Snowpack elevates Fraser flood risk Much depends on spring weather, speed of melt Jeff Nagel Black Press
There’s a higher risk of Àooding on the lower Fraser River this year because of heavier-than-usual snowpacks across central and northern B.C. that have been slow to melt due to a cold spring. All the major tributary basins that feed the Fraser have above average
snowpacks, and the entire watershed holds 31 per cent more snow than usual, according to the latest readings from B.C.’s River Forecast Centre. “That is about the ¿fth or sixth highest reading we’ve seen for the Fraser for this time of year,” said centre head Dave Campbell. “It’s something we see about once every 10 or 12 years.” He said this is the second straight year of a La Nina weather pattern, which tends to cause cool and wet
weather in late winter and spring, bolstering snowpacks. Some parts of the watershed are actually at record snow levels—the Nechako is 65 per cent above normal and the upper Fraser basin is 52 per cent higher than usual. Those two basins supply a third of the Àow that comes to the lower Fraser Valley. Whether high water actually threatens to top Fraser River dikes will depend heavily on spring weather patterns in May and June and how
quickly all that snow upcountry melts and Àows downstream. Campbell said a worst case scenario would be continued cool weather for several weeks followed by a heat wave, especially if heavy rains are added to the mix. The best scenario would be seasonal temperatures and dry weather for the rest of the spring. So far, he said, the long-term forecasts suggest B.C. is in for dry but hotter than normal conditions later in the spring.

Originally, he said, Main Street was to have been upgraded in time for the 2010 Winter Olympics, but when that timetable looked uncertain the project was delayed until after the Games. Now the planned work at the two stations is potentially tied up in further delays after TransLink paused plans for various expansion projects until it Ànds more cost savings through an audit or more funding sources are agreed to by area mayors and the provincial government. Kelsey would not estimate when gates will be operational at the two stations.
But he said about 18 months of construction work is expected at Main Street and as much as two and a half years at Metrotown. Neither project is underway yet, so he said any delay while funding issues are resolved would be added to the construction timeline. OfÀcials still expect some level of fare evasion even on SkyTrain after all gates are in place. The turnstiles are a paddle type that could be thwarted by someone athletic enough to go over or under them. According to TransLink, the gates are of the same design used in the London Underground and many major transit systems around the world. Bus stop assault A 16-year-old boy has been arrested after the attempted robbery and violent assault of a woman at a Burnaby bus stop. Burnaby RCMP’s Strike Force identiÀed a person of interest while investigating a series of violent personal robberies in northeast Burnaby and placed him under surveillance. The suspect was watched on April 12 as he approached and spoke to a number of people. Then just before the end of the surveillance, ofÀcers saw the suspect approach a woman at a bus stop. He engaged her in a friendly conversation then, without warning, he pulled her to the ground and started to drag her behind some bushes in an attempt to steal her backpack, say Burnaby RCMP. The ofÀcers intervened and when the suspect tried to Áee, he was quickly caught after a brief foot chase. The victim was not seriously injured but was shaken by the incident. The suspect has been charged with robbery, but cannot be identiÀed due to his age.

