Guilty plea brings family some relief BY JASON ROESSLE Mission Record
The Surakka family was relieved to hear Jack Woodruff plead guilty to murdering their daughter and her boyfriend Monday morning, but it’s one small step toward to a complete resolution of the ordeal. Lisa Dudley, 37, and her boyfriend, Guthrie McKay, 33, were shot in their rural home on Greenwood Drive in September 2008, which according to a statement of facts entered Monday in court, had housed a marijuana grow operation. Woodruff was sentenced to life in prison, with no chance of parole for 25 years. Woodruff said he was going to be the shooter, and went to the house with the intention of shooting Dudley, and McKay if necessary. According to the admitted facts, he went to the back deck and fired six shots inside as the couple were watching television. McKay was hit three times, and Dudley twice.
McKay was pronounced dead on the scene. Dudley was in severe medical distress and died en route to hospital. Mission RCMP Cpl. Mike White was given a written reprimand and docked one day’s pay in March after an RCMP disciplinary hearing determined that he failed to properly investigate the shots-fired call. He left the scene after being there for 10 minutes and did not follow up the next day, the board of adjudication concluded. There are still two other people, Justin MacKinnon and Bruce Main, who are charged with the first-degree murders, and Mark and Rosemarie Surakka said that ordeal, coupled with the family’s request for a coroner’s inquest into the 911 response, make the road ahead still challenging. Rosemarie said that what Woodruff did was a “gutsy thing. “He completely owned up to everything he did,” she said Tuesday. - with files from Vikki Hopes and CTV
Teachers respond to Bill 22 The B.C. Teachers’ Federation’s response to Bill 22 was expected Wednesday afternoon, and could see extra-curricular activities culled from school calendars. The BCTF’s plan was unveiled after The Record’s press deadline, however, the Mission District Parent Advisory Council chair, Scott Young, said in conversations with Mission Teachers’ Union President Mike Trask, educators will not participate in extracurricular activities and sports such as rugby and track and field are likely to be cancelled this year. “We have been requesting information on how [parents] can get more involved on a coaching level” in
schools, said Young on Tuesday. Parents locally are split on the current issue. “I’m hearing a mixed reaction. Some blame government and some blame teachers,” he said. Bill 22 was pushed through last week by the provincial government, and it gives Education Minister George Abbott the authority to appoint a mediator, and restricts any mediated settlement to be within the “net zero” wage mandate imposed across public sector union negotiations in 2010. The bill also imposes new restrictions on class size and special needs support, declaring the issues off limits to negotiation between the B.C. Teachers’ Association and school districts.

Water and sewer rates rise 2% BY ADRIAN MACNAIR Mission Record
The District of Mission has not presented a budget with a zero per cent tax increase in at least 38 years, said Mayor Ted Adlem Thursday night at a special council meeting to garner public input. That’s according to anecdotal conversations with long-time residents like Coun. Larry Nundal, who said he’s never heard of a budget going forward without a tax increase. “Council has a taxpayer-in-mind philosophy with regards to municipal finances,” said Coun. Tony Luck, finance chair. The achievement was no small task, as a Nov. 3 draft budget document from the district’s finance department indicated there would be a 6.18 per cent tax increase. Instead, staff in almost every department were asked to create a base budget at 90 per cent of 2011 levels, eventually resulting in $1.6 million in savings. This was done, said Luck, with minimal impact to jobs and services. The fire department, for example, opted to do its own janitorial work in the fire halls to save $16,000, which will allow the district to keep the Leisure Centre open on statutory holidays. “Initially this may mean some difficult priority-setting and choices, but in the end our community is better insulated against economic downturns if we’re living within our means,” said Luck, adding the Core Services
Review contract, announced Wednesday as going to Acton Consulting Ltd., will likely end up making Mission one of the leaders in local governments’ response to greater fiscal accountability in the region. That doesn’t mean all homes in Mission will see no tax increase. As explained by finance director Ken Bjorgaard, BC Assessment’s average valuation change for homes in the district increased by 0.07 per cent, which means that taxes will rise or fall based on that benchmark. As well, municipal taxes account for only 59 per cent of a residential tax bill, since the district collects taxes for regional partners on their behalf. The district has enacted several temporary cost-saving measures during the three-month Core Services Review, set to finish in June, including a hiring freeze, a freeze on council remunerations, and a voluntary tax contribution on 2012 tax bills. This will enable “those who would like to see projects that are off the side of municipal core services still move forward using a voluntary funding process,” said Luck. Bjorgaard explained the process of how the district was able to get to a zero budget, which included $220,000 in savings from RCMP integrated teams under the new contract with B.C. that will see the federal police force pick up 20 per cent more of the tab. The total budget will be $58.9 million, the same as in 2011, with $7.35 million in capital

