It was standing room only at the District of Lake Country council meeting on March 20. The packed council chambers were due to two separate yet conflated issues about temporary permits and land zoning along Seaton Road.

BACKGROUND To find Seaton Road in Lake Country, travel west on Glenmore Road and keep going through the intersection, it becomes Seaton Road which leads to the new Sage Glen neighbourhood and the long established yet slowly being deactivated gravel pits. Currently, the properties on the south side of Seaton Road are zoned in the Agricultural Land Reserve, but in the Official Community Plan, the properties are slated to become zoned I-1, general, for industrial use. The future zoning plans also include the decommissioned but not reclaimed gravel pits south of Okanagan Centre Road West. While there are seven properties along the south side of Seaton Road up for eventual rezoning, the public interest at this time is focused two particular properties. erty owned by the Farmer family that surrounds Wilde’s property in a ‘C’ shape. Jeremy Farmer had applied to the ALR to have the property rezoned to I-1, pending a motion from district council. Many area residents say this is the first they have heard of the possibility of that rezoning application, despite the OCP process and are opposed not only to Farmer’s application, but to every property designated under the OCP to be eventually converted to I-1. The second issue that had area residents upset is the neighbour relationship between Wilde and the Farmer, and the Farmer’s temporary use permit of their land for the storage of heavy equipment. Farmer is a heavy duty mechanic and had taken out a permit in the past for business dealings on his property. Wilde has documented over 100 instances of past breaches of conditions of the temporary use permit.

COUNCIL MEETING At the council meeting, there were mutterings of dismay from the crowd when they learned that the rezoning bylaws were up for first and second reading, and therefore not open to public comment yet, as per statutory regulation.

After some administrative discussion, three parcels of the potential seven were passed through first and second reading: The property owned by Farmer and a pair of neighbouring properties to the west owned by the Free Methodist Church. The location, date and time for the public hearing must be posted through advertising in local newspapers for two weeks prior to the meeting. Staff must prepare reports prior to that announcement.

TEMPORARY USE PERMIT During the public comment portion of March 20 council meeting, it was possible for the public to make their opinions known about the temporary use permit that was issued to the Farmer. Of most concern to residents was the perceived inabil-

ity of bylaw enforcement to achieve visible results in regards to the activity on the Farmer’s property. Residents firmly expressed their concern that enforcement was not effective. Lake Country Mayor James Baker pointed out that orders and tickets had been issued and that if compliance isn’t achieved through those methods, the district can either revoke the temporary use permit, choose to not renew it, or eventually pursue court action. After listening to the very cranky crowd, mayor and council unanimously passed a motion denying Farmer a renewal of his temporary use permit. In a later interview, Baker said bylaw enforcement relies in part on the willingness of people to be a good neighbour. “We act on

every complaint and try to get people to comply. We send out the bylaw officer, we have ticketing. But if it doesn’t work eventually it is court and that is expensive.�

WILDE’S SIDE OF THE STORY Diane Wilde purchased her quaint farm house on Seaton Road in 2002 precisely because it is the ALR. “I love this community and area.� The Farmer family moved in about a year later and for a while everything was smooth sailing. But in 2005, Wilde said they started moving in dump truck loads of dirt fill, altering the landscaping surrounding her home. After making a verbal complaint to the district, Wilde said the problem of the excess fill was never solved and she never heard back from the district. However, life went on a little less

happily than before, but manageable. In 2009, activity on the lands surrounding her home really picked up. A very large pile of steel girders was deposited on her eastern property line, disturbing her view. She made a formal complaint in 2011 after discussions led nowhere. By that time a large retaining wall had been erected on the Farmer property on the hillside above Wilde’s property with no permit or geotechnical engineering. Wilde’s concern is that without proper engineering, there is a direct threat to her home below the wall. Oland among best freestyler skiers Owner says his

LAKE COUNTRY freestyle skier Tyson Oland performs a high flying trick during the Junior National Freestyle Ski Championships held recently in Quebec.

