TERRACE - Local MP Nathan Cullen might not be the leader of the federal NDP party — but his third-place ranking in last week’s leadership race means he was one of the top contenders. Of seven vying for the leadership role to the federal Conservatives’ official opposition, Skeena-Bulkley Valley MP Cullen’s popularity climbed past what had first been expected by political pundits in Canada. He was dubbed a wild-card contender March 24th when he made it to the third ballot alongside long-time NDP organizer Brian Topp and now leader Thomas Mulcair, a Montreal MP. Votes of support for various contenders rolled in during last Saturday’s NDP leadership convention held at the Metro Toronto Convention Centre. Cullen was eliminated from the race after the third ballot — after which he could have directed his supporters toward either remaining contender. Instead, he released them to choose for

themselves. “I trust them,� he said, adding he was “humbled� by the experience and is a “democrat at [his] heart.� Throughout the race, Cullen’s supporters chanted his name and carried green signs with his name on them. After the first ballots, he received 10,671 votes for (16.39 per cent of the vote), behind Topp’s 13,915 votes (21.37 per cent) in second and Mulcair topped the votes with 19,728 (30.3 per cent). Peggy Nash came fourth with 8,353 votes for 12.83 per cent. The three remaining candidates, Paul Dewar, Martin Singh and Niki Ashton, did not proceed. The second ballot saw Cullen get 10,519 votes (16.8 per cent), Brian Topp with 15,624 votes (25 per cent) and Thomas Mulcair with 23,902 votes (38.3 per cent). Nash was ousted that round and she released her supporters. Cullen placed third again after the third ballot with 15,426 votes (24.6 per cent) behind Topp’s 19,822 (31.6 per cent) and Mulcair’s 27,488 votes (43.8 per cent).
After the fourth ballot, Mulcair became the newest leader of the federal NDP party since Jack Layton’s death August 22, 2011. And while Cullen might not be leader, his third-place ranking is still a victory said many after the race, including the NDP president of the Skeena-Bulkley Valley riding Arjunna Miyagawa. “Regardless of the outcome, this is a huge win for Nathan Cullen,� said Miyagawa. “He has ultimately raised the profile of the Skeena-Bulkley Valley riding and the issues of Canadians across the country,� he said. Terrace’s mayor Dave Pernarowski agrees. “Everywhere he went he talked about northwestern B.C.,� he said. “I think Nathan did a wonderful job. “He is clearly a candidate that has shown a great deal of honesty and integrity throughout the campaign.� Late federal NDP leader Jack Layton’s widow Olivia Chow also congratulated Cullen on his campaign, saying he was “such a class act,� who championed the environment, oceans, food security and the economy.

Kitimat short acute beds overflow from acute care â&#x20AC;&#x201D; the regular hospital beds. Right now the 22 acute care beds are filled and up to four beds in ER have basically become almost permanent acute beds. But Goffinet said that is the result of a trickle down effect because acute beds are being occupied by patients who should be in the multi-level care wing. He then revealed that the NHA is only funding for 17 acute care nurses, five less than the actual number of beds in the hospital. Asked when the last time was that acute beds were empty, Goffinet said, â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re led to believe theyâ&#x20AC;&#x2122;re full about all the time.â&#x20AC;? He also noted that if all beds are full, elective surgery cannot be scheduled and that in turn means waiting lists get longer. [Elective surgery includes orthopaedic surgery such as joint replacements.] Pointing out Kitimat was trying to persuade people to retire here - â&#x20AC;&#x153;and itâ&#x20AC;&#x2122;s workingâ&#x20AC;? - Goffinet said that potentially posed a longer term problem. While these retirees were active now, down the road their health would inevitably fail and the pressure on the hospital would become even greater.

KITIMAT - Kitimat Health Advocacy Group chairman Rob Goffinet had some good news for members at their latest meeting. And a revelation. Goffinet said the Northern Health Authority (NHA) has committed to upgrading the emergency wing â&#x20AC;&#x153;to make it better able to serve the increasing emergency room demand.â&#x20AC;? Goffinet explained the influx of workers on the Kitimat Modernisation Project sees them using the emergency room instead of a General practitioner. As a result, doctors and KHAG continue to push for at least two emergency room nurses being on duty at all times. â&#x20AC;&#x153;The emergency room is being overtaxed and one emergency nurse is unacceptable.â&#x20AC;? He also noted some help is being considered by Rio Tinto Alcan and other companies considering construction camps here in the future by upgrading their medical stations to â&#x20AC;&#x153;an intermediate care facility to head off as many people as possible so they donâ&#x20AC;&#x2122;t come to the ER.â&#x20AC;? Goffinet said a continuing problem with the ER is one created by an

