I think people were very upset when (the closure was announced) because you did have the possibility that more jobs would be lost in the community,” said Ogren, noting that the discount retail outlet has proved to be a profitable business in the community. “If one store shuts down in Hope, it’s very hard on the business landscape. So you don’t want businesses to close.”

Over 100 people packed into Owl Street Cafe last Wednesday to learn more about the proposed Flying J truck stop in the FloodHope area. The company plans on developing 3.1 hectares (7.47 acres) of the 9.3-hectare (22.95-acre) property located adjacent to exit 168 off Highway 1. The new truck stop would consist of a gas station, card-lock commercial access diesel refueling facility, Denny’s Restaurant and convenience store. Project manager Brad Alsup expects the development to create 80-100 local jobs and have parking for 67 trucks. “This location will fill a need in our network of facilities in Canada,” said Alsup. “The Hope market is underserved with travel centers, and we feel the facility will provide a valuable service to the professional driver and to the local community.” Mayor Susan Johnston sees the truck stop as the first step towards growth in the Hope area. “I think it’s going to be terrific. We certainly say we’re open for business and this proves it,” she said. “I think that all things being

There is no proposal for the remaining 6.18 hectares (15.27 acres) of the property at this time, however it will remain zoned highway commercial for future development. A public hearing for the OCP and zoning bylaw amendments is on April 23 in the new multipurpose room at the rec centre.

Police found the black 2000 GMC Envoy, which was stolen from Surrey last November, running in a driveway. “Having the public as the community’s eyes and ears is one of the keys for public safety” said Staff Sgt. Suki Manj. “In this case, a tip from the public led to the recovery of someone’s vehicle and the removal of an impaired driver off of the streets.” Both men were known to police and were released from custody with a promise to appear in court at a future date. Rail accident shuts power off

Smoke from the maintenance truck fire could be seen by residents in downtown Hope.

A CP Rail crane truck came into contact with hydro lines at CP’s Haig Station last Wednesday morning. The truck was completely burned, and much of Hope was without power for the morning. The overhead power lines came down across the truck. Normally people are advised to stay in their vehicle in such circumstances, due to the threat of electrocution, but the two CP employees were forced out when the truck started to burn, said Hope Fire Chief Tom DeSorcy. “They are very fortunate they weren’t hurt,” he said. Firefighters waited until Hydo employees shut off power to the lines, and only then could they attack the fire, which had already burned the truck extensively. Hydro reports that 1,679 people, in the northwest section of Hope were without power from about 9:45 a.m. until it was restored at about noon. DeSorcy said an investigation will determine how the lines came down on the truck.

The conservative vote is already split, MLA John van Dongen told byelection volunteers at the opening of the BC Conservative campaign office Saturday in Chilliwack. “A lot of the freeenterprise vote has already left the BC Liberal party,” he said. “The horse is out of the barn, if you want to put it in agricultural terms.” The BC Liberals have been warning voters that a ballot cast for the BC Conservatives will split the vote and lead to an NDP victory in the byelection, and in next year’s provincial election.

B.C.’s health authorities have won a temporary court injunction barring anesthesiologists from a planned job action to disrupt thousands of elective surgeries this week. The B.C. Anesthesiologists Society (BCAS), which is in a labour dispute with the province, had vowed to reduce service at all Lower Mainland hospitals outside of Vancouver, as well as others on Vancouver Island and in the Interior, starting April 2. The B.C. Supreme Court ruling last Friday freezes that strategy un-

