Nathan Cullen eliminated after third vote By Martina Perry The Northern View

After half a year of campaigning all over the country, Skeena-Bulkey Valley MP Nathan Cullen has not been crowned Leader of the Opposition, but he managed to survive three of the four rounds of voting at the NDP national convention held in Toronto last weekend. “Over the last six months, we’ve started a conversation that I hope continues. Cullen wrote on his Facebook on Sunday morning. “Thank you for giving our campaign its bounce. I am humbled and honoured, and have made so many new friends. Your energy, ideas and openness are why I believe politics matters and should matter more.” After the third round of voting ended, Thomas Mulcair fell short of claiming the leadership with 43.8 per cent of the vote, Brian Topp got 31.6 per cent and Cullen got 24.6, and because he came in third he was eliminated. his idea of electoral cooperation with the Liberal Party to avoid vote splitting of progressive voters in Conservative-held ridings. This did not sit well with any of the other leadership candidates, with all of them criticizing the idea. Cullen was never considered as the favorite to win during the leadership campaign, however during the past few weeks he started to gain momentum and emerged in the media as a possible alternative to Thomas Mulchair and Brian Topp. During his last leadership campaign speech during the NDP Convention, Cullen told the delegates that

he didn’t mind being called an underdog. “At the beginning of this race there were a lot of people that said ‘your odds are pretty long, you’re an underdog, you’re a dark horse, you’re a long-shot,’ I said, ‘I don’t mind any of those names. They sound okay to me because I’ve seen long odds before. I’ve seen underdogs before and I’ve seen those underdogs come together and do remarkable things together if they have truth on their side.” He said. See story Cullen Page 2

attacks on the online voting system that disrupted the third round of voting at the convention didn’t help Cullen’s chances of winning, considering he had such a strong following on social media sites. Thomas Mulcair was crowned Leader of the Opposition, receiving 57.2 per cent of the vote on the

fourth ballot. Mulcair says he will swiftly begin to convince Liberal Party voters and other progressive Canadians that they can put their trust in the NDP in the 2015 election. “I congratulate Thomas Mulcair on his victory today, and the other candidates with whom

I was colleagues. I look forward to working with Tom and them all in getting a New Democratic government that reflects the values of Canada’s progressive majority.” Cullen wrote on his Facebook page.

That said, the regional district is modestly increasing its tax revenues to keep up with increasing costs; they will be receiving an additional $22,999 in property tax revenues collected by the provincial government – an overall budget increase of 1.92 per cent over last year. An increase of that size doesn’t seem like much, but the district’s municipalities will see their share of the budget tax’s revenues increase $41,460 (a

23.62 per cent overall increase) in order to make up for reductions in tax revenues from the electoral areas on the Haida Gwaii (municipalities on the islands are seeing their share going up however). Prince Rupert’s share of the district’s tax revenues will increase by $28,751 up to a total of $509,953; an increase of 5.97 per cent. The regional district’s general expenses for 2012 are expected to be $831,511 an increase of about $55,000 from last year. Most of that number can be attributed to the purchase of new digital money management system

for local governments earlier this year known as VADIM, which cost the district a one-time expense of $52,740. The district’s total revenues do not cover all of these expenses, but what would be a deficit of $83,172 is being covered by surplus money left over from last year, meaning that the district effectively breaks even. Residential taxes will have to be increased slightly to pay for the district’s general administration expenses. The 2012 rate will be $16.59 per every $100,000 of assessed property value, which is a $1.01 increase from last year’s rate. Prince Rupert tax revenues make up 72.6 per cent of the district’s tax requisitions. Other than that there hasn’t been many other significant changes to the district’s administration costs this year. The budget for the Prince Rupert Regional Archives is being increased slightly by $702 to cover an unexpected deficit from last year for that amount. Other than that, the archive’s expenses remain at the usual level of $68,004 a year and is budgeted to break even in 2012. Prince Rupert provides 90.1 per cent of the tax revenue for the archive’s budget, and the property tax rate to cover the archive’s expenses is being increased by 1 cent this year to $3.80 per every $100,000 of assessed property values. The budget for the North Pacific Cannery is also effectively the

same as last year, with costs holding steady at the usual amount $88,200. The district is spending $297 less than that amount and using an unexpected surplus of the same amount from last year in order to break even. Prince Rupert and Port Edward each provide 40 per cent of the taxes used to fund the cannery and the residential tax rates for both communities to gather their contributions are actually going down. Prince Rupert’s is dropping 5 cents to 2.18 per 100,000 and Port Ed’s is dropping $1.20 to $42.21 per $100,000. Prince Rupert’s recycling depot may have gone well over -budget last year, but it still ended up with an unexpected surplus of $19,817 for 2011. Because of this, the regional district is putting a total of $21,846 aside for later equipment purchases – a big change from the $2,029 put aside last year – while still keeping a balanced budget for the recycling depot which is expected to have $585,801of expenses this year. Putting all that money in reserve for equipment purchases will be a controversial decision for some recyclers who wanted to see the district increase the Saturday hours increased instead. The tax revenue portion of the depot’s budget is still being increased over last year’s by about $10,000 to $182,317. Prince Rupert residents provide 90.1 per cent of this amount and the residential tax rate to support the depot is being increased by 41 cents to $10.72 per every $100,000.

