A Coquihalla Middle School closure is the likely outcome on April 18 when school board trustees vote to come to terms with decreasing B.C. Liberal funding, says the school board chairman. Staff and trustees with the Nicola-Similkameen School District 58 hosted the third of four meetings with the public and told the crowd of about 100 people that closing CMS appears to make the most sense. “Trustees felt we’d be as upfront with you as possible,” said Gordon
Comeau, chair of SD 58. “We wanted to maintain the benefits of elementary while maintaining the middle school [team philosophy to learning]. “To achieve this, we considered the closure of CMS as the best option.” The decision would mean elementary schools change from kindergarten to Grade 6 to kindergarten to Grade 7. Merritt Secondary School would alter from Grades 9 to 12 to Grades 8 to 12. He said the majority of people who relayed their concerns to trustees were in favour of closing CMS instead of closing both
Bench Elementary and Collettville Elementary. But many stakeholders were concerned the middle school “team atmosphere” would be lost. “The middle school philosophy is important to a lot of people,” Comeau said. “Others supported the idea to have fewer transitions.” Some of the issues about the ease of transition need to be sorted out. One student was concerned about how she will transition from middle school French immersion to high school, without attending CMS in Grade 8. However, MSS principle Bill Lawrence said the South Central Interior Distance Education School
(SCIDES) is the best option for her and similar students. Few questions came from the public at the meeting, and many spoke favourably about the tentative decision. A CMS teacher said she wants to know when teachers will know where they will end up. SD 58 Superintendent Bob Peacock said his staff will come to talk to teachers and clerical workers. “We don’t know right now where they are going to end up,” he said. “We will have a meeting to hear what their preferences will be.” He said every teacher will still have a job in September.

Officials with SD 58 said they will continue to review any public input prior to making a final decision. A decrease to the expected number of students means less ministry funds. Funding protection is expected to drop by 1.5 per cent to 98.5 per cent. SD 58 faces a further challenge from the ministry’s decision to only cover costs to the equivalent of each course, rather than each student. The CMS closure would save nearly $420,000 per year, while the option to close Bench and Collettville would save $480,000 per year. Another public meeting is scheduled for April 10 at MSS. AC

A vandal threw a rock at a Merritt Library window Thursday, in an attempt to break in just after midnight. The vandal was cut, leaving blood on the broken glass still lodged in the lining. “If they wanted a book, they could have come in the day and we’d give them a book,” said Deborha Merrick, branch manager. “There’s no money in libraries. We may get $1.50 in fines per day.” The rock hit the front desk that was about 25 feet away from the window. It then rolled a further 30 feet before coming to a stop. Merritt RCMP Const. Tracy Dunsmore said police are waiting for the results of a blood report that was sent to Vancouver. “The DNA database isn’t that big,” she said, noting only samples from convicts of serious crimes are available. “It

were also called in. “We had to make sure we closed our doors because this happened right in the kids area,” Merrick said. “We had to go through each book
and flip open the pages to make sure there was no glass.” Fragments were even found lodged in the ground approximately 50 feet away.
The library opened the next day. Another rock was thrown through the library glass at about the same time one year ago. When the library
originally opened, rocks were removed from the area because they were being thrown through windows once every three months, Merrick said.

Smith Pioneer Park in Lower Nicola is set to get a much-need facelift after an announcement to pour $320,000 into energy-efficient and recreational improvements. The area is designed to include a new soccer field, a playground and a refurbished tennis court. “This is a recreational facility that has an aging infrastructure and this is an opportunity for us to move forward for the next generation and for the years to come,” said TNRD Chair Randy Murray, who is also Electoral Area ‘M’ Director. “It will, for generations to come, be a pretty beautiful place for kids to come and play and for folks to enjoy.” Upgrades also include a 430-metre perimeter walking track, a retaining wall, new lighting and an underground sprinkler system. Community recreation funding from the B.C. government contributed $214,000.

