Endako Mine expansion given nod Means more jobs for Nechako and Lakes regions Submitted FRASER LAKE - Endako Mine has been issued a Mines Act permit amendment which will increase production, create approximately 160 new jobs and sustain a total of 400 employees in the north, announced Minister of Energy and Mines Rich Coleman. Endako is a molybdenum mine owned by Thompson Creek Mining Ltd., and Sojitz Corporation. The mine is located 100 km west of Prince George near Fraser Lake. It has been in continuous production since 1965. The expansion of the mine will amalgamate the three pits. It will also result in a major upgrade to the mine’s 42-year-old mill and will create a new facility that will nearly double the current processing capacity to 55,000 tonnes. Molybdenum is a type of coal ore which is used in the production of steel, particularly stainless- and construction-grade steel. Nechako Lakes MLA, John Rustad registered his enthusiasm for the news by saying, “Endako Mine has been a rock of support for Fraser Lake and the surrounding area as it’s one of the longestoperating mines in Canada,” “I’m very happy to see this will extend the mine’s life by another 16 years, and that it will continue to be a cornerstone of the economy in this area of the province.” The expansion’s projected capital cost is approximately $600 million, and it is believed that the mining reserves are sufficient to continue operations until approxi-

mately 2028 and this expansion will generate approximately $90 - $100 million annually in economic activity such as direct wages, purchases and taxes. The Endako expansion is possibly another employment opportunity for the 36 displaced mill workers who were negatively affected by the recent fire and explosion which closed the Babine Forest Products mill. The workers will help to start up the new mill, and these jobs may lead to permanent employment. Mineral exploration and mining is an important economic driver for B.C. Police were called for a suicidal person Tuesday at 10:45 a.m. The person was taken to hospital by police for assessment. Wednesday at 1:20 a.m. someone called police to say a family member texted them that they’d taken lots of drugs and alcohol with the intent to self harm. Police attended and got the person to treatment. The same day at 3:20 p.m. a separate report of a suicidal person who had taken medication and alcohol saw police attend and take that person to hospital.

Kidnapper caught near Vanderhoof convicted in P.G. Allan Wishart Free Press It started near Fraser Lake in August 2007 but it ended Friday in a Prince George courtroom. Richard Dean Zagwyn was found guilty of six charges and sentenced to an indeterminate jail sentence as a dangerous offender. Zagwyn had been facing 23 charges, but 17 of them were stayed. He was found guilty of kidnapping, failing to stop a motor vehicle when ordered to do so, two counts of break and enter and two counts of discharging a firearm

with intent. The case began on Monday, Aug. 20, 2007 on Stella Road, near Fraser Lake, when RCMP attempted to pull a vehicle over. The vehicle refused to stop, fled the scene, and was later found in a ditch in the area. The driver was seen exiting the vehicle and running into nearby woods. As RCMP approached, shots were fired in their direction. The area was then cordoned off, and assistance from other detachments was called in, including the emergency response team from Prince George and a helicopter.

By the following day, a second emergency response team from the Lower Mainland had joined the search as well as a second helicopter. That night, RCMP received information that Zagwyn had made his way east to the Vanderhoof area, and may have taken a hostage and his vehicle. There were also reports of more gunfire between the suspect and police, but no injuries were reported. On Wednesday, Aug. 22, police found a man on the Stoney Reserve who had been the hostage. He was unharmed. Less than an hour later, Zagwyn was appre-