TERRACE - Teachers are winding down extracurricular activities as they decide what to do now that legislation has halted their job action. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s one of the very few options that we have left under Bill 22,â&#x20AC;? said president of the Terrace and District Teachersâ&#x20AC;&#x2122; Union Karen Andrews of legislation that requires teachers to take up work duties theyâ&#x20AC;&#x2122;ve been refusing to perform since September. A province-wide vote will be held by teachers on April 17 and 18 to determine their next step in response to Bill 22, or The Education Improvement Act, which extends Teachersâ&#x20AC;&#x2122; former collective agreement while a mediator is appointed to find a new one. Some of the things that will be voted on by teachers at that time are the withdrawal of extracurricular activities, along with the possibility of a second vote which would decide on a full withdrawal of teaching services, says

Teachers will also be preparing second term report cards, but Andrews says only from the date the legislation was passed, March 15, and onward to the end of the school year will grades be included. Teachers are reacting strongly to Bill 22 be-
cause they say it leaves important issues â&#x20AC;&#x201C; such as class sizes and the number of special needs students in each class unaddressed. Those issues and a 15 per cent wage increase over a three-year period have been the major sticking points between the two parties in negotiations. While the government is sticking to its netzero mandate on wages, the Education Improvement Act does add $165 million over three years to improve services for special needs students.

SQCRD tows a “status quo” budget for 2012 By Alan Hale THE NORTHERN CONNECTOR
PRINCE RUPERT -The Skeena – Queen Charlotte Regional District approved its 2012 budget last Friday, meaning now the municipalities can begin their own budgeting processes. The regional district’s budget is essentially a status quo budget with no projected surpluses or deficits for the year. In short, the district plans to break even. That said, the regional district is modestly increasing its tax revenues to keep up with increasing costs; they will be receiving an additional $22,999 in property tax revenues collected by the provincial government – an overall budget increase of 1.92 per cent over last year. An increase of that size doesn’t seem like much, but the district’s municipalities will see their share of the budget tax-revenue increase $41,460 (a 5.7 per cent overall increase) in order to make up for reductions in tax revenues from the electoral areas on the Haida Gwaii (municipalities on the islands are seeing their share going up however). Prince Rupert’s share of the district’s tax revenues will increase by $28,751 up to a total of $509,953; an increase of 5.97 per cent. The regional district’s general expenses for 2012 are expected to be $831,511 an increase of about $55,000 from last year. Most of that number can be attributed to the purchase of new digital money management system for local governments earlier this year known as VADIM,
which cost the district a one-time expense of $52,740. The district’s total revenues do not cover all of these expenses, but what would be a deficit of $83,172 is being covered by surplus money left over from last year to break even. Residential taxes will have to be increased slightly to pay for the district’s general administration expenses. The 2012 rate will be $16.59 per every $100,000 of assessed property value, which is a $1.01 increase from last year’s rate. Prince Rupert tax revenues make up 72.6 per cent of the district’s tax requisitions. Other than that there hasn’t been many other significant changes to the district’s administration costs this year. The budget for the Prince Rupert Regional Archives is being increased slightly by $702 to cover an unexpected deficit from last year for that amount. Other than that, the archive’s expenses remain at the usual level of $68,004 a year and is budgeted to break even in 2012. Prince Rupert provides 90.1 per cent of the tax revenue for the archive’s budget, and the property tax rate to cover the archive’s expenses is being increased by 1 cent this year to $3.80 per every $100,000 of assessed property values. The budget for the North Pacific Cannery is also effectively the same as last year, with costs holding steady at the usual amount $88,200. The district is spending $297 less than that amount and using an unexpected surplus of the same amount from last year in order to break even.
Prince Rupert and Port Edward each provide 40 per cent of the taxes used to fund the cannery and the residential tax rates for both communities to gather their contributions are actually going down. Prince Rupert’s is dropping 5 cents to 2.18 per 100,000 and Port Ed’s is dropping $1.20 to $42.21 per $100,000. Prince Rupert’s recycling depot may have gone well over -budget last year, but it still ended up with an unexpected surplus of $19,817 for 2011. Because of this, the regional district is putting a total of $21,846 aside for later equipment purchases – a big change from the $2,029 put aside last year – while still keeping a balanced budget for the recycling depot which is expected to have $585,801of expenses this year. Putting all that money in reserve for equipment purchases will be a controversial decision for some recyclers who wanted to see the district increase the Saturday hours increased instead. The tax revenue portion of the depot’s budget is still being increased over last year’s by about $10,000 to $182,317. Prince Rupert residents provide 90.1 per cent of this amount and the residential tax rate to support the depot is being increased by 41 cents to $10.72 per every $100,000.

