Residents of Rainbow Lodge aren’t the only ones upset with the amount of crime taking place in Langley City. “Langley City is the place not to be,” says Lois Munday, who sits on the strata council at Monterey Grande at 202 Street and 54A Avenue. Munday, along with several other residents of her building, are taking up a petition and will present it to City council after one too many break-ins in her building and an increase in crime in her area. Her frustration is shared by Pyramid apartment manager Ron MacIsaac, who has watched crime spike over the spring break at his building at 203 Street and 54 Avenue. Both are pointing fingers at the police, who they feel aren’t doing enough. “We as taxpayers are entitled to protection,” said Munday. “All of us are just livid.” On March 28, roommates living in a ground floor unit were getting ready for work at 7 a.m. when they heard a front window smash. A thief reached inside, grabbed a laptop from desk and took off. One of the residents went after him in a panic. When she saw no one, she put her key in the common area door and it became stuck. She had to leave it there, and later it was missing.

Task force to reassess council pay hikes

Langley Township council is reaching out to the community to evaluate how municipal politicians receive pay hikes. Council voted Monday in favour of establishing a five-person task force — preferably composed of Township residents — to look at how other comparable municipalities in B.C. and the rest of the country distribute salary raises to elected officials. The move comes after automatic pay bumps were given to the mayor Councillor Kim Richter and councillors in December 2011. Wages for councillors went up 19 per cent last year, increasing by nearly $7,000 from $36,043 to $42,936. Mayor Jack Froese saw his annual salary go from $93,724 to $105,456 — a 12.6 per cent jump. The original recommendation called for the task force to look at remuneration practices at comparable B.C. municipalities. But Councillor Bob Long and Councillor Kim Richter both said they favoured broadening the scope to look at the rest of Canada. “I think part of the reason we’ve gotten into the difficulties that we’ve gotten into recently is because we’ve been looking just at B.C.,” Richter told council. “The B.C. system seems to be self-perpetuating.”

Bug lands on bridge pier MONISHA MARTINS Black Press

A Volkswagen Beetle found its way onto a pier of the Golden Ears Bridge on April Fool’s Day. The red shell of a VW Bug mysteriously appeared on a concrete piling at the north end of the span Sunday morning, and had TransLink puzzled as to just how it landed there. “It’s in a really tough spot, it’s quite impressive that they got it there but it also makes it quite a challenge to remove,” said TransLink spokesperson Derek Zabel. Zabel doesn’t know who is responsible for the prank, but pointed a finger at the University of British Columbia’s Engineering Undergraduate Society, known for practical jokes, which have included hanging the frames of Volkswagen Beetles off bridges. “You always hear rumours that it’s UBC engineering students who do it every year,” said Zabel. TransLink was to remove the VW shell from the pier on Monday and cautioned others against copy-cat stunts. “It’s all fun and games but when you have to remove something like this, you are going to put the safety of others at risk,” Zabel added. “It is in a pretty precarious

And a little bit of boast to say ‘here’s what we can do with our technical savvy’.”

Simonds Elementary prides itself on being “the small school with a big heart.” But parents, students and staff are feeling pretty heartbroken right now, after thieves stole the school’s earthquake supplies. Meghan Fryer, PAC president of Simonds Elementary, said on Monday,April 2, someone broke the lock on a box that held the students’ earthquake supplies. “After years of discussion as to where to keep our earthquake supplies safe and away from the school, we finally had a box donated to keep the supplies outside,” said Fryer. “We used our Parent Advisory Council budget to fill it for the school so the parents would not have to.” The contents range from water bottles and granola bars, to shovels, axes, tarps and first aid supplies, which would sustain the school community of 160 after an earthquake. “All we would like is for the people responsible for this theft to know that we are a community school and they have stolen from our children items that could potentially save lives and bring comfort in a disaster situation.” Unfortunately, there is no way the PAC can replace everything they have had donated and purchased over the years. “We are a small school with a small budget,” she said.

Construction begins on corridor combo project BRENDA ANDERSON Times Reporter

Work has officially begun on the Roberts Bank rail corridor’s combo project in Surrey, which involves three overpasses. One of them is on the border from Langley City. Details were announced in 2010.The combo project will see three separate railway overpasses constructed on 192 Street, 54 Avenue and 196 Street, and will include the opening of what was

formerly a right of way into a twolane connecting road along 196 Street, south of 56 Avenue. It is all part of a much larger project, which extends from the Roberts Bank seaport to Langley Township, and encompass several overpasses, including one at Mufford Crescent and another at 232 Street north of Highway 1.They will help accommodate the higher volumes of rail traffic that are expected to accompany the port’s expansion, and ease road-rail

conflicts. Currently about 18 trains a day are using the corridor, which connects the Roberts Bank port to the Canadian rail network.That number could eventually climb to 38 trains a day, with many of them as long as 12,000 feet. In Langley City, clearing got underway last month along 56 Avenue and 196 Street. Wall construction is expected to begin in early May, followed by pile installation, which will likely start

in July and continue until January, 2013, taking about one month per bridge. The $121 million combo project is expected to be finished by the end of 2013 and must be complete by March 31, 2014 to qualify for federal funding. The federal government is paying $42.5 million towards the trio of overpasses, with another $25.5 million each coming from the province and Port Metro Vancouver. The remainder comes from the two

