BLUE BIRD FINISH FOR RED

Districts feel the heat in changes to wildfire rules BY TIMOTHY SCHAFER Times Staff

JIM BAILEY PHOTO

There were plenty of smiling faces under blue skies as the 2011-12 ski season wrapped up on Monday at Red Mountain Resort. Skiers and boarders enjoyed an abundance of snow with over 730cm falling since last October, including 218cm in March.

If a tree is thinned in the forest, does anyone pay — so wonders the regional district. With the province requiring regional district governments and municipalities across the province to now pay 25 per cent of the cost of wildfire interface mitigation, the price tag for forest fire safety may be too high for most areas to bear, says the chair of the Regional District of Kootenay Boundary board of directors. Larry Gray said there is a further $5 million worth of work that needs to be done this year to diminish the chance of a forest fire spreading into settled areas within the three Kootenay regional districts. But now having to cough up over $1 million between the regional districts of Central Kootenay, Kootenay Boundary and East Kootenay after the province changed the rules of the game is not feasible, he said, even if it means nearly $4 million in fuel mitigation grants from the province. “We qualify for the grants, we have been approved for the grants, but we can’t afford the grants,” Gray said. “We can’t afford the grants because we don’t have enough money; and to raise the taxes to cover that is a huge, huge amount.” Last month directors from the three Kootenay districts met with Forests, Lands and Natural Resource Operations Minister Steve Thomson on what could become a huge problem if the districts are unable to continue with forest fire mitigation. With wildfire potential threaten-

ing every corner of the Kootenays, they asked the minister and his staff to come up with some solutions to the funding dilemma for a region that will not be participating in the province’s fuel management programs this year, Gray said. Although it was not a positive reception from the ministry it wasn’t an outright refusal to help, Gray said. The ministry acknowledged discussion between the Provincial Fuels Management Working Group (comprised of the Union of B.C. Municipalities, provincial Wildfire Management Branch and the First Nations Emergency Services Society) and regional district representatives in the Kootenays was still ongoing. In an email in response to questions, they admitted changes introduced last June have created some challenges — especially for some regional districts — and have agreed to continue to sit down with the affected parties to see if anything can be done to address concerns. “Any further changes will have to be fair and equitable for all B.C. municipalities in the province,” the email read. Gray said ministry staff had intimated they were opposed to showing favouritism in one area of the province over the others. In practice, there should be firebreaks built around each community, the forest thinned out and no trees touching each other, said Gray. Most Kootenay communities don’t have this completed yet, he added. “This is a big problem. The governance is a difficulty,” he said. In order to move ahead with funding the fuel mitigation program under the new formula, Central

A LESSON IN LEARNING

Putting the student first and the letter grade second BY TIMOTHY SCHAFER Times Staff

No more pencils, no more books, no more teacher’s letter grades. The way students are being graded in today’s classroom is changing, going from the letter grade — or percentages — that nearly all of us grew up with,

to what is called assessment for learning. Although no report cards have been issued this school year due to the on-going labour dispute, the trend away from grades is already taking shape. Teachers across the Kootenay Columbia school district are demystifying academics for stu-

dents through assessment for learning, doing away with the sorting that comes from letter grades and instead letting students know right from the start what they are expected to learn — and then working with them to get there. In assessment for learning, a teacher will work with a student

at the outset to understand what she or he already knows about the topic, as well as to identify any gaps or misconceptions. Assessment for learning is creating learners, students who are engaged and excited to be taught, said SD20 director of instruction, Bill Ford. What started as a worldwide

movement in the late 1990s began appearing in the region’s classrooms five years ago, he said. “The sea of red ink with the letter grade is going the way of the dinosaur,” said Ford. “More teachers are adopting the assessment for learning approach, providing kids necessary

It’s show and tell time for the students of the pre-employment programs of the KootenayColumbia Learning Centre. Nearly two dozen kids and several hundred works of art will be on display this week at the VISAC Zimmer Gallery in the Community Centre Building. Opening Friday, (10 a.m. to 2 p.m.), the pottery and woodwork craft show is a showcase Kelly of the pre-employment program, said instructor Derk Zimmer. “These programs are becoming the heart of what we do here. We deliver academics with their work as well, he said. With Phil Power teaching construction (wood working) and professional potter Mary Anne Kelly in the ceramics room, the classes are preparing young people to practice a craft, to hone a skill that is trade based. “The whole idea is to make money, to create income from your skills, said Zimmer. The small, therapeutic classes offer a hands-on experience for young people, ranging in age from Grade 5 to adult, said Zimmer. “Some of the kids are off the scale, genius level when it comes to the hands on skills, he said. “They have that ability to see that way, but they don’t fit into the academic mainstream, which is incredibly frustrating for them. “We’ve got some really productive kids that are going to become really healthy adults, Kelly added.