TERRACE - Dutch Valley residents demanded flood control from the Regional District of Kitimat Stikine March 23. “[We’re] asking the board for some help before the flooding starts,” said resident James Wold to the board. “The least amount of flooding is bad enough. If there’s extra like in 2007, it will be a disaster.” Bob Marcellin, regional district administrator, said that residents would have to pay 20
per cent of flood protection cost and that residnets are perceived as reluctant to pay. Wold responded he and the others there hadn’t been approached and asked. If the regional district wanted to do erosion control that would cost about $500,000 and flooding protection would cost a lot more, said Marcellin. PRINCE RUPERT Telephone workers at CityWest could be on strike as early as March 31st, 2012. The International Brotherhood of Electrical Workers (IBEW) Local 337, which represents 36 technicians and clerical workers at CityWest, say they are ready Lucy Zroback to strike and say that the company is demanding “aggressive concessions”. “We recognize that we need to be competitive and that we need to be able to provide superior service to CityWest customers. We have tried everything in our power, including working with a Federal Conciliation Officer to find an agreement.” said Lucy Zroback, Local 337 president, adding that the union made a proposal that would retool sick and family leave provisions and reduce members inividual annual incomes by more than $3,500. “There are thirty-six workers who may be forced to go on strike. We live in Prince Rupert, pay taxes in Prince Rupert, shop and are loyal to local businesses in Prince Rupert. We are not asking for major increases and have offered concrete ways to save costs, increase productivity and provide more efficient staff utilization.” A mediator has been appointed to encourage the two to continue negotiations, and the union says it’s worried that during job action the company would “attempt to move work to Terrace and outsource jobs to Nova Scotia and PEI”. For its part, CityWest says they want to see a resolution to the dispute with minimal interruption. “It is extremely important that the negotiating parties continue to work together constructively and to not allow this process to negatively affect our customers. Our goal is to reach an agreement that is fair to all involved: our customers, our employees, and our shareholder,” said Marketing and Sales director Chad Cunningham. “Our customers are entitled to great customer service, and they demand competitive pricing; if our company can supply this, we all win.”

VANCOUVER - Abbotsford South MLA John van Dongen has quit the B.C. Liberal Party to join the rival B.C. Conservatives. Van Dongen announced his decision Monday after question period in the legislature. He said he is concerned about the integrity of the government, and cited the decision to pay $6 million in legal fees for former government staffers Dave Basi and Bobby Virk after they pleaded guilty to breach of trust in the sale of BC Rail assets.

NORTHWEST - With no end in sight to rising gas prices, consumers who modify their driving habits and properly maintain their vehicles will get more kilometres per litre. Be Car Care Aware Canada recommends the following ways to drive smart and save gas money: -Observe the speed limit. Fuel efficiency decreases rapidly above 100 km/h. -Avoid excessive idling. Idling gets zero kilometres per litre. Warming up the vehicle for one or two minutes is sufficient. -Avoid quick starts and stops. Aggressive driving can lower fuel efficiency by 33 per cent on the highway and five per cent in the city. -Consolidate trips. Several short trips taken from a cold start can use twice as much gas as one longer multi-purpose trip. -Don’t haul unneeded items in the trunk. An extra 45 kilograms in the trunk reduces fuel efficiency by 1 to 2 per cent. -Check the gas cap. Damaged, loose or missing gas caps allow gas to vaporize into the air. -Replace dirty or clogged air filters on older vehicles to improve fuel consumption by as much as 14 per cent. -Replace dirty spark plugs, which can decrease fuel efficiency by .85 kilometres per litre. -Change oil regularly to gain an additional .5 kilometres per litre. -Keep your car properly tuned to improve fuel consumption by an average of 4 per cent.