The rest came from the Thompson Nicola Regional District and from donations. The Lower Nicola Community Association worked to come up with 20 per cent of the funding. The B.C. government then produced 80 per cent for the costs. Construction is slated to begin at the end of April, with a fence and security the first to be built on the 1.5 hectares. At a public meeting Thursday, several Lower Nicola residents said they would like some of the funds to go into a horse arena. Plans are slated to include a post-and-rail fence around the arena. “This is horse country and one day kids will say ‘Mom, I don’t want to go to the park anymore,’” said Lorraine Murray. “I see them wanting to get on a pony and start using this park here.” She said she’d like to see the horse arena expanded so riders can gain speed. The building at the park has deteriorated since being built in 1986. According to Karen Knapp, Lower Nicola
Community Association president, locals have worked hard to generate the amount of funding received. “In the last three years, the community has really come together,” she said, noting also the recent renovations to the Community Hall. “The Hall wouldn’t be in the shape it is in now and we wouldn’t be doing this if the community didn’t come back out and it’s making a really big difference in Lower Nicola.” Of the 46,000 square kilometres in the TNRD, only four communities received funding and Lower Nicola was the lone rural area to be funded. The TNRD estimated nearly 10,000 people from Lower Nicola, Canford, Sunshine Valley and Merritt will use the park. The money came from the provincial government’s $30-million Community Recreation Program. Smith Pioneer Park is one of the only recreational facilities in Lower Nicola.

HERALD OPINION Payroll control and the BCTF Both NDP leader Adrian Dix and his education critic Robin Austin have recently tried to sell the media a fictitious story about the party’s successful history of negotiations with the B.C. Teachers’ Federation. With the ritual combat between the BCTF and the B.C. government flaring once again in early March, Dix bragged to reporters that the last time he was involved in teacher talks, it resulted in a 0-0-2 wage settlement. That was in 1998, when Dix was working for then-premier Glen Clark. The real 1998 story is useful, because then as now, the B.C. government was in a financial squeeze and looking at a huge set of negotiations with government unions in health and other sectors as well as education. Glen Clark, an ex-industrial union organizer, was known for pushing negotiators aside and taking control of hot files. The premier’s office took the lead in teacher talks, trying to set a strong precedent for low wage settlements similar to today’s “net zero” mandate. The B.C. Public School Employers’ Association, representing the school districts, was marginalized and treated with the same disdain that the BCTF still reserves for them. And the result was an agreement where the union bartered higher wages for hundreds more positions and other benefit gains. This was one of the key mistakes that led to today’s showdown over class size and composition. Once trustees got a look at the premier’s 1998 deal, they refused to sign. For the first and only time, the government had to legislate the settlement on school boards. The BCTF membership endorsed the 1998 deal by a large margin, and it did indeed set the tone for other union settlements in the late 1990s. Press reports at the time put the total cost of this supposed wage freeze at an 11-per-cent increase in the provincial payroll.

Beautification project a wise use of funds
PHILLIP WOOLGAR Merritt HERALD The financial investment the City of Merritt put into new benches, plants and garbage cans being assembled throughout downtown is a wise decision. Already, the area looks revitalized and it
is amazing what a little bit of greenery can do to improve the appearance of a community — and this could potentially lead to more businesses and workers moving to Merritt. This town has so much to offer, and I was semi-surprised to discover Merritt only gained 115 residents between 2006 and 2011, according to Statistics Canada. Besides the traditional compliments about Merritt’s location, sunny skies and mild winters, the community also offers more

affordable housing than other major B.C. cities such as Kelowna and Vancouver. I suspect, however, when faced with the decision to move to Merritt or Kamloops, many are choosing the latter and that community garnered a 6.6 per cent growth from 2006 to 2011. But if Merritt keeps beautifying by increasing the city’s curb appeal, I anticipate a population increase by a significant amount in the next census. The city will also need to attract more

businesses and keep the current companies happy so that they stay in the Nicola Valley. Improving the look of downtown is one way to do this. However, the number of students graduating from Merritt Secondary School and then attending post secondary classes elsewhere is another drain on the number of people living in the community — and who can blame these young people from wanting to leave? Those with aspirations are usually required to gain

a degree, and often a master’s or doctorate, due to the amount of competition compared to the number of jobs in Canada. Without jobs pulling people back into Merritt, there is no reason for these students to return — unless, apparently, they work in the media, such as is the case with local newspapers, radio and television. This field often requires young journalists to gain experience in small markets before returning to cities. And