There was a changing of the guard at the Prince Rupert and District Chamber of Commerce annual general meeting on March 21, with president Chad Cunningham turning over the office to incoming president Jason Scherr. Before the changeover, Cunningham addressed those gathered at the Crest Hotel and reflected on his time as the head of the local business organization. “The Chamber is the voice of business, or at least it should be, and in order to do that it should

engage the members and be member driven.... Whenever possible in the past year we have tried to turn the mirror back on the members to find out what is important to them,” he said, adding that his goal was also to make incremental changes that would leave the organization slightly better than when he took office. “Were we successful in becoming more member driven? I think so. We still have a ways to go, but I think that we engaged the members more in the last year.” Scherr, who currently works as the Manager

of Environmental Sustainability with the Prince Rupert Port Authority, said he is looking forward to leading the Chamber of Commerce in the current economic climate. “We are starting to see signs of growth and rebirth. Prince Rupert is starting to reinvent itself...Now is the moment to decide the shape of Prince Rupert’s future,” he said, mentioning the shift from a resource-based economy to one driven

by the import and export of goods. “We have a story to tell the region, the province and the country, and that is that Prince Rupert is open for business.” However, Scherr did add that the growth could not be “at all costs”. “We must be wise about how we grow. . . Growth can occur while respecting our natural environment.” Working with Scherr will be new board member and first vicepresident John Farrell

Students were tasked with creating a dish including ingredients harvested from the region, ideally organic, prepared at home with easy to pronounce ingredients, and using whole ingredients as opposed to refined flour and sugar. The point of the course is to open the eyes of students to some of the less savoury parts of how modern food is produced and what alternatives are available, literally in their back yard. Some of the dishes included moose sausage, baked salmon, smoked eulachon, shepherds’ pie, sushi, and more.

Man escapes police custody sneaking out of bathroom RCMP

The witness had observed the kite boarder as they were driving to Prince Rupert from the Terrace area. While in the area of the Tyee Bridge they noted that the boarder appeared to be in distress. Fearing for this persons safety, upon arrival in Prince Rupert they reported the matter to the police. MY VIEW…

NDP must now resist the temptation of message control The first time I met Nathan Cullen it was in the Parliament building’s fourier, just outside the House of Commons. I was still in journalism school at the time doing my mandatory internship at a small weekly rag called The Hill Times, which reports exclusively of the goings-on inside that impressive and massive building (if you’ve never seen the Parliament in person, I highly recommend that you do). Since I was an unpaid intern desperate for a good job reference, naturally the paper I was interning for had me do the work that no one else wanted. What they had me work on was their annual Savvy, Stylish, Sexy MP Survey, where basically I had to ask parliamentarians which of their colleagues they thought were the sexiest, had the best hair, did the best in Question Period, were the best dressed; you get the picture. The survey may be of rather dubious journalistic value, but it’s something that the folks who work on Parliament Hill and in the national media find entertaining, so the paper does it every year without fail.

The worst part was trying to get MPs to actually answer these questions. No one would blame them for not wanting to answer them, the questions – while entertaining to actually ask – are kind of embarrassing, silly and don’t have anything to do with matters of real importance. My strategy for getting MPs to do the survey was to send in a note with a parliamentary Paige to one sitting in the House of Commons asking them to come out and talk to me. Invariably they would come out after making me wait for half-anhour, refuse to come out at all, or come out and decide the survey wasn’t for them. Then one day I sent one of those notes to Nathan Cullen. He was out within five minutes and answered every one of my 50 ridiculous questions. It was the first indication of something I think is his most valuable quality as an MP: his candor. In an age where Harper-esque message control is the golden rule of Canadian politics, it’s almost quaint to find a MP that not only doesn’t mind talking to the media, but also actually answers questions

