Construction on Creston’s waste water treatment plant upgrade project is a step closer to starting, after Creston town council awarded the contract to the team of Maple Reinders and Urban Systems at its regular March 27 meeting. The joint Maple Reinders-Urban Sytems bid came in at $5,785,000, well below the $8,038,000 bid by Graham and AECOM, which was over the project’s $7.1 million budget, which will be split between the Town of Creston, and federal and provincial infrastructure grants. About $6 million of that is left after engineering studies and the installation of a bulk volume fermenter. Within the next month, the agreement is expected to be signed by the government, and town representatives will soon meet with the Ministry of Environment to discuss the project, which will break ground in June. To lessen costs, rather than the usual designbid-build process, in which an engineer creates a plan and a builder bids on it, this project will use the design-build process. “There are so many savings in it compared to the other way,” said Iain Bell, town engineering and public works director, yesterday. With the design-bid-build process, if the builder encounters a problem with the engineer’s design, additional charges can be incurred if the engineer has to redesign that aspect. The design-build process, however, allows the engineer and builder to be in on every decision from the beginning. See WASTE, page 3

everyone living in the riding to nominate someone they know for the Queen Elizabeth II Diamond Jubilee Medal. “To celebrate Her Majesty’s 60 years of selfless service and devotion to duty, Governor General David Johnston has announced the Queen Elizabeth II Diamond Jubilee Medal as a visible and tangible way to recognize outstanding Canadians of all ages and from all walks of life,” said Wilks in a press release. “These medals provide an opportunity to honour exceptional Canadians for their contributions to their fellow citizens, to our communities and our country.” Thirty candidates will be nominated to receive this national honour from the constituency. To be eligible for this honour, a person must be a Canadian citizen or a permanent resident of Canada (but need not necessarily reside in Canada), have made a significant contribution to a particular province, territory, region or community within Canada, or an achievement abroad that brings credit to Canada, and have been alive on Feb. 6, 2012, the 60th anniversary of the Queen’s accession to the throne (the medal can be awarded posthumously, as long as the recipient was alive on that date). Two 20-minute closures will also take place intermittently each day from April 16-July 13, while bridge bearings are replaced, with pieces being raised and lowered onto temporary, and then permanent bearings. Traffic is currently reduced to singlelane alternating traffic, and temporary traffic signals began operating on April 1. Seismic plans to keep the public informed to make travel easier during the construction. “We will issue further notice prior to us commencing these short duration closures with a view to providing the travelling public with a regular schedule of closures,” said Langton.

Both were included, however, in the Maple Reinders-Urban Sytems bid. The team is also keeping costs down by hiring local workers, including Valleywide Concrete, Mayday Electric and Hedlund Contracting. “They’re the one group that showed significant interest in local employment,” said Bell. “They will try and source whatever they can locally. Overall, we’re hoping it will be a nice boost for some in the valley.” The decision to approve the project team was unanimous among the five councillors who voted. Coun. Tanya Ducharme left the room for the vote, after she declared a conflict of interest because her employer, the Columbia Brewery, which pays a large percentage of sewer fees that will help cover the town’s share, was mentioned in the resolution. A separate motion was made at the March 27 meeting to engage an individual to act as the town’s agent, who would, among other duties, conduct site visits and inspections at the project site. “It’s a lot for us to take on,” Bell said at the meeting. An agent of this type usually charges between one and three per cent of the project price, which could range between $60,000 and $180,000. Coun. Jerry Schmalz said he would have preferred the fee to range between one and two per cent, but joined Ducharme and Couns. Joanna Wilson, Scott Veitch, Judy Gadicke and Wes Graham in passing the motion. Town staff expect the fee to come in at the lower end of the range as this project is not overly complex and has been planned well. “Most of the work has been done inhouse,” Bell told council.

