Campbell Riverites are waking up today to a 14.7 per cent tax hike. Or not. City staff recommended council hike residential taxes by 14.7 per cent for 2012 at last night’s meeting. But because it came after Mirror press time, visit www. campbellrivemirror.com to see if they went with that recommendation. The increase translates to $174 more per year for an average home valued at $268,000. However, council will have the last say. “We...build our budget the way we feel is appropriate,” said Coun. Mary Storry. The city is facing a $2.18 million budget deficit and to make up the shortfall, council will have to raise taxes by almost 15 per cent or make further cuts to city services. The city entered into the budget planning process with a $3.6 million deficit, largely due to a$1.8 million reduction in taxation revenue from Catalyst after its property reclassification. Over the last few financial planning meetings, dating back to Feb. 14, council has chipped away at its services in an effort to balance the budget. Continued on A2

The Board of Directors of the Strathcona Regional District adopted its 2012 to 2016 Financial Plan and Capital Expenditure Program Thursday. The decision follows several months of discussion between stakeholders and others concerning the Regional District’s priorities over the next five years. Highlights of the current year’s budget include: ■ Total operating expense increase of 2.8 per cent. ■ Total capital expenditures of $1.03 million. ■ Start of a $1.1 million repair project for the Rod Brind’Amour arena at the Strathcona Gardens Recreation facility.
Taxes: Get used to increasing costs Continued from A1 That still leaves the city with a $2.18 deficit. Council made a decision two weeks ago to not increase business taxes this year, which leaves the residential sector to make up the shortfall. Laura Ciar niello, the city’s general manager of corporate services, said homeowners would need to pay 14.70 per cent more, but in reality would only be paying 9.09 per cent more, because council has nixed the water parcel tax for 2012 and has reduced garbage collection fees by $20. Ciarniello said although the increase may seem high, the $2,086 average annual residential tax payment “can be compared to the cost of other household items such as telephone ($25$60 per month), cable ($35-$155 per month), and hydro ($50-$250 per month).” And taxpayers will likely have to get used
to increasing costs. Ciar niello anticipates budget shortfalls for the next two years. In 2013, council may consider reinstating items it has cut from this year’s budget including $18,500 for council travel, $14,000 for grass trimming and manual mowing, $49,000 for horticulture and $24,000 for Communities in Bloom. Ciarniello also expects an addition to the budget of three per cent to address inflation and increases in wages and contractual obligations in the amount of $800,000. Offset with new construction taxation revenue of $200,000, the residential tax increase for 2013 is estimated at 8.29 per cent. In 2014, Ciarniello forecasts a tax increase of 3.02 per cent. Fire fighters battled several fires at the Campbell River Airport last week in mock aircraft disaster scenes. Mobile fire simulation equipment was back in the city last Friday and Saturday to get the last half of the city’s firefighters through training. The multi-million dollar equipment, which is based at Edmonton International Airport, was previously here in early October when most of the city’s 20 career fire fighters, and a handful of the 50 volunteer members, went through aircraft disaster training. A Gordon Road resident wants everyone to hear the racket she says is destroying her rural neighbourhood. Corinne Matheson, one of several homeowners living near the Duncan Bay Road pole peeling plant, made videos at three different locations to document the noise. Matheson says she made the videos, “to show everyone in Campbell River how bad the pole peeling plant sound is.” The first video is shot from Matheson’s home at Mystic Woods Nursery up the road from
the pole peeler, the second is at Blue Spruce Home Park right next door to the plant, and the third is filmed just outside the facility. In the videos, Matheson explains how the high-pitch buzzing (which is clearly audible) is what she listens to five days a week. Matheson and her neighbours have spoken against the pole peeler since it began operating Jan. 23, after relocating from Sayward where its lease expired. The plant was welcomed by the city and issued a minor development permit to operate on land re-zoned to heavy industrial in
1998. Unfortunately, it is located close to residential properties. “The noise of the pole peeler is a violation to the residents outside trying to enjoy their properties,” Matheson says. “The noise ..is d r iv i n g r e s i d e n t s crazy. The sound carries several kilometres in every direction and affects everyone in the neighbourhood. “A mistake was made with the pole peeler and it’s time to fix it.” The owner of the plant, Northern Pressure Treated Wood Ltd., is taking steps to fix the problem. The company agreed last week to implement all the sound reduction
options outlined by a sound consultant. But Matheson is still skeptical. “If they go ahead and put these sound barriers in and it still makes noise, then what?” Matheson asks. “If we still can’t enjoy our properties, then what? That is a beautiful area, let’s not let one little business ruin one area. mobile unit in Canada and travels throughout Western Canada, includes a custombuilt aircraft with a wing, landing gear and a motor. With the press of a button, flames can be sent screaming through the passenger compartment, or ignited in the engine, spreading to the wheels of the plane. Three large, metal m at s s e n d fl a m e s scorching across the pavement surrounding the plane, simulating a fuel spill. Baikie said the mats produce a 5,000 square foot fire for the crews to tackle, with the help of the city’s maintenance crash truck. The truck is housed at the airport and five airport maintenance workers are trained to operate the truck in the event of a plane crash. Fire Chief Dean Spry said although the

