After a back and forth battle that has been spread over twenty years the provincial government has given the go ahead for development to begin in the Jumbo Glacier Valley. Long spurred by controversy, the an-
nouncement has caused an uproar on twitter and an outcry from groups who have opposed the resort proposal. Minister of Forests Steve Thomson announced the governments decision officially at noon on Tuesday from Victoria. “After more than 20 years of comprehensive and exhaustive reviews, it was time to make a decision, explained
Thomson. “I approved Jumbo Glacier Resort’s Master Development Agreement after reviewing all of the relevant documentation, and meeting with both First Nations and the proponent, Local MLA Katrine Conroy was quick to criticize the move saying that it was disrespectful not to make the announcement in Invermere, the city closest to the proposed resort.

Council passed a motion to repeal development cost charges (DCCs) at the March 12 council meeting. DCCs have been a contentious issue in Rossland as they pertain to how new infrastructure costs are paid for. Coun. Kathy Wallace said this was the right direction for the city to go in. “If you thoroughly look into exactly how DCCs work and how Connective Cost Charges work, this to my mind makes the most sense to our community,” she said. Coun. Jody Blomme said that many hours of staff and council time had gone into researching, writing and reading about the subject. “I think it’s time to just bite the bullet and make a decision,” Blomme said. Mayor Greg Granstrom said that what they’d be doing here is allowing the opportunity for the city of Rossland to recoup what it could never recoup with DCCs. He added that in many instances, DCCs are not the best tool. “We have copious quantities of information to base our opinions on,” he said adding that they were going in the right direction. Moore was not supportive of the motion, while admitting that the city could be doing better in terms of how it gets development to pay for itself. “I’m just concerned with some of the things that the inspector of municipalities office communicated in that email string that I shared with everybody today,” Moore said. “As coun. Wallace said before, there’s no big urgency to this. There’s not a lot of development going on right now.” Moore said it was more important to know all of the ramifications before repeal-

ing the DCC bylaw. “What happens to the ones we collected? How do we deal with that into the future?” She asked. “We waited this long, we may as well wait a little bit longer and get some more answers from the inspector of municipalities to do this.” She argued that there was no great urgency in getting rid of DCCs, since there isn’t much development going on in the
city. She added that 113 out of 160 municipalities in British Columbia use DCCs in some form. The mayor said that if needs for more infrastructure arose when a new development was proposed, negotiations would be done in the subdivision stage, and so DCCs would not be needed. Moore: was the only one opposed to the motion.

Search and Rescue has been called out for in just three days. “On March 12 at 11:45 p.m., police received a report of two snowshoers missing at Strawberry Pass, located on Hwy. 3B north of Rossland,” Hawton said, adding that the men, in their late 40’s-early 50’s, had gone out at around 6 p.m. for an hour or two and had not returned. Rossland Search and Rescue was activated and located the pair at just after four in the morning. “They were in good condition and had gotten lost in bad weather conditions,” he said.

Annual Turkey Roast back on again ARNE PETRYSHEN Rossland News Editor
The annual Turkey Roast is back on again, though the date has been pushed back one week from the original time. The potluck dinner will now be held on March 29 at Red Mountain Resort and is once again in need of volunteers. The roast was originally supposed to be on March 22, was then cancelled and is now, as of this
week, back on again. The event is put on by the Spirit of Red, which hopes that everyone attending will bring a contribution to the potluck. They suggest an appetizer, a main course, a salad or a dessert. If cooking is not your thing, then the society suggests a $5 donation to join in the feast. The donation will help to cover costs associated with the event, such as the free transport from town to the hill, security and rental fees.
They also ask that if you are bringing a turkey or ham, then it should be cooked and sliced prior to arrival. The event will be held either on the sun deck or in the conference centre of the lodge at Red depending on weather. Drinks will be available at Rafters. There will be no fire pit this year. For more information or to volunteer for the event, contact Liz Nesbitt, event coordinator, at 3625745.

Radar and Laser Jammers
Radar and laser detectors are currently legal to install in your vehicle and use to avoid prosecution for failing to follow the speed limits in British Columbia. One has to ask why BC is one of the few provinces in our country that has not made this illegal. If you think like I do, inappropriate speed is a significant contributor to collisions and should not be encouraged in any way. Radar and laser detectors are encouraging some drivers to drive at inappropriate speeds every day.

Laser jamming devices are the most commonly found because modern lidar units warn their operator that they are being jammed. Since the vehicle being targeted is known precisely, it is easy to flag the driver out of traffic and start an investigation to confirm the source of the jamming. If found, the jamming equipment will be seized and kept to present as evidence at trial. If convicted, the equipment will be forfeit in addition to any other penalty imposed by the court. Are you willing to trade the possibility of a fine and a few penalty points for the possibility of a criminal record? Think twice about the “legal counsel” provided by the producers and sellers of jamming equipment. The author is a retired constable with many years of traffic enforcement experience. Radar and laser jammers are another matter entirely. While they are not illegal to install they are illegal to use to defeat police speed measurement. In fact, if you are successfully prosecuted for using them, you will have a criminal record that could prove to be a significant handicap to you later in life. The offence is in obstructing a peace officer in the execution of his duty, in this case speed measurement.