BY LORNE ECKERSLEY Advance Staff A 12-unit apartment complex at 1140 Scott Street called Glaser Terrace has become such a familiar site that its purpose and history are easily overlooked. With the motto, “Independence — that’s living,” the complex has played an important part in lives of many residents since its construction. The apartments are all wheelchair accessible and for 25 years they have embodied a dream the late Albert Ward had. Ward, an accountant, was confined to a wheelchair when he took a trip to Idaho with friends Wayne Salmond and Doug Gatzke, along with their wives. Salmond and Gatzke were also wheelchair-bound and Ward presented them with the idea for construction of residences that would be accessible to people with mobility challenges. The group got to work, contacting everyone they knew in the area who was in a wheelchair, and soon meetings were scheduled. Former mayor Lela Irvine and councillor Ed Gatzke got involved and on Oct. 20, 1988, a representative of BC Housing Management Corporation, Allen Campbell, was invited to Creston to hear about the group’s plans for specially constructed one-, two- and three-bedroom apartments. Salmond was a downtown hardware store owner and a minor hockey coach — he organized the first John Bucyk Hockey School — before he was diagnosed with multiple sclerosis. When his illness eventually forced him to sell the business and get around in a wheelchair, he was adamant that he wasn’t “handicapped”. He exemplified the attitude shared by others as the housing project was planned, saying, over and over again, “We’re not handicapped because we are in wheelchairs, we’re handy capable.” And capable they were. The Handy Capable Housing Society (HCHS) was formed on Nov. 29, 1988.

Saluting volunteers April 15-21 is Volunteer Canada’s National Volunteer Week, and the Advance has decided to take it a step further. Each issue in April will have a story on a different nonprofit organization, starting with the Handy Capable Housing Society this week. The founding directors included Gatzke and Salmond, along with Faye Davidson, Margaret Braithwaite, Jean Ward (Albert’s wife), Mac Chernoff, Mary Angus, Michael Helm and Claire Sorenson. The society was awarded a grant for nearly $1 million in the following year, and the dream for accessible housing started to become a reality. Land on Scott Street was secured, in part because it backed onto undeveloped land that would become Schikurski Park. Calgary architect Dave Coupland arrived with the initial set of blueprints and the building committee — Salmond, Chernoff, Angus and Jean Ward — met to ensure all the newest features in accessibility were incorporated into the plans. Wide hallways, kitchens adapted to wheelchair heights, preset temperature controls on taps, wheel-in showers, second en suite bathrooms in the two- and three-bedroom units, washers and dryers in each suite and spacious rooms were some of the many features incorporated. When the plan was finalized, it included four one-bedroom units, six two-bedroom units and two three-bedroom units. Each included a carport and sundeck. Accessible basement storage rooms, a recreation room and a guest suite completed the package. Each apartment was designed to look over the quiet park setting. Contractor John Anonby and his crew went to work and site was a hive of activity for months. Such was the demand for accessible housing that by the time former MLA Howard Dirks cut the ribbon at the Glaser Terrace grand opening on May 24, 1991,