Letter to the editor Chetwynd wind farm completed Dear Editor For most people in B.C., Thursday, February 16, 2012 was just another day. But in the annals of B.C.’s energy sector it was an historic day marked by the official completion of the Dokie wind farm project near Chetwynd. The Dokie wind farm is now B.C.’s largest wind farm, supplying enough cost-effective renewable green energy annually to power nearly 30,000 average B.C. households. If that same amount of energy had been generated by burning coal it would have resulted in close to 300,000 metric tonnes of greenhouse gas emissions. In terms of cost-effectiveness and well-proven technology, wind energy ranks right alongside runof-river energy as one of the most cost-effective renewable energy sources available with one of the smallest environmental footprints

of any form of energy generation. Moreover, wind energy and run-of-river energy complement each other perfectly because wind energy peaks in the stormy winter months when hydro resources are typically at their low point. And neither energy technology harms salmon as traditional hydro dams have in the past. If it was not for B.C.’s incredibly abundant hydro resources, we would probably have tapped B.C.’s equally abundant wind energy and other renewable green energy resources much sooner than now. The fact that we are now doing so, and diversifying B.C.’s renewable energy portfolio, deserves not only acknowledgement but a hearty two thumbs up. International Women’s Day Winning Essay: Ordinary Faces in Extraordinary Places March 8 was International Women’s Day. After Salt Spring Island resident Pat Preston approached the (Black Press) Driftwood newspaper for support in recognizing the day, an essay contest for high school students was spawned. With assistance from English teacher extraordinaire Peggy Gerlach-Williams, some 27 personal essays about important female role models were submitted and read by Preston, Driftwood editor Gail Sjuberg and writer Maureen Moore. The winning essay, by Grade 11 student Gabrielle Spiess, is published here. Gabrielle Spiess It is funny how in a lifetime someone that you have barely known can impact your life so profoundly. It could be through their legacy, their accomplishments, or just the way they lived their life. They could influence you just by what they had said or simply by being themselves, an ordinary woman, going about her daily life. Then again, an impression from one person, one woman, can come in the simplest of ways, even when you least expect it. On Feb. 13, two years after I was born, my aunt, Carmen Breault, died in a car crash. When she was young, a simple farm girl, she decided she wanted to be a nurse. That dream never changed. In a similar way, when I was five years old, I decided that I wanted to be a doctor. I was like my aunt, my mother told me; I knew from early on what I wanted to do. My aunt and I are kindred spirits in this. Now, I did not know her the way others had known her, but my

mom tells me that we had a special connection because she adored me before I was born. In the short time we had together, this bond grew; she became the backbone for my dreams; she became my role model. If she had pursued her dream of becoming a nurse, who could stop me from pursuing my dream of becoming a doctor? Her courage gives me strength. From inquiring about stories, I learnt that my aunt was a natural nurse, calm and fair, yet firm with her patients and colleagues. She had confidence in her skills and confidence in what she believed in. One always felt reassured because of what she was doing even when, in some cases, she may have had no idea. All of this confidence did not come easily to her, though; she had to work hard for her marks throughout school. Self-doubt plagued her as it does the rest of us. The difference between my aunt and others, though, is that she overcame her fears and doubts and knew that she wanted to make a difference. By advancing in her medical

career, she achieved her dream and applied to the Doctors Without Borders program. In this program you travel to third world, war-torn or disaster-stricken countries to deliver medical aid and support. It was only a few months before her death that she received acceptance into this program. She did not find a cure for cancer, nor make a colossal impact on the history of medicine, but my Aunt Carmen gave me a dream. I want to follow in her footsteps and finish what she had started. Just like it was a dream of hers, Doctors Without Borders has become a dream of mine. International Women’s Day celebrates the extraordinary ordinary women and how they influence our daily lives. It could be a woman that you read about in a magazine or on the internet, someone that you have heard about or have seen on the television. Maybe it is the everyday women in our lives. Women are the role models of our future generations and, like my Aunt Carmen, have the power to influence a life even long after they are gone.

