School closure meeting: public worries about job loss By Phillip Woolgar THE HERALD

The second of four meetings between Nicola-Similkameen School District 58 and the general public fueled pointed questions toward school administration and trustees. Members of the community were largely concerned about job loss. Noon-hour supervisors would likely be laid off if a school is closed, as well as the possible elimination of a custodian — temporary and part-time teachers are also at risk. The noon-hour supervisor at Bench Elementary spoke out, saying she will lose much-needed income if the school closes. “It may not seem like a lot to F
you,” she told administration and trustees, “but $600 to me is a lot of bread and butter.” SD 58 Superintendent Bob Peacock said noon-hour positions are at risk. “It’s a possibility to lose positions,” he said. “Also, if we don’t have a couple retirements coming up among custodians, there may be someone with the lowest seniority not having a job.” District staff received more than 60 comments and questions about the possible closure of Coquihalla Middle School or a combination of Bench Elementary and Collettville Elementary through emails and phone calls. At the meeting on Wednesday, people also complained there wasn’t fair warning about the
proposed closures. The public was informed at a meeting on Feb. 20 and a decision is slated for April 18. According the SD 58 Chairman Gordon Cameau, members of the district acted as soon as they became aware of funding issues. “We know we will have to wrap our heads around this very quickly,” he said. “The better idea is to bite the bullet. “To postpone that and to leave uncertainty... It’s not healthy for the community and it’s not healthy for the kids.” Since the initial meeting, SD 58 employees met with several community groups including managers at Highland Valley Copper, who indicated they would be doing a mass hiring. But
any additional people to Logan Lake, where the mine is situated, doesn’t necessarily mean more people in Merritt. “We’ll take the time to talk to people and do it for the kids,” Peacock said, noting Merritt has the capacity to educate 300 more students under its current branch of schools. Merritt is also not expecting a large number of future students from births. District staff said Interior Health recently anticipated an average of 120 newborns in each of the next five years. This year alone, 138 students are graduating. A decrease to the number of students means decreasing funding from the Ministry of Education. Funding protection is slated to drop by 1.5 per cent
to 98.5 per cent. SD 58 faces a further challenge by the ministry only covering costs to the equivalent of each course, rather than each student. After learning about this challenge, the district consulted the public who said last week they are concerned students who are currently in middle schools would either face an early transition into high school or a late transition back into elementary school if CMS closes. If it were closed, as is proposed in SD 58’s Option 1, elementary schools would enrol students from kindergarten to Grade 7, while MSS would educate students between Grade 8 and 12.

Music man craving to play accordion again A local musician is searching for a new instrument after his was ‘kicked in’ Jade Swarzberg THE HERALD

Life has been hard on this 59-year-old weather-beaten man, but put an accordion into his arms and he’ll play a Spanish love song that will charm even the grumpiest old spinster. During one SaySo performance, he brought the audience to tears with his rendition of

Most often though, locals may find him in front of Cooper’s Foods pumping out some old tunes with a smile on his face and a twinkle in his eyes. Three weeks ago, however, Bzowy lost his love when someone kicked his instrument and smashed all the reeds. “Some guy who had just got out of prison came up to me and kicked me really good,” said Bzowy. “He didn’t hurt me, but he nailed her [the accordion] really hard.” The accordion, which Bzowy purchased second-hand in 1979. was built in 1946, making it nearly impossible to find new parts for it, he said. “I tried to fix it, but I couldn’t, so I gave it to my ex-girlfriend and told her to chuck it away for me,” said Bzowy with tears in his eyes. Bzowy admits he has no money to purchase a new instrument, but he says he’d be content giving life to a borrowed accordion. “Several people have told me that they have old accordions sitting in closets collecting dust and I’m wondering if someone would let me play theirs,” he said. “I’ll give it back every night, just let me loosen her up a bit.” Music no longer drifts down the street from Cooper’s and people have noticed, Bzowy said. If anyone has a piano accordion they would like to share with him, Bzowy can be contacted at the Coldwater Hotel where he stays. “I just need to put her in my arms again,” he said. “I just want another chance to touch those ivory keys.”

Volunteers with Speed Watch set out on their first 2012 patrol on Thursday, as they looked to keep drivers below 30 kilometres per hour outside Merritt Central Elementary School. “We are the eyes in the community and we just want to make sure people aren’t speeding, especially through school zones,” said Speed Watch Founder Pat Lunzmann. After about two hours on Thursday, Lunzmann and her partner Chris George noticed approximately 26 people speeding along Voght Street in a school zone beside the elementary school. Drivers are asked to especially slow down in school zones.
FUNDING FOR STUDENTS, NOT FOR WAGE HIKES. The BCTF is demanding a 15 per cent wage hike and other benefits that would cost $2 billion and raise taxes for BC families. Virtually all other public sector unions have settled for no wage increases. It’s unacceptable that schools are disrupted and that students and their families are inconvenienced over an unreasonable salary demand in difficult economic times. The union is making claims and demands that simply don’t add up.