spending projects, including $1 million in energy efficiency upgrades, $1.1 million in pavement upgrades, and $1.8 million in vehicles and equipment replacement. The district has a debt of $19.425 million, but is in a relatively healthy position with a $158 million borrowing limit, said Bjorgaard. Bjorgaard also said the need to bring reserves up to meet future capital spending plans should be helped by a projected $600,000 surplus in 2012. “We understand there’s going to be major water and sewer infrastructure upgrades in the medium term,” he said, adding that’s why water and sewer rates will be both be rising two per cent in 2012. As water becomes a greater priority for the district, Adlem said they will look into an incentive program that would see homes retrofitted with water meters. “Are we going to go out and spend a lot of money on water meters? No. But we’re going to offer incentives to people to have them put in,” he said. Several residents asked questions and made suggestions following the presentation by Bjorgaard, including Pam Alexis who was concerned about cuts to the district’s Cultural Resources Commission. The Candidates for Responsible Municipal Government team (CRMG) that swept into office Nov. 19 spent nearly $18,000 on election expenses according to campaign disclosure records filed with the district. Although some nonCRMG candidates raised more individually, the team pooled their money into an advertising budget that saw $3,185.75 spent on media and $6,861.67 spent on signs and pamphlets. CRMG’s financial agent Ron Taylor donated $1,250 of the $18,073.26 in total contributions received, which included $12,350 from team members. Dave Hensman, Jeff Jewell, Tony Luck, and Jenny Stevens each contributed $1,500 to CRMG, while Nelson
Tilbury gave $1,800, Larry Nundal gave $1,949.26 and Ted Adlem gave $2,600. Rounding out the contributors, Abbotsford-Mission MLA Randy Hawes donated $2,000, Ronald Noon, a family member of Adlem, gave $1,000, and Alpenhaus (Mission Springs pub) also ponied up $1,000. CRMG donated its $126.63 surplus to Mission’s St. Joseph’s Food Bank. In the mayoral race, James Atebe raised $9,929.40 for his reelection campaign, spending all but $15.36. He received $4,220 in donations from individuals, $2,650 from companies, $265 anonymously, and raised the rest himself. A big problem with Mission is that when people retire and they look around for a nice, low maintenance kind of situation, there’s hardly anything here. They go to Abbotsford.” Holman said the community suffers because it loses residents at the time in their lives when they’re going to be volunteering. There are numerous requirements before the project can receive a building permit: receipt of a $108,000 Community Amenity contribution; finalization of design guidelines submitted to the district, which includes three trees per lot; preparation for a terms of reference for the recurring bi-annual environmental audit; registration on title of a public right-of-way from Ferndale Avenue to East Edwards Street; any outstanding requirements from engineering; a $25,000 letter of credit for a recreational area; and a $98,100 letter of credit for installing and maintaining trees. The developer has also volunteered $37,000 towards upgrading the trunk main on Lougheed Highway downstream of the Hatzic Sanitary Lift Station.
Higher number of thefts from vehicle A number of vehicle break-ins have happened in Mission lately. A proposed 107-acre subdivision near Hatzic Lake, which has been struggling to win council’s approval for more than five years, received third reading Monday at a public hearing. The Hatzic Ridge development, which first came forward to council Oct. 25, 2006, is expected to receive final approval Wednesday (after The Record’s press deadline), pending a list of requirements be met by developer Lyle Holman. “In the end we had to compromise and come out with a lower density, larger lots, and we think it’s going to be a really good project,” said Holman Tuesday, adding buyers have been waiting. There have been two previous applications for the two properties involved. Council rejected an initial proposal for a high-density subdivision composed of 217 single family dwellings, 60 townhouses, 20 residential apartments and 7,500 square-feet of commercial space. The second proposal involves 109 executive homes on a spacious 45 acres, with 40 acres of protected wilderness and streams. Five acres have been identified as open area,
commons or wildlife corridors that link to the protected areas. The remaining 18 acres are within the Agricultural Land Reserve. That application reached third reading on May 7, 2007, before it stalled due to provincial regulations which have since been rescinded, allowing it to move forward again. The lots will be privately owned but residents will pay a strata fee to maintain the protected areas, as well as garbage collection and snow removal. Project consultant Rex Blane said the development will provide “extensive community benefits,” given the developer will install a water trunk main along Ferndale Avenue and a sanitary main through currently unserviced parts of Hatzic that rely on well water. Not everybody at the public meeting were in favour. Some Ferndale Avenue residents showed up to voice their opposition to higher numbers of vehicles, although two traffic studies have green-lighted the development. Cornelius Bergen said he thinks the development will devalue his own property, and is concerned the rural area isn’t ready for such a large population increase. But Holman said the project addresses a need for more higher-end