only two units remained vacant. “It takes tremendous energy and solid organizational skills to make a housing project work,” Dirks said, giving credit to Ward, Gatzke and Salmond, along with the many others who had worked to bring the project to completion. Today, the non-profit HCHS continues to manage Glaser Terrace, with a group of eight volunteer directors. Its affiliation with BC Housing ensures that the units — each of which is more than 1,000 square feet — remain affordable. A maximum of 30 per cent of a household’s gross monthly income can be charged to low- and middle-income families. What happens when there isn’t sufficient demand for the units by people in wheelchairs? The HSCS mission statement covers that eventuality: “To provide wheelchair accessible housing that will make independent living possible for those in need of such accommodation and when this need has been demonstrably fulfilled to make said housing available for others.” Joe Snopek is the HCHS president, a fitting position because he served as a town councillor when Irvine was mayor. “Glaser Terrace has been a real asset to our community,” Snopek said. “We have a tremendous board and it’s an honour to be involved in this project.” More information about the units and their availability can be obtained by writing to the HCHS at P.O. Missing licence plates, untraceable 911 calls, false alarms top week for RCMP BY BRIAN LAWRENCE Advance Editor Creston RCMP responded to 78 calls for service from March 26-April 1, said Staff Sgt. Bob Gollan on Monday. March 26 •A company representative called to say an alarm at a Northwest Boulevard business was false. •A rear licence plate went missing from a truck on Elsie Holmes Road in Wynndel. •A baseball bat was found on Kootenay River Road. •A rear decal went missing from a licence plate on 37th Street in Lister. •An assault was reported on Erickson Road. •When police investigated the complaint of a moving vehicle being shot at on Highway 95, it was discovered that the alleged bullets were rock falling off of a cliff. •RCMP responded to an issue between an estranged Erickson couple regarding a mailbox key. •Police searched for a subject who crossed the border on foot without stopping at customs, but the subject was not located. •RCMP received a complaint of an erratic driver on Cook Street, but the vehicle was not immediately located. It was, however, later involved in a single-vehicle accident on Crawford Street just after 12 a.m. on March 27. Both a female passenger and the male driver were extremely intoxicated; she stayed at the scene while the male driver was found walking home. The investigation continues with regard to possible charges. •A suspicious white truck in a 16th Avenue parking lot was a semi, in which the driver was catching some shuteye. •RCMP found everything secure when they responded to a business alarm on Devon Street. •Two suspicious vehicles were in the parking lot of a business on Helen Street, but police were called to more serious situation while en route. March 27 •Subjects consuming alcohol at a noisy party on Goat River Road were advised to keep it quiet. •A complaint on Ninth Avenue South regarding custody of children was turned over to the Ministry of Children and Family Services. •Police visited an elderly female who had reportedly been driving on 25th Avenue South — but in the wrong lane at 20 km/h. They explained their concerns and sent a letter to ICBC to request a review of the driver. •Three young girls were reportedly playing on the street and blocking people from walking down a Murdoch Street sidewalk. •A helicopter flying around shooting near Kitchener Road turned out to be conservation officers trying to net wolves. •RCMP were asked to check up on a subject recently released from the Kamloops Regional Correctional Centre to make sure conditions were being followed. •Police responded to a fight between a 15-year-old brother and his

13-year-old sister on Centre Road, and turned the situation over to the teens’ guardians. •The situation between two males in a fight at Lister party will likely be turned over to community justice to mediate. •A property representative attended a false alarm at a Canyon Street business. •RCMP responded to a 16th Avenue residential alarm and found the building was secure. March 28 •One rear licence plate was reported stolen and another was reported to have fallen off trailers on Northwest Boulevard. A rear licence plate also fell off a cattle trailer on 20th Street. •A vehicle was scratched on both sides on Cedar Street. •A driver who parked a 1996 Ford pickup behind the Royal Bank, returned from the bank to find a long gash in right rear quarter panel. •RCMP served an outstanding warrant on behalf of the Kelowna detachment to a subject on Ash Street. •A warning will be sent to the registered owner of car that was being driven erratically on Highway 21. •A resident on 11th Avenue North complained of receiving unwanted phone messages. •Traffic was reported to be bad on Hedstrom Road in Crawford Bay. •A subject who was stopped by Canada Border Services at Rykerts blew a fail on a screening device, and received a three-day driving prohibition. •An intoxicated female subject was provided with a ride to a safe location after a complaint of a disturbance on Highway 3A. •RCMP visited a Masuch Road residence to make a next-of-kin notification on behalf of the Calgary Police Service for a subject who died in Mexico. March 29 •A parenting issue between a mother and son on Highway 3 was referred to community programs. •A vehicle reported abandoned on 25th Avenue South belonged to someone staying with friends. •A 911 call was accidentally made from a credit card terminal at a Canyon Street business. •Eighteen Canada Post mailboxes on 28th Street were damaged, requiring $540 in labour to make repairs. The issue has been going on for several weeks. •A 911 call was apparently made from the junction of highways 3 and 21. •A single vehicle eastbound on Highway 3 ended up in the opposite lane’s ditch. There were no injuries, but the vehicle was damaged. •A parenting issue between a mother and her adult son on Third Avenue South was referred to community services. •A suspicious vehicle was reported to be in a Helen Street parking lot. March 30 •A rear licence plate was lost from a diesel truck on Goat River Road. •Juvenile females used lipstick to paint the boys’ washroom for an early April Fool’s joke at a Canyon school.

