A BC Hydro smart meter removed from a Kamloops house is still being tested — and the utility isn’t sure when it will be complete, or what the results will show. However, said Jim Nicholson, B.C. Hydro’s director of customer care, it’s hoped the examination will reveal why the meter isn’t working properly. Describing it as the only smart meter installed in the province that has been found defective, Nicholson said the malfunctioning equipment led to an overbilling to a Valleyview homeowner. During a two-month period, the Kamloops meter measured 48,285 kilowatt hours, which led to a billing of $4,800, something Nicholson said was “very unique.” Alerted by a technician, BC Hydro issued a notice to its billing department to not issue a bill based on what the meter was showing, but to consult the house’s consumption history. Nicholson said there was “a miscue in the back office” and the customer received the higher bill, something that was rectified when the customer complained. Nicholson said the meter is the only broken one he has heard about. “But, that doesn’t mean there won’t be others.” Sharelynn Moore, vice-president of corporate communications for Itron, the Washington-based company that supplied BC Hydro with smart meters, told KTW the Kamloops meter is the first it knows of that has been malfunctioning in this way. “The root cause is still being investigated. This process takes a few weeks,” Moore said. “Overall, the number of meters that malfunctioned is very small and averages less than 0.5 per cent of the total delivered.” A second BC Hydro meter described

as moving at “warp speed” was reported by a homeowner in Sidney; however, it has not been removed for testing, Nicholson said. BC Hydro staff are reviewing the consumption patterns and equipment in the house, he said. The Kamloops meter was reported by a field-service representative. BC Hydro technicians confirmed the situation and removed it, replacing it with another meter. Nicholson said meters are subjected to several tests before they are installed, noting Itron tests each one, then retests them, to ensure they conform to Measurements Canada requirements. A sampling will be tested two more times to ensure they meet the federal and the more stringent provincial standards, Nicholson said. Noting many consumers are worrying about the accuracy of the meters, Nicholson said BC Hydro regularly receives twice the number of calls at this time of year than any other, a result of moving from winter weather to milder temperatures. He said the concerns are usually resolved at the call-centre level and are often consumption-based, noting BC Hydro has had to go back to 2008-2009 consumption-usage data to find comparable temperatures to that experienced this past winter. It’s not the only meter being tested, however. Itron had already asked BC Hydro to remove 1,000 from throughout the province so they could be tested, something Nicholson said is part of the company’s normal practice.

Fewer students, less revenue and not as many teachers. If the projected enrolment figures for the 2012-2013 school year hold true, that will be the equation for School District No. 73. SD73 secretarytreasurer Kelvin Stretch has presented the Kamloops-Thompson school district’s proposed budget — and, it is balanced. The 2012-2013 operating budget will be $124,511,890 — $2.1 million less than the budget for the current school year. “This budget is based on projected enrolment,” said SD73 superintendent Terry Sullivan.

“Enrolment drives everything — it determines what revenue we can expect and what staff we can have in our various schools.” According to the projections, enrolment in the KamloopsThompson school district will be down again next school year — continuing a trend that has seen the number of students in the district drop by nearly a quarter in the last 15 years. In 1997, there were nearly 18,000 students attending SD73 schools. Next year, according to projections, that number will be less than 14,000 — down 22 per cent from 1997 and more than two per cent from this year’s total.

PLATEAU COMING? After 15 years of consistently declining enrolment, the KamloopsThompson school district expects student numbers — and everything else — to soon plateau. Since 1997, the number of students in School District No. 73 has dropped by more than 20 per cent. “There will be a decline over the next few years of about 200 or 300 students per year,” SD73 secretary-treasurer Kelvin Stretch told KTW. “But, we expect to level off at about 12,000 or 13,000 students.” This year, there are a little more than 14,000 students in SD73 schools. That number is expected to decrease by about 340 when the school year begins in September. Stretch said the continuing decline in enrolment could change if something — “maybe a mine,” he said — happened to alter the demographics of Kamloops. Because of the drastic reconfiguration in 2010, which left five schools shuttered, the district appears to be in good shape heading into the future, assuming projections are correct. “Part of the reason we did that was to reduce some of the excess capacity in the district,” Stretch said. “It allows the district to reconfigure and become more efficient. The district eventually winds up in a better position.”

The City of Kamloops will once again hand out tree coupons to residents and, for the fourth year running, the $20 discount will also apply to fruit trees. Parks operations supervisor Shawn Cook said fruit trees were added to the program at the request of some residents, but still only account for about 10 per cent of the trees purchased using the coupons. While the trees can attract bears if untended, Cook said the fruit trees planted using city coupons have been put in specifically to grow food for their owners. “They actually use the fruit,” he said. “They’re growing food and using the fruit. They weren’t just letting it drop on the ground — and that’s when bears become a problem.” Of the 1,000 coupons handed out annually, Cook said about 100 are used to plant fruit trees, with shade trees being the more popular option. The coupons are available on a first-come, firstserved basis beginning on Monday, April 16. They can be picked up at Kamloops City Hall, at First Avenue and Victoria Street, and at the Public Works Centre at 955 Concordia Way, from 8:30 a.m. to 4 p.m., Mondays through Fridays.

