Labour forecasts are for smooth sailing for the next three years between B.C. Ferries and its unionized workers. The corporation and B.C. Ferry and Marine Workers Union agreed in February to an extension of its collective agreement to Oct. 31, 2015.
The two parties also negotiated wage increases, giving workers a one-per cent raise Oct. 31 this year, 1.5 per cent in April 2013, 1.75 per cent in April 2014 and two per cent in April 2015. “All the articles and clauses stay the same as the previous agreement, we just attached some wage increases,” said Deborah Marshall, B.C. Ferries spokeswoman.

A temporary reprieve from budget cuts could be in the works for Nanaimo students and staff. School officials propose to balance next year’s budg et with sur plus money carried forward from the current school year, despite an estimated $1.6-million shortfall for the 2012-13 school year. Phil Turin, secretarytreasurer, said the district is in an unusual position this year due to its funding protection grant and receiving unexpected extra payments from the province, and the surplus cash can absorb the projected shortfall. Funding protection is given to districts with falling enrolment to protect against a funding drop larger than 1.5 per cent, as districts are funded on a per-student basis. Turin said the grant went down $1.4 million next year and will continue to drop 1.5 per cent in coming years as enrolment continues to drop. He forecasts a funding shortfall of $2.1 million for 2013-14.

Nanaimo Community Gardens Society is on the hunt for new space for its greenhouse operations. Board member Pat Wells, who looks after communications among the greenhouse volunteers, said for the past 14 years or so, the Regional District of Nanaimo allowed the group to use greenhouses on property it owns off Hammond Bay Road. But the RDN needs that space for expansion of its sewage treatment plant as of August 2013, so members are searching for a new site. “If some wealthy person has a nice chunk of land that they’re not using, that would be lovely,” said Wells, adding the group has talked with the city about using parkland, but nothing was confirmed. If the society finds land to use, the next step is fundraising to construct greenhouses, she said. “We need a site and money and/or volunteer labour and materials,” said Wells. “We’re in a good financial position, but not to fully equip a new site overnight. We may have to start with a small one and build up.” Nanaimo Community Gardens gets a $25,000 gaming grant each year and a few smaller grants, which are used to hire a part-time production manager and administrator. The society has managed to set aside some money to help fund greenhouse construction, although this fund must also cover the costs of repairing the group’s truck or buying a new one. The truck is used to haul manure and plants and to transport volunteers involved with the gleaning program. The society uses the RDN’s greenhouses to grow seedlings to sell to the public and volunteers also grow small amounts of vegetables for their own use year-round. Wells said the seedling sales – the society sells about $10,000 worth of
A visitor information centre at the Nanaimo Parkway and Northfield Road will not be ready for the May long weekend. Nanaimo’s Saywell Developments was awarded the construction contract with a bid of $259,459, but Ian Howat, city director of strategic relationships, said design work on the centre at the Rotary rest area took longer than expected. No date was set for completion of the permanent centre, and Susan Cudahy, Nanaimo Economic Development Corporation CEO, said plans are underway to open a temporary site next month. “We’re making sure that access to the site by the public during construction wouldn’t pose any security problems or safety issues,” she said. “If that is not a plausible option at the rest area, maybe there’s an alternative where we can set up and not miss an opportunity to have a visitor information centre.” Any temporary site would require high visibility, accessibility to Internet, phones and parking. “It’s not that you can set up just any where,” she said. “It has to have easy access so the public can pull in with a boat or RV.” The permanent project was approved by council last year, and includes closing in the picnic area, upgrading washrooms, and adding offices, counter space and display racks. Other components of the project include a dog park and sani-dump. The cost estimate on the entire project is $500,000. The city received a $155,000 grant from the Island Coastal Economic Trust.

plants and seeds every year – is a break-even venture, done to encourage people to grow more food locally and to maintain seed diversity. She said the society has looked for a new spot in the north end because that’s where many of the greenhouse volunteers live. Ideally, the new site would enable volunteers to sell plants on-site, rather than carting them to the society’s Pine Street community garden location, she added, and enable the society to offer educational workshops, which is not permitted under the RDN agreement.
If no site is found, the society will no longer be able to offer organically grown seeds or seedlings, said Wells. “No seed or plant sales for the public would be the bottom line,” she said. Ellen Hausman, the RDN’s wastewater program coordinator, said the space is needed for a facility upgrade that will enable the RDN to improve the effluent from that site. “It’s unfortunate,” she said. “It’s been a great arrangement up until now.” For more information or to help, please call the society at 250-816-4769. reporter@naniamobulletin.com