workers can’t enter a burning aircraft, they can spread dry foam with the crash truck to provide a safe exit path for passengers. Last week’s training was an opportunity for the maintenance staff to practice using the truck’s hose to pump out water in the event of a fuel spill. Instructors from the Edmonton fire department watched from the mobile control room, while triggering blazes in the airplane and on the ground. Baikie said the fire fighters were not told what the scenario would be in advance and didn’t know how many “victims” they were looking for. The high-tech simulation equipment will remain in Campbell River until April 14, when firefighters from the Nanaimo area are expected to come for training exercises.

Wire/copper thief suspects nabbed Several major thefts occurred in Campbell River last year PAUL RUDAN

It’s been one of the most costly crimes affecting North Island business the past few years: The theft of copper wire from construction and recycling sites. Finally, on Monday, the RCMP’s Island District General Investigation Section arrested four people and charged one business, following a six-month investigation. “Thieves steal copper utility wire from utility poles, and cable and metal objects from work sites, which is in turn traded for cash at metal recycling operations,” police said in a news release. “Over 160 metal theft cases across Vancouver Island in 2011 resulted in millions of dollars in lost product, and repair costs.” In September 2011, a noticeable increase in metal theft cases led to the creation of Project ENOON, led by the investigation section with support from the Port Alberni and Nanaimo RCMP Detachments. During the investigation, several metal recycling yards were identified as businesses alleged to be dealing in stolen metals. An undercover operation took place in which police took metal, claiming it was stolen, to yards located in Nanaimo and Port Alberni. The Nanaimo yard was a licensed business named Carl’s Metal Salvage, while the Port Alberni yard was an unlicenced operation based on private property. In all instances the metal was accepted by these yards. Last week, police obtained arrest warrants for the following people, who now face charges: Continued on Page A7
Unlocked vehicles targetted by thief A late-night thief is looking for easy targets in the Willow Point area. RCMP is warning the public following a rash of thefts from unlocked vehicles in the area. Police advise to remove all valuables from your vehicle, lock the doors and to park in a secure garage or under a motionactivated light. If you see anyone suspicious call police immediately.
Pedestrian hit A pedestrian was seriously injured after being hit by a car on March 20, around 11 p.m.

According to police, the pedestrian was trying to cross Dogwood Street, at 2nd Avenue, when they were struck by a 2006 BMW. The vehicle was heading north on Dogwood and had the green light. The driver did not see the pedestrian until the impact. The pedestrian suffered serious head, face and leg injuries and was transported to Campbell River Hospital then later on to hospital in Victoria. The matter is still under investigation
after trying to prevent packages from sliding off his passenger seat. The accident occurred March 19, around 4:30 p.m., on the Island Highway in front of the downtown ferry terminal. As he tried to “save” the packages, he rear-ended a vehicle that had stopped in front of him which in turn hit another vehicle due to the impact. No one was injured and the man was given a ticket under the Motor Vehicle Act.

erratically on Woodburn Road. When the officer stopped the vehicle, the 52-yearold female driver showed signs of impairment and then blew three times over the legal limit. She is now facing impaired driving charges and her vehicle was impounded. On March 22, around 1 p.m., RCMP responded to a report of a minor collision on 2nd Avenue. A 42-year-old female driver had backed into two parked and had been drinking. She was given a three-day driving prohibition and charged under the Motor Vehicle Act for Driving without Due Care and Attention.