Express River meet moves to March 29 Apryl Veld Omineca Express The Nechako Environmental Enhancement Fund (NEEF) committee meetings that were expected for this week will be postponed to the last week in March. The next round of meetings for enhancement fund managers in Vanderhoof have now been confirmed, fund administrator Roderick Bell-Irving stated. The public workshop/meeting for Vanderhoof will be held at the Nechako Seniors Friendship Centre on Victoria St. Thursday, March 29 at 6:30 p.m. Everyone interested in Nechako and Cheslatta river health topics is welcome to attend and bring ideas to the river workshop. Discussions will look at how to use a multi-million dollar fund for projects to benefit the Nechako watershed. The NEEF committee is charged with the task of consulting with the public on alternatives to a water release facility. Plans for that project were scrapped citing concerns with the high cost of construction and lack of funding partners . The river rehabilitation fund was part of the Kemano project Necha-

ko rehabilitation fund pledged along with Alcan’s condition that the funds be matched by “another person” before they will release them for enhancement projects, up to $50 million. The province made it clear in December 2011 it would not be partnering with Alcan and so the fund became clearly without partners for funding enhancement projects. However the province appointed a new management committee, (NEEF) to look at other ways of helping rehabilitate the important river.

NEWS Tourism strategy for region Rebecca Billard Lakes District News Tourism, redevelopment of brown field sites, a second jobs fair and continued work on the fibre supply analysis are some of the initiatives Pat Bell, Minister of Jobs Tourism and Innovation said will help the economic recovery efforts in this region. Bell said the province is continuing to focus its efforts on Burns Lake, following the Babine Forest Products explosion and fire last month. During a media conference held last week, Bell announced that Peter Harrison, the director of partnership marketing for Tourism B.C. will be working on a specific tourism strategy for the Nechako Lakes area. Minister Bell said Harrison had successfully worked on more than 100 individual strategies to boost tourism in other small communities. “The focus will be on improving tourism opportunities to stimulate economic activity in Burns Lake this summer,” he said. Minister Bell said one

project that could be expanded is the annual Big Pig Mountain Bike Festival. “We could expand the festival activities to cover an entire weekend,” he said. “Working closely with members of the community, business leaders, the Northern British Columbia Tourism Association and Aboriginal Tourism B.C., ministry staff will refresh planning previously undertaken in 2009 through the Province’s Community Tourism Foundations program to help identify any existing tourism development challenges and prioritize opportunities to support the local tourism industry,” Minister Bell said adding that Burns Lake and the entire Lake’s District is recognized by travellers for its unique beauty and its activity based experiences such as mountain biking. When asked how much of an impact increased tourism to the area will have on economic recovery, Minister Bell said he didn’t feel it was a final solution, but indicated it would be a step forward in economic recovery efforts.

New Residential Construction Guide Benefits Homeowners and Builders Homeowners have a new tool at their fingertipss to help them better understand how warranty providers evaluate claims for possible design, labour or material defects in new homes. The Residential Construction Performance Guide is the newest online resource available on the provincial Homeowner Protection Office website at www.hpo.bc.ca. It explains how homes covered by home warranty insurance should perform. Every new home built for sale by a licensed residential builder in B.C. is protected by mandatory third-party home warranty insurance. It’s the strongest system of construction defect insurance in Canada. “For most consumers, buying a new home is one of the largest financial investments they will make. So it’s essential that homebuyers can make that investment with confidence, knowing that they will not be faced with additional expenses to repair defects after they move in,” said Tony Gioventu, executive director of the Condominium Home Owners’ Association and an advocate for consumer protection. This simple, practical guide is easy to use. It outlines more than 200 possible defects that are searchable online. This includes the most common defect claims that might be submitted under a home warranty insurance policy – from windows that malfunction, to driveway or interior concrete floors that have cracked, to siding that has buckled. Farm safety plans bring business success