Lake Country freestyle skier Tyson Oland served notice he is among the top freestyle skiers of his age category in all of Canada, throwing down some huge tricks and winning a gold medal at a national freestyle event in Quebec. Oland, 17, along with some other B.C. athletes competed earlier this month in the Junior National Freestyle Ski Championships held just outside Quebec City, at Centre De Ski Le Relais. Oland won the gold medal in the big air competition by throwing down two almost perfect tricks. Called a double cork 1260 with a mute grab, Oland nailed the tricks to grab the gold medal. He also finished in sixth place in the slope style ski event. Oland skis for the BC Provincial Freestyle Park and Pipe B

Team coached by Jeremy Cooper of Vernon. The nine team members from around B.C. were all selected for the National Event and also competed in the Canadian Open Freestyle Ski event, near Barrie, Ontario the previous weekend. A couple of other local freestyle athletes also performed well. West Kelowna’s Mason Barzilay placed second in the big air competition for females 14 to 16 years old. She was also ninth in the moguls competition. Kelowna’s Jordan Cairo was third in the moguls 3 competition. As for Oland his goal is to be a professional freestyle skier and ski in the Winter X-Games, Dew Tour and eventually the Olympics. He is also hoping he can be featured in freestyle ski films as a professional. He is now sponsored by

Ninthward Skis. The BC Team sponsors are: Moment, Swany, Booster Juice and Safe Start. The BC Freestyle Park and Pipe team will be competing this weekend, March 24 and 25 at Silver Star in the Canadian Open Series tour for Slope Style. Slope style and half pipe ski events will be included in the 2014 Olympic game in Sochi, Russia. The slope style ski competition is growing rapidly and is expected to be one of the premier spectator event for future winter Olympics. Slope style consists of a series of three to four large jumps, along with a number of rails on which the skiers perform a variety of spins and flips. Half pipe has traditionally been a snowboard event, but has become very popular for skiers.

District of Lake Country council considers ALR amendment; use of temporary use permits in general questioned BOBBI-SUE MENARD While the majority of the standing room only crowd at the March 20 District of Lake Country Council meeting were in attendance for the Seaton Road temporary permit hearing and zoning amendment bylaw reading (see story page A1), there were many other zoning issues on the agenda. Reflecting the age of the provincial law underpinning the Agricultural Land Reserve, an ALR home site severance application (a subdivision of ALR land for estate planning purposes) was considered. The ALR has an exception built in for farms owned continuously prior to the 1972 advent of the law. The subject property is at 13482 Broad-

water Rd. The application requested the property be divided equally in two parcels. Council carried a motion of approval with an amendment reflecting a covenant restricting further subdivision of the land and a limitation on the size of new home construction. ••• Temporary use permits were renewed for two businesses. During council the reliance of temporary use permits was questioned. Staff and council supported the purpose of temporary use permits to manage business operations in Lake Country with some flexibility when zoning does not have a ready definition for the intended land use. A temporary use permit on Eva Road was renewed.

On Highway 97, The Winfield Denture Clinic also had their temporary permit renewed easily by council. ••• Four zoning amendments were read for a first and second time. Each of the amendments passed and was sent to a future public hearing. The dual properties at 10356/8 on Bottom Wood Lake Road, where the Lake Country Coffee House resides, were up for bylaw reading to change to commercial zone so the business will no longer have to keep reapplying for temporary use permits. The law offices at 10026 Highway 97 also moved one step closer to rezoning for the same reason. First and second readings also passed for a property at 1660 Highway 97.

On the earth work alone compliance is an issue that has her baffled and wondering if more can’t be done. In late 2010, Farmer received a temporary use permit to operate a business storing heavy equipment on his property. There were strict times for operation, odor and noise. Wilde has over 100 documented instances of non-compliance during the year of 2011. By 2012, Wilde said at a January meeting with district staff she was told the only consequences that would be assigned to Farmer was non-renewal of the temporary use permit. That month, Wilde said earth movement on the Farmer property started up again, with fallow fields stripped down to the east of her property and piling up of the dirt along her fence line. By mid-February, Wilde said she had enough and went door to door in the neighbourhood asking for support in her request that Farmer’s temporary use permit not be renewed. She also informed neighbours on the same petition of the plans within the OCP for the eventual rezoning of the properties along Seaton Road. It is within the petition that the two issues become intertwined and the neighbours upset. Cathy Wheeler farms nearby, and spoke at the council meeting and was

with Wilde for moral support during the interview. “I strongly object to the rezoning of the property and removal from the ALR,” Wheeler said.

