Water Day matters A billion people around the world still don’t have access to safe drinking water, while we Canadians are busy running our dishwashers half-empty, watering our gardens with drinking water, and ignoring dripping taps for weeks at a time. Fresh water is becoming an increasingly rare commodity around the world. Overseen by the United Nations, World Water Day, to be held on March 22 this year, is the perfect occasion to think about all that is at stake. This year’s theme is “Water and Food Security”. Fresh water is as essential to life as fresh air. Even though 70 percent of our planet is covered with water, only 2.5 percent of it is not saltwater. Unfortunately, this precious resource is abused and wasted. That is even more worrying
when we consider that the world’s population continues to grow, leading to an ever-increasing demand for fresh water year after year. If the world continues to consume water at the same rate, two-thirds of the global population will be without drinkable water by 2025. To lessen the impact of water shortages, many countries have organized action plans for its conservation. These action plans have a direct and favourable impact on the environment, but to overcome this unprecedented crisis the general population must also get involved. By reducing our daily consumption we can conserve fresh water supplies and at the same time protect the fragile balance of ecosystems, without which all life forms are threatened.

Coroner releases name of snowmobiler killed in avalanche The BC Coroners Service has conÂżrmed the identity of the snowmobile operator who died in an avalanche southeast of Sparwood on March 9, 2012. The deceased is Steven Burke Hall, aged 33, of Birchcliff, Alberta. Mr. Hall was one of a party of six snowmobilers riding in the South Corbin Road area on the afternoon of March 9. Three of the party had stopped for lunch. The other three, including Mr. Hall, were continuing uphill when an avalanche struck. Investigation into the case continues. The BC Coroners Service expresses its sympathy to the family and friends of Mr. Hall, and also our appreciation
to the avalanche technicians, search-andrescue teams and volunteers who worked so diligently on the rescue and recovery efforts. The BC Coroners Service would also like to take this opportunity to encourage all users of B.C.’s back country to heed the recent avalanche warnings issued by the Canadian Avalanche Centre. The centre states that the risk of avalanches in much of B.C. is now high. The warning includes the mountains of the South Coast Inland, the Columbia Mountains from near Prince George in the North to the U.S. border in the south, and B.C.’s South Rockies.

Premier outlines her job plan for province

Premier Christy Clark released today the sixmonth progress report for ‘Canada Starts Here: The BC Jobs Plan’, which clearly outlines the steps taken by our government to promote economic investment and job growth in British Columbia. “Six months ago we put in place a plan to focus on job creation, protection and promotion. And today I am pleased to report on the accomplishments we have delivered,” said Premier Christy Clark. “We clearly set out our objectives to British Columbians in our ‘Canada Starts Here’ jobs plan and our government has worked hard to not just talk the talk. Today’s report measures our performance and identi¿es the work we still need to do. I am proud of the progress we have made, our continued economic growth and the number of new jobs added to our economy. Our government remains focused on the priorities of B.C. families: jobs, economic growth and opportunity.” ‘Canada Starts Here: The BC Jobs Plan’ builds on our government’s solid foundation of prudent ¿scal management to attract investment and open new markets for B.C. products and services, and to create jobs for British Columbians. As part of the plan, B.C. is making smart investments in infrastructure and is working hard to ensure British Columbians have the right skills for tomorrow. According to the latest data, we are see real results from our focused efforts. British Columbia has added 39,900 net new jobs to the economy. This report to British Columbians measures our results, identi¿es what we have accomplished and where we still have work to do. This update on also serves to keep our government focused on British Columbian’s number-one priority: to grow and protect jobs. Speci¿c achievements made during the last six months include: * In less than six months, four mines have begun construction, received key approvals or permits or had operations extended. The backlog of notice of work applications for mines has also been reduced by almost twothirds. Our government
is committed to eight new mines and the expansion of another nine mines currently operating in British Columbia by 2015. * The National Energy Board has approved a 20-year export licence for the Kitimat lique¿ed natural gas (LNG) facility - the ¿rst of its kind in Canada. This is a big step toward the jobs plan’s goal to bring at least one LNG pipeline and terminal online by 2015, and another three in operation by 2020. * $50 million has been committed toward terminal, road and rail improvements at the Deltaport container facility. Another $15 million was invested to support road and rail utility infrastructure expansion at the Port of Prince Rupert. Our government also committed $5 million to improve border infrastructure and information systems. * We established the
Major Investments Of¿ce, dedicated to working with investors proposing large projects with the potential to create large numbers of jobs. * Regional Work Force Table forums have been held in various locations throughout the province, as well as Regional Economic Investment Pilots in Campbell River, Barriere-McBride and the North Fraser region. * The Immigration Task Force has been established and has toured the province, seeking advice and input from communities and employers about their ongoing support for immigration and the role immigrants will play in ¿lling the forecasted one million jobs openings over the next decade. * The BC Jobs and Investment Board has been put in place, providing objective analysis and recommendations on the jobs plan’s progress.