Police seek help in solving schoolyard assault Kamloops RCMP are hoping someone heard or saw an incident behind Parkcrest elementary on Sunday, April 1. Police said a group of people at the Parkcrest Neighbourhood Store spoke with a woman in her late 30s at the front of the store between the hours of 9 p.m. and 10 p.m. The group, composed of males and females estimated to be between 18 and 25 years of age, commented on the graphic on the woman’s hoodie. When the woman left the store and was walking through the rear field of nearby Parkcrest elementary, two males accosted her and pushed her to the ground. Police said the woman was traumatized and did not report the incident until Wednesday, April 4. Mounties are looking for two males, one with curly blonde hair, standing about six feet tall and wearing baggy jeans and a hooded sweater, the other with brown hair and a stocky build, also wearing baggy heans and a hooded sweater. Both are white. Anyone with information on the incident is asked to call Kamloops RCMP at 250-828-3000.

Surprise pay hikes for the RCMP will add an interesting twist to the next meeting of Kamloops city council. Council was already set to discuss — and possibly approve — a new contract with the police force at its April 17 meeting when it learned the federal government included a series of RCMP pay raises in its latest budget. Mayor Peter Milobar said the raise for 2012 will be 1.75 per cent, but it’s not clear whether that number is in line with what the city has set aside for policing. At present, the city has more than $800,000 extra in its 2012 budget to cover the costs of the new RCMP contract. “Whether or not that’s in addition to

what our staff would have already contemplated within our numbers or not, that’s what we need to find out,� Milobar said. “Is it 1.75 in addition to what was already there?� City staff are going over the figures now, but Milobar said it’s impossible to predict what the city will do — and whether it will take a pass on the RCMP contract — until the numbers are crunched. “I don’t know that this will be the final

straw that breaks the camel’s back, but it certainly speaks volumes to the fact that the RCMP and provincial and federal governments need to start treating this relationship differently moving forward,� he added. The province signed a new 20-year RCMP contract on March 21 — ending its threat to terminate the Mounties and form a new provincial police force — after securing extensive promises of more say for cities on spending decisions. Several cities have already ratified the new contract, including Kelowna and Surrey. Those that don’t sign by the end of April are effectively giving two years’
notice of withdrawal from the RCMP, which would mean forming a new municipal police force. Kamloops-South Thompson Liberal MLA Kevin Krueger said the province was as surprised by the pay hikes as municipalities were, but has been told the hike will have little impact on municipal budgets. “We have been assured they are making cuts in other areas that will make up for the cost of the pay raise to the members,� he said. “When the RCMP tell you that, you trust that it’s true.� B.C. Justice Minister Shirley Bond has also said Ottawa plans to find adminis-

Few overcrowded classrooms in SD73 X From A3
The proposed operating budget is $124.5 million, but SD73 expects to spend $125.7 million next school year — with the difference covered by a $1-million withdrawal from the district’s operating reserve and a further $178,157 coming out of the First Nations reserve fund. Of that $125.7 million, $90 million is expected to go to wages, $21 million toward benefits and more than $14 million to cover additional expenses. The district expects to employ 753.3 fulltime equivalent teachers next school year, down from 774.8 this year. At its peak in 2001, that total was 920. But, Stretch noted, there will be no layoffs. The cuts will be made through attrition. One of the only numbers expected to rise next school year is that attached to principals and viceprincipals. This year, SD73 employs 62 such
school administrators. Projections indicate that number will rise to 64 next school year. “We do have, actually, significant growth in two areas of our city,” Stretch said, naming Juniper Ridge and Dallas as neighbourhoods with booming student populations. “We’re adding vice-principals in each of those schools just because of the sheer number of students they’re dealing with.” Stretch said other vice-principals will be shuffled around the district to maintain adequate administrative coverage, depending on student numbers. However, it’s not doom and gloom on Ninth Avenue. The proposed budget presentation included three slides about class size — an area in which SD73 appears to be excelling among comparable school districts. This year, SD73 has 17 classes with more than 30 students — all of them in area high schools and all of them courses consid-
ered non-academic. Compare that to North Vancouver’s school district — which has approximately 1,000 more students than SD73 — where officials are dealing with 398 classes with more than 30 students. The only comparable school district with fewer overcrowded classrooms is Prince George, which has seven. As it stands today, SD73 would receive $1.7 million in funding protection — a measure put in place by the province to ensure a school district’s revenue does not fall by more than 1.5 per cent year over year, regardless of enrolment woes. However, Stretch noted, Victoria has been generous in recent years with holdback funds — leftover money distributed to individual districts well after budgets are finalized. In December, SD73 received $1.6 million in holdback funds. Based on provincial projections, Stretch said the district
expects to collect as much as $1.4 million next school year. “What we’re saying is, maybe balance the budget with that reserve money, with the expectation we might get $1.4 million,” Stretch said, adding previous SD73 budgets have allowed for funding protection, but it’s never been used by the district. If SD73 balanced its budget with the
funding protection instead of reserve funds, and enrolment was higher than projected in September, no additional perstudent funding would be received. “We would get the funding, but we would lose that amount in funding protection,” Stretch said. But, if district officials balance the budget with reserve funds — still with the
hope of $1.4 million from Victoria later this year to cover most of it — they will receive additional per-student funds if enrolment is higher than anticipated. Stretch conceded the formula is complicated. “Certainly, we’re never excited about funding protection because it’s a difficult thing to budget for,” he said.
“Last year, we were slated to receive $1.5 million [in funding protection] and we received nothing because of the money [$1.5 million in holdback funds] we got in December.” The deadline for written submissions to the committee of the whole is April 18, to be followed by the budget presentation at the April 30 SD73 regular board meeting.