THE OTHER SIDE In the wake of public opposition, Jeremy Farmer released a single written statement, which reads: “I respect council’s decision as it pertains to the renewal of my temporary use permit. As a result, my priorities are to relocate my business which will be a challenge given the lack of locations currently zoned for a business such as mine. As a heavy equipment mechanic, an issue as simple as having a place to safely and securely park my service truck and other equipment impacts my livelihood. “My next highest priority is to assess whether or not I can bank on Lake Country’s Official Community Plan in order to plan a future for me and my family. After a lengthy public consultation process, the OCP designated the future land use of my property and a surrounding (approx.) 30 additional acres as ‘industrial.’ Obviously, the results of my rezoning applications and that of a neighboring property owner will ultimately decide this matter.”

Payroll control and the BC Teachers’ Fed

oth NDP leader Adrian Dix and his education critic Robin Austin have recently tried to sell the media a fictitious story about the party’s successful history of negotiations with the B.C. Teachers’ Federation. With the ritual combat between the BCTF and the B.C. government flaring once again in early March, Dix bragged to reporters that the last time he was involved in teacher talks, it resulted in a 0-0-2 wage settlement. That was in 1998, when Dix was working for then-premier Glen Clark. The real 1998 story is useful, because then as now, the B.C. government was in a financial squeeze and looking at a huge set of negotiations with government unions in health and other sectors as well as education. Glen Clark, an ex-industrial union organizer, was known for pushing negotiators aside and

Tom Fletcher taking control of hot files. The premier’s office took the lead in teacher talks, trying to set a strong precedent for low wage settlements similar to today’s “net zero” mandate. The B.C. Public School Employers’ Association, representing the school districts, was marginalized and treated with the same disdain that the BCTF still reserves for them. And the result was an agreement where the union bartered higher wages for hundreds more positions and other benefit gains. This was one of the

key mistakes that led to today’s showdown over class size and composition. Once trustees got a look at the premier’s 1998 deal, they refused to sign. For the first and only time, the government had to legislate the settlement on school boards. The BCTF membership endorsed the 1998 deal by a large margin, and it did indeed set the tone for other union settlements in the late 1990s. Press reports at the time put the total cost of this supposed wage freeze at an 11-percent increase in the provincial payroll. Before I get into the court battles that followed after the NDP government was dumped, there is a business principle here. One of the first things I had to learn as a private sector manager is that if you don’t control your budget, you aren’t really a manager. And no one who lets authority over

staffing levels slip away can possibly control their budget. Control over staffing levels is what the NDP let slip to the BCTF in 1998. And it is what the B.C. Liberals took back in 2002, with legislation that removed class size and composition from bargaining. In the constantly repeated BCTF rhetoric, this was the “illegal stripping” of union contract terms that was struck down in April, 2011 by the B.C. Supreme Court. A closer reading of Justice Susan Griffin’s decision shows that she gave Education Minister George Abbott an out. If the province replaces staffing level bargaining with “an equivalent process of good faith consultations or negotiation, then the legislation might not be an interference with freedom of association….” Bill 22 was written with this decision

in mind, reasserting the government’s control over the payroll with a $165 million fund for special needs and a mediator to demonstrate those “good faith consultations.” University of Victoria business professor Ken Thornicroft noted last week that ceding control over class size to the union amounts to delegating authority over spending to someone who is not elected. The legality of that will no doubt be examined in the BCTF’s next courtroom assault on the provincial treasury. It’s an important comparison for voters. Which party is better able to represent the public interest in hardball negotiations with 300,000 unionized employees? I drove those who were willing to come with me to the site and explained the neighbourhood wishes regarding industrial activity in the neighbourhood. A neighbour and myself canvassed the neighbourhood and to date we have 129 signatures on a petition to the District of Lake Country—strongly

opposing removal of this land from the ALR and rezoning it Industrial. There comes a time of no turning back