without falling back on talking points or skirting around questions if they’re not phrased just so. But this is what Nathan Cullen does. Every two weeks, Cullen voluntarily submits himself to a no-holds-barred media scrum with all of the media outlets here in Northern BC. Whenever I participate, I’m never asked to submit my questions beforehand and never asked to stick to a set topic. I can ask him anything and he actually tries to answer. Even as the prospect of becoming Opposition leader became more and more realistic, he promised to keep holding our bi-weekly get-together. It would be enough to make the PMO’s media wanglers laugh with disbelief. Whether you agree with his policies or not, having an MP who is not afraid to say what he actually thinks is a precious thing, and I’m afraid we’re in danger of losing that candor. During his entire leadership campaign, Thomas Mulcair did not give a single media interview, not one. Now Mulcair is

the NDP’s leader and I fear that because this strategy has worked so well for him, he may give in to the temptation to establish a message control regime within his party similar to that in the Conservative Party. I’ve interviewed more than a few Conservative MPs, even two or three cabinet ministers, and every time it feels like one of those horrible automated telephone lines. No matter what your concern is or what button you press you’re always going to get the same set of prerecorded responses. Much of the NDP’s willingness to talk to the media in the past was based on the fact that they really didn’t have much to lose from an MP’s gaffe. With actual power and governance firmly within the party’s sights, the temptation is going to be to take steps to eliminate that possibility. If they do, and Nathan Cullen goes along with it, it will be a big loss for Skeena - Bulkley Valley and for Canadian democracy in general.

Trying to put a value on the Prince Rupert tourism industry It’s complicated and expensive to conduct meaningful research into tourism numbers. It was a real opportunity for us when Tourism BC chose to invest well over $100,000 in a specific visitor study in Prince Rupert in 2007. We update this as well as we can, and stay on top of developing trends, but the basis for our work in understanding the value of Prince Rupert tourism is the very accurate knowledge we gained from the Prince Rupert Visitor Study. This measured just three months, June through August of 2007, but analyzed our visitors in very great depth. I’ve talked about this study in the column before. Just over $52 million tourism dollars were spent in Prince Rupert during those three months in 2007. I’d like to dig a little deeper into that total. To begin with, spending was fairly evenly split between leisure and business travellers – about 57% of the spending came from leisure travellers, visitors who are here on holidays and strictly for pleasure, and about 43% from business travellers. That means that in June-August 2007, $29.7 million was spent by leisure travellers, and about

$22.5 million by business a little farther into the general travellers. I’ve forgotten the exact detail, but many years before my time the Visitors’ Bureau faced a similar situation where residents didn’t perfectly understand how tourism money trickled through the community. They marked a small stack of $5 bills with “this money came from tourism,” and distributed the bills to arriving cruise ship passengers. For months afterward the money circulated, showing up in the tills of businesses, and the pockets of residents, that didn’t see themselves as being in any way related to tourism. That’s the point in all this. It’s vital to know how much the industry is worth to Prince Rupert, if we are to understand the return on investment for both Tourism Prince Rupert and for the individual businesses and attractions. Tourism money comes to Prince Rupert, stays and circulates here, and helps us sustain our community.

Response to comments concerning Halibut Allocation Recent comments by G. Alex Fraser of Fraser and Associates Economic Consultants (“Halibut Allocations Must be Fair to all Fishers”, March 4, 2012) not only contain some faulty economic logic, but also show a complete ignorance of the value of sports fishing as an economic driver in our province. On a positive note, Mr. Fraser is 100% correct when he maintains that “Halibut, like other fish, is a common-property resource that belongs to all of us as Canadians.” And yes, he is also correct that recent lobbying has resulted in an increase in share available to the recreational sector. However, his assertion that commercial fishers have made good-faith investments on the basis of the rules implies that the recreational sector’s investments are somehow less important. In fact, it is a given that the recreational sector returns many times the economic value to the province’s economy per pound of landed fish than the commercial sector. The commercial fishers that purchase or lease quota to fish are not the problem, and are not the focus of the ire of the recreational sector. Rather, it is the quota traders that were gifted quota by the federal government that have recreational fishers in an uproar. These individuals or companies are getting wealthy trading a common property resource that they now believe that they own. To suggest, as Mr. Fraser does, that some sort of free market based system is the answer to the allocation is just not economically valid in this case. Any such scheme implies an “owner” recognizing the greatest benefit for what is being sold. Last time we looked the Crown owns the halibut stocks (Mr. Fraser agrees with this) but yet it’s not the Crown that would

control and ultimately benefit from such a scheme. Rather, the quota holders would derive all of the economic benefit from this process, selling off their gifted quota to the highest bidder. Furthermore, to imply as Mr. Fraser has, that “if recreational fishers cannot pay sufficient amounts to compensate commercial fishers, one has to question whether recreational fishing really is the more valuable use of the resource” completely ignores the additional economic benefits that are a result of recreational fishing in countless coastal communities. The recreational sector spends millions of dollars on wages and supplies, and this spending multiplies many times through these communities. The “most valuable use of the resource” must factor in the ripple effects of such spending, not just the price the quota would sell for. If recreational sector businesses can’t afford to purchase access to halibut does that mean that their contributions to the economy are any less valuable? Finally, Mr. Fraser’s assertion that an increase in recreational access would reduce the supply of halibut to consumers in fish markets obviously does not consider that fact that 85% of commercially caught halibut is exported. Again, this is one more way in which the full economic value of these fish is not being realized, at least not in Canada.