Museum seeks historical photos By Jade Swartzberg

Merritt history buffs know that a picture is worth a thousand words. This is why members of the Nicola Valley Museum Archives Association are hoping that locals will donate their old historical photographs before throwing them away. Specifically, the museum is looking for photographs relevant to the Nicola Valley, but NVMAA president Murphy Shewchuk clarifies that history doesn’t just mean something that happened a hundred years ago. “An hour ago is history, not just the 1920s,” he said. “We’re looking for street scenes, buildings, anything that is not possible to repeat.” The Museum and Archives has already accumulated 8,000 local historical photographs, as well as nearly 250,000 negatives recently donated by the Merritt Herald, which are now part of the collection.

Shewchuk says the photos are a record of life in the Nicola Valley and valuable to researchers who visit the museum in search of information. “At the very least, we would like to make a good quality scan of the photos, but if you don’t see a need to keep them, we’d be glad to have them,” he said. Besides photographs, Shewchuk says the museum would also accept old home movies pertinent to the area. “Our mandate is to preserve as much material as we can,” he said. With this in mind, NVMAA volunteers have also been actively working to preserve
Merritt’s history by photographing and digitally indexing back issues of the Merritt Herald, which began publication in 1905. In particular, Tom Edwards spends about six hours per week photographing pages at the museum. Already, volunteers have photographed nearly 25,000 pages of the Herald covering issues from 1910 to 1978 and 5,000 of those pages have been digitized, including indexing. This means a visitor to the museum could search for information with a name or a keyword in seconds, similar to an Internet search
engine. The NVMAA has also digitized back issues of its historical quarterlies which were published since 1979. “By photographing the papers, we are eliminating the need for the paper to be handled,” said Shewchuk. “Indexing them makes it much easier to search for information and researchers can then print sections of the paper.” Jo Atkinson, assistant manager of the Nicola Valley Museum and Archives, said many people visit the museum to do family history. “We also get a lot of school tours and we’ve
even had book authors come in here to look through our archives,” she said. The NVMAA will be holding its Annual General Meeting this Thursday at 7 p.m. Ryan Sharp from Huldra Silver is scheduled as the guest speaker. Shewchuk says the public is welcome to attend and consider becoming a member of the association. “Come to the AGM and we can talk about photographs or indexing,” he said.

HERALD OPINION Cold climage on planet BCTF VICTORIA – The stories began tumbling out as soon as last week’s column on teacher union indoctrination of students was posted on our websites. Most parents, retired teachers and administrators, requested anonymity because their kids and grandkids still have to go to school, or they have relatives or fair-weather friends in the B.C. Teachers’ Federation who mustn’t be enraged by any contradiction of their dogma. There was the Grade 3 art class in Langley where students were assigned to create anti-Bill 22 protest signs. There was the Grade 6 teacher in Greater Victoria who started a onehour drill on BCTF talking points by telling students not to believe anything they see in the media. There was the middle school in the Gulf Islands that dismissed students early to force them all out in a show of solidarity against the latest of many legislated settlements. And there were the BCTFBCGEU pickets that blocked entrances to government offices here in Victoria, harassing, threatening and physically blocking office workers in an effort to force them to join the thousands bused in for the traditional howling show of strength for Big State Labour bosses on the legislature lawn. In my 20 years of criticizing the policies and tactics of teacher union radicals, I have had my office windows smashed twice. I have seen a mob of self-absorbed strikers push a senior off the sidewalk into the snow. My daughter has been subjected to hard-left environmental propaganda in elementary school. I’ve never seen anything quite like this. But hey, let’s be constructive here. First, I should emphasize I understand that these incidents do not represent the vast majority of dedicated teachers, who wouldn’t think of intentionally abusing their position for personal or political gain. I mean that sincerely.

‘Planet X’ hoax one of many rumours PHILLIP WOOLGAR Merritt HERALD The number of rumours that make their way through this community is staggering. My editor, Jade Swartzberg, recently wrote about the rumours related to an alleged dog poisoning that triggered an RCMP investigation — the police eventually found that the
“poisoning” started with an innocent conversation between dog owners — one pooch owner noticed her animal was eating something on the ground and then became sick. As a journalist who is new to the community, it’s hard to know what, and in many cases, who, to believe. Take for instance a rumour that I believed and was very excited about. I heard of a giant Planet X, or Nibiru, and, okay, maybe I’m a bit of a space geek — alright, I’m a huge one. So it didn’t take much for me to believe the rumour about this super cool new planet that is