T

here comes a moment, when you go whitewater rafting down a turbulent river, when you can’t turn back. The first time the Taylor family tried it, we went on the Maligne River in Jasper National Park. The guide launched our group on Maligne Lake. As we paddled across the still waters of the lake, he taught us the various commands— paddle forward, backwater, draw to this side, draw to that side. As we approached the spot where the lake emptied itself into the river, the surface was still glassy smooth. But we could feel a current moving beneath us, carrying us forward. Then the lake was no longer horizontal. It tipped. The slope got steeper. We could no longer pull out of this adventure, even if we wanted to. We had passed that point of no return. We had no choice, now, but to plunge down the chute into the welter of foam at the bottom, to carry on to the end, wherever that might be. This coming Sunday, most of the Christian world celebrates Palm Sunday—remembered as the day that Jesus rode into Jerusalem on a donkey. He didn’t get an official red carpet, so the crowds created their own carpet by flinging cloaks and palm branches on the road. I wonder when he passed his point of no return. Was it that Palm Sunday ride into Jeru-

Or did it come later—assuming the usual chronology of the gospels is accurate—when he stormed through the Temple, overturning the tables of the money changers and setting the sacrificial pigeons loose? Or perhaps it came earlier, when he decided that he could not let the body of his friend Lazarus moulder in the darkness of a tomb.

Or perhaps even earlier, when “he set his face to go to Jerusalem” despite warnings that he would be killed there. Whenever it was, there came a point where he could no longer back out. He could no longer retreat to the relative safety of the boondocks around Galilee. If he had stayed in Galilee, he might have attracted a sizeable following, built a megachurch, hired lots of staff, and lived comfortably on tax-exempt donations. But he didn’t stay in Galilee. At some point, he made a decision. He was going through with this, whatever the outcome. Did he know it would end on a cross? The gospel narratives suggest that—but then, they were written anywhere at least 50 years

later, when every implication of his words had lots of time to ferment in his disciples’ imaginations. “Aha!” they would say to themselves, much later, “that must have been what he meant!” Hinduism might speak about the karma of going to Jerusalem. Each decision committed him to the next action. Once started, the river swept him along inexorably. Past a certain point, there was no pulling out. As I went down the Maligne River, I felt a mixture of wild exultation and sheer terror. I wonder if Jesus had any similar feelings as he rode into Jerusalem. area identified as “storage area” on Schedule “A”. And that this permit, issued per Section 921 of the Local Government Act, is valid for one six-month period. At the end of the term of this permit all uses on this property must revert back to permitted uses allowed under the zoning bylaw of the day. The temporary permit application has revised conditions. There is no mention of land alteration being prohibited, the house of operation have increased to 7a.m. to 7 p.m. and no restriction on days of the week, and the maintenance conditions have been removed. So the district proposed to allow the owner of this property to use ALR land for Industrial purposes regardless of prior non-compliance and against the wishes of the neighbourhood. Also, the district has suddenly decided to rezone six parcels of land (one of them is mine) from ALR to Industrial and the first and second reading are set for March 20, 2012. Easter Bunny expects lots of friends at Jack Seaton Park on Friday BOBBI-SUE MENARD The true herald of spring in Lake Country has almost arrived. The annual Easter Egg Roll hosted by Lake Country Leisure Services at Jack Seaton Park is being held Good Friday, April 6. Every year, this event seems to be bigger than the year before. Organizers and volunteers are already hard at work on the details of the big day, getting ready for another large crowd. Sheila Gunn, leisure service coordinator

for the District of Lake Country, said last year every single one of the 750 prepared goody bags were handed out to children. “We had a huge turn out last year, bigger than expected,” said Gunn. “This year we aren’t sure what to expect, it might be bigger, but we’ll be ready for everyone who decides to join us.” The Easter Egg Hunt is for all Lake Country children ages one to 12 years old (including Grade 7s). The hunt officially begins at noon, but registration begins at 10:30 a.m. in Jack Seaton Park.

Don’t worry about what to do until the hunt begins—family entertainer James Johnson will be performing from 11:15 to noon. It promises to be a great show and is an excellent reason to join in the fun. The Lake Country Lions will be selling barbecued hot dogs at the Easter Egg Hunt. All proceeds will go to local Lion’s charities. Signing up is very important—with such a large event the organizers need to know just how many people are participating so everything runs smoothly. Gunn and her crew have been known to

play Easter bunny at the last moment to ensure children all go home with their soughtafter goodies. With so many people expected to attend, Gunn hopes people leave themselves enough time to find appropriate parking in the area and are courteous to neighbours. “The Easter Egg Hunt is an event for the entire community, we love to see the families and children out enjoying themselves. “This is something that brings everyone together,” Gunn said.