School board considers longer break, public will be asked for its comments TERRACE - The Coast Mountains school district will be asking the public what it thinks about adopting a twoweek spring break for next school year. At its March 14th school board meeting, the board approved taking the current standard school calendar and an adjusted calendar, which would include a two-week spring break, to consultation with the public. “We are sitting down
with people to discuss the difference between the two calendars,” said board chair Art Erasmus. “We are going to take that out there, and see how people feel for next year.” Currently spring break runs from March 18 – 22; in the adjusted calendar it would run from March 18 – 29. As March 29 next year is a holiday because of Good Friday, only four days of instructional time would be missed,
which would be made up by adding six minutes to each school day. Erasmus said twothirds of school districts in the province operate on the extended break schedule. He said the benefits of this is that families can use this time for extended travel; a disadvantage would be families who don’t have the resources to arrange an extra week of childcare. Erasmus said the new calendar was not
brought on to be of any financial benefit, although non-teaching employees who are paid by the hour will need to be consulted as they will lose four days of work. Meetings will be held in Terrace at the school board offices on April 4th and in Kitimat at Mount Elizabeth Secondary school on the same day. A third meeting will be held April 5th in Hazelton at Hazelton Senior secondary school.

Kitsumkalum sign power line deal TERRACE - The last of eight First Nations agreements tied to the construction of BC Hydro’s Northwest Transmission Line has been signed. The impact benefit agreement between the provincial crown corporation and the Kitsumkalum provides training, jobs, business contracts and other economic opportunities. At the same time, Kitsumkalum has also signed a contract with BC Hydro for right-of-way clearing and access road construction work from kilometer eight to 62 of the transmission line right of way that runs through Kitsumkalum traditional territory. The 287-kilovolt transmission line will be 344 kilometres long, running from BC Hydro’s Skeena Substation south of Terrace to Bob Quinn Lake. It is expected to be finished in the first half of 2014, providing power to mines and other projects in the region and providing a way to transmit power to the provincial grid from hydro-electric projects in the area. Clearing by the Kitselas First Nation is also underway on the line route leading north from the Skeena Substation toward the Skeena River and by the Tahltan at the Bob Quinn end of the line. The line is estimated to create up to 840 direct jobs during the three years of construction. “Kitsumkalum Band Council and negotiators feel that while negotiations leading up to this agreement were long and challenging, the results and projected benefits to Kitsumkalum and the area will be long-lasting and important to the community in many related aspects for further community development.,” said Kitsumkalum chief Don Roberts. Foundation and structure installation work is expected to begin in late spring/early summer 2012. Impact benefits agreements are already in place with the Nisga’a Nation and with the eight First Nations whose traditional territory is crossed by the project: Kitsumkalum First Nation, three Gitxsan Houses, Gitanyow Nation, Skii km Lax Ha, Kitselas First Nation, Metlakatla First Nation, Lax Kw’alaams Indian Band and Tahltan Nation.

Departing editor leaves a legacy of reporters Jeff Nagel and Derrick Penner The lights are going out all over Kitimat. Yes, long-serving Northern Sentinel editor Malcolm Baxter is retiring. And from Vancouver to Toronto, those who once worked with him are raising a toast to a journalistic presence that is celebrated far beyond the Aluminum city. “As a young reporter working in the same newsroom as Malcolm – back when photos were shot on film, there was beer in the office fridge and most of the staff smoked as they typed – I tried to soak up everything he said,” recalls Jeff Nagel, formerly of the Terrace Standard and now reporting at the Surrey Leader. Those who worked with him invariably remember news meetings at the pub, where Malcolm would hold court with local politicians who knew where to find him and impart more wisdom to his younger scribes over a pint. Most would say he had a certain cunning in predicting the ebbs and flows of the political tides. And he was relentless in holding local decision-makers to account, preferably through intense scrutiny of a budget or report culminating in the ah-ha discovery of a
nugget of news. “I don’t think I would have got where I did in newspapering without him,” Nagel said. “He reinforced early that no story is too small, hard work is essential and that you have to keep your inner compass trained on what’s right.” Those who advanced from Baxter’s tutelage to much larger papers include Vancouver Sun business reporter Derrick Penner, and Mary Vallis, the Toronto Star’s Canada editor, formerly of the National Post. Excited to join the Sentinel for her first job in journalism, Vallis showed up in Baxter’s office two days early, while the latest edition was closing. Baxter made the eager cub reporter sit in a chair and read back issues until deadline – and then he took her to his real office, the pub. “I didn’t expect the editor to work in a Sonic the Hedgehog T-shirt, but that’s how Malcolm rolled,” Vallis said. Baxter threw her a bone by allowing her to interview union leader Buzz Hargrove when he came to town. Looking at Penner, Baxter said: “Lamb to the wolves.” “I’d never thought of myself as a wolf before,” Vallis said, laughing. “He gave me a chance. That counted for a lot, and it got me hooked on journalism.”
Many a great Baxter yarn dated from his student days in Britain. “My favourite story was the one where he got Margaret Thatcher drunk,” recalls Penner. “That was the tabloid headline, which catches you by surprise. The details though were far more plausible than the announcement of what was to come.” It was the early 1970s and Baxter was on the executive of the Conservative club of his university, which had occasion to host Thatcher, who was a junior minister at the time and long before becoming the “Iron Lady.” “They were students, and Malcolm acknowledged they were perhaps too good of hosts when it came to the wine, which led to to the horrifying realization that Madam Thatcher was a little tipsy. I’m a little hazy on the exact sequence, but I remember something about Maggie being extracted with graceful aplomb.” The moral of the story – as was the moral of so many Baxterisms – was that no political figure, no matter how mighty, was beyond being human. Penner and Baxter worked together at the Sentinel for three eventful years in the community, which could be summed up as equal parts reporting, story-telling during endless “editorial meet-

