Council OKs controversial hotel bylaw

The controversial final step in an effort to encourage new hotel and motel investment was approved by Nanaimo council Feb. 27. The new Revitalization Tax Exemption Bylaw is specifically designed as incentive for a hotel to complement the Vancouver Island Conference Centre, which is operating well below capacity partly because of a lack of up-tostandard rooms in the downtown core. The VICC can host up to 1,300 delegates at a time while feeding 950. Nanaimo’s downtown is equipped with about 400 rooms council sees as fit to house visiting delegates. Coun. Jim Kipp said he sees the bylaw as “giving away money” at the same time property taxes are going up and other demands on the city, such as purchasing more parkland, are also increasing. “We’re offering a million bucks a year to a hope hotel yet we can’t find money for parkland, we can’t find money for other stuff. Despite smooth sailing handling Duke Point ferry traffic through its Departure Bay terminal, B.C. Ferries has no plans to close the Nanaimo to Tsawwassen operation. The terminal has been out of commission since Dec. 20 after the Coastal Inspiration crashed while docking, damaging the ferry’s bow doors and the terminal’s lower vehicle ramp. Repair work is underway and plans are for a mid-April reopening. Mark Stefanson, B.C. Ferries spokesman, said debate over closing Duke Point has surfaced before, but the terminal remains an integral part of its operation, particularly for the commercial vehicle service. “Our staff in Nanaimo has done an outstanding job of being able to accommodate both routes operating out of Departure Bay for this period of time,” he said. “It’s a blessing this is happening in the winter time and the low point of our season. Once we start moving into the busy summer season, it’s our view there is no way both routes could operate out of Departure Bay without some major challenges.” The ferry corporation reported a $23.1-million deficit in its third quarter of 2011-12, and Stefanson admits there will be cost-efficiency issues on the table over the next couple of years. ◆ See ‘‘B.C. Nanaimo and District Crime Stoppers is going into Dover Bay Secondary School this month. Const. Gary O’Brien, Nanaimo RCMP spokesman and Crime Stoppers police coordinator, said he will kick off the program by giving presentations to each age group in the school. Police were scheduled to talk to students about the program Wednesday (March 7), but due to the teachers’ strike, the launch will be rescheduled to another day this month, he said.
The RCMP, working with school administrators, will promote Crime Stoppers through posters around the school and posting ‘Crimes of the Week’. “It’s about making the school a safer place,” said O’Brien. “Dover’s the first one and then we’re just going to work south.” Last spring, Nanaimo school board asked school staff to help implement the program in all secondary schools on the recommendation of the district’s anti-vandalism committee. An attempt to get the anonymous tip program going in schools has long been a goal

New Democratic Party candidate Zeni Maartman said she heard about a couple of suspect calls as she was making last-minute stops at campaign offices in the riding on election day. “I heard about a couple of calls in the Bowser area,” she said. “They indicated they had a couple of odd phone calls from our supporters who were a little bit miffed because they got a phone call to go to Qualicum Beach, when in fact they were supposed to vote in Bowser.” In the frenzy of election day, Maartman said she didn’t think anything of it. “There was some confusion between Qualicum and Bowser and, to be quite honest, we thought it was just a couple of mix-ups,”she said. The comments come in light of the ‘robocall’ scandal, which involves voters being given inaccurate information about where to vote. However, MP James Lunney emphatically denied using robocalls at all in the riding and stressed that any calls made on election day in the riding came from Conservative Party supporters at the campaign office — to Conservative supporters. Maartman concedes it’s doubtful any misleading phone calls — if there were any — would have made a difference to the eventual result, as she lost by more than 5,000 votes to Lunney. “Between James and me it probably wouldn’t be an issue, but in ridings where there were only a couple of hundred votes separating them, it might have,” she said “This needs to be thoroughly examined and investigated to get to the heart of it. When you hear about election fraud, you think of developing countries where democracy isn’t so strong, so to hear about this in our own country, to me it’s beyond disappointing.”