It can lead to lost communications and power failures, leaving some of our more vulnerable citizens at increased risk”, states Staff Sgt. Ray Carfantan, Commander of the Island District General Investigation Section. Last year in Campbell River, there were about a dozen thefts of wire, 10 of which took place between late March and early April. Here’s a sample of some of the bigger heists: ■ Dec. 19, 2011, 7000 block Island Hwy. Owner advised that more than $5,500 in metal, metal wiring, a breaker and a breaker box had been stolen from the office. As well, an air conditioning unit was destroyed when the wiring was removed. ■ April 14, 2011, thieves break into Selkirk Recycling at 5551 Duncan Bay Road and steal $6,200 worth of number one copper and other high priced metals. ■ March 23, a locked compound was broken into at 5705 Island Hwy. and all the exterior copper service wiring had been removed. Value of the wire is approximately $20,000. ■ On March 7, 2011, thieves break into Lee Mac Electric on 17th Ave., and steal a quantity of copper wire valued at approximately $10,000.

Hydro begins environmental assessment As BC Hydro awaits final approval for its $1.35 billion upgrade of the John Hart power system, it is moving ahead with the environmental assessment of the project. For the last few years BC Hydro has been planning to rebuild the John Hart Generating Station on the Campbell River and to replace the woodstave penstocks (which deliver water to the turbines from John Hart Lake) with an underground tunnel. The project still needs the okay from the BC Utilities Commission before it can proceed, but this week BC Hydro filed its Environmental Assessment Report with Fisheries and Oceans Canada under the Canadian Environmental Assess-
ment Act. This assessment re p o r t t a ke s i n t o account the reviews of previous studies and existing conditions studies that were undertaken on archaeology, heritage, socioeconomics, recreation, fish, wildlife, vegetation, water quality and soil contamination. The project description was enough to allow Fisheries to trigger the environmental assessment. Fisheries determined that a “screening level” review would be required, the lowest level of an environmental review. H yd r o ’s g o a l i n developing the environmental assessment report was to look at the potential project bio-physical and associated socio-economic
impacts. BC Hydro determined through this assessment that the project is not expected to cause any significant adverse biophysical effects or socio-economic project related effects, and will have long-term environmental benefits. Two significant benefits include: ■ Should the generating station be forced out of service, the new water bypass facility will allow for continued river flows for fish and fish habitat. ■ The three woodstave pipelines, at 3.66 metres in diameter, over a distance of 1.8

Maybe it’s time for alternative fuels Alright, what’s with this gas price situation? Campbell Riverites are now paying amongst the highest prices on Vancouver Island for gasoline. We’re paying as much We say: Gasoline as Port Hardy – $1.39.9 – which pricing strategies defeats the argument that it’s the price of shipping the fuel that are a mystery to accounts for the differences. Only Gold River’s gas is higher than most of us Campbell River’s. It’s always been a mystery how the oil companies price their gas. It can be so arbitrary. One
community – the Comox Valley, for example – can be significantly different, allegedly because of a competitor moving into the market. But you’ll remember that a few years back, Campbell River used to have cheaper gas than the Valley. It’s also a mystery how prices can leap up by as much as a dime but they only “drop” by a cent or two. It all points to the fact that there’s some oil company executive sitting in his high Alberta tower cackling away playing, “let’s set the gas prices on Vancouver Island.” Okay, we’re being facetious, there isn’t really a
malevolent oil executive having fun with gas pricing at our expense – we think. How else we’re supposed to explain the way princes bounce up and down at a seeming whim is beyond us though. The only way we can wrestle control of this situation away from the oil companies is to not use their product. But we’re not going to do that are we? We’re not going to get out of our cars and walk more or take transit, are we? Not yet anyway because the convenience of an automobile is still worth what we’re paying to fuel them. Maybe we need to fuel them with something else.

