Local witness testifies AUTUMN MacDONALD Observer Reporter The woman who drove the alleged shooting victim told jurors he did not reveal who shot him. Wednesday in Quesnel Supreme Court jurors heard evidence from a number of witnesses in the Bradley Van Dyke and Clarence Gill assault case. “He only told you that he had been shot?� the defence lawyer asked. “Yes,� answered the woman. “There was no other explanation? He did not tell you who or whom caused [the injuries]?� the lawyer persisted. “No,� she said. Gill and Van Dyke plead not guilty Monday to four counts of assault. The two men are charged with a number of offences after an alleged incident Sept. 5, 2009. Jurors heard from crown, the alleged victim was in his home on West Fraser Road when two men allegedly broke in, beat him with a baseball bat and shot him. The alleged victim managed to escape and get to a neighbour’s house. The neighbour was home with her three children when she heard banging. “I opened the door and said ‘what’s up?’� she testified. “He answered, ‘I need some help.’ So I said ‘what’s the problem.’ That’s when he told me he’d been shot.� The neighbour quickly phoned 911 but her cell cut out, she then directed the victim to her

truck and began driving him to the hospital. “Did he ever show you the gunshot wound?� crown council asked. “He lifted his shirt and revealed a bullet wound,� the woman answered. “Do you remember what he was wearing?� crown asked. “I remember blue jeans.� The woman also testified she did not know the man, but said she recognized him. Once back in cell service the woman again tried dialing 911, this time connecting with dispatch. “I told them I was on my way,� she said. “They asked me to ask him who had done this. But he didn’t answer.� Jurors also heard from Quesnel RCMP member Cst. Hoover who attended the location of the alleged assault in Bouchie Lake and helped with the Williams Lake IDENT specialist and Cst. Harvey who was one of the first officers on scene. Harvey testified he helped “clear� the scene; ensuring potential threats are determined and dealt with. Harvey added when RCMP went through the house they found most of it was used as a marijuana grow operation. The grow-op was found undisturbed. The two-week trial is expected to wrap-up March 23. Mining company seeks investors ANNIE GALLANT Observer Reporter There’s gold fever in Barkerville, where mining companies are pouring money into exploration, mining and seeking investors. No, this isn’t an historical story about the gold rush era. At least two companies are investing large amounts of time, resources and finances to extract the huge deposits of gold they are confident remain below the ground. “The Barkerville area has huge gold that hasn’t even been discovered yet,” Windsor Gold Mining and Exploration Inc. president/ CEO Adrian Laprise said. Windsor Gold Mining and Exploration Inc. was incorporated as a Canadian company in Sept. 2011 and they are now looking for investors. The company holds property east of

Barkerville. As a junior (small) mining company they find precious metals for other people, however exploration of the Barkerville property they purchased in 1996 proved to have lots of gold and Windsor is now looking to mine the property. In order to do this, Windsor Gold Mining is looking to list on the stock market in order to sell 750 million shares at an initial offering of 25 cents a share.. “Once we get on the stock market, we have a five-year mining program on Canadian Creek,” Laprise said. “We plan more exploration this year and mining to begin in 2013.” Although investors are welcome to purchase shares right now from Laprise at the initial price of 25 cents each, once the company is listed on the Canadian National Stock

Exchange, demand could send those prices much higher. “After we’re on the stock exchange any broker, who has the three-letter ticker and the name of the company, can purchase these stocks,” Laprise said. With any stock exchange listing, the company must first prove themselves to the listing exchange as well as satisfying the Securities Exchange Commission. Companies must also have at least 150 shareholders and $350,000 in the bank. Proving the company’s viability is done with the services of a professional geologist and exploration results. Herb Forbes is an independent geologist hired by Windsor Gold Mining to do the required testing of ore samples. “In July 2011, Herb Forbes evaluated the property and estimated

the gold reservers to be extensive and has produced the prospectus for the company,” Laprise said. “That’s what we present to the shareholders and investors as required by Canadian Law.” Laprise said they estimate Canadian Creek will produce about 162,000 ounces and with the current market value of the precious mineral, that’s a lot of money for shareholders. “We expect the depth of the gold to range from 12 – 60 feet and plan to conduct open-pit mining,” he said. “We already have the money in the bank for reclamation. Once we’re done mining, we re-level the ground and re-plant with thousands of trees.” He added the only requirement for mining gold is water and there’s plenty in the area.

