A team of Nanaimo residents determined to protect western portions of Linley Valley are pushing to drop 10,000 signatures on the mayor’s desk. Team Linley Valley West held its first public meeting Wednesday at the Kin Hut in Departure Bay. Joanne Jonas-McRae, spokeswoman for the team, said the response exceeded expectations. “It was our first public meeting so we weren’t too sure what to expect, but the place was packed and we had a very positive discussion,” said Jonas-McRae. “A lot of people came out to show their support and provide information.” She said the team has worked diligently to explore funding possibilities to purchase some of the valley’s land parcels after Nanaimo council flip-flopped on its own commitment to seek funding. In late February, council passed a motion 8-1 to explore funding mechanisms to possibly purchase the parcels, which have an assessed value of more than $6 million. Two weeks later, council reconsidered that motion, which subsequently failed with a 7-2 vote. Jonas-McRae called that move negative and disappointing. Linley Valley West is 162 hectares of marshland, coastal Douglas fir forest, beaver ponds, wetlands, rock bluffs and wildlife habitat, with much of it enjoyed by hikers, bird watchers, mountain bikers and runners. It is divided into five privately owned parcels with the majority zoned for residential development. Council, after its flip-flop, said Linley Valley West is not a priority for parkland preservation and that it has always been slated for development. ◆ See ‘GROUP’ /4

New food-buying club offers organic option

Upgrades in works for city’s Italian Fountain A downtown landmark donated by Nanaimo’s Italian community 50 years ago will get a facelift. The Italian Fountain, located on Terminal Avenue by the Port Place Mall and Nanaimo Casino, was completed in 1961 and given to the City of Nanaimo to recognize the province’s 100th anniversary. As downtown revitalization occurs around the fountain – Port Place is undergoing a massive renovation, the casino is expected to be revamped and the Vancouver Island Conference Centre opened a few years ago – little updating has been done to the fountain itself. As a result, it’s become a place where drug paraphernalia is discarded and there’s an increasing number of complaints from the RCMP, nearby merchants and parks staff. “Improvements will be made over the course of this year as it’s really getting quite dilapidated,” said Coun. Diana Johnstone. “It’s been a landmark for some time, so we’ll work with [Port Place owner] First Capital to make those improvements. First Capital has indicated it wishes the fountain to remain because it has been a landmark and a gift from the Italian community.” Improvements will include updating the fountain structure, as well as mechanical and electrical components, and improving the green space to add esthetics and reduce places where crime can occur. A design draft plan is expected to go before the Parks, Recreation and Culture Commission this month, and the city will work with stakeholders to seek funding. Mansfield Park, located in the city’s hospital district, will also get an update. Public consultation will take place beginning in September and, if approved, improvements will be carried out in spring 2013.

he end of every month is like Christmas for more than 35 Nanaimo households when they open their totes brimming with bright orange carrots, sweet bell peppers, pungent herbs, and juicy red tomatoes – all sourced from organic suppliers. Tanis Laird started the Nanaimo Organic Food Buying Club in January and has sourced and assembled two months of orders to date – all with rave reviews from appreciative members. “I felt strongly about making good quality organic food available to lower and middle income local families,” she said. Club members pay $40 for a share of a monthly bulk order bought from a certified organic distributor in Vancouver. Along with the health and taste benefits of quality pesticide-free organic produce, members save up to 85 per cent on store prices for some items. Another plus is that each tote has

the same produce items, ensuring there is no waste and dollars are spent as wisely as possible. Laird and her husband, Joe Leger, spend about 100 unpaid hours a month putting together the club’s order, collecting the products and doing the accounting. They’re now working to add local organic suppliers to their database and last month offered organic wheat grown and milled by Sloping Hill Farm in Qualicum Beach. “Our local farmers have it hard when it comes to making a living. Naturally you have to build trust and develop a lasting relationship but more local products will be added to monthly orders along with the opportunity to request dry goods such as organic beans and pasta,” Laird said. Debates continue about whether the health benefits of organic products outweigh non-organic. But for aficionados, there’s no disputing food prepared with organic products tastes better and leads to a healthier diet. The Nanaimo Organic Food Buying Club is open to new members. Effort starts to relocate, replace Lantzville cenotaph

A project is getting underway to look at replacing and relocating the cenotaph in Lantzville.

