Two historic hotels torched in Grand Forks arson spree KARL YU West Kootenay Advertiser
The historic Grand Forks Hotel has been completely destroyed and the landmark Winnipeg Hotel damaged due to a pair of fires early on March 7 in Grand Forks, B.C. According to Boundary Regional RCMP, police were responding to a
report of a fire at the Grand Forks Hotel at 3 a.m. when a fire was detected at the Winnipeg Hotel on Central Avenue in Grand Forks. Police consider both cases of arson due to the suspicious nature of both fires. A man has been charged in relation to two hotel fires that occurred in
Grand Forks, B.C. on March 7. According to Grand Forks RCMP’s Staff Sgt. Jim Harrison, 47-year-old Grand Forks resident Christopher James Cusack has been charged with two counts of arson endangering human life in relation to the fires at the Grand Forks Hotel and Winnipeg Hotel.

RDCK makes training for emergencies a priority SUBMITTED
Last week the Regional District organized Incident Command System (ICS) training for the local area. Participants from the Town of Creston, Nelson Police, RCMP, RDCK, Nelson Search & Rescue, Passmore & Balfour Fire Departments, Ministry of Transportation and the Ministry of Forests, Lands & Natural Resource Operations took part. Training together
allows individuals to get to know each other and enhances the understanding of everyone’s roles. “In a wildfire event,” says RDCK Chair John Kettle, “we might have all of these people represented in the Local Authority Emergency Operations Centre.” The incident command system is a model for command, control, and coordination of a response at an emergency site. Originally designed for managing wild-
fire, the system has evolved into a flexible all hazard system that can be scaled to the size of the emergency. It also provides a common response framework suitable to any size of incident. That means that if there are multiple agencies such as police and fire both responding to the incident, they will have a common understanding of who is taking on what role. The incident command system train-
ing is one part of emergency operations training that the RDCK conducts for regional emergency preparedness. Earlier this year, emergency staff participated in an earthquake exercise and a drill at the Emergency Operations Centre. The ICS 300 training was jointly sponsored by the Regional District of Central Kootenay and the Government of Canada through a grant from the Joint Emergency Preparedness Program.
Seniors grant approved for Fruitvale Greater Trail Briefs A seniors’ coordinator position has been created at the Village of Fruitvale to handle activity and information as it pertains to elders in the area. The village recently was approved in February for an Agefriendly Community Projects and Planning grant from the Ministry of Health and received the full award of $20,000. The grant, expected to help support older residents in staying healthy and active in the community, was accepted by the village at its regular council meeting on Monday. However, the coordinator contract position has not been filled, as advertising for the job will occur this week with intention to staff before March 30. “I will be meeting with Kiro Wellness Centre who wish to work collaboratively with the village on this initiative,” Fruitvale chief administrative officer Lila Cresswell told council. The village was one of 52 B.C. municipal governments to re-
ceive an age-friendly grant. Examples of agefriendly community changes include widening sidewalks, installing benches, maximizing green space, and making information, programs and services more accessible to the older population. Youth council taking shape A youth centre and programs to fill it are on the radar of a newly formed Youth Advisory Council for the Beaver Valley. The fledgling council arose out of a Columbia Basin Trust (CBT)-sponsored forum in mid February in Fruitvale. Over 60 people showed up for the forum, with a healthy contingent of youth in attendance (as required by the CBT). Columbia Youth Community Development Centre
(YCDC) coordinator Morgan-River Jones, who helped facilitate the forum, said the key issues of space — call it a youth centre — for youth where they could hang out and have programs running from, and an increase in youth-oriented programming, were paramount. The Youth Advisory Council (YAC) will now investigate the opportunity to have different kinds of services and events delivered in the Beaver Valley itself. The committee will also be tasked to draw in more youth from the Beaver Valley. “And when they really represent the youth voice they will move forward and try to make some of these priorities happen,” said Jones. Selkirk nursing students help promote health with annual health fairs for all ages For the fifth year in a row, first-year students in the Selkirk College/University of Victoria Bachelor of Science in Nursing Program will be helping to improve the health of KootenayBoundary residents, by offering free health fairs for all ages in the region. Thirty two students from the program will be presenting at the health fairs on a range of health issues,