Hundreds of Nanaimo students walked out of classes Friday afternoon in a show of support for teachers, who started a threeday strike Monday. At John Barsby Secondary School, about 200 students rallied outside the building with signs, chanting “We support our teachers.” Nanaimo-North Cowichan NDP MLA Doug Routley joined the students as they paraded along the sidewalks outside the front of the school. Tory Martin, a Grade 12 student from Wellington Secondary School, came with a group of peers to John Barsby because his own school wasn’t organizing a protest. He said he was there because he supports his teachers and to express frustration about teacher job action. “I do feel it’s impacted my studies, not knowing what’s happening,” said Martin. He added that what teachers are asking for is also important – class sizes should have limits and he believes students deserve better than the old, out-of-date equipment they use now. “A lot of [teachers] care about us,” he said. “That’s why I’m here – to support them.” Phebe Briggs, a Grade 11 student and one of the organizers of the John Barsby walkout, said some classes in her school are larger than optimal and she’s afraid it will only get worse. She wants to show teachers that students are behind their fight for better learning conditions and wages.

Suspected boat thief grounded A man already awaiting trial after being caught by police with a stolen boat in Parksville, was caught again, this time with a stolen boat motor, in Nanaimo. Wayne Allen Orr, 44, was arrested Feb. 24 at Nanaimo Shipyard, located at 1040 Stewart Ave. Orr was charged with one count of breaching a court order that he stay away from marinas, plus one count of possession of stolen property for allegedly being in possession of a stolen boat motor at the time of his arrest. He was released and is scheduled to appear in Nanaimo provincial court March 20. Mounties in Parksville arrested Orr eight days prior, when he was allegedly caught with a boat that was stolen in July. Orr is scheduled to appear in court May 12 to face one count of possession of stolen property from the arrest in Parksville. Const. Gary O’Brien, Nanaimo RCMP spokesman, said with this year’s boating season fast approaching, a marine communications group was set up in Nanaimo in early February to share infor mation about crime on Nanaimo’s waterfront. “This is a communications group whereas all concerned parties that deal with marine issues – the Por t Authority, Harbour Watch, the RCMP, Newcastle Island, Protection Island, any block watches or neighbourhood watches that are water-based – are all provided information on thefts, crime trends and police alerts,” O’Brien said. Group members will educate themselves about security and try to help lower the number of thefts from boats and local marinas. Harbour Watch, an RCMP-based volunteer anti-crime operation, will also continue patrolling the waterfront. Tickets to volleyball nationals going fast Fans of high-calibre volleyball had better move fast if they hope to catch the nation’s best collegiate players at Vancouver Island University. With only two days remaining until Thursday’s (March 8) 2012 Canadian Colleges’ Athletic Association women’s volleyball national championship, tournament passes are selling quickly. “We are extremely excited to host this event and showcase the best eight teams in Canada,” said Mike Stefan, event manager. “Vancouver Island has always been a hotbed for women’s volleyball and we are seeing that support and excitement for this event.” The VIU Mariners are going into the championship ranked No. 1 in the country, but the field is highly competitive, said Mari-
ners coach Shane Hyde. “It’s a wide-open event with everybody having a realistic chance at competing for gold,” he said. “It should be a fun time and a great atmosphere in our gym.” The festivities begin Wednesday with the awards banquet naming all-Canadians, player of the year and coach of the year. Quarter-finals begin Thursday with games at 1, 3, 6 and 8 p.m. The semifinals are Friday at 6 p.m. and 8 p.m., and Saturday features the bronze medal game at 5:30 p.m., and the gold medal game at 8 p.m. Tournament passes can be reserved by calling 250-740-6413. Inbrief Smile, kind word makes an impression crime
I
Arrest leads to meth seizure Mounties arrested a Nanaimo man, 36, and a woman from Courtenay, 28, after they were allegedly caught with 170 grams of crystal methamphetamine Wednesday. The arrests happened at about 9:45 p.m. after members with Nanaimo RCMP’s Property Crime Unit pulled over a newer model Cadillac in the Brooks Landing Mall parking lot, searched the car and found a small pouch containing the drug. Police also discovered the woman was in breach of a previous court order, stemming from a possession of a controlled substance charge originating in Courtenay currently before the courts. Police seized the car. Both suspects were released on a promise to appear in Nanaimo provincial court June 5 to face recommended charges of one count each of possession of a controlled substance for the purpose of trafficking. The woman also faces an additional recommended charge for breaching her curfew.