Langleys and Surrey, including an $8.5 million commitment from the City of Langley. However, all City funds going toward the project will come from casino revenue and development cost charge funds, not from property taxes. Meanwhile, work is already underway on the Mufford project. An older home on Mufford Crescent has been removed, and the route through a farm north of Mufford Crescent has been staked out.

Findings expected within six months from PAGE 1

The Township of Langley bases councilâ&#x20AC;&#x2122;s pay increases on the 60th percentile of direct pay rates for mayors and councillors in Abbotsford, Chilliwack, Coquitlam, Delta, Maple Ridge and Port Coquitlam. Automatic pay rates are distributed every three years at the start of each term. The task force is expected to be assembled later this spring, when council will appoint its members. Preference will be given to qualified individuals with experience in either business, human resources, financial or post-secondary fields. The task force will spend an estimated three to six months researching other Canadian municipalitiesâ&#x20AC;&#x2122; pay increase practices. Its recommendation is expected by Dec. 31, however, Froese said itâ&#x20AC;&#x2122;s possible the deadline will be extended if more time is needed. Council plans to initiate a new system for automatic pay increases by January, 2014, before the next municipal elections come in the fall of that year.

City, police ‘not shrugging off’ problem

That night around 2 a.m., someone broke into all the lockers on the second and third floors. Munday said police were called immediately about the first brazen theft but they didn’t come. “Police should have sent a police dog right away,” she said. Another building had its front window smashed in. Mailboxes are being broken into and spring break saw an increase in graffiti around town. “Our back alley is used for drug deals and a bedroom. Our stairwell is used for a drug meeting place,” said Munday. During spring break, two 14-year-olds were caught stealing a vehicle from the Pyramid buildings, said MacIsaac. He caught some teens trying to break into the parkade and when he called 911, police didn’t come and he didn’t hear back from them until four hours later. MacIsaac said he has worked hard to clean up his complex, but across the street Brighton apartments is having some issues. Last Thursday, his entire neighbourhood was blocked off while police dealt with an armed shoplifter who ran from the Army and Navy store into a unit at Brighton apartments at 204 Street and 54 Avenue. That 22-year-old surrendered after three hours of negotiations. He has since been

charged with having a gun, pointing it at a loss prevention officer and other criminal offenses. Several weeks ago, residents of Rainbow Lodge organized a meeting with Langley RCMP to ask what could be done about the number of break-ins to vehicles and suspicious people hanging around in their buildings. Some expressed their frustration with police for not coming to process break-ins. At the meeting, Langley RCMP City Community Policing Sgt. Alex Bodden said police did drop the ball on that file and apologized for it. He asked that residents report every instance of crime so police can better decide to step up enforcement in the area. Langley City Mayor Peter Fassbender doesn’t believe crime is going up in the City. The crime rate is down overall, he said. But he’s been made well aware of residents’ dissatisfaction. He’s had several meetings and calls from apartment managers and residents upset with being victims of crime. “I know there are several people saying they aren’t getting timely service from the police, but I think that’s a bit of an overstatement. Having said that, we aren’t shrugging this off,” said Fassbender. He has had a meeting with one apartment property man-

ager already, who was very upset with police’s lack of reaction. “I was immediately on the phone to Langley RCMP Supt. Derek Cooke who jumped on the issue,” said Fassbender. In the case where police didn’t respond to a man’s truck being stolen in front of him, it was because they were busy arresting the two men who took it, he said. “The RCMP are trying to do the best they can. If a B&E took place but the suspect is long gone, there is no point in police rushing down there. But to the person who feels violated, that’s not good enough,” he said. “But no matter how many police we have, they can’t be everywhere.” But Fassbender doesn’t want to make excuses for the RCMP. “If people really aren’t satisfied with how police handled a crime, they need to go right to senior management and call Supt. Cooke,” said Fassbender. “Tell him, this is how you felt. Unless they know, they can’t respond.” He also welcomes ideas on how to reduce petty crime. “If people have any better ideas at the moment, I’d love to hear them,” he said. Senior Langley RCMP officers who work in the City weren’t able to respond to The Times before deadline, because they were off duty.