A search is underway to find a new location for Lantzville’s war memorial cenotaph. The cenotaph’s location, behind the Royal Canadian Legion Branch 257, near Lantzville School Road, has proved difficult to accommodate growing crowds at Remembrance Day ceremonies. Roy Cardinal, Branch 257 president, said not only is the cenotaph’s location unsuitable, but its design and construction is not in

accordance with traditional cenotaphs. With ‘Royal Canadian Legion’ engraved on it, Cardinal said the cenotaph doesn’t properly honour Canada’s war dead nor Canadian veterans. “We would like something similar to the cenotaph in downtown Nanaimo. There are Canadian Forces members who have served in a number of roles, including peacekeeping, and we feel a cenotaph should reflect that,” he said. “It’s also on the legion’s private property and we would like to see it belong to the community.” A committee, involving Branch 257, the District of Lantzville and Snaw-Naw-As First Nation, is looking for a new location, but Lantzville Mayor Jack de Jong said the

process is in the early stages. “Huddlestone Park has been discussed, but it’s just one site option,” he said. “We’ve involved the Lantzville Historical Society for some input. We want this to be a community project.” The scheduled date for completion of a new cenotaph is Nov. 11, 2013. “That’s a realistic objective,” said de Jong. “I believe there is some funding available through Veterans Affairs that has to be applied for. The legion members are putting a lot of effort into this and we would like to see it happen as soon as possible.” The cenotaph has been at its current location for more than 50 years. news@nanaimobulletin.com

A new five-year co-management agreement between the Port Theatre Society and the City of Nanaimo will put the burden of the theatre’s increasing maintenance costs on the city, while the society can focus on streamlining programs and selling more tickets. The agreement, approved unanimously by council Monday, will see operations savings for the theatre of about $26,000. Energy efficiencies will save about $11,000, with the balance coming from city-incurred building maintenance responsibilities. The previous ag reement

expired at the end of November. There will also be a $15,000 increase in the society’s management fee, which will allow it to maintain its service level. “It’s an economy of scales,” said Bruce Halliday, general manager of the Port Theatre Society. “With HVAC contracts, the city already has those contracts so it won’t cost the city as much as it does for us. Same with snow removal. They already do it so we don’t have to worry about it. “Everything is evolutionary. This certainly is the perfect timing for it for both sides to ensure both the facility is operational long-term and that the society is in a position to continue managing.” In 2011, the society filed an operating deficit of $114,000 largely due to to reduced ticket sales and theatre rentals. As a result, the theatre will reduce the number of events it will

promote to decrease operating expenses and take the pressure off ticket sales. About 91,000 patrons attended 225 events in 2011, resulting in $1.59 million in ticket sales. In January, council allowed a $74,500 transfer from the theatre’s capital reserves to help offset the deficit. The Society also asked for $90,000 in operating funding relief, and much of that will come from improved infrastructure efficiencies that will lead to savings. “The city already has facility managers,” said Halliday. “We aren’t facility managers. We’re a not-for-profit arts organization, so our focus is on presenting artistic performances.” Under the new contract, the city also expects to reduce its capital contribution to the theatre from $100,000 to $75,000 starting in 2013, and reallocate the $25,000 to the Parks, Recreation and Culture Commission

Public transportation took a front seat at the Vancouver Island Conference Centre this week at B.C. Transit’s annual conference. More than 160 delegates from 81 transit systems around the province attended workshops on fleet management, increasing revenue streams, labour relations and safety. Joe Stanhope, Regional District of Nanaimo chairman, said the four-day conference is an ideal time to discuss issues and concerns, especially since the government announced an independent review of B.C. Transit. “For transit around the province to be successful, it has to be affordable,” he said. “To be affordable, there has to be communication. We all have similar problems and this is a perfect time to get the message across. The conference is a good indication B.C. Transit is listening to our concerns.” B.C. School district keeping strike savings BY JENN McGARRIGLE THE NEWS BULLETIN