YOUR OPINION Bill 22 reasserts Overhaul needed for child protection payroll control Dear Editor:
From Page 4 Before I get into the court battles that followed after the NDP government was dumped, there is a business principle here. One of the first things I had to learn as a private sector manager is that if you don’t control your budget, you aren’t really a manager. And no one who lets authority over staffing levels slip away can possibly control their budget. Control over staffing levels is what the NDP let slip to the BCTF in 1998. And it is what the B.C. Liberals took back in 2002, with legislation that removed class size and composition from bargaining. In the constantly repeated BCTF rhetoric, this was the “illegal stripping” of union contract terms that was struck down in April, 2011, by the B.C. Supreme Court. A closer reading of Justice Susan Griffin’s decision shows that she gave Education Minister George Abbott an out. If the province replaces staffing level bargaining with “an equivalent process of good-faith consultations or negotiation, then the legislation might not be an interference with freedom of association….” Bill 22 was written with this decision in mind, reasserting the government’s control over the payroll with a $165 million fund for special needs and a mediator to demonstrate those “good faith consultations.” University of Victoria business professor Ken Thornicroft noted last week that ceding control over class size to the union amounts to delegating authority over spending to someone who is not elected. The legality of that will no doubt be examined in the BCTF’s next courtroom assault on the provincial treasury. It’s an important comparison for voters. Which party is better able to represent the public interest in hardball negotiations with 300,000 unionized employees? Tom Fletcher is legislative reporter and columnist for Black Press.
Child safety is not as important as parental rights? The recent scathing report from the B.C. Representative for Children and Youth revealed the vicious circle faced by a desperate mother trying to protect her children from their abusive father. The RCMP, the Ministry of Children and Family Development (MCFD) and the court system all failed to prevent the father’s abuse, and it took the death of the three Schoenborn children of Merritt to finally get the government’s attention to their plight. Unfortunately, this same vicious circle continues to cause other families great anxiety, and emotional and financial devastation as parents who are trying to protect their children from abuse are forced to hand them over their abusers. The MCFD, the court system and the RCMP are very quick to assume that
protective mothers are vindictive, and therefore lying, and that the children’s statements are planted. If further allegations of abuse are reported, the MCFD is motivated to justify their original opinion. The victims are re-victimized by the system. As the protective parent desperately turns to lawyers, counsellors, psychologists and supervisors, the financial toll mounts and the vicious circle grinds the family down. It is important for the public to understand that there are many types of abuse, and most do not leave blood or bruises as physical evidence. Abusive parents profess their love for their children. Their children usually love them as well, and often are manipulated to secrecy by bribes, threats, etc. Child abusers will not admit their crimes, as they want their friends, neighbours and families to believe they are normal parents. And of course they
don’t want to go to jail. Child abusers are often respected members of society, popular and friendly. Please believe a child if they confide in you. Then prepare yourself to be launched into the vicious circle, because protecting innocent children should be of primary importance, and is not for the faint of heart. period than what was originally needed in this truly character-building process. But for most postsecondary graduates, not many have an opportunity here to gain experience in the smaller
market, but instead find opportunities in major cities. In the short of it, a more beautiful town attracts businesses and workers, which leads to a population boom that could put pressure on the
B.C. government to add a post-secondary school here that offers students the types of degrees they need. This in turn keeps young people in the community, building families and developing Merritt’s vibrancy and population.

Avoid being distracted by hurtful, judgmental people Have you ever met a Christian you just wanted to slap? One of those smile-onSunday, goody-two-shoes sorts who leads another life that certainly is not Christian the rest of the week? The kind who shakes their head at you whenever you mess up? The Bible has a term for these folks – hypocrites; and the most commonly known group of offenders was a group called the Pharisees. The Bible tells us they walked around in fancy clothes, they sat in the best seats in the synagogue or at banquets, they make long prayers for all to hear and when they tithed
their money, they made sure everyone saw how giving they were. The Bible also tells us that they were a devious group, cheating widows and stealing their homes; and they gave ample time to looking down their noses at people and telling them how short they were falling when it came to following the rules. Is it true that no one can measure up to completely fulfill God’s law? Yes; but consider this. The Pharisees (who were sinful people) treated sinners with scorn, while Jesus (who was without sin) offered love and forgiveness. The Pharisees shunned sinners
while Jesus was known as a ‘friend of sinners’. And look at how Jesus talks to these self-righteous individuals: “Woe to you, teachers of the law and Pharisees, you hypocrites! You are like whitewashed tombs, which look beautiful on the outside but on the inside are full of the bones of the dead and everything unclean.” That’s how it works – while we spend so much time on our veneer hoping people will only think the best of us, God sees into our hearts. He knows our evil intents, our hidden rebelliousness and our secret sin. I say ‘we’ and
‘our’ because we all do it. To be honest, we all have that Pharisaical, hypocritical streak in us – so what do we do? Well here’s what you shouldn’t do. Don’t get too distracted by those rotten, judgmental, hurtful, everyday people. Keep your eyes on Jesus. And when you feel overwhelmed and jaded by the evil you know lives inside of you, remember that Jesus offers us His undeserved mercy, His unbelievable love and His unending forgiveness. Linda’s Dance Studio troupe won eight awards at the 79th Kamloops Festival of the Performing Arts at the Sagebrush Theatre on March 14 and 15. The girls performed 11 dance routines. “Through festival competition, we celebrate knowing how we are keeping pace with our achievement,” said Linda Sanford, dance instructor. “It is important not to be afraid to learn more from others.” Ballet Adjudicator Sally Ogden, who is from the Royal Academy of Dance in Alberta, said in her written report to dancers, “Love gesture to foot. Good changes of facial expression. Lovely moments of drama.” She also had a few pointers for dancers, “Stretch your feet hard. Push up stronger from the ground to get up higher in the air. Fully stretch knee on strong développé kicks.” The Merritt dancers competed against participants from Kelowna, Kamloops, Penticton, Vernon and various other municipalities throughout B.C. A few of the girls were excited to share their achievements.

Eco-Odyssey is hosting ‘Sharkwater,’ a movie about ocean awareness, at the Nicola Valley Institute of Technology (NVIT) tomorrow (Wednesday) from 7 to 9 p.m. “We are working to create awareness for our marine environment through education and exploration,” said MJ Arsenault from EcoOdyssey. “I would love to reach out to our local community and share a visually stunning and

The Merritt Centennials’ quest for the holy grail (a.k.a. the RBC Cup) continues tonight as the Cents travel to Penticton to begin their best-of-seven secondround BCHL playoff series against the Vees. The Centennials’ task will be a daunting one, as they come face-to-face with the number-oneranked Junior A team in Canada, and a team that has broken a slew of league records this season, including total wins (54) and consecutive wins (42). A much-anticipated Cents-Vees showdown is the result of both teams winning their first-round playoff match-ups. Merritt disposed of the Prince George Spruce Kings in an impressive four-game sweep, while Penticton had their hands full for awhile before
downing the stubborn Chilliwack Chiefs in six games. At first glance, a look back at the season series between Merritt and Penticton only reinforces the notion that the Cents are in tough against the nation’s best. In the eight games played against one another, the Vees went 7-0-0-1 to pick up 15 of a possible 16 points. They outscored the Cents 37-14, and went 16-for-42 (38.1%) on the powerplay. What the summary numbers fail to adequately reflect however is how well the Centennials played in many of their head-to-head matchups with the Vees. Three of the eight contests were one-goal decisions (with Merritt actually winning one of them in overtime - in Penticton). A fourth game, on March 1, was a two-goal margin of victory for the Vees, but the final tally was into an

While the Vees lost twice to the Chiefs, and fell in their final league game of the regular season (to Prince George), the Cents are actually riding a seven-game win streak that dates back to March 6. The four-game sweep of the Spruce Kings showcased a Centennials’ team that has really hit its stride, both offensively and defensively. Led by the timely scoring of captain Evan Stack, the scintillating netminding of Lino Chimienti, and the bone-crushing hitting of Brent Fletcher, the Centennials are playing the aggressive, hardnosed type of playoff hockey needed to be successful in the post-season. All that said, the Cents are substantial underdogs going into their series with the Vees. It’s a role they relish. “We’re content to continue to fy under
the radar,” stated Centennials’ head coach and GM Luke Pierce in an interview for a story published in Monday’s Province newspaper. “There’s a lot of hunger to keep making a statement.” Pierce also feels that all the pressure, and weight of expectation, is squarely on a Penticton team that has been picked as RBC Cup favorite since well before Christmas. If the Cents are searching for any added inspiration in their quest to upset the Vees, they need look no further than the 2000-2001 BCHL season. That year, Merritt finished 29 points behind the league-leading Penticton Panthers. The Cents swept Prince George and Penticton in the first two rounds of the playoffs before losing to Victoria in a league final series that went a full seven games.
