ILLEGAL DUMPING UP 20 TO 30 PER CENT SAYS LNIB By Phillip Woolgar THE HERALD

Illegal dumping in Lower Nicola has increased in the last year by about 20 or 30 per cent, despite efforts from the Thompson-Nicola Regional District such as offering Free Dump Days, says the Lower Nicola Indian Band capital works manager. About 335 vehicles full of garbage arrived for the free dump on Sunday, April 15, but the amount of garbage piling up at illegal dump stations throughout Lower Nicola is increasing. “We have quite a number of piles happening all over the reserve,” said Hyrum Peterson, capital works manager for the LNIB. He said the amount of illegal dumping was lower before the pay-as-you-throw system was implemented in 2009. This spring, his department blocked off a massive dump station along Lindley Creek Road. “We put some concrete outposts there in the last couple months,” he said. “I’m hoping that’s curtailed some of the dumping over there.” He said trucks were backing up to the edge of a cliff and dumping garbage, but that can’t happen with the new blockades. Much of the debris includes shingles and other construction materials, indicating it is a main stop for contractors looking to cut back on some expenses, Peterson said. “These are the unscrupulous contractors, the flyby-nighter, the undercutters,

According to Adriana Mailloux, TNRD environmental services technologist, pay-as-you-throw was an incentive to get people recycling. “We did see a slight increase in illegal dumping,” she said. “Free Dump Day was something that our board of directors wanted us to do because they had several requests from the public.” The TNRD implemented the pay-as-you-throw system at the same time as a regional recycling program to help curb the amount of recycling disposed with garbage. After Free Dump Day on April 15, the TNRD reported 642 bags of garbage, 37 loads of yard waste (free year-round), 19 loads of scrap metal (free yearround), eight fridges, 19 mattresses and box springs, 19 couches and 24 tires (free year-round). “Usually everyone is really good at staying within that $20 limit,” Mailloux said. Some people showed up on Saturday because of an incorrect report indicating that the hazardous waste roundup and dump day were both on Saturday. “I think that because we got it on the radio so quick that it was on Sunday, they only had a lineup of about 25 or 30 cars in the morning, but people weren’t really showing up for dump day for the rest of the day,” she said. On the day prior to Free Dump Day, a hazardous waste roundup attracted about 200 people to the Civic Centre Parking lot.

Open fire prohibition starts May 15 By Jade Swartzberg THE HERALD

Open fires in the Nicola Valley will be restricted as of noon on May 15. This restriction applies to all areas of the Kamloops Fire Centre (except Clearwater and Salmon Arm) and prohibits activities such as burning waste or slash in an effort to help prevent human-caused wildfires and to protect the public. “We’re giving people almost a month notice to get their burning taken care of,” said Fire Information Officer Kevin Skrepnek. Skrepnek reports that Kamloops Fire Centre crews have responded to wildfires covering more than 100 hectares since April 1, many resulting from poorly planned open burning. Three of these wildfires took place in the Nicola Valley. Two fires in the Nicola Valley, which were related to open burns, covered nearly 14 hectares. A third, located near Highway 97C, covered only half a hectare, but it appears to have been started by someone toss-
ing a cigarette out of a vehicle, said Skrepnek. While he said the prohibition is consistent with last year, wildfires in 2012 appear to be above average. “Last year we had just over 500 hectares in total of wildfires, and we’ve already had over 100,” said Skrepnek. “The main thing is that over the winter there was a lot less precipitation in the lower elevation areas, which is usually an indicator of a more intense early fire season.” The open fire prohibition will last until Oct. 15, 2012 and specifically prohibits the following: • Burning any waste, slash or other materials (piled or unpiled) larger than one metre by one metre. • Burning more than two open fires of any size at the same time. • Stubble or grass fires of any size over any area. • The use of fireworks or burning barrels of any size or description. The restriction does not ban campfires (half a metre high by half a metre wide) and doesn’t include cooking stoves. Campfire restrictions will be considered on a case by case basis, said Skrepnek.