M o n e y s ave d i n teacher wages and benefits during the threeday strike last month will stay in the district, but a funding shortfall in the operating budget is still expected. The Education Ministry announced Monday it is doubling the Learning Improvement Fund, a special fund to help districts deal with complex classroom composition issues, to $60 million from $30 million next year, using the strike savings. The ministry estimates that provincewide, districts saved $37

million. The remaining $7 million will also stay in school districts to be used as school boards see fit. Phil Turin, secretary-treasurer, said the majority of Nanaimo’s strike savings – about $750,000 – will go into its Learning Improvement Fund, which will double to almost $1.5 million. The remaining savings, around $167,000, will remain in the district’s operating budget, to be carried over to next year. But Turin still expects a shortfall of about $1.6 million for next year’s budget – his prediction after the operating grant

amounts were released last month – because the Learning Improvement Fund is separate from the operating budget. “There will be a difference between revenue and expenses,” said Turin. “We’re getting less money, but the expenditures are not going down. I’ll stick with $1.6 million.” The Learning Improvement Fund is to be spent on: hiring additional teachers and special education assistants; providing additional teaching time; and supporting professional development and training to help teachers meet

complex needs in their classrooms. Turin said the district will put together a plan to spend the money in that special fund, which will be approved by the school board by the end of the school year. The re gular budget process is moving forward and he will deliver recommendations from staff on how to balance the budget next week. Jamie Brennan, school board chairman, said the district can only use the LIF money after trustees have approved an operating budget and staffed based on that budget. “There’s no question it’s going to be useful, but it has to be focused,” he said. “The good news is it’s going to result in more hirings of teachers and education assistants.” The bad news, Brennan added, is the district’s budget situation is expected to get much worse in the next few years, as enrolment and funding both decline. “The secretary-treasurer has been fairly blunt with me in telling me we have to get our house in order,” he said. “We’re kind of living on borrowed money.” reporter@nanaimobulletin.com

ain and hail fell as Snuneymuxw dancers performed in Diana Krall Plaza to open the last of Vancouver Island University’s Aboriginal Speaking Series, but as the dancers led the way into the Harbourfront library, the sun came out and a rainbow appeared. Douglas White III, Snuneymuxw First Nation chief, referred to the significance of the change in the weather as one of the two main speakers at the event on the Snuneymuxw treaty of 1854 and its impact on the people of Nanaimo, B.C. and Canada. “I think that meant something out there tonight. It was a demonstration of the rule of life and of rebirth, with the rainbow reaching over us as we are all gathering to do this important work and discuss our future together,� he said. More than 250 people packed into the upper floor of the Harbourfront Library to listen to speeches by White and Shawn Atleo, National Chief

of the Assembly of First Nations, on aboriginal treaty issues. Atleo, who is also the Chancellor of Vancouver Island University, was first to speak, tracing the long history of treaties in Canada, saying “we are a treaty people.� These were treaties of peace and friendship, he said. He noted the significance of 2012 in Canadian history, which marks the 200th anniversary of the War of 1812 where First Nations people showed their willingness to shed blood to defend an emerging nation. White spoke of the significance of the 1963 trial involving Snuneymuxw citizen Clifford White convicted under the B.C. Game Act for hunting deer out of season and subsequent successful appeals to the Supreme Court of Canada. “This case became the very first instance in the modern era of Canadian law where aboriginal and treaty rights were at issue,� White said. “That began a major discourse that is still unfolding today.� White’s father was Snuneymuxw chief at the time of the trial and two generations later he said decision makers still act as if there is no treaty relationship. “As leader of the Snuneymuxw, I’m reaching out to the federal and provincial