Tim Kerfoot, a Wal-Mart greeter at Woodgrove Centre, is one of 13 employees across the country to win the company’s Shining Star national award for respect for individuals, customer service and striving for excellence.
Tim Kerfoot likes to leave his mark on people with a smile. Offering a smile is his opportunity to leave a small impression on people passing him as he works as a greeter at the Woodgrove Centre WalMart store. Even a hello has the power to change someone’s day, he said. “I see the impact on the customer’s lives that come into the store of just saying ‘hello’ and ‘hi, how are you doing today’,” said Kerfoot. “You see people’s faces light up.” Kerfoot was recently recognized with WalMart’s national Shining Star award, which acknowledges an employee’s respect for individuals, customer service and striving for excellence. Kerfoot was one of 13 finalists who won from more than 66,000 employees nominated. He received the award in Toronto on Feb. 8. He has worked at the store for almost two years. He said getting the recognition is overwhelming.
Ken Baird, store manager, said Kerfoot always has a smile on his face and is willing to help customers. He follows through on things close to his heart and has even opened his home to people who don’t have a place to live. “He’s got a good sense of humour and it’s contagious,” said Gerhard Bosman, the store’s people manager. Kerfoot’s award had a special message engraved on the bottom from his coworkers and managers – ‘put the rock back’. It’s a reference to a rock taken from the top of Mount Benson and given to Kerfoot by his friends – after he suffered an accident in 2001 that left him a paraplegic – and challenging him to put it back himself. “I believe there is a day I’ll run again and that’s entirely based on my faith. I believe that God has promised me a day that I will run again and climb that mountain,” he said. Almost 11 years ago, during a Sunday slo-pitch game, Kerfoot was diving to catch a ball when weakened blood vessels in the left part of his brain burst, making his left side numb. He was helped off the field and started seizuring before the ambulance
arrived. He spent five nights in a coma, but lost months of memory. “I don’t remember those two months after the accident,” said Kerfoot. He was 19 and was reliant on family for care during the first few years after the accident, which made him look at the world through new eyes and let people into his life. It rekindled the relationship with his mother as she helped take care of him. When he was able to live on his own, he got another blow when his mother was diagnosed with cancer. She died six months later. Kerfoot said he’s glad he got the opportunity to deepen their relationship and now works to let other people into his life as much as he can. “The best things of my life have come through the hardest times. The transformation has not occurred when everything is going right and easy,” he said. “Easy times aren’t usually the catalyst where we make the choices and allow the transformation. It’s given me a new set of lenses to see the world around me, to see the people and for the opportunity that exists no matter where I find myself in my physical circumstances.” reporter3@nanaimobulletin.com
Help needed to care for emaciated dogs seized in cruelty investigation The Nanaimo and District SPCA is asking for donations to help with the ongoing care of eight emaciated dogs rescued last week. The B.C. SPCA rescued seven severely emaciated puppies and their badly neglected mother from a residence near Ladysmith Feb. 27. The German shepherd-cross dogs, who were surrendered into SPCA custody by their owner, included the mother of the puppies, six 12-week-old puppies and one nine-month-old puppy from a previous litter. Animal cruelty charges are pending in the case.
“All of the dogs were emaciated,” said SPCA constable Julie Hitchcock. “The mother was shaking violently from dehydration and malnutrition and was balancing on three legs because of an injury, but she was still trying to encourage her emaciated puppies to nurse. It was heartbreaking to see her trying so hard to nurture her puppies under such hopeless circumstances.” Hitchcock said the contents of the puppies’ stomachs included rocks and sticks that they had eaten to try to stay alive. “The dogs had no access to food,