It’s official — Dollar Tree is tentatively scheduled to open its doors on Saturday, May 26, in the Quilchena Square Shopping Centre. “Obviously some things can change, but that is the day we are looking at opening,” said Shelley Davis, spokesperson for Dollar Tree. “This will be a nice-sized store.” The store will be an estimated 8,500 square feet and will likely employ 15 people, she added. “We’re definitely coming to Merritt and we’re really excited to be doing so,” she said. “The company continues to grow and we do like to be where our core customers are.” The store is scheduled to hold a grand opening ceremony during its opening at the end of May. Teachers vote to stop after-school activities By Jeff Nagel

Public school teachers voted 73 per cent in favour of withdrawing extracurricular activities province-wide, to intensify pressure on the provincial government in the continuing labour dispute. The B.C. Teachers’ Federation (BCTF) vote could affect everything from high school graduation ceremonies to upcoming sports events. Meanwhile, a decision of B.C.’s Labour Relations Board has ordered unionized teachers to prepare second-term report cards immediately, something some teachers had resisted as part
of job action. The ruling gives teachers until April 27 to have them ready. Public school teachers walked out for three days in March before the provincial government passed Bill 22, legislating them back to work with a six-month cooling off period. A total of 21,625 teachers voted to ban volunteer work, while 7,846 voted against the option. BCTF president Susan Lambert said cancelling extracurricular activities was a wrenching choice. “Teachers struggle with this because these activities bring so much joy to our engagement with students,” she said. “We know this will

mean the loss of some highly valued activities, and we sincerely regret that. But we have to look at the bigger picture and the longer term.” The decision is expected to pit the teachers, who still want to coach teams and run
student clubs in defiance of the BCTF decision, against more militant teachers who will be able to ask their union locals to take disciplinary action. Education Minister George Abbott told reporters the BCTF vote to ban extracurricular activities will divide teachers, punish students and leave parents overseeing functions like grad ceremonies. “It’s their personal decision,” Abbott said. “And I don’t believe it’s appropriate for the BCTF to be trying to interfere in that.” Abbott also defended his choice of a mediator in the dispute, Dr. Charles Jago,
who the BCTF alleges is biased. If talks with the BCTF fail to reach a mediated settlement, the government would likely legislate a two-year contract, ending June 30, 2013. Abbott said he can’t guarantee the dispute won’t disrupt the start of the school year next fall. The action plan approved by the BCTF membership also calls for a public awareness campaign to mobilize public opposition to Bill 22, a possible future vote on a full withdrawal of services and work in advance of the May 2013 election “to bring in a new government” that will repeal the legislation.

HERALD OPINION Imagine an NDP government NDP victories in two byelections bring the standings in the legislature to 46 B.C. Liberals, 36 NDP and three independents, one of whom has pledged allegiance to the B.C. Conservatives. B.C. Conservative leader John Cummins put a brave face on his third-place finish in Port MoodyCoquitlam and Chilliwack-Hope. Even in bedrock conservative Fraser Valley farm country, in a protest byelection with a high-profile candidate, the B.C. Conservatives managed to attract just enough to deliver a landmark NDP seat. The NDP was helped by the absence of the B.C. Green Party on the byelection ballots, with most of its five-per-cent support from 2009 presumably going to the winners. Cummins said his party’s goal going into the Port MoodyCoquitlam vote, with an unknown candidate and a handful of volunteers, was to break 10 per cent. They got 15 per cent and he declared a moral victory. Cummins rejected a possible merger with the “discredited” B.C. Liberals. Premier Christy Clark was equally emphatic that she will be the leader of the “free enterprise coalition” in the 2013 election. So the stage is set for an NDP majority government. What will that look like? Well, Port Moody mayor-turnedMLA Joe Trasolini has a wealth of local government experience, so pencil him in as municipal affairs minister. A long-time supporter of the B.C. Liberals, Trasolini should clarify if he endorses the NDP constitution, which still opposes all profit-making activity. He’s not the only high-profile newcomer likely to be included in an Adrian Dix cabinet. New NDP candidates from union executive ranks will likely include long-time Hospital Employees’ Union president Judy

Refusing to volunteer doesn’t further BCTF cause
CHRIS FOULDS KAMLOOPS THIS WEEK Via a vote of its members, the B.C. Teachers’ Federation (BCTF) has reaffirmed its commitment to have its teachers stop volunteering for sports and other activities after school hours. I remain of the opinion this decision will
do little to further the union’s cause and do much to hurt students who want to play sports, plan graduation ceremonies and practise music and drama after hours. After all, it is clear the B.C. Liberals will not budge from their Bill 22 stance and depriving kids of supervision and coaching/teaching outside of classroom hours will do nothing to help the BCTF on the optics front. However, after having a talk with Jason Karpuk, president of the Kamloops-Thompson Teachers’ Association, I

have a better idea of why the union feels it needs to do this — though I still remain not convinced it is a decision that merits applause. Karpuk is obviously passionate about the cause and, though pressed for time while in union meetings in Penticton and bombarded with calls from media while on the line with me, he managed to talk for as long as I needed — which was a good 15 minutes or so. First, to the teachers’ vote last week. There are about 41,000 BCTF members.

Protest does nothing but hurt students the rest of the year as a way to protest Bill 22. If teachers decide to coach or teach or supervise after-hours — as at least two in Vancouver have publicly vowed to do — any discipline is left up to local associations, according to Karpuk. In the Kamloops-Thompson school district, there has not been a case in which the association has had to address such breaches in solidarity, though Karpuk did say there have been instances in which teachers have been spoken to “member-tomember,” with an explanation of why the union wishes to have its members retain solidarity. “It has been handled with
that explanation and left at that,” Karpuk said. As for the decision to withdraw extracurricular services, when it will not change the B.C. Liberal stance? Karpuk said the protest action is intended to show the public what it is teachers do out of a passion for their profession as opposed to what they are required to do by the fine print of their contract. “It draws attention to the fact that, if we are going to be disrespected, why would we volunteer in a system that disrespects us?” This stance will certainly anger many and draw applause from others outside the teachers’ union. The same can be said for within the union as that divide is evident in the BCTF voting
numbers. Karpuk did touch on issues in the classroom, issues other than salary and coaching. He mentioned teachers having to buy supplies and teachers who have to buy computers. There are teachers who buy food to give to students who come to school hungry. Those issues, and the wellcovered class-size and classcomposition debate, are the real issues, the true concerns upon which this labour impasse should be focused. Karpuk said as much, but the union, by engaging in a protest that does nothing but hurt students, is only helping to take attention away from what matters most to its teachers and to the students they teach.

Darcy. She no longer talks about bringing a “Marxist analysis” to economic matters. Darcy is now best known for leading the long court battle against the B.C. Liberal government’s contract-breaking legislation of 2002. The eventual decision of the Supreme Court of Canada basically invented a constitutional right to collective bargaining. (The high court could also ponder if there might be a right not to belong to a union, but that’s another story.) Then there’s George Heyman, the longtime B.C. Government Employees’ Union president. After leaving the BCGEU, Heyman has taken a turn as executive director of Sierra Club B.C., a branch plant of the U.S. enviromachine that works against B.C. forest, mining, power and petroleum development. These folks would be working with Stephen Howard, who went from senior positions at the BCGEU and CUPE to his current role as Dix’s chief of staff. Dix, of course, benefited from the sudden ouster of Carole James, who made the mistake of trying to loosen big labour’s grip on the NDP and modernize some of its quaint 1930s notions. Then we have B.C.’s third-largest political party, the B.C. Teachers’ Federation, which has already confirmed it will continue its long campaign to replace the B.C. Liberals with the NDP next year. Such a team brings impressive experience, but unfortunately for taxpayers, much of that experience has been in extracting money from the public treasury. And if recent B.C. history is any guide, this fundamental conflict of interest will receive little or no media attention in the months to come. Instead, the conventional wisdom will be that voters want “change.” • Correction: Last week’s column referred to the 1971 Greenpeace campaign against atmospheric nuclear testing. That protest boat was directed at a U.S. nuclear test off Alaska, not a Soviet test as stated. Subsequent Greenpeace protests targeted the Soviet slaughter of grey whales, and the last atmospheric nuclear tests, conducted by France in the South Pacific. Parking changes planned for the area in front of Merritt’s recreation complex should be in effect by the end of May, said City staff overseeing the modification. “Line painters will be here before the end of May and signs will be going in as quickly as we can get them,” said Merritt Bylaw Services Officer Bob Davis. The changes — which include limiting pick-up/drop-off areas outside the Nicola Valley Aquatic Centre and the Memorial Arena to two minutes instead of 15 minutes, placing a two-hour parking limit
to spaces along Mamette Avenue, and extending the yellow no-parking area in front of the arena — are being implemented primarily for safety, said Leisure Services Manager Larry Plotnikoff. With an arena that can accommodate up to 1,000 people, besides the nearby aquatic centre and curling rink, Plotnikoff said the area tends to be congested. “You get a lot of people walking across the street and we have to get traffic under control here so people are safe,” he said. Emergency access was also a concern for both Plotnikoff and Davis. Currently, the City has parking in the