Rough ride Police check over the aftermath of a rollover crash that happened on the Island Highway near the Highland Boulevard intersection shortly before 2 p.m. Thursday. Nanaimo RCMP said witnesses saw the northbound car being driven erratically when it swerved to avoid a southbound vehicle turning left from the highway onto Highland Boulevard and nose-dived into the ditch in front of Nanaimo Golf Club. The driver, in his 20s, and a male passenger were not hurt. Police allege alcohol contributed to the crash. The car’s driver refused to give a breath sample at the scene and was issued a 90-day driving prohibition. A pickup truck parked at the golf club, a fence and irrigation system were also damaged.

Nanaimo school district is adding one new position and rearranging others to establish a lear ning services department. The new department is to improve co-ordination amongst senior education leadership staff on initiatives that support schools and educators to boost student achievement levels. Funding for the new position of deputy superintendent is

The additional money put the projected surplus up to $2.3 million, which is why management decided not to recommend cuts, said Turin. “It’s very difficult to have a huge surplus and make cuts at the same time,� said Turin. “Last year, we restricted $575,000 of surplus to balance this year’s budget.� Staff propose trustees still consider extending spring break from one week

Hep A alert issued over berry blend BY RACHEL STERN THE NEWS BULLETIN
A health alert was issued Thursday by the B.C. Centre for Disease Control for people who have consumed uncooked Western Family brand Pomeberry Blend frozen fruit. The centre has confirmed a link to four cases of hepatitis A in people who have consumed the fruit. Dr. Bonnie Henry, BCCDC medical director of communicable disease prevention service, said the product poses a low risk to the public. Five people developed the same hepatitis strain in B.C. and the centre linked four people to the consumption of the Pomeberry blend. But it hasn’t confirmed the presence of the disease in the product – it is still undergoing testing. H e n r y s a i d t h e c e n t re found the consumption of the uncooked berry blend was the only common link between the four people.

The centre is working with the Canadian Food Inspection Agency to conduct a trace-back to determine where contamination may have taken place; however, Henry said it is a lengthy process because the blend contains a number of types of berries from different countries. Berries have been linked to hepatitis A contamination before. “Hepatitis A can live in berries a particularly long time and can live in [frozen berries] for months or a year,” said Henry. “They are difficult to clean.” The BCCDC is informing
people who have eaten the Pomeberry product in the past 14 days and have not previously received two doses of the hepatitis A vaccine, or have had hepatitis A before, to get vaccinated. Henry said the vaccine can prevent the onset of hepatitis A but only if it is taken within a certain amount of time from eating the product. The Vancouver Island Health Authority is offering a dropin immunization clinic today (April 14) from 2-5 p.m. at the Grant Avenue Health Unit, at 1665 Grant Ave. People unable to attend the clinic can contact the Grant Avenue unit at 250-755-6200 for information on how to obtain the vaccine. The product was distributed through Save-On-Foods and Overwaitea Foods stores in B.C., Alberta and Ontario. Past mistakes under scrutinyy It’s sure to be a solemn time for many of those taking part in the Truth and Reconciliation Commission in Victoria. The trauma inflicted by the 150-year legacy of Indian residential schools has shaped Canadian society as we know it. First Nations continue to have an uneasy relationship with the country they are born into. That won’t change after this weekend, or even once the commission finishes hearing from the 150,000 or so people expected to tell their stories across the country. We might ask if it’s worth the pain to reopen old wounds and whether we’d all be better off by simply forgetting. In the 21st century, it seems beyond the pale for people to treat each other the way earlier generations did. We are a society that prides itself on our tolerance, but the fact is, we are not that far removed from our past. The idea of forcing hegemony was a popular notion among many Canadians throughout our history. Almost every ethnic group that was somehow alien to the mainstream has stories of attempted assimilation. In almost every case the process was a profound failure. But it is the residential schools – their thoroughness and persistence – that left the largest legacy of damage to a population that really should be at the core of who we are as a nation. As many as 3,000 people are expected to add their voices to the commission at the Victoria Conference Centre. Some will recall the kindness of teachers and others who really believed they were doing what was best for the children in their care. Others will reveal a depth of evil that provokes emotions that should be harder to stir from events that happened so long ago. It’s time for Canadians to open ourselves to doing what will correct past mistakes. We need to celebrate cultures authorities once tried to destroy. I’m concerned about the environmental track record the federal Conservative government is building, especially when it comes to marine habitat and oil pipelines threading through sensitive ecosystems. In the government’s 2012 budget announced in late March, it was stated that new time limits to environmental assessments of major resource extraction projects would be implemented. Worried that environmentalists could drag out the approval process to projects like the Northern Gateway Project, changes were made to the Canadian Environmental Assessment Act that would impose a two-year limit on review panels. Rushing through environmental approval processes is a recipe for disaster, even though there is an estimated $500 billion worth of resource investment over the next 10 years at stake. The Conservatives also may remove fish habitat protection out of the Fisheries Act, a questionable move in itself, but one made even more suspect as the Cohen Commission gets ready to release its report this summer. If the judicial review over why Fraser River sockeye runs are declining is so important, why didn’t the government advise the commission that this change would be coming? It is downright disgusting that an event can be staged with everyone else’s money so delegates can exchange information on how great they think each other is, while sharing information on ways to throw our money away. Close to three-quarters of the Nanaimo budget goes to salaries, administration, public relations – and now patting itself on the back for conventions. Heck, a seminar was even held on how to reach out to media and positively spin stories like the one in this paper. It is laughable but sad to read the Nanaimo BIA boasting that many communities look to it for “leading-edge ideas”. What hogwash. It was