There is one activity that has changed very little over time. Even with all the new technology at hand the gar-

Wheel barrows, trowels, shovels, forks, weeding devices and cultivators have changed little. Gardening is a wonderful way to get some exercise but even more so it gives us a sense of accomplishment when we sit on our garden bench and enjoy the fruits of

our labour. My grandfather was ahead of his time when he invited his friends over to listen to his crystal set 90 years ago. The next morning, when he went out in the garden to move some compost with his wheel barrow, he was doing something that was done for centuries before and is still being done today in 2012. The third annual Thompson-Okanagan Climate Action Forum will be held this Thursday, March 29, at UBCO. This free event is a great opportunity to engage with local leaders interested in climate action. The Fresh Outlook Foundation, a Lake Country-based organization, is partnering with B.C.’s Climate Action Secretariat, UBC Okanagan’s Sustainability Office and FortisBC to host the event. The day has been designed to cover many of the facets of climate action that are taking place in the Okanagan right now and possible ideas to affect change in the future. Attendees at the one day conference will learn about the business case for sustainability and climate action, enjoy a tour of sustainable facilities at the host venue, UBCO, and learn about some of the climate action successes from all over the Thompson-Okanagan.

There is also an opportunity to take part in the discussion about regional initiatives. Participants interested in climate change will be able to learn more about green buildings, water and wastewater, agriculture, transportation, and energy programs. and his financial product salesperson and makes his annual RSP contribution. Every year, he puts his money into the latest, greatest fund that performed really well last year. Ten years later, he has a haphazard and cluttered collection of 10 different mutual funds. Perhaps even worse, he has spread those three or four funds with three or four different financial product salespersons at three of four financial institutions. As March is Nutrition Month, registered dietitians take this opportunity to focus on eating well. This year, our goal is to give you the facts about common nutrition myths. There are many myths about how to lower the amount of sodium we consume. Sodium, the main component of salt, helps our bodies balance fluid and blood pressure, but many of us consume too much of it. MYTH #1: Only people who have high blood pressure need to cut down on sodium. Cutting down on sodium reduces the risk of developing high blood pressure. Too much sodium can lead to high blood pressure, heart disease, stroke and kidney disease. Reducing sodium can also improve bone health. Most Canadians con-

For the average Canadian, 75 per cent of the sodium we eat comes from processed and packaged foods, not from the shaker. Soups, deli meats, bread, cheese, bottled drinks, condiments and even desserts and sweets can contain hidden sodium. Always check the so-

dium on packaged foods before putting them in your grocery chart by reading the nutrition label. Look for foods that contain less than 15 per cent DV (daily value) sodium. You can also reduce sodium by eating less processed foods and cooking meals at home whenever possible. When you do eat out, ask your server about low sodium options. MYTH #3: Sea salt is lower in sodium than table salt. All types of salt—sea salt, kosher salt and table salt—have about the same amount of sodium. Try adding flavour to food with salt-free spices, herbs, lemon juice, vinegar, garlic and onion instead of salt. MYTH #4: There’s no such thing as “too much sodium� for kids. Kids only need 1,000 to 1,500 mg of sodium per day. Most Canadian chil-

dren consume more than this and in the long term it can lead to health problems like heart disease, stroke, kidney disease and high blood pressure. Snack foods that are popular with kids, like crackers, chips, instant noodles, beef jerky and packaged lunch kits, often contain a lot of sodium. Instead, choose low sodium fun snacks like fruit and veggie sticks, salt-free peanut butter with low sodium crackers, unsweetened applesauce or yogurt cups, or unsalted trail mix. I have seen people with very low risk tolerance buying ‘high yield’ funds.

