Campbell River felt the wrath of the lion’s roar. The proverbial “lion” of March ran roughshod over the city Monday, as Campbell River took the brunt of one of the fiercest storms to hit Vancouver Island in years. With heavy rain and southeast winds gusting between 80-135 kilometres an hour, the storm toppled trees, damaged homes and buildings, downed power lines, blew apart fences and created general havoc everywhere. And even when the winds died down in the afternoon and the sun appeared, it still wasn’t over. Thousands of residents spent a chilly night in their homes with no power as BC Hydro crews faced the monumental task of repairing downed lines and poles in several locations scattered across the city, including Quadra and Cortes islands. “Monday’s storm was intense and…severe,” said BC Hydro spokesman Stephen Watson. “Approximately 6,000 customers went through the night without power and crews hope to have those customers restored by late

Campbell River Salmon Foundation celebrates with its fifth annual dinner, dance and auction It was another sell-out affair for the Campbell River Salmon Foundation which held its fifth annual dinner, dance and auction at the Community Hall on Saturday night. There were dozens of silent auction items up for bid along with some amazing fishing trips and original art to be had at the live auction. When all was said and done, the event raised thousands of dollars to support salmon. The foundation’s mandate is to promote the conservation, rehabilitation and enhancement of watersheds for salmon north of the Oyster River to the Salmon River estuary and to the mainland coast.

down on a house and a child had not yet been located – had a tree crash onto the police cruiser’s front bumper. Fo r t u n a t e l y, s h e wasn’t injured, but the car is now in the shop. All in all, it was also a busy day for police. “T he 911 system received 416 calls for assistance in the Campbell River area alone,” said RCMP Staff Sgt. Troy Beauregard. “RCMP would like to thank the 99 per cent of people who were patient and coped with the road closures which allowed for emergency workers to respond safely to the damages and effectively clear roads and homes.” Elsewhere in the city, high tide, driven by the wind, sent waves over the rip-rap at down-
town’s Robert Ostler Park. The open-air longhouse was flooded with sea water and logs were scattered across the adjacent parking lot. Parks manager Ross Milnthorp said the rip-rap will require “significant and fairly complicated repairs,” while a thorough cleanup of branches at all city parks will likely take a few weeks. That’s okay, according to Ruth Vangils, who posted this note on the Mirror’s website: “Thanks to city workers, hydro crews and RCMP for your dedication in restoring services to the people of Campbell River and surrounding communities.” As the city braced for another wind warning on Tuesday, Neufeld looked out the win-
dow from his city hall office and was pleased at what he saw. “Ahh, it’s a sunny day,” he said with a sigh of relief.

Taxes could be on the rise for the next three years KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
City staff is recommending council increase residential property taxes for the next three years. The city estimates it will need to increase taxation in order to balance the budget in 2012, 2013 and 2014. Previous councils have relied on the city’s reserves, or savings accounts, to make up budget shortfalls but city staff warn that will cause serious financial headaches down the road. “Funding ongoing operations or multiyear projects through reserves or reducing expenditures or delay-
ing them for one or more years will continue the financial instability as these funds are one time money and will need to be replaced in the next financial plan by either an increase in taxes or by using more reserve funds,” said Laura Ciarniello, the city’s manager of corporate services. “In essence using this approach is masking the problem. This kind of cycle is not sustainable.” Instead, Ciarniello recommends a 15.27 per cent ($181.80 for the average home) increase in residential taxes for 2012; an 11 per cent ($98.78) increase in 2013; and a four per cent ($47.62) tax hike
for 2014. The city is also considering an increase in user fees for water, sewage, and recycling by 6.92 per cent this year; 9.71 per cent in 2013 and 3.79 per cent in 2014. “ T h ro u g h o u t t h e budget process, staff has advised council that it would recommend having the largest tax increase in the first year,” Ciarniello said. “The resolutions that were made...with regards to the parcel taxes and user fees has resulted in the middle year being most heavily affected. Council has the options to reevaluate their motions to adjust the increases to have the largest
increase in the first year.” Those options include expediting the water fee increase which is supposed to rise in small increments over the next year and delaying the garbage user fee decrease which came out of council’s financial meeting last month. Ciarniello said in both the 2013 and 2014 budgets, council will have to figure in an addition of three per cent, or $800,000, for inflation and wage increases. City staff also forecast the current rate of growth will continue and both budgets will have $200,000 generated from construction taxation.