including: child safety, dementia, women’s sexual health, head injuries and safety, mental health, firstaid and blood pressure awareness. Those attending will have the opportunity to circulate through various stations and learn about all the information being presented. “We had students do some brainstorming on what topics might be pertinent,� explains Nursing Facilitator, Joanne Van der Ham. “We were trying to look for topics that are relevant across the life span. We wanted to put out topics that would be
interesting to young families, older adults, as well as adolescents. We also wanted our students to pick areas that interest them.� While they provide health information to communities, the health fairs are also very much about giving the students reallife learning experience. “The focus of this semester is on establishing relationships with individuals across the life span,� says Van der Ham. “We’re learning about health assessments, how clients understand and promote their health, the role
of the nurse and the role of the nurse as health educator. “This event will help our students develop in all these areas and hopefully benefit the community as well. We’re also hoping it might influence peoples’ lifestyle and create awareness on how to make positive health changes.� The first Health Fair happens at Nelson’s Chahko-Mika Mall on Thursday, March 22 from 2 to 5 p.m. and the second happens in Trail at the Waneta Mall on March 23 from 2 to 5 p.m.
Fraud-busting tips to businesses SUBMITTED Competition Bureau
Scams targeting businesses and not-for-profit organizations often succeed because victims think they are dealing with a reputable business. With Fraud Prevention Month underway, the Competition Bureau would like to remind businesses that, before responding to offers, businesses need to verify who they are dealing with to avoid being victims of scams and what they are agreeing to. Email scams, for example, use creative methods every day, so question the legitimacy of every inquiry, no matter how official it may appear. The key is to recognize it, report it and stop it. Here are a few things to consider that will help protect your organization from fraud: Closely examine any ads or offers and ask questions about anything that is unclear.
Review all unsolicited offers with a critical eye, even if it seems to come from a wellknown company. If a suspect offer comes in from a known company, look up their number in the phone book or online, and contact the company to confirm whether they actually sent the offer. Inform yourself about the product or service offered and do not feel pressured to act immediately. Take the time to research the offer. Read the fine print to understand what you are agreeing to. Always ask for a copy of the offer in writing. Before paying, confirm that you actually agreed to purchase the product or service, and make sure you receive what you ordered. Do not feel pressured into paying for a product or service because of threats that your credit rating will be damaged. Build in an anti-fraud plan (see the FACT campaign in
the Fraud Prevention section of the Bureau’s website). Some of the most common types of fraud that businesses encounter are phony invoice and directory scams. In an effort to educate businesses and organizations about scams targeting them, the Bureau has a number of online products available, including the FACT section of the Bureau’s website (Fraud Against Commercial Targets). tions system (www. discovercamping.ca) for popular places like Champion Lakes, Syringa Creek, Nancy Greene and Kokanee Creek provincial parks. Although reservation fees apply for the bookings, people can now make three reservations on one transaction when front country provincial campground reservations begin at
7 a.m. The Discover Camping site allows viewing of the availability and amenities at more than 125 campgrounds in 78 provincial parks across the province, including nine West Kootenay parks. Whether you’re hiking, camping under the stars with nothing between you and the great outdoors but a tent or
hauling an RV, the reservation service offers information about sites, maps and amenities to help customize a camping vacation. According to figures from B.C. FUNDING FOR STUDENTS, NOT FOR WAGE HIKES. The BCTF is demanding a 15 per cent wage hike and other benefits that would cost $2 billion and raise taxes for BC families. Virtually all other public sector unions have settled for no wage increases. It’s unacceptable that schools are disrupted and that students and their families are inconvenienced over an unreasonable salary demand in difficult economic times. The union is making claims and demands that simply don’t add up.