Federal budget looks long term The federal budget takes a stab at dealing with challenging issues which face Canadian taxpayers in the future. The biggest challenge is the jump in expenditures from rising Old Age Security payments. As the Baby Boomer generation ages, more people will be collecting OAS payments. While a few of those payments will be clawed back due to high income levels, most will be paid out to seniors. The increasing cost of providing these payments, which are the largest single direct payment from Ottawa to individual Canadians, will be a huge burden to those remaining in the work force. Many younger people are working at relatively lowpaying jobs, and their prospects for enjoying the type of wages that Baby Boomers received through much of their working lives aren’t nearly as good. Gradually raising the age when people can first receive the OAS from 65 to 67 is a good way to deal with rising future costs. No one who is close to retirement and has been planning on a retirement age of 65 will be affected, but notice has now been served to those who are 53 or younger that the age of eligibility will change. Another very important long-term move is to begin to tighten up public service pension plans, including those of MPs. While no specifics have been worked out, the government is working towards a higher retirement age, having public servants and MPs pay more into pension plans and boosting the age at which MPs will get pensions (they can now get them at age 55). The third long-term strategy is to eliminate the deficit by 2016. When the government isn’t running a deficit, it can start to pay down its debt. The sooner it does this, the better. – Black Press

Gentle John Cummins? Not really B.C. VIEWS Tom Fletcher In an interview with one of our Vancouver Island papers before Christmas, B.C. Conservative leader John Cummins made a bold prediction that he would have party status before the general election in May 2013. That’s four seats, and it wasn’t based on an unlikely sweep of the Chilliwack-Hope and Port MoodyCoquitlam byelections, now set for April 19. He hinted he was getting calls from MLAs looking to join up, after a November Angus Reid poll showed a sudden surge to 18 per cent for his resurgent brand. We now know that one of those callers was Abbotsford South MLA John van Dongen. I asked Cummins on Friday if he is still confident about three more.

“Hopeful, let’s put it that way,” he replied. Van Dongen’s explosive departure was arranged, with Cummins’ help, for maximum damage to Premier Christy Clark. Van Dongen notified the B.C. Liberal caucus that he was quitting. Then, in a questionable use of legislature privileges, he launched a broadside on Clark’s integrity. He cited the $6-million legal payout in the B.C. Rail sale, a decision made before Clark’s time, and the recent collapse of a deal to sell naming rights to B.C. Place. He described the B.C. Liberals as “an organization headed for failure,” then announced he’s joined the B.C. Conservatives. Cummins then joined van Dongen at a hotel news conference across the street, as the former Gordon Campbell cabinet minister disclosed he has hired his own lawyer to dig through the roomful of paper from the B.C. Rail case

Rail, but also the integrity of fellow Abbotsford MLA Mike de Jong. Now Clark is van Dongen’s target, with Cummins standing beside him trying to look statesman-like. Of course, van Dongen drove himself out of cabinet long before Clark returned. Chronic speeding by a public safety minister is a tough sell. I attended the information session sponsored by Advantage Hope last Wednesday night at the Owl Street Cafe. The purpose of the evening was to gain more knowledge regarding the proposed business opportunity and welcome the California-based “Flying J” franchise to our community. For at least two decades come election time Hope’s electorate has screamed for more jobs. This opportunity that is before us has the potential to generate over 80 full and part-time jobs directly to our area not to mention the economic and tax generated spin offs that this proposal will deposit into Hope’s tax basin. Fundraiser was a success The newly re-opened Silver Chalice Pub was the setting for the Silver Creek Elementary fundraiser on March 24. A great burger buffet was served, games and a raffle were played, and fun was had by all. The event was held to finance the Grade 6/7 class’ dream of going to Camp Squeah for a final elementary trip before heading to high school. The event was a great success, but not without the help of parents, students and a lot of wonderful businesses who donated to the cause. Camp Squeah is now a reality! The June field trip will hold special memories for the children as

A public hearing on the application will be held on April 23, and I look forward to joining many of my fellow citizens in support of Flying J. This move forward will do nothing but promote further growth in our area. Economic growth needs to happen in order for our community to exist, sustain itself economically and compete in a global developing marketplace. Quiz night raises funds for library SAVE $50 tors for the second year in a row. Members of the team now have bragging rights as well as possession (at least for another year) of the prestigious Hope Highbrow Award. The Quiz Night event wrapped up another busy month for the library. We hosted a history talk (Inge Wilson and Kim Campbell on Tashme), an Alzheimer’s Deb presentation, Ireland Mother Goose sessions, Reader’s Theatre, and an e-book workshop. Children’s author Crystal Stranaghan also did a presentation at C.E. Barry and during spring break we hosted a Pi Day, storytelling day, a toolbox making workshop, and a very popular magic show. Whew! Little wonder I didn’t have much time for reading. I did, how-