about to maybe crash into the Earth this year and it would prove that the Mayans were right and that the world is going to end. Not sure about the whole death-to-all scenario, probably wouldn’t happen, but the planet was apparently getting ready to arrive pretty close to this blue and green ball with gas that we call ‘Earth.’ That means that if it didn’t crash into the Earth, aliens walking about the rock, might be close enough to jump over to check out the Walk of Stars, or take in a Cents game or two. Or, they could arrive with picks and shovels ready to extract our

resources and eat all of our pigs, cows and chickens. Hopefully they wouldn’t eat us. But, alas, the rumour proved false, according to the National Aeronautics and Space Agency (NASA). All that excitement for nothing... I was also taken aback by a rumour that the victim of a recent stabbing was dealing crack and that the alleged attempted murder was drug related. Fortunately, Swartzberg, who was covering the story, didn’t include that information in the story. The hearsay was eventually confirmed false, as the man charged with the

stabbing was also apparently knocking on other neighbours’ doors, asking for a ride — or is that a rumour? With all this unconfirmed information, it’s my duty to treat every story as if it were an investigative piece, compiling evidence and then comparing that to other stories, or rumours. It does make for a longer day in the office, but at the end of the day, I think everyone wants to have a true account of the events in the community — because, if you can’t believe your local newspaper that has been a part of this community for over 100 years, what can you believe?

YOUR OPINION Teachers claim first priority is resources From Page 6 And thanks to all the teachers who sent me lecturing letters, particularly those who insist that they don’t really want another 16-per-cent raise, because their first priority is improving classroom resources. Volume doesn’t permit individual responses to everyone. Authors who begin along the lines of “Sir, you are an idiot” receive lower priority. If I don’t get back to you, please convey your willingness to accept a brief wage freeze to your union executive. They’ve scaled back some of their more egregious prep time and paid leave demands, but apparently your admirably altruistic message has not yet been absorbed. And yes, I’m aware that the Harvard study of class size and performance I mentioned last week examined charter schools in the United States. I understand that “charter school” is considered coarse language in B.C. As with health care, there must be no serious competitive dynamic or other dangerous experimentation permitted within the unionized state monopoly model. And thanks for suggesting I’m an agent of the B.C. Liberals, who invented poverty 11 years ago. East Van MLA Jenny Kwan touched on it in the debate on Bill 22. Children coming to inner city schools hungry, inadequately clothed, with lice. Abused children. I can assure Kwan that these tragic realities are not confined to the hellish B.C. Liberal era of spending increases. Indeed, I witnessed all these things in my threeroom school in Tomslake, B.C. in the 1960s. Social Credit was to blame then. I remember the school more for its great teachers than its undrinkable water or alcoholic principal. And to all those who provide spelling-challenged advice on journalistic objectivity, here’s the thing. The first rule of opinion writing is to have one. I’m not looking for middle ground in the cold vacuum between Earth and Planet BCTF.