File photo ings” at the Ol’ Keg, and fishing. “Malcolm essentially left me to run with my curiosity and figure out for myself what was important,” Penner said. “It was the kind of encouragement I needed at the time, for which I’ll be forever grateful.” All good things have to come to an end though, and
when Penner felt the call to move on, accepting a job in Campbell River, Baxter sent him off with the understanding he’d prepared another reporter for the wider world. “Before we first formally met, I knew who Malcolm was,” Penner said. “But when he rolled up to the Ol’ Keg in that big blue Mercury Cougar, I still half-expected some
Terrace Standard editor weighs in Rod Link It was an easy decision to steal away Malcolm Baxter from then-rival The Northern Sentinel when The Terrace Standard started publishing in Terrace in early 1988. Having someone of Malcolm’s experience, knowledge and background gave The Terrace Standard the solid news base it needed in order to do the job at hand. I remember former Terrace mayor Jack Talstra’s grin when he named former city councillor Darryl Laurent as “city council’s watchdog,” someone to keep a close eye on City of Terrace happenings. Perhaps so. But we knew who
was also on the job - Malcolm. If it was easy to lure Malcolm away in 1988, it was equally as easy for Malcolm to become the editor of The Northern Sentinel in 1995. His connection to Kitimat runs as deep as anyone’s. His father, Basil Baxter, was on the first Kitimat municipal council and there’s a Baxter Avenue in Kitimat. Malcolm’s knowledge has served the community well in explaining the intricacies of everyday life and of larger issues affecting the community and the northwest. He’s brought humour, wit and wis-
dom to community newspaper journalism which at the best of times is a challenge of trying to satisfy competing interests while wrestling with that ever-present monster called a deadline. Who else could have thought up the perfect April Fool’s joke for both Kitimat and Terrace? It was moving the respective city halls to a new and joint location on Hwy37 halfway between the two municipalities. It’s a privilege to have Malcolm as a friend and colleague. Fortunately he’ll be setting up residence in Terrace so those gardening and English horse racing tips won’t be far away.

News is serious business Jennifer Lang, editor of the Cloverdale Reporter, said Baxter may have held news meetings in the pub, but he took his role – and the role of a community newspaper – seriously. “Malcolm is a great friend, mentor, and yes – role model. He respects and understands his readers, never underestimating their intelligence – or their right to a really awesome local newspaper,” she said. “I draw inspiration for his undimmed passion for the craft, his inexhaustible curiosity, and will forever remain envious of his ability to think of fresh story angles.”