The concession at Strathcona Gardens lost thousands of dollars in each of the last three years as attendance at the recreation complex dwindled. The Strathcona Gardens Commission, governed by the Strathcona Regional District, “has raised concerns about the costs to operate the Strathcona Gardens concession,” said Brian Reardon, regional district chief administrative officer. “It is a service that is generally appreciated by the user groups and the general public. Unfortunately, from 2009 to 2011, the concession has been losing money.” Last year the concession lost $22,043 while in 2010 the loss was $18,131 and in 2009 the concession lost $11,291. In 2011 the concession made $1112,783 in sales but paid out $83,554 in wages and $51,272 to suppliers for food. Reardon said the shortfalls could be blamed on the pool closure, the change in menu items, and a rise in labour, material and delivery costs. The concession has a mandate to operate at a no net loss. To help balance the books, the regional dis-
trict incorporates sales from vending machines when calculating the total revenues for the concession. Last year the two vending machines at Strathcona Gardens combined generated $16,327 in sales while in 2010 vending sales were $8,656 and in 2009 sales were $13,874. Yves Bienvenu, manager of facilities at Strathcona Gardens, said it can be difficult for the concession to turn a profit because it relies on user groups. “As a complementary service, the concession is almost exclusively dependent upon the number of customers participating in arena and swimming activities,” Bienvenu said. “One reason why revenues are in a downward trend is the surprisingly low profit margin set out in terms of trying to stay competitive with the outside market. One could also make the argument that there are many users of the facility who either refuse to buy from the concession or smuggle outside food and drink into the arena.” Bienvenu said in September that the drop in concession sales could also be connected to a drop in pool attendance from 43,621 in 2008 to 25,813 in 2010 as well as dwindling attendance
at Storm games. “Over the past three years the Storm hockey club has either not made the playoffs or has exited very quickly and attendance has reflected their performance by going from full houses to barely half full,” Bienvenu said. The concession, which employs two full-time and four to five part-time seasonal employees, recently introduced healthly food options but Bienvenu said the more wholesome menu items have not increased sales or profits as hoped. Ice and pool user groups will meet in late spring at which time a
review of concession operations will be presented. Bienvenu said the regional district will ask for feedback and suggestions as to the operation of the concession at that time. The concession operates from September to March and opens for the occasional tournament in April. The concession also provides food services for spring and summer events such as the circus, the home show and aquaculture show. The concession is open Monday through Thursday from 3:308:30 p.m. as well as Friday nights for Storm games and weekends from 7 a.m.-8:30 p.m.

Cyclist hits car The man riding the bicycle was fortunate to escape injury after he T-boned a car. But his luck ran out when police handed him a ticket for not wearing a helmet. According to RCMP, the accident occurred on March
6, around 11 a.m., at the intersection of 13th Ave. and Shopper’s Row. The 61-yearold cyclist was riding too fast on the sidewalk, didn’t stop at the intersection and hit the side of a Chrysler 300. “The collision caused a significant amount
of damage to the vehicle and the cyclist was lucky to avoid any significant injuries,” said RCMP Staff Sgt. Troy Beauregard.
Load spills off logging truck A brake failure on a loaded logging
POLICE BEAT truck caused the trailer to separate from the cab on Friday morning. This caused the load of logs, most 80 feet long, to spill onto the highway.
The road was closed for a short time to clear the debris. The trailer was ordered removed from the road for mechanical inspection.
Burned out tail light costs driver A motorist on Cedar Street was
caught driving under the influence after being stopped for having a burned out tail light. The vehicle was stopped by RCMP on March 8 at 10:10 p.m. According to Campbell River RCMP, the driver displayed symptoms of
having consumed alcohol and was arrested and subsequently provided breath samples in excess of the legal limit. The vehicle was impounded and the male driver is facing impaired driving charges, according to RCMP Staff Sgt. Beauregard.