January 30, 2012 – Ottawa, Ontario – Farm Credit Canada’s (FCC) Farm Safety Report Card showed that 85 per cent of Canadian producers understand the importance of maintaining farm safety – to prevent financial loss due to incidents, protect their family members and to keep employees safe. Despite their good intentions, only one in ten producers has a written farm safety plan. The Canadian Agricultural Safety Association (CASA) offers guidance in developing safety plans for their farms through the Plan • Farm • Safety campaign. The study surveyed farmers’ perceptions of the current state of farm safety in Canada. The study also revealed that 34 per cent of Canadian producers want training in the basics of preparing a safety plan for their operations. The survey was conducted to support the three-year theme of the Canadian Agricultural Safety campaign, Plan • Farm • Safety. This year, emphasis is on “Safety” including assessment, improvement and further development of safety systems. Last year, the focus was on “Farm”

including implementation, documentation and training. In 2010, the campaign promoted “Plan”, featuring safety walkabouts and planning for safety. The yearlong “Safety” campaign will be launched with Canadian Agricultural Safety Week (CASW), from March 11 to 17. The Canadian Federation of Agriculture (CFA) and Canadian Agricultural Safety Association (CASA) deliver CASW in partnership with Farm Credit Canada (FCC) and Agriculture and Agri-Food Canada (AAFC) through Growing Forward, a federal, provincial, territorial initiative. “The Plan • Farm • Safety theme has been a catalyst in helping Canadian producers gain a better understanding and appreciation of the importance of safety as part of their overall business planning,” says Ron Bonnett, CFA President. “By focusing on a particular aspect of farm safety plan development each year, producers have been able to go through the steps necessary to establish practical farm safety programs on their farms.” “To help producers build and implement a written farm safety plan, CASA developed a new farm management tool called the Canada FarmSafe Plan,” says Marcel Hacault, Executive Director of CASA. “This resource is flexible enough to be used by any sector in any province and can easily be customized to each producer’s specific operation.” “Planning, implementing and assessing safety on the farm is an important part of every successful farm operation,” says Rémi Lemoine, Vice

Mental health, addictions help close to home Video conferencing and outreach aims to bring help to more remote parts of the region Apryl Veld Omineca Express Mental health and addictions services in the region are connecting people like never before. They now have video conferencing for consumers and health workers, along with other innovative ways of reaching out to get help to the right places. The Omineca Lakes Mental Health & Advisory Committee was formed - in its embryonic stage- in March of 2011, with Sandy Ramsey of Northern Health Board at the helm. "Ramsey did a phenomenal job of connecting people in all parts of the North who were interested in assisting with mental health and addiction issues in their communities," Fraser Lake mental health advocate, Doris Ray said. Video-conference stations were set up and people were contacted by e-mail or phone. "Sandy (Ramsey) consulted and advised the membership of our fledgling Omineca Lakes committee until we are finally at the point where we are getting it right!" Ray emphasized. She added the other key people involved with the project include Halijo Webster of Fort St. James, who was elected the advisory committee's chairperson; vice chair is Terry Galvin of Fraser Lake; secretary, Doris Ray of Fraser Lake; and treasurer, Jack Lacerte of Burns Lake. Doris Ray is an advocate for people living with schizophrenia and their families, said she is really pleased the video conferences have been happening for almost a year now. "I think it's been very helpful," Ray said. More people in Vanderhoof area may want to take advantage of the services, Ray noted, as Vanderhoof area residents haven't yet shown much participation. "We'd like people in Vanderhoof and other areas to know there is help and about the video meetings, that can make help easier to get,” Ray expressed She also noted her main concern remains the lack of mental health workers in the area. "There's a quite a turn-over in professionals who serve the region," Ray said, "there has been some burn out for some of the mental health workers."