Restoring faith in my fellow man, from Riverside to Augusta
E
ASTER IS ALL ABOUT RENEWAL. It’s about the death and resurrection of Jesus Christ, if you are of the Christian faith. It is about the egg and its symbolism of life emerging, if you are of the Easter-bunny belief. This past Easter weekend was one of a renewed faith in fantastic beings — one I met by chance in Riverside Park and one I marvelled at from a distance of 3,500 kilometres. On Easter Sunday, the sun blazed with a ferocity that seemed to show it was as weary as us of the lingering winter and its cold temperatures. A walk through Kamloops’ jewel along the river is a cure-all for all sorts of ails — and Sunday’s stroll in advance of a turkey-dinner feast was an all-encompassing panacea. The tennis courts were full, the beach was littered with kids kneeling in the sand and tossing rocks into the flowing Thompson River. Joggers ran by, inline skaters glided along and families gathered to take semi-formal photos near the magnificent trees that tower about the centre of the park. It was while walking back to the parking lot that we ran into Doug Smathers. He came upon us suddenly, a smile on his face and an eagerness to turn our attention to the vast field in front of the Rotary Bandshell. There sat a lone aqua beauty — his decades-old Impala, enjoying the sunny spotlight as it awaited the arrival of similar classic cars en route as

MUSINGS part of the annual Kamloops Vintage Car Club Easter Parade. Smathers is a proud Knutsfordian and noted it was “barely above zero” when he and his wife left the house that morning. So, rather than endure a brisk pancake breakfast out in Westsyde to start the parade, the 72-year-old and his wife decided to arrive early to Riverside Park and let the car warm up in the sun — and warm the memories of those old enough to remember when the Impala was just off the production line. Doug’s focus was on more than the car, however. He was quick to note he had worked on the W.A.C. Bennett Dam, one of the world’s largest earthfill structures that created the province’s largest reservoir, the 410,000-acre Williston Lake. Doug worked with a gemologist who crafted for Doug a fine specimen that he wears on his finger. Doug took off the jade ring and handed it over. It was smooth as milk, solid green
on the outside and almost transparent when view from underneath. Doug loves that ring. It reminds him of being part of one of the biggest projects in the history of B.C. We chatted some more and Doug ambled along. He had not gone more than a few feet when I heard him regale another passerby with timeless tales. If only more of us were so eager to connect with a random passerby. A few hours later, I watched as a new champion was crowned in Georgia as Bubba Watson made an impossible shot to the green to set up a two-putt effort to win his first major at this year’s Masters. When Watson bent down to pick up his ball, his entire body began convulsing as he cried and cried and cried. It was a powerful scene — a professional golfer overwhelmed with the magnitude of the moment, the emotional outburst defining the humility of a deserving champion. The man Watson defeated, South Africa’s Louis Oosthuizen, was as gracious a runner-up as can be, all class and elegance in what had to be an agonizing end to a stressful weekend. Look around the golf courses of Kamloops this summer as Oosthuizen, the 2010 British Open champion, is known to hit some balls here while visiting family. From the Peter Wing Rotary Rose Garden in Kamloops to the Camellia Hole in Augusta, Easter Sunday served up human examples of what we can, and should, be — friendly, humble, determined and dedicated. editor@kamloopsthisweek.com
Energy Minister Rich Coleman has labelled as “urban myth” reports of skyrocketing bills in some homes after BC Hydro installed smart meters. “This is nonsense,” Coleman told the Province. “They give you a story, we check it out and find out there’s nothing wrong with the smart meter. We find out there’s something like a space heater operating through the winter.” Right. A space heater can make a bimonthly bill increase to $2,000 from its usual $200 for a 78-yearold senior in Powell River. And, it must have been one heck of a space heater than caused the bimonthly hydro bill at a Kamloops home to jump to $4,800. The fact is, as has been shown by zany numbers on the bills, smart meters are not infallible and Coleman and the B.C. Liberals need to greet complaints with a little more respect and a lot less scorn. Yes, there are undoubtedly instances in which bills that are marginally higher can be attributed to the use of more heat during a cold winter. But, to suggest anything other than malfunction in cases of hydro bills jumping 10 or 20 times in cost is an affront to the B.C. taxpayer, overburdened as they are by the vast array of fee hikes thrown at them this year — including a BC Hydro rate hike as of April 1, though one that cannot possibly account for staggering sums such as those described here and elsewhere. Sharelynn Moore, vice-president of corporate communications for Itron, the Washington-based company that supplied BC Hydro with smart meters, told KTW the Kamloops meter is the first it knows of that has been malfunctioning in this way. Moore said less than 0.5 per cent of smart meters in use have malfunctioned. We have no reason to doubt her. But, as the cases in Kamloops and Powell River and elsewhere seem to show, far from being an “urban myth,” even a miniscule ratio of malfunctioning smart meters can make the statements of some politicians look rather dumb by comparison.