Once Windsor extracts the gold from the soil, the soil is then sent to a refinery where secondary metals such as silver, platinum and paladium are then extracted. City council split on bulk water hauling DANIKA M. HÉBERT Observer Reporter In a vote Monday evening, a motion to have a reimbursement program for Quesnel residents who haul bulk water was defeated four to three. Gold Pan citizen, Curtis Fenton made a presentation to council August 15, requesting exemption from paying at the bulk water station. Fenton, who is quite conservative in his water use, spent approximately $800 hauling bulk water per year. Although Fenton lives within city limits, his lot, as well as surrounding lots, are unserviced for water and sewers. During a council meeting Feb. 13, council instructed staff to come forward with more information about the matter. Specifically, Coun. Ed Coleman asked for additional time to get a deeper understanding of the problem and how it affects frontage taxes and stressed his desire for equity for all residents. During meeting last month, both the city manager, John Stecyk and director of public works, Ken Coombs recommended council keep the bulk water metering system the same, as financial implications to the city would be significant. The city polled residents in Fenton’s area of residence in 2009 and the majority turned down the water exten-

sion proposal, which asked residents to consider paying a $1,482 parcel tax for 20 years. Since most residents have wells and pumping systems, the city has decided polling those residents again would not serve any purpose. Monday, director of finance, Kari Bolton, reiterated the financial implications to the city, adding those who do not receive water do not pay into the city’s water fund. “Only people who get water service in the city pay towards the water fund,” Bolton said. “If you don’t receive city water, you don’t contribute towards the water fund.” However, Councillor Sushil Thapar found this unacceptable, especially, he said, since the city worked so hard to expand its city limits Coun. Thapar found it unfair to some residents who live within city limits who are paying the same rate as residents outside city limits. “Residents of Quesnel shouldn’t be paying the same price as those outside

the city,” Thapar said. “It is creating an injustice.” Coun. Mike Cave agreed with Thapar. “We’ve worked hard to expand our city limits,” Cave said, adding the city should “provide the services for a trial period of two years and re-evaluate at the end of those two years.” In the report city staff compiled, it is stated “it can be expected that taxpayers in these unserviced areas will be seeking similar rebates to offset the cost of developing a well and installing and maintaining a pumping system.” On the other side of the table, Councillor Scott Elliott agreed with city staff and was scared reimbursing Fenton meant reimbursing all residents who haul bulk water and reimbursing costs to residents who have built wells and pumping systems. “I don’t think we have that kind of money,” Elliott said. “If we open the door for Mr. Fenton, we’re opening the door for people with wells.” Coleman agreed with Elliott and city staff. “I think it isn’t wise to go against staff’s recommendations,” Coleman said. “Twice, staff has recommended we not approve this motion.” During a vote on Monday evening, council voted to keep the bulk metering system as is.

ots and lots to tell you about this week. Last Friday on the usual Karaoke night, a special fundraiser for the breakfast programs for our elementary schools was held. And it was a huge success. Monies from this event will help greatly to feed hungry students attending our schools in this district. Now doesn’t that make you proud? The flea market had a sale last week on mugs, all kinds of them – unfortunately Legion Lines did not make it to the final product last week, but I am sure that you can probably ask for that special pricing. Even if you do not need anymore mugs for drinking, the timing is just about perfect to make them into little planters for Easter gift giving. Just put some dirt in those mugs, add some seeds, water and love and by mid April when you need them, you will be rewarded with a unique, caring gift for those on your Easter list. Lessons learned Role models can be make or break for a child and the person they become. While parents are critical to how children evolve, there are others who are key to setting positive examples — specifically, elected officials and teachers. But as we have seen in B.C., the last few weeks have been less then stellar for both sides. We have a provincial government that claims it would sit down and negotiate but wouldn’t budge even the slightest from its salary position. Negotiations only work when both sides are flexible, and isn’t compromise a fundamental we teach even the youngest child when trying to alleviate conflict? When teachers legally pursued job action, the government crafted legislation forcing an end to strikes and imposing restrictions on the terms of a yet-to-be mediated settlement. And when debate in the Legislature apparently took too long, the government used its majority to halt discussion so it could ram back-to-work legislation through. What students can learn from this is that democracy is a terrific system until it gets in the way. Now as for the teachers, they argue that the needs of children and their education are at the root of everything they are fighting for. But if class size and composition are truly a priority, why has the B.C. Teachers Federation continued to demand a wage hike? At some point, both the government and the union have lost sight of the bottom line which is ensuring students have access to quality education. Until both sides abandon the rhetoric and parochialism, the only lessons B.C.’s students will learn is grandstanding, bullying and inflexibility. But most of all, they will get a harsh dose of disappointment. –Vernon Morning Star