Kallol Mitra can’t ¿nd the Indian food section in the supermarket, but he has no trouble ¿nding comic fodder in his own South Asian culture. Mitra, 30, is a member of Bollywood Shenanigans, a collective of South Asian writers, actors and dancers who are preparing to present the latest in their series of I Can’t Believe It’s Not Butter Chicken comedy shows, The Fellowship of the Butter Chicken. The group takes a comic look at everyday issues like marriage, dating, parental expectations, family dynamics, sex and race, but from a South Asian angle. And yes, there’s also music and dancing. A technical director at Electronic Arts by day, Mitra is one of the nonprofessional performers in the troupe. In fact, he’s never had any kind of acting or singing or dance training at all. But, he says, he’s “always been witty.” A friend’s participation in the outdoor play Bollywood Wedding led Mitra to audition for a part. He got it. Then he had to deal with actually performing it, a bit of a stretch for someone used to crunching computer code in an of¿ce. “It was nerve-wracking,” says Mitra, a Burnaby resident. He also had to learn how to memorize lines, listening to the other performers with his whole body and then playing off them to say his parts, or at least say something that made sense in the scene. punch his belly before the show. “I kind of like that feeling, it gets your adrenaline Àowing,” says Mitra, who joins his cast mates in vigorous jumping and improv exercises before taking the stage. But once the curtain rises, “there’s nothing like hearing an audience laugh,” says Mitra. RICH CULTURE RIPE WITH QUIRKS
And working with such a rich culture ripe with its own quirks, there’s plenty of joke material available. Some of it can get a little racy. The process to put this latest show together began months ago. Leena
Manro and Munish are the main writers, but the cast meets every Sunday evening to brainstorm and Àesh out ideas that are then developed into sketches. “There’s a lot to talk about,” says Mitra. “We have so much going on in our culture. It’s a different world.” To ensure everyone in the audience gets the jokes, the punchlines are often performed in Punjabi and Hindi, and then immediately translated into English. “It’s very organic,” says Mitra. “We never really know what’s going to make people laugh, so we just try to stay true to ourselves.” The result is a fast-paced show in which everyone in the cast appears

And while the show is aimed at a South Asian audience, the material crosses all kinds of cultural boundaries, especially in a multicultural city like Vancouver. “At the end of the day, it’s a very Canadian show,” says Mitra.

What about wildlife? The world’s thirst for oil is poised to turn the current trickle of crude through Vancouver’s harbour into a gusher. Kinder Morgan Canada announced this month it will seek to twin its Trans Mountain Pipeline between northern Alberta and Burnaby, increasing its current 300,000-barrel-per-day capacity to as much as 850,000. That means the number of tankers ¿lling up in Burnaby could hit 360 in 2016 – ¿ve times more than the record 69 crude tankers in 2010. Good for the economy, yes. But the question on many people’s lips involves a frightening scenario: What if there is a spill? Certainly, many safeguards are already in place. But there’s a hole in the prevention and remedy protocols big enough to sail a sizable ship through. What about wildlife? According to Coleen Doucette, vice-president of the Oiled Wildlife Society of B.C., there are no laws compelling companies to clean up birds and animals impacted by a spill. Oil spill response usually involves containing spills with booms and collecting the oil using skimmers. If the responsible party requests a wildlife rescue response, Western Canada Marine Response Corporation may manage it or hire a professional organization to perform it. The problem is, not all responsible parties choose to respond to oiled wildlife. This loophole is particularly troubling in light of recent news that marine mammals are making a comeback in the Salish Sea after decades of decline. Thanks to conservation efforts, sea lions, seals, orcas, humpback and ¿n whales, dolphins and elephant seals are dramatically increasing in numbers. Our pristine coastlines and their animal inhabitants are among B.C.’s most precious resources. If the province does agree to open its shores to more tanker traf¿c, protection for our marine animals and waterfowl must be part of the equation. –Black Press

D
oes anyone tinker any more? Tinker, verb: attempt to repair or improve something in a casual or desultory way. Synonyms: mend, dabble, monkey around with, adjust slightly, mess about with. Slang: rearrange the deckchairs on the Titanic. Is there time for non-speci¿c activities like pottering, ¿ddling, thinking, testing, experimenting, and inventing? Or are the days consumed by just getting through the week? We do lessons and interest groups. We do travel and worship. We do family, friends, and neighbours. Tinkering, not so much. Some very smart minds say we need to tinker. NASA now selects its new engineers on the basis of whether they had mechanical hobbies in their youth. MIT offers remedial building classes to students who rely too much on computers for design ideas and construction strategies. And shop teachers (in the few remaining high schools that have them) notice too many students who don’t know how to hold a hammer correctly, or how to use a power tool. The modern lifestyle of two
Anne Hopkinson working parents may not allow for much actual spare time. For teens and twenties, available spare time is often spent on entertainment media and social media. Velcro runners, T-shirts (no buttons), computers, and push-button toys affect how young children develop manipulative skills. Yes, X-Box games will develop some manual dexterity but will boys learn “righty-tighty, lefty-loosey” or just how to explode the enemy ninjas? And which is more useful? And which is more rewarding? Maybe it’s easier to have kids indoors in front of the TV rather than out in the yard getting dirty and making a mess. Basements have rental suites, home theatres, or storage rooms rather than workshops. Garages have two cars and patio furniture, recycling boxes and bikes—little room for a tool bench.