With the exception of Councillor Grant Ward, no one on Langley Township council seems to be happy about the state of affairs at TransLink. In a lengthy debate on TransLink and taxation at Monday night’s meeting, only Ward offered any support for the beleagured transportation agency. The debate was prompted by the latest two-cent gas tax increase, which went into effect on Sunday, and a suggestion by the Mayors’ Council that the province authorize TransLink to start collecting a vehicle tax. While Councillor Kim Richter said she doesn’t want to see TransLink get any additional money from Langley residents “until they can prove that they’re worth what Township residents are paying,” Ward disagreed. “TransLink is supposed to seek solutions and find money,” he said. “Seventy-four per cent of the revenue from the additional gas tax is coming back south of the Fraser. How can you say we

are not getting our fair share? To say we will stop paying any (extra) taxes is like cutting off your nose to spite your face.” Councillor Steve Ferguson raised the spectre that there may be no buses running from the new park and ride lot in Willoughby when it opens in conjunction with the freeway improvements. Councillor Charlie Fox noted that “the governance of TransLink is broken,” and council needs to hear from both TransLink and the Mayors’ Council about new tax proposals and proposed service improvements. Richter said she wants to know specifically how much is paid by Langley residents and what is spent by TransLink in providing service to Langley. Fox said the gas tax “Is grossly unfair,” as it forces people who have no options to pay more for gas, so that transit service is provided to other parts of the region. Mayor Jack Froese said the Mayors’ Council, made several suggestions on new tax sources because it has to come up with another $30 million to help fund

He said that without the additional tax revenue, there would be no buses running across the Fraser on the new Port Mann Bridge. “I agree we don’t get enough (service),” he said. “We are stuck with a system that is not sustainable.” Froese said that a property tax increase “is even more unfair than a vehicle levy.” Ferguson said that none of the issues surrounding TransLink will be sorted out until after the next provincial election. He also said that TransLink’s inability to enforce payment of tickets issued for not paying fares has caused members of the public to lose what little bit of confidence they had in the agency. Council agreed to invite TransLink and a representative of the Mayors’ Council to speak to it on how much the agency takes from Langley, what services it provides, its future plans and issues surrounding new taxes.

study presented to Langley Township council on Monday confirms what many people instinctively know — Langley is a community of active volunteers, and one that makes a substantial difference in the lives of others, both locally and around the world. There are more than 900 non-profit groups operating out of Langley, with about 44,000 volunteers.That is an amazing number. More than one-third of the population of the two Langleys is involved in volunteering. One of the more interesting aspects of this volunteerism is that a large number of the operating non-profits are totally volunteer-run. As such, they are what presenters Dave Stark and Douglas Dunn call “the foundation of the iceberg.” They aren’t as visible as the larger organizations that often have paid staff. However, the work they do is equally vital. They may not be able to raise $100,000 for a specific project, but through volunteer work they can make someone’s life better. It might be organizing the planting of trees to commemorate Canada’s fallen soldiers in Afghanistan, as two Langley teens have done. It might be raising money for a community theatre, as Langley’s Rotary club members are doing. Or it could be simply giving someone a ride to and from the cancer clinic. All this volunteer work has a big impact on society, in both economic and non-economic ways. Dunn told council that the actual economic value of the non-profit sector is almost eight per cent of Canada’s Gross Domestic Product, and it is quite likely higher than that in Langley. For an economic sector that large, non-profits get very little attention from governments or many other sectors of society. In fact, governments have steadily been cutting back on grants and other assistance to charities. From a non-economic perspective, the work of non-profits and volunteers does a tremendous amount to make Langley (and Canada) better places. People are helped to live better lives, and in many cases they are encouraged to live their lives to a much fuller potential than they had dreamed was possible. Abbotsford is known as “Canada’s most generous city,”as it has had the largest charitable donations, per capita, across the country for nine years. Langley may one day be known as “Canada’s volunteer capital,” because people here love to give their time.

