A proposal to convert Downtown of¿ce space to rental housing has received the go-ahead from council even though a policy for conversion of of¿ce space is in the works. That doesn’t sit well with Coun. Jonathan Cote. He proposed developing the policy in early January when a rezoning application for the tower at 737 Carnarvon St. came before council. The proposal was to convert vacant of¿ce space on its second, third and fourth levels into 34 market rental housing units. On Monday, council decided to accept a staff recommendation to proceed with the rezoning since the application came in before the city decided to develop a policy. Cote voted against proceeding with the application. “To me it would have been important to do the policy COTE work and answer some of those questions before moving ahead with those applications,” said Cote. He said if the policy work was going to take years, then he could support the Carnarvon conversion in the meantime. “But if we’re motivated to do this within a reasonable time frame, like three or four months, then no I don’t think it would be an unreasonable request [to delay].” He said although there are some challenges for leasing the space, he’d like to have seen the city look at whether it could have been converted to usable and marketable of¿ce space. Cote said it’s also unfortunate that one reason the rezoning was approved was because the city is eager to increase rental stock—yet it was at the expense of another city priority: preserving of¿ce space. The staff report stated the building’s of¿ce space was considered Class C, a lower quality, while demand is currently for the A and B class space. By next year, said the report, there could be a growth in neighbourhood of¿ce space totaling 7,430 sq. metres. Council did adopt the scope and parameters of the of¿ce conversion study proposed by city staff. The report said several existing documents, such as the Of¿cial Community Plan and

Downtown Commercial Land Use Marketability Study, would have to be reviewed in creating the policy. But it also said encouraging and supporting rental housing and heritage retention need to be taken into account.

Police investigating two arsons at salon Two arsons to a business in the 400 block of Sixth Street are being investigated by New Westminster police. According to police, Amir Family Hair Salon was hit by a ¿re just before 7 a.m. on March 23. An investigation discovered an object was used to break a hole in the window and a Àammable substance thrown into it causing a piece of furniture to catch ¿re. On March 27, at about 1 a.m., a citizen spotted a ¿re inside the

same business, and once again several windows were broken and a Àammable substance thrown inside causing a ¿re. Police say while both ¿res were quickly contained and relatively small, they caused damage and disruption to the business. The department is concerned about what the ¿res have done to the business and for the overall safety of the occupants of the building in the suites above the business. VICTORIA – Former University of Northern B.C. president Charles Jago has been appointed to mediate the dispute between the B.C. Teachers’ Federation and the bargaining agent for the province’s 60 school districts. Education Minister George Abbott announced Jago’s appointment Wednesday. Abbott said his staff inquired about two senior judges suggested by the BCTF as possible mediators for the long-running dispute, but both are still serving and are not available. Abbott said Jago is bound to seek a settlement within the terms of the government’s “net zero” wage mandate, which has been the basis for 130 settlements with public sector unions. But other than that, Jago has a “quite unrestricted mandate” to ¿nd common ground in other issues. Jago’s mandate is de¿ned by the legislation passed to end the BCTF strike and work-to-rule action and impose a six-month cooling-off period. It includes class size and composition, the division of issues between local and provincial bargaining, teacher performance evaluation, “alignment of professional development with teaching needs” and “scheduling and selection of teachers suited to student needs.” Jago has until the end of June to work with the union and the employers’ association, and then he is to make recommendations for a settlement whether there is agreement or not. The legislation requires that a two-year contract be put in place from the expiry of the earlier contract last spring to June, 2013. JAGO In a conference call from Prince George, Jago said he is hopeful he can make progress if both sides are willing to work on solutions. Even a two-year freeze on total compensation leaves room to ¿nd money for wage increases, he said. Jago said he was involved with faculty negotiations at UNBC and a previous university post in Ontario, but he has no previous experience as a mediator. He is being paid $2,000 a day, which Abbott said is a standard rate for mediators in large labour disputes. BCTF president Susan Lambert told reporters the union will participate in the mediation, but she is concerned about Jago’s lack of labour relations experience, and also two donations of $500 each Jago made to the B.C. Liberal Party. Jago said the payments were on behalf of a golf foursome that took part in two party fundraising tournaments, for which he was reimbursed by other players. His policy as a university president was not to donate to any political party, he said. Lambert also questioned a report on education Jago wrote for the government-appointed B.C. Progress Board in 2006. That report recommended closer interaction between secondary schools and postsecondary institutions, with “priority attention” to promoting trades training.