The city’s budget deficit has shrunk by a million dollars. Going into budget planning, the city faced a $3.6 million budget shortfall for 2012. As of March 9, that deficit stands at $2.4 million. The shrinking deficit came at the expense of several service cuts council made at its Feb. 28 financial planning meeting. “Council has worked hard to obtain public input about the current services provided, options about possible service reductions or elimination and has debated both of these topics extensively,” said Laura Ciarniello, the city’s manager of corporate services. “The decisions made over the last few finance committee meetings about services provided and the levels at which these services are delivered have resulted in a framework for the 2012 operating budget.” If the budget deficit stands at $2.4 million and if that deficit was borne solely by residential taxpayers, taxes would increase by 16.04 per cent, the

the death of Elizabeth Lagis. The 33-year-old resident of Kingcome Inlet was found dead Friday morning in a ditch off

A father and his son were found okay after they were reported overdue on Sunday. According to Sayward RCMP, the pair were driving to Eagles Cove on Saturday when their rental vehicle became stuck in the snow along a “very rugged” logging road. The two decided to split up and headed in opposite directions to
look for help. T h e b oy w a l ke d several kilometres and made it safely to Brown’s Bay, but his father was still missing. At 9:45 p.m., Sayward and Campbell River RCMP, along with volunteers from Campbell River Search and Rescue, began searching the area. At 12:32 a.m. Sun-
day, the father was found safe and sound, back inside his rental vehicle which he had returned to in order to wait for help. “Police and search and rescue would like to remind the public to always carry food and water and first aid supplies including warm blankets and a candle in their vehicles when traveling to
these remote areas,” said Cpl. Rod Pick of the Sayward RCMP detachment. “The best thing to do in a situation like this is always tell someone where your destination is, what your expected time of arrival is and never split up. “The best thing to do in this situation is to stay in your vehicle and wait for help.”

BC Hydro is pushing ahead with its ambitious $1.35 billion project to upgrade the Campbell River power generating system, but is still awaiting final approval from the B.C. Utilities Commission. O n T u e s d ay, B C Hydro announced it will proceed with an environmental and regulatory review application for the John Hart upgrade. It has also posted a project procurement request for qualifications on BC Bid. “There is a real sense of momentum as we take these significant steps forward in the various approval processes required for the proposed John Hart project,” said Chris O’Riley, BC Hydro’s executive VP of generation.” The catch though is whether the utilities commission will approve the enormous capital required to finance BC Hydro’s largest project.
BC Hydro has announced it will proceed with an environmental and regulatory review application for its John Hart upgrade.
Hydro is expected to make its application to the commission in May, and the approval process could take up to a year. The John Hart Generating Station has provided clean, reliable power for more than 65 years, but an upgrade is badly needed. The plan is to replace
the penstocks running from John Hart Lake to the generating station with a two-kilometre tunnel through bedrock, and to build a new generating station with more efficient turbines. The upgrades would also vastly improve the seismic stability of the power generat-

It was the storm of this century, at least It’s events like Monday’s storm that help us appreciate the public services we have. How would you like to have to go out to work in a storm like that? Many of our emergency and public services did. We say: Our So, kudos to our police officers, wild environment firefighters, BC Hydro and city and any others that headed occasionally puts crews out into the teeth of the storm to us to the test try and restore services or secure an area for safety reasons. It was wet and windy work, to understate the obvious, but somebody had to do it.
There will be many who will complain that perhaps it took too long to restore power or the street closures were a confusing mess and perhaps there’s a valid point there to be made but that’s for another time. On Monday, there were people who headed out to work and sure, they get paid for it but it doesn’t make it any easier. There were real threats to life and limb and we can be thankful that there are no reports of anyone being injured on the job. Residents can also pat themselves on the back because by all reports everyone handled the disruption with good grace. There are likely many instances of people watching out for each other
and their property. Out-of-school children had to be accommodated and that most likely involved a network of friends and relatives. Employers undoubtedly experienced productivity losses with many businesses being closed due to a lack of power and other situations. There will be costs to the public purse as trees and debris are cleared and insurance companies will undoubtedly be processing claims for significant damage done. Our wild, natural environment is one of the things we love about this area. Occasionally, it tests us but we seem to be able to respond to it with grace and dignity.