The union wants more paid time outside the classroom – sick leave for teachers on call, expanded bereavement and discretionary leave.
The government wants more time for teacher training and to ensure that Pro-D days really are for professional development.

The union says that teachers who perform poorly in evaluations will be dismissed – ‘one strike and you’re out’.

had children as young as seven.” For Lefkowitz, chess has been a long-time passion as he was involved with a chess club in Grande Prairie, Alta. for over 20 years. “I guess one of the things is, I really feel chess is a great game. I really feel like they should have a short segment of it in schools,” Lefkowitz said. “That is one of the reasons I started it (in Grand Forks).” While practice is one way to sharpen one’s chess skills, the Grand Forks club has many chess-related items that aid in teaching the game as well. “I brought 10 sets and boards and a number of clocks, so (we have) all the equipment you need, we even have a nice big demonstration board that you can hang on the wall,” explained Lefkowitz. “We also have some resources for putting it on computer and actually shining it on the board,” he said. Some people might be intimidated by chess but Lefkowitz and Invictus want to encourage people to come out regardless. “We’re friendly and we don’t bite,” jokes Invictus.

They always twisted it so there were ears on the bag,” she says. “If we were driving home, we’d go down and get a box of broken cookies a foot square for a dollar. It was always a thrill to get these broken cookies.” At the time, she was 11 or 12 and World War II was just starting. Her family then lived in Silverton, but they moved to Salmo in the 1940s and had the Shell station for 15 years.

Castlegar area walkers’ wonderland continues to expand JIM SINCLAIR Advertiser Editor
One of the most convenient, healthful and enjoyable pastimes imaginable (for those able to do it) is simply going for a walk. To be able to do it in spectacular surroundings is an absolute bonus. The entire West Kootenay area is endowed with wonderful geography and the territory around Castlegar has more than its share of choice strolling/hiking routes. But it’s not like nature didn’t need any help in creating the walkers’ paradise at our front and back doorsteps. A tremendous amount of work has gone into the creation and maintenance of the approximately 80 kilometres of trails that stretch roughly (and smoothly) from Glade to Trail. Thanks to Castlegar’s Friends of Parks and Trails there is a no-charge recreational opportunity that never loses it’s appeal from year to year. In fact, Trails society spokesperson Lawrence Redfern says the interest and use of the trails is only growing as time goes by. An open house held by the society drew about 80 interested people recently,

a turnout Redfern says was pleasing to the volunteer group. The society formed to cultivate and promote the network of local trails is populated by those with a love of the outdoors, mixed with the community spirit and energy to put some sweat into the work required to keep the
grid at its best. The cost of belonging is $10 per year. “You really don’t get anything for your ten bucks, other than the fact that you support the society,” Redfern explained with a chuckle on March 9. “The trails are free and we don’t ask people to do anything,
and the newsletters are available on our website.” The people who belong are proactive and willing. Redfern said last November about 30 showed up and put in four tough hours of work in trail-building. As well as users, they’re stewards. If they happen to see something
on their walk that needs attention they can just email the maintenance coordinator and know it’ll be seen to. “That helps us to know where the maintenance needs are without having to go to these places all the time,” said Redfern, who added that much has been done

in other ways over the years as well, such as with grant money and Katimivik volunteers, for example. What’s well worth mentioning is the variety and accessibility of the trails, and the fact that a good deal of terrain is fairly level – you don’t have to be an extreme athlete to negotiate it.
Related to the system is a growing emphasis on the accommodation of mountain bikers - itself, a recreational/ competitive activity with a rapidly growing profile. Trails for downhill mountain biking may soon be on the way, to be situated above the Merry Creek walking trail. “Downhill mountain biking is huge,” said Redfern. “We’ve purposely kind of partnered, and recruited a bunch of people from the ad hoc Castlegar Mountain Bike Society. They’re skilled, energetic people between 25 and 35 and they’re really the right kind of people to have involved in the society.” It’s tough to think of a more appealing, wholesome, sustainable asset for a community, and figures exist that demonstrate the growing interest people have in the local trails. “If you talk to Ann and Pam at the info centre they’ll tell you it’s the number one request they have,” said the eager spokesman. “We’re going to have a very good year this year,” Redfern concluded. Hard to think any different, especially if someone like yourself decides to get involved.

One of Rossland’s former mayors was at Rossland city council Monday asking that councillors move forward on the Columbia infrastructure project. Bill Profili, who was representing a group of citizens, asked that council take into account that the naysayers of the project are usually much more
vocal than those who support it. Profili said he understood there is a choice of two decisions before council; one is the status quo and the other is to “look into the future with a vision.� “The value of status quo is related to the old adage that, if it ain’t broke, don’t fix it. I see businesses in downtown closing, I see our community
not growing and developing in the needs of the problems that were here 30 years ago.� He added that even though neither decision is right or wrong, he thinks there are a lot of Rosslanders who hope council chose the decision that brings a vision to the city’s plan.

doing in the area and her goals for promoting helmet use. “There are more hospitalizations from skiing and snowboarding than hockey in a year. Traumatic brain injuries are the leading cause of fatality in skiers and snowboarders,� said Mungall.�My age group is the most reluctant to wear helmets even though injuries are on the rise.� Mungall said that Nova Scotia is leading the way in terms of mandatory helmet
use legislation. “The idea for BC because we have the lowest number of helmets used and because we have such a high ski industry that attracts people from all over the world that it is something worth looking at and something we should explore,� she said. “Asking people to wear their helmets can do a lot to reducing the cost to the health care system but it can also do a lot for our citizens day to do day lives as well.�
