a museum to show off his finds wouldn’t budge for big-time professional pickers who visited his home last summer. Don Endersby recalls when “Canadian Pickers” (Sheldon Smithens and Scott Cozens) came calling at his home near Fruitvale in the “Mining for Gold,” episode that aired on the History Channel Feb. 27. “I’ve been involved in mining and construction all of my life and I started collecting about 30 or so years ago,” said Endersby. “I should have started long before then.” The 79-year-old has quite the collection of mining and farming equipment and treasures on his approximately 200acre property that houses about 10 old structures that make up his place known

locally as the “Valley Historical Museum.” The Canadian Pickers thought they struck gold when they came across his collection but only managed to squeak a deal on an advertisement sign. “They wanted to buy old bicycles and signs and that but I wouldn’t sell it to them,” Endersby laughed. “They wanted to offer me $500 to $600 on the bicycles but I told them I’d sell them the bicycles for a million bucks and throw in my whole place.” History is worth more to Endersby, who plans on handing his property down to kids one day to carry on the tradition. Endersby said mining is in his blood, adding that his father searched for gold well before he began looking in Sheep Creek. His family history is grounded within the region, with his grandfather settling in Rossland around

1896. When he first began collecting, he shared his finds with other museums until one day he decided to keep his treasures at home, where he welcomes residents to stop in for a lookthrough. The Canadian Pickers came through Southern B.C. on their coast-to-coast adventure rummaging through barns, basements, and attics. Smithens and Cozens found Endersby’s lot when another collector gave them a tip. “The people in Cranbrook that they went to see are friends of my brother,” Endersby’s daughter Bonnie Kutzner told the Times. “They told him my Dad had a collection of artifacts from mines in the area.” Three Cranbrook pickers – Kelly Kobayashi, Don Michalsky and Rick Olson – were also featured on the episode.

February 29 was Pink Shirt Day and schools in Grand Forks and Christina Lake allowed students to wear pink shirts to show that they were against bullying. Dr. D.A. Perley Elementary School in Grand Forks also held a parade to show its anti-bullying sentiment; in fact it was the second consecutive year that students marched through the school on Pink Shirt Day. “I had a teacher, Yvonne Konar (Grade 3-4), forward me a link to a YouTube video of some students from, I think, Sir Winston Churchill Secondary in Vancouver, B.C., who did a flash mob

at a (shopping mall),” explained Perley Principal Kevin Argue. Argue said that his staff and he were discussing what they could do at their school last year and the idea of a parade came up. “Let’s get everyone in pink to honour this story of anti-bullying and let’s let our youngest children lead us through this and start at the Kindergarten room and basically, as they walked by every classroom coming through our school, the classes join them in the Perley Pink Parade.” The parade culminated with an assembly in the school gym, where anti-bullying is again discussed, and in the case of last year’s parade, the Sir

Winston Churchill flash mob video was shown. The Pink Shirt campaign began at a Halifax, N.S. high school when a Grade 9 student was bullied for wearing pink. Two students, David Shepherd and Travis Price, organized the campaign to show sympathy for that student and protest bullying; they bought 50 pink tank tops and handed them out to students. When the bullied boy saw the shirts being handed out, he looked relieved and whether Price and Shepherd knew it or not, they had started a movement that would spread across the country, even to a rural city in the southern interior region of B.C.

Taxing times for British Columbia government TOM FLETCHER Black Press

VICTORIA – Before the current budget debate is drowned out by the shouting over the teachers’ dispute, here’s a look at the main points and the arguments unfolding around them. The setting for Finance Minister Kevin Falcon’s first budget is what he dreaded when Premier Christy Clark handed him the job. Recovery is painfully slow, with mining and petroleum growing and forest products struggling to hold and build on gains made in Asia. This and the $3 billion dismantling of the harmonized sales

tax moved Falcon to limit overall spending growth to an average of two per cent for the next three years. That means little or no increase to all areas except health care, education and social assistance. Despite holding the line on public service pay and not replacing 2,000 positions over the next three years, Clark and Falcon had to postpone the elimination of the 2.5-percent small business income tax to get to a balanced budget by 2013. And Falcon has again dangled the prospect of raising general corporate income tax from 10 to 11 per cent, but not until 2014.

Business experts applauded the hard line on spending, noting the contrast with Alberta’s big spending and Ontario’s big spending hangover. NDP finance critic Bruce Ralston says Falcon’s two-per-cent spending target is “unrealistic,” and the whole program is motivated mostly by two by-elections this year and a general election next year. He said the proposal to raise general business taxes is a repeat of his effort to save the HST, and it won’t happen if the B.C. Liberals win in 2013. B.C. Conservative leader John Cummins made the bizarre claim that it’s an

NDP-style “tax and spend” budget, and inaccurately accused Falcon of raising taxes on small business. He also joined the NDP chorus of outrage over ICBC, BC Hydro and medical premium increases. Some other hot topics in the budget: • Selling assets. The big one here is B.C.’s liquor wholesaling monopoly, run out of warehouses in Kamloops and Vancouver. Falcon insists the private sector does this kind of work more efficiently, and union contracts will be protected in a bidding process. The NDP argues that selling off a monopoly puts this government cash cow

at risk, and points to private retail stores with higher prices and lower wages. The proposed sale of 100 surplus Crown properties has raised cries of “selling the silverware to buy groceries.” But land sales are nothing new for governments, and Falcon prefers that to raising taxes. • Carbon tax. The last scheduled increase goes ahead in July, adding another penny on a litre of gasoline, followed by a freeze and review of the whole climate program. Ralston says the climate plan is “in tatters,” along with dozens of other policy areas that are also under review after 11

years of B.C. Liberal rule. NDP leader Adrian Dix vows to keep the carbon tax and its offsetting personal income tax cuts, direct carbon tax revenues to transit and rural energy-saving retrofits, and hike the general corporate tax rate from 10 to 12 per cent to pay for it. • HST. Asked what he would have done as finance minister, Ralston suggested getting rid of the HST sooner.