LOCAL Changes to cost-sharing formula FROM PAGE 1 Kootenay and East Kootenay would have to create services for taxation purposes to fund their 25 per cent share. In the Kootenay Boundary, they would only have to increase taxation through the existing protective services service to cover their costs. The amount of money available to local governments has been reduced in the area of fuel management prescriptions — a planning process that identifies and describes the type of treatment needed. Last June the cost sharing formula, previously funded entirely by the province’s Strategic Wildfire Prevention Initiative, but administered by UBCM, was changed to require municipalities to contribute 25 per cent of the cost fuel management planning. At the time, the change was made to free up money for operational treatments including thinning, spacing, pruning and the removal of woody debris from forest floors,

the most costly aspect of wildfire prevention in interface areas. At the same time, the funding for operational treatments increased from the previous 75-25 split between the province and local government to 90 per cent provincial and 10 per cent municipal for the first $100,000. Cost-sharing over and above $100,000 remained at the previous 75:25 ratio to a maximum of $400,000. In addition, the province increased its share of funding for fuel management demonstration projects to 75 per cent from 50 per cent. Demo projects are typically smallscale treatments aimed at increasing public awareness and testing equipment and techniques prior to embarking large-scale projects Based on advice from the Filmon Report, the Strategic Wildfire Prevention Initiative was started in 2004 with $37 million in from the federal and provincial governments. In April 2011, the province provided an additional $25 million.

Rotary clubs seek young leaders TRAIL –Three local Rotary clubs are looking for young adults who are interested in building their leadership skills. The Rossland, Trail, and Waneta Sunrise clubs will each send a candidate to the annual, week-long district Rotary Youth Leadership Awards Camp, held in early July at Selkirk College in Castlegar. Young adults age 18 to 25 will be attending the camp from across Rotary District 5080, which covers Kootenay-Boundary, Northern Idaho, and Eastern Washington. “It is really what opened my eyes to community service and international service – it was a fantastic leadership experience,” said Fiona Martin, who completed the program when she was in her early 20s. Now a secondary school French teacher living in Rossland, and an active Rotarian, Martin recommends the RYLA experience to any young person looking to build leadership skills. “It provided excellent skills for university and to help make a contribution to society. You meet amazing people who are interested in the greater good, not just their little high school or town.” Some of the issues covered during the course include: critical thinking, group dynamics, motivation, goal setting, communication, styles of leadership, what makes an effective leader, and keys to understanding ourselves and others. The fee for the residential camp will be covered by the Rotary clubs. This year the camp runs from June 30 to July 7. For more information or to apply, contact: Fiona Martin, Rossland Rotary (fiomar@shaw.ca), Ray Masleck, Trail Rotary (masleck@trailrotary.com), or Robb McHattie, Waneta Sunrise Rotary (robbmac@ telus.net).

System promotes student ownership of education FROM PAGE 1 feedback about their learning and holding off on giving their letter grade until they are required to at reporting time.” And they are required in the end. In B.C. legislation there is a requirement for teachers to provide a letter grade on how students demonstrate their learning against certain outcomes, meaning did they learn the material. Teachers still design a program that allows a student to learn, while the letter grade provides parents with a final record of how they did based on all of the learning outcomes from the term. The letter grade is then based on the body of work the student produces against the learning outcomes. That is the only expecta-

tion required from letter grades, said Ford. However, the rest of the grading is open. And removing the letter grade until report card time allows the students to learn, instead of adhering to a self-fulfilling prophesy mentality that a letter grade can instill (I can’t learn, I’m no good at math, etc.). “So if it is about student learning, as a teacher I’m not going to give that letter grade feedback,” said Ford. “What I’m going to do instead is say, ‘Here are some things you did well, but here is an area that you need to work on.’” Educators who experimented with this technique in the 1990s found that, over time, students stopped asking for the letter grade and started to internalize the feedback and begin to

own their learning. And as teachers demystified the learning, revealed what was expected and created a criteria list, kids started to think of themselves as learners and they demanded criteria around learning. “Once kids know what that criteria is, there is no reason for anybody in a class to not do well,” Ford said. “The role of the teacher wasn’t about trying to trip them up, the role was to allow them to learn and

know what good work was. The role was to teach them and see what they could do.” And the results were very exciting because the kids started to perform, said Ford. Although it was only anecdotal evidence, it became apparent students were rising to the challenge and saying, “I could do this.” There are a growing number of teachers in SD20 that are moving their practice forward into this area, said Ford. After a local teacher stopped giving letter grades throughout the year, it only took a few weeks before the students stopped asking for them and started to own their learning. They were more interested in what they had to work on, and they were thrilled knowing what the end prod-

uct would be. “She said the quality of learning that was happening in her classroom was exceptional. It looked and felt completely different than it had in the past, compared to traditional methods,” Ford explained. Assessment for learning is a school district initiative, something they have been working on as professionals for five years. But reporting legislation still presumes they are using letter grades. “It’s a process,” said Ford. “We’re not hitting anybody over the head and saying, ‘Thou shalt…’ In education, grassroots movements are far more effective — providing research, providing the evidence, allowing early adopters to adopt early, continuing to provide those opportunities for teachers to make changes — and before

you know it you have a movement on your hands.” Currently, in B.C. legislation, next to that letter grade for grade 10, 11, and 12 students, there needs to be a percentage. And in the end, there will be. But up until that point in a growing number of SD20 classrooms there will be engaged learners, students living up to their potential. “You know, if universities want to sort kids, let them sort kids. That shouldn’t be our job,” Ford stated. “Our job should be solely to look at kids as individual learners and to improve their life chances and move them as far along on that learning continuum as possible, despite whatever disabilities or abilities they walk through the door with. “That should be our main job.”