government and reaching out to the people of Nanaimo to talk, to replace those patterns of behaviour with something new and different,� he said. Key among the questions raised by the audience is what Nanaimo residents can do to support the Snuneymuxw and First Nations in B.C. and across Canada to raise awareness of outstanding treaty issues. Atleo responded that the country has the opportunity to address this as part of healing relationships. “I encourage everyone to give your recognition that you have by your presence tonight, to be a participant and encourage others to participate and support this conversation,� he said. The Aboriginal Speaking Series culminates with a May 10-11 conference – Fulfilling Treaty Promises and Living in Treaty Relationships – hosted by VIU and the Snuneymuxw First Nation. “There are number of issues that are bubbling in the community and between the City of Nanaimo and the Snuneymuxw First Nation,� said Ralph Nilson, VIU president. “It’s important in any of these kinds of dialogues that there be information, education and an opportunity for people to engage.�

Healthy habits a gift g to youth y The Canadian Society for Exercise Physiology wants children to move more and sit less, essentially, so they won’t become fat. The group wants them to grow up healthy and this past week released what it says are the first guidelines for the ‘early years’. Not surprisingly, they call for less screen time – TV, laptops, iPods and smart phones. No doubt kids today spend a lot of time staring a such screens – watching videos, playing games, browsing and texting. But many are also active – walking to and from school, playing sports, taking part in track and field, martial arts or dance. They ride bikes, run and skateboard. Still, many are overweight. The main reason isn’t so much screen time as what they put into their bodies: sugar and fat. And it’s not just pizza and pop, hamburgers, chips or cookies. So-called sport drinks can contain as much sugar as a slushee. Specialty coffees and hot chocolate are loaded with calories. We consume such products despite healthy eating programs devised and promoted by our provincial government, even though we know better. We do so out of convenience and because many items that aren’t healthy taste good. So have a little, not a lot – and not often. Buy more fruits and vegetables, whole grains and lean meats. Grow lettuce and berries in pots on your deck. Turn off the TV, the video game console, take away the iPods and cellphones. Cook and eat together, as a family, even if only once or twice a week. It’s a good habit to get into. People are busy, but they can also be lazy. Start by setting a good example for your kids, and hopefully they’ll develop the healthy habits the Canadian Society for Exercise Physiology so desires. All it takes is will. Flashing back even further than the decimation of the New Democrats in 2001, the current political reality is more reminiscent of the period leading up to the 36th B.C. general election. Following the 1996 vote, which put Mike Harcourt successor Glen Clark (no relation to Christy, despite the apparent political correlation) in the driver’s seat with a narrow majority, Clark quickly drove his party’s popularity into the ground. Regardless what was done, the party could not right the ship (the B.C. Ferries FastCat debacle, a Clark pet project, certainly didn’t help) and recover. The result was Campbell’s easy walk to victory. So here we sit again, more than a year from the fixed election date, with a government apparently in a popularity free-fall and scrambling for a parachute that actually deploys properly and brings the party to a safe, secure landing on its feet. Rather than declaring the Liberals dead while they’re still plummeting, perhaps we should wait and see if they bounce, either before or after they hit bottom. More homeless help needed To the Editor, Re: Grant supports fight against homelessness across region, April 3. I know Nanaimo residents would like to find a solution for those in our community who find themselves without a home. This was clear in the results of our recent local elections. And so, with great interest I read this article. The one-time grant of $340,000 targeted toward emergency needs during the cold, wet weather will certainly help. And I give city councillors credit for their efforts to establish permanent subsidized housing throughout our city. I wonder, however, if this is enough. The other day as I was out for a walk I noticed big signs on the corner of Bowen and Labieux roads offering the area for redevelopment. No doubt this is a good

location for some commercial enterprise and the two small existing houses look like they are beyond being rescued. They are likely no longer profitable for whoever owns them. But I wonder what will happen to the people who live there. Will they be able to find affordable housing anywhere else? Or will they become homeless? I can remember a time when our governments set aside areas within new residential developments for subsidized housing. My husband and I had friends who lived for a time in one of these. They had two young sons and really struggled to make ends meet. But, with a secure home, they were able to look after their family and get some training. In the beginning they paid little rent, but as their incomes increased their rent

went up accordingly. Today they are both successful professionals and their children are happily married. I am sure the outcome would have been quite different without this initial support. So, to answer my question, I do not think that one-time grants and a few special initiatives are enough. I believe our governments need to take action.