The incident will be handled by the school. •The police were called when a Beam Road Meals on Wheels customer had not picked up a previous meal from his doorstep. They investigated to find that 88-year-old William Brunton had died from natural causes. •A licence plate decal was reported missing from a vehicle on Canyon Street. •RCMP checked out a possibly counterfeit $10 bill at a Northwest Boulevard business, and found that it was valid. •A 911 call came through a cellphone tower on Riley Road, and RCMP found the original owner via the number. The number had been given up in November. •A vehicle and deer collided on Kitchener Road, and although patrols loated the deer, the vehicle was gone. •An issue of child custody on Ellis Road was, referred to the Ministry of Children and Family Serivces. March 31 •A mother called the police because her daughter was refusing to leave a 33rd Avenue party. When police arrived, she had already left. •Calls to 911 with no subscriber information came through cellphone towers on Riley Road and Regina Street. April 1 •A suspicious vehicle in a Corey Road driveway turned out to be a neighbour having problems with a vehicle. •Trail cameras were reported stolen from Muzzy Road. •Video footage recorded two males prying the lock off a container at a 20th Avenue South gas station, and then stealing four bottles of motor oil. •Very minor damage occurred when one vehicle backed into another on Devon Street. •An allegation of a 16th Avenue South subject breaching release conditions was unfounded, when RCMP found the subject had no such conditions.

The Kootenai Community Centre Society is raising funds for its residential youth housing project, and helping out will be the Surrogate Band, a Pink Floyd tribute band featuring former Creston resident Micah Snow. The band is an ensemble formed at Nelson’s Selkirk College, where Snow is in the contemporary music program, and was a perfect fit. “There are different ensembles formed at college, and this year one of my teachers decided to start a Pink Floyd ensemble,” he said. “I’ve got all their albums and pretty much anything they ever recorded.” Surrogate will play at the Prince Charles Theatre on April 13, and will be joined by Creston’s own Nightshade, featuring Rick Potyok and Erich Schmidt on guitar, Jan MacDonald on bass and Neil Ripski on drums. The event will also feature a silent auction and door prizes, including a prize for the best 1970s costume. The 20-year-old Snow was born in Montana and moved with his parents, Susan and Gary, to Creston in the mid1990s, and although his father always played, the Surrogate guitarist-vocalist didn’t try the guitar until he was 13. “I played sax for few years before I

Community Pride wants to refresh murals, register for Bloom contest BY BRIAN LAWRENCE Advance Editor The student-painted murals on 10th Avenue North and around the Cook Street parking lot may not be around much longer. Coun. Jerry Schmalz relayed concerns from the Community Pride committee to town council at the March 27 regular meeting, and suggested that the murals, which are over 15 years old and showing signs of age, be painted over or replaced. “We would have council write a letter to the school district to find out if they are interested in enhancing them,” said Schmalz. “And if not, we are going to paint them over.” Coun. Judy Gadicke, a teacher at Canyon-Lister Elementary School, suggested waiting until September because of the current political climate in the schools, but the motion to contact the school district immediately was passed. Community Pride, which is funded by the town, also requested that the town spend $150 to register for Communities in Bloom, which, according to its website, is a “Canadian non-profit organization committed to fostering civic pride, environmental responsibility and beautification through community involvement and the challenge of a national program, with focus on the promotion and value of green spaces in urban settings.” Registering for the program and contest allows Creston to get advice on how to improve, and then be in stronger position to do it later. Council passed the motion to pay the registration fee, although not without some concerns. “Isn’t this a water hog?” asked Coun. Wes Graham. “There are a lot of drought-resistant plants,” Coun. Tanya Ducharme explained.