The B.C. government’s quitsmoking program has hit the six-month mark, with more than 100,000 orders for free nicotine patches, gum or antismoking drugs. Health Minister Mike de Jong said Wednesday about half of those are first-time applicants, for a program that allows up to two refills of 12-week supplies of quit-smoking aids. The 50,000 people represent about nine per cent of the 550,000 people in B.C. who still smoke. Scott McDonald, CEO of the B.C. Lung Association, said 15 per cent of B.C. residents smoke, the lowest rate in Canada. But that is still too many. “About 70 per cent of habitual smokers want to kick the habit, and we want to motivate them to make an attempt,” McDonald said. “They’re not always successful.” The Lung Association estimates that when people try to quit cold tur-
key, they are only successful between four and six per cent of the time. With the help of nicotine patches, gum or prescription drugs, that success rate doubles, and with the help of counselling available through the program it improves again, so the association expects about 10 per cent of people in the B.C. program will quit for good. De Jong said even with that success rate, the program is a good investment because it saves the province “much, much more” by avoiding smokingrelated cancer and other diseases. B.C. residents may apply to get gum or patches by calling 8-1-1. Or Pharmacare will cover the cost of a 12-week supply of Champix or Zyban, if prescribed by a doctor to ease smoking withdrawal. The 8-1-1 line to HealthLink BC provides general health advice, and can refer callers to telephone support for those trying to quit smoking. Starting in May, the program website www. quitnow.ca will also offer the option of real-time chat with a counsellor.

Local dogs learned to use their noses during a tracking workshop sponsored by the Nicola Valley Kennel Club on April 14. Nearly seven people and their dogs attended the seminar where dog breeder and Canadian Kennel Club (CKC) tracking judge Emilie Woodruff taught the basics of training dogs to follow a scent to locate objects. “Emilie is a wellestablished dog breeder from Kamloops and a big name in tracking for all of B.C.,” said Yvonne Lord, president of the NVKC. “She shared her expertise with us and it was amazing to me how quickly some of the dogs were picking it up.” After briefly discussing flagging equipment and proper dog harnesses and leads, Woodruff trained the dogs to track a glove and praised them when they followed their noses. Lord said the workshop was a starting point, and several of the participants are planning to practise with their dogs, and might consider competing in the future. While many owners train their dogs to compete in tracking competitions, police use the techniques for specific purposes like tracking suspects, drugs or explosives. “Many people who train their dogs for tracking often register with the local search and rescue,” said Lord. “Huge numbers of children or hikers have been saved by tracking.” The NVKC has operated in the area for over 25 years, said Lord who joined the