Medical clinic horror
I visited the local medical clinic the other day and was horrified to see a government-issued poster advertising the Gardasil vaccine, clearly targeting young girls! With colorful floral graphics and smiling little girls, these posters (can be viewed at http://immunizebc. ca/i-have-immunity/spreadword) are aimed at children who are too young to weigh the known risks vs. potential benefits associated the Gardasil vaccine, and none of the risks are even mentioned. Isn’t it parents who are supposed to be making decisions as to which vaccines and medications are right for our children? This reminds me of the “nag factor” exploited by many children’s advertisers. These posters make the vaccine look appealing and cool, failing to mention the risks/side effects associated with the product, the fact that the vast majority of HPV infections go away on their own after a few years and do not result in cervical cancer, nor do the posters mention the many other steps girls can take toward preventing all types of cancer (as well as many other diseases!), such as eating more fruits and vegetables, limiting exposure to known carcinogenic environmental pollutants and chemical food additives and simply getting adequate sun exposure and managing stress Tanya MacDonald, Cortes Island We welcome your opinions on stories and issues published in our pages as well as issues of broader concern encountered elsewhere. Mayor in no rush to endear himself to city staff

So, the question has been raised and it taints those who are being questioned. Is that fair? It’s certainly popular to question the integrity, if not the competence, of public servants. Mayor Walter Jakeway has taken another shot at city staff when he proposed that all city contracts worth $20,000 and over be reviewed by city council – as opposed to $100,000 currently. Maybe it wasn’t his intention to tarnish the image of our city employees but that’s the outcome of his proposal. And you have to ask if that is good personnel management? Jakeway wanted council to set the trigger for council reviews so low because he thinks that the city is pay-
ing too much for contracts because staff are setting the budgets too high. The rookie mayor’s reasoning is that contractors see how much the city has approved to spend on a project and then put in bids that – surprise, surprise – are close to the budgeted amount. The mayor’s folksy reasoning is compelling: “When you go to buy (a) computer, you say you have $200,000 to spend...Well, guess how much the computer is?” But is that really how it is? If so, then the mayor is right to question it. It would be nice if the mayor could table some evidence for his fears, especially when he’s calling his staff ’s competence into question. He says contractors are jacking up their
prices for city projects. Can he give us an example? And I mean an example. Not an anecdote. We don’t need The Great Communicator-type of story telling. Has the mayor reviewed specific contracts and what were they? If we have concrete examples we can feel greater confidence in the need for the mayor’s proposal. Or is this just another example of something that’s so common in this community? Everybody suspects our civic officials – both elected and unelected – of thievery if not incompetence. I hear it so often. But where’s the evidence? The mayor was quick to criticize city staff during his election campaign and it’s a popular stance with
some members of the public who are just certain everybody has their hand in the till at City Hall. Now the mayor has secured his popularity amongst the anti-government faction with a question that seems to have some logic to it. But again, without evidence, city councillors have to weigh the value of the proposal in light of other conditions and the issue then becomes one of micromanaging. The mayor’s managed to shorten city council meetings as it is, maybe he feels he’s freed up enough time to give councillors more work. Then you can find a way to hire better city staff because who would want to work for such a bunch of control freaks?

Payroll control and the BC Teachers Federation Both NDP leader Adrian Dix and his education critic Robin Austin have recently tried to sell the media a fictitious story about the party’s successful history of negotiations with the B.C. Teachers’ Federation. With the ritual combat between the BCTF and the B.C. government flaring once again in early March, Dix bragged to reporters that the last time he was involved in teacher talks, it resulted in a 0-0-2 wage settlement. That was in 1998, when Dix was working for then-premier Glen Clark. The real 1998 story is useful, because then as now, the B.C. government was in a financial squeeze and looking at a huge set of negotiations with government unions in health and other sectors as well as education. Glen Clark, an exindustrial union organizer, was known for

government’s control over the payroll with a $165 million fund for special needs and a mediator to demonstrate those “good faith consultations.” University of Victoria business professor Ken Thornicroft noted last week that ceding control over class size to the union amounts to delegating authority over spending to someone who is not elected. The legality of that will no doubt be examined in the BCTF’s next courtroom assault on the provincial treasury. It’s an important comparison for voters. Which party is better able to represent the public interest in hardball negotiations with 300,000 unionized employees?