fter Jack Layton died, everyone knew that whoever replaced him as NDP leader would have giant shoes to fill. Layton’s talent for uniting the party and reaching out to people across the country made him a sort of folk legend, even before cancer stole him at age 61. Newly-selected NDP leader Thomas Mulcair, the 57-year-old Quebecker who helped Layton transform the party from a virtual non-entity in that province to a substantial force, taking 58 of 75 seats in last year’s election, is clearly a leader of some repute. What is also clear is he doesn’t have the charisma Layton had, and developed, as the orange crush flattened the Liberal red machine to become the official Opposition to Stephen Harper’s Conservative majority in May 2011. Mulcair has been a virtual unknown on the West Coast — unlike Layton — for all except diehard politics watchers. But does a leader known for being prickly have to be the second coming of Layton to win the hearts and minds of people west of Thunder Bay? Harper has shown that a leader can come across to many as cold and calculating, yet still win a majority in parliament. Let’s remember that even under Layton, the NDP won just 15 of 77 seats in the west, including 12 in B.C. To win over non-NDP voters, it’ll take more than criss-crossing the country connecting with people, as Layton famously did — he visited the Island more often than might be expected for a Toronto MP. Mulcair will be put under the microscope about everything from his policies to his personality, by his supporters and critics alike, in the three years leading to the next election. In that time, he must prove he is his own person, a leader who stands on his own feet. April 9 is anniversary of Vimy Ridge Editor: April 9 marks the 95th anniversary of the Battle of Vimy Ridge. After failed attempts by both British and French forces, a corps of brave and determined Canadian soldiers captured this strategic ridge in France, which was of great importance to the German defence. Despite the terrible price in casualties, this battle marked not only a significant Allied victory, but also the first time Canadians had fought as an independent force, and not as part of the British Army. Along with other achievements during the First World War, the Battle of Vimy Ridge helped establish Canada as a key player on the world stage, earning our country a separate signature on the Versailles Peace Treaty which ended the war. As a member of The War

Amps Operation Legacy, a group of committed young people who are dedicated to preserving Canada’s military heritage, I would like to highlight this significant anniversary of a battle considered by many to mark Canada’s birth as a nation. A tribute to uncle Stan Editor: In March, 2011 I found out about my great uncle Stanley, who died very young at Vimy Ridge. I wrote this poem about him and would like honour him and all the fallen soldiers who unselfishly gave their lives. My great uncle Stan is listed on the cenotaph at the Murrayville Cemetery and when I went to see it, I was overwhelmed with grief. This poem flowed from my heart.

houses for affordable housing for TWU’s mysterious and imposing “university district.” The TWU proposal includes the development of 23.4 acres of the ALR in three properties across Glover Road from the current TWU campus (Trinity University ALR subdivision passes hurdle, The Times, Feb. 14). As noted by others, removing land from the ALR for private financial gain will set a precedent. If these developments proceed, it is only fair that every other farmer in Langley with a sizeable chunk of land in the ALR be given the

opportunity to develop a residential subdivision or some nebulous private commercial venture of the same size. Although farmers may initially, rightfully and commendably, reject such temptations, we can assume that at some point they will relent or new owners will gleefully accept. At that point there will be no shortage of suits and legal professionals to assist them. The ALR will have failed and the landscape and ecology will be permanently degraded. Worker went above and beyond duties Editor: I just wanted to express my gratitude and say thank you to a gentleman, Rod Kuhn, who went above and beyond his workday duties. My son Mark Dreger died three years ago in a car accident, when his vehicle hit a telephone pole. We go to the pole on a regular basis, as it is our memorial spot. Mark has lots of friends who drop by the pole, leave messages there and remember his smiling face. Mr. Kuhn was asked to clean the memorial stuff off the pole, but before he did this, he took the time to find Mark’s family and let us know that the pole was being cleaned. Thank you, Rod. There’s money for trails but none for Aldergrove Lake Editor: It makes me furious when I read of the equestrian trails being considered for Campbell Valley and

Aldergrove Lake. Aldergrove Lake was closed with little opposition. The reason given

was that there was no money in the budget to rebuild it and that was that. Now it seems that

almost a million dollars over two years is being considered for equestrian trails, which is surely an elitist sport.

Dennis Towsend (Letters, March 27) cites five per cent as the number of people who own horses, but

I can’t tell you how many wonderful days we and many, many others spent enjoying swimming, playing, building sand castles, having hot dogs and popsicles, and in the evening — picnics and barbecues. Any trails built at Aldergrove Lake should be available for walking, jogging, and bike riding. Harvey letter was ‘all ideas and no facts’ Editor: I am writing in regards to Mike Harvey’s letter (The Times, March 20) headlined “Forget amalgamating two Langleys — let’s join Surrey.” As far as the suggestion of Langley becoming part of Surrey, where are the facts? This letter is simply full of ideas and thoughts and has no facts to back it up. It begs the question of whether or not any of his supporting points are true. Guinness attempt to raise funds for Pos-Abilities Society MIRANDA GATHERCOLE Times Reporter