Attendees had their trip paid for by taxpayers – travel, lodging, food, entertainment and pocket money. They had a trip to a geographically great harbour city, where they could sip wine on other folks’ dimes. And great connections for oneself were made for local DNBIA staff and their board – who get more than $400,000 a year of our public money to
nowhere to be seen when downtown was in a shambles and unsafe. It did diddly to pull downtown from the doldrums. This society is all about putting whatever it can out there and spinning it to make itself look good. The trumpeting of her own group comes on the heels of Economic Development CEO Susan Cudhay’s presentation to council last month, in which she dipped into bureaucratic lingo using words like “leveraging, equity raise and lure package”. Recycling surcharge a ‘stealth’ addition Station important to entire population To the Editor, The world of surcharges seems to be running amok. Today I went to purchase an electronic kitchen scale for $10, only to discover there is a recycling fee on this item of $2.75. I realize that my supporting the economy and, as a result, creating jobs is something that should not go unpunished, but a 27.5-per cent penalty seems excessive. And to add insult to injury, there was no mention of this surcharge in the ad or signage. It was not until it magically appeared on the checkout till that this fee reared its ugly head. If businesses tried to add these sorts of ‘stealth charges’, it would be severely frowned upon, but it is perfectly OK when the government does it. This charge is only sup-

When we arrived here from the U.K. many years ago, we were delighted to find a radio station playing decent music, reading the news and discussing the current affairs of the day. Then we bought a TV and enjoyed the CBC channel. Later came Newsworld, which is still excellent, but some gaps have been occuring in its coverage. People creating more problems than dogs To the Editor, Re: City’s dog problem perpetuated by too many irresponsible owners, Letters, April 10. Tom McCartney is unbelievable. The vast majority of dog owners are lazy and irresponsible? Really? If that were the case, I would think we would hear of a lot more attacks by dogs on people and other dogs. How many have you heard about lately? In Maffeo Sutton Park and around the seawall on any given day, there are sometimes hundreds of people with their dogs. Anyone been attacked and bitten by one of those dogs lately? I walk daily from the Departure Bay ferry terminal through Maffeo Sutton Park and along to Pioneer Waterfront Plaza. The other day on my walk along the seawall I counted one mess left by a dog – and I stopped counting after I reached 150 pieces of human-left garbage. Cigarette butts and packages, coffee cups, paper. So, who’s really ruining our parks and trails?