Man fined $17,500 for Employment Insurance fraud PAUL RUDAN

A Campbell River truck driver has been fined $17,500 for bilking the federal Employment Insurance (EI) program. Leslie Oxbury, 55, pleaded guilty to 35
counts of making a false claim and was fined $500 for each count on March 19 in Campbell River provincial court. In addition, he was sentenced to six months house arrest and must abide by a 8:30 p.m. to 6 a.m. cur-

from his job, applied for EI benefits, began receiving them, but then returned to work while still accepting benefits. This continued for at least a couple years, noted federal prosecutor Paul Corbett, who added that Oxbury has
been on EI seven times and has received four administrative penalties. On one occasion, Oxbury was laid-off, applied for benefits and then returned to work two days later. Through his fraudulent claims, Corbett
said Oxbury received a total of $22,652 from the federal gover nment. Oxbury intends to pay off the fine in $200 monthly installments. Judge Doherty gave him a year to pay. The judge also suggested Oxbury apply
for an extension next year, but only if he’s repaid a substantial amount of the fine. Oxbury represented himself and had nothing to say. As part of his curfew, he cannot consume alcohol or illegal drugs.

The seawalk along Robert Ostler (formerly Foreshore) Park will be lost to erosion if the rip rap protection along the beach is not replaced, say city staff. Recent storms, particularly the powerful wind storm on March 1 2 , h ave reve a l e d cracks in the rip rap armour – the parks only protection from the ocean. Ross Milnthorp, the city’s general manager of parks, culture and recreation, outlined his concerns in a report to city council. “The last two storms have caused significant damage to Ostler Park due to the failure of the foreshore armouring (rocks),” Milnthorp wrote. “The severe wave action of the storms has undermined the rip rap causing the armouring to slump into the water.” As a consequence, the bank along the edge of the park is eroding and in the process, undermining the seawalk

and allowing high waves to throw debris and water up onto the park. There has already been significant damage to picnic benches and tables in the park, and Milnthorp warns it will only get worse unless the city finds a solution. City Manager Andy Laidlaw recommended council allocate $60,000 from the Parks Parcel Tax to hire a consultant to design an engineered solution to the failure of the rip rap, whether it be replacing

with these kind of repairs and it’s ten times too high. I think we’re taking on a huge cost we don’t need.” Laidlaw admitted he couldn’t tell council what the exact cost would be, or how staff came up with $60,000 because Milnthorp was not at Tuesday’s meeting. He did say that staff was “hoping it would be significantly less than that.” Laidlaw also couldn’t say what the clean-up cost would be. Coun. Claire Moglove would not support spending the money without knowing exact figures. “I’m reluctant to go out and spend $60,000 when I don’t know what it costs to cleanup the park on a caseby-case basis,” she said. “I think it’s premature.”

City has loads for kids to do during the spring break Two weeks of fun, spring is ready to be sprung at Campbell River Recreation! Both weeks have halfday, full-day single-day or full-week program options. April 3 and 5th are days for students in Grades 4-6 to choose from: ■ Mini Einstein (a science-based program
that explores slimy, goopy experiments) ■ Cooking Mania (where kids take over the Plex kitchen to make great food and head into the gym for crazy games and challenges) ■ Acting Up (which will appeal to the drama lovers with improv and theatre games)

ave a fling this Saturday with the first Spring Fling Fashion Show at Quinsam Hall at Quinsam Crossing (761 Nursery Road). The Campbell River chapter of the Compassionate Friends of Canada will host the show beginning at 6:30 p.m. Tickets are available at Britches and Hose Vintage Clothing Store and includes a silent auction and cash bar. The event is going to be a fun evening with special appearances and performances by Brickhouse Betties Roller Derby Girls, Sweet Tease Burlesque, and Phyre the Fire Spinner - Lulu Tingle. Compassionate Friends The event is a benefit fundraiser for The Compassionate Friends an internantional non-profit, non-denominational self help organization offering friendship, understanding, grief education and hope for the future to all families who have experienced the death of a child at any age, from any cause. Their primary purpose is to aid in the positive reconciliation of the grief experienced by parents upon the death of a child
and to support their efforts to achieve physical and emotional health. The secondary purpose is to provide information and education about bereaved parents, their surviving children, and the grieving process. The objective is to help those in the community including family, friends, employers, co-workers and proffesionals to be supportive. There are no membership fees. Their mission statement was developed at the founding of The Compassionate Friends and it continues to be followed by TCF chapters throughout the world. The first meeting of The Compassionate Friends took place in Coventry, England on Jan. 28, 1969. The first chapter in Canada was established in Winnipeg, MB, January, 1977. There are approximately 50 Canadian chapters with numerous contact members from Victoria, BC to St. John’s NL, including the Yukon, Northwest Territories and Nunavut. TCF is now in approximately 30 countries with a network of over 1000 chapters. The Compassionate Friends/Les Amis Compasitissants of/du Canada was formed Nov. 2, 1986 in Winnipeg. To recover from the death of a child may