We don’t repair small appliances like we used to; we return them, we replace them. And that’s partly because they don’t have mechanical parts that could be repaired. Take apart a rotary phone and you can play with the parts. Take apart a cellphone and you’ll ¿nd only two pieces of plastic, a chip and a screen. It is modular and can’t be repaired. It is uncommon for us to recondition appliances inherited from grandparents; old lawn mowers, outboard motors, or sewing machines ourselves. Specialists do that. I think of our Cuba holiday when we saw the most ingenious vehicles on the road. The Cubans are great tinkerers. They can cobble together a motorcycle out of mixed parts and keep it going for years. Eight-year-olds in South Africa make trucks out of pop cans. Boys in Brazil build their own boats. But necessity or poverty needn’t be the impetus for tinkering. Remember when kids made simple go-karts out of backyard odds and ends? Those children learned about axles, acceleration, and accidents. Now, many don’t

have backyards, let alone scrap material. They don’t have the time or the space to work on something. They may not develop the interest in working on something. I don’t long for the golden olden days of some ¿ctional idyllic past, but I do want our society to retain its hands-on skills. Economists say Canada faces a shortfall of skilled tradespeople in the near future, and government is investing in training programs to meet this need. Yet, many apprentices struggle with mechanical skills and drop out before completing their programs. Instructors notice the growing number of applicants who haven’t had hands-on experiences, and who haven’t had to persevere to get something to work. The upside is that tinkering is play. It’s good to think and create. A young man could explore materials and improvements. He could envision what is needed and create that part or system. A young woman could discover motors and tools, practice carpentry and safety in the workplace. They could learn the value of hands-on skills. They could learn to like it.