Teens make ideal volunteers When it comes to volunteering, perhaps no group of people is better suited to volunteering their time and services than teenagers. Teenagers typically have lots of free time and are liable to gain great perspective on life from helping others. Teenagers applying for or hoping to one day go to college can also benefit from listing volunteer experience on their college applications. Fortunately, teenagers have many opportunities to volunteer at their disposal. Habitat for Humanity Teens who enjoy working with their hands
might want to consider volunteering with Habitat for Humanity (www. habitat.org). Habitat for Humanity was founded on the conviction that every man, woman and child should have a decent, safe and affordable place to live. Teens can help build simple and affordable homes for low-income families. Local homeless shelters, food banks, religious organizations, animal shelters, and even state parks are some of the places teens can contact to learn about volunteering opportunities in their area.

Model railroaders on track for annual show If there is one word to describe model railroading, it’s diversity. Unlike other leisure time activities, model railroading doesn’t have a right way and a wrong way to do things.

Campaign flushes out latrine inadequacies Success can be a double-edged sword as the New Hope Schools Society is finding out with its work in Africa. Established in 2004 to build and support Victoria Primary School in Uganda, the society witnessed the schoolâ&#x20AC;&#x2122;s first graduation in January with 12 of the 13 graduates finishing in the top two levels nationally. Susan Dobson, a society director in Nanaimo, said thanks to the achievement, the school now has the attention of parents far beyond the village and the school population is rapidly growing, putting pressure on operating and maintenance costs. T h e n ew s ch o o l year started in February with 495 children and 19 staff using latrines built in 2005 for approximately 200 students and staff. Society members decided to take a leap of faith and use the funds in the bank for next termâ&#x20AC;&#x2122;s costs, to build a new set of latrines at a cost of $5,000. The latrines should be ready soon, but the school desperately needs more furniture, a cement skin over top of the bricks to protect it from the wind and rain, and proper walls and floors inside the classroom. â&#x20AC;&#x153;Our main priority is always to pay salaries. The average teacher salary is about
$125 to $200 a month,â&#x20AC;? said Dobson. â&#x20AC;&#x153;We are proud to say that in the past seven years, no teacher has ever

any dog owners talk to their pets, but not everyone knows what the animal is trying to communicate back to them. Nanaimo’s parks, recreation and culture is offering three classes this month to help people communicate better with their dogs, learn the animal’s verbal communications and body language and what it means. Instructors Lisa Kerry and Donna Hill share their canine training knowledge with participants. Kerry owns and operates Dog Gone Good, a dog training service and is a certified obedience instructor. Hill has a zoology and teaching degree and has worked as a nature interpreter and field biologist for more than 20 years. Hill’s passion for dogs led her to use her skills to train her own dogs and co-found the Vancouver Island Animal Training Association. Kerry said dogs have an entire social and communication system of their own. “Some dogs know a lot of cues and tricks, but are socially inept at dealing with settings like agility classes or stimulating settings and environments, said Kerry. “We spent a lot of time developing our program for kids and adults in a way that starts right at the root of the common misunderstandings.” Talk Dog – Learn to Speak Doggish for ages seven to 11 teaches young people to interpret their dog’s verbal communication and body language and how to play safely with their dog. The six-part course runs Tuesdays from 4-5 p.m. at Beban Social Centre beginning Tuesday