New beach-themed festival coming to Kelowna

It’s time to bring some urban culture to Kelowna, says Scott Emslie as he prepares to hang up the phone after an interview to promo Kelowna’s newest festival. He’s calling from New York; his company, Wet Ape Productions, is still finalizing the lineup for Kelowna’s fifth Centre of Gravity festival and it’s just announced a whole new festival, Keloha—a beach-themed paradise of light indie pop artistry set in California North. “It’s a really busy time,” Emslie says in a tired voice. Aside form the Centre of Gravity, Wet Ape was responsible for internationally renown DJs DeadMau5 and Tiesto visiting this small Interior city, establishing a solid reputation for its shows. But this new venture dances with an entirely new look and is admittedly a step outside of

their box. “This is the festival for true music fans,” Emslie explains. “This is the music I listen to and that most of my staff listen to.” The staff portion is critical. Growing to 50 people on the management team and a few hundred crew in peak season, Emslie was originally looking to expand the Centre of Gravity to other cities in order to keep everyone in the machine employed. Unfortunately, plans to start one in Ontario fell through, and when they started looking at other options, the indie scene seemed a prime opportunity. In roughly 100 days, they’ll unveil an unusual vision that takes the quasi hipster, light indie crowd and introduces them to an artsy tropical getaway. They were going to call it Islandia, building on the notion of crossing into a tropical island paradise

as you cross the bridge in Waterfront Park; but as Victoria’s Rifflandia Festival targets roughly the same audience, they decided to go Hawaiian. To say the least, the infamous Dolphins statue out front might finally have found its niche, although establishing Wet Ape in this new niche of the music industry did take some serious legwork. “We’ve booked really big artists before, but we didn’t have these contacts,” said Emslie. “So we had to just go out and show who we’ve worked with and what we’ve done and come at it that way.” Thankfully, it didn’t take long for California’s Cold War Kids and Awolnation to sign on. And as of Wednesday, when U.K. artists The Joy Formidable added their name to the list, the lineup was brimming with the type of indie fare that Canadian music fans have flocked

The Sheepdogs, who won that Rolling Stone cover shot last year, and CBC super-fave Dan Mangan are on the list along with East Vancouver’s internationally-flavoured party band The Boom Booms, local hits We Are the City and Hey Ocean, Tokyo Police Club and Said the Whale. The rise of independent music in general is well documented, with iTunes leading the way to a new musical diaspora centred on musicians and downloading fans, rather than music mega-companies and big labels. But Kelowna itself is also primed for this sort of festival, having just hosted BreakOut West and with restaurants, coffee shops and local pubs all starting to jump on the live music beat. Establishments like the Streaming Café, fill to the brim Fridays and Saturdays as new artists from across the country take their crack at performing for a live audience in the coffee shop and on the Web as the concerts are streamed over the Internet. The café will be expanding, as is Doc Willoughby’s Pub, to accommodate this new hunger for live, independent musicians. From Fernandos Taqueria to The Minstrel Café, some restaurants are

even securing a space on the food scene with their indie fare. But will this fly as a beach festival? “It’s a bit of a leap of faith for us,” Emslie admits, though he’s pretty clear it’s calculated. Volleyfest, which became Centre of Gravity, started with just a few thousand people and sold out at 24,000 by it’s fourth year. Some 15,000 tickets will be sold to Keloha, which will include a visual arts component as well. The Wet Ape staff are just assembling the Art Avenue, including some local art installations and an area with musical instruments for kids to try. Artists include Awolnation, Cold War Kids, Tokyo Police Club, The Sheepdogs, Dan Mangan, The Limousines, Said the Whale, Shout Out Out Out Out, The Dudes, USS, Jon &Roy, Daniel Wesley, Hey Ocean, Dirty Radio, We Are the City, The Pack A.D., Michael Bernard Firzgerald, Devon Coyote, Acres of Lions, Thomas Kkjorven, Aaron Nazrul and The Boom Booms. Early bird ticket sales begin this Saturday with a three-day pass going for $89.50 and one day at $39.50. The festival runs July 6 to 8; tickets available through the website www.keloha.com.

