After two years of renovations and construction, Selkirk College’s Studio 80 has finished its transformation to the Shambhala Music and Performance Hall. “It’s almost completed with the new sound and lighting equipment and it looks amazing,� said development and alumni co-ordinator Pat Henman. “We just had to do some minor little things like get the final equipment in and that’s going to be happening over the next few weeks. “It’s all new. It looks amazing. It sounds amazing.� The hall has been in use over the past few weeks as students

Abuse could end to public access to Fort Shepherd Trail Briefs Although the Fort Shepherd Conservancy Area opened to the public this month for a third season, there still remains a danger of the popular area being closed. Guarded closely by the Trail Wildlife Association (TWA) and its president, Terry Hanik, the area south of Trail down Casino Road is used by all sorts of recreationalists, but not always towards a noble pursuit. Hanik said after the TWA took over in 2010 as stewards of the land, people have been trying to keep the area in as pristine condition as possible. But it only takes one or two people to wreck it, he said, usually by dumping garbage or driving into regions closed to vehicle traffic. Over the winter, some people created bonfires on Teck’s land — the first eight kilometres before the conservancy — burned pallets and left some refuse, said Hanik. Continued acts of that nature would precipitate closure of the area by the advisory committee that included The Land Conservancy, Teck and TWA representatives. “This is the only area that The Land Conservancy has let people go in and use. No other piece they own allows people to go in and use,� he said. ,
“But the area could end up being shut down if they abuse the land.� And it would be a great loss to the local recreation culture if that were to happen. Hundreds of people each year use the Fort Shepherd area to hike, fish, swim, hunt, mountain bike, walk dogs or go down to view monument at Fort Shepherd and look around for artifacts. Pipe leak showers sewage into Columbia The regional district’s main sewage line came apart above the Columbia River underneath the Old Trail Bridge’s deck in late Monday afternoon, spilling around 5,500 cubic metres of largely liquid sewage into the river over the next few hours. The regional interceptor pipe that services Rossland, Warfield, Rivervale, Oasis and West Trail was comprised of several sections of steel pipe, held together with a clamp, securing it to the piers of the bridge high above the river, said Alan Stanley, director of environmental services with the Regional District of Kootenay Boundary. But the clamp’s failure was a mysterious occurrence, said Stanley, considering there was no normal operation of a pressure main that would result in the separa,
tion of a coupling. “We are investigating that for some alternative reasons as to why it happened,� he said Tuesday. “At this point there are a bunch of ideas floating around, but until we have something more definitive we are a little reluctant to say exactly what it is.� The RDKB had an emergency response plan for such an event and it was activated soon after the line came apart, pulling in regional district, City of Trail, Ministry of Environment and Environment Canada officials by 5:30 p.m. Regional district liquid waste management crews had the sewage spill contained within a few hours after the leak was spotted. Although the sewage pumps could not be turned off, the crews were able to send the liquid sewage through a bypass valve into the river, while solid waste went into a holding tank. School district has to cough up cash for sick days Sick days for staff continue to plague the school district as it now faces a further hit to its current budget. An extra $150,000 might have to be absorbed into School District 20’s (Kootenay Columbia) current budget as substitute expenditures keep climbing.
With only 15 per cent of the budget left ($148,000) and around $400,000 expected to pay substitute staff to cover for illness and other leaves of absence in the next four months, SD20’s board of trustees got a grim look Monday night at their regular monthly meeting at Blueberry School at how the books will be balanced this year. The substitute expenditures mean some planned school district purchases will be put on hold, said SD20 superintendent of schools, Greg Luterbach, noting there was some money in the budget to replace vehicles for the district’s maintenance crew, as well as buy some new computers. “They will be on hold until we see how we are going to balance the budget,â€? Luterbach said. “So there are going to be some unhappy people ‌ because we are going to have to use that money to balance this year’s budget.â€? This is of serious concern, he added, considering how the expenditure is affecting other areas of the district’s operation. The total substitute expenditure for February was over $110,000. For the year the district had budgeted around $1.02 million, or $83,000 per month. KBRH Health Foundation reaches halfway mark