Council a ‘miserable failure’ Campbell River, you have been conned – smoke and mirrors. All this talk about bringing costs into line, nothing is going to change. You have to ask yourself, why does it cost more to run Campbell River than Courtenay. What Campbell River desperately needed was a mayor and council with the will to actually change things. They have failed miserably. “The residential taxpayer will have to cover the cost of all tax shortfalls.” I am also confused on the proposed tax increase. I am told that it is 24 per cent or $288 a year. Twenty-four per cent of my very average house taxes would mean an increase of over $700 per year. I sincerely hope that no one is thinking that this is a one time event. What happens when all the reserve money is gone? Next year there will have to be another huge increase in taxes. If only because everyone who works for the City will need an increase in wages just to keep up with rising costs. Just look at their own property tax bill – it just keeps going up. It’s so easy to get complacent in Campbell River. Sure, we have winters. Sometimes we even get a little snow. Lots of rain and it’s the damp cold that’s the worst kind, right? Soaks right through you. Oooh, it’s so tough. And after a like a month in total of days that had anything approaching winter temperatures, summer comes. Sure, we don’t get scorching 90-degree heat but it’s still pretty nice. Even a “bad” summer is pretty mellow with mists and summer rain and everything’s so green. So, yeah, it’s pretty easy to get complacent about the climate around here. And then you get smacked with a
storm like we had Monday. Wow. I tried to wind my way through the streets of Willow Point to drop my son off at North Island College only to find when we got there that it’s closed. Could they not have put that on a website somewhere or perhaps changed the message on their phone line? Anway, so back home we go winding our way through the street closures to find our power’s out. Oh well. Leave the family behind and I head out to wind my way through the blocked streets again to get some pictures of the damage and eventually make my way into work. On the Old Island Highway, I bail out of the line up heading north to get pictures of the ocean at the new
pump station. I did my version of the hurricane reporter. You know the one where they’re leaning nearly horizontal to show you the power of the wind. That’s what I did trying to get back to my car. I have never felt a wind that strong before. I gave up on the Island Highway, headed south and up Simms then north on Galerno only to be stopped by trees across the road. I eventually made it to work to upload my pictures and assess the damage. Meanwhile, back home, a tall tree in the back yard was making my wife nervous. It swayed back and forth so much that its roots lifted the ground around it 6-8 inches. So she decides to abandon the house and go to a
friend’s after warning our neighbour about the tree. Thankfully, the tree held it’s ground. And that, of course, is the unpleasant part about all this. We all love to see the power of the wind and we shake our head in amazement at the trees being ripped out of the ground but we can’t forget the damage and threat of injury and possibly death that is caused. Luckily, there’s no reports of serious injury or fatality but there’s no doubt it’s heartbreaking to see your house or car crushed by a tree. It is easy to get complacent about the climate here but as this storm shows, Mother Nature should never be taken for granted.

Last year’s event was a great success as we were able to stuff the Campbell River Christian School bus to near capacity, filling each bench with four banana boxes of food for the Food Bank.