Building’s safety queried Worker says company failing to Àx structural problems at plant Grant Granger ggranger@newwestnewsleader.com

A laid-off seasonal worker at the RockTenn container box plant in Queensborough is upset the company has not made any repairs to some unsafe conditions since an engineering report done in November. Bill Howie said cracks in the walls and sinkholes in the Àoors at 351 Gifford St. remain unrepaired since Sacré-Davey did an engineering report on the walls and Àoors at the plant. They were following up on a building inspection originally conducted in April 2010. “They’ve just been stalling. We’re concerned about the safety of the workers,” said Howie. “I’ve been trying to communicate with management and they put up a cone of silence a couple of months ago.” Howie obtained the report through a freedom of information request he ¿led with WorkSafe BC. The report said while the building is not considered unsafe for occupancy, it did say remedial

work needs to be done promptly. It looked at issues with the building’s northeast wall, two warehouse slabs, the exterior face of concrete columns on the northwest wall, and the shipping warehouse Àoor. The engineers found a noticeable depression where the Àoor had sunk up to ¿ve inches and a space under a slab of up to 10 inches. “Prices were obtained from three contractors for removing the slab in this area and then renewing the back¿ll and pouring a new slab. This work has not been done,” said the report. Two columns on an outside wall have severe cracks, according to the report. “The concrete on these columns needs to be repaired by removing the damaged concrete, exposing the reinforcement and adding zinc anodes before completing the concrete repairs. This condition has not changed since our previous examination of the wall.” Howie said the city’s website does not reveal any building permits issued for the work since the report came out. In a Feb. 2 email distributed to Howie, city building inspector

Christy Mereigh requested engineers be hired to do periodic structural assessments to make sure the building is safe for occupancy until the repairs are made. “With the inherently poor soil conditions, possible shaking of your building from the adjacent developments (Kruger warehouse being built nearby), coupled with the existing structural de¿ciencies may result in further structural de¿ciencies and ultimately an unsafe building,” Mereigh wrote. “We are also concerned for the safety of our city ¿re responders entering a potentially unsafe building in an emergency situation.” When Howie read the last statement, he said it struck a chord. “If they’re worried about their ¿remen, the workers should be worried too. This has been going on for two years now, it’s getting to be serious,” said Howie. Calls to Pulp, Paper and Woodworkers of Canada Local 16, and Mereigh were unreturned by the NewsLeader’s deadline. No one answered phone calls to the RockTenn plant. The head of¿ce is in Norcross, Ga.

A right to know There’s a joke in the newsroom, probably not just this one, that media in Russia and China probably get more information from their governments than do their counterparts in Canada. This is because bribing government of¿cials can be a way of freeing up some information that otherwise might be kept secret. Thankfully, that’s not a practice in Canada, but we have no reason to get too satis¿ed. Rarely does a government get slapped twice for its conduct on how it deals with the media, and hence the public, and how it provides, or hides, information from the people who pay its bills. But that happened recently when the reputable magazine Nature, and in a separate incident the Canadian Science Writers Association, both called on the federal Conservative government to allow more media access to their experts. In contrast to the U.S., usually a country the government loves to imitate, Ottawa has tightened rules against talking to the media. Currently, it’s impossible for media to talk to scientists without the OK of public relations of¿cers. Fisheries secretary and Pitt Meadows-Maple Ridge MP Randy Kamp points out almost 400 media interviews were provided by federal scientists last year. That may be so, but he also pointed out that the government can decide who talks. That’s not good enough. While it may serve the Conservative government well, by ensuring anything potentially unÀattering does not come to light, it fails to serve the greater good. Civil servants—whose job is to serve all Canadians—should be able to share information without such restriction. What’s needed in Canada, in B.C. as well, is an objective set of rules for media access to scientists. That way, the public’s right to know is enshrined and open access protected. That will only strengthen our democracy. —Black Press

‘Perl’ of Pattullo wisdom, or pap? The Port Mann Bridge replacement was a mistake. And we’re about to do the same with the Pattullo Bridge. That’s according to Anthony Perl, director of SFU’s Urban Studies program and co-author of the book Transport Revolutions: Moving People and Freight Without Oil. I spoke to him earlier this month about TransLink’s plan to replace the aging four-lane Pattullo with a new, six-lane span by 2018. In a past column, I argued a bigger Pattullo will only exacerbate New Westminster’s brutal traf¿c problem, and that the new bridge should either be moved, connecting Surrey to Coquitlam, or scrapped altogether. Perl sees it differently. On ¿rst blush one might say his vision would harm New West as much as TransLink’s. But one could also argue in the long run the Royal City—and the whole region— would bene¿t. “Part of the answer is sitting next to the Pattullo,” he says. “And no one seems to notice.” It’s the 1904 rail bridge.