Nutrition and Sprouting Did you know that gardening seeds have arrived at Top Crop Garden, Farm & Pet and not only can they be used for growing, but sprouting and eating as well? We have wheat, barley, alfalfa, lentils, mustard, radish, cow peas and last but not least cat grass seeds – all of them available for the home sprouters. Just by soaking the seeds overnight and then rinsing them three to four times per day for the next few days, they come ‘alive’ and are a wonderful addition to any meal. Since March is nutrition month, we thought it was the best time to talk about sprouts and sprouting. Sprouts contain nutrients, enzymes, and plant compounds that can help combat coronary artery disease. Green leafy sprouts contain high levels of anti-oxidants that enhance protection against the effects of aging. Sprout for optimal health and to fight cancer! A substance called phytoestrogen in alfalfa and red clover sprouts may help to prevent breast and prostate cancer. Also, radish sprouts have been identified as having extremely high anticancer potential. Research from Germany has shown sprouting wheat kernels decreases gluten proteins while increasing folate. Some tips on individual types of sprouts: Alfalfa sprouts contain “saponins” - organic compounds that lower bad LDL cholesterol and stimulate the immune system, in fact they are supposed to contain over 450% more saponins than the unsprouted seed. When eating pea sprouts not only do they taste like you are in the garden, eating fresh peas, but sprouting increases the availability of zinc and magnesium. Our hard red winter wheat can be made into wheatgrass and then eaten in salads or juiced. Wheatgrass juice is a powerful detoxifier, alkalizes the blood, neutralizes toxins, and contains beneficial enzymes and is sweet to eat. Barley grass, while not as sweet as wheat, has good protein, fibre and amino acids. Arugula sprouts have a very strong peppery taste and feel. This is not a mild tasting sprout. It should be added to other sprouts, raw sprouted soups and raw salads, but should not be used as a base for soups and salads. Sprouts of broccoli have recently been found to contain large quantities of inducers of enzymes that protect against carcinogens. Levels of these inducers are 10 to 100 times larger than found in broccoli heads. We also want to give our four legged friends the best of care, so we offer already sprouted cat grass and cat grass seed. Letting your cat or other pet eat the grass provides several benefits. Cat grass adds fibre and vitamins to your cat's diet, vital to the overall health of your pet. It can also help eliminate hairballs and satisfy your cat's craving for greens. Local RCMP constable to speak on cyber-bullying at college Submitted by the Cranbrook CFUW In their ongoing education efforts in the East Kootenay, the Cranbrook Canadian Federation of University Women Club is hosting a lecture at the College of the Rockies on April 19th. Guest speaker, RCMP Constable Lisa Schlatter, will be speaking on Cyber bullying, a new but truly devastating form of bullying seen in the schools around the world, even in Cranbrook area schools. Schlatter said, “Cyber bullying is the use of new technologies such as the internet, networking sites, and test messages to intimidate or harass an individual. It is unique in that it is anonymous and can be harsh as there is not face to face contact. No one can see the reactions to the messages and it is hard to convey emotions through cyberspace. With technology being everywhere and
accessible by all, it is far reaching. Anything posted on the internet cannot be removed. It is a permanent record. Cyber bullying is a real and effects youth more
than most people realize.” This is such a worldwide issue, programmes such as “Law & Order” have done episodes on the damaging effects of
cyber bullying. The Cranbrook Club of the CFUW encourage parents, siblings, victims, grandparents to join them in learning what we can do as
individuals and peers to stop, to understand and to overcome cyber bullying. Questions and concerns about all types of bullying will also be on the agenda.