Dorothy Swift has a standing date with the less fortunate in the community every Saturday afternoon. Since 2002 Swift, along with an army of volunteers, has been feeding the hungry when there’s no place else for them to go for food. A group of 23 from the Campbell River United Church’s outreach program volunteers its time prepping, cooking and serving food every Saturday from 11 a.m.-1 p.m. out of the Radiant Life Church. “Anyone who comes into the soup kitchen, we’ll feed them,” Swift says. “It’s directed at the ones who can’t afford to eat anywhere else.” Visitors to the soup kitchen can get a hearty bowl of soup,

minister of the United Church heard there was nowhere for the hungry to go for a meal on the weekends. “People that were hungry could get food five days a week at the Salvation Army but there was nothing for them on the weekends so we decided we could step in. The minister at the time made inquiries to the congregation at the United Church and the Anglican church and asked if there was anyone interested in setting something up,” Swift says. “In April 2002 we set up in the old Overwaitea, where Home
Hardware is now, and we set up with tents, oil and campstoves.” Swift said the volunteers fed between 30 and 40 people at the time, whereas now the soup kitchen typically serves between 80 and 90 people. The soup kitchen operates out of the Radian Life church, where it’s been based for the last four years. After moving from the original Overwaitea location, the soup kitchen was headquartered at the Salvation Army Lighthouse Centre on Cedar Street before being displaced and taken in by Radiant Life. The small church on Cypress Street is the perfect location, as the volunteers are able to take advantage of the community garden, planted behind Coast Realty. The soup kitchen also relies on service clubs such as the Eagles, and the Royal Canadian Legion. The group also collects bottles to purchase week to week food. The soup kitchen also benefits from a group of women from the Mormon church who has provided cookies for the soup kitchen every week, since the very beginning. “It truly is a community effort,” she says.

Palmberg, Gary Leonard Gary Leonard Palmberg passed away suddenly Saturday, March 3rd in his home. He will be missed by family, all his friends at the Campbell River Legion and in the local business community. He is predeceased by his father Victor Palmberg and commonlaw wife Victoria Dubois. Survived by his Mother: Ina Palmberg, Sons: Bill (Karen) Palmberg, Kirk (Margie) Palmberg, Daughter: Liisa McGrady, grandchildren: Ethan, Laine, Seth, Jacob, Elizabeth, Aaron, Abigail, Christopher and Susan, Brother: Gord (Sue) Palmberg of Galliano Island, B.C. Sister: Gail (Brian) Shaw from Abbotsford, B.C., and niece and nephews: Memosa and Leif Palmberg, Randy, Kevin and Travis Shaw. Gary was a member of the Campbell River Legion. He ran a farm in Bellingham, and then moved to Campbell River where he operated several taxi cabs for Beeline Cabs. In Gary’s leisure time he enjoyed fishing and cooking family dinners when his kids were young. Gary was a very social fellow whose kitchen table was always available for visitors to stop by for a coffee or drink. After watching his father and other family members succumb to Alzheimers we request donations to be made to the Alzheimer’s Society of B.C., in his name at #300-828 West 8th Ave., Vancouver, B.C. V5Z-1E2. A celebration of life will be held at the Campbell River Legion Sunday, March 25th at 1PM.

With very heavy hearts we announce the tragic and sudden death of a wonderful father, husband, son, brother and great friend to so many people. Daryl was taken from us way too early in an industrial logging accident as a faller. Daryl was predeceased by his dad Arnie Clark who was also taken tragically in the same manner. Left to mourn is his wife Jennifer and their 3 children, Arnie, Ashley and Kimberly, his mother Patti Clark, his sister Cindy Clark, extended families and numerous friends. Daryl spent the first few years of his life in Sayward, BC where his dad was a faller. At the young age of only 6 his dad was killed in a falling accident. Shortly after his father’s death his mom moved him and his sister to Duncan to be closer to family. A year later they moved to Chemainus where he lived and grew up until he met his wife Jennifer. Daryl felt compelled, even knowing the risks, to give up logging and become a faller. Over the years he worked for numerous logging and falling companies on the North end of the island so in 2000 Jennifer and their children moved to Campbell River so they could be closer to Daryl’s work allowing more time together as a family. Daryl loved family, friends, hunting, boating, quadding and was passionate about his work, which in the end took his life. GERMANN Frances Margaret April 20, 1934March 6, 2012 Frances Margaret Germann, born April 20, 1934, and known to her family as Dick, to her friends as Fran, and to her grandchildren as Nana, passed away peacefully in her sleep after a courageous battle with cancer on March 6, 2012. Frances is survived by her husband Bill, sons Robert and Peter, their wives Heather and Wendy, grandchildren Scott and Jody, sister Rene, and brothers Dave and Ross. The family is grateful for the love and support Frances and Bill received from so many close friends and family members. The family also thanks the Campbell River Hospital medical and nursing staff for the wonderful care they provided.