Worried about fish The alarm has been raised that the federal government is about to turn the clock back on fisheries protection by about 35 years. According to documents released by retired fisheries biologist Otto Langer and introduced in the House of Commons last week, the government plans to strip habitat protection for fish in Section 35 of the Fisheries Act, effectively making creek and stream protection a thing of the past. Documents produced by Langer indicate the government plans to remove a ban against activity that results in the “harmful alteration, disruption or disruption or destruction of fish habitat” and replacing it with a ban on activity that has an “adverse effect on a fish of economic, cultural or ecological value.” While on the surface, it looks like the changes would protect fish, it’s not clear how when fish rely on a healthy environment, ecosystem or habitat to thrive. If it can’t be proven that a species of fish has special value, then can the habitat be legally destroyed? Many have heard stories of property owners who were prevented from subdividing because there’s a ditch in the way that sometimes has fish in it. And there are times when it’s hard to understand the “economic” or “environmental” value of a creek or stream but lack of knowledge or understanding about how our watersheds work is the reason most of them were paved over, culverted or diverted in the 1960s and 1970s, leaving us low fish returns. Ignoring for a moment the secretive way the government appears to be moving on this matter, the idea that fish, and the rest of the planet, can be altered unless an economic argument can be made to save it, is short-sighted at best. At worst, it ignores the web of life that even the youngest pre-schooler understands when they marvel at the abundant life in the tiny creek flowing in their neighbourhood. - Tri-City News

Connecting students with jobs T he noise of the teachers’ strike drowned out debate on the B.C. budget so thoroughly that one of Finance Minister Kevin Falcon’s more controversial ideas only made the news last week. Reporters dubbed it “Welfare Air.” Falcon plans a pilot program to offer social assistance recipients training and airfare if they can line up a job in B.C.’s northern energy boomtowns. Workers are being imported to fill jobs there, while in Metro Vancouver and elsewhere the number of single employable people applying for social assistance is rising. Much of oil and gas work is dirty and dangerous. These days most industrial jobs involve sophisticated electronics, and the technical skill level required is high. But there are entry-level jobs going begging, and relatively high pay is offered to fill positions in a short-staffed service sector in the Peace region. No. Further to that, a tax on banks will be popular with some of today’s students, who protested against capitalism in the “occupy” camps that will resume as the weather improves. Others will examine the idea and conclude that financial institutions will recover the tax from customers, and perhaps find ways to get the job done with fewer employees. YOUR VIEWS Parents can help out around schools Editor, The Record: Once spring break is over, Mission parents have been told it will not be business as usual. As government escalates this conflict by forcing teachers through legislation, teachers respond by withdrawing services. The government has the right to enact Bill 22, and teachers have the right to do the minimum work for which they are paid, while students’ pay the price with no end in sight. Mission teachers voted with an overwhelming majority for their Action Plan. What this means to students is: no extra-curricular activities, no field trips outside of instructional time, no planning of prom/award ceremonies. Teachers will be less accessible for extra help that students may count on. Sports like rugby and track and field will be cancelled. There are many more events and activities that will cease. These actions centre the pressure directly on students. Parents remain split on this issue. Many parents agree with some of teachers’ demands. In the conflict there are philosophical differences about the direction of education, class sizes and composition, accountability and assessment, employee rights, wages, and money for support services and technology. Students motivated by extra-curricular activities or depending on extra help