PROVINCIAL SURREY

Gas tax revenue drops while ridership rises at TransLink BY JEFF NAGEL Surrey North Delta Leader

TransLink’s much-hated gas tax isn’t pulling in as much cash as it used to, as motorists either gas up outside the region or simply drive less. The transportation authority took in $312 million in 2011 from the fuel tax, according to its annual report. That was down nearly $12 million from 2010 as motorists bought 5.9 per cent less gasoline or diesel within Metro Vancouver. “High prices of fuel and a strong Canadian dollar would have contributed to the decline in fuel sales volume, which likely migrated to the Fraser Valley Regional District and Whatcom County, the report said. It said other factors likely include more fuel-effficient vehicles, increased use of transit or cycling, and less commuting overall. “If the trend continues, the impact of this reduction could be in the magnitude of a $450- to $550-million revenue loss in a 10-year period. The gas tax that goes to TransLink increased this month from 15 to 17 cents a litre and the hike is expected to raise an extra $40 million a year. But concern that the gas tax may be an increasingly unstable source going forward is one reason area mayors have talked about using other revenue sources, like a vehicle levy or road pricing, to fund TransLink’s longer term expansion. TransLink says 8.6 per cent more passengers took transit in Metro Vancouver last year, setting a new ridership record. The annual report also says it spent $56 million less than it budgeted.

But officials say the savings have no bearing on TransLink’s need for an extra $30 million per year to cover the transit expansion committed to under the Moving Forward program approved by area mayors last year. Money from the gas tax is dedicated to TransLink’s share of building the Evergreen Line. Overall, TransLink took in nearly $1.2 billion in revenue and spent $34 million more than that. It covered that deficit by drawing down its reserves to $288 million, which was less of a reduction than planned. The reserve fund is expected to run out in 2016 but officials say they continue to search for efficiencies to stretch it. TransLink took in a record $444 million from transit fares and the higher ridership was partly due to more passengers taking transit for the Stanley Cup playoffs. Property taxes generated $298 million, up nearly three per cent. Tolls on the Golden Ears Bridge generated $33.7 million for TransLink, $4 million or 10.8 per cent less than expected. Nearly 9.8 million vehicles crossed the toll bridge in 2011 – up 12.6 per cent from about 8.7 million in 2010 – but well short of TransLink’s budget target of 10.5 million. TransLink expects the Golden Ears numbers may improve in 2013, after tolls are added to the Port Mann Bridge this December. Transit costs accounted for $816 million – two-thirds of total spending – while TransLink corporate costs accounted for $70 million, $46 million went to roads and bridges and $27 million funded the Transit Police.

Cities protest RCMP pay hikes BY JEFF NAGEL Black Press

B.C. cities say they’ve been blindsided by surprise RCMP pay raises that the federal government enabled just as it was signing a new policing contract that was supposed to usher in a new era of trust and cost control. Langley City Mayor Peter Fassbender has sent a letter on behalf of the Union of B.C. Municipalities to Public Safety Minister Vic Toews expressing “our complete shock and surprise over the

3 SchoďŹ eld Highway Trail, BC 250.368.3360

undisclosed pay lifts, which he warned will create “significant backlash from councils and taxpayers. Fassbender, the UBCM rep in the recent contract talks, said cities don’t yet know how much more money – if any – they will have to carve out of their budgets to fund the higher RCMP payroll. Justice Minister Shirley Bond said she has been assured by Ottawa administrative savings totaling $195 million will partly flow to cities and could

entirely offset the pay raises, and possibly even lower their costs. But Bond is seeking more details. “I am deeply concerned about any potential impacts on our municipalities and that this information came as a surprise. Toews has said cities were advised months ago that raises on the order of 1.5 per cent were possible this year but neither the province nor cities were formally notified of the details of the compensation package.

Fassbender said even if the pay hikes end up cost-neutral or better for cities, the lack of communication and consultation is deeply troubling, as is the timing. “You just can’t plan this way, he said. The province signed a new 20-year RCMP contract on March 21 – ending its threat to terminate the Mounties and form a new provincial police force – after securing extensive promises of more say for cities on spending decisions.

THE CANADIAN PRESS OTTAWA - The Canadian government is not going far enough in its review and oversight of the F-35 and it should examine what the stealth fighter can and cannot do, says an expert who’s tracked the controversial program. Winslow Wheeler, of the Washington-based Centre for Defence Information, says the debate following last week’s auditor general report needs to move beyond the eye-popping cost, muddied procurement process and what cabinet ministers knew - or didn’t know. “It needs serious and objective people to look at it and to come up with fact-filled findings that translate into conclu-

assessment. No one in either Canada or the U.S. is asking what they’re getting for the billions of dollars they’re about to spend and whether the aircraft will perform as promised, he said. “Even if this flying piano works, it will still be a gigantic disappointment in terms of performance, said Wheeler, who’s testified before Parliament on the F-35 and spent years as an analyst at the U.S. General Accounting Office. Last week, the Pentagon released a Selected Acquisition Report for the Joint Strike Fighter and it suggests operational testing and evaluation of the F-35 will not be completed now until 2019.