Dix continues to misrepresent the HST as solely a transfer to big business, ignoring the small and mediumsized businesses that have a year left to take advantage of input tax credits. Simon Fraser University economist Jon Kesselman has estimated that poor people will be worse off when the HST ends, while the rest of us will see a very small net benefit.

Nelson peewees knock off Castlegar rivals The Nelson Pee Wee Reps have earned themselves a ticket to Quesnel next month after going the distance with Castlegar in the West Kootenay playoffs. On Saturday afternoon in Castlegar, Nelson defeated their hosts 7-4 to earn a spot in the Tier III provincials. In the first-to-four-points series, Nelson got off to a great start last week in game one with a 5-4 win over a Castlegar team that was ranked ahead of the locals after the regular season. In the second game at the Nelson and District Community Complex, Nelson held a 2-1 lead and the promise of a series win with less than two minutes to go. A late Castlegar goal pushed the series to a third game. On Thursday night in Castlegar, the pee wee Rebels scored a 7-6 victory to force a final winner-take-all affair. Possible new sister city being considered for Nelson Nelson Briefs The City of Nelson could be adding another sister city to its roster. During a presentation by the Nelson and District Chamber of Commerce at last month’s committee of

the whole meeting, Tom Thomson said the chamber is looking at the possibility of adding Sandpoint, Idaho to Nelson’s sister cities. “This initiative was originally brought to the chamber as an organization that can

take the lead in trying to make this sister city initiative happen through Whitewater,� said Thomson. “Whitewater and Schweitzer Mountain Ski Resort down in Idaho, they’ve got a reciprocal skiing agreement in place now.�

Nelson currently has two sister cities: Izushi, Japan and BaieSaint-Paul, Quebec. “We think that there are some good opportunities with Sandpoint, and not to discount the other sister cities because they are very important initia-

tives, this one I think can have some more economic impact to our community in the tourism sector for sure,� said Thomson. Sandpoint is about a two and a half hour drive from Nelson, which Thomson said opens up a variety of

been involved in the restoration of Cottonwood Creek, says there’s an opportunity to include a model independent power project in revitalization plans for the area. “One thing that came up in conversation with [Mayor] John Dooley about the creek restoration was the role the heritage of power production might play,� she says. “I think John said perhaps we could produce some power with this water.� Local consulting firm Selkirk Power has studied the idea and concluded the water coming out of the Cottonwood Falls culvert has enough head and flow to produce a noticeable amount of electricity — which could possibly be used to light the Cottonwood market, restored CPR station, and Baker Street-Railtown corridor. Delehanty Pearkes says it’s not clear who would build or maintain such a facility, but Nelson Hydro, Columbia Power Corporation, BC Hydro, and FortisBC are all potential partners.

Young leaders from around the Columbia Basin have been invited to participate in an important conversation at the Columbia River TreatyYoung Leaders Conference. Hosted by Columbia Basin Trust (CBT), the conference takes place March 16 to 17 in Rossland. The event is FREE to attend. The goal of the conference is to help young people better understand what the Columbia River Treaty (CRT) is, how it works and what considerations exist for the future. “This is a unique opportunity for

young people to get involved and increase their knowledge on this important issue that may affect theirfuture,” said Kindy Gosal, CBT Director, Water and Environment. “We encourage young people to learn more and participate in this discussion about a locally-relevant international water management agreement.” The CRT is an international agreement between Canada and the United States to coordinate flood control and optimize hydroelectric power generation on both sides of the border. Under the 1964 treaty, three dams were constructed in

Canada, including Mica, Duncan and HughKeenleyside. A fourth dam, Libby, was constructed in Montana. Its reservoir, the Koocanusa, extends 67 kilometres into Canada. The CRT has no official expiry date, but has a minimum length of 60 years, which is met in September 2024. Either Canada or the U.S. can terminate many of the provisions of the agreement effective any time after September 2024, provided written notice is filed at least 10 year in advance (2014). While no decision has been made by either Canada or the U.S. on the future of

the current treaty, given the importance of the issues, and the approaching date of 2014, both countries are now conducting studies and exploring future options. Over a thousand Basin residents have already attended CBT-hosted information sessions about the CRT in communities around the Basin. The CRT Young Leaders Conference is one more way CBT is helping ensure Basinresidents are informed about the CRT. QUALITY CONTROL TECHNICIAN

Committed to producing the best, we are currently looking for two Quality Control Technicians who will become part of our successful team in Creston B.C. These positions will report to the Quality Compliance Manager and involves acting as a technical resource on quality issues through analytical and microbiological services (e.g. data handling/interpretation, problem solving, training, process optimization and auditing) for the Creston Brewery Operation. The successful candidate must possess excellent analytical and problem solving skills. To qualify you should have a Bachelor of Science (preferably in Chemistry, Microbiology, Biochemistry or Food Science) or equivalent along with related work experience, preferably within the food or beverage industry. You must possess strong computer skills, communication skills (verbal & written), and have the ability to operate well in a team environment. One of the positions is permanent fulltime. The other position is contract starting immediately until September 14, 2012. Both positions are 8 hours per day 5 days per week which will involve shift work. These position may also require overtime/weekend coverage. The Columbia Brewery based in Southeastern British Columbia rewards its employees with competitive wages, and a fast-paced challenging work environment.