outside instructional time will suffer. They will pay the price in the teachers’ fight for better conditions in our system, whether improvements are achieved or not. When teachers respond to this conflict by withdrawing the time and care that makes them so valuable to students, parents struggle to be supportive. What can parents do? Express any agreement you have with teachers by communicating to your MLA, or the Minister of Education insisting on more education funding for the areas you see need it most. If you’re disappointed with the teachers’ vote to withdraw services, send an e-mail to your teacher and to the Mission Teachers’ Union expressing how this action will affect your family. Engage as much as you can at your school during this action. Parents can step up with grad/award ceremony planning, perhaps even coaching sports. With persistence, let your principal know you want to be involved. As parents, we need to support students where we can; connect into the schools where you are able. Many of us don’t have a lot to give, but if we all do a little bit, parents can be significant agents of change to a struggling system. Scott Young Chair, Mission District Parent Advisory Council

election campaign totaling $3,489.41, nearly all coming from CUPE. Local 593 donated $750, while the B.C. Division gave $3,000. The remaining $260.59 was donated to SAINTS animal shelter. Mission school board’s top vote getter, Jim Taylor, spent $1,975.55 on his campaign, with $1,015 coming from his own pocket. Incumbent trustee Carol Hamilton earned the second highest number of votes and her re-election costs tallied $443.35, all self-funded. Returning trustee Randy Cairns received $500 in campaign contributions and $50 from TWU Local 32, while he put in $50 of his own money to bring total costs to $597.71. Former school board chair Cindy Miller, who failed to earn a seat in the November election, saw her campaign contributions total $562.26, with $500 coming from her own pocket. Nancy Arcand’s election efforts cost $614.47, Bernadine Babuik funded her own electioneering to the tune of $835.99, same with Brian Harvey, who spent $376.32, and Karen Wootten and Earl Babich’s documents were also not available on the District of Mission website by The Record’s press deadline. For the rural seat, winner Shelly Carter outspent her competitor, Nick Field by a few hundred dollars. Carter received $1,000 in campaign contributions; $200 from Mission CUPE and $800 from CUPE National, and the campaign cost $747.60. The remainder of funds was reimbursed to Mission CUPE. Field received $500 in donations, and he ran his campaign on that amount.

Work continues at Welton Towers A series of building improvements at Welton Towers is benefiting residents. Over the past three years, the Board of Welton Towers (Mission and District Senior Citizens Housing Association) has had the roof completely redone, the hot water system replaced and both elevators upgraded and retrofitted. In the past year, a new in-house manager has taken over the dayto-day care within the building and surrounding grounds, and tenants have been encouraged to participate in the gardening around the building. Many of the suites now boast new carpeting, and linoleum. In addition, some suites have new appliances. The entire building has been equipped

considerable amount of money to eradicate the bed bug problem with some success. There are still a few suites that are being worked on, but the situation has improved. Axel Wiegieffe, building manager, has

Reel What’s Happening on the River finale in Mission
The winter season for the five-film Reel on the River series concludes Monday evening with the critically acclaimed Iron Lady, starring Meryl Streep at the SilverCity Junction. Although the film has received mixed reviews from critics, Streep’s performance earned her the prestigious Best Actress title at the 84th Academy Awards for her portrayal of the United Kingdom’s conservative prime minister Margaret Thatcher. The film begins in 2008 with Thatcher living out of the limelight, a widowed woman living out her old age in relative obscurity. But it soon flashes back to her childhood, and documents her rise to becoming one of the world’s most powerful and influential leaders. Ever a controversial historical figure for her conservative policies in a country historically known for labour, she is nevertheless an inspirational and fascinating personality. Iron Lady plays March 26 at 7 p.m. at SilverCity. Tickets are $10.
Mystery theatre at ONT The final three shows for Opening Nite Theatre’s production of Agatha Christie’s And Then There Were None runs Friday to Sunday at 33227 Railway Avenue. Free first-time home buyers seminar offered April 3 With so many diverse factors to take into consideration when buying a new home, particularly in the Vancouver region, it is no surprise first-time home buyers need a little help de-mystifying the process. What home type is best matched to wants, needs and financial resources? What location is
preferable? What are the mortgage options? How does the provincial property transfer tax exemption for first-time home buyers work? What are the rules associated with B.C.’s newly announced $10,000 first-time new home buyers’ bonus? Those and other key questions will be covered by a panel of experts at the 18th
annual seminar for first-time home buyers, presented by the Greater Vancouver Home Builders’ Association (GVHBA) on Tuesday, April 3 from 7 p.m. to 9 p.m. in the Bell Performing Arts Centre, 6250 144 St., Surrey. Pre-registration is required. Register online at www.gvhba.org or call 778-565-4288 from
8:30 a.m. to 4:30 p.m., Monday to Friday. Registrations will also be accepted via voicemail during evenings and weekends. There is free on-site parking, and public transit is at the corner. Although the seminar is free, attendees are asked to bring a food item for the Surrey Food Bank.