water or shelter of any kind,” she said. One of the puppies will require a partial amputation and reconstructive surgery on its foot and a full amputation of its tail due to infection caused by cuts that were left untreated. “There were injurious objects strewn throughout the area where the dogs were kept, and it’s possible that the cuts came from broken glass,” said Hitchcock. All of the dogs were taken to Island Veterinary Hospital for immediate treatment and are receiving ongoing medical and
nutritional care. “The body conditioning scale for dogs is measured from one to nine, with one being emaciated and nine being obese,” explained Hitchcock. “At barely six pounds, these puppies didn’t even score a zero on that scale. For large-breed, 12-week-old puppies to be that thin is very scary, and I’m so thankful we found them when we did.” Hitchcock discovered the puppies by accident while in the neighbourhood responding to another animal cruelty complaint. “I’m not sure how much longer these poor dogs would have
lasted,” she said. “I was very concerned it was too late, but when the vet gave them fluids and some high-protein food, the response was amazing.” Five of the puppies are at the Nanaimo SPCA, one is in foster care and the mother and a puppy are still under veterinary care. “The dogs will require a special gastro prescription food for some time, in addition to other care costs, and we will need to fund the surgery for the injured puppy,” said Hitchcock. Strike remedy no bigg surprise p Nobody seems to be overly surprised that the provincial government has decided to use legislation to end yet another contract negotiation with B.C.’s teachers. Historically, when it comes to contract negotiations, the B.C. Teachers’ Federation and the Liberal government have gotten along like milk and vinegar, with contract negotiations ending in legislation. This time, however, the BILL 22 Liberals appear to have more about found a political opportunity politics in the current teachers’ job than solving action. educational Premier Christy Clark, who is slumping in the problems. polls, says she will not seek more taxpayer dollars to pay government workers. The BCTF, however, is quick to note that MLAs currently make about $102,000, on which they receive an annual percentage increase based on the consumer price index. While this concern may be sincere, it certainly seems selective. British Columbia has the worst childpoverty rate in the country, and the new provincial budget, recently announced by Finance Minister Kevin Falcon, does nothing to address this. Nor will it help parents struggling with the cost of day care, or post-secondary students saddled with ever-increasing loans. Meanwhile, the cost of living continues to skyrocket, but Falcon will not consider raising the corporate tax until 2014 – after the election. No, it’s no surprise the Liberal government is pushing a legislated contract on the teachers. It’s just business as usual.

With more people thinking about food security and healthy eating, container gardens offer another avenue for people to grow food locally. There are several community gardens popping up all over the city, giving people access to land to grow. Access to growing land can be a challenge for people in the city, especially in multifamily dwellings or highrise buildings. However, container gardening is meant to take advantage of even the smallest places and make them viable locations for growing. Community garden spaces are great, but they don’t seem to work for me. I don’t want to have to drive somewhere after work every day to ensure my plants have gotten enough water or to weed. I need something close by or I’m not going to be motivated to do the work. My stairway garden may not be able to provide me with all my produce needs, but I believe I’m making a dent. Saving valley worth cost To the Editor, Re: City explores Linley purchase options, March 1. Congratulations Nanaimo city council on your decision to put some serious effort into protecting this area for future generations. As a homeowner, I would be happy to pay a $24 annual parcel tax to purchase Linley Valley West. City council needs to quickly rezone or covenant the five properties in question to stop the bulldozers and chainsaws to protect this habitat. At present, the owners are well within their rights to log and build access roads. Hundreds of years of growth can be wiped out in a single afternoon. The owners need to have some incentive offered to protect this valley while negotiations take place. Sue Oakley Nanaimo

Given the current zeitgeist they could be shedding their reputation as a fringe party and garnering a lot of votes.” The Marijuana Party was burned to the ground and then bulldozed by changes to the election laws that took effect in 2004. Marijuana and the Marijuana Party are in similar social situations, being attacked and wiped out while the only possible practical resistance is to retreat and attempt to still survive somehow. Tax dollars not for private interests To the Editor, Re: Support the arts or risk shunning, Letters, Feb. 23. It should be a simple case of common sense to anyone, especially if you have a university education, that if you are involved with any group that is unable to support itself, you do not have any basis to claim public support.
It should be obvious to such people that whatever their interest is, it’s not worth much to the public and therefore does not deserve public support. Tax dollars are collected for municipal purposes, not private interests. If you want public support, then develop something that appeals to the public and
then ask for support. Simple. Otherwise, raise your own support. This not ancient Greece. Regardless of whatever their lifestyle was, aside from the principles of law it’s totally irrelevant to today’s world. The public’s tax dollars are high enough for proper municipal projects without the
added expense of paying for any group that can’t support itself. Just try raising taxes for these groups and watch the public reaction. As for being shunned by an intolerant society, I’ve been shunned for less by much, much better and I’m still here. P.D. Good Nanaimo