The Trail hospital is moving toward advanced equipment to deliver testing for women in the Kootenay Boundary who have a history of breast cancer or current symptoms. The Kootenay Boundary Regional Hospital (KBRH) Health Foundation has just raised half of the $950,000 needed to replace its 11-yearold film mammography machine with a digital mammography with stereotactic capabilities. A mammography exam is used to aid in the early detection and diagnosis of breast diseases in women, a process that is expedited with digital equipment. This state-of-theart machine will not only support diagnostic imaging but also general surgical practice at the Trail hospital. Stereotactic biopsy capabilities means patients may be able to have a needle biopsy instead of invasive surgery to diagnose a breast lump. “These biopsies are done in the mammography room instead of the OR, which means a faster recovery and reduced pressure on our OR,� explained Thalia Vesterback, Interior Health regional manager of diagnostic imaging. “Some patients will still require surgery but it means more options for surgeons and their patients.�

Kootenay governing crew sold on summit JIM SINCLAIR Advertiser Editor
It was a meeting arranged a couple of months back and Castlegar had been chosen as the location. A group of 13 gathered to try their luck at reaching consensus on a number of green topics. The event was called the West Kootenay Climate Leadership Summit, held on Tuesday, March 27. Rising to the summit was a group of 13 comprised of mayors, councillors and regional district directors from across the West Kootenay. The mandate of the summit was to â&#x20AC;&#x153;establish a climate action peer network, share challenges, inspire others and determine ways to work together on their common goals of reducing energy consumption, greenhouse gas emissions, and ultimately saving money.â&#x20AC;?

â&#x20AC;&#x153;It was definitely worthwhile,â&#x20AC;? recalled Castlegar Mayor Lawrence Chernoff. â&#x20AC;&#x153;We talked about energy and we talked about waste and water.â&#x20AC;? He added that time was spent during the three hour session discussing options for larger communities helping their smaller counterparts. Group purchasing of infrastructure items, increasing economies of scale was also looked at according to the Castlegar mayor. A group-buying plan was touted for the retrofitting of streetlights, for example, switching to more efficient LED models. Those attending re-
lated their experiences in regard to waste and water issues. Silverton councillor Leah Main reported that â&#x20AC;&#x153;The Village of Silverton has developed the highly successful electronic waste recycling on its own initiative because it needed to be done.â&#x20AC;? Trail councillor Gord DeRosa brought up the point of how trimming power use could help in more ways than one. â&#x20AC;&#x153;From automatic door openers to escalators,â&#x20AC;? said DeRosa, â&#x20AC;&#x153;weâ&#x20AC;&#x2122;re all out of shape.â&#x20AC;? The host was quite pleased in describing the the summit, and Lawrence Chernoff indicated on March 30 that the momentum would soon be maintained. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re going to meet again at the AKBLG (Association of Kootenay Boundary Local Governments) coming up in April,â&#x20AC;? he concluded.

In any competition it always helps to get a great start, like the early Earth Hour pledge drive carried out by the Village of Salmo. The effort helped a lot as the village earned bragging rights with the top per-capita participation in the province. Village of Salmo administration clerk Jessica Ellis feels being quick off the blocks gave her town the momentum it needed to wind up on top. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re pretty happy,â&#x20AC;? said Ellis on April 2. â&#x20AC;&#x153;Salmo showed great support.â&#x20AC;? The Earth Hour Challenge was held
between 8:30 and 9:30 on March 31. Everyone was encouraged to shut off all non-essential lights and appliances for that time, just to prove they can get by without them, even for short periods at a time.

For the fourth time in recent years in the Slocan Valley, a judge has slapped a restraining order on a property where a marijuana grow-op was discovered. RCMP sought and obtained the property restraint order from a BC Supreme Court judge in Vancouver for a property that contained a commercial grow-op. Cst. Shaun Foley
of the Slocan Lake detachment says they found nearly 400 plants as well as a shotgun that had been stolen out of Edmonton. Jean Yves Farrand Murray, 36, has been charged with several offences stemming from a search of his property on February 3, although police didn’t state the address. He faces counts of drug production and possession for the purpose of traffick-
ing, as well as unauthorized possession and unsafe storage of a firearm. Murray appeared in court in Nelson last week and will return May 8. The restraint order contains stipulations which prevent the owner from selling or transferring interest in the property or from doing anything which could depreciate the value of the property until the matter is dealt with in court, Foley said.
It also gives temporary control and management of the property to a branch of the federal government. Depending on the case’s outcome, the trial judge may forfeit the property to the Crown. Two other Slocan Valley properties have been forefeited the same way — one wholly, and one partially. Another two matters are still before the courts.