SHINE A LIGHT ON CITY HALL Editor: I have followed with interest discussions about city council’s many in-camera meetings. I was told the number has gone down over the years, which is a meaningless, if interesting, comment. The Kenna Cartwright Park switch, the water-treatment plant and other huge projects of the past do not have a current counterpart that would require a stack of secret meetings. There are fewer council meetings in
general, so of course the number of in-camera meetings would decline as well. Labour, law and land — nothing else can be in-camera. Three small but well-guarded secrets the public should know are these: 1) If you write a letter to a councillor and you’d like them to do something, write “For Action” in the subject line. It’s the code word. 2) If you write a letter and want it to go to every councillor, email it to citycouncil@
kamloops.ca. 3) If you write a letter and want it to show up in the minutes, send it to legislate@kamloops.ca. Secret handshakes? Think of those as council’s business deals that turn out to be badjudgment ones in hindsight. It’s acceptable to use one, two or all three of these secret codes. Council, of course, can still ignore your issue, but they will have done so with a tiny bit of publicity. Christina Mader Kamloops
Editor: This is a letter of gratitude to the many wonderful folks who participated in the last months of Ernie Crossley’s life. Dr. Eccleston and the compassionate and caring staff of 1C, Kamloops Seniors Village, tended to dad with love and kindness on a regular basis, in an effort to give him the best quality of life his illness, dementia, would allow him. Pastors Allen Hern and Warren Trenholm of Kamloops First Baptist Church visited dad regularly, ministering to his spiritual needs and, on occasion, taking him for a drive into the country he enjoyed so much. Dennis of Kamloops Funeral Home patiently and respectfully guided family members in the necessary preparations and procedures. When it came time to finally lay dad to rest, our family was supported by many wonderful folks,

each making their contribution in the way that was the best fit for them. Sadly, in a rush to get family photos in remembrance of this special day before out-of-town relatives had to leave to return to their homes, we neglected to thank many who played a special part: Pastors Hern and Trenholm for their respective roles in the graveside service and celebration of life service; First Baptist Church’s catering crew for providing refreshments for the reception; our family members for their loving support and special participation throughout the day; and all friends of the family who sent cards and/or emails of condolences or came to pay respect to our dad and our family. Our children’s future depends on labour peace Editor: Re: David Shaw’s letter of March 13 (‘Perhaps some teachers are in need of a career change’): It is quite apparent to me that Shaw does not have kids in the school system. Shaw stated that, as a carpenter, he started out at $12 an hour. I am sure that has increased with inflation. If one needs a plumber these days, it is at least $50 an hour. It’s a similar cost to get your vehicle worked on at an auto dealership. I have two kids in elementary school and I have been able to volunteer in the classroom. In this day and age, there are way more challenges for teachers than when I was in school. It would be a perfect world if children would sit, focus and do as they are told.
Sadly, there are many kids with autism, ADD, ADHD and other learning disorders that need special attention. So, with a class of 30 kids, this has an effect on classroom order and learning. I believe the education system needs a facelift to address this. Some teachers do not even want to deal with these children at all. Shaw believes kids should attend school three to four days a week and learn at home on the computer during the rest of the week. Really? Is Shaw willing to subsidize parents to stay home with their children? Because, to the age of 11, kids are not allowed to be at home alone. Many families need two incomes to make ends meet. I have recently seen that, by the time I retire, there will be no CPP for me, so if
we take more people out of the workforce, what effect will this have? Not to mention the fact that, if kids do not get a proper education, they will not be able to get good jobs and contribute to the economy. If teachers do not get a raise, why should other government employees or members of local government enjoy a salary hike? Wage increases should be at least comparable to inflation. The B.C. Liberal government is trying to paint the teachers in a bad light. If government really cared about students and their education, it would make a better effort to resolve this situation. symptoms, according to Kamloops general manager Craig Bonner. Cheveldave, 18, is not expected to be in the lineup for Game 4 in Kamloops on Wednesday, April 11, and no timetable has been set for his return. Lanigan has struggled with consistency since joining the Blue and Orange in the 2010-2011 campaign. Jeff Bosch got the starter’s nod over Lanigan toward the end of last season and Cheveldave claimed the No. 1 spot early in the
2011-2012 schedule. In 23 regular-season games this season, Lanigan posted a 3.07 goals-against average and a .890 save percentage. Lanigan made 30 saves on 34 shots in Game 2, his first WHL playoff start. “I thought he stood his ground and played very well,” Blazer bench boss Guy Charron said of Lanigan’s play on Saturday. “Now that kind of performance has to be every night.”