Oil expected to fuel Alberta’s growth THE CANADIAN PRESS OTTAWA - The TD Bank says persistently strong oil prices are giving the economies of resource-rich prairie provinces a turbo-boost. The bank says in a new provincial economic outlook that Alberta will grow a robust 3.6 per cent this year, well above the 2.2 average for the country. That’s also a full point more than previously expected in the bank’s January forecast. TD says the impetus is a changed outlook for oil prices, with global crude now anticipated to average about US$100 a barrel for the rest of the year. Saskatchewan will also benefit, but to a lesser extent, and will see its economy expand by 3.1 per cent. According to the bank, Alberta and Saskatchewan will be the only provinces in Canada to enjoy growth rates above three per cent in 2012, a feat they will repeat in 2013. TD upgraded its growth forecast for the nation last month. Monday’s report is a provincial breakdown of the previous national outlook. The details show the East-West divide in the economy not only continuing, but widening. Alberta’s lead is 1.1 percentage points above any non-oil resource province, with Prince Edward Island coming in a distant third on the provincial ratings on growth of 2.5 per cent this year.

Love, the terrorists of the Free Syrian Army.” As soon as Bashar alAssad’s regime in Syria gets “written guarantees” from the “armed terrorist groups” to surrender, announced the Syrian foreign ministry on Sunday, it will comply with its promise to withdraw its tanks and artillery from rebellious Syrian cities. Sorry, no, there’s more. The regime also wants “guarantees of commitment by the governments of Qatar, Saudi Arabia and Turkey to stop financing the armed terrorist groups.” The United Nations and the Arab League thought they had a deal. The Syrian government had promised the mediator, former UN Secretary-General Kofi Annan, that it would remove all its heavy weapons from

urban areas by today, and accept a complete ceasefire by Thursday. But then Damascus announced that the international community had been “mistaken” to think that it was really going to pull its troops out. “Kofi Annan has until now not furnished to the Syrian government written guarantees about the acceptance of the armed terrorist groups to stop violence in all its forms, and their readiness to surrender their weapons so that state authority can spread on all territory,” the statement said. In other words, as soon as the pro-democracy side surrenders unconditionally, “peace” – i.e., the tyranny of the Baath regime – will be restored. Kofi Annan, the United Nations and the Arab League were doing the best they could, but with no member country willing to use military force against Syria they had no leverage whatever. If Bashar al-Assad really pulled all his troops out of Syrian cities, they would then immediately fall into the hands of the opposition, so he wasn’t going to do that. The senior people at the

GWYNNE

DYER World Affairs UN and the Arab League who approved the deal were hoping at least to put an end to the Syrian regime’s use of massive force against civilians. Assad was obviously not going to meekly give up power, but many innocent lives would be saved if he could just be persuaded to stop using tanks and artillery against cities. He would probably continue killing his opponents on a retail basis, but the wholesale killing would stop. It was worth trying to de-escalate the conflict, but it isn’t going to happen. Shelling cities with tanks and artillery is a highly inefficient way of restoring government control over them, but it keeps the cas-

ualties down on the regime side. So has the Assad regime won despite the deaths of 9,000 protesters? Probably. Non-violent resistance to tyranny is a powerful tool, but no political technique works every time without fail, and Syria’s Baath Party was always a hard target. It is a single-party regime that is dominated by and mainly serves the interests of a minority, the Alawites (only 10 percent of the population), who fear catastrophic revenge by the majority if they lose power. However, it also has significant support from other minorities, notably the Christians and the Druze. Most of the people in these groups have swallowed the guff about “armed terrorist groups,” and they are all terrified of majority rule, which they are convinced would hand power to the Sunni Muslims (70 percent of the population). That was not the goal of the original protesters, who genuinely believed in a nonsectarian Syrian democracy, but the Assad regime is adroit at the game of divideand-rule. The prospect of a non-

violent transition to a democratic Syria that commands the loyalty of all the country’s religious and ethnic groups has vanished. The people who tried to make that happen were astoundingly brave, and they kept their protests entirely peaceful for seven months despite extreme regime violence, but now most of them have either been killed, or they have taken up arms. The remaining options are both bad. If Assad succeeds in suppressing all resistance, Syria will be an even more oppressive and unjust place than it was before. If he only partially succeeds, it will open the way to an all-against-all civil war like the one that devastated Lebanon in 1975-1990. There is no plausible third option. Am I saying that an Assad victory is Syria’s best remaining option? No, I cannot bring myself to say that. But I think that I am writing the epitaph of Syria’s attempted non-violent revolution. LETTERS & OPINION LETTERS TO THE EDITOR