Improving the safety of the public is behind the City of Cranbrook campaign asking residents and businesses to help keep your streets and sidewalks clear of snow and ice this winter. “Regularly clearing ice and snow from your sidewalks and driveways will allow much easier access to your property by the fire department, RCMP or paramedics should an accident or other emergencies happen.” says Cranbrook Fire and Emergency Services Chief Wayne Price. Residents are also encouraged to avoid pushing or blowing snow from their sidewalks, driveways and any windrows back into the street, after the City plows have been by. Clearing snow is not just the responsibility of the City Public Works department, which does the best they can with the resources available to keep the community moving during the winter months. Responsibility also lies with each resident and business owner to help clear around their home or business. “During and following major snowfalls, our snow removal operation runs 24 hours a day, 7 days a week and operates with a small fleet of vehicles; four salt/sand trucks with belly plows, two graders and two loaders.” says Public Works Director Joe McGowan. “With this schedule and the equipment we have, it is reasonable to expect most areas of the City to be cleared within 3 or 4 days of a snowfall, depending on the amount of snow and how fast it comes down.”
City of Cranbrook Snow Removal Policy
As this winter season approaches, we want to remind you of the City of Cranbrook current Snow and Ice Control procedures to better understand why the City clears snow the way it does. The policy in place clearly identifies four levels of priorities for streets for City crews to follow:
STREETS Classification “A” – FIRST PRIORITY
Major streets, hospital zones, roads that access emergency service facilities, roads with severe grades and transit routes will be cleared first. In some instances, snowfall is heavy enough and continual during the plowing process, that once these routes are cleared crews need to start them over again. That often causes a delay in getting to other areas of the City.
SIDEWALKS
Sidewalks also have a priority system, but do not get cleared until the streets are in good enough condition that Public Works can shift personnel to snow clearing on select public sidewalks. As personnel are freed up from roadway snow removal, the City’s practice is to run one and sometimes two machines on sidewalks, beginning in the downtown core. Residents are responsible for clearing windrows in front of their properties; the City does not clear those. Residents are encouraged not to clear windrows from their properties into the streets; instead move the windrows onto your yard or the boulevard. It is also important to remember that by policy of the City of Cranbrook, Public Works does not clear Rotary Way. For a complete look at the Snow Removal Policy, please visit our website.

Deer Feeding Prohibition Bylaw
Under this bylaw, no one is to provide deer with food by intentionally leaving food, food waste or other attractive edible material intended for the sole purposed of feeding deer. For example, leaving out a bale of hay, a bag of apples or other compostable food scraps on a residential lot or property where these items are not consistently being grown or produced for human consumption would be seen as an infraction to the bylaw. Province contributes to local, provincial sports hosting events Submitted The Province continues to help build local economies through sport by contributing more than $200,000 to support sport hosting events across British Columbia, announced Ida Chong, Minister of
Community, Sport and Cultural Development. Forty-six grants have been awarded to successful applicants who applied to Hosting BC in December. These grants are helping a wide range of events, from the 2012 Victoria International Rugby
Sevens, to the Sledge Hockey Shoot Out. Events will take place in communities ranging from Aldergrove and Prince George to Port Alberni and Dawson Creek. One of the events that received a grant is the IPC Coupe NORAM
Cup for para-alpine skiing hosted in Kimberley to the tune of $7,500. “Hosting BC funds help provide to communities right across B.C. the opportunity to attract visitors from Canada and the world, and that supports the
development of local businesses in sectors such as tourism, recreation and hospitality. Sport plays an important role in the health of B.C. families and our economy,� said Ida Chong, minister Community, Sport and Cul-
tural Development. Hosting BC supports large sporting events and helps build B.C.’s reputation as a premier event hosting destination. Since 2004, close to $3.7 million in Hosting BC funding has been awarded to sup-
port 462 events in more than 45 communities throughout the province. In 2010-2011, more than 100 events were funded in more than 30 communities.