See The Hunger Games for the hype if nothing else THE HUNGER GAMES So surprise, surprise: The Hunger Games isn’t a reality show about a bunch of overeaters chowing down at the “all you can eat” $9.99 buffet. No, it’s a futuristic look at North America which has, through fire, famine, war and other afflictions, become Panem, a country divided into the Capitol and 12 districts. The Hunger Games is a young adult adventure trilogy, written by Suzanne Collins and made into the movie of the same name, with director Gary Ross. From each of the 12 districts, youth aged 12 to 18 are selected by lottery to represent their districts. Twelve boys and 12 girls (Tributes) go to the Capital to be trained to fight to the death with only one individual surviving as the winner . This movie showcases the 74th annual Hunger Games and, like the previous games, is televised to every district. But this year there was a surprise as Katniss Everdeen (played well by Jennifer Laurence) volunteers (big surprise here that there has never before been a volunteer!), to be Tribute in place of her sister (whose name was originally chosen). While there is indeed gratuitous violence heaped upon the helpless young Tributes, and while this show is certainly not suited for impressionable aged young people, the acting is good. The cast is peppered with showbusiness names that we recognize such as Stanley Tucci playing TV host Caesar Flickerman; Elizabeth Banks playing Effie Trinket to a ‘t’ as the overdone Effie tries to make herself the star of the show; Woody Harrelson playing so well the drunk mentor Haymitch Abernathy (don’t you

love these names—I’ll bet in a few years we’ll see kids named Katniss). Fascinating also is the parallels to the Roman Empire in much of the pomp and show that is the games. One line: “Embrace the probability of your imminent death and know in your heart that there is nothing I can do to save you” pretty much sums it all up. The hype of this show may well outshine the actual substance, but it’s worth the price of admission, if only to see what the hype is all about. Even after seeing the over two-hour show, I’m truly not sure how much folks will embrace the movie, but I am willing to bet that the first weekend knocked it out of the park. As mentioned earlier, the book was part of a trilogy and I guess depending upon the popularity of this film, we may see sequels. The books bring so much more character development than a movie ever can, and that was what was missing for me. All in all, I am a bit ambivalent about the whole thing, but go see it just because it is different. Many an avid reader aspires to write the great Canadian or American novel and publish it in a story that runs through fame, fortune and the next love of their life, somewhat similar to J. K. Rowling’s plot. A visual artist herself, she once painted a series of alphabetical letters then commissioned a French and English poet to write a corresponding set of verse for each letter to publish a stunning book. These fine press artists create one of a kind editions and very small print runs with each book worth thousands of

dollars to collectors. Dewinetz spent a summer hand-cranking his own press some 12,000 times to produce work for his own company, Greenboathouse Press. Next week, the students in his writing and publishing diploma program will unveil an interesting collection of books from printers with this same penchant for perfection. From Jan and Crispin Elsted’s Barbarian Press to Will Reuter at Aliquando Press and Jim Rimmer at Pie Tree Press, the painstakingly built projects can see the printers make their own paper or build a press to exact specifications all to print a single book. The college is about to renovate its Vernon campus to accommodate its own press equipment so students can get a hands on taste of the craft. While most of the students will wind up working for publishers who are entirely computerized, understanding the process and appreciating the steps which lead to the more automated printing processes helps students perfect their craft, Dewinetz said. Students will be able to see, for example, why offset lithography produces an image that’s darker than intended— a phenomenon known as dot gain that all graphic designers account for in their designs. The press should also introduce an element of appreciation for the craft these small, fine press publishers inspire. “It’s really a labour of love,� said Will Yamada, a writing and publishing student who worked on the Pie Tree Press books

in next week’s exhibit. Each student took either a fine press publisher or antique book and wrote a very brief essay those who attend the exhibit can skim to better understand what they’re viewing. Rimmer started Pie Tree after retiring and learned each printing process to create his stunning, colourful books, Yamada said. He uses a particularly impressive linocut demonstration known as a suicide cut, slicing away layers of image to be printed individually. There is no correcting a misstep if he makes the wrong cut in the linoleum—hence the name suicide cut—so there are few who use the process to his level of artistry. Yamada said building the exhibit gave him a new appreciation for why these books are worth so much; although, as fellow student Joanne Carey found, the beauty of the work does make it very difficult to pick one page to display over others. She spent her time working on books from Barbarian Press, a Mission-area publisher considered the cream of the crop in the field. “It’s difficult because there are some really dramatic wood-cut scenes in the book, so we just have to choose our favourite,� she said. Before every class, the students had to wash their hands to reduce the amount of oils hitting the page. There will likely be limits on what people can touch once the books go on display in the library, the students said. Dewinetz has a collection of exceptional books that date back to the 15th century to include in the display with some borrowed from other book collectors. The exhibit can be seen until Thursday March 29, from 8 a.m. to 10 p.m., and Friday, March 30, from 8 a.m. to 6 p.m., in the library at Okanagan College’s KLO Road campus in Kelowna. jsmith@kelownacapnews.com