wo years ago I proudly watched the opening ceremonies of The Winter Olympic Games as it was televised from my home town of Vancouver. As one man took centre stage from a towering pedestal platform, I heard “We are More” for the first time. His poem started out with the words “Define Canada” and it ended up doing just that in an electrifying way I wasn’t expecting. For two and a half minutes, Shane Koyczan dramatically recited his powerful words to me and roughly three billion other people around the world. The performance was a refreshing and brilliant surprise but what was equally amazing was that this unknown poet was given the opportunity in the first place. “When I was first invited I thought I would be performing for people as they were walking into the stadium,” he said. “And I thought that was a great opportunity.”

On A Brighter Note With a belief that it’s the same show whether he’s performing for two people or 2000, Shane got through his performance feeling more anxious about the height of the stage than the massive size of his audience. Yet nerves weren’t about to stand in his way. As he spoke about Canada being the true north strong and free, he himself appeared true, north, strong and free, as he unleashed an art form onto the world that doesn’t get the recognition or exposure it deserves. “Poetry has never been an easy sell for people who want to see a live show,” he said. “I personally love a lot of poetry from old text books, but it’s not always relatable.

This expressive outlet, combined with a newly discovered knack for performing, brought out the artist in him. When he arrived at my studio I told him that I wanted to interview him in an unusual way, one to which he was probably not accustomed. He surprised me yet again with his immediate willingness to play along with my favourite childhood poet, Dr Seuss and I. Later on I found out that he also had a favourite artist from childhood when he revealed one of his biggest influences was Charlie Chaplin. “My grandfather and I had been watching his movies in chronological order,” he said. “They were all silent films at first but eventually sound was added and when I heard Charlie talk and deliver the final speech in the Last Dictator, I felt my life change in that moment.” The power of words and

FEEDBACK Research needed Editor: I am writing in response to the article on wildlife exclusion fencing, electric fencing around our landfill. There needs to be more research done on the electric fence around the landfill to keep out bears, that council is considering. In Cumberland, on Vancouver Island, an electrical fence was erected around the landfill. What happened then was the bears went into town looking for food instead. That caused more problems than they’d had prior to the fence. This could all be a huge expense that could backfire, keeping in mind that our landfill is very close to houses etc. Instead of Coombs urging early approval of the capital project, I suggest contacting other communities who have “complied” and what was the outcome for them. Coombs was also quoted as saying “the fencing is required, I think it’s important we show due

diligence and stay in compliance.” Why must council, all too often blindly, comply with whatever is thrown at them/us by government, including an environmental protection officer? Furthermore, when Quesnel went into the garbage pick up system that uses containers a toddler could tip over was not a good, or well thought out decision. Also, the containers do not lock, so when a buffet, in this case garbage, becomes easily available, the bears will come. We live in the north, thus surrounded by wildlife, we need to consider the decisions made concerning wildlife be researched thoroughly, instead of encouraging bears to come into the town area then killing them. FUNDING FOR STUDENTS, NOT FOR WAGE HIKES. The BCTF is demanding a 15 per cent wage hike and other benefits that would cost $2 billion and raise taxes for BC families. Virtually all other public sector unions have settled for no wage increases. It’s unacceptable that schools are disrupted and that students and their families are inconvenienced over an unreasonable salary demand in difficult economic times. The union is making claims and demands that simply don’t add up.