She said it would be even more helpful if there were staff that were here on a more consistent basis, so people don't have to reintroduce their health history for new people all the time. Getting a service that can serve the large and diverse region is a challenge. In the area of Omineca Lakes, there are eight communities and 15 bands, which makes it a unique area, Northern Health Board chair, Sandy Ramsey told Ominica Express last year. That is why the video conferencing is playing a key role presently. Committee members who are consumers of mental health and/or addiction services, along with those family members or close friends of someone with mental health or addiction issues, are the only members who are “voting” members. Mental health and addiction service providers, emergency response workers, those involved in public positions in the community are also invited to attend any or all meetings in an advisory capacity. She said they've been working with the RCMP and getting them connected with paramedics and social workers. The RCMP have been making an effort to get on board in learning about people living with mental illness. "They are the ones who get called when there's an incident involving a person with a mental health condition," she noted, "and now they have implemented sensitivity training so they know the symptoms, and learn better how to interact with someone (suffering from an episode caused by their illness)." Ray credits Burns Lake RCMP Staff Sergeant, Grant MacDonald and Vanderhoof's Staff Sergeant, Dave Beach for coordinating mental health education in those detachments "The funding our committee has received from Northern Health is designated for consumer-oriented education and supportive projects. It comes from what is referred to as the Consumer and Family Initiatives Fund," Ray explained. Some actions to reach out and inform the community about dealing with mental health issues that seem small can have significant positive effects and that is why Ray has made efforts to be involved. "In past years, I have received support from the C&FI Fund to travel to SD91 secondary schools and present an interactive play-reading in Grade 10 classrooms on the subject of a family coming to terms with a loved one’s schizophrenia," Ray said. Omineca Express The Vanderhoof speed skate club raced in the Provincial short track meet in Kamloops March 3-4. The local speed lovers were having fun and honing their skills. “Good pieces of learning happen there,” Vanderhoof Clippers president Calvin Desmerais said, “they learn how to race ... when do I pass? when to come out.” Skating in a group is one of the special skills the club’s skaters are evolving, Desmerais explained. The moves are similar to how flocks of fowl change position, in that when one moves forward, the others make room, because being out front during key laps helps a skater earn points. “They’re like birds,” the skate trainer said. The Nechako area Clippers were among the 80 skaters representing 21 clubs racing at the short track meet in Kamloops, and the athletes ranged from age 11 to 80. Note that 80 is not a typo; this skater is Agatha van der Starre racing in the masters or Active For Life (AFL) division. There were skaters aged 63 and 57 and much younger also competing in AFL division that weekend. The meet is an important all ages competition that helps everyone work on their racing chops and take in the other racers’ styles. “One neat thing is the kids see the adults skate and doing their personal best,” the Clippers guy emphasized. It also shows that no one must stop doing what they love because of his or her age. One of the Clipper racers, Alison Desmerais was trying to beat her own personal best time for one of these events, her father explained. “Alison wanted to beat her 400 metre time of 42 seconds,” he said, “this would qualify her for the Canadian Western Regional Championship. And so Desmerais did snag that goal, beating her personal best time by 1.5 seconds, and qualified to race at the CWG championships in Winnipeg, March 2425. She won a bronze last year when the westerns were held in Kelowna. The Clippers also sent “train to train” racers Mathew Ebert, Jessica Sewell, and Sarah McBride to the provincial short track championship. Ebert took a silver, McBride took an iron (fourth place medal) and Sewell just missed an iron, but did an amazing skate for a fifth place finish as well. “Everyone accomplished some important goals ... we see what we can accomplish and what we can do better,” the senior Desmerais said. He noted that Alison shared with the other skaters her racing perspective, that if you train and work at it, improving is within your reach. Sarah McBride and Alison Desmerais also competed at the BC Winter Games and did very well. Desmerais won a silver in the Final Standing

New Gold to start building camp, mine and prepare to dig Blackwater Road site Apryl Veld Omineca Express New Gold president Rober Gallagher and communications representative Timothy Bekhuys, outlined the Blackwater project at a presentation before Vanderhoof council in mid February. Gallagher said their mine site is a very large land package, the portions of which they acquired from several companies including Richfield and also a 20 per cent share from Silverquest. He noted their investment in the project will be around $130 million, and that they’re about three-and-a-half years from having their permits in place before they can start mining. The New Gold president said they will soon be opening a communications office in Vanderhoof across from the A&W restaurant, and will soon welcome local contractors to get in on bidding for work to erect a 50-150 person camp including sewage, water treatment and incinerators. He said they will also be building a high-speed communications receiver for the camp, and starting up a minerals lab. Gallagher emphasized that New Gold intends to bring high environmental standards to their operations, including replacing culverts with more fish-friendly bridges and will bury their waste rock beneath their tailings, so it does not get broken down by the air gases that turn it into highly-polluting ‘acid rock’, as is the case with many mining operations throughout Canada and the world. “We hope this will become New Gold’s flag-