Despite the Pattullo’s obvious shortcomings, Perl believes replacement of the rail bridge is much more vital to transportation—particularly goods movement—in the region, especially in the long run. In B.C., trains shake, rattle and sometimes roll over, so it may seem surprising to call them the wave of the future. But Washington, Oregon and the U.S. federal government are all investing heavily in high-speed rail along the Cascadia corridor. Highspeed rail is common throughout much or the rest of the world. “If we were in Asia, there’d be trains every hour between here and Seattle,” Perl says. Today, China is building thousands of kilometres of new rail, and all of it is electri¿ed. Perl believes it’s only a matter

of time before this change comes to B.C. He dismisses “Hydrogen Highway”—that highly touted string of ¿lling stations between Whistler and California that he describes as “pure fantasy” designed to distract us from real solutions. The future is electric. Even for automobiles, electric is increasingly the technology of choice. So how does the Pattullo ¿t in? If Perl had his way, the new Pattullo would just have two lanes for cars—and four sets of rail tracks. “Why don’t we put on our thinking caps and build a new bridge that can serve both road and rail?” he says. High-speed trains will need to cross the Fraser River at one or more locations, he says. Port Mann was the best option, but this is a second chance to create a link that could serve trains heading to the U.S. border, and out toward the valley. “Why not build a bridge that’s multi-modal... from day one,” he says. “And replace two bridges

that serve rail and vehicles rather poorly.” On ¿rst blush, Perl’s pitch is tough to swallow. Two lanes for cars would be a huge improvement for New Westminster, trimming several thousand commuters from our traf¿c-choked town. But boosting rail traf¿c would send some folks at Quayside into ¿ts. Perl says many cities in Europe and Asia have more rail than we do, and it’s less obtrusive. “Trains aren’t going away. It’s just whether they’ll keep rattling along at ¿ve miles an hour with diesel engines spewing out pollution, or they’ll zip by at 50 miles per hour with electric engines that have zero emissions that are much quieter.” So is TransLink being myopic with its six-lane span that ignores the rail bridge? Are they projecting a future where people’s commuting habits don’t change or evolve? Perl thinks the region needs Ottawa, the B.C. government and TransLink to all to work together to ¿nd a solution that embraces the “post-carbon” future that’s coming. Please see PERL, A7

Safety on Sixth a concern Re: Rough ride on Sixth Street The bigger concern for me than “rough pavement” are the crosswalks at Third Avenue and Blackford (right in front of the River’s Reach Pub). Both have been removed due

to excavation, and have not been repainted, even as temporary markings. These are otherwise uncontrolled intersections, and without clear markings, crossing Sixth Street is rather frightening. Earth Hour is coming up on Saturday evening and once again the City of New Westminster has thrown its support behind the global movement. The city has encouraged participation by the community in the event, which aims to increase awareness of the impact of climate change and its effect on the world’s future, since 2008. Residents and businesses are not only being asked to turn out all non-essential lights on Saturday, March 31 from 8:30 to 9:30 p.m., but to also look for other ways to reduce energy use on an everyday basis. Last year, New Westminster reduced its electrical consumption by 1.49 per cent compared to 0.7 per cent in 2010. Get ready for the Key West Ford Hyack International Parade. Party raises cash for pet shelter Bosley’s Pet Food Plus at Columbia Square celebrated its ¿rst anniversary with a party/ fundraiser last Saturday. Dozens of pet owners came out with their furry friends in tow to watch dog agility demonstrations and enjoy a burger barbecue

fundraiser in support of the New Westminster Animal Shelter. Store owner Karima Jivraj said it was important to her to help the local animal shelter and her store’s ¿rst anniversary party provided the perfect opportunity. “I wanted to create awareness

of the amazing work the shelter does with homeless and sick and injured animals,” she said. Jivraj says the $1,000 raised on Saturday will be combined with money raised from a month-long in-store fundraising campaign, which ends April 15.

SkyTrain to run at night If you wake up on April 3 thinking you had a dream about SkyTrains running all night, you weren’t dreaming. TransLink will be doing test runs from 2-5 a.m. on Tuesday, April 3 and residents living near the lines are being warned to expect noise throughout the night. The test runs are to try out new SkyTrain software. During the test runs, 57 trains will operate at the same frequency as during weekdays to simulate regular service. This software upgrade is a part of TransLink’s On Track program, which includes the installation of fare gates at all stations. The fare gates in conjunction with the electronic Compass fare card will ensure that only fare paying costumers are allowed into the stations, TransLink says. National SAM awards presented to local companies

GVHBA members honoured in Quebec The Canadian Home Builders’ Association held its 69th annual convention on March 17 in Mont Tremblant, Quebec, and four Greater Vancouver Home Builders’ Association members were among the winners of the National SAM Awards. “The awards ... recognize outstanding performance in new homes and renovation design, innovative technology and construction techniques, and outstanding marketing and sales activities,” says GVHBA President and CEO Peter Simpson. Portrait Homes was the recipient of the Community Development Award, which recognizes excellent achievement

in creating an attractive, exciting and innovative community for its development Silver Ridge. Adera Development Corporation won the New Home Award for best multi-family project for zen (Salus phase C and D), while Harald Koehn Construction won a Home Renovation Award in the Any Room category. Bosa legacy lives on in real estate legend’s son by Kerry Vital