(April 17) to May 22. “One of the things we want to teach the kids is to learn the early warning signs – not just the growl because that’s a real obvious one – but things like the dogs looking away, or the dog licking his lips or the dog is yawning,” said Hill. “Those are all early cues that the dog is not comfortable and that the child needs to be backing off.” Participants learn skills through a
number of games designed to teach them about emotions and how dogs have similar emotions to humans. Senses of Dogs is also for children ages seven to 11. The Pro-D program is April 23 from 9 a.m. to noon. During a series of games, youth learn about a dog’s sense of sight, smell and hearing and how they compare to their own. “Their motion discrimination is much, much greater than ours and that
makes sense given their background as hunter and scavengers,” said Hill. Communication and the Modern Dog is a workshop for adults April 30 from 6-9 p.m. at Beban Park Social Centre. As a person who has spent the past 20 years asking for, receiving and implementing public input, I’ve heard my share of strange ideas. The adage ‘there are no stupid questions’ was my daily mantra while working in the hospitality industry. (It’s a fact that people often forget to pack their common sense while travelling) So I consider myself a bit of an expert on feedback and can tell you I have never worked in a place where feedback is more readily sought, considered and acted on than here at parks, recreation and culture. Quite simply, we wouldn’t be able to operate without it. If you’ve been a regular or even passive user of local recreation, culture and parks services, you’ve probably heard about one of our surveys or open house sessions. We ask you about everything from preschool programs and goose poop, to smoking bans and your
many working parts, this can be a bit overwhelming at times. It is a bit like striving to achieve a healthy lifestyle. As an organization we have to maintain a balance between what we know, what we think and what we are willing to try. Sitting down for a chat with others affected by diabetes after a fitness program is just the support people need to stay motivated when embarking on the road to a healthy lifestyle. The Canadian Diabetes Association’s It’s Never too Late for Fitness program, offered through Nanaimo parks, recreation and culture, combines exercise and friendly conversation with guest speakers to help people with pre-diabetes or Type 2 diabetes live healthier lives. The prog ram is new to Nanaimo, and Erin Lutz, association branch coordinator, hopes it will become a regular feature in the city’s leisure guide. “It’s an opportunity for people to see they are not alone, find support from their peers and ask questions of professionals in a casual atmosphere,” she said. The exercise component ensures people are keeping active, which is key in managing blood sugar levels. The 60-minute fitness routine is tailored to suite the needs of each participant. Lutz said the partnership between the city and diabetes association gives people some excellent tools for living healthier lives. The program, held at Beban Park Social Centre, runs in six-week sessions with a maximum of 15 participants. Cost is $42 per person. Avril Marie Bowie (nee Black) 1927 - 2012 Mom passed away peacefully at home on Wednesday April 4, 2012 after a period of failing health. She was born in Hatfield, Yorkshire and had many fond memories of growing up in London and going to school in the north of England. Sadly she was orphaned in 1941. As a young adult she moved to Trail BC, where she worked as a dance teacher. It was there that she met and married Jack Bowie, a Vancouver dentist, happily taking on the responsibilities of wife, mother and dental assistant. Avril was a master bridge player and fine porcelain artist. Despite a severe hearing loss caused by the bombing during the war, she loved to entertain and took great pride in her elaborate and formal settings. She also enjoyed travelling, knitting, cooking and reading. Born March 24, 1939, in Newcastle England, she came to Canada at the age of 17 with her parents Isabelle and Thomas Parker, sister, Pauline and brother Edward. As a young woman she met the love of her life and soul mate, Frank Graves. The young couple married in Victoria in 1959. They started a family soon after with Cathy and David. The family was posted to Germany in 1963 where Frank served with the Princes Patricia’s Canadian Light Infantry. Upon return to Canada they completed their family with the birth of Peter and Susan. In 1967, they moved to Nanaimo where they settled and raised their young family. Anne worked for 27 years as a Parks and Recreation Coordinator for Bowen Park Seniors and was an active part of the community. She was involved with Nanaimo Theatre Group and was a founding member of the Nanaimo British Club. Anne enjoyed people and was a born storyteller. She always had a kind word, shoulder to cry on, and an ear for listening. She was a proud grandma and enjoyed spending time with her 8 grandchildren. After her retirement she was able to spend more time with her loving husband traveling, enjoying the arts, and socializing. A Celebration of Life will be held Tuesday, April 17, 2012 1pm at the Royal Canadian Legion 256, 1630 Wellington Rd., Nanaimo, BC. In lieu of flowers, please make a donation to the Alzheimer’s Society of BC.