Harmony, a student from Kootenay Christian Academy, wanted to do something for the cancer society. Harmony had her long blonde hair cut and gave 12 inches to make a wig. Harmony loves her new haircut and is happy that her cut hair could be used to
make someone feel good that does not have any hair. Harmony is a sweet girl with a big heart. She helps out at Relay for Life in the concession stand. KCA believes in teaching students about serving others, and Harmony is putting this into practice.
FUNDING FOR STUDENTS, NOT FOR WAGE HIKES. The BCTF is demanding a 15 per cent wage hike and other benefits that would cost $2 billion and raise taxes for BC families. Virtually all other public sector unions have settled for no wage increases. It’s unacceptable that schools are disrupted and that students and their families are inconvenienced over an unreasonable salary demand in difficult economic times. The union is making claims and demands that simply don’t add up.

2100 new teaching assistants have been hired since 2001. And, with a new $165 million Learning Improvement Fund, we will hire more.

Catharine Mary Higgins 1933 - 2012 Catharine passed away peacefully at home on Friday, March 9, 2012. She is survived by her husband Elmer, her children Catharine and Andrew (Jody Rach) and her grandchildren Benjamin and Rebecca Higgins. She is also survived by her sisters Margaret Campbell and Christena Tighe and extended family. Catharine was born on October 2, 1933 and raised in southern Ontario. She graduated in nursing from the Royal Victoria Hospital in Montreal in 1955, obtained her B.Sc. in Nursing from UBC in 1964 and has lived in Cranbrook since 1968. Her nursing experience included paediatric nursing, public health, mental health and most importantly a lifetime of friendships. Catharine had a great enthusiasm for life and loved fishing, hiking, painting, travelling, reading and time spent with family and friends. A special thank you to Dr. David Lenz, her Interior Health palliative care nurses, the Commitment to Care nurses and her constantly supportive friends. A memorial was held at McPherson Funeral Home in Cranbrook on Wednesday, March 14, 2012 at 1:00 pm. In lieu of flowers, a memorial donation to the Cranbrook Women's Resource Centre, 32 13th Avenue South, Cranbrook, British Columbia, V1C 2V3 is Catharine's wish. Arrangements entrusted to McPherson Funeral Service.