Saw pollution up close and personal Re: ‘People of the Inlet’ oppose pipeline expansion Chief George clearly writes from the heart when he details the serious consequences of an oil spill into Burrard Inlet. I too have seen ¿rst-hand the effects of pollution in Burrard Inlet. When I was a youth (back in the 1960s) I spent many hours ¿shing for herring and smelt with my father. We seined from the Royal Yacht Club near Stanley Park to the then-active re¿nery site at Ioco in Port Moody. I saw pollution then—up close and personal—each time we passed the raw waste sewer discharging near the UGG Wharves in Vancouver’s East End. In 1970 the smelt and herring suddenly disappeared from our ¿shing spots. Fortunately, like Chief George, I have lived long enough to see our fellow citizens wake up. Leaders of various stripes at all levels of government have been working diligently with local groups and individuals to contain or eliminate sources of pollution into Burrard Inlet and to reverse
pollution’s effects on marine life. I participate directly in this effort as a streamkeeper on Eagle Creek here in Burnaby. Chief George makes reference to Burnaby’s 2007 oil spill. This incident was investigated at length by the National Transportation Safety Board (NTSB). The NTSB found that the proximate cause of the spill was no less than ¿ve separate strikes made by a trench digger on a pipeline line feeding the marine terminal (with two actual punctures of the pipe). The digger (and its operator) were on Inlet Drive as part of the City of Burnaby’s storm sewer replacement project. The operator was running his machine unsupervised, and even unobserved, by anyone else (from the City of Burnaby, Kinder Morgan, or the consulting ¿rm) in a known pipeline corridor even though the guiding map he was using was known to be inaccurate when he repeatedly hit and cracked the pipe. The initial spill amounted to approximately 234 cubic metres of oil, of which approximately 210
metres were recovered—leaving 24 cubic metres soaked into the ground or Àoating in the inlet. This amounts to perhaps 151 home hotwater tankfuls of oil over several hundred acres of ground below Inlet Drive. (And we can all be thankful it was not worse.) This incident tells me that much still remains to do—in Burnaby and elsewhere—to protect Burrard Inlet from oil pollution. Work procedures must be reviewed. Better coordination between city of Burnaby staff and Kinder Morgan staff is a must. And civic plans affecting pipeline corridors must incorporate far more stringent environmental safeguards. Most importantly, before any shovel strikes ground to expand the Trans Mountain Pipeline, the public needs to know: what the real risk factors are; what the real impact of an incident on an expanded pipeline would be; and what real engineering solutions are available to prevent such incidents. No one wants oil in Burrard Inlet. No one, other than a city-hired contractor, digger-operator working
unwatched in a known pipeline corridor (using a map known to be inaccurate) has actually ever put a meaningful amount of oil into the inlet. And no one, including a streamkeeper like me, who has to go cap-in-hand to my fellow citizens for funding to reverse the effects of decades of prior pollution on local waterways wants to sound an alarm about a proposed construction project until there is something in hand to sound an alarm about. Let’s at least try seeking out facts before letting our emotions carry the debate on pipeline expansion, Nick Kvenich Burnaby
RETIRED TEACHERS BIG VOLUNTEERS As the contribution of volunteers is to be recognized during Volunteer Week, April 15 to 21, I believe it’s worth noting the contributions of retired teachers. During March and April 2011, the British Columbia Retired Teachers’ Association (BCRTA) conducted a survey to investigate the role of its retired members and
their impact on communities as volunteers. Even after retirement many educators were active in their communities, contributing their experience, energies and social skills as needed. The results revealed these volunteers donated an average of 31 hours per month. Some individuals reported they volunteer in as many as four different kinds of organizations. The top ¿ve categories included: community organizations and events, education, arts and culture, religion, and caregiving, which required the most hours per month per person. Volunteers make it possible for individuals and community events to carry on and ful¿l their goals. It is impossible to ascertain the dollar value of these volunteer activities which would be in the tens of millions. It should also be remembered volunteers are not to replace salaried persons, though they may receive recognition or compensation for expenses. Denis W. Ottewell Retired teacher Burnaby

Sawchuck gets Vegas gig Burnaby boy Murray Sawchuck has a new gig in Las Vegas, where he’s been booked to perform at the Laugh Factory’s new comedy club at the Tropicana Hotel starting May 1. He’s perform his comedy magic and two signature illusions on a 360-degree platform in the middle of the audience at the hotel, which is undergoing a nearly $200-million renovation. The Burnaby Central grad, who now lives in Las Vegas, made the semi-Ànals on America’s Got Talent in 2010. He also serves as the resident magic expert on the History Channel’s Pawn Stars.

Two Burnaby boys have been accepted into the Vancouver Whitecaps residency program. Alessandro Hojabrpour and Filip Rakic were among 17 new players that had their ¿rst day of training on Monday as part of the Major League Soccer club’s new pre-residency structure which will include U-13, U-14 and U-15 teams. Both Hojabrpour and Rakic were born in 2000 and will play for the under-13 squad. Hojabrpour plays for Coquitlam Metro Ford Soccer Club while Rakic is a member of Italian Canadian Sports Federation.

Cressey aims to reduce eco footprint With the world celebrating Earth Day on April 22, now is a great time to be thinking about eco-friendly living. Hani Lammam, vice-president of development and acquisitions for Cressey Development Group, says the company always keeps it in mind. One of the best ways to ensure an eco-friendly design is to build projects that will stand the test of time, Lammam says. “We put up buildings that will be around for 100 years,” he says, adding that reducing your environmental footprint is one of the best things a homeowner can do. He says that a multi-family development is more
sustainable than a single-family home, as it allows resources to be shared. One of the biggest energy-suckers in a home is the heating and cooling system, so Cressey always devotes time to making it energy-efficient. “We avoid electrical baseboard heating,” Lammam says. “We use heat pumps instead, because they can be shared within the building.” They also try to foster urban agriculture with large outdoor spaces so homeowners can grow their own food. “The Cressey kitchen has become a standard in our industry,” Lammam says. “But it’s what’s used in the kitchen that is important.”