Town passes readings of five-year plan BY BRIAN LAWRENCE Advance Editor

Creston town council passed three readings of the town’s 2012-2016 financial plan at the March 27 regular meeting, following a presentation by finance and corporate services director Steffan Klassen. All three readings were passed by Couns. Joanna Wilson, Scott Veitch, Tanya Ducharme and Judy Gadicke, with Couns. Wes Graham and Jerry Schmalz opposing. “The only concern I have with the five-year plan is the cut to our grants-inaid,” said Graham. “Other than that, I think we’re moving forward in a positive manner.” “I felt we needed to be stronger and cut a little deeper in the process,” said Schmalz. If approved on April 10, the five-year plan would see a 12.5 per cent tax increase to homeowners’ gross tax bills at the end of five years, which covers a 36 per cent municipal tax increase due to the transfer of RCMP costs to the town when the 2011 census found the population was over 5,000. Taxation due to police costs starts with a 3.3 per cent increase this year, and a $1.1 million reserve fund will help smooth the tax increase more evenly over the next five years. Non-police core expenditures have been kept relatively flat, with no increase for 2012 and an average of 1.5 per cent increase each subsequent year for exist-

ing services. New increases can be made at council’s discretion. “All inflation is funded by cuts,” said Klassen. High priority projects were approved to go ahead as planned in 2012, and the town will spend $1,254,000 on vehicle replacement, traffic safety improvements, paving and chip sealing, and trails and sidewalks. The town’s water fund and sewer funds will see total budgeted expenditures increase 8.1 and 77.9 per cent, respectively, due to timing of capital projects (operating expenses are down 3.5 per cent for water and 3.4 per cent for sewer). Water spending includes projects being done on the Arrow Creek system, $20,000 being spent on the Water Smart program and $217,000 going toward pipe replacement and pressure reducing valves. Sewers will see $5,890,000 spent in 2012, with the majority being on the new waste water treatment plant upgrade, tagged at $4,540,000. Most of that budget was slated to be used in 2011, but construction was delayed until a more costeffective plan was developed. The next steps on the Town of Creston financial calendar are the committee of the whole tax rate review on April 3, adoption of the five-year financial plan bylaw and three readings of the tax rate bylaw at the April 10 regular meeting, and adoption of the tax rates bylaw on April 24. Tax notices will be prepared and mailed in May, and a public report will be presented in June.

Commission to rule on rights

If the BC Utilities Commission rules, as is quite likely, that the installation of what are commonly known as smart meters, is fine for electricity providers, consumers could face a classic case of Hobsonâ&#x20AC;&#x2122;s choice. After receiving copies of documents being forwarded to the commission by local residents, I took advantage of an opportunity recently and asked a FortisBC representative if residents will have to choose between allowing smart meters or having electricity in their homes. It would be the utilities commissionâ&#x20AC;&#x2122;s decision, he said, but it does have the right to order electricity providers to offer an opt-out clause. Such an order seems unlikely to me, given that the premise for Fortis and BC Hydroâ&#x20AC;&#x2122;s plan to install the high-tech meters is to save costs. Customers who opt out would cost the utilities proportionately more to serve than they do now, because their systems wouldnâ&#x20AC;&#x2122;t be designed to provide alternatives. Thus, we are about to witness a showdown between companies that are literally directed by the utilities commission to keep consumer costs down and individuals who, for a variety of reasons, are vehemently opposed to having smart meters in their homes. Locally, Dr. Imme Askevold and Carol Ann Oâ&#x20AC;&#x2122;Learo, and no doubt many others, have been waging a battle against what FortisBC refers to as advanced metering infrastructure. They have written letters to the BC Utilities Commission and gathered a massive amount of information, scientific and otherwise, to back their contention that the proposed meters are a bad idea.