depiction, drawn to scale, of the entire scope of the project. You don’t need to be an architect to get a renovation permit (for an extension or a garage, for example). A plan will do very well. However, for any major renovations, an architect should approve your plans. When you do business with a contractor, it’s important the plan and estimate which he submits to you are clear and precise. Well-prepared documents avoid costly misunderstandings, unexpected occurrences and any changes being made. If these unwelcome surprises can’t be avoided, the financial consequences can at least be controlled.
When you prepare your budget, add between 10 and 15 per cent to your forecast in
order to absorb any overruns, depending on the size of the renovations.

The Kamloops Target Sports Association is hosting its annual archery shoot this weekend, on Saturday, April 14, and Sunday, April 15. There will be two courses at the event — 40 full-size Rinehart targets representing B.C. wildlife. with 20 on each course. Cost for one day is: Adults ($20), juniors ($15) and families of three or more ($40). Cost for both days is: Adults ($35), juniors ($25) and families of three or more ($75). A concession will be open on both days, providing got lunches and barbecue fare for reasonable prices.

The regional championship is used in conjunction with the national championship, which will be held in Montreal in May, to select Canada’s Youth National Climbing Team. This year, the national team will compete in Singapore at the Youth World Championships and in Chile at the Pan-American Championships.
Blazing to a bronze The under-13 A Kamloops Blaze girls soccer team entered the under-14 division of the Kelowna Icebreaker tournament on the weekend and came away with a bronze medal. They began the round robin with a 1-0 lost to the Abbottsford Tornado. In the second game, they ended in a 0-0 draw with the Kelowna Eagles, but lost in a shootout. The third game also ended in a 2-2 tie with Quesnel United FC, but again Kamloops lost in a shootout. Scoring for the Blaze in this game was Laura Shouldice and Linnea Pasternak with a penalty kick. The Blaze took on the Eagles in the bronze final on Easter morning, coming out on top with a 1-0 victory on the strength of Adrianna Bissonnette’s goal. HE’S JUST 14, BUT Justine Wild has managed to reach at least one of Earth’s continents before her dad, whose work in the mining industry takes him across the world. The Grade 9 South Kamloops secondary student walked with the penguins, survived the infamous Drake Shake, watched Mother Nature demonstrate with cruel clarity survival of the fittest and went for a refreshing swim — all while spending about two weeks in Antarctica. Justine was one of 60 students ages 14 to 18 from around the world to join Students on Ice for a voyage to the coldest continent in the world.
“Why?” Justine repeated as she was asked the question of why she wanted to travel to the most mysterious of land masses. “Who wouldn’t want to go?” Justine was educating and entertaining questions during a presentation of her trip that she gave recently to a rapt audience at the Big Little Science Centre. Joining students from Canada, the U.S., Iceland, Germany, Australia and New Zealand, Justine left Kamloops on Christmas Day and arrived in Antarctica on New Year’s Eve. To get there, the Students on Ice team travelled by boat from the southern tip of Argentina (where they were able to first hike around fabled Tierra Del Fuego) and across the Drake Passage — known variously, Justine explained, as the Drake Lake,
if the sea is calm, and the Drake Shake, when the waves are wicked. It was while crossing the passage that the students learned about Ernest Shakleton, who led the famous Nimrod expedition to Antarctica between 1907 and 1909. Aboard the ship, there was little time for relaxation. “There was very little rest and we had to do a lot,” Justine said. “We woke up at 7 and went to bed at 11. Showing stunning photos she took while in Antarctica, Justine noted the difference between leopard and Weddell seals. “They’re the good ones,” she said of the latter. “They don’t eat penguins.” As for those cute, little, flightless birds, well, there are as many as six varieties at the bottom of the world and the Students on Ice expedition spied many, including Adélies, chinstraps and gentoos. Though the students were not supposed to go within five metres of the penguins, the waddlers did not hesitate to nudge up to their human visitors. “They came and pecked at my boots once,” Justine said. “They were very curious.” As the students hiked to the top of Danko Island, they noticed the precise path the birds followed. “Penguins are pretty organized,” she said. “From what we can tell, they go up on the right and down on the left.” And, they add caution
to their curiosity. “They don’t like to jump into the water right away,” Justine said as she displayed a rookery of penguins getting set to take a dip, “because they fear the first in will be eaten by a leopard seal.” It was while on the ship at the start of the trip that Justine witnessed a real Wild Kingdom moment as she passed one such seal feasting on a penguin. The group visited Deception Island, home to an active volcano that erupted in 1968, 1969 and 1971, destroying research and whaling stations in the process. It was here Justine and her fellow students had a chance to slip into their bathing suits and take a dip in the frigid water before racing back to the beach and digging in the sand to reveal hot springs. Justine noted the trip was taken during the Antarctic summer, with temperatures generally in the -10 C to -20 C range. Even so, Justine noted, she managed to get sunburned on her face after just 10 minutes on the deck of the ship.