LEARNING FOR LIFE Literacy programs across the community offer something for everyone Literacy Quesnel Society is on the move again with their offices moving from the parking lot level of the CDC building up to the street level in room 206. Although the office is already up and running in its new location, an Open House Breakfast is planned for April 5, 7:30 – 10 a.m. where the public is invited to drop by and help officially open the new literacy centre. Literacy Quesnel provides opportunities throughout the community to expand the notion of literacy and broaden experiences with literacy. “We support the One-on-One literacy program at Voyageur and Dragon Lake elementary schools, facilitate Roots of Empathy at Barlow Creek elementary school, P.I.E. at Bouchie Lake elementary school, workshops and presentations, Story Time events for all ages and families and tutor training support in conjunction with North Cariboo Aboriginal Family Program Society,” LIteracy outreach co-ordinator Rebecca Beuschel said. Literacy Quesnel has already begun the Story Time events which are held once a month from February to June. “Each story time will model various story-telling techniques for families to try at home,” Beuschel said. “The next story time is April 4, 3 – 4:30 p.m. at our new literacy office. Focus is on using puppets in your

story telling. Snacks are provided and each participant receives a book.” She went on to explain the P.I.E. program. “Parents in Education at Bouchie Lake school supports parents to be advocates for their children and helps parents understand their role in educating their child,” she said. “Working together with the school your child attends is better for everyone.”

One of the workshops Beuschel is looking forward to is the Emotional Literacy workshop, March 28 with Dr. Jason Cressey from Salt Spring Island who will deliver interactive presentations on “Feelings Talk” (how to express yourself more clearly using strong emotional literacy skills) in two sessions, 1 – 4 p.m. for service providers and then 6 – 9 p.m. for general community members. The cost is $10 for a three-hour workshop. The following day Dr. Cressey will work with the student body at QJS. This is a partnership with our local table of “Children First.” Beuschel added they are working on presenting workshops on social media skills – sharing an awareness of safety settings, privacy concerns and helpful ways to use social media. The Literacy Quesnel Society has a strong working committee that advises on the group’s actions. “We have a board of directors that oversees the functions of the society,” Beuschel said. “Janet Brooks is our chief operating officer who looks after the board functions.” Literacy Quesnel Society’s annual general meeting is slated for May 2, 5 – 7 p.m. at the new literacy centre. Join the excitement Relay rolls into Quesnel March 22 and rolls out March 25 ANNIE GALLANT Observer Reporter

ith the Rick Hansen 25th Anniversary Medal-Bearer Relay less than a week away from Quesnel, local medalbearers are starting to get excited about their role in this cross-Canada journey. Two of the medal-bearers will carry the official anniversary medal from their wheelchairs. Landon Mcgauley will bring the medal up Reid Street March 22, arriving in Spirit Square about 5 p.m. which is the kickoff time for End-of-Day celebrations which are expected to last past 6:30 p.m. Lynn Turner will carry the medal from Spirit Square down Reid Street on Sunday, March 25 as the Relay makes its way through the community with stops at MacDonald’s (official sponsor) Red Bluff Lhtako Band and CNC/UNBC before heading down Highway 97 South to Kersley, where again medal bearers will make a loop in

the community and finish at the Kersley Community Hall. During Rick Hansen’s original Man in Motion World Tour, on his return to Canada on the final leg of his journey, he also wheeled into Kersley with a stop at the community hall. There were many ways people were invited to join the Anniversary Relay. For Landon one of his teachers at Correlieu put his nomination in. “I’m pretty honoured and excited to be the final medal-bearer coming up Reid Street,” he said. “I’ve been aware of the positive effect Rick Hansen has had on accessibility. Coming back from rehab in the Lower Mainland, I wasn’t sure how accessible Quesnel would be but was pleasantly surprised as to how accessible the community is.” Landon, a Grade 11 student, has embraced the world of disabled sports and is proud of his spot on the provincial ski team. One of his immediate goals is to take that a few

steps farther. “I’d like to be on the National Ski Team for a couple of years and maybe compete in the Paralympics,” the young paralympic said. “I’m not sure after that.” Landon’s spinal cord was damaged in a mountain bike accident at Sun Peaks Resort, July 4, 2010. He sustained a T-5 spinal injury which meant Landon would never walk again. One of the moments Landon said he would never forget was meeting Rick Hansen at the G.F. Strong Rehabilitation Centre in Richmond B.C. “He heard about my injury and came to the centre and found me,” Landon said. “We have similar spinal cord injuries but his is lower down on the spine and therefore he has more core strength than I do.” Landon said his message to other disabled youth is there’s going to be some bad days but for the most part you can adapt to anything you want to do and enjoy life. “After I hang out with