There have been many Guinness World Record breaking attempts in Langley, but none quite like this. Danny Halmo of Category 5 Productions is attempting to beat several Guinness World Records at once, using electric bikes to raise money for the Langley Pos-Abilites Society. This July he is hosting the Langley TwoFour electric vehicle world record challenge — a 24 hour electric vehicle relay and parade held in the Langley Events Centre parking lot. In the event, teams of six will collect pledges and take turns doing laps on a

electric bike for 24 hours, with vehicles provided by Shoppers Home Care in Burnaby. The first record Halmo intends to set is the “Relay of Pos-Abilites” 24 hour distance record on an electric wheelchair, for which there is no current record held. He also hopes to “smash” the world record for most vehicles in an electric vehicle parade, which currently sits at 216, and break the record for the oldest rider in an electric vehicle parade. All donations raised will go to the Langley Pos-Abilities Society, a non-profit group that provides new and reconditioned electric wheelchairs and mobility scooters for those who cannot afford them. “The purpose is to raise awareness and

This, too, will raise money for the PosAbilities Society. This Canada-wide venture is similar to another endeavor Halmo took on last summer when he rode across the country on an e-bike to raise donations for food banks across the country (see “B.C. or Bust,” http:// www.langleytimes.com/news/132961853. html). Suspect in shoplifting case remains behind bars MONIQUE TAMMINGA Times Reporter

A man suspected of being an armed shoplifter, who shut down a portion of Langley City for hours on Thursday (March 29), remains behind bars after having his first court appearance on a number of criminal charges. Jesse Moore, a 22-year-old from Langley, has been charged with theft under $5,000, assault with a weapon, carrying a concealed weapon and possessing a weapon for a dangerous purpose. Moore remains in custody pending his next court appearance on April 11. On March 29, in the late afternoon, Langley RCMP were called to the Army and Navy after a suspected shoplifter pointed a firearm at the store’s loss preven-

Metro Vancouver wants the province to make furniture retailers add a recycling fee to the price of each mattress or couch they sell. Local cities say a fee at the point of purchase is needed to battle the illegal dumping of mattresses since the regional district banned them from landfills and started charging a $20 fee to recycle the ones that arrive at transfer stations for disposal. Burnaby Mayor Derek Corrigan blames Metro staff for putting the ban and disposal fee in place in January of 2011 without giving enough thought to the

unintended consequences. He said residents who need to get rid of old mattresses dump them to avoid paying the $20 and cities end up paying their crews to clean up the mess. “The reality is they’re going to dump it in laneways and ravines and anywhere they can,” said Corrigan, who raised the issue at a meeting of Metro’s Zero Waste committee Wednesday. “You’ve just cost us a whole bunch of money,” he told Metro managers, adding Burnaby also has to pay a recycling fee for each recovered mattress city crews take to recyclers. “It’s not chump change.” It’s a similar story in Surrey, where city officials say illegal

Gas prices are going up this week as TransLink initiates tax hikes at the pumps. Prices in this region were also driven higher after a fire in February knocked a refinery out of service at Cherry Point in Washington State service. It’s expected to resume operations this month. Metro Vancouver motorists are now paying an extra two cents per litre to TransLink every time they fill up. The TransLink tax increase from 15 to 17 cents a litre took effect April 1 and prices immediately ticked up. The hike will generate $40 million a year and is dedicated to covering TransLink’s $400-million capital contribution to the $1.4-billion Evergreen SkyTrain line to Port Moody and Coquitlam. According to the price-tracking website gasbuddy.com, Metro Vancouver prices were averaging $1.437 per litre by Monday, up more than a cent from Friday. But prices have moved much more due to other factors in recent weeks. Prices have climbed sharply since early February, when Metro Vancouver drivers were paying an average of $1.25 per litre, reaching a recent high of $1.44 on March 28 before easing late last week to about $1.425. Gasbuddy co-founder Dustin Coupal said the tax increase appears to cement Vancouver’s status as having the highest gas prices in Canada, slightly above some east coast cities. Coupal doesn’t expect any relief for motorists this spring. Many refineries are either undergoing maintenance shutdowns or switching from winter to summer gas blends, he said, so there’s less supply right now and more potential for prices to shoot higher yet due to market forces. On top of that, gas prices normally rise in spring as more drivers take to the road. “We’re heading into a high gas price season with high prices to start with,” Coupal said.“So it’s likely prices are going higher yet.”