Recreational fishers are not against commercial fisherman, and are not asking for unlimited access to halibut. We too want an allocation that is “fair to all fishers.” It’s just painful to watch a large slice of the economic benefits of the halibut fishery get carved off to quota traders that never engage in anything resembling fishing. The recreational sector needs to keep the pressure on DFO to reverse this privatization of this common-property resource before such privatization extends to all fisheries. Those looking to travel by ferry to and from Prince Rupert will have to pay a bit more after this month. As of April 1, BC Ferries is raising the price of fairs by an average of 4.15 per cent for all of it’s routes. The price increases were approved by the provincial government last spring when the Coastal Ferries Act was amended by Bill 14. BC Ferries says that the modest price increases are necessary to help pay for the quasiprivate company’s rising operating costs. Currently, a oneway ticket for someone traveling without a vehicle from Port Hardy to Prince Rupert during the shoulder season (spring and fall) costs $130 per passenger, but will be increasing to $135 at the beginning of next month. Travellers with vehicles traveling along the same route will have to pay $312 up from the current $300 fare. For those travelling to

and from the Haida Gwaii outside the peak season without a vehicle, the trip between Prince Rupert and Skidegate will cost $35 which is only a $1 increase from the current price. Those taking their car across will have to pay $126, up from $121. On the commercial side of things, busses will have to pay $25 per foot of space they take up on the ship, another $1 increase from the current rate. For other commercial vehicles such as trucks the cost will $36.50 per foot, up from $35. While the price increases are certainly modest, they do represent another step in the persistent increases in ferry fares as BC Ferries struggles to contain its costs while providing the services it it obligated to provide. Local governments both on the North Coast and especially on the Haida Gwaii have argued that the ferry service should fall under the jurisdiction of the Highways Act, and be paid for and maintained like any other part of BC’s highway system.

Seawolves enjoy success at Provincials Championship By Pam Meers/Martina Perry The Northern View “See What, Seawolves, See What, Seawolves” was the chant led by Tom Hogman followed by over 100 family, friends and fans of Prince Rupert’s own Canadian Fishing Company’s Midget Rep Tier 3 hockey team at the Provincials held in Osoyoos last week. “The team is really well-rounded, we really had no weaknesses. We have an excellent team from the goal-tending right through. Goaltending, defense, and forwards were equally as strong.” explained Coach Bart Kuntz and Roger Atchinson via telephone in an exclusive interview with the Prince Rupert Northern View. Captain Tyler Girbav led the team in their Provincial run, along with assistant captain Josh Kierce, who Kuntz described as the Seawolves’ most consistent player. “Kierce was a big part of our team, and was an inspirational leader on the ice,” Said Kuntz. Girbav commented “We were well managed by our coaches; the parents support played a big part, and the extra team push, contributed to our success and we accelerated during provincials.” The Seawolves first line set the tone for each game, winning the puck and controlling the first shift led by Josh Kierce, strong stick handling from Jordan Weir and the big presence of Jordan Aubee. The second line adds support as a hard hitting, goal scoring line consisting of Captain Tyler Girbav, Jadyn Archer and Brady Ward. The third “grinder line” brought grit and

speed led by Kenny-Ree Hembling, Bryce Meers, Ben Mark and Jordan Vendittelli. The Seawolves defence is backed by smart, hard hitting, strong skaters led by line mates: Tyler Ostrom, Marcus Atchison and Sten Sundin, Greg Loroff. The Seawolves are backed by two strong goalies Colby Hogman and Colten Cann. The team brought along two speedy Bantam Reps Austin Weir and Cole Atchison who saw game time as the coaches added a fourth line in and out during the round robin. The Seawolves landed in Division A alongside, Kelowna, West Vancouver, Creston and Dawson Creek. The Seawolves tied their first game against Kelowna (4-4), defeated the remainder of teams: West Van (6-3), Creston (6-2), Dawson Creek (7-0 Cann in for the shut out) to take the top spot with Kelowna in the second who also ended with a record of 3 wins and 1 tie. Rupert took the top spot as they had better goals for and against average. In Division B, Quesnel and Kerry Park (Cowichan Valley) took the number one and two spots after playing teams from South Okanagan, Kaslo (Nelson), Whitehorse, and Abbotsford.