people, they don’t feel sorry for me, that’s not what I want,” he said. Lynn Turner was asked by the B.C. Paraplegic Association if she would be interested in participating, she didn’t hesitate to say yes. “The medal-bearer relay brings a lot more awareness to the fact Rick Hansen is still out there, his dream and the things he’s working for are still real and pertinent to people’s lives,” she said. For the past 10 years Lynn has been adapting to life in a wheelchair. “It was my first road ride on a motorcycle, I was going slowly however I crashed, it was just one of those things, not speed, not foolishness, it just happened,” she said. “Adapting is a requirement, it just depends on whether you do it well or poorly.” Lynn says she believes she’s adapted well. “I’m 53 and active in the community, I don’t just sit at home injured. I work hard, I keep my own home, look after my family, and encourage others to remain fit and to

get out of their homes and be active.” She’s proud of Quesnel’s first Rick Hansen Walk she organized last May. “It wasn’t huge but it brought people out that might not otherwise get out,” she said. Lynn is also a member of the Rick Hansen Foundation Ambassador program and speaks to groups whenever she can. “Often we talk to kids in the elementary schools and they ask a lot of questions,” she said. Several years ago Lynn moved to Quesnel where she forged a new life in a community that has only known her in a wheelchair. “This life is strictly a chair life and in some ways that’s easier,” she said. “It’s been a good move to Quesnel, the best decision I ever made, it’s home now.” Lynn is proud to be part of the 25th Anniversary Medal-Bearer Relay. “Every push of the wheel is a victory Rick can count, not just for himself but for the people he’s helped and those

who’ve benefited from his vision. “I read somewhere, one of Rick’s visions was to find wheelchairs only in a museum.” Organizers in Quesnel are hoping to see crowds of people welcoming Landon up Reid Street, March 22 then again sending Lynn down Reid Street, March 25. End-of-Day celebrations on March 22 include official Rick Hansen Relay Team ceremonies, entertainment from Rockin’ Chair Band with Trevor Adelman, Quesnel’s Gidha Indo-Canadian dancers and the Boyd Hoop dancers as well local dignitaries and the unveiling of the refurbished Rick Hansen carving. The 300 block of Reid Street will be blocked off and the parking lot behind Spirit Square is for disabled parking only. Local organizer Charlene Lawrence recommended people arrive early. Lynn would also appreciate a crowd of well-wishers as she makes her way back down Reid Street.

t is with sadness that we announce the passing of our dear mother Sheila Williams on Feb. 25, 2012 in White Rock, BC. Predeceased by her husband Ivor Williams, son Tracy Lessard, stepsons Edward Williams and Larry Williams and beloved granddaughter Jessica Lessard. Sheila is survived by her son Brian Lessard (Diane), daughter Shirley Blair (Bob), son Terry Lessard (Cindy), daughter Holly Lessard, step-daughter Judi Grover (Bob) and step-son David Williams (Kathy) along with many precious grandchildren and greatgrandchildren. Sheila was born into the pioneer Johnston family in Quesnel BC. Her working life spanned from homemaker and hair stylist to women’s guard at Burnaby’s Oakalla prison.

Sheila and Ivor moved to Enderby in 1990 where their home was open to all who came for a good cup of coffee and great conversation. Sheila was a generous soul, with many life-long friends and truly loved by all who knew her. The family would like to thank Sheila’s niece Avalon Bower for her help over the past year. Memorial tea will be held on April 1, 2012 from 1 to 5 pm at the Elks Hall in White Rock, BC.

’Roos discover how skating evolved over the years

T

he past met the present last week as several members of the Quesnel Kangaroos came in to marvel at how ice skating has evolved over the years. Dressed in their team jerseys the young men were amazed at the skates and gloves, (no padding), as well as the size and density of the hockey puck. Also in evidence was how much support the town has given their sport over the years. The album created and donated by Helen Lattman in celebration of 50 years of ‘Roos hockey was a big hit! The missive was probably enjoyed most by Team president Jack Marsh as he knew so many of those in the book, but with some third generation ‘Roos on