RDKB executes court order and takes down illegal trailer park Grand Forks Briefs The Regional District of Kootenay Boundary (RDKB) executed a court order to remove a number of illegal trailers from the Granby Road property of Peter Demski on March 28. The RDKB contends that there had been complaints from nearby residents about the
trailers, which were brought onto Demski’s property illegally and went against zoning bylaws. The mobile homes were torn down and the debris was taken to the local landfill. Grand Forks’ Thate wins Music Festival contest Local singer Amanda Thate will open the

Despite the cold and snowy weather, some 25 competitors put on their best ski boots, swim shorts and retro attire before taken the plunge for the annual slush cup at Red Mountain in Rossland. Those brave enough to speed down the hill through the falling snow hit big air off the five foot jump before splashing down into the ice cold landing pool. While a few people
managed to waterski to the end of the pool, most ended up getting drenched in front of the large crowd that gathered on every vantage point between the Red Chair and the day lodge. The winner received a brand new pair of skis. On the hill, there were excellent winter conditions with a large amount of snow falling overnight. Other prizes were awarded for best costume and best trick. This is the last weekend of skiing at Red, which officially
closes on April 16 this year. To finish the year off, Red will be having a pass appreciation and end of season deck party and Dummy Downhill. The Dummy Downhill event begins at 2 p.m. Saturday, with sled display at noon and registration starting at 9 a.m. Enter your dummy sled for a chance to win prizes in categories like people’s choice, biggest air and fastest time. Entry is $5, but kid’s under 16 can enter their sleds free. Pass holders will be able to

Life Matters Just recently, the Federal government passed their 2012 Budget which has caused quite a stir amongst the popula-
tion at large. The main hot topic of debate has been the changes introduced to our Old Age Security pension plan with the eligibility date being moved from age 65 to 67. Needless to say, I
had a brief chuckle… shook my head and heaved a big sigh… oh, how life has changed… Rewind the tape about 25 years and all I could think about was Freedom 55. Yep,
that was the ultimate dream. Work hard, “save your pennies” and if all turned out as planned I’d be living the retirement dream at age 55. Unfortunately, for most of us – the Freedom 55
dream is far from reality as we’re still faced with putting our children through school, paying off debt and mortgages and realizing we should have been saving $100 bills instead of pennies.
A few years back, the government had to institute changes to our Canada Pension Plan to increase our contribution rate to 9.9 per cent of our pensionable earnings. There was an outcry at the time as no one wanted to take away more of their hard earned dollars to fund the CPP. Nevertheless, these changes were incorporated and we learned to live with it – thankfully because of these changes, indicators tell us that the CPP appears to be fully funded for the next 75 years. When it comes to the Old Age Security pension plan, this particular program is financed by the government’s general revenues and provides a monthly pension to nearly all Canadians age 65 years of age or over. For 2012, the maximum annual OAS pension is $6,481 or about $540 per month. The OAS was put into place when Canadians were not living as long. For example, in 1970 the life expectancy was 69 years of age for men and 76 for women while today it’s 79 for men and 83 for women. The government therefore estimates that the cost of the OAS program will grow from $38 billion in 2012 to $108 bil-
lion by 2030. In addition, in the 1970s, there were seven workers for each person over the age of 65. Today, there are four workers per senior and in only 20 years time (based on estimates of Canada’s declining birth rate) the government projects that there will be only two workers for every 65 year-old. Yes, we can rant and blame the government of the day – however, these changes would have been necessary regardless of which political party was at the helm. You can turn on the news and see the heavy-handed 11th hour austerity measures being brought down in other countries because the governments did not have the foresight to prepare. In our case, these OAS changes will be phased in over an 11-year period followed by a six year phase-in period which will provide individuals with significant advance notification to plan their retirement and make adjustments to their savings plans. So, here’s how it works. If your birth date lands on or before March 31, 1958 – you’re safe. Continued from P. 23

certificate from the Greenwood-Fremont Mines Ltd. sold last month for $64 US. It was for 2,000 shares, issued to an F.H. Knight of Grand Forks and signed by secretary C. Scott Galloway, one of the major landholders in the Greenwood townsite. The Fremont claim was in Providence camp, and in 1896 an assay gave $46 in gold and 160 ors. of silver to the ton. Work proceeded sporadically during the first decade of the 20th century. By 1907, the mine employed
six men, and power lines had been strung for an electric hoist. But in 1911, the Greenwood Ledge reported a mechanic’s lien was placed on the mine for wages. “This is another venture that A.H. Noyes has been trying to operate with hot air and promises,” the newspaper said. The stock’s seller was in Ferndale, Washington. • A photo of the “Silverton boys” serving in the 54th Kootenay Battalion CEF during World War I sold for $82 US. The 7.5 by 5.5