Barbados has the second-largest hawksbill breeding population in the Caribbean with an estimated 500 nesting females annually. The hawksbill turtles thrive off the island’s coral reefs. Sponges are a favorite food. Green turtles are common in Barbados’ waters and they nested on the island for the first time in 2005. They

ROMEI, GIOVANNA Giovanna (Verna) Romei was born in Celano, Italy on December 4, 1936, the eldest of four children and passed away on Wednesday, March 21, 2012. She immigrated with her family to Kelowna in 1953 where she met and married the love of her life, Luigi Lorenzo Romei (deceased 2010). In June 1965, they moved their young family from Glenmore to Winfield where Giovanna became an active member of the farming, business and Catholic communities. Giovanna was known for her warmth, indelible spirit and positive attitude. Her home was always open. She was famous for her excellent cooking. When complimented, she would remark that it was made with “love.” She was also known for her beautiful flower gardens. Giovanna loved the adventure of travel but her heart was at home with her family. Giovanna’s greatest joy was her children: Mike (Filomena), Mario, Assunta (Mark), Lorenzo (Shawna) and Rita (Mark). She adored and was adored by her thirteen grandchildren: Lorenzo, Letizia, Loren, Mariah, Giovanna, Robert, Shameera, Saul, Jack, Isabella, Mark, Angelina and Diego. She leaves behind her sister Marisa, brother Romolo, sisters-in-law Cathy and Linda, and numerous nieces and nephews. Whether you called her Mom, Nonna, Auntie or Friend, she touched everyone she met and will be sorely missed. She has gone home to God where she will be reunited with Dad, Grandma and Grandpa, her beloved younger brother Marcello and her nephew Emilio. Services will be held at the Parish of St. Edward at 11123 Okanagan Centre Road, Lake Country, BC: Prayers- Thursday, March 29, 2012 at 7:00 pm; Mass of Christian Burial -Friday, March 30, 2012 at 10:00 am. ALL THINGS NATURAL PHOTO CONTEST Allan Brooks Nature Centre (www.abnc.ca) is hosting a nature-themed photo contest over the next year starting this week. The contest is open to all youth 14 years and under. Get outside with your young naturalist and get them taking nature-themed photos! Submit their best shot(s) (max 3 photos every 2 weeks) to atn.photocontest@gmail.com. Please make sure photos are labeled including the name and age of the photographer. Bi-weekly winners and photos will appear in the Vernon Morning Star Newspaper and will be on the Allan Brooks Nature Centre website. If you are tempted to take photos for your kids, please resist, there will be a contest open to adults and the general public once class it out of session.

2012 GOOSE ADDLING PROGRAM The 2012 egg addling field season will begin in April. At the end of March and early April field crews will conduct pair surveys and nest searches. This data will help when the breeding season becomes very active later in April. Addling is used as a technique to humanely control goose population growth by rendering the eggs nonviable. Adults are not harmed and will continue with their regular life cycle after the nesting season. And remember, geese can live up to 20 years in the wild so it is important to addle eggs each year to stabilize, and eventually decrease the population. NOTICE TO SECONDARY SUITE APPLICANTS Did you register your secondary suite before the April 2011 deadline? Registered secondary suites applications require an onsite inspection before being approved. Residents were given the opportunity to register existing secondary suites before April 30, 2011, pay no application, and only be required to meet the basic health and safety standards. The District has made several attempts to contact residents that have registered their suite, but have not booked an inspection. These existing secondary suite applications will cancelled effective April 30, 2012 and must be decommissioned. Owners will be subject to Lake Country fines if suites are not approved. If you wish to re-register your suite at a later date, application fees will apply and suites will be required to meet all building code requirements of the day. If you wish to go ahead with your application please contact the District before April 30, 2012 to set up a date for inspection.