Experience the mighty Fraser River on the field trip of a lifetime ANNIE GALLANT Observer Reporter The Rivershed Society of B.C. is looking for passionate people who are up for the trip - and the challenge - of a lifetime. They are now accepting applications for the 2012 Sustainable Living Leadership Program (SLLP): a three-week field course that spans the length of the Fraser River. From Aug. 2 – 26, participants journey by foot, van, canoe and raft from the Fraser’s headwaters near Valemount, B.C. to where it meets the shores of Vancouver, 1,400 kilometres away. The program, now in its ninth year, has developed an incredible curriculum. In the river’s upper reaches, participants hike through a 2,000-yearold ancient cedar grove and paddle through the Robson Valley. In the Fraser Canyon, they ride whitewater rapids and observe traditional First Nations fisheries. In the lower stretches, they visit a working organic farm and paddle past log booms and big-box stores while learning about the impacts of urban and industrial development on

salmon habitat. Last year, Quesnel resident Amy Law joined the threeweek field course and highly recommends this experience to other young people. “When I travelled the Fraser River last August it was the trip of a lifetime,” she said. “I learned so much from the people I met and the landscape I travelled through. I really hope someone from Quesnel takes this opportunity.” The program’s founder, Fin Donnelly, swam the Fraser River twice to raise awareness about threats to river ecosystems and what can be done to protect them. “There is no better way to learn about sustainability than to travel along the river, seeing first hand how the issues affect Fraser River communities,” Donnelly said, who also serves as the Member of Parliament for New Westminster, Coquitlam and Port Moody. “Both experience and knowledge are powerful factors. The program combines experiential learning with knowledge to motivate, inspire and give people the tools they need to make change.” The Rivershed Soci-

I fear that the “robocall” scandal rocking Ottawa will simply cause more voters to walk away from the political system in disgust. The majority of eligible voters have already walked away from the ballot box and young people, for the most part, have not bought into this essential component of our representative democracy.

Unfortunately, the unethical conduct of political parties goes well beyond the current example of their “win at all cost” robocalls. Negative ads are by their very nature unethical; they are thinly disguised character assassinations designed specifically to chase voters away from the ballot box.

Political party nomination processes, especially during leadership races, are particularly susceptible to unethical behavior. Recall the cat that was registered to vote in the BC Liberal leadership race and the questions surrounding the last minute memberships that created a stir during the BCNDP leadership race. MPs in the Canadian Parliament voted unanimously in support of a federal NDP motion to give Elections Canada more powers to supervise the federal political parties. This is a good start and, hopefully, the Harper government will ensure these powers are given as soon as possible.

ames Gemmell and the sledge hockey Team Canada have their eyes set no lower than the gold medal in the upcoming World Championships in Hamar, Norway. “We’re going to prove we’re the best in the world again,” Gemmell, a Quesnel local, said. The last time the national team played at the Vancouver Paralympics, they came in fourth after losing to Japan, then Norway. “Being Team Canada, fourth isn’t good enough,” Gemmell said. But Gemmell wasn’t on that team. This will be his first time suiting up on the world stage. “It’s gonna be a big one,” Gemmell said. “It’s the biggest stage I’ve been on for sure.” It’s a dream come true for Gemmell, to put on the red and white and skate for his country. “You grow up and you dream of being in the NHL, which is a step below Team Canada,” he said. “Having the opportunity to put on the jersey, it’s a pretty big deal.” Gemmell plans to use this championship to gain international

experience and chase away the high pressure jitters to prepare him for the 2014 Paralympics in Sochi, Russia. “I’m going to learn from this and learn to play in a high-pressure situation.” Gemmell admitted he’s a little worried about his ability to keep calm on the ice. “I guess that’s what I’m most nervous about – being nervous.” With all those dreams on the line, both personally and nationally, the pressure can be a lot to bear. It’s in those moments when the jitters move from his head to his hands that Gemmell says he misses simple plays and easy passes. But he’s been working hard, and he’s

confident he’ll handle the pressure. “I’m sure I’ll be able to calm myself and make it happen.” He got some practice on keeping calm during a three-game series with Team USA where Team Canada took two out of the three games, losing only the first game of the series, and that in a shootout. “We got better and better and put a little doubt in their minds,” Gemmell said. That doubt in the American team’s heads sends Canada into the Worlds with confidence, as Team USA is the one to beat according to Gemmell.