Their names are not included, but we know from a sign on the Silverton memorial hall that nine men from the village who enlisted did not return: Harold Jenkin, Samuel Waters, James White, John McInnis, Alfred Moul, Harold Bowers, Alfred Broughton, R. Griffith, and F. Langhorn. The seller was in Vernon, the buyer in Nelson. • A 1902 card addressed to the West Kootenay Butcher Co.
of Nelson and postmarked Slocan Junction sold for $69 US. It pre-dated the introduction of picture postcards in West Kootenay, so one side has the address and the other an order from a J. or T. Sewell for 50 lbs. of beef to be sent by train. The Slocan Junction post office was renamed South Slocan in 1915, but no one knows why. Latest in an on-going series about Kootenaiana on eBay. A bond from the Metropolitan Gold and Silver Mining Co. of Lardeau sold for $88 US recently. Issued to a George McNeil and dated December 1, 1904 at Minneapolis, it was signed by president R.H. Batty and secretary W.G. Caldwood. An earlier president of the company, David Spencer, founded the Spencer department store chain in BC, which was eventually sold to Eaton’s. The company’s major property was the Triune at the north end of Silver Cup Ridge. They maintained an office at Ferguson and employed J. McCrossan as manager. The company built a wire-line tramway from the mine in 1901, but an avalanche destroyed it the following year. The mine saw limited production. The seller was in Oakville, Ontario, the buyer in Nelson. • A 1905 stock

Girls from throughout the West Kootenay were busy Saturday morning working on their basketball skills at Stanley Humphries school gym in Castlegar. Head coach Kim Matson and several assistants have been working with girls from throughout the area on skill development. “We’re going to be running six sessions
to give the girls an opportunity to build on their skills and play ball,” said Matson, who coached the SHSS junior girls basketball team this year with husband Gord. “We have girls from Greenwood, Trail, Nelson, Castlegar, and South Slocan. We have a lot of experienced coaches helping out this year which I’m super thankful for. It gives the girls an opportunity to learn more and develop their game.”

team which will be selected from the West Kootenay.” Matson is also the coach of the Kootenay Summer Games girls basketball team which will be competing in the summer games on July 19-22 in Surrey. The try-out dates for the summer games team are: April 21, 9 a.m. to 4:30 p.m. at SHSS in Castlegar, and May 5, 9 to 4:30 p.m. at Mt. Baker Secondary in Cranbrook.

Rick Hansen relay heading to Grand Forks in late-April CASSANDRA CHIN West Kootenay Advertiser
Currently in Enderby and Salmon Arm, B.C., as of April 4, the Rick Hansen Medal Relay will arrive in Grand Forks in late-April. The relay team will be arriving in Grand Forks on evening of Thursday, April 26 with special events planned for Friday, April 27. “We have 10 runners/medal bearers on that day, and on the following day, when they head to Greenwood, there will be four medal bearers,” explained Grand Forks Recreation Coordinator Kim Johnson. Medal-bearers will carry a medal crafted by the Royal Canadian Mint in relay fashion across Canada. Johnson stated the relay team will arrive at Christina Lake’s
Welcome Centre early April 26 and then make its way to Grand Forks. “There aren’t any medal bearers from Christina Lake to Grand Forks, so I believe they will be driving the medal in,” she added. Upon arriving at the Grand Forks Recreation Centre, there will be a place outdoors for road hockey games with community organizations before the ceremonies begin at around 4 p.m. “We’re trying to get the (Grand Forks) Piranhas Swim Team and the minor hockey teams and different groups to have tables to get the community involved,” Johnson stated, though details are still pending. The Rick Hansen Foundation is dedicated to improving spinal cord injury research. The foun-