Later the city statesmen invited craftsmen to discuss construction of new public buildings. Stonemasons, artists and others took turns to speak. When a layman tried, prince or commoner, he was ejected from the gathering. But, whenever the topic is about general running of the city state anyone can speak at length. Conclusion? They know what their former media colleagues are after, can make sure they don’t get it and will make even the worst decisions seem stupendous. A 2011 study on the Internet says the average salary for communications positions in the government sector was $53,472 a year. So how in the heck has a whopping figure of $140,000 been arrived at? FUNDING ALLOWS more immigrants, refugees to learn English.
More new immigrants, refugees and their families living in Nanaimo will have access to a free English-language tutoring program thanks to provincial funding. The English as a Second Language Settlement Assistance Program gives recent immigrants and refugees an opportunity to access basic English language programs. The $7,162 grant delivers on the commitment made in Canada Starts Here: The B.C. Jobs Plan. The grant is part of $2 million awarded in 45 communities in B.C. It also allows English Practice Groups, part of the program curriculum, to be offered in more communities. The program is delivered in a small
group, one-on-one tutoring environment that allows coordinators and tutors to focus on the learner’s individual goals and language skills. English-language training is also available in Nanaimo through WelcomeBC’s English Language Services for Adults. These programs are made possible through funding from the federal and provincial governments. B.C. continues to be one of Canada’s most popular destinations for new immigrants, welcoming more than 40,000 newcomers annually. By 2019, it is expected that there will be more than a million job openings in the province, and skilled immigrants will play a vital role in filling almost one-third of those positions. Last year, more than 700 volunteers throughout the province provided English-language tutoring to more than 1,000 immigrant and refugee learners in B.C. communities.

Museum displays long-forgotten award
Nanaimo Museum is delving into history to recognize some prominent city women. Par t of Inter national Women’s Day, on Thursday (March 8), the museum is running a commemorative display through March, recalling Nanaimo’s Woman of the Year Award. From 1955 to 1978, the community recognized 22 women for their contributions to Nanaimo. Museum researcher Danijela Razman volunteered to take on the project after a conversation with 1968 recipient Joyce Command. Intrigued, Razman researched the award and the women who were recognized. “It was an important event that recognized the many hours of volunteer work done by Nanaimo women and it has been forgotten,” she said. The award was created in 1955 by Spies

S u p p o r t e r s wo u l d submit the names of worthy women and the reason they should be recognized on a ballot. A five-person panel then reviewed and counted the ballots and declared the winner. Each winner received a small silver tray and had their name engraved on the rim of a larger perpetual silver tray that was kept by the Council of Women. “The tray’s whereabouts is unknown and it has not been seen since the award was discontinued in 1978,” said museum

T
aylor Manns could sing before she could talk. She collected awards from jazz festivals and performances from across the country, earning the opportunity to sing as part of a choir at New York’s famed Carnegie Hall. Before she embarks on a career in performing arts, the Nanaimo teen puts her voice to the test one more time for the Upper Island Musical Festival. “I’m working really hard for it, so we’ll
see what happens,” she said. Her first audition was at age four for a company where her grandmother was stage manager. She took up dance lessons a year later, and performed in her first musical – Seussicall – at age seven. “I was a ‘Thing’,” Manns said. Dancing and singing continued with roles in Annie and The Little Mermaid with Kirkwood Dance Academy. Later this year, she performs in the title role in Cinderella. Manns was introduced to jazz in Grade 9 at Wellington Secondary School’s music program.
“I was thrown into a combo with Grade 12 boys, so I was a little intimidated,” she said. She said jazz was more difficult than the classical and musical theatre style with which she was familiar but found much more freedom of expression in its structure. That year she went on to win awards at the Lionel Hampton Jazz Festival in Idaho, plus other music festivals across Canada. “It was a really good year in Grade 9,” Manns said. 2010 was also a good year – Manns’s

audition tape earned her a spot in the American Youth Choir, which performed at Carnegie Hall. The program also featured a four-day intensive program in vocal work. “I’m still in shock about it,” she said. For the Upper Island Musical Festival, she learned 16 songs, doubling last year’s number, including a mix of classical and musical theatre songs, like Moonfalll from Mystery of Edwin Drood d and For Good, from Wicked, which is a duet she sings with Kiana Smith. ◆ See ‘MANNS’ /23