City walks to try to end MS Annual fundraiser begins May 6 at ISC The Scotiabank MS Walk, which takes place in Kamloops on Sunday, May 6, is the largest national fundraising program for the Multiple Sclerosis Society of Canada. The annual fundraiser takes place in more than 160 communities across Canada. It’s a family-oriented event that combines fundraising with fun and community spirit. The Scotiabank MS Walk is unique in the world of spring fundraisers because there is always a wheelchairaccessible route — an important consideration especially for those with multiple sclerosis. The May 6 Kamloops Scotiabank MS Walk will start and end at Interior Savings Centre. Walkers can choose to follow routes of one, two, five or 10 kilometres. All routes take walkers into Riverside Park,
while the five- and 10-kilometre routes continue along the South Thompson River through Pioneer Park, with a turnaround at the Kamloops Yacht Club. Two rest stops are available for the two longer routes. Back at the finish area, walkers can enjoy snacks, lunch and refreshments, music and family-friendly activities. Wheelchairs, scooters or strollers are also welcome. Last year, nearly 400 Kamloops participants raised more than $65,000 for the MS Society’s Kamloops and area chapter. Money raised is used locally to help people living with MS and their families through programs and events
in and around the Kamloops area. Multiple sclerosis is a chronic, often disabling disease of the brain and spinal cord. It is the most common neurological disease of young adults in Canada. British Columbia has the third-highest concentration of people with MS in Canada, with between 7,300 and 10,000 people living with the disease. Most people with
MS are diagnosed between the ages of 15 and 40 and the unpredictable effects of MS last for the rest of their lives. The MS Society provides services to people with MS and their families and funds research to find the cause and cure for the disease. Spring Cleaning Street Sweeping Notice Starting in March, weather permitting, City crews will begin spring sweeping of streets in the valley bottom and working into the higher elevations throughout the City. The Spring Sweeping program on average requires 6 to 8 weeks to complete. In an effort to reduce sweeping time and costs, signs will be posted in the areas that are being swept advising the public not to park on the street. Some high density areas will have parking restrictions posted and/or notices delivered in advance of sweeping, for example, downtown east. Residents who wish to sweep the area in front of their property are advised to remove the pile of sand accumulated as these piles can damage a sweeper, and operators are instructed to swerve around such piles. Woman can keep three dogs Lynn Newcomb’s three Chihuahuas are staying put, after Kamloops city council gave the Columbia Street resident permission to keep an extra dog in her home. Newcomb’s dogs were
flagged for review when she purchased three dog licences this year, one more than is allowed under a city bylaw. However, Newcomb told council the dog isn’t a permanent resident of
Kamloops. He belongs to her son, a long-haul trucker, and only stays with her occasionally, when her son is working in dog-unfriendly environments.
According to a staff report, there have been no complaints about the dogs from neighbours. “I’m not even sure most of my neighbours know I have dogs,” Newcomb said.