ever, manage to finish two books which came highly recommended by a library patron. I love it when people suggest I ought to try this book or the other – it opens up so many more possibilities for a good read. One was Jodi Picoult’s Lone Wolf (readers of this column know I’m partial to Picoult’s ability to weave a good story from several points of view) and a great book by a Canadian author and humorist, Linwood Barclay. Last Resort: A Memoir is an autobiographical account of growing up as the child of a campground owner in Ontario. Laugh out loud moments and plenty of good reminiscing here. This coming month, watch for several collaborative programs.

Last Friday’s Annual Quiz Night at the Hope Library provided a plethora of tough trivia questions, enough coffee to float a boat, plenty of laughter and some fierce competition. The event is sponsored by the Friends of the Hope Library and is supported by local businesses. This year’s donors included Cooper’s Foods, Dutchies Bakery, Driftwynd Bistro, Hope Cinema, Beauti-Control, Pharmasave, Lordco, Tim Hortons, Blue Moose Cafe and others. I have to say how thankful I am for that support. The event raised enough to purchase another comfy chair for the children’s area as well as some additional funds for children’s literacy initiatives. That’s just some of the things happening at the library this month — which by the way is Poetry Month. Marianne Hyland will be presenting adults-only poetry at a Poetry Event on Thursday, April 26 at 7 p.m. We decided to hold it during closed hours because the quiet is conducive to a good poetry reading.

Local teen competes for scholarship Donavan John helps Fraser Valley East team finish tournament in first place

Good sportsmanship and an honest effort at school have paid off for a local midget hockey player. Seventeen-year-old Donavan John has played for Hope & District Minor Hockey since he was five years old and he’s in his graduating year from midget hockey – and from public school. His achievement at school and his clean style of hockey play caught the eye of his team manager, Rina Piovesan, who encouraged Donavan to apply for the second annual PCAHA Fraser Valley midget C scholarship tournament. “Rina told me about the tournament and asked if I’d want to go in it,” said Donavan on Monday. “I agreed right on the spot and she nominated me, some time before Christmas.” The tournament is open to 17-year-old midget-level hockey players who are in good standing in their high school courses. Sportsmanship is also a key requirement, so any player who has been handed a match penalty or a gross misconduct in the season is ineligible, as is any player with excessive penalty minutes. No problem for Donavan. “I barely got over 10 minutes in penalties in about 20 league games,” he said. For some players, that would be an average per week. Considering that Donavan is a defenceman – charged with keeping the attacking players at bay – such a low penalty count is even more remarkable. “Your academics are important, too,” added Donavan, who has already been accepted to Thompson River University (TRU) next year. The Fraser Valley was split into four teams: North, East and two from the West, with Donavan joining 16 other players on the East squad for the tournament which ran

from March 12 to 17. “We had three practices together, then we were notified by email that I had been chosen as assistant captain, which was pretty cool.”

Each team had $500 in scholarship money up for grabs. “During each game, every player from each team was ranked on a one to five scale, with five being good,” explained Donavan. “The top player from each team won a $500 scholarship.” Sadly, it wasn’t him. “But, we won first place,” he said, beaming as he held up his engraved medal. “We won all four games.” Last weekend, the John family traveled to Merritt for the Team BC tryouts for the National Aboriginal Games, which will be held in Saskatoon. “There were over 80 players, from age 14 to 18, trying out for it,” said Donavan. “They said they could only keep 22 or 24 and unfortunately, I was cut.” “I was cheering for Donavan,” piped in his younger brother Kaleb. “I was saying ‘Go, Donavan, go!’” Donavan’s mom Tanya said, “I’m really proud of Donavan for making the scholarship team and trying his best. I’m also proud of his trying out for Team BC and even though he didn’t make it, I’m sure there’s something even better waiting for him.” “There are opportunities that are always there,” added Donavan’s dad Shane, who has been his coach every year, “and you should always keep striving for the highest level – and be able to keep your head held high, when faced with adversity.” Donavan looks forward to next year, when he can try out for the TRU team that plays other universities in the province. ***** Hope Arena will be taken over by atom-aged players from Abbotsford and Mission for a two-day hockey clinic this Saturday and Sunday. The entire rec centre will be closed for staff holidays on Good Friday and Easter Monday and the arena ice will be removed starting Tuesday.