It is time for them to set criteria for new housing developments that would require a small percentage to be set aside and developed for subsidized housing. Of course this would have to be monitored and builders (who could be making bigger, and more expensive buildings) would need some kind of compensation. And rent would need to be subsidized in an ongoing fashion. Yes, this is going to cost us all. But I believe most of us would willingly pay more taxes (or have some tax money reassigned from other less critical areas) to know that all Canadians have access to safe shelter. And in the end, I know a plan like this would save us a lot – in health care, emergency visits, stop-gap measures, and most of all, in human suffering and dignity. Bonnie Thiessen Nanaimo

Council should take consultation cue from B.C. Housing To the Editor, Re: Adjustments to housing surprise city, March 29. May I suggest that if the mayor and council are really concerned about homeless youth, they engage in consultation with their constituents, thus involving them in the process? They should take a cue from B.C. Housing officials who did consult the residents in the area of the proposed facility and made adjustments. ridiculous demands. While the cost of living has only risen 2.8 per cent and a large sector of taxpayers are on fixed incomes, teachers’ demands are far in excess of any

reasonable settlement. Families that support the union are mostly those with two working parents and use the system as a daycare centre. The B.C. Liberal government is head over heels in debt, a good portion of it due to their six-figure salaries, bonuses and mismanagement of finances initiated by Gordon Campbell, leaving little room for any extra expenditures. They are trying to collect hidden taxes through their corporations, ICBC being a good example. A solution to the ongoing teachers’ problem is a complete change to the education system. Capitalize on the ability of a child to absorb knowledge from exposure to television from the moment they open their eyes, develop

programs at all levels of education in all fields and televise them on as many channels as necessary. There are hundreds of channels that televise nothing but garbage 24 hours a day. Parents or tutors would be responsible for supervising their studies. Advanced courses could be offered through universities as they are today. This home supervision would provide a safe environment for the children by keeping them off the street and away from drug pushers. Buses and drivers wouldn’t be required and the necessity for schools and teachers eliminated. One school board per province is all that is necessary. While parents should not expect a perfect job, they can rest assured that the kids will have at least an hour of fun in the sun and water. Set aside a patch of the yard that children can turn into their own personal gardens. Encourage digging in this area and provide seeds or seedling plants as well as kid-sized gardening tools. They can be held in the morning or afternoon and will teach interesting skills that can be put to use again at home. Do you steer clear of a particular intersection for safety reasons or find yourself sitting idle in traffic more often? If so, you may be able to help the British Columbia Automobile Association find the worst road in Nanaimo as part of the organization’s Worst Road campaign. Spring p g Car Care Bikers revved up for riding season As the snow banks melt and the icy roads begin to thaw, motorcyclists are getting revved up for what they’ve been waiting for all winter: the first ride of the season. Before taking a bikes out of storage, there are certain steps motorcyclists should take before hitting the open roads to stay safe and avoid any unwanted mishaps. Time for a tune-up – Your bike has been in storage for a few months now, so make sure to check the lights, controls, battery, fluid levels and especially tires. With temperature changes, rubber and metal expand at different rates, so be sure to inspect your tires for cracks, any foreign objects and ensure your tires are properly inflated in accordance with your owner’s manual. If your bike needs maintenance, take it in for a service early in the spring to avoid the rush. Review your insurance – Riding situations often

Drivers rely on GPS systems Today’s drivers rely heavily on global positioning system devices. GPS has revolutionized the way people drive and use maps and directions. While there are no hard statistics on the number of people who own GPS devices, thousands of people have either a system that comes pre-equipped in a car that they purchased or a stand-alone device that was bought after the fact. These devices come pre-loaded with maps that work with satellites in space. The GPS receiver figures out the distance to each and uses this information to deduce the location of the device in a process called trilateration.