Which is the worst road in B.C.? For the second straight year, BCAA wants to hear from you Last year, Ospika Boulevard South in Prince George was voted the province’s worst road in the first B.C. Automobile Association Worst Roads Campaign. Since then, that road has been repaved and BCAA has the second annual Worst Roads Campaign underway. If you travel on what you think is the worst road in B.C., BCAA wants to hear about it. Until April 23, drivers are invited to vote for the road in their community or on their commute they feel is most in need of repair or redesign. Through the campaign, BCAA aims to help voice concerns about congestion, potholes, road signs, traffic lights or pedestrian and cycling safety. The survey is open to BCAA Members and other B.C. residents. “Worst roads” can be nominated online at bcaa.com/worstroads. “As a motorist, cyclist or pedestrian, roads that are deteriorating, inadequately maintained or poorly designed affect your pocketbook, stress level and personal safety,” said Ken Cousin, BCAA’s associate vicepresident of road assist. “By voting, you can draw some attention to rough, unsafe or inefficient roads in your community.” After voting closes, BCAA will share detailed results with
municipalities and the provincial Ministry of Transportation and Infrastructure to ensure they are aware of road users’ concerns, and to find out how they are planning to improve B.C.’s problem roads and highways. Throughout the campaign, drivers can check the website bcaa. com/worstroads to see where their road ranks and which roads are close to taking the title of B.C.’s Worst Road in 2012. Once final results are tallied, a list of the Top 20 “worst roads” in B.C. will be published. “We recognize a great deal of road work is being done throughout the province,” Cousin said. “The intent of this campaign is not to criticize the state of B.C.’s roads generally, but to help British Columbians bring attention to those roads that may have been overlooked, and to help municipalities and the province in their plans for future road improvements.” The BCAA survey defines a “worst road” as any piece of paved infrastructure— including a bridge or tunnel— that exhibits the following characteristics: • damaging potholes; • needs resurfacing; • is unsafe and contributes to frequent accidents; • is often heavily congested; • has inadequate road markings or signs; • is poorly designed
for motorists, pedestrians and cyclists to share safely. In 2011, Falkland’s Westside Road finished eighth on the provincial list of “worst roads,” the highest rank of a road nearest Kamloops. In the Tournament Capital, no roads cracked the Top 20 worst list.

The R/T stands on 17-inch satin carbon aluminum alloy wheels, for at least a little attitude. In other vehicles across the Dodge lineup, an R/T model usually adds a power and performance upgrade but, while the Grand Caravan R/T does add a little suspension stiffening, the one-choice powerplant, the 3.6litre Pentastar V6 was deemed sufficient with 283 horsepower and 260 pound-feet of torque. This award-winning V6 is harnessed to a six-speed auto tranny controlled via a cute little serpentine shifter poking out of the dash. Fuel economy is rated at 12.2/7.9L/100km (city/hwy). With no major difference in R/T power or exterior presentation, the main focus of the R/T design team was inside the vehicle, where the doors open to a premium black-leather interior with red accent stitching and with metallic and chrome contrasts. Now, we’re talking masculine. If this was built by another manufacturer, it would be the HarleyDavidson edition. The interior is darkly handsome, subtly lit by sapphire blue ambient illumination and, although the overall ambiance of the cabin exudes an upscale, luxurious feel. And, being the topof-the-line trim, the R/T includes a lot of choices from the option list as standard equipment. Things like heated second-row seats, a heated steering wheel, the Uconnect Voice Command communication system with Bluetooth and streaming audio and an upgraded nine-speaker audio system with subwoofer. The extra amenities build on an already inclusive package outfitting a well-designed ergonomic interior with a one-piece instrument panel and lots of innovative storage spaces.
Specialized equipment to help manage the non-voting passengers behind the first row includes cup and bottle holders, a panoramic mirror to keep an eye on the ankle-biters, pullup window curtains for snoozing toddlers and the ultimate sedative — the optional DVD entertainment system ($1,000). You can further outfit the R/T with option packages like the safety sphere group ($975) with automatic headlamps, blind spot & cross path detection, parksense rear park assist, rain-sensitive wipers and the security group ($795) with power liftgate, remote start and security alarm. The Grand Caravan R/T comes with Chrysler’s innovative Stow ‘n Go seating system. When the seats are fully upright, their underfloor storage tubs can be used for hidden storage and the seats fold down into whatever floor layout the passengers choose. Luggage room is 930 litres behind the third row, 2,340 litres behind the second row, expanding to a huge flat cargo space of 4,100 litres with both the second- and third-row seats stowed under the floor. During another test of a Grand Caravan,
my wife and I used it to shuttle family members to a wedding, move our son into his apartment and ended the week with a tour through the Rockies. We would end the day’s drive with wine glasses in the rear cupholders, leaning back against the liftgate on our air mattress, watching a movie at our campsite. Family grocery getter, team bus, moving van or mini RV — an all-in-one solution. That kind of versatility and a $19,995 starting price for the Canada value package entry-level model has kept the Grand Caravan in the top-selling tier of vehicles for much of its history, especially here in Canada. City’s first Pride Parade draws hundreds to TRU By Andrea Klassen STAFF REPORTER andrea@kamloopsthisweek.com
By the time the crowd set out from the Campus Activity Centre at Thompson Rivers University on Thursday, April 5, what was originally envisioned as a small gathering of students had morphed into a 400-person regional event. Three weeks earlier, a member of the university’s Pride Club had floated the idea of hosting a gay-pride parade at the school and created a Facebook event page for the group. Kamloops hadn’t hosted a gay pride parade or similar march before. “But, we were just like, ‘Hey, why not?’” said co-organizer and third-year student Katie Hutfluss. “It went viral overnight and it just turned
into something bigger.” Clad in a purple cape and carrying a rainbow wand, TRU Pride Club member and third-year student Matt Griffiths seemed overwhelmed by the turnout. “I would think something like this would take a couple months to get together, for something this big,” he said, nearly drowned out as a group of students in front of him started up an antihomophobia chant. TRU students carrying signs and flags, and wearing a mix of tutus, boas and everyday school clothes, marched alongside a couple of city councillors and a few participants from further afield. “I’m like, ‘Hey, that’s what we should do in Kelowna,’” said Michelle Walks, who, with fouryear-old son, Justin,
KATHARINA (KITTY) JOHANNA MATTER April 3, 1926- March 27, 2012 Katharina ( Kitty ) Johanna, born Zeilinger, in Vienna, Austria, passed away in Kamloops Hospice House succumbing to a massive stroke. Kitty had a tumultuous beginning. Growing up during the war years, times were tough & she knew a lot of insecurity, hunger and fear. When the Nazis lost the war, she and a friend were moving around, working their way towards the American zone. She settled in Salzburg during her young years & was fortunate to get a job with the Americans where she worked as a Telephone operator. That’s where she had the opportunity to learn English and met Albert’s father. Knowing the language helped her immigrate to Canada to work at the Squilax hunting & fishing lodge. She saved every cent she could to bring her son to Canada, & on Nov. 18, 1952, she was reunited with her 7 year old Albert. Now living in Kamloops, Kitty worked as a telephone operator, waitress, or whatever she could find, working 3 jobs at one time so she could support the two of them. She met John, and a few years later they were married. Quite an entrepreneur, Kitty saw the possibilities in many areas of business, and when they acted on them they were always successful. They owned several apartment blocks over the years and the Courtesy Inn Motel before they retired. Kitty loved her flower gardens and was very good with crafts. Her hands were never idle. Kitty was predeceased by her husband John. She is survived by her son Albert John Matter of Vancouver, B.C., her grandsons Braden (Crystal) great-grandchildren Dylan & Faith of Duncan, B.C., Christian (Mia) great-grandchildren Lily & Calvin of Edmonton, Alberta, also great-grandson Luc of Boise, Idaho. She is also survived by her granddaughters Serena and Natasha both of Vancouver, B.C., as well as many other relatives and friends. Pastor Brian Krushel will conduct the memorial service at Hills of Peace Lutheran church, 695 Robson Drive, Kamloops, on Saturday April 14th at 11 a.m. In lieu of flowers, donations to Royal Inland Hospital ICU, 311 Columbia St., Kamloops B.C. V2C 2T1, would be greatly appreciated. The family would like to thank all the Royal Inland Hospital doctors and nurses in Emergency & ICU, as well as staff in Kamloops Hospice House for all their care, compassion and support during Kitty’s stay.