PRINCE RUPERT Construction at Ridley Terminals In Prince Rupert continues at a steady pace as the project enters its second year of development. The first year included the installation of two dumper barrels in December 2011, which marked the first actualized capacity growth at the terminal since it was commissioned in 1983. 2011’s planned works wrapped up when Arctic Construction finished clearing 44 acres of additional lands for improvement. The second year will involve site civil works, upgrades of the existing stacker/reclaimers, delivery of a third stacker/ reclaimer, installation of additional conveyance, and installation and upgrade of nearly 14 km of rail infrastructure. After a competitive bidding process Adventure Paving of Prince Rupert, BC was awarded the contract for the site civil works. They mobilized and began work mid-March. Sandvik will be delivering the

PRPA CEO reflects on 40 years Golf course By Shaun Thomas THE NORTHERN CONNECTOR
PRINCE RUPERT - While not largely acknowledged, March 23, 1972, would play a major role in the development and future of Prince Rupert It was on this day the National Harbours Board assumed title of federally owned land and water lots in Prince Rupert and the Prince Rupert Port Authority was created to administer and manage local port activities. In the last 40 years, the growth of Prince Rupert as a port has been quite spectacular, says president and CEO Don Krusel. “Prince Rupert called itself a port in 1972, but it was not really much of a port. Since then it’s astounding to see where we came from. At the time Fairview terminal didn’t exist, Prince Rupert Grain didn’t exist - although there was a government grain terminal that was struggling - we didn’t have the coal terminal and we certainly didn’t have a cruise terminal,” said Krusel, who will have been with the Port Authority for 25 years this December and has served as CEO for the last 20 years. “If one were to graph the progress of the port, it would be a gradual rise for the first 20 years, then it would get much steeper. In the last five years it would get even steeper...I think the slow rise was the struggle of Prince Rupert
to gain recognition of its potential. We have to thank the early pioneers, like Dr. Hick and Joe Scott, who pressured the government and other industry to recognize Prince Rupert.” That lobbying effort resulted in the opening of Prince Rupert Grain and Ridley Terminals in the 1980s, which joined Fairview bulk terminal that opened in 1977. But Krusel said the biggest turning point of the past 40 years happened with the opening of the new Fairview Terminal in 2007. “With the opening of Ridley Island with a grain and coal terminal, it put Prince Rupert on a new plain of recognition, but the huge turning point was Fairview Terminal being converted to a container terminal. Until then, one could say that Prince Rupert was a regional port...We had no international recognition and unless you were a shipper of someone buying the product you knew nothing of Prince Rupert,” he said. “Once it became a container facility, Prince Rupert was known around North America and literally around the world...Because of that success and that recognition, it adds to our ability to attract more customers and more business to Prince Rupert.” When asked if he could have envisioned what the Port of Prince Rupert would become, Krusel said he and others who worked with the Prince Rupert Port Authority in the past 40 years felt something like this was possible.
“If you look at the strategic plans 15 years ago, there is talk that our time was coming. There was talk about the growth in China and Asia, and about Prince Rupert being the closest port to those markets. It took longer to realize that potential than envisioned, but we’re now harvesting that potential,” he said. “For the longest time the talk was about a port of potential, but one that was always falling short. Now we are the port of prosperity and we’re realizing that potential...Back then the challenge was how to harvest that potential and grow. Now the challenge is how to hold on to this racing horse that’s galloping down the track.” With 40 years now come and gone, Krusel said people on the North Coast can expect much more to come in the decades ahead. “We have the land, the efficiency and the economy to capitalize on our potential. The stage is set for a dramatic increase... We’ve been focussed for the last 20 years on growing. Now that the growth is coming we have to look at how we grow. We don’t want growth just for growth’s sake,” he said, adding that growth should be done securely, safely and sustainably. “You won’t recognize this port 20 years from now. Barring a world economic catastrophe, the stage is set for Prince Rupert to play a key role in trade between North America and Asia.”