Dike issue a conflict over area’s policy To the Editor: In response to Lorne Eckersley’s opinion pieces (“Blockages a barrier to support,” March 15 Advance, and “Lake not accessible to all,” March 22 Advance) on the Creston Valley Wildlife Management Area (CVWMA), I would like to begin at a point where we can all agree: We have a 17,000-acre treasure in this valley that is a migratory pathway for numerous waterfowl and home to many creatures, some listed as endangered species and others at risk. The act governing the CVWMA is clear: “The Creston Valley wildlife management area is continued for wildlife conservation, management and development of its wildlife, and is held by the government in trust for those purposes.” It is not surprising that differences of opinion will occur when the priorities of habitat management and operational responsibilities bump up against the varied interests of people who appreciate and enjoy the wetlands. We welcome constructive criticism, but criticism is hard to take when facts are distorted. For example, the caption under the photo on your website reads: “One of several barriers to access on the Creston Valley Wildlife Management Area’s dikes.” For the record, this dike does not belong to the CVWMA. It is owned by the Duck Lake Diking District (DLDD). The authority for the management of this dike and its access rests with the DLDD. It’s worth noting that this dike does not restrict general access to Duck Lake; it simply restricts vehicle access to a small portion of a dike. The petition referred to in the article is an appeal for more vehicle access on all CVWMA dikes, and, although it doesn’t specifically state this, on all DLDD dikes as well, so that people can drive around Duck Lake and can have access to Leach Lake via the old Summit Creek campground. The CVWMA’s policy is that it should limit vehicle access on all dikes, to the extent possible, for environmental, ecological, financial and dike integrity reasons. This policy was taken after careful consideration; it was decided that the protection of wildlife and the prevention of further damage to the dikes took precedence over vehicle traffic. Both the authority and the staff believe that this policy accords with sound wetland management based on experience and the considered expertise of wetland scientists, Ducks Unlimited and independent researchers throughout the world. It is a defensible, scientifically-based policy that is consistent with the requirements of our act. When policies conflict with what others would like to see, management teams are going to be seen to fail in the eyes of those who have an opposing view. Communication is indeed important and we welcome and encourage residents, including the publisher of the Advance, to visit us any time to discuss concerns. Our willingness to discuss these issues is illustrated by our meetings with the Creston town council, the Creston Valley Rod and Gun Club, the Rotary club and with our Regional District of Central Kootenay director. More recently, the provincial representative on the authority met with Gordon and Barb Olgivie, the initiators of the petition; this was followed by a detailed letter explaining our policy. In addition, we regularly submit articles regarding projects and habitat mainte-

nance to the Creston Valley Advance and I Love Creston. We routinely send out over 5,000 newsletters by regular mail and email to those who have expressed an interest in receiving them. We have a new website and a Facebook page, which are continually updated with current information and we respond promptly to all enquiries. My point is that this is not a communication issue but a disagreement over policy. It is not possible to please everyone, and at times it may be that the best we can do is to agree to disagree. But I would like to end by returning to the beginning. We have a world-class wetland in the Creston Valley, and If we work together we can ensure that this treasure will be here for the enjoyment of our children and grandchildren and for all those creatures that make this their home. Dikes restrict access to local nature To the Editor: I want to thank Lorne Eckersley for his column (“Blockages a barrier to support”) in the March 15 Advance regarding the Creston Valley Wildlife Management Area’s policy change to dike access that excludes vehicular traffic. I, too, believe “light sightseer-type” traffic would not compromise dike structure. The Duck Lake restrictions impede the enjoyment of many of all ages. Here I wish to remind of one group in particular. Our valley has a large retired population, many of whom find pleasure, healing and soul-searching when exploring this valley’s rich wildlife habitats. For some, access to nature, including the CVWMA, was impetus for choosing this place as home. I am an avid birder and self-declared naturalist. I am also getting older, with a mind that thinks I can walk and hike as when young, and a body that often does not follow. Vehicle reconnaissance accompanied by intermittent foray answers to this discrepancy. Yes, there will be those few prone to illegal activity — and one doesn’t have to be a mathematician to know that the wildlife area’s two or three paid employees, no matter what their expertise, is not a “policing” agency. Expecting biologists to be so engaged would be counterproductive to a sane job description, not to mention expertise. Barring vehicles, however, will not stop bad behaviour — the CVWMA’s barrier raises defence for the marijuana growers. Access to Duck Lake dikes is easy by boat. Those with criminal intent gravitate to places “safe” from prying eyes. In that respect, dikes devoid of slowwheeled traffic (often binocular toting) and a subsequent lessening of foot traffic, except in those predictable areas in close proximity to the barriers, can only be helpful to this type of individual. I believe the adage is, “Locked doors only keep out honest people.” The vast majority of users not only have great respect and integrity for the natural world, but they are often quite knowledgeable and continually inquisitive of such, tend to be eyes and ears that notice and report disruptions from the norm and, as well, tutor others of nature’s intrinsic beauty and value. Imagine such an asset at CVWMA’s disposal — an unpaid, self-sustained, self-motivated citizen based “police” force (of all ages) who “work” seven

