Enforcement streamlined for natural resource acts The Natural Resource Compliance Act, introduced in fall 2011, is now in effect, making it easier for compliance and enforcement officers to hold offenders accountable for violating natural resource legislation. The act establishes a new designation — natural resource officer — and authorizes ministry personnel to enforce a broader range of legislation across the natural resource sector. Compliance and enforcement officers can enforce only those acts that they are specifically designated to uphold, but now there is a single, streamlined process for making those designations. Implementing this single-designation process means staff will be able to take action more quickly and efficiently to deal with violations that span more than one natural resource act. A single natural resource officer can now respond to such incidents, instead of the three or four staff that may have been required previously.
Officials from other areas of government, such as BC Parks staff, will also be able to assist in enforcing Ministry of Forests, Lands and Natural Resource Operations legislation, resulting in better on-the-ground coverage. C o n c u r r e n t l y, amendments have been made to the Special Accounts Appropriation and Control Act, and the environmental remediation sub-account. These changes make
it easier for ministry staff to allocate funding for complex investigations or cover environmental remediation costs for infractions in the natural resource sector. The Natural Resource Compliance Act applies to identified acts in the natural resource sector, such as the Forest and Range Practices Act, the Forest Act, the Wildfire Act, the Wildlife Act, the Park Act and the Water Act. More than just loans to help students get skills Each year, thousands of British Columbia students enrol in classes at post-secondary institutions all over the province with programs ranging from trades and technology training to bio-medical engineering and research. To help pay for their education, many will choose to access some form of financial assistance: scholarships, bursaries, help from family or parents, or a government-sponsored student loan. In addition to paying the interest on students’ loans until they’ve finished school, taxpayers also help through the province’s loanreduction and loan-forgiveness programs.
These two programs are designed to help students who finish their studies by reducing or forgiving their loans and making it easier for graduates to get out of debt faster. The loan-reduction program offers a financial incentive for students to complete their studies, with reductions automatically applied to their loans. Last year, approximately 21,000 B.C. students were able to benefit from $38.5 million in loan reductions. These benefits multiply when students choose in-demand, skilled professions, such as nurse, nurse practitioner, midwife or occupational therapist, and agree to

Book supports health foundation The history of the province's forest industry and the impact Ainsworth Lumber had on building the 100 Mile economy in its formative years has been chronicled in a book now being offered as a fundraiser. The South Cariboo Health Foundation (SCHF) is offering Paul Luft’s book, One Day At A Time - The Story of Ainsworth Lumber, as part of its 2012 fundraising campaign for hospital equipment. The glossy, hardcover book offers a unique opportunity to have an informative, historical keepsake, including many black-and-white and colour photographs,
while also helping a worthy cause. Books will be available at the SCHF’s Pointing the Way fundraising kickoff event at Save-OnFoods on April 7 from 10 a.m. to 3 p.m. They are also available at Higher Ground Natural Foods, CIBC, South Cariboo Visitor Centre, the 108 Mile Supermarket and the Showcase Gallery Cafe, while supplies last. Author Paul Luft of 108 Mile Ranch says he was commissioned to write the book two or three years ago by company founder David Ainsworth, now in his eighties. The book was for Ainsworth
employees, their families and company clients. SCHF spokesperson M-J Cousins says David and Susan Ainsworth are generously donating the remaining books to help the foundation reach its campaign goal of

Thirty years in business is remarkable and for local business owners Al and April Roberts of A&B Video, at 270 C Birch Ave., it’s also been a fun time. “We opened in 1982; ironically on April 1,” says Al Roberts. “We consider ourselves the oldest small business [in 100 Mile House] as original owners.” Now, they are serving their original customers’ children and grandchildren, he says, adding they are proud of their small-town flavour. Holding their 30th anniversary party at A&B Video on March 31, Roberts notes the room was packed all the time. The response from customers was overwhelming and heart-warming with lots of hugs, he adds. During the celebration day, two of A&B Video customers’ children made draws for prizes.
“It’s amazing how it works. I understand the young man who won the TV just took his old one to the dump three days prior.” Prize winners included Chris Higgins, 40-inch large screen TV; Tawny Taylor, Bluray Surround Sound System; and Sandra Zelinsky, X-Box 360. “When we opened, we had video rentals for $3.50, which we advertised as our 30th anniversary special. We’ve had such great response we are keeping our new release DVDs at $3.50, taxes included.”

On average, every hour of every day at least one child in British Columbia is poisoned. The most common “poisons” affecting children are pain and fever medicine, plants and cleaners. Many poisonings in children occur just before lunch or dinner when children are hungry and often least supervised. In some cases, parents assume that children can’t open “child-proof” caps when, in fact, caps on pill bottles are actually “child-resistant” and children can open them with enough time. In B.C., poisoning ranks third among the top 10 causes of death from injury, which also include suicide, motor-vehicle crashes, homicide, falls, drowning, and fires. It has been estimated that unintentional poisonings cost British Columbians $216 million annually in both direct and indirect costs. Poison Awareness and First Aid pamphlets are now available in Chinese, English, French, Korean, Persian, Punjabi, Spanish and Vietnamese. Other materials available to promote awareness include the Plant Awareness pamphlet, a series of informative posters, and phone stickers and magnets with numbers for the Poison Control Centre’s hotline. Materials are free of charge for B.C. residents and can be obtained from www. dpic.org, by e-mailing info@dpic.ca, or by calling 604-707-2789, extension 3.