Calling all curvy women. LUCY Clothing and Forever Yours Lingerie are searching for beautiful, confident plus size models for their new online stores launching this fall. Specializing in plus size clothing in hard to find sizes, LUCY Clothing needs real models that wear real sizes, says Sonya Perkins, owner of both LUCY Clothing and Forever Yours Lingerie. “Unfortunately with a lot of the vendors we deal with we don’t get photos.You buy from a line sheet or you buy from a show so you see a product in person but they don’t actually have pictures of it. And if they do, especially for this store, LUCY, they don’t have pictures of plus size models,” Perkins said. “How can you sell a plus item if it is on a size 2 girl? It just doesn’t translate. And the problem that we’ve had for the most part with the traditional modeling agencies is that the traditional plus size model right now is between a size 8 and 12.The clothes we carry start generally at a size 14, plus. It just wouldn’t work.” Perkins first opened the doors of Forever Yours Lingerie 16 years ago in a 600 square foot building on the one-way stretch of Fraser Highway. Frustrated with her personal quest for nice lingerie in larger sizes for her own wedding, Perkins became inspired to create a

hunt for models for both of her stores. Although entrants for LUCY Clothing must be a size 14 and up, those entering the contest for Forever Yours Lingerie can range from small to large sizes to reflect the diversity of products carried there. “We want to promote the every woman so that you look at a picture and you can see yourself wearing that,” Perkins said. “You’ve got a lot of products that don’t come with pictures or they come with pictures that are a very unattainable look. We just want to bring it down to earth and make it attainable for people who are looking for products where they can see themselves in it.” Models interested in entering the contest must be 18 years of age or over (there’s no cap on age), size 14 to 24 for LUCY Clothing or sizes ranging from petite to plus for Forever Yours Lingerie, must be able to travel to Langley once per week, be between 5-foot-6 and 6-foot-0 and be able to cover up any tattoos or piercings. Winners of the contest will receive a $500 LUCY Clothing or Forever Yours Lingerie wardrobe, a three month paid contract with possible renewal, participation in a national print and web campaign and a staff discount for the duration of the contract. “We’re looking for confidence, personality, beautiful curves and a beautiful face. Really just the every woman,” Perkins said. “We’re looking for women that

It was all the granny gowns and the big full foundations and nothing really sexy and pretty. And I thought there’s got to be something out there that’s in those sizes that’s just not mainstream. So I started doing some research and jumped into it a year later,” Perkins explained. Still located on the one-way portion of Fraser Highway, today Perkins shop boasts 6,000 square feet and now carries all hard to find styles and sizes ranging from small to 4X and bras from a B cup to a K cup. In 2007 she expanded to a plus size clothing store, {LUCY} — Love. Uniquely. Curvy.You Clothing, located just up the street from Forever Yours Lingerie. “It’s something I love to do. It’s just that feeling of putting a woman into something and to see her feeling happy and feeling great about herself,” Perkins said. “A lot of women come in with an attitude that they’re not going to find anything, and then they find something that is fabulous, not something that they are just settling for because it is the closest things that fits. It’s amazing the difference in a person’s attitude when they get something that they love and that makes them feel good. I love that.” Perkins is currently on the

How to plan for retirement A number of Canadians aged 54 and under will be affected by changes to Old Age Security (OAS) announced in the Federal Budget. In 10 years the age for OAS eligibility will rise from 65 to 67. OAS benefits are currently paid to Canadians aged 65 and over; individuals can receive up to a maximum of nearly $6,500 per year based on meeting residency requirements. According to a report by Harris Decima commissioned by the BMO Retirement Institute, 32 per cent of Canadians aged 25-54 will rely on OAS, the Canadian Pension Plan (CPP) and the Quebec Pension Plan (QPP) as their primary source of retirement income. Tina Di Vito, Head of the BMO Retirement Institute, advises Canadians to adopt a long-term approach to saving for retirement and understand the right tax strategies to maximize old age security benefits. Establishing monthly savings goals will help get you on the right track, as will setting up automatic withdrawals from your paycheque into an RRSP. • Budget accordingly: When planning for retirement, making and following a budget is fundamental. Develop a personal budget to understand how much money you’re expecting will come in and what portion of this you intend to spend or save. It is important to review it regularly and make adjustments where necessary. • Pay off debt: Saving for

retirement is important, but so is paying off debt. Make it a priority to pay off your mortgage and high interest debt sooner. • Take advantage: Take full advantage of your workplace pension plan, including any employee matching programs offered, and auto features such as automatic enrolment and auto-escalation. • Choose investments that meet your needs: For investors who prefer to take a less active role in investing, target date products such as BMO LifeStage Class Funds allow investors to select the fund that best matches their retirement target date and watch their investments automatically evolve. Each Fund shifts its asset mix on an annual basis so that the percentage of equity investments in the fund decreases as it approaches its target end date. The Funds are intended to provide growth in the early stages and to become progressively more conservative over time. • Financial plan: Working with a financial professional to ensure that you have a plan that takes into consideration your short- and long-term goals — including a retirement component — is imperative.