Members of Valley Visual Artists showcase their art Dear Editor: Current members of Valley Visual Artists will celebrate the return to their artistic roots by showcasing their art in the upcoming 18th annual show and sale. Members of the local artistic club will display their newest work along with their favourites from the past in watercolour,
oil, pastel, acrylic and colour pencil crayon paintings and drawings as well as photography, woodturning and greeting cards. Motorbike etiquette up in the Nicola Valley Dear Editor: It’s that time of year again. Motorbikes and ATV’s are out and about for another season. Before anyone jumps to any hasty conclusions, I’m not trying to be a killjoy. I know a lot of good folks who really enjoy riding around. And I very much appreciate all the hard work put in a few years ago to reduce the impact of trail bikes and ATVs on the residents who live close to a lot of the activity. No, I’m not going to com-
plain at all. It’s so much better than it was a few short years ago. I’d like to thank all those who have responded so positively to the concerns raised at that time. My reason for this letter is simply to encourage those who enjoy using their trail bikes and ATVs to continue to respect their friends and neighbours by keeping in mind a few reasonable requests: • The vast majority of enthusiasts are quiet and keep their activities well away from the residential areas. The
occasional few seem to think that louder is better. The local bike shop can help with those muffler problems. Please keep the noise to a minimum. • Remember that others use the trails as well. There are many hikers, walkers, joggers, cyclists, baby buggies and dogs who also use the trails – especially the lower ones. They need to be safe and should be able to enjoy some peace and quiet and clean air. Please be aware of others. • Our environment
is fragile. We really haven’t done a very good job of respecting our planet. We all need to do our part to protect it. Please do your best to lessen the impact of your activities on the ecology. Again, many thanks to those who have so amply demonstrated respect for their friends, neighbours and the environment – and best wishes to those who are learning to do so. Bill 22 ‘breaks constitutional law, Liberals think they are above the law’ Dear Editor: I don’t get it. If Bill 22 is passed, the BC Liberal government will fine B.C. teachers for breaking the new law. It prohibits teachers from striking and limits their collective bargaining rights. This law breaks an existing constitutional law and an international law. How can this happen in a democracy? Is the Liberal government above the law? In 2007, the Supreme Court of Canada ruled that Gordon Campbell’s Liberal government violated the Canadian Charter of Rights and Freedoms when they ripped up the 2002 collec-
tive agreement of the Hospital Employees’ Union. In the same year, the B.C. government (with Christy Clark as Education Minister) stripped the teachers’ collective agreement of many guarantees that had previously been negotiated, including class size and composition. In doing this, they also violated international treaties that Canada had signed as a member of the UN and the International Labour Organization. Last April, the BC Supreme Court ruled that the 2002 legislation concerning teachers was unconstitutional and therefore invalid. They were given one year to remedy the impact of the law.
So what do they do instead? They make yet another law that breaks the law of both the Canadian and the BC Supreme Courts. I don’t get it. As lawbreakers, teachers will be fined $475 a day, union officers will be fined $2,500 a day, and the BCTF $1.3 million. I propose that as lawbreakers, the members of the legislature be fined $475, cabinet members $2,500, and the BC government $1.3 million for each day that Bill 22 is in effect, with the money going to education funding. People with a steady creative hand are encouraged to submit a design for the Nicola Valley Farmers’ Market’s new logo. The winner will receive $50, while the runner-up pockets $25. “The Nicola Valley Farmers’ Market’s mandate states that all vendors must make/bake/grow/ build anything they sell, so we are looking for a fun, cheery and original logo that incorporates those four aspects,” said Lucas Handley, NVFM president. Organizers are also looking for a “community” feel to the design. Handley said on Thursday that he already received one submission. “I’ve also had several phone calls about the contest,” he added. “We are leaving this pretty open and are very excited to see what kind of creativity that can come from within Merritt to help us find our new logo design.” The farmers’

The Merritt Centennials took care of business efficiently on the weekend, winning their final two games of the 2011-12 regular season, and locking up second place in the Interior Conference of the BCHL in the process. Both weekend wins came at the expense of the cellar-dwelling Trail Smoke Eaters, as the Cents snuffed out the Smokies 6-2 at the Cominco Arena on Friday before returning home to defeat the same team 5-2 on Saturday in front of a season-high crowd of over 850 people at the Nicola Valley Memorial Arena. “We were trying to just get out of the weekend without any injuries, and at the same time play with good habits and remain confident,” stated Cents’ head coach and GM Luke Pierce. Merritt’s bench boss was particularly pleased with his team’s opening period in each of the games against Trail. Friday, the Centennials outshot the Smoke Eaters 18-8 through 20 minutes, and forged a 2-0 lead going into the first inter-
mission. “It was probably the best first period we’ve played in Trail in three years,” he said. Saturday, both teams had nine shots in the opening frame, but the Cents thoroughly dominated play territorially, and quickly built another two-goal lead before the game was nine minutes old. “It was huge to get out to a good start,” Pierce explained, “and then be able to pull back a bit and just manage the game.” Another real positive to emerge from the weekend was the strong play of the Centennials’ so-called fourth line. The purpose of Pest Management Plan (PMP) No. 260-0015-12/16 is to reduce overall mosquito nuisance in select areas of the City of Merritt by controlling larval development using an Integrated pest Management (IPM) approach to control. The PMP focuses on larval mosquito control initiatives which use public education, physical site modification and biological controls to reduce larval mosquito populations and conserve or enhance natural mosquito predators wherever possible. This Pest Management Plan is renewal of the recently expired PMP for this program.

The proposed duration of the PMP is from 01 May 2012 to 30 September 2016. Larvicide products proposed for use include VectoBac 200G, which contains the natural-occurring soil bacterium Bacillus thuringiensis var. israelensis, (PCP #18158) and VectoLex CG (PCP #28008) made with the related bacterium Bacillus sphaericus. Both of these products provide species-specific control of mosquito larvae and are non-toxic to other organisms including fish, birds, wildlife, man and domestic animals. Mosquito larvae require stagnant or on-flowing waters, temporary or permanent, to develop. When physical alterations (drainage, filling) are neither practical nor desirable, developing larvae will be treated using VectoBac or VectoLex larvicides. Applications of VectoBac 200G and VectoLex CG will be made using aerial (helicopter) and ground-based, hand-broadcast methods. All applications will be conducted within, and adjacent to , the community of Merritt. The PMP for larval mosquito control is being prepared for the City of Merritt by D.G. Regan and Associated Ltd., and environmental services firm, with extensive experience in pest management plan development and local mosquito control operations.