TERRACE - Terrace ranks low for another year on the Money Sense magazine Best Places to Live List. Terrace comes in at No. 169 out of 190, placing us in the bottom 10 per cent. That’s compared to our 164th place out of 179 last year, in the bottom eight per cent. “After the last report from this magazine, I invited the writer and management from the publication to come visit Terrace for a first hand look. “They have not taken me up on that offer yet,” said mayor Dave Pernarowski, adding that in his view Terrace will al-
ways be Number 1. The list compiles data from municipalities and Statistics Canada information and other sources, said the magazine on its website, where the list is located. The list includes cities and towns with populations of more than 10,000. Cities are ranked according to 22 categories and given an overall rating. Categories included walk/bike to work, weather, population growth, unemployment, household income, new cars, crime, doctors, transit and amenities. “There is more to a community than just statistics on a page. PRINCE RUPERT - Prince Rupert Minor Hockey Associationâ&#x20AC;&#x2122;s own Atom Seawolves earned themselves gold medals after winning every game they played during the Shane Davis Memorial hockey tournament held earlier this month. The Prince George Minor Hockey Association hosted the tournament that started on Friday, March 16, and ran until Sunday, March 18,
with 18 teams competing for the top title. The Prince Rupert hockey team won that title after winning six consecutive games in a row. â&#x20AC;&#x153;We played very well defensively,â&#x20AC;? said Coach Derek Northcott of the mixed-gender team. â&#x20AC;&#x153;There was a pretty solid team effort all around.â&#x20AC;? Seabridge Gold has been working for about seven years to move its KSM Project, located 65 km northwest of Stewart, BC, towards production. This work has included many years of exploratory drilling, geotechnical, engineering, environmental and socio-economic studies. The preparation for the KSM Projectâ&#x20AC;&#x2122;s EA application began in 2007. â&#x20AC;&#x153;Whatâ&#x20AC;&#x2122;s important to remember is Seabridge isnâ&#x20AC;&#x2122;t designing the KSM Project in a vacuum,â&#x20AC;? said Seabridge Goldâ&#x20AC;&#x2122;s President, Rudi Fronk. â&#x20AC;&#x153;We have a great team of employees, consultants and contractors working to ensure we put forward the best project plan from a scientiÂżc, technical and
economic perspective. We also beneÂżt enormously from having an active and engaged working group.â&#x20AC;?

Working groups â&#x20AC;&#x201C; comprising experts from across many different Âżelds and disciplines â&#x20AC;&#x201C; are created to advise the BC Environmental Assessment OfÂżce (EAO) and the Canadian Environmental Assessment Agency (CEAA) about challenges and community concerns related to a proposed projectâ&#x20AC;&#x2122;s assessment. These groups offer advice and guidance to a project owner about the information it should collect and ways to avoid potential problems. Working groups also play an important role in helping to assess the adequacy of any proposed mitigation measures.
The KSM Project working group has provided input that has led to some key changes to the project design. For example, earlier this year, the project design was adjusted to reduce its environmental footprint by changing it to from an open pit to a combined open pit and underground operation. The new design also looks at a potential change in project access routes to address concerns regarding local Âżsh.
The KSM Projectâ&#x20AC;&#x2122;s working group includes representatives from the BC EAO, CEAA, federal and provincial government ministries and agencies (including Environment Canada, Fisheries and Oceans Canada, Health Canada, Natural Resources Canada, Transport Canada and BCâ&#x20AC;&#x2122;s Ministries of Energy and Mines, Environment, Forests, Lands and Natural Resource Operation, Transportation and Infrastructure), the Nisgaâ&#x20AC;&#x2DC;a Nation and First Nations (the

TERRACE - At this year’s Pacific Northwest Music Festival, Thornhill Jr. Secondary bands will be performing for the last time as the school is scheduled to close at the end of June. For band teacher Michael Wen, who has been teaching at the school for 25 years, he isn’t thinking about it as the last time. “I was thinking more about the preparation of the performance and the performance itself, and it never occurred to me to think of it as the last time, perhaps on reflection I will,” he said about Thornhill Junior performing with Skeena Junior and Caledonia Senior bands at the recent Music Extravaganza. When he began teaching at Thornhill Jr., only 16 students were
in band and he built the program from there. The school received its first invitation to MusicFest Canada in 1991 but didn’t go until 1995, he said. The bands go to Ottawa this year for their 12th time at the festival, he said. Last year in Richmond, the concert band won gold and the jazz band won silver, he said. There’s been lots of memorable band moments. They include the first time the concert band won gold in 1996, the first time the jazz band won gold in 2001, a couple of years both bands won gold and a nomination for an international band award. Students’ behaviour is another highlight. “At MusicFest Canada 2009, the kids were so excited about winning the gold, when I announced it, I think we were on the bus in the
parking lot. I left the bus and stood outside it was just so loud. [Students were] screaming and jumping up and down,” he said. The jazz band being selected to play at the gala night for the music festival here in 2000 also stands out. “This one really stuck out in my mind because it was just one of those times when all the elements came together. We had been dealing with cuts to the elementary music program – we had lost the elementary band and hadn’t yet figured out how to save it,” he said. “I mentioned it to George Clark who was emceeing. I told him how much it cost, and being who he is, he brought up the idea to save the elementary band at the gala because he really thought in a public forum, maybe somebody

goes beyond the families of band students. “I think there are a lot of communities across our province and country that could learn from where we live [and that] we found a way to support our kids and help them be successful in music.”