take a lifetime but the most crucial period of the grieving process is the first several years. Unfortunately, support of friends and extended family is usually relatively short term when compared to the needs of a bereaved parent. The Compassionate Friends provides the much needed “mutual support and understanding” for those bereaved parents and their surviving children. Grief is not a condition that can be “treated.” It is a healing process that takes a long time—much longer than most people would expect, and requires on-going support, understanding, and friendship from those who have “been there.” The Compassionate Friends offers all of these, but most of all, they offer HOPE – hope that
recovery is possible. The Compassionate Friends is an organization formed by and for parents whose children have died. The Compassionate Friends is the only organization that specifically deals with the death of a child at any age, from any cause, at any time. Local chapters provide monthly sharing meetings, telephone friends, newsletters and hold an annual Candle Lighting Memorial Service and various specific events. Most chapters have a library of resource books, CD’s and videos beneficial to parents and professionals alike. Many chapters also have brochures which are distributed within their communities. BC Lions to attend local football camp Two CFL players from the 2011 Grey Cup Champions B.C. Lions will attend and assist in the Campbell River Eagles Youth Football training camp on May 5-6. Lions Sean Ortiz (defensive line) and Jesse Newman (offensive line) will join players from the Nanaimo Raiders Jr. football team at the camp which takes place at the Sportsplex from 10 a.m.-3 p.m. both days. The camp is designed for ages 8 - 18 and all the players will be matched up by age and size. Meaning parents need not worry...8-year-olds will not go up against 18-year-old players. This is a great opportunity for all players, girls and boys, younger and older, who are interested in playing tackle football but are new to the sport. It is an excellent opportunity to learn the skills to prepare players who decide to play in the upcoming 2012 football season. It is also excellent for the more experienced players to learn from Jr. and professional football players who have years of experience and knowledge to pass on. Players from out of town are encouraged to attend as well. Gear will be supplied as needed and a lunch will be provided on both days. Registration and suit up is set for Tues., April 17 from 5-7 p.m. and Sat., April 21 from 10 a.m.-1 p.m. and Wed., April 25 from 5-7 p.m. at the Willow Mini Storage (1840 Willow Street, across from Rivers Sportsman ). If these suit up times do not work, contact the Eagles at the number below. Back to the pitch Campbell River Youth Soccer kicked off its spring league last Saturday with games played at all age divisions. However, the U13/14 divisional game at Cedar school (pictured above) turned into a fun match after one of the teams had to scrounge up kids and adults from the sidelines in order to fill the team.

Campbell River athletes have rhythm Special Olympics gymnasts from Campbell River came away from the Garden City Invitational rhythmic gymnastics meet in Victoria on Sunday with some top performances. Four disciplines are involved in rhythmic g ymnastics – rope, hoop, ball and ribbon. The athletes can compete in the individual
disciplines or compete in all four to pursue the overall title. Campbell River’s Jessica Sanders took first overall in Level 1 with a first place in hoop, second place in ball, second place in ribbon and fifth place in rope. Adrienne Goodie of Campbell River won third overall in Level 1 with a second place in hoop, and third places
in rope, ball and ribbon. Other Campbell River results included Hannah Taylor placing first in ball and fourth in rope in her category; and in their categories, Tracey Stanley placed first in ball and second in rope; Debbie Lowry placed third in rope and fourth in ball; and Erika Loeb placed first in ball and third in rope.