Close to 300 competitors were on hand at the Christy Fraser Memorial Invitational over the weekend at the Langley Events Centre. There will be local representation when Team B.C. hosts the Western Canadian gymnastics championships at the Langley Events Centre in early May. Six athletes from the Langley Gymnastics Foundation as well as three from Langley who train at club’s outside of the community, have qualified to represent Team B.C. Victor Blaine, Kevin Naismith and Tyler Welch will compete in the men’s artistic gymnastics portion of the competition, while Kylie Macklin,Amanda Neidig and Shayla Ogloff will compete in the women’s artistic gymnastics division. All six train with LGF. In addition, Cathy Zhong and Angel Zhong — who both train with Coquitlam’s Omega Gymnastics Academy and Kyle MachibrodaAmes of Abbotsford’s Twisters Gymnastics Club, were also named to the team. Altogether, 62 athletes earned spots on the squad. The athletes will compete from May 3-5 and were named to the team following trials held at the Twisters Invitational in Abbotsford from March 22-24. The Western Canadian championships serve to identify future high performance athletes and prepare them for competitions such as the national championships, the Western Canada Summer Games and the Canada Winter Games.

Williams joins Thunder staff A familiar face has joined the coaching staff for the Langley Thunder. Ryan Williams is joining the senior A lacrosse team as an assistant coach for the 2012 Western Lacrosse Association season. The Thunder are the defending WLA champions. “Ryan has always been willing to help the Thunder in any way he can,” noted Rob Buchan, the team’s governor. “He has been extremely loyal to our team over the many lean years and has proven that he is committed to do whatever it takes to help us improve. “Ryan has a great lacrosse IQ and is very skilled with his assessment of player tendencies and we look forward to working with him much more in the future.” Williams, a goaltender, played for the organization from 2003 to 2007. He served as an assistant coach in 2008, assistant general manager in 2009 and as a scout for the past two years. As a player, Williams is remembered for his combative style and staunchly defending his teammates. His coaching experience includes helping Coquitlam’s junior A side win their first ever Minto Cup in 2010. He did so as an assistant to Rod Jensen, who is now the head coach of the Thunder. Williams has also coached box and field

lacrosse and in 2003 was bestowed the WLA Maitland Award for his

Players, coaches and volunteers were honoured on Friday night as the Langley United Youth Soccer Association handed out their awards for the past soccer season. The presentation took place March 30 at the Township of Langleyâ&#x20AC;&#x2122;s Fraser River Presentation Theatre. â&#x20AC;&#x153;Langley Unitedâ&#x20AC;&#x2122;s awards night is a time to celebrate the past season and itâ&#x20AC;&#x2122;s always great to see our people get the recognition they deserve,â&#x20AC;? said Langley United president Betty Boucas. Among the major awards, Nate Turner was selected U21 player of the year. The award-winner is nominated by his peers. Turner began with LUYSA as a six-yearold and played all of his youth soccer in Langley. He now plays for the Trinity Western Spartans menâ&#x20AC;&#x2122;s soccer team and Langley Unitedâ&#x20AC;&#x2122;s U21 squad. He led the U21 team in goal scoring. Another major award winner was Paul Marshall, who was selected grassroots coach of the year. Marshall is implementing a development program within LUYSA. â&#x20AC;&#x153;(Paul) is a coach who looks the part, walks the walk and is able to get the best out of the children,â&#x20AC;? said Mark Parker, technical director for Langley United. Other winners included: Emma Coyle won the most promising youth referee trophy (LUYSA Perpetual Award), which is awarded to the individual who displays punctuality, reliability and leadership qualities. Nic De Biasio won the David Rayner Memorial Trophy, which is given to the Gold or lower U17 players who demonstrates soccer as fun and also promotes sportsmanship.

While the weather the past few weeks may be misleading, baseball season really is ready to go. The Langley Blaze kick off defence of their 2011 provincial championship banner with a home doubleheader against the North Shore Twins on Saturday (April 7) at McLeod Park to start the 2012 B.C. Premier (U18) Baseball League season. The games go at noon and 2:30 p.m. â&#x20AC;&#x153;We are quite young this year, but we have some talent,â&#x20AC;? said coach Jamie Bodaly. â&#x20AC;&#x153;We are not as strong or as deep as yearsâ&#x20AC;&#x2122; past, but I think by the end of the year, we should be among the top three. â&#x20AC;&#x153;I still think we have a good chance of winning it.â&#x20AC;? ball season kicks off While the majority of the Blaze roster is younger, that does not mean they do not know how to win. Those returning with the Premier team were part of a team which went 25-23 — after having to forfeit a dozen wins because the use of ineligible players — but rebounded to capture the provincial banner. And the players who graduated from the Junior (U16) Blaze program were part of a team which was an impressive 41-7 to capture the regular season crown. They team lost in the provincial championship final. “It is good they have that experience, now we just have to teach them the (Premier) game a little bit,” Bodaly said. “They have the talent, but it is a different game going up a higher level; the game is a lot quicker.”