Airline explains factors in reliability Please allow us to provide our company’s response to recent media stories speaking to the safety and reliability of services to Trail versus Castlegar airports. The primary focus of the stories was on recently released data showing the Trail service being more reliable than the service in Castlegar. The higher reliability of the Trail service is due to two factors: Operations: The flexibility of our operation allows us to delay/hold flight departures for improving weather conditions. Weather: The unique weather conditions at the Trail Airport often allow for safe operations while weather conditions at other airports may restrict operations. Pacific Coastal Airlines operates to and complies with the same Transport Canada Regulations as Air Canada. At Pacific Coastal Airlines, safety is, and always will be, our number one priority. We will never compromise safety for reliability. As you are aware, Pacific Coastal Airlines celebrates six years of service to the Trail Airport today. The ongoing support we receive from residents of Trail and the West Kootenay region is greatly appreciated. We are proud to be your local airline. Community applauded for finding lost dog Creston Pet Adoption and Welfare Society would like to send a great big thank you to the people of Trail and surrounding communities for all your help in finding PAWS dog Candy, who went missing last week in the Trail area. Wow – you guys are amazing!! Candy came to PAWS last July after her owner passed away. She is terrified of people – even after months of working with her to build her trust and confidence. Most people who have considered adopting her have changed their minds after seeing how frightened she is. Recently, Darlene and Darrell Johnston from Rossland decided to take on the challenge of adopting her. They have a history of being wonderful dog owners, so we were all very hopeful that Candy had finally found her forever home. Unfortunately, after just one day with her new family, Candy bolted.

She ran straight up the mountain off Hannah Creek Road and disappeared. Darrell managed to track her for several hours – through snow that in some places was up to his thighs. Only when it was too dark to see did Darrell come back down the mountain. The next day he went back up again, this time with snowshoes. After searching again for several hours, he had quit when her tracks disappeared into a bare, rocky ridge. But the Johnstons never gave up. They put up dozens of posters in Trail, Rossland, Warfield, Oasis, Tadanac, and Rivervale. They spent all their waking hours searching, showing Candy’s picture to everyone they encountered during their search. The community was quick to respond. Radio stations, the SPCA, Cominco security personnel, the vet, Pet Needs Plus store – all participated in getting the word out. Darlene put food out

Katimavik should not be axed An editorial from the Guelph Mercury In its most recent budget, the federal government needed to show it was serious about finding ways to save money, along with deflecting attention from big issues such as the money tied up in buying fighter jets. The fighter jets have turned out to be an impossible item to keep on the media’s back burner but, on budget day, let’s just say it was a bad time to be a penny or a youth program with Liberal party lineage. Wrapping up production of pennies filled some air time, but in an increasingly cashless society there’s no way this issue was going to hold the nation’s attention. We’re prepared to let that one go. But another piece of lowhanging fruit that hit the ground with a thud when the cool Conservative breeze hit the budget tree was Katimavik, a youth volunteer program that offers a lot more value than its annual $15-million price-tag. Not everybody goes to univer-

sity. This program for Canadians between 17 and 21 is an ideal bridge for people who need a bit more time to figure out their next move after high school. It’s not like they are going to have the option of spending an extra year in high school, thanks to changes at the provincial level to save money. Katimavik is a program that should be expanded, not cut. It should be viewed as a valuable nation-building tool. There’s no better way to erase stereotypes about people from other regions of the country than to bring them together under one roof for six months. And there’s no substitute for the experience of living in another place and getting to know its people. So, the program born in 1977 by the government of Pierre Trudeau finds itself on its last legs yet again. Katimavik has been left for dead before - Brian Mulroney’s Conservatives pulled the plug on it in 1986 - and it will likely be reborn the next time Liberals find themselves in power. In 1995, the Liberals

under Jean Chretien revived it, which brings us to today. Until that time the people who end up losing are the ones who need the axed program the most. Participants, yes, but also the wide range of community organizations that provide invaluable service while relying on volunteers. ... “It is not just a youth program, said Liberal MP Justin Trudeau, the former prime minister’s son. “Having these volunteers, who are committed people, to give projects to is a huge boost for small communities and community-service organizations that help out our vulnerable populations. LETTERS TO THE EDITOR POLICY

KEITH URBAN

Singer ready to roar THE ASSOCIATED PRESS NASHVILLE - Worried he might lose some of his singing ability, Keith Urban actually emerged from his surgery to remove a polyp and a nodule from his vocal cords with benefits he never imagined. Urban says he had issues with his vocal cords for years, but they were never serious enough to address. When a polyp developed, though, he began to have troubles with his voice. He had to push hard to reach the notes and he began to lose his falsetto, a key ingredient in his best songs. All that changed almost immediately after the surgery and Urban has been working with a vocal coach to strengthen his voice. He recently put himself through a successful 90-minute set that showed no ill effects from the surgery.