rendan McCarthy can “do it all”, said his Nanaimo Pirates manager. “He’s a four-five-hole guy, he can run, he can play multiple positions,” Doug Rogers said. “It showed; he was our MVP last year.” And like a lot of ball players, McCarthy’s athletic talents aren’t limited to the diamond. He’s also an all-star on the basketball court, where he led the Cedar Spartans in scoring the last two winters. But it’s spring and summer that really get him fired up. “Baseball will always be my No. 1 sport,” McCarthy said. “It’s the group of guys, the field, everything. Just the atmosphere around the baseball park, you just always want to be here. That’s why I love the sport.” He’s a baseball guy who is pursuing a future in the game. And that’s why this 2012 season is an important one. “The most important season,” said Rogers. “He’s had some good [college] offers from down south and they’ll be following him now all season long.” The outfielder/first baseman has talked to junior colleges and even NCAA Div. 1 schools. With his honour-roll grades and MVP
skill, where he ends up is all up to him. Home runs and RBIs matter, maybe, but those things will come with any team success. “It’s not too important to me as long as I’m contributing to the team,” McCarthy said. “It’s always in the back of your mind but I find it’s best to not think about it. You have more fun when you’re not feeling pressure.” That said, there will be some pressure on the middle-of-the-order guy. The 6-foot-4, 205-pounder recalls that as a smaller, skinnier rookie two years ago he was just trying to get on base. Now he has additional duties. “I’m trying to be more of a clutch player and drive runners in and do the necessary things to execute in tight games,” he said. On defence his role has changed, too, as he’s moved to centre field where he has more ground to cover. He’s also trying to learn the first baseman position to round out his game. McCarthy is just one of many veteran voices in the Pirates dugout, but he’s one who leads by example. “His work ethic is outstanding,” Rogers said. “He shows that on the field and then his results, obviously, show.” GAME ON … The Hub City Paving Pirates play the Victoria Eagles today (April 14) at noon and 2:30 p.m. at Serauxmen Stadium. The Pirates are playoff bound. Nanaimo’s Serauxmen Stadium has been selected as the site of the B.C. Premier Baseball League’s provincial tournament Aug. 3-5. Hub City Paving Pirates manager Doug Rogers said unlike past years, the host team is guaranteed a berth in the tourney. If the Pirates qualify on their own merit, the tournament will be a final-four format. If not, then five teams will play off that weekend. “When we figured out that the final four was going to be here we were really excited and kind of proud that our home field is going to be hosting that calibre of baseball,” said Brendan McCarthy, Pirates outfielder. “We know we’re going to be there but we still want to have a good season and be a threat in the league. We want to make teams not want to play us and be intimidated by us.”

The Nanaimo Clippers addressed more of their needs with the addition of two youngsters. T h e c i t y ’s B . C . Hockey League club announced this month the commitment of forward Kevin Miller and defenceman Austin Dick. Miller, a 5-foot-11, 175pound forward from Stony Plain, Alta., was identified by Clippers scouts last fall and then flew out to visit
Nanaimo in January. T he 17-year-old played major midget last season with the St. Albert Raiders. “He’s a tenacious forward, he’s skilled, he works real hard, plays for keeps every night,” said Mike Vandekamp, Clippers general manager. “He’s going to be a real good two-way player.” Dick, an 18-year-old from Winfield, B.C., played junior B last season with the Penticton Lakers. Lawn bowling club gets green in tip-top shape for season As we inch our way into the warmer weather, one of the indicators of spring every year is the start of the outdoor lawn bowling season. That season is just about to begin, with both a general meeting for members of the Nanaimo Lawn Bowling Club and an open house for newcomers happening this weekend…
During recent weeks, members of the bowls club down at Bowen Park have been preparing the green for action. The incoming board of directors was elected over this past winter and the group has since been busy getting plans in place for the new season which is about to begin. Those plans will be discussed at the
Nanaimo Lawn Bowling Club’s spring general meeting, to be held this Sunday (April 15) at 2 p.m. in the clubhouse adjacent to the Bowen Activity Centre. All club members are encouraged to attend to hear committee reports and get details about the start of leagues and upcoming tournaments. Taking over as pres-
ident of the club this year is Janet Taylor, assisted by past-president Jeff Dixon and vice-president David Mitchell. Also on the executive are treasurer Bob Calderwood and Vernie Dawkin who continues in her role as club secretary. Directors include Dave Towns, Margaret Coleman, Zena Buck, Joyce Mitchell, Ed LaChance, Vern
Hagstrom, Donn Sherry and Len Gafka. For anyone curious to learn about the sport, the Nanaimo Lawn Bowling Club is again this year hosting open houses. The first of those was held last Saturday and the second occurs today (April 14) from 1-4 p.m. at the Bowen Park green. Club members will be