TRAFFIC ADVISORY: RUSKIN DAM BRIDGE CLOSURE AND SINGLE LANE ACCESS ON WILSON ST Where: Mission, B.C. When: March 1, 2012 to March 2018 The British Columbia Utilities Commission’s (BCUC) review of the Ruskin Dam and Powerhouse Upgrade Project is not complete but is in the final stages. Pending BCUC approval, BC Hydro expects to begin project construction this spring. Meanwhile, pre-construction activities are presently underway at the Ruskin Dam. CONTINUED RUSKIN DAM BRIDGE CLOSURE (Hayward Street over the dam) While we have not yet received project approval, a full 24-hour bridge closure for all motor vehicles, pedestrians and bicycles is in effect while pre-construction activities are underway. These preconstruction activities will continue until the project receives BCUC approval and proceeds into the project construction phase therefore the bridge closure will remain in effect until project completion in March 2018. If the project does not receive BCUC approval, the bridge will re-open.

Referrals are made to the service through the Mission RCMP, School District 75, and Crown Counsel. This community project is a collaborative partnership between School District 75, Mission, the Ministry of Children and Family Development, and District of Mission Social Development. Over the last few years Mission Central has expanded its scope from elementary school to neighbourhood hub. Mission Central has traditionally been an elementary
school with a highly vulnerable student sector including 39 per cent aboriginal children and EDI (Early Development Instrument) scores representing strong need, particularly in the areas of communications skills, physical health and well-being and social competence. Programming to support families has included weekend aboriginal regaliamaking workshops and dinners, community kitchens for families aged 18 months to elders, Talking and Playing Together parenting workshops, foster parent support groups, family group conferencing, children’s mental health groups, as well as more traditional community groups like Friday night basketball. Mission Central elementary school has worked with the community in order to generate an accessible, friendly, inclusive environment with support for the most diverse neighbourhood in Mission.

Tennis Register for April 1 Heritage to Hatzic 5, 10K runs league reg closes March 31 The Mission Hillstompers’ Heritage to Hatzic run happens April 1. The routes will be the same as last year, with the start/fin-
ish line at Heritage Park Secondary School, on the corner of Stave Lake Road and Prentis Avenue. The course follows the trails through
Heritage Park towards Hatzic and then back to the school. Prizes include gift certificates, iPod Touch and iPod Shuffles, GPS running
watches, and a chance to win an iPad2 if you sign up before Feb. 19. All proceeds will be donated to the Mission Hospice
Mission tennis players are again invited to participate in both singles and doubles tennis leagues, scheduled to start April 14. This is a good opportunity to play the game at your own skill level on a local community court. Players or teams will play a minimum of six matches against those of competitive skill level. Players receive a schedule in the mail and make their own arrangements with others for the day and time of each match. Each league will conclude with a playoff involving the top players or teams. League results and winners will be recorded online. Registration deadline is March 31. Information is available at www. bctennisleagues.50megs. com. Olaf Denstine November 12, 1940 ~ March 15, 2012 It is with great sadness to announce the sudden passing of Olaf. He has finally come to rest with his beautiful and deeply loved wife, Patricia. Olaf is the son of Charles (Chummy) and Dorothy (Dolly) who have since passed. He is survived by his daughter, Karin and son, Gavin; and three brothers: Carl, Axel and Terrance. Olaf was born and raised in Cape Town, South Africa. He was a man of adventure and came to Canada with his wife and two children in the sixties.