TITANIC

Remote station handled distress call THE CANADIAN PRESS CAPE RACE, N.L. - In a remote Marconi wireless station on the southeast tip of Newfoundland, the bland stream of “Wish you were here” messages from passengers aboard RMS Titanic ended with the inconceivable. “My God, Mr. Gray, the Titanic has struck an iceberg and is calling CQD,” head operator Walter Gray would later recall being told by his subordinate, J.C.R. Godwin, at 10:25 p.m. EST on April 14, 1912. It was just before midnight, ship’s time, and the luxury liner would be under water in less than three hours. CQD was the early Morse code distress call used by Marconi installations. Titanic’s head operator Jack Phillips, a good friend of Gray’s from Marconi training, also sent out the more novel SOS. Cape Race was the closest land base to the stricken ship, which met its fate about 600 kilometres southeast in the North Atlantic’s freezing Iceberg Alley. For the first hour or so after that first distress call, “there was no thought of the ship sinking,” Gray wrote in his memoir “The Life Story of an Old Shetlander.” After all, the jewel of the White Star Line had been glorified as unsinkable. “It was only when Phillips announced ...’We are now sinking slowly by the head. Putting women and children off in boats. Weather remains clear and calm,’ that the horror gripped,” Gray wrote. Gray and his three-man crew continued to relay fading signals from Phillips in a desperate effort to get help from nearby vessels. The actual Marconi logs at Cape Race were lost to fire or were accidentally thrown out, according to differing historical accounts. But a log later replicated

His great uncle, Jimmy Myrick, was a 14-year-old wireless apprentice the night the Titanic sank. from those notes by one of Gray’s assistants, Robert Hunston, documents in eastern standard time the last messages between Titanic and other ships. “11:00 p.m. Titanic continues calling for assistance and giving position.” “11:36 p.m. Olympic asks Titanic which way latter steering. Titanic replies: ‘We are putting women off in boats.’ ” “12:50 a.m. Virginian says last he heard of Titanic was at 12:27 a.m. when latter’s signals were blurred and ended abruptly. From now on boats working amongst themselves relative to Titanic disaster. Just over 700 people would be rescued from lifeboats or makeshift rafts, including Titanic’s assistant wireless

bar and nightclub, The Mint - listed at about $4 million. Now the Idaho Mountain Express reports Willis may be severing another real estate tie to Idaho. The actor told Camas County leaders he is willing to give the Soldier Mountain ski area in Fairfield to the right non-

profit. Willis, best known for the “Die Hard” series and “Sixth Sense,” has owned the ski area since the late 1990s. It boasts 1,150 acres (465.4 hectares) of in-bounds terrain, and its three lifts give access to a vertical rise of 1,425 feet (434 metres).

operator Harold Bride who survived on an overturned collapsible lifeboat. More than 1,500 people died. It’s unclear why the closest ship, the Californian, did not respond from where it had stopped several kilometres away in an icefield. An inquiry after the disaster heard that the wireless operator had gone off shift and never heard the pleas for help, and that Titanic’s emergency rocket flares were either misinterpreted or downplayed. There are also contradictory accounts about who first heard the Titanic distress call. Dave Myrick’s family lived and worked for generations at Cape Race. His great uncle, Jimmy Myrick, was a 14-yearold wireless apprentice the night the Titanic sank. According to family lore, he told a relative decades later that he happened to be alone as the ship’s distress call came in while senior operSoldier Mountain is popular with families, serving as a laid-back alternative to the swanky Sun Valley ski resort about 65 miles (105 kilometres)away. Young Jimmy was sworn to never tell that he was left alone for even a few minutes.” Such details are fodder for debate. But there’s no doubt about the huge role that tiny Cape Race played as the disaster unfolded, said Lynn-Marie Richard, curatorial assistant at the Maritime Museum of the Atlantic in Halifax. Service special-use permit. At least one non-profit has expressed interest in his offer. John Palan, with the local Soldier Mountain Recreation Association, says his group is hoping to get enough help from donors to take over the ski area’s operations.

Register for Dam Run BY JIM BAILEY Times Sports Editor

Runners should have an extra spring in their step as organizers kick off the warm-weather season with The Dam Run on Saturday. The run is for all ages, levels and abilities from casual joggers to competitive runners, and will start at the pullout on Highway 22 A across from “Fergie’sWay” memorial. “It appeals really to anybody,” said organizer Gerald Klassen. “There’s a 5k and 10k run. The 5k anybody can do that one, they can even walk it if they want.” Runners will be divided into categories and there is even a special category for Baby Joggers or parents with toddlers and a running carriage. There is also the Kootenay 10K Championships for those who want to push for a personal best. “If you want to go out for a time, say if you want to have a really fast run, it’s a perfect course to do it on because it’s basically out and back, but it’s

flat.” A rare commodity in the East and West Kootenays, especially with the precise distances and official times registered by timekeepers Klassen and Heather Johnson. The relatively lowimpact course will cede some good times and act as a tune up for upcoming events such as the Silver City Days fun run, Blooms Day run or various triathlons. This is the second year for the Dam Run, and after a solid turnout last year, organizers are hoping for more. It’s a great time of year to shake off the winter blahs and renew a healthy relationship with running, suggested Klassen, “It should be a lot of fun.” Registration is free but the non-profit event encourages donations to help offset costs of amenities, refreshments and prizes that will be enjoyed following the event. Runners can sign up at Gerick Cycle Sport Center or at the race start at 9:30 a.m. The Dam Run begins at 10 a.m. Saturday.