“For us (the team to beat) would be U.S.A., but we’ve proven that we can beat them,” he said. Off that high Gemmell is expecting nothing less than gold. “You definitely can’t go into the world championship not expecting to win and we’ve prepared for it pretty well.” But before all the Championships and that excitement, Team Canada is off to the Canadian Forces base in Borden for a clinic with some of the soldiers who have been injured overseas. Gemmell hopes all that discipline will help Team Canada out before Worlds. “We’ll be pushed by the work ethic of the soldiers,” he said. Then it’s on to Worlds and from there he’s got his sights set even higher. “I’ve got a goal set for myself – to compete in the 2014 Paralympics.” Which means a summer of training and hard work, instead of relaxation and beer on the lake. But the payoff for that work, a run at the coveted gold medal is much bigger than boats and beer. However, that’s all in the future, and Gemmell has enough on his plate right now. The Worlds needs all his attention. “I’m just gonna focus on one thing at a time.”

WQLS dewatering program well underway A

s the clocks “spring ahead” at this time of year, so do many of our projects. And the City’s biggest project, the West Quesnel Land Stability dewatering program is one project that is well underway. At Monday’s meeting, Council approved a $230,000 contract to Quesnel’s Mass Construction to install a new storm water project on Stork Avenue and Hawk Street. This is an important project. As you may know, it’s very important that we get as much water from both below ground and above ground out of the WQLS study area. Currently, the storm water system in the upper Abbott area drains into a low-lying treed area west of Crane Avenue. This project will link that

MAYOR’S MESSAGE storm drain system to the lower Abbott system, removing a lot of surface water from the area. And, when we install the vertical pumping wells later this year to get the water out from below ground, the new storm system will give that water a place to go. For the past 10 years we’ve been focused on doing a lot of scientific work and analysis to support our applications for senior government funding and to determine just what’s happening in

the WQLS study area. Usually we’re speaking about what we haven’t been able to do and what we’d like to do. But now we’re not only talking about what we’ve done, but what we’re definitely going to do, which is really encouraging for City Council. I was very happy to see so many residents at our WQLS Open House last week at Voyageur elementary school. We had more than 50 members of the public in attendance, each given the opportunity to speak oneon-one with our engineers and staff. Council has retained this issue as a top priority for many, many years, and just because we’ve got funding to proceed, it doesn’t reduce that sense of urgency. This is still a major

project for us, one that we will be actively engaged in for years to come. One thing I’d like to address from a political perspective is the parcel tax issue. During the last election the concept of a parcel tax to help support funding this project became heavily politicized and was used as a plank in election campaigns. Let me be very clear on this with you. In March 2010, Council determined how we would fund our share of the costs of Phase 1 of the WQLS dewatering program (a total of $1.57 million required.) We decided to borrow from our own reserves and repay the funds borrowed by using general taxation revenue. A parcel tax was briefly discussed as a tool to

fund future phases of the WQLS Program. We wouldn’t be doing our job if we didn’t look at various options for funding any project. But there have been no decisions or further discussion by Council on this matter since then. Communication with residents and the advisory committee will be part of any discussion. Until the results of this phase are known, it is too early to talk about future phases and how they might be funded. (I’ll write more about the upcoming work schedule in a future column.) Grilled chicken and portabella mushrooms with peppercorn sauce The flavourful sauce is mildly spiced, since green peppercorns are the under-ripe berry from the pepper plant and therefore not as hot as black peppercorns. This dish is utterly simple to prepare but special enough for entertaining. Preparation Time: 5 minutes Cooking Time: 8 minutes Marinating Time: 1–4 hrs 1/3 cup olive oil 1/3 cup lemon juice 4 large cloves garlic, minced 6 medium fresh Portabella mushroom

caps 6 skinless, boneless chicken breasts pkg (42g) green peppercorn sauce mix 11/4 cup light sour cream In a measuring cup mix oil, juice and garlic. Place mushrooms in a plastic bag and place chicken in another plastic bag. Pour half of the marinade over mushrooms and other half over chicken; toss to coat evenly; seal bags securely and marinate in refrigerator for 1 – 4 hours. Just before cooking chicken,

prepare sauce according to package directions. Remove from heat and whisk in sour cream; set aside. Remove chicken and mushrooms from marinade and grill over medium-high heat for four minutes each side or until chicken is no longer pink and mushrooms are tender. While reheating sauce over medium-low, slice mushrooms; place chicken breasts on serving plates and top each with a sliced mushroom. Drizzle sauce over all. Makes 6 servings. – NewsCanada