Dec. 5, 1951-Mar. 4, 2012 It is with great sadness that we announce the passing of Wade Birchard after a courageous battle with cancer. He passed away March 4, 2012 surrounded by family. Wade was born in Moose Jaw, Saskatchewan and moved to Campbell River in 1960. He was a very social person and very devoted to family. He enjoyed the solitude of working at his cabin, motorcycle riding and riding his ATV with friends. He enjoyed life to the fullest and was always willing to help others. Wade was known for his annual fishing derby that lasted 10 years with all proceeds going to charity. He was on the board of CRTV and helped with various community activities. Wade was very proud of his successful business, Campbell River Door Services. Wade is survived by his soul mate of 31 years, Julie Birchard, son Kyle(Jenny), grandson Ashton, son Cody of Victoria, mother Connie, brothers; Ralph(Julie) Birchard of Calgary, Ken(Katie) Birchard, Perry(Kelly), sister Holly(Mark)Johnson of Saskatchewan, sister in law Connie Young of New Brunswick, mother in law Mary Clemenson, brother in law Danny(Lucy) Clemenson of Nanaimo, brother in law Charlie(Jan) Clemenson of Winnipeg, sister in law Sylvia(Ross) Filpula of Saskatchewan and numerous nieces and nephews. I would like to thank all his special friends who helped us through this difficult time and never left his side. I would like to thank Dr. MacNeill, Dr. Prinsloo and all the numerous nurses from the second and third floor of Campbell River Hospital. So, no, a goldfish does not do well in a bowl nor a small tank. 2. A goldfish REQUIRES a filter. It’s not an option to keep goldfish without a filter, and use a good quality filter that will filter MORE than the actual tank size. 3. Goldfish live a LONG, LONG time if kept properly. An average life span for a goldfish is 25 years! YES 25 years with the longest lived goldfish living to a ripe age of 43 years. 4. A goldfish is not necessarily a coldwater fish. They can live in a tank with no heater but can THRIVE in a tank that is heated up to 78 degrees.

If you’ve chosen the right groomer, they should take their time, and reward the puppy with tiny treats for good behavior. You can also easily condition your pup to having their face and feet handled by you and even your friends when they visit, by touching then rewarding with a tasty treat. This type of “bomb-proofing” your pup can be started as soon as you welcome her into your family. Please don’t wait until your puppy turns into a matted mess before you hand them over to the professionals... a kind groomer would insist on the puppy being clipped right down, avoiding potential pain from pulling on the hair and trying to make her first grooming appointment a pleasant time.

The biggest problem, however, are the images and graphics that people “pull off the web” to incorporate into their documents. Just because it looks good on the screen doesn’t mean it will look good iin print. All our mo monitors, from CRT to LED, have an optimized resolution aat 96 DPI. That means that if an image is at 96 DPI, it will look ggood on the screen and you can see it very well. However, when w printing anything from a file, most printers , from inkjet to commercial copiers, have a minimum optimized resolution aat 300 DPI. This means that if you would like to print a document with an image, the image has to be at least 300 DPI at the size tthe image is being printed at. So, if you are ar pulling images from the web, make sure that they are at a high enough resolution so when you print them, your images look good.
Yes you can! There are several species of roundworms, hookworms, and tapeworms that can transmit from dogs and cats to people. Most of these worms cause very minor or no signs of illness at all in dogs and cats. Try to train your pet to defecate in only one area and promptly remove the faeces. Cover sand-boxes when not in use, and wear gloves while gardening. In addition to these simple precautions you should perform regular fecal tests and deworming on your dogs and cats. Talk to your vet about a parasite control plan for your pet based on their risk.