BCHL champions up 2-0 in Doyle Cup as series shifts to the Okanagan

The Penticton Vees’ storybook season continues. The BCHL champion Vees returned home on Sunday with a 2-0 lead in their bestof-seven Doyle Cup series versus the Brooks Bandits, champions of the Alberta Junior Hockey League. Penticton defeated Brooks 7-2 and 1-0 in games one and two of the Doyle, played in the Alberta city this past Friday and Saturday. All remaining games in the series will be played in Penticton, beginning with game three on Tuesday night at the South Okanagan
Events Centre. The winner of the Doyle Cup will represent the Pacific region at this year’s Royal Bank Cup/Canadian Jr. A Championships, slated for Humboldt, Saskatchewan from May 5 - 13. The two Vees’ games against the Bandits this past weekend were a study in contrast. In game one on Friday, Penticton erupted for three goals in the first eight minutes of the third period to break open a close contest and coast to victory against their Alberta opponents. Despite being outshot 26-25 in the opener, the Vees tallied twice on the powerplay and added a shorthanded marker to
easily win the battle of special teams. Six different players tallied for Penticton in game one: captain Logan Johnston (2), Mario Lucia, Wade Murphy, Joey Benik, Bryce Gervais and Troy Stecher. Netminder Chad Katunar picked up the win, his thirteenth of the post-season. Defense was the order of the day in game two on Saturday as Murphy’s powerplay tally at 5:48 of the first period was all the Vees needed in their 1-0 victory. Brooks outshot Penticton 43-30 in their second meeting in as many nights, but could put nothing past Vees’ starting goalie Michael Garteig, who was making his first start in almost two months following a serious leg injury back in early March. The Vees earned the right to represent the BCHL in the Doyle Cup by defeating the Chiiliwack Chiefs (4-2), the Merritt Centennials (4-1) and the Powell River Kings (4-0) in
three best-of-seven playoff rounds that began back on March 16. Penticton went into this year’s BCHL playoffs as regular season league champions (544-0-2, 110 pts.), and as the number one ranked Jr. A team in the country for most of the year. The Vees also set records for the most number of wins in a single BCHL season (54) and for the most consecutive wins in a single season (42). The Doyle Cup has been contested 25 times since its inception in 1985, with the BCHL representative winning 16 of the showdowns. The Vernon Vipers have won the most Doyle Cups (six) followed by the Camrose Kodiaks with four. The Vipers won the last three in a row prior to this season. This is Penticton’s fourth appearance in the Doyle Cup. The team won in 1985 and 1986 as the Knights, and in 2008 as the Vees.The Brooks Bandits are in the Doyle Cup for the first time.

Some extra-curricular sports activities still taking place at local schools By Ian Webster THE HERALD

As local schools enter the final two months of the 2011-12 academic calendar, don’t expect things to be ‘business as usual’ when it comes to extra-curricular activities such as sporting events, drama productions, field trips and end-of-year dances and ceremonies. On Friday of last week, the B.C. Teachers’ Federation membership voted 73% in favor of halting volunteer activities at their schools as part of an anti-government protest. While School District #58 sports activities will definitely feel the impact of the BCTF decision,
things may not be all ‘doom and gloom’. At Merritt Secondary School, three out of four school teams are continuing to function this spring, thanks to assistance from administrators and qualified community-based coaches. The MSS girls’ soccer team is being coached by vice-principal Darren Coates. The Panthers have an abbreviated schedule of games, including two contests this week and a mini-jamboree on the weekend. Unfortunately, due to the province-wide job action, the girls’ soccer team was forced to cancel its annual ‘Test of Mettle’ 12-team tournament slated for this weekend.
The Merritt Secondary senior boys’ rugby team is also still in action. It is being coached by Ryan Reid and Nathan Brigden, nonteachers who coached the squad last year and are members of the local Barbarians men’s rugby team. The rugby boys also have a limited schedule of games; they next see action at home this Thursday. The third MSS team to carry on is the senior golf team, while the notable casualty is the girls’ rugby program which was not able to find suitable coaching personnel from the non-teaching ranks. At Coquihalla Middle
School, rugby has also fallen victim to the ban on extra-curricular involvement by teachers. On the positive side, CMS will hold its annual track meet on June 19, as it is held entirely during school hours, and is considered to be an extension of the school’s regular P.E. program. Local elementary schools are deciding this week whether to go ahead with their own individual track meets in May. The decision has already has been made, however, to not hold the District track championships in June due to the many volunteer hours required to plan and organize the major undertaking.
TWO CASUALTIES OF THE CONFLICT While some local schools may or may not be holding their own annual track meets in May, there will definitely not be a District track meet (upper left) in June this year. The highly-anticipated event, which brings together over 300 athletes from six area schools, requires many, many hours of extra-curricular work by teachers to organize. At Merritt Secondary School, some sports teams are operating on a limited basis, due to the support of administrators and qualified, community-based coaches. Such is not the case for the vaunted MSS senior girls’ rugby program (lower left) which has shut down for this season.