Jumbo resort a controversial approval
With Tuesday’s announcement that the controversial Jumbo glacier resort proposal has been approved by the province, a storm will be brewing in the Kootenays and B.C. That resort will likely face an uphill battle from those groups who have long opposed the project that has been on the table for the past 20 years. While the BC Liberals and the B.C. Chamber have come out in favour of the proposal, there is a tremendous amount of opposition leading the other side. Wildsight has lead the opposition arguing that the pristine wilderness should be kept that way and that animals, like the grizzly bears that populate the area would be further pressured upon. The Ktunaxa nation considers Jumbo, or Qat’muk sacred and see the positioning of a ski resort on their traditional land as a bit disrespectful. It could also infringe upon their land treaties, so may wind up in court. Around the West Kootenays there doesn’t seem to be very much positive either. Canada wide there is a poll on CBC that currently shows 76 per cent of the population that voted doesn’t support the Jumbo Alpine Resort, with only 20 per cent in favour. There also doesn’t seem to be any market for such a ski hill, with ski resorts having a hard enough time attracting tourists. From comments that are abounding on the social network, there seems to be a feeling that the approval ignores the environmental impacts as well as the economic benefits that such a resort would provide. It also ignores the opinions of the people it will most greatly affect. We want to hear from you.

Letters: Opposition to parallel parking Editor: On Friday March 2, a petition opposing parallel parking in downtown Rossland was made available to residents via local businesses in the downtown core. Two and a half days later, the petition was collected and presented to Rossland council. In that short time span, 616 signatures opposing proposed parallel parking had been collected. Clearly a large group of citizens have demonstrated a very strong and united front against what is widely regarded as a poor and unworkable plan. The Trail Times and The Rossland News Report that “ former Rossland Mayor Bill Profilli classifies these fellow citizens as naysayers”. Mel Baird at Peoples Drug Mart states: “The opposition to parallel parking was unanimous. Not a single person coming into the Store on those two days was in favour of parallel parking. In fact, people were getting quite upset at the mention of it.”
As stated by Bill Profili, 24 fellow residents of Rossland oppose this position and wish the project to proceed as originally proposed. I believe that we are looking to the future with a vision. Our vision is the preservation of a beautiful and functional Historical main Street. No one is attempting to halt progress regarding necessary upgrades to Columbia Ave. 616 residents are merely stating that the “vision” to change main street into a narrow, less accommodating version of itself would be a waste of time and our tax dollars. Thank you for this opportunity to express our position,
Editor: Over a short time span of two and a half days, 616 citizens of Rossland signed a petition urging the mayor, council, city planner and ISL Engineering to retain the angle parking on the north side of Columbia between the post office and the old Bank of Montreal building. Many more citizens were disappointed that they missed signing the petition. This petition was presented to council on March 5th, 2012. This is not a vocal minority of nay-

Why must it all be one way or the other, cannot a compromise be made? Build the bump out bulbs, they will make the street safer and pedestrian friendly. Beautify our already generous sidewalk space and leave the angle parking. Please build the parking lots behind the credit union and beside the thrift shop, we need all the parking spaces we can get these days as it is getting difficult to find a space at any time of the day. sayers. These are citizens of all ages from all walks of life that are getting frustrated and angry because their voices are not being heard. If the very influential group that is pushing for the complete proposed Columbia revitalization project actually talked to the general population they would know how strong feelings are on this issue. Granted a few people that signed the petition do not want any change at all, just like the few people that want all the changes. There is more than just those two options.

Rossland Kung Fu club celebrating one year ARNE PETRYSHEN Rossland News Editor
It’s almost been one year since Taylor Capozzolo started his Kung Fu club in Rossland and things have been going well for him. Capozzolo is now moving his club, which was located in the basement of Pro Fitness gym to the more spacious Parish Hall. He said the move is because the number of people in the club has become too big to house in the gym’s basement. “We were just at the point where we needed more space,” he said. He is in the process of looking at locations in Rossland to house a proper club and training space. “We have a couple buildings in the works,” he said, but added that probably wouldn’t happen for a few months, since he would still need to make adjustments to the next building before it is fit to be the club. He said the website and Facebook page will all be coming online soon, so that everyone interested can keep up with the move to the Parish Hall. “It will be good for the club,
good for the kids and good for all of the guys who are training, so lots to look forward to,” he said. His young students are working on the traditional forms. “They’re learning the drills, sparring and other really interactive opportunities with the other students,” he said. “They’re all at a level now where they’re getting really good. It’s a re-
ally exciting time.” He’s also hoping to do demos with the students in the near future, so they can exhibit their skills as well has a tournament. For more information, or to register in a class call the Green Dragon White Tiger Kung Fu club at 231-1286. Class for all-ages run Monday to Thursday