days a week including holidays — and are mobilized only by being given a feeling of acceptance, comradeship, respect and recognition! The CVWMA mandate, written in their 2004 habitat management plan, was forged with strong public consultation. It states that access to Duck Lake can be by vehicle from the western edge and from the Sirdar side. Access change to any part is not justified without adequate reason that is explored with public input. Sharon Laughlin Lister

More care needed by dog owners To the Editor: I am writing this to you because of an incident that happened the night of March 8 that has left me heartbroken and distraught. This happened in the 1200 block of Birch and 14th Avenue. I know that this town has bylaws against dogs roaming free, yet this night in question someone’s dog or dogs killed my cat. She was in her own yard when this happened. She was not antagonizing these dogs; she was doing her business. This dog or dogs were brutal and swift. With one shake they broke her neck. My question is, why wereNOW these dogs allowed to roam free at night? Are you, RECYCLING the owners, so lazy that you cannot take LEAD your dog out to do its business? Do you, as the owner of this dog or dogs in question, realize what will happen if this is allowed to continue? Dogs when left to roam will eventually start to form a pack. Wake up, dog owners, please. I beg you. Keep your dogs in at night. Just because no one is up at this time in the morning does not mean your dogs are not causing problems or heartbreak. Meetings needed about taxes To the Editor: After a number of letters to the editor, public meetings (like the one on March 13 in the West Creston Hall with Creston and District Community Complex manager Randy Fediuk, hosted by Regional Dsitrict of Central Kootenay Area C director Larry Binks) and getting very positive feedback from valley residents, I believe we are ready for action. What I have in mind is a set of meaningful (and I mean meaningful) public meetings, no fewer than two, perhaps as many as four. In attendance should be area A, B and C directors, the mayor, the rec centre manager and RCMP staff sergeant, and possibly Columbia Basin Trust and Gleaners society representatives. See REC, page 8

kept raw and not heated to above 95 F (or above body temperature), has many health benefits. While honey is essentially a sugar and should be eaten in moderation, it does contain many other health

Opinion Line benefits that processed white and brown sugar do not contain. If honey is heated it destroys the natural enzymes that are responsible for many of the health benefits. Even when heated, cooked in a dish or baked into something, it’s still a healthier, natural choice for a sweetener because it contains small amounts of various vitamins and minerals, including vitamins B2 and B6, iron and manganese, and because the composition of the sugars, it is better for blood sugar levels. Honey is naturally anti-bacterial, antiviral and anti-fungal. Natural honey (made from bees that feed on flowers and not refined sugar) that is kept raw actually contains healthy bacteria, which may be why it’s such a good remedy for things like a sore throat, cough and even an upset stomach. It’s a natural remedy for many other things, and may even help people with seasonal allergies, as long as they are consuming local honey, as the bees use pollen from the flowers causing the allergies. Honey, however, should not be fed to babies under 12 months old as it can contain spores that cause botulism, which can be life-threatening. It is safe for older children and anyone else to enjoy honey, though. Honey should be stored in an airtight container to prevent it from absorbing any moisture. If it’s stored properly, in a sealed container and in a cool, dry place, honey can keep for a very long time as it doesn’t spoil. Eventually, the honey will crystallize, but it is easily turned back into a liquid by gently heating it, or it can be used