Rossland Briefs How can you diversify your garden to accommodate and nourish bees? Entomologist Lynn Westcott will be leading a workshop in Rossland about the insect. Bees are very important in the pollination process and Westcott will discuss subjects such as effects of pesticides on the bee population and which types of flowering plants best support their nutritional needs. The workshop is Thursday April 12 from 7 - 9 p.m. at the Rossland Legion Hall basement and is free. The Selkirk Trio, a Kootenay based ensemble, is on tour throughout the East and West Kootenays, and will be making a stop in Rossland on April 14. The trio features a program highlighting the rich repertoire for clarinet, cello and
piano. With pianist Sue Gould living in Golden, cellist Jeff Faragher in Nelson and clarinetist Nicola Everton hailing from Rossland, finding a middle ground for rehearsals was the biggest challenge. The three professional musicians are used to packing an intense punch with their rehearsals and concert tour which will cover 15 concerts in seven days, including 10 concerts for the Health Arts Society in extended care facilities throughout the region. All three musicians are active chamber and orchestral musicians in B.C. and Alberta. The Boundary 4-H District Public Speaking competition was held March 31, 2012 at the Kettle Wildlife Hall in Rock Creek. 4-H Members came from Nelson, Castlegar, Grand Forks, Rock Creek, Beaverdell and Kelowna. Sheep, Dog, Photography, Sewing with project s of food, cavy, Adopt a Grandparent, poultry, Plus the Cloverbud members who are ages 6-8. 4-H was first started in Roblin Manitoba in 1913, with potatoes as the project, so next year we will celebrate the 100 year of 4-H in Canada. The following year will be BC’s 100th year and we plan even more celebrations that year. So if you are an alumnus 4-H member or Leader come help us celebrate.

CBT supports CBAL SUBMITTED
Columbia Basin Trust (CBT) is helping Basin communities continue to address literacy issues by renewing its partnership with the Columbia Basin Alliance for Literacy (CBAL). CBT is committing $1.32 million over three years, or $440,000 per year. This is an increase of 10 per cent over the previous partnership agreement of $400,000 per year, and is a response to increased demands for CBAL’s programs. “CBT wants to support communities in setting and addressing their own literacy priorities,” said Neil Muth, CBT President and CEO. “Given CBAL’s demonstrated track record and the increased demand for the services it provides, we’re excited we can both renew our partnership and increase our support.” CBAL works by assisting communities as they tackle their individual literacy needs. Results include programs and resources focused on topics like reading, writing, early language learning, English as a second language and computer literacy. Over 7,000 people accessed CBAL programs in 2010/11.

Do you feel that painting is a tedious chore to avoid, best left for those years when you are moving into an empty apartment or house? Yet, freshening up the rooms in your home is the greatest way to do a quick and inexpensive revamp of your décor. You might feel more prepared to take on the task if you know a few tricks and tips that will keep you singing while you work. The most important thing to remember before starting a paint job is to be well organized. Cover the floor with plastic sheets, wear old clothes, and have all the necessary tools on hand. Quality brushes for precision work and rollers for large surfaces are essential right from the start. PREPARING THE SURFACE A thorough preparation of the surface to be painted is absolutely necessary. If it’s unpainted drywall, the surface must be dusted, and walls covered in latex paint must be washed. If the walls were previously painted with oil-based paints, they will have to be sanded and any dust removed. A primer should be applied to wallpaper, glass, fabric, drywall, or woodwork, which will facilitate the application of your coloured paint and provide better coverage. If necessary, use joint compound to fill any holes and cracks or to level an uneven wall. Use painter’s tape to cover any fixtures, mouldings, or other surfaces that you don’t want splattered or edged with paint.
PAINTING When it’s time to start the actual painting, begin with the corners of the walls and ceilings. In order to get an even look, use both vertical and horizontal brush strokes. Once all the corners have been covered, use a roller to spread the paint from bottom to top, taking care not to remove paint already applied to the wall. Continue in this way, overlapping the part already painted. When painting doors, start with the mouldings before progressing to the door panels. EDGES If you are doing a whole room, start with the ceiling. This way, drips will not fall and spoil new paint on the walls. When painting the edge of a ceiling, you can also paint the top of the wall in order to completely cover the junction between the two surfaces. This will help you when the time comes to paint the top of the wall. A straight, clean edge requires a lot of skill and a steady hand that can only be learned with practice. It helps to use a good quality brush with bristles cut at an angle. If you aren’t putting fresh paint on the ceiling, use painter’s tape along all ceiling edges before starting on the walls. By following these few suggestions you can be sure of one thing: the job will turn out to be a lot easier and a lot more fun than you’d expected!