In Memory of Gordon Rye The following recollections written by Louise Demarni express the similar memories of many of us in the livestock industry who came to know Gordon Rye.
From the 30s through the 90s, he reported on Bull Sales and Christmas Fat Stock Shows. (The latter now known as the Provincial Winter Fair.) When we weren‘t in attendance, we relied on his radio reports, giving the class winners, the champions, and the prices at the auction. He was there to report on the more controversial happenings, like the year a large number of bulls didn‘t “measure” up, and the year that Dave Stupich, NDP Minister of Agriculture, dared to show up after the introduction of the Agricultural Land Reserve. In the 80s and 90s, I remember him installed in a back ofÀce at the KXA, creating his reports on the oldest typewriter I’ve ever seen. He also helped 4-H locally by serving for Demonstration Competitions.

“I can’t remember a time in my life when Gordon wasn’t there. He was the man on the radio, from the time I was a toddler through my teen years and way into adulthood. Other announcers came for a few years, then left. Gordon was an institution. The last time I spoke to him was in 2006, when I sent him a Bull Sale Catalogue, for what turned out to be the Sale’s 88th and Ànal year.
In the early 60s, every afternoon, he hosted a half hour of Country hits on CFJC. One day, he played a song set to the tune of the hymn, “Bringing in the Sheaves”. It was terribly irreverent. When the record was over, he said there was only one thing to do with it, and he broke it right on air.

The Business Administration Manager has extensive duties with a significant scope of knowledge, skills and abilities. The position is responsible for managing all of the administrative operations of the Law Firm, including general human resources as well as supervising all non-attorney personnel; evaluating and managing the Firm’s operating and information and communication systems; overseeing the Firm’s finance functions; overseeing the Firm’s premises and completes advertising as necessary. The ability to work extended and flexible hours is required. Qualifications: The ideal candidate will posses a Degree in Business Administration or other relevant field and 3 years related experience or an equivalent combination of education and/or experience such as; a graduate of the Institute of Chartered Secretaries and Administrators (“ICSA”) or equivalent and a minimum of 5 years relevant experience. Experience in a corporate legal environment is an asset. Candidates should have flexibility to organize a large volume of work and to recognize and act on priorities. The successful candidate will have excellent client communication (both oral and written) and interpersonal skills; strong computer skills including Microsoft Office and a willingness to work extended and flexible hours outside of normal business hours as necessary.