in solid form, stirred into hot drinks or spread on toast or crackers. Honey should not be microwaved as this will heat it too much, killing enzymes and changing the flavor, but it can be warmed by setting the container in warm water until the honey liquefies (be careful not to put cold glass into hot water as it will break). Honey is slightly sweeter than typical sugar, so when replacing sugar in recipes the amount of honey can be reduced. Keep in mind that honey is a liquid, though, so when baking, the amount of dry ingredients to liquid ingredients will need to be changed, as well. Baked goods that contain honey also brown faster than baked goods made with different sugars and sweeteners. You can reduce this by reducing the baking temperature by 25 degrees and increasing the baking time. Keep in mind that darker honeys will have more flavor, while honey that is lighter in color will be the mildest in flavor, so some will be better for certain dishes or baked goods than others. There has been a lot of attention put on honey lately, because of the amount of “fake” honey being sold. Some honey comes from bees that are just fed plain sugar or processed corn syrup. The resulting honey is no better than refined white sugar because that’s where it came from. This is just more reason to support local beekeepers so that you know where your honey is coming from. While it’s still beneficial to choose honey over sugar in cooking and baking, it is best to consume some raw for the health benefits. We enjoy it stirred into plain yogurt, mixed with peanut butter or

almond butter as a dip for apples and other fruit, added to smoothies and, of course, stirred into tea and drizzled (or spread) onto toast. We use it in no-bake granola bars and other treats, as well.

No-Bake Cherry Almond Granola Bars Makes 10-12 small granola bars 3/4 C crispy cereal (look for whole grains with very little if any added sugar) 3/4 C puffed grain cereal (such as puffed wheat) 3/4 C old-fashioned rolled oats 2 tbsp ground flax seed 1/3 C roughly chopped dried cherries (or other dried fruit chopped into small pieces) 1/4 C raw honey 1/2 C natural almond butter (or natural peanut butter; for a nut free option use sunflower seed butter) 1 tsp vanilla pinch salt 1/2-1 tsp cinnamon

Prepare an 8x8 pan by lightly oiling it, or just lining with wax paper. In a bowl, mix the cereals and oats. Set aside. Warm the honey and almond butter slightly if it’s not already liquid at room temperature. Mix in the ground flax, vanilla, cinnamon and salt. Add the wet ingredients to the dry ingredients and mix very well. Press the mixture into the pan and flatten with the back of a spatula. Place in the fridge till firm, carefully remove from the pan and very carefully cut into bars. The bars may break and crumble slightly, just press back together. Short, three- to five-minute presentations by Fediuk, RDCK representatives and myself (to bridge possible bias) could be followed by questions, ideas and suggestions from the public. That could be led by our hero trio, Jesse Willicome, Tamara Fox and Joanne Ferry (who saved the day during last election by hosting an excellent public forum with candidates). The aim would be to find and implement steps that will lower the tax burden on residents and fill the rec centre with kids and adults alike. The first meeting should be a fact-finding and idea-gathering mission. Following meetings would select the best workable options, test and implement them. If wide consensus is found, a binding resolution would be most helpful. In order to make meetings more attractive and to promote the rec centre to the public, a loonie happy hour for kids, friends or relatives of those in attendance would help, as well. In the worst case scenario, if there is no solution, the public will exactly know where we stand. In the best case, we will prove that in this greedrun world there are still people who care about fellow citizens and are ready to work for common good.