Skidegate wins All Native Provincials Contributed THE NORTHERN CONNECTOR
HAIDA GWAII - The Skidegate Saints from Haida Gwaii captured the top spot at the Junior All Native Basketball Tournament in Port Alberni, March 23, defeating the Heiltsuk Nation (Bella Bella) 66-62 in a riveting final game. Twenty-two boys’ teams and 21 girls’ teams from First Nations communities all across B.C. travelled to Port Alberni to play in the tournament. The girls’ championship went to Ahousat Mystic Sunz. After losing 85-82 on Wednesday to the Okanagan Nation Syilx, the Saints played a grueling four games on Thursday – defeating the Gingolx Sons (Kincolith) 73-36, Lax kw’alaams Hoyas (Port Simpson) 58-29, Ahousaht Wolf Pack (Vargas Island in Clayoquot Sound) 73-57 and the Prince Rupert Friendship House Beavers 76-43 – for a back door re-entry to the winners side of the tournament. On the last day in the semi final, the Saints defeated Syilx 79-32 to go to the final against Heiltsuk. Saints forward Trevor Casey and guard Nathan Vogstad were named to the all star roster while forward Joel Richardson was chosen as Tournament MVP. Vogstad contributed 20 points in the final game, with Casey adding 19 and Richardson 12. Vogstad was the tournament high scorer with 154 points in nine games for an

average of 17.1 a game. Chase Samuels was named as the Tournament’s 6th Man for his contributions off the bench. “The boys played nine games altogether, and after their one loss to Sylix, they showed how bad they really wanted it,” said Coach Duane Alsop. “Not only did they have to play four games in one day, but another two games on the final day...They sure didn’t let all that time go to waste. It was a true demonstration of pride that they displayed in representing their community and nation as this was essentially for them. Without the support of our community and the Haida Nation, it would be impossible for them to even attend this tournament. “ This was the second provincial title in two weeks for Casey whose high school team, the Terry Fox Secondary School Ravens of Port Coquitlam, defeated the Walnut Grove Gators 75-74 to win the AAA Boys High School Basketball Championships at the Langley Event Centre March 17. Casey was named a first all star in that contest as well. The Saints’ coaches are also enjoying their second provincial title this season. Desi Collinson and Duane Alsop, playing alongside Trevor’s older brother Jared Casey, won the Senior Division of the All Native Basketball Tournament in Prince Rupert February 11. Collinson garnered MVP honours at that tournament.

KITIMAT - Fifteen swimmers from the Kitimat Marlins travelled to Smithers the weekend before last to compete at the Bulkley Valley Otters Wavemaker regional swim meet. Teams from Terrace and Prince Rupert were also in attendance. With some excellent individual and relay results the Marlins finished second in overall points behind host club the Bulkley Valley Otters, who had more than double the number of swimmers competing. Marlins girl power played a huge role in the Marlins success as the Marlins 10-under, 12-under, and 15-over relays won five out of the six races they entered, and Marlins girls took home four medals for overall points including three golds. Amanda Craft, 15, took her first regional gold medal for overall points in the 15-over girls category with first place finishes and personal best times in all six of her races. Kleanza Cathers, 12, took home the gold medal for overall points in the girls 11-12 division with first place finishes and personal best times in
all six of her races. Paige Collier, 14, won the gold medal for overall points in the girls 13-14 division with first place finishes in five of six races. Collier also had the largest one swim improvement out of all the Marlins in attendance with a 43 second drop in time in her 1500 metre freestyle. Rounding out the Marlins girls medalists, Hannah Bilash, 12, took home the silver in the 1112 girl division. The Marlins also had three boys take medals for overall points. In the 15-over boys division Arthur Firmino, 18, took the silver medal while Kyler Cordeiro, 16, nabbed the bronze. In the 11-12 boys division Hayden Dobbin, 12. took the bronze medal for overall points. Swimmers from the Marlins who swam 100 per cent personal best times in all six of their races other than those mentioned above were Ben Anker ,13, Raychel Davies, 11, Leah Desousa, 9, Hannah Pearson, 9, Rosemary Reschke, 10, and Nolan Striker, 11. The Marlin swimmers’ next swim meet will be the first long course meet (50 metre pool) of the year in mid-April in Prince George.