It was a suitable sunny Monday for the last ski of the season at Red Mountain, as young and ‘older’ skiers alike took one last magic carpet ride before putting the boards away for the year. Red offered free skiing on the final day to show its appreciation to those who frequented its slopes.

The Trail Smoke Eaters are already making moves to ensure a solid foundation for next year. Following the spring camp at the end of March, the coaching staff signed AP forward Brenden Heinrich from Boswell, and defenceman Braeden Jones, an Edmonton native, who played Midget AAA with the Edmonton Knights of Columbus Pats last year. The team also let go assistant coach Bob Dever. Heinrich skated with the Castlegar Rebels notching 14 goals and 18 assists and also dressed in a number of games for the Smokies. The two 17 year olds stood out among the 70 or so other players, and will be two of about 20 invited back to the main camp in August. “The Jones kid was sent down to us by one of our Edmonton scouts, and he was by far probably the best player on the ice the whole weekend,” said Smoke Eater president Tom Gawryletz. “I know he’s young but I don’t think he would have had any problem fitting into the top two or three of our team last year as a 16 year old.” Coach Bill Birks hasn’t taken much time off either since spring camp, and is currently on the road scouting potential Smokies. However, Gawryletz recognizes that courting players to commit to the Smokies is often a struggle when competing with larger centres, and believes a new approach might be worth investigating. “We liked him (Heinrich) all year,” he said. “He had a lot of offers and we’re finding that every kid we talk to has offers somewhere else, so we either have to jump on them now or wait until August and be left out in the cold.” This year the Smokies plan to head into camp with a strong group of 30 to 40 character players, including up to a dozen from last year, rather than try to weed through 70 or 80, he said. The Smokies are also looking for a new assistant coach after Bob Dever’s contract was not renewed for the 2012-13 season. “We’re talking to a couple guys right now, and are hoping that in a week or 10 days we’ll have an announcement on that as well,” Gawryletz added.

ell, they were too good. It might have been nice for the Nitehawks to close out their KIJHL season at home an extra gate and a chance for the fans to salute them as they head out on the road to potential further success. That wasn’t the case, however. This version of the Beaver Valley squad was too good and fought too hard to give away anything and the Kelowna team was probably the third best team they faced in the playoffs. Curling Association. Rather than gift one year’s Brier winner with a return trip on the basis of no current accomplishment, get rid of the Team Canada designation at the Scotties. At one time, despite flying in the face of tradition and offering an outsized reward to used-to-be winners, the women’s Team Canada may have been a necessary marketing tool. With professional play all over the calendar for women as well as men, that shouldn’t be true anymore, and the unfairness of the system is an affront to justice. Canadian titles are hard-earned things, every year, and offering a no-effort bye into them should go away.

SCOREBOARD

The lowdown on first round THE CANADIAN PRESS The race to the Stanley Cup is on. Sixteen teams enter the week with a chance at a championship, including the Vancouver Canucks and Ottawa Senators. Here’s a look at how the first-round matchups stack up in the west, tomorrow the Trail Times will feature the Eastern Conference: Western Conference Vancouver (No. 1) vs. Los Angeles (No. 8) Game 1: Wednesday at Rogers Arena. Season series: Vancouver went 2-1-1. Lowdown: Regular season champions for a second straight year, Vancouver is looking to get one more victory this spring than last one. If they manage to do it, they’ll become the first Canadian team to lift the Stanley Cup since 1993. The Canucks are heavily favoured in this series but have some question marks after watching Henrik Sedin, Ryan Kesler and David Booth struggle offensively down the stretch. Of course, the Roberto Luongo-Corey Schneider goalie debate could surface again as well. Arguably the only reason Los Angeles was able to get into the post-season is goalie Jonathan Quick, who registered 10 shutouts during the regular season and is likely to play a key role in this series. Trade deadline pickup Jeff Carter could also be a player to watch for the goal-starved Kings if he returns from an ankle injury. --St. Louis (No. 2) vs. San Jose (No. 7) Game 1: Thursday at Scottrade Center. Season series: St. Louis went 4-0-0. Lowdown: The jockeying started early in this series with Sharks coach Todd McLellan pronouncing his team the underdog and noting the pressure St. Louis is under. While that’s true based on the regular season, San Jose holds an undisputed edge in playoff experience after advancing to the Western Conference final the last two years. The Blues rocketed up the standings after Ken Hitchcock was hired and are the league’s best defensive team. Led by goaltenders Jaroslav Halak and Brian Elliott, St. Louis averaged 1.89 goals against this season. San Jose will lean on its three 30-goal scorers -