Sarah Loeppky 1919-2012 Sarah Loeppky made her transition from this Earthly realm on 11 March at the East Kootenay Regional Hospital. She passed on peacefully with her son and daughter-in-law at her side. Sarah was born in Rheinland, Saskatchewan (near Osler) on September 2, 1919. She grew up there as the youngest of 14 children of Johann A. and Anna Martens. She married Gerhard (George) Loeppky in 1938 and they farmed near Osler until 1967. They moved to Saskatoon, where George worked for the City of Saskatoon until 1983. She and George enjoyed retirement, gardening and socializing. George passed on in May of 2000 and Sarah moved to Cranbrook, BC in 2009 to be near her son, Jack, who moved there in 2007 from the USA. Sarah had a very special relationship with garden plants and farm and pet animals and they provided her with her most cherished activities and memories. She was an excellent cook and loved to bake bread and pastries. These were enjoyed by her family up to her final days. She is survived by her son, Jack, daughter-in-law Robyn Rader and grandchildren, Kris and Ninya Loeppky, their mother, Janet By, and step grandchildren Samuel and Delaney Montoya. As the last survivor of 14 children, some 20 nephews and nieces also survive her, most residing in Saskatchewan and British Columbia. She also leaves numerous close friends at West Portal Manor in Saskatoon, where she lived from 2000 to 2009, and other friends at Joseph Creek Village Senior’s home in Cranbrook. Her family is most appreciative of the special care given her by the staff at Joseph Creek Village and Drs. DeBeer and Pieterse of the Tamarack Medical Clinic in Cranbrook for making her last years with us comfortable. According to her wishes, a memorial service for Sarah will be held in Warman, Saskatchewan at Martens Warman Funeral Home at a later date, with burial in Rheinland, Saskatchewan to follow. Any donations in her memory can be made to the SPCA in Cranbrook, BC or the Saskatoon SPCA. Arrangements entrusted to McPherson Funeral Service. Preference to those with a certificate, diploma or degree in a related field • CRSP designation or currently pursuing the designation • Valid Provincial Drivers License with a good driving record • Thorough knowledge of common construction practices, techniques and equipment. • Working knowledge of local government Occupational Health & Safety Acts, Regulations and Codes. • Strong interpersonal, written and verbal communication skills. • Strong problem solving skills through the use of good judgment. • Superior organizational and time management skills. • Proficiency with select Microsoft Office computer programs including Windows, Word, Excel, PowerPoint and Outlook. Work Conditions: • Moderate to extensive travel during seasonal operating periods • This position will be required to be available after hours and weekends to assist with incident reporting and investigations • Exposure to work site and environmental conditions relevant to heavy civil construction and mining operations. Individuals or companies who wish to be considered for the following contract positions in the East Kootenay for the 2012 field season: • Area Controllers (May through Nov 2012) Responsible for inventory and treatment of invasive plants. Requirements: current BC herbicide applicators license, valid BC pesticide service license and experience in the treatment of invasive plants. Must have above average communication skills, ability to plan, read maps, organize and implement weed treatments over a wide area. Treatment equipment is required. • Education and Outreach Assistant (Apr – Oct 2012) Responsible for delivering an education and awareness program. Invasive plant experience and/or training is an asset. Must possess strong writing skills and be creative, energetic, and comfortable giving presentations. The ability to work from a home office, a valid BC driver’s license and personal vehicle are also required. • Two Person Boat Wash Crew (May – Sept 2012) Responsible for manning a mobile vehicle decontamination station at various boat launches and special events throughout the summer. Responsible for delivering prevention messaging to recreational vehicle users. Candidates must be energetic, comfortable speaking in front of others and willing to work outdoors. The ability to work weekends and holidays and a valid BC driver’s license are also required. Additional hiring conditions may be applied, subject to funder requirements. to crumble – thanks to widespread reports
of gangs, corruption, drugs and violence – one group, including a handful of Cranbrook residents living there, are working to make life better in the sometimes beleaguered country. And they’re starting at ground level – literally – with hundreds of furry four-legged friends. In short, good things are happening. This is the story of a former Cranbrook cop and a teacher (The McDonalds,a retired banker and a realtor, (Vic and Debbie Ritchie) snowbirds, living in the town of Progreso, Province of
Yucutan, Mexico I was greeted by ¿ve barking dogs from an obvious variety of parenthoods. All had been street dogs, rescued and adopted by Dan and Cindy, two of the many Canadians living permanently in the beautiful seaside ¿shing village called Progreso. All but the smallest dog stopped barking and started wagging their tails as soon as they heard me say hello in English. The little guy settled down quickly after Dan walked to the gate to greet me. We all trooped back to the tastefully refur-
bished beach house that Dan, Cindy and the dogs call home and all ¿ve dogs sat quietly in a circle waiting their turn to gently eat creame cheese from Cindy‘s ¿ngers She said they have to learn to be gentle before they can be adopted. I wanted to learn more about how and why two Canadians have become such a driving force in the dog rescue - spay and neuter program in only threeand-a-half short years. Dan said when they ¿rst came down from Toronto they noticed the large dog and cat population being fed quite