Easter skate

A public skate with the Easter Bunny, as well as some other family-friendly activities will be taking place on Saturday as the Langley Events Centre hosts Easter Skate 2012. The public skate with the Easter Bunny is from 9 a.m. to noon. There will also be three separate Easter egg hunts, both on and off the ice. The first goes from 9:45 a.m. to 10:45 a.m. and is for kids five and under. The second is for kids ages six to nine and is from 10:30 a.m. to 11 a.m. The final one is from 11:30 a.m. to noon and is for kids ages 10 to 12. There will also be other activities such as crafts, bouncy castles and more. Cost is $5 per person and $15 per family (four people with a minimum of one adult). The cost includes admission, skate and helmet rental, although there are a limited number of helmets.

The Blaze pitching staff will by led by a pair of right-handers, Habeck, an import from Winnipeg, and Geerts. Geerts pitched last season with Langley, going 3-4 with a 2.20 earned run average and 58 strikeouts in 35 innings. Other pitchers expected to be counted on include Mitchell Kennedy (14-1, 0.97 ERA, 61 strikeouts in 94 innings), Liam Stroud (10-0, 1.49 ERA, 99 strikeouts in 70

innings) and Aston Mantle (7-3, 1.19 ERA, 82 strikeouts in 58 innings). All three played for the Jr. Blaze in 2011. Offensively, Cratty and Germaine will be counted upon for their bats as will Tyler O’Neill. Germaine led the team with 27 RBIs and hit .321 while Cratty batted .329 and 15 RBIs. O’Neill, who is recovering from hernia surgery, but should be back soon, hit .348 with 37 RBIs

for the Jr. Blaze. The Jr. Blaze will also provide plenty more offence. Nick Rutckyj won the BCJPBL triple crown, leading the league with a .402 average, while bashing a pair of home runs and driving in 38 runs. Kokotailo (.383, 38 RBIs), Greg Rogers (.339, 10 RBIs), Michael Dagg (.328, 21 RBIs)and Mitchell Robinson (.398, 23 RBIs) will also be counted on to fuel the offence.

BEWARE OF TRANSFERRING FUNDS INTO JOINT ACCOUNT Many seniors look to their adult children for help in managing their financial affairs. Some feel an easy way is to transfer their money into a joint bank account with an adult child so both can make deposits and withdrawals. Very often a lawyer isn’t even consulted. But this arrangement can give rise to significant heartache and legal problems. With a joint account, ownership of the account flows to the survivor when one account holder dies. This can lead to unfairness if a parent has several children but only one of them receives the proceeds of a joint bank account. The issue becomes whether the parent intended to give the money in the account to that adult child or intended that the funds be held in trust for the parent’s estate and shared equally amongst all the children? In the past, although decisions varied, courts typically approached the issue by presuming that if money was held in a joint account owned by parent and child, the parent intended to give that money to the child. This “presumption of advancement” has often been criticized as hopelessly out of date. In two recent Supreme Court of Canada decisions, the court ruled that the presumption no longer applies in the circumstances described above. Justice Rothstein reasoned: “It is common nowadays for ageing parents to transfer their assets into joint accounts with their adult children in order to have that child assist them in managing their financial affairs. There should therefore be a rebuttable presumption that the adult child is holding the property in trust for the ageing parent to facilitate the free and efficient management of that parent’s affairs.” The Court further ruled that even disabled adult children who remain financially dependent on their parents can’t benefit from the presumption of advancement. The court felt that

determining which adult is “dependent” enough to justify applying the presumption would create too much uncertainty. Money in a joint account can still go to the surviving account holder if there’s proof the parent intended to gift that money. In one of the Supreme Court of Canada cases, an ageing father had placed the bulk of his assets in joint accounts with his eldest daughter, Paula, to help her family financially. Unlike her financially secure siblings, Paula worked at various low-paying jobs and took care of her quadriplegic husband, Michael. In his will, Paula’s father left specific bequests to Paula, Michael and her children, and the balance of the estate was to be divided equally between Paula and Michael. After he died, Paula and Michael divorced. Michael claimed that Paula held the nearly $1 million in the joint accounts in trust for the benefit of her father’s estate, and consequently the assets should be distributed according to his will (i.e. split equally between Michael and Paula). But the Court decided otherwise, saying that there was plenty of evidence to show that the father actually intended to give his daughter the money in the bank accounts. Transferring a home or bank account into joint names with an adult child might seem like a convenient way for an ageing parent to handle their financial affairs. But unless a lawyer is consulted, and the arrangement and your intentions are properly documented, a bitter and expensive lawsuit can result. Your lawyer can also offer other estate planning suggestions so that your testamentary wishes are carried out in the most tax effective way possible.