Nat Bosa is a real estate legend in the Lower Mainland, and under his leadership, Bosa Development has built homes across North America. He immigrated to Canada at the age of 13 after growing up on a farm in Italy. By 16 he had dropped out of school and was framing houses in Vancouver with his brothers. By the age of 18 he was being groomed to be the foreman, but after some thought he decided to quit and form a company with his brothers instead. He has now been building homes for over 40 years, and shows no signs of slowing down any time soon. Now, he is passing on his knowledge to his oldest son Jim, who started Appia Development in 1991. But being the president of a development company wasn’t always a dream of Jim’s. He hadn’t considered following in his dad’s footsteps until Nat asked him about developing a small project on his own after Jim was unsure of his next step while in university. “Not being one to like people who are wasting time, he presented me with an opportunity,” Jim says. “He said ‘I have a piece of property that is up for sale and I might purchase it for you if you are interested ... if you make some money you can keep the profit.’” He was responsible for hiring the architects, tradespeople and consultants, as well as designing, building and selling the development on his own. He found that he enjoyed the process, despite the long hours and incredible amount of work. “Since it was a success, Nat helped me start up what was then J+B Developments, and became Appia Developments. (He) helped me get my first project, which was a 110-unit condo development in Coquitlam,” Jim says. The company now has projects all over the Lower Mainland, Vancouver Island and Whistler. Along the way, Nat has taught Jim a lot about building homes and taking care of customers. Jim says his best advice was “be honest, have integrity, and be fair to your customers.” A lot of thought goes into choosing the location for a Bosa or Appia development, including how popular it already is. “Always go into areas just before they wake up,” Nat says. One of his favourite areas is the Brentwood area of Burnaby, where he raised his family and his sons attended school. The Bosa Development head office is also located in the area, moving from Hastings to the

current office about 11 years ago. Nat’s latest development there is Affinity, which includes two towers, 281 condo suites, 10 city or town homes and almost an acre of garden and green space. “We choose a product which is in line with what the area is demanding ... and then take it up a notch,” Nat says, adding that “we make sure we give the customer good value for their dollar.” Jim has also built in the area, with Motif at Citi and SOLO being two recent projects. SOLO will be one of the largest developments in the area, with four residential towers totaling almost 1,400 homes, a retail and office component, and a large range of home types. The first phase is due to be launched this year. “I have every confidence in what they build,” says sales and marketing manager for Bosa Development and Appia Development Lisa Murrell. “I’ve been lucky to be with them for 15 years ... they are like family to me.” Jim is also proud of Appia’s developments, saying, “We try to incorporate innovative features into a project that will add to the community and the neighbourhood as a whole, and make it a little bit better for everyone that is going to live there.” One of Murrell’s favourite things about working with the Bosas is their sense of integrity in everything they do. Ryan Bosa builds on reputation in every project by Kerry Vital

Ryan Bosa would have preferred to do something else instead of following in the footsteps of his father Nat, but the circus wouldn’t take him. That’s what he says when asked about whether he had ever considered going into another profession, but it’s clear that his father has taught him well. Ryan started his own development company, Embassy, in 2003 after being a project manager for Bosa Development in the Lower Mainland and San Diego for about seven years. “It was an opportunity to start something of my own, and take what I had learned and push off in my own direction and with my own team,” he says. “Also, I wanted to focus back in Canada as I wanted to establish my life up here and all the travel to California was having an impact on my personal life ... or lack thereof.”

A customer could buy a two-bedroom here for the same price as a small one-bedroom downtown.”

Bosa has learned a lot from his father, including great customer service. “Today’s customer is tomorrow’s salesperson. Your reputation is what will sell your product in the future,” he says. “If you make your purchasers fight to get a deficiency rectified, then you can’t expect them to endorse your product. It’s important to always be fair, but occasionally to be even more than fair and exercise good faith when dealing with past customers.” Reliability and standing behind their product is one of the most important things, Bosa says. “We are building for the future of our company and for the homeowner. We try to make decisions that will stand the test of time,” he says, adding “Our goal is to deliver a well-thought-out design with quality finishes from the window system to plumbing fixtures, to appliances.” Among the other details that Embassy keeps in mind is installing products from names that have proven themselves, and only use name-brand products. “We don’t cut corners on those finishes,” Bosa says. When hiring contractors, Bosa also remembers his dad’s advice to always hire people who take pride in what they do and treat them fairly. “When they respect you, they will give you better service,” he says. “It’s a partnership when building and if everyone works together, it shows in the quality.” The interiors of every development Embassy builds are efficient, beautiful, and most of all, livable.