well by the holidaying Mexican people living in their beach front summer homes, but after they left in the fall and before the ‘Winter Snow Birds’ descended from the USA and Canada, those cats and dogs were forced to compete for food in the garbage they were able to ¿nd and claim as their own. Many turned to skinny shadows of their previous selves, many others just were not able to survive. Cindy said “The average lifespan of a dog in the street is two years. Most die in puppy-hood.” Cindy got involved with the spay neuter clinics put on by Planned Pethood organization which was founded by a Veterinarian, Dr. Jeff Young from Colorado. Dr. Jeff , as he is known by everyone, established a franchised Planned Pethood in Merida led by Dr. Tony., Dr. Nelson & Dr. Liliana. His goal is to use his network to transfer knowledge and expertise in low cost Spay and Neutering techniques to other groups which, I am told, he funds, with the expectation that they will pay him back and then give back to their communities through free spay and neutering clinics. “ One unsterilized female dog and her off springs will produce 4 000 dogs over a seven year span. One unsterilized female cat and her off springs will produce 20,000 cats in 4 years.” Cindy hooked up with two other local advocates, Maura Garcia Lezama, a Mexican teacher and passionate animal rescue believer and with Lydia Saleh, President’s of AFAD Progreso and Merida respectively. Through these two amazing women, Cindy became involved on the planning committee of the large clinics with Planned Pethood. AFAD is a non pro¿t animal shelter that has been in existence for over 15 years and one of the two main partners to Planned Pethood - the other is Sanctuario Evolucion. Cindy’s background included several years in Canada in the non pro¿t sector with organizations such as the Girl Guides of Canada, the United Way and several hospital Foundations. Cindy also became part of a 多ve person steering committee to create YAPA, (Yucatan Auyda para Animales - Yucatan Help For Animals) an English speaking voice for volunteerism and communication for the animal rescue world here in the Yucatan. They formed and coordinated the English speaking contingent for the Progreso campaign consisting of about 100 volunteers, half Canadian from New Brunswick, Quebec, Sas-
katchewan to Alberta and British Columbia, and half American from Tennessee, S. Carolina, Colorado, California, Florida. There were also over 100 volunteer Mexicans from the local High School, the University and the Merida Veterinary School. The Progreso clinic has the largest partnership of Mexican and English speaking volunteers of any other clinic. The 16 to 20 Veterinarians and their assistants came from Mexicalle, San Miguel de Allande, Mexico City, Cancun, California, Slovakia,
Colorado (via Chad, South Africa), and Dr. Jeff and his crew from Colorado. All Vets and their assistants volunteered their time and paid their own air fare. Local volunteers and donations provided food, shelter and transportation for the vets. ( Last year Cindy and Dan paid for a bus to transport the Vets from Merida to Progreso.) Many of the Canadians also offer their homes to the Vets and Techs to stay in while in Progreso and donated all the meals and refreshments for them.
One volunteer, Leslie Beare and her group called Team Leslie brought in over 100 street dogs in a catch and release program in which she personally fed the animals for two months to gain their con多dence allowing her team to touch and care for them, eventually leading to their capture, sterilization and release back to their neighbourhood. Over a four day period in Merida the Vets performed 1,200 sterilizations and in two days in Progreso, they did another 750 bringing a
new total of procedures performed to 1975 over six days. Over 32 puppies were adopted in the 多rst day of the Progreso clinic. On the very last day of the clinic after six days standing on their feet - this Veterinarian team performed surgeries on a record 415 animals. Not one registered animal was turned away. Proof positive that there are good things happening in Mexico.