Switch your power off to help out the Miners’ Hall ARNE PETRYSHEN Rossland News Editor
Get your pledges ready for Earth Hour and you could help win a $5,000 energy upgrade for the Miners’ Hall. FortisBC is offering the reward for the community who has the most pledges before Earth Day, which is March 31. If you do the pledge, which is simply to turn off all lights and electronics for one hour at 8:30 p.m. on that day, you could also win a trip to the Manteo Resort in Kelowna. The Rossland Council of Arts and Culture (RCAC) is behind the upgrade project to the Miners’ Hall, which represents the project for Rossland in the contest. Renate Fleming from the RCAC hopes that everyone in Ross-
land goes onto fortisbc.ca/earthhour and ledges the to turn off their lights and electronics for the hour. are also trying to get as many community businesses and organizations involved as they can, such as Rossland Recreation, the Rossland Chamber of Commerce and the Rossland Schools. “A lot of businesses said they’re love to have the poster (to display,” she said. “So it’s kind of a community thing.” Fleming said the upgrades could include things that make the hall more energy efficient, like storm windows. “There’s a lot of heat that gets lost through the windows, because they’re old,” she said. “But to keep the heritage look, because a lot of them are still original, storm windows were suggested to us. We’d like to keep as much as possible to the look of the old building.”
By pledging to switch off your power for an hour on March 31, you could help the Miners’ Hall to win a $5,000 upgrade. Arne Petryshen photos
CHOOSE ONE: Treat this patient
Fleming said that they don’t know how the contest is going in terms of Rossland pledges, because FortisBC doesn’t show that info until the end of the contest. So the RCAC are just trying to motivate people to pledge the hour and hope all goes well. Fleming also brought up the individual prize of the Manteo Resort in Kelowna. “Hopefully that and the Miners’ Hall, which everybody in the community loves it enough motivation,” she said. Visit fortisbc.com/earthhour to pledge to “switch off ” during Earth Hour March 31 at 8:30 p.m.

Q A
How can I protect myself against drivers who are not carrying enough third party liability?
Every vehicle insured in B.C. must carry a minimum of $200,000 third party liability. However, a coverage called Underinsured Motorist Protection exists for BC Drivers License holders. This covers you up to a total amount of $1,000,000 per person, in the event that you, a member of your household, and/or your passengers are injured in an accident where the other driver is at-fault and doesn’t have enough insurance to cover the amount of a settlement or damages awarded by a court. This coverage protects you and your household while your are a driver or passenger in almost any vehicle, as well as if you are injured by an underinsured driver while on a bicycle, or on foot. Excess Underinsured Motorist protection, or Excess UMP, bumps this up to $2,000,000 for a very affordable premium of $25 per year. This extra coverage can be purchased at the same time you are buying your ICBC vehicle insurance, or can be purchased any other time—even if you don’t have a vehicle insured with ICBC. However, this coverage will not cover the members of your household if they are an occupant in a vehicle that is registered solely in their name. For more information on the Excess Underinsured Motorist Protection and instances when it cannot be claimed, or any other concerns regarding your insurance needs, please contact any one of our 8 locations.

Thanks to the generous support of Rossland, Montrose, Warfield, Fruitvale and Trail and area, Heart and Stroke had a very successful February Door to Door Campaign. Not only was there individual support by people opening their doors, there was also great community support. Scotia Bank generously matched $5,000 from donations to the Trail campaign. Editor,
The BC Liberals’ announcement that they have approved the development of a resort in the Jumbo Valley is both surprising and a devastating blow to the area. People in Kootenay West have written and e-mailed me to say they strongly disagree with building a resort in the
$ Jumbo Valley. It doesn’t make sense environmentally or economically. Recently, it was discovered that the proponent, despite years of claiming otherwise, does not have a financial backer. So this project has no support and no money, but the government is determined to try and force it through. The Ktunaxa who consider the Jumbo Valley to be sacred

ANNUAL GENERAL MEETING
You Are Invited Joe Hill Coffeehouse once again provided a variety of different talents and acts during Sunday night’s show. Clockwise from top: Motes and Oats played their original songs accompanied by flute and guitar; Michael Gifford and Les Carter played some favourites; Some of the Kootenay Danceworks dancers showed their moves; fifteen year old Laela sang and strummed her original tunes.
At Nelson & District Credit Union we know the importance of good governance for maintaining direction and achieving social and economic objectives. Please join your staff and board of directors as we present the 2011 annual review and answer your questions.