Passed away unexpectedly at Nanaimo Regional General Hospital. Pirjo was born in Finland and the family immigrated to Canada in 1952. Pirjo is survived by her daughter, Jennifer; brothers, Tapio and John; sister, Maaret; and nieces, nephews and cousins. She will also be missed by many friends in Nanaimo, Victoria, the Okanagan and Finland. A Memorial Service will be held at First Memorial 1720 Bowen Rd., Nanaimo, BC, Friday, March 9 at 11am. Reception to follow at First Memorial. All family and friends are welcome to attend the burial at 2:30pm at Cedar Valley Memorial Gardens, 2347 Cedar Rd. The Nanaimo Clippers played hard even when their playoff hopes looked bleak. And on Friday night, while still celebrating a home-ice victory, the Clips were officially eliminated from playoff contention. N a n a i m o d e f e at e d t h e Alberni Valley Bulldogs 4-1 at Frank Crane Arena that night, but learned from the out-of-town scoreboard that the Coquitlam Express had come back to beat the Langley Rivermen 5-4. It means that the Clippers are assured of finishing fifth in the B.C. Hockey League’s Coastal Conference, one place shy of the necessary seeding. Andrew Gladiuk, first star for the Clippers on Friday, said it was pretty easy to find focus despite the team’s situation. “We haven’t played at home in a while, and it’s on Friday night, so it’s pretty hard not to get up for it.” After redirecting in the game-winner midway through the third period, his second

goal of the game, Gladiuk had a chance for a hat trick into an empty net with 30 seconds left, but elected to pass to Kyle Kramer, who made it 3-1. Dan Correale added another empty netter with seven seconds left and Billy Faust recorded the win after a 27-save effort. The Clips were smiling after Friday’s win, but Gladiuk said it’s “not really” as much fun to play when the stakes are diminished. “All athletes want to be in
pressure situations,” said the alternate captain. “Obviously being in first place would be a lot nicer, being in the race a little tighter. But we’ve got to get up for every game.” As a 20-year-old graduating player with an NCAA scholarship in the bag, Gladiuk said there’s still something to play for over these last few games. “You’re basically soaking it in and squeezing every little moment out of it,” he said. “It’s a big part of your life, playing
junior hockey, and you don’t want to see it go. I’m going to have to move on at some point but it’s hard to see it go so I’m just trying to enjoy it.” ICE CHIPS … The Clippers went on to lose 3-2 to the Coquitlam Express on the road Sunday. Vancouver Island University’s basketball teams returned from provincials with matching silver medals. The VIU Mariners men’s and women’s hoops teams both lost to the University of Northern B.C. Timberwolves teams in the Pacific Western Athletic Association gold-medal games Saturday in North Vancouver. The men were defeated 69-61. “They just had a couple guys step up and make some plays and we didn’t make an open shot,” said Tony Bryce, coach of the Mariner men. “We really struggled to get into any sort of a flow offensively, as did they … Neither team, in all honesty, was able to execute. Both teams were so good defensively.” The M’s started the game down 13-2, forcing them to play catch-up the rest of the night. “The pressure really starts to build,” said Bryce. “But we wore it away. It wasn’t an effort thing.” Greg Gillies was selected as VIU’s player of the game. The M’s earned the chance to play for gold on the strength of a 67-57 win over the Capilano Blues on Friday. Patrick McCarthy had 20 points and 12 rebounds in that game and Jacob Thom had 18 points, nine rebounds and eight assists. Both those graduating veterans were later chosen as tournament all-stars. The Cedar Spartans senior A girls and the Wellington Wildcats senior AA girls tip off their final tournaments of the season on Wednesday (March 7). Cedar’s provincial tour nament is in Prince George. “The girls are excited to go. It’s an experience that they will remember forever and that’s
the most important thing, is that they’re up there having that experience,” said Launa Gannon, the team’s cocoach. “We’ll see how we manage.” Cedar placed second at Island championships Feb. 24-26 at Cedar Community Secondary School. Wellington plays its provincial tourney in Kamloops, starting with a game against Abbotsford Christian. The ’Cats came second at Island championships in Victoria.