Swinging into golf season Spring has arrived at Hope Golf Club and Tony Kuk kicked off the first day of the season with a hole in one on Sunday. Club members are preparing for a busy year of events. On April 4, men’s night begins with nine holes of golf followed by a brief meeting to discuss the start of a team league. Tee time is at 4 p.m. followed by a burger bar for dinner. Sunday brunch is also back by popular demand on April 15 from 10 a.m. to 2 p.m. – reservations are recommended. April 26 is junior information night. OBITUARIES

Clarence Elmer LaBar passed away peacefully at the age of 85 on Friday, March 23, 2012 at Fraser Hope Lodge. He was born on July 27, 1926 in Lucky Lake , Sask., the youngest of three sons. As a young man he attended the Saskatoon Technical School and obtained his qualifications as a carpenter. He married Diana Rose Buckle in Dec. of 1951 and they moved to BC and started their family. On his arrival in Hope he worked for Canyon Towing. They moved to Port Coquitam for 3 years and then moved back to Hope to work for Canyon Log Drive which was later purchased by Riv-Tow where he continued to work for 3 years. Then he started Dogwood Enterprises and worked for many years as a self-employed carpenter. Those who knew him appreciated his integrity, his quiet strength and his unique sense of humour. He was a loving husband, a devoted father and grand-father and a loyal friend to many people. He was predeceased by his parents, Enos and Ester LaBar, and both brothers, Roy and Verne LaBar. Left to cherish his memory are his loving wife of 60 years Rose, his three children; David (Elaine) of Kamloops, Marina of Prince George, and Glen (Rosalinda) of Rocky Mnt. House AB., three grandchildren; Jennifer LaBar-Howatt (Neil) of Kamloops, Jonathan LaBar of Kamloops, and Jessica LaBar of Edmonton, AB., and two great-granddaughters; Hayley and Megan Howatt of Kamloops. He will also be lovingly remembered by his sister-inlaw and brother-in-law Isobel and George Karst of Hope and numerous nieces and nephews. At Clarence’s request there will not be a funeral. A family graveside service was held on Friday, March 30, 2012. The family would like to thank Dr. Greggain, Dr. Adams and the staff at Fraser Hope Lodge for their compassionate care. In lieu of flowers donations may be made to the charity of your choice.

SYNOPSIS OF PROPOSED BYLAWS •

The general intent of proposed Bylaw 1147, 2012 is to provide for the establishment of a service area for the provision of ﬁre protection services within a portion of Electoral Area B of the Fraser Valley Regional District, commonly referred to as Sunshine Valley. The boundaries of the proposed Sunshine Valley Fire Protection Service Area are attached as Schedule A to Bylaw 1147, 2012 and can be generally described as the developed portions of Sunshine Valley.

This bylaw also authorizes the imposition of taxes from the service area for the operation and maintenance of the proposed service. These taxes will be recovered through annual parcel tax, or annual requisition up to a maximum amount of $214,000.00 or $3.80 per $1,000.00 of net taxable value of land and improvements, whichever is greater at the applicable time. •

The general intent of proposed Bylaw 1148, 2012 is to authorize the Fraser Valley Regional District to borrow upon the credit of the Regional District, a sum not exceeding $1,375,000 for the purpose of capital costs associated with the construction of a new ﬁrehall and the purchase of capital and ancillary equipment for the Sunshine Valley Volunteer Fire Department. The maximum term for which debentures may be issued to secure the debt created by this bylaw is 20 years.