While GPS devices can be convenient, especially on road trips, there are some tips to keep in mind. ◆ Place the GPS where it won’t obstruct your vision or take your eyes off of the road for a good deal of time. ◆ Don’t treat the GPS as if it is infallible. Even with map updates and other accessories, a GPS can still make mistakes. Use common sense, especially where it would seem the GPS is guiding you in the wrong way. ◆ Do not play with the controls while operating the car. If you need to adjust something on the GPS, do so only after pulling over to a safe area.

And, of course, there is always the dirt that flies in from the road, construction areas and dry fields. Throw in a jumble of dead bugs and drivers can see why keeping a car’s windshield clean in all seasons will help enhance safety and

driving comfort all year round. In its own way, every season poses a challenge for wiper blades. Heavy spring rains can reduce visibility and compromise safety; exposure to heat and ozone can cause the wiping element to crack

and break apart; and wiper blades tend to get clogged, and get stuck to the glass, with snow and ice. To help overcome the challenges of adverse weather conditions, Bosch developed the ‘beam,’ or ‘flat,’ wiper blade design which

eliminates the conventional bracketed support structure and uses tension spring arcing technology to create a custom fit contoured to the curvature of the driver and the passenger sides of the windshield.

Swimmer freestyles his way to Olympics

T

ommy Gossland never got ahead of himself, even on the cusp of qualifying for the Olympics. He went into last week’s Canadian Olympic Swimming Trials in Montreal “cautiously optimistic,” he said. And the day of his big race, the 100metre freestyle, he made it through preliminaries in fourth, the placing he needed. “I didn’t ever, for a second, think that I had a race in the bag. I think that’s what had got me to that point and that’s what was going to get me to the next level,” Gossland said. The time in between heats and finals was seven hours, the longest seven hours of Gossland’s life. His heart drummed at 200 beats a minute the entire time, and attempts at sleep were futile. “I just lay there wide awake. I’ve never been so nervous in my life,” he said. The only thing he could do to keep his focus was go over his race plan, over and over. He knows the 100m free inside and out, front to back. As

a senior with the UBC Thunderbirds, he’d competed in the race more than ever this season. He’d studied underwater video footage and analyzed his biomechanics. He had a race plan to cover any eventuality. “I played it out a few ways and I didn’t see one way where I wasn’t going to touch the wall and make the team,” he said. He touched the wall fourth in 49.98 seconds. The scoreclock told him that instantly, but there was a brief wait as the meet mathematicians calculated whether Canada’s

top four swimmers had gone fast enough, as a group, to qualify for the Olympics. They had. “It was a complete flood of emotions…” said Gossland. “You’re just dreaming about this moment and then it actually happens, and it plays out the way you want it to. It’s just completely priceless.” It was the realization of a goal that Gossland hadn’t even dared to dream when he was a young swimmer with the Nanaimo White Rapids. He remembers an awards night with the club when

hear those words. “Yeah, right,” he thought. But he sped up. He went from the Rapids to the Nanaimo Riptides, then on to Canadian Interuniversity Sport. It occurred to him this year, that as a senior, there was no excuse not to win. And he didn’t lose. He piled up gold medals at the Canada West, then CIS championships, and Olympic trials came at the perfect time. Gossland recalls the outset of this swim season, when he found himself reflecting on his future. If the year didn’t

go well, he might have been done with the competitive side of the sport. Instead, he’s an Olympian-in-training, with an intensive meet schedule this summer. It’s great, he said, because he never really wanted to climb out of the pool. “No matter what the outcome last weekend, I just had a lot of fun with the process of it and just enjoying it every day,” he said. “I think whether I made the team or not, I would still wake up the next day and want to go swimming.” sports@nanaimobulletin.com