BCHL Playoffs

Logan Couture, Joe Pavelski and Patrick Marleau - along with captain Joe Thornton, who had a standout performance during last year’s playoffs. A key for the Sharks will be finding success on the road. St. Louis went 30-6-5 on home ice this season. --Phoenix (No. 3) vs. Chicago (No. 6) Game 1: Thursday at Jobing.com Arena. Season series: Phoenix went 3-1-0. Lowdown: The Coyotes are trying to win their first playoff series since moving to the desert from Winnipeg in 1996. They came up short against Detroit the last two years and have drawn a Blackhawks team with plenty of question marks entering this series. Chicago captain Jonathan Toews - the Conn Smythe winner in 2010 - remains sidelined with a concussion and top goalie Corey Crawford has struggled. With the Coyotes ownership situation still up in the air, players are likely to face another round of questions about the franchise’s uncertain future. Perhaps they’ve grown used to the distraction. A key player for Phoenix is goalie Mike Smith, who had a career-best 38 wins with a .930 save percentage during the regular season. --Nashville (No. 4) vs. Detroit (No. 5) Game 1: Wednesday at Bridgestone Arena. Season series: Tied 3-3-0. Lowdown: This series pits the up-and-comers (Nashville) against the wily veterans (Detroit). Predators general manager David Poile was aggressive at the trade deadline and believes he’s built a championship-calibre team. The first test is a steep one. Detroit only lost one first-round series since the lockout and has recently welcomed a number of injured players back into the lineup. The Red Wings are well-balanced offensively, but have seen the goals dry up down the stretch. Nashville’s star defencemen Shea Weber and Ryan Suter could have a major impact on the series. It will be intriguing to see what Alexander Radulov can do as well. He had three goals and seven points in nine games after returning to Nasvhille from Russia last month.

It’s not too late to figure out best course of action Dear Annie: During the past 25 years, Youth Service America has mobilized millions of youth across the globe to do good in their communities -- an estimated 16 million! To celebrate their ingenuity, idealism and passion, please remind your readers that the 24th Annual Global Youth Service Day will take place April 20-22, 2012. and www.GYSD.org. -- Sincerely, Steven A. Culbertson, President and CEO, Youth Service America Dear Steven Culbertson: Thanks so much for letting us once again mention this worthwhile project. We hope all our readers, young and old, will check out the websites you mention and become involved in local volunteer programs. It’s also a wonderful educational opportunity for teachers and students. Dear Annie: I am in my late 40s, married for 13 years. I was widowed early in my first marriage, and my husband is divorced with

children. I knew from the start that we were from different worlds and had few common interests, but I thought that would change over time. Now I wish we had dated longer. Over the past seven years, we have had little interaction. I do my thing, he does his. We haven’t been intimate or even affectionate for close to a year. We haven’t said “I love you” in forever. Our flame has blown out. I have tried to speak to my husband about this, and he says I am making something out of nothing. We both are still young. I want to be embraced by longing arms, say I love you and know it is reciprocated. I want to cuddle, laugh, share, talk, look into his eyes with excitement and feel wanted. I’d even love to go to the movies together and hold hands. Am I expecting too much? -Roommate Dear Roommate:

You might be expecting more than your husband is capable of giving, but it’s not too late to address it and figure out your best course of action. Suggest that your husband see his doctor and check his testosterone levels and other possible medical conditions. Then ask him to go with you for counseling so you can work on your communication and intimacy issues. If he refuses, go without him and decide what you can live with. But thank you for providing a word of caution to those who rush into marriage and believe the other person will change. Dear Annie: I’d like to comment on the letter from “Hands Tied in Michigan,” whose husband works out of state and sometimes doesn’t call when he’s back from dinner with the guys. From my male point of view, I’d say her husband is going out to topless bars with the guys,

maybe even having sex with the strippers after hours. Obviously, he can’t call home to “The Wife” if he’s with a young girl who thinks he’s not married, nor can he answer his cellphone in the topless bar, because his wife would

hear the loud music in the background. The wife should hire a private investigator to follow her husband around each evening after he gets off of work. One full week ought to reveal whether he is partying more

than he should be. -A Man Who Knows in New York Dear Male: Your cynical scenario is, of course, one possibility, but we hope there are more benign reasons behind the lack of phone calls.

YOUR HOROSCOPE By Francis Drake For Wednesday, April 11, 2012 ARIES (March 21 to April 19) Dealings with authority figures definitely will be unpredictable today. You might feel annoyed, injured or insulted. (Don’t quit your day job.) TAURUS (April 20 to May 20) Travel plans will be changed, delayed or canceled. Ditto for anything related to higher education, medicine and the law. Just grin and bear it. GEMINI (May 21 to June 20) Stay in touch with your bank account and issues related to taxes, debt, inheritances, insurance matters and shared property. Something unexpected could happen here. CANCER (June 21 to July 22) Avoid nasty confrontations with partners and close friends (very easy to happen today). Just remember, it takes two to make a fight. If you are tolerant and forgiv-

LEO (July 23 to Aug. 22) Interruptions to your daily routine or your job will be likely because of computer crashes, power outages, staff shortages and canceled meetings. (Yikes!) Nothing is reliable today! VIRGO (Aug. 23 to Sept. 22) Parents should be extra vigilant about their children today, because this is an accident-prone day for kids. Romance is quite a rocky road as well. Be patient with others. LIBRA (Sept. 23 to Oct. 22) Small appliances might break down at home today, or minor breakages could occur. Arguments could break out at home. Therefore, be calm and supportive wherever you can. (Yikes.) SCORPIO (Oct. 23 to Nov. 21) This is an accident-prone day

You feel rebellious today. You don’t want anyone telling you what to do. Because of this, explosive arguments might break out. (Cool your jets.)