Vanderhoof coaches were honoured at a youth basketball banquet last Tuesday and kids had a ball said the head of Youth Basketball Association. “It’s a celebration and awards to introduce teams and all involved,” Warren Cullum said. This year six coaches received recognition. New coach of the year went to Jesse Andres, coach of the year was given to Mike Hurren. The executive member award was presented to Heather Floris, while a longevity award honoured Eric Lytle for five years coaching, and a three to five year award was bestowed upon Vaughn Mueller. Basketball youth were there to cheer for the coaches and enjoy the evening as well. Each year from November to February end, kindergarten to Gr. 7 students can play

and learn with the Steve Nash Jr basketball program. “The kids learn new things and get improved skills,” Cullum explained, “and just have fun of course.” He noted there were 135 Vanderhoof kids this year who played in the mini-league. They were divided into teams based on age groups, and while Grades K-1 learn movement skills, the Gr. 2-3 play five-minute games and get introduced to basketball. These teams are coached by Brian Cross. Gr. 5-7 practice Friday nights on teams playing four on four, Cullum noted. All get to participate and see their game improve. “They get about 50 hours of playing per season,” he added. The Basketball BC Board director said they will be doing tryouts for the BC Summer Games team in Vanderhoof on April 29.

Northern cancer research to help the region’s patients Northern B.C. residents will benefit from a growing cancer research infrastructure in the North focused on improving early detection and the delivery of cancer care in northern communities. University of Northern BC (UNBC) is in a partnership with others to facilitate cancer research in the North. “Our collective goal is to increase cancer research across our region,” said Dr. Geoff Payne, regional associate dean, Northern Medical Program and vice provost medicine, UNBC, “which can then be translated into best practice and address the needs of northern and rural populations.” The NCCS Research Office has developed a number of initiatives to help drive rural, remote, and/or Aboriginal-specific cancer care research in the region. These include an NCCS Research website(www.northerncancerstrategy.ca/Research) which provides researchers with tools such as a provincial/national funding catalog; an academic Northern Oncology Lecture series at UNBC showcasing regional activities; and a new STUART NECHAKO MANOR ...Do you like to walk and be outdoors? Northern Health news Submitted A media tour was held with Prince George media on January 13th to provide an update on the construction of the BC Cancer Agency Centre for the North. As part of the tour, media who attended were able to see the linear accelerator vault rooms for the first time in the facility. A public information event about the Northern Cancer Control Strategy and the new BC Cancer Agency Centre for the North took place in Prince George on January 19. Further open houses will then be planned for other communities across the Northern region over the coming months, beginning with the Nechako Lakes district, a health information bulletin stated. A Northern Interior update noted there are regional health positions to be filled. They indicated the following positions are proving to be a challenge to recruit to:

Senior Buyer The Senior Buyer will be responsible for the mine’s mid tier purchases, tenders and contracts, and will be responsible for the maintenance of Huckleberry Mines’ purchasing policies. We are looking for self starters who can work safely with minimal supervision, work well in a team environment and have excellent interpersonal and communication skills. Responsibilities will include preventative maintenance, repair and troubleshooting of engines, transmissions, hydraulics and electrical systems on 777 and 785 Cat Trucks, 992 Loader, Komatsu PC 2000 and 3000 Excavators, Cat support equipment, P & H 2100 shovels, Bucyrus-Erie and Atlas Copco rotary drills, and other small support equipment. Applicants for these positions must possess a journeyperson’s trade qualification (B.C. ticket) or an Interprovincial Heavy Duty Mechanic’s ticket and be able to perform basic welding. Experience with shovels and drills is not necessary but would be considered an asset for this position.
